There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

Atlantic Richfield Co. began operating a commercial uranium solution mining project in April 1975, in Live Oak County, Tex., 10 miles southwest of the town of George West. The operation is designed to produce 250,00 lb of U308 per year and is jointly owned by Atlantic Richfield Co., Dalco, and U.S. Steel. The proprietary process employed in this operation consists of injecting an alkaline leaching solution into the ore-bearing formation through a pattern of injection wells. The uranium-bearing solution is then removed through producing wells using submersible pumps in central production wells. The produced solution is pumped through a pipeline to the plant area where the uranium is extracted. The barren solution is refurbished and returned to the pattern area for reinjection. The injection field and plant site are located in the drainage of Spring Creek, a small intermittent stream tributary to the Nueces River. Land use in the area is primarily agricultural cattle ranching and farming---but several producing gas fields are present in the areas as well. A nine month enviromental baseline study was conducted on the property beginning in Feb. 1975. Plants and animals of the Clay West area were identified and representative terrestrial and aquatic communities were analyzed. Physical and chemical parameters of the soils were described and analyzed. The surface and underground waters were analyzed chemically; radionuclides, heavy metals, nutrients, and pesticide concentrations were measured in the creek sediments; bacteriological measurements were made in creek water and sediments; radionuclide and chemical levels in plants and animals, both terrestial and aquatic, were measured. These studies, though not required by existing, state or federal laws, were considered necessary to assess the existing conditions before operations began on site. The in-place leaching technique for uranium mining eliminates the enviromental disturbances associated with open pit or underground mining. No grinding and crushing of ore is needed, nor are large tonnages of waste tailings produced. Surface subsidence is not expected since less than 5 lb of uranium is present per ton of rock and even complete removal of such small amounts should not cause subsidence. Solution mining has fewer environmental problems than conventional mining. Members of the Texas Water Quality Board recognized the differences which exist and have recently formulated new environmental control procedures which apply specifically to solution mining. Some of the solution mining activities which are of particular concern are discussed in the following pages. Process Description The produced uranium-bearing solution is pumped through a pipeline from the pattern area to the plant area. The first pattern area consists of a nest of 125 fluid injection, production, and monitor wells [(Fig. 1)]. Injection wells have 4-in. casings and are spaced 50 ft apart on a square grid. Production wells have a 6-in. casing and are located in the center of each square. A block flow sheet of the plant is given in [Fig. 2]. The produced solution goes through parallel trains, each consisting of a carbon column and an ion exchange column in series. The carbon column removes any sand present in the produced solution and the ion exchange column extracts the uranium. The depleted solution is treated with chemicals and returned to the field for reinjection. The uranium retained in the ion exchange column is removed periodically with a sodium chloride solution. Uranium-bearing solution from the ion exchange column is passed through a charcoal column for removal of impurities and then to a precipitation tank where the uranium is precipitated as yellowcake slurry. The yellowcake slurry is clarified, filtered and dried to produce a granular yellowcake product. Environmental Considerations Sources of waste solutions to storage reservoirs, the backwash reservoir and atmospheric discharges are shown in the block flow sheet [(Fig. 2)]. The use of full face boring machines in underground mining has increased considerably in recent years and over 200 raise-boring machines are now in use in the Western World. Several tunnel-boring machines have been tested notably in America, West Germany, Britain and South Africa. A relatively new concept is the blindhole borer, where the machine stands on the lower level and bores a full diameter raise upwards without the use of a pilot hole. Four of these machines have been tested to date in South African quartzites with varying degrees of success. The development of boring technology has created new problems for ventilation engineers and exacerbated several existing ones. This challenge has been met in many varying ways and this paper attempts to provide a review of the current state of the art. Technology and methods are developing at great speed in this field and therefore no final and absolute solutions can be proposed, since each machine and site pose individual problems which are best handled by local knowledge and experience.

The Purpose of this paper is to present an overview of research underway at the Los Alamos Scientific Laboratory to investigate some of the more attractive options for controlling trace element contamination of coal refuse drainages. * The control methods under consideration include chemical and physical methods to immobilize or remove undesirable contaminants prior to refuse disposal, the treatment of refuse disposal sites with attenuating agents to prevent the discharge of contaminated water, and the direct treatment of refuse drainage as it emerges from the refuse disposal site. The results from these laboratory studies suggest that many of these techniques are technically feasible for controlling trace element contamination of refuse dump drainage.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

Environmental considerations are extremely important in planning and carrying out mergers, acquisitions and real estate transfers. It is not inconceivable that potential or actual environmental liabilities could exceed the targeted company's net worth or the book value of the real estate of interest. It is therefore essential that an environmental due diligence investigation (DDI) be performed to quantify environmental liabilities before sales, mergers or acquisitions. This paper will discuss general procedures used in environmental due diligence investigations. The emphasis will be placed on mergers and acquisitions. It should be pointed out that the procedures discussed in this paper are general and must be modified to fit each particular merger or acquisition under consideration.

"Due diligence reviews are an essential part of mineral property acquisitions. One of the primary reasons to complete an environmental review prior to exploration property acquisition is to assess the potential environmental liability. It is critical to identify the potential reclamation costs or existing environmental liability associated with the exploration property. A review of the existing condition of the property and its history can allow prioritization of exploration targets and ease future expenditures for historic damages. IntroductionIn Canada and some other jurisdictions, the purchaser of a property is assumed to know, and is (in the absence of deceit or fraud) financially responsible for, what is purchased. A plea of ignorance, at least from the perspective of environmental liability, is not an acceptable excuse to avoid responsibility (Nelson, 1994). Therefore, if an exploration company (for the purposes of this paper, any organization conducting exploration work) purchases a property that has environmental contamination, the new owner is liable for the cost to reclaim the site to an acceptable level. The cost to reclaim the site is the environmental liability. The new owner is responsible for existing environmental liability of the property, even if the exploration company’s personnel were not aware of the problem. In simplest terms, buyers beware. Therefore, in order to protect the exploration company’s interests, the exploration manager should determine the characteristics of the property of interest prior to purchase or other involvement, and exercise due diligence.The term “due diligence” is often used in the mining industry. To ensure clarity, in this paper’s context, the author has chosen to use the following meaning: “… due diligence is used to describe a detailed data review, generally in connection with the purchase or sale of a mineral property, the approval of a large capital expenditure, or the borrowing of a large sum of money” (Smith, 1997).Directors of the exploration company are held liable for the decisions made, unless they have relied in good faith on,“…a written report of the auditor, or a report of a lawyer, accountant, engineer, appraiser, or other person whose profession lends credibility to a statement made by any such person” (OBCA, 1994)."

Five major environmental effects of rock blasting are ground vibrations, airblast, flyrock, dust and fumes. What makes them "environmental" as opposed to occupational health and safety issues is that their impacts are felt off the mine, quarry or construction site. For some impacts, safe zones are defined through experience, flyrock being a good example. Flyrock at a mine can be 1) rock thrown beyond the blast area or expected hazard zone, 2) rock thrown beyond the permit area, or 3) rock thrown more than 1/2 the distance to the nearest non-mine structure (OSM rule for surface coal mines). Rock throw of less than the "flyrock" range is then a safety issue.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

"The close vicinity of mining companies to other sites that are used for commercial and residential purposes or to areas under conservation as well as the fact that the people become more and more sensitive to emissions have led to a negative attitude towards mining operations in the neighborhood. It is above all the use of drilling and blasting techniques that give rise to objections, in the course of which demands for more environmentally-friendly production methods have been voiced. It is in this context that production methods without the use of explosives are considered as an option. After all, the use of such production methods is the only alternative for some quarry operators. The question is what are the true benefits of these techniques and what is the relation between a possible improvement of the environmental effects on the one hand and the technological potential as well as the costs on the other. It is intended to assess the mining techniques for solid rock in their entirety. This paper will therefore look at the aspects for assessing mining techniques in the context of their environmental impact and the costs."

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

The Environmental Excellence in Exploration (E3) project is driven by the recognition that the minerals industry can only maintain its long term viability by ensuring its continued access to lands to explore for, and develop, new mines. Widespread implementation of sound environmental management practices by the exploration community and improved education and understanding of that by stakeholders will help substantially in accomplishing this, and E3 is designed to meet these needs. Exploration crews are now viewed as ambassadors for the global mining community. Their performance in managing the environmental aspects of an exploration program can demonstrate a commitment on the part of the international mining sector to environmentally responsible exploration and mining. We have all observed that failure to behave responsibly can alienate local residents, encourage anti-mining NGOs and jeopardize development. As the saying goes, ?you don?t get a second chance to make a first impression?, and we want to make a favourable first impression. The E3 project is focused on creating an electronic manual, the e-manual, which will provide rapid access to the most up-to-date information on environmental management practices for minerals exploration globally. The e-manual will reflect current thinking and practices in environmental management. It will be richly illustrated with actual examples that reflect the realities of exploration. It will strive to identify the key environmental issues and concerns that apply to most exploration projects, and identify other sources of relevant information useful to field practice. It is our belief that E3, or something very like it, is central to ensuring that the industry survives the current challenges to its viability. E3 will be a cornerstone of the mining industry?s drive to sustainability simply stated, if we are not permitted to explore for mines, there will be none of them at some point in the relatively near future.

Environmental considerations are of increasing importance in determining the acceptability, schedule and cost of expansion ofCanada's uranium processing industry. Environmental considerations must be addressed in the early stages of facility planning. This results in a dilemma, as the process data needed to predict physical environmental impacts are not yet available from process design activities. Hence, a business risk is incurred if plant design is carried forward to meet these requirements prior to project (or site) approval. On the other hand, project scheduling normally mitigates against leaving process design engineering until such time as project approval is obtained. This paper examines the experience gained in Eldorado Nuclear's proposed expansion of refining capacity as viewed by an environmental engineering consultant. The history of the project and the relationship to process design functions in the two-year period prior to the Port Granby environmental hearings are reviewed. During the Port Granby public hearing, there was a consensus that normal operation of the proposed refinery could be successfully integrated with the site's natural environmental constraints. Moreover, the radiological impact from plant operations was demonstrated to be inconsequential. However, concerns were raised relating to plant upset and accident situations. These concerns are summarized. Process data requirements identified during the environmental hearings are discussed. Finally, the concerns for on-site burial of radioactive waste are reviewed. These concerns focussed on long-term stability of the waste in the presence ofgroundwater transport, erosion and glaciers. The AECB's position on waste management with regard to this project is reviewed in light ofthe implications for design.

A decision by joint-venture partners Anglo American, Gencor, and the Industrial Development Corporation to proceed with the expansion of the Columbus Stainless Steel plant in Middelburg will contribute significantly towards the economic growth that South Africa needs so desperately. The expanded facility, expected to come on-line in 1995, will be the largest single-plant producer of stainless steel in the world, and the company will rank sixth overall in world production.

"Abstract - Prior to the development of the Diavik Diamonds Project, baseline studies were conducted to determine the geochemical characteristics of four kimberlite orebodies as an aid in the design of both the water-management system and the facilities for containment of processed kimberlite and ore stockpiles. Materials tested included field samples of volcaniclastic and pyroclastic kimberlite, processed kimberlite (i.e., kimberlite ore which had been screened and washed as part of the processing procedure), and sedimentary mudstone (a minor xenolithic unit which was assimilated during kimberlite emplacement). Approximately 200 samples of kimberlite materials were collected as part of the geochemistry program. Test-work included whole-rock chemical analyses, acidbase accounting, kinetic leach tests using columns, and mineralogical analyses. Diavik kimberlite has major oxide and trace-element concentrations consistent with global averages for kimberlite. The mean total-sulfur content of the kimberlite material is 0.22 wt% S, but with a significant range. The kimberlite has an excess of carbonate minerals over sulfide minerals (average CO2 = 4 wt%, present mainly as calcite), and has a mean neutralization potential of 311 kg CaCO3 equivalent/tonne. A reactive form of framboidal pyrite associated specifically with the mudstone xenoliths is the primary source of sulfide-sulfur. Long-term kinetic tests confirmed the preliminary interpretations that were made from the static-test results. Kimberlite and processed kimberlite are net acid-consuming materials that produce alkaline drainages and have low but detectable leaching rates for SO4 and specific trace metals such as Al, Co, Cu, Ni, and Zn. If segregated from the kimberlite, mudstone xenoliths are acid-generating (pH = 3) and produce an effluent with elevated concentrations of SO4, Fe, Al, Cu, Ni, and Zn. The study demonstrates that xenolithic units in Diavik kimberlites have an important effect on the environmental geochemistry of the ore rock. The mineralogy and aqueous geochemistry of the kimberlite materials are such that they may not be suitable for general earthworks or as an alkaline agent and should report to an engineered facility to protect site water quality."
