The development of a water accounting framework that enables consistent and contextual reporting of minerals operationsÆ water use, represents a key sustainable development objective that many Australian minerals companies have committed to. A future water accounting framework will require: key terms and definitions for water metrics for use in the Australian minerals industry that are consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current regulatory requirements and voluntary approaches were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (eg water loss through evaporation). The adopted terms and definitions typically require a combination of empirical and estimated data. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites, selected to test a variety of commodity and biophysical situations. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and following a period of stakeholder engagement and third party review, is being refined as a first step towards developing nationally consistent water use reporting for the Australian minerals industry.

Buying centres are the first point of contact that determines whether ore will be considered as having sufficient provenance to be considered ethically sourced. The information that needs to be captured on the blockchain platform ranges from reports on in-loco inspections and audits of mining and purchase sites. This will guide passive and active monitoring of mining activities, trade-offs for identification systems, including biometrics for the registration of artisanal sellers, scrutiny on the selection of security measures and companies for buyer centres and stockpiling warehouses, evaluation of active and passive infrastructure security, and remote monitoring applications. Assistance with selection and training in geochemical testing instruments to determine the grade of ore material or concentrates and sorting, on-the-ground investigations, guidance on monitoring methods from stockpile and packing area along the transport route to the final destination are required.

In October-November 1993, the Centre for Cold Ocean Resources Engineering, Memorial University of Newfoundland and University of Victoria jointly carried out reconnaissance surveys at Pine Cove, Baie Verte, Newfoundland. Pine Cove is the site of a multi-year study examining the environmental impact of a shallow water small-scale marine placer gold mining operation. The reconnaissance survey data collected will be used to develop a multi-year environmental effects monitoring (EEM) program for Pine Cove, Baie Verte, but more generally an EEM protocol for shallow water small-scale marine placer mining, which meets the requirements of Canadian government regula¬tors such as Environment Canada and the Department of Fisheries and Oceans. The Pine Cove mining operation is currently scheduled for the summer of 1995, and will use two mining methods: a hydraulic suction dredge in shallow water (<10 meters) operated by a scuba diver, and a hydraulically actuated clamshell dredge in deeper water (-30 m). A centrifugal concentrator will be used to extract the heavy minerals from the mined marine sediments, and the tailings will be returned to the sea floor via a suspended discharge pipe. The reconnaissance work at Pine Cove included geophysical, geochemical, oceanographic and biologi¬cal surveys, providing data which will enable prediction of the potential environmental impacts of the proposed mining operation. TBMand roadheader are two dominating excavation machines in underground tunnelling projects. The performance of these two tunnelling machines has been reviewed and analysed individually by many researchers from multiple points of view. However, there are almost no studies that have made an extensive comparison between these two machines, mostly from financial points of view. The current study is intended to characterize both financial and technical status of these two mechanical tunnelling machines in one of the biggest coal mines in Iran. The main objective of this study is to define the best method and equipment that meets a predefined economic goal, which is mainly to maximize the net present value. To this end, a technical and financial model based on the geomechanical and financial parameters involved in the project has been prepared and the financial part of the project has been carried out by applying COMFAR III financial analysis software. Subsequently, a sensitivity analysis of the model was conducted in order to evaluate the effect of involved parameters on the project. According to the results, a roadheader has better economic justification than a TBM, while the TBM has a better advance rate than the roadheader.

Title IV of the 1977 Surface Mining Control and Reclamation Act (SMCRA) provides for an abandoned mine reclamation fund. This fund, taken from fees collected from operating coal mines, provides capital for the reclamation process. The Act directs the Office of Surface Mining (OSM) to collect the fees based on coal production. Monies from the abandoned mine lands (AML) fund are distributed through two programs. The first provides OSM with capital to use in emergency situations resulting from abandoned mine sites and reclaiming high priority sites in states without established AML programs. The second distributes the money through a state&apos;s AML program in the form of grants. To provide for a flexible and customized selection procedure for AML projects, a management information system (MIS) that combines scientific selection procedures is being developed. This system employs objective and subjective methods developed in systems research in recent years. The MIS component is an essential part of any selection process involving large numbers of potential projects. It must contain all the necessary project parameters that can be applied to the selection of projects whether or not they are to be used in the immediate selection criteria. In addition, variable selection criteria will allow ‘what if’ types of inquiries for comparison of differing selections and benefits.

Using Unity 3D as a collaborative multi-user virtual on-line environment, an interactive virtual underground mine platform (IVUMP) is being developed to provide on-line access to mine safety preparedness training with a focus on mine emergency response exercises (MEREs). Communication and information flow among MERE participants and their actions can be monitored, recorded and evaluated. A mine ventilation simulation utility VFIRE is being incorporated to enhance the realism and interactive nature of the ?in-world? exercises as well as extend its functionality to include training in real-time ventilation and fire control.

Lack of visibility from large, open-pit haulage truck cabs has become a serious safety problem. Anaconda conducted a research program to develop a low cost system to alert haulage truck operators to small vehicles present in blind areas. Several systems were developed and tested. As open-pit haulage truck size has increased, so has the size of the blind areas. Mine utility vehicles, pickup trucks, and cars are concealed within these blind areas and become safety hazards. Figure 1 shows the typical blind areas of a 136 t (150-ton) haulage truck. The areas of greatest concern are at the rear center and front right corner of the truck. In these "no visibility" areas many small vehicles have been crushed by large haulage trucks at various mine sites. In most instances, the occupants escaped the vehicle before it was destroyed. But injuries and death have occurred. In most cases, the accidents were attributed to negligence or carelessness by the small vehicle driver. The limited visibility problem still exists, though, and a solution is needed. Initial Solution The usual plane mirror on the driver&apos;s side and the convex mirror on the right front of the haulage truck allow only limited rear visibility. The typical, right side convex mirror is generally small and difficult to locate at a glance. This convex mirror also presents an image that distorts distance perception. These mirrors are of¬ten broken and immediate replacement not demanded or made. The US Bureau of Mines, in a contract with M.B. Associates, San Ramon, CA, developed an improved visibility system. It consisted of a larger, left view mirror and unique, blind area viewer. The large 230 x 690 mm (9 x 27 in.) left mirror has a small convex spot mirror near the bottom. The entire unit can be quickly replaced if broken. The large size provides a full view of driver orientation features such as the rear tire and the top of the load bed. The right 300 x 410 mm (12 x 16 in.) mirror has a convex surface and is quite rugged. The 510 mm (20 in.) spherical radius presents the operator with some distance distortion, but objects in its view are easily seen. The "blind area viewer" consists of a modified fresnel lens that allows the driver to "look around the corner." Installation of three of these lenses on the front of each haulage truck is rec¬ommended for adequate blind area coverage. This system significantly increases an operator&apos;s field of view and allows viewing of objects within about 3 m (9.8 ft of the truck. Many open-pit mines are nor mounting on smaller vehicles a long whip with a flag and lamp or both. This increases vehicle visibility to haulage truck operators. The whip is permanently attached to the mine vehicle. It can also be magnetically attached to transient vehicles. The whip system. though, is inadequate for visibility in the critical rear and right front blind areas. Alternate Solutions All of these visibility aids as¬sume an attentive driver. In addi¬tion, areas such as the rear blinc, area are not covered. Based on the inadequacy of existing visibility systems, Anaconda made a com mitment to further the truck de¬tection technology. The best ap¬proach was considered to be ar active system. It would notify the haulage truck operator that an en¬croaching vehicle is present. Sev¬eral systems were considered, in¬cluding ultrasonics and elec¬tromagnetics. For the ultrasonic system, com mercial and in-house design were looked at. Designing an( building transducers with the spe cific beam shape to match the haulage truck blind spots re¬quired a major technological breakthrough. False alarms ap¬peared difficult to prevent en¬tirely. They were caused by pass¬ing, trailing, or leading vehicles a., well as nonthreatening objects. Production targets are the basis for almost every decision made by operations personnel in the daily operation of a concentrator. It is the production targets that determine how the plant is operated and therefore determine its efficiency. However, to achieve maximum plant efficiency production targets must be relevant to the process and achievable.In RoseberyÆs case, for many years, production targets were taken from budget data which, with the exception of mill feed tonnes and grades were carried forward from the previous budget. The zinc concentrate grade target was fixed at 57 per cent Zn, a long-term average; it was the accepted æstandardÆ for Rosebery. Historical data showed this target was never consistently achieved and plant efficiency was highly variable.Investigations into the possible causes for the variable performance ruled out plant and mechanical issues. Despite the Rosebery concentratorÆs age the plant and equipment are more than serviceable and reliable. The mineralogy of the ore and specifically the iron content of the sphalerite was found to be the most significant determinant of zinc concentrate grade. It was found with increasing frequency that the zinc grade of the sphalerite in the ore was below the zinc concentrate grade target. Consequently on these occasions attempts to meet the required concentrate target destabilised the process resulting in plant inefficiencies.Using the correlation between iron and zinc, data modelling was able to accurately predict the maximum zinc concentrate grade achievable for any ore type. By using on stream analysis instrumentation the operations personnel are now provided with constantly updated concentrate grade targets. By knowing the mineralogical limits of the ore at the time it is being treated process stability is maintained allowing plant efficiency to be optimised. This has resulted in a step change in plant performance and a significant increase in revenue.CITATION:Harris, G R, 2012. The importance of mine ventilation to health and safety in both coal and metalliferous mines has been long recognised. The primary and secondary ventilation systems in most metalliferous mines incur 50 per cent or more of the total mine electrical power consumption and frequently about 10 per cent of total underground mine operating costs. The requirements for ventilation-related horizontal and vertical development, fans and cooling have a significant impact on mine capital costs and also on mine schedules and start-up times and hence cash flows. There are increasing pressures on regulators and miners to reduce airborne contaminants such as diesel particulatematter, nitrogen dioxide and heat (wet bulb temperatures), and significant pressures to reducegreenhouse gases such as fugitive methane emissions from coalmines and the carbon dioxide footprint of both coal and metalliferous mines. Many previously Australian miners are now globaloperators and have extensive overseas mining operations where local ventilation standards and expertise may not be consistent with Australian practices. The role of the site ventilation officer is also changing with strict new requirements for the statutory position being introduced into Queensland metalliferous mines and the potential for this to become more widespread. Recent regulator and parliamentary review committees have identified systematic shortcomings in mine ventilation compliance, and statutory certificates in both Queensland and NSW now require continuing professional development to maintain currency. Public and investor support for mining are also increasingly contingent on safe, healthy and environmentally responsible practices and the standards for these are frequently tightening. Good ventilation design and operating practices that are consistently well executed therefore contribute significantly not only to a safe and healthy mine but also to a productive and cost-effective operation and the ongoing social licence to operate. There are a variety of ways of providing technical design and oversight into a mine’s ventilation systems; this paper explores some current trends in ventilation standards and statutory requirements, as well as ways to support and develop mine ventilation staff for both domestic and international operations and also the emerging senior technical roles of Group/Principal/Corporate mine ventilation engineer.

Acidic and metal-rich waters have been discharging from Sullivan Mine, West Coast, New Zealand since the closure of the mine during the early- 1990s. This has resulted in a decrease in pH from a background of 4.5 to 2.8 and an increase in metallic elements in nearby Rapid Stream. In addition to the chemical effects on Rapid Stream, a study of freshwater macro-invertebrates revealed the absence of most biota downstream from the discharge. An attempt is being made to use the Sullivan Mine as a case study of problem and remediation analysis.

Kumtor Gold Company (KGC) currently operates the 500,000 tonnes per day Kumtor open pit gold mine located in the Issyk-Kul region of the Kyrgyz Republic at an elevation of more than 4,000 m. To supplement the open-pit mill feed with high grade underground ore from outside the current pit limits, KGC started pre-production design and development of the underground mine for the SB ore zone in late 2006. The initial phase of pre-production development consists of exploration and haulage declines which, upon completion, will provide ventilation and access to the underground mine. Design and construction of these declines presented many challenges to the project team considering the mines unique location at high altitude, the limited experience with Western underground mining techniques in the Kyrgyz Republic, and the impact of the nearby Davydov glacier and resultant ground conditions. Completion of the exploration and haulage declines was undertaken jointly by KGC and mine contractor, J.S. Redpath Limited (Redpath). The initial phase of development including several ground falls provided detailed information on geotechnical ground types and conditions that were useful in determining the overall mine design and methodology for production. This paper covers the various aspects of the design and construction process of developing the declines under the glacier, minimizing the likelihood of further ground falls, and the journey of both KGC and Redpath which led to the successful breakthrough between the declines on 01 July 2012.

Establishing geotechnical baselines on soft ground projects that require the use of closed-face tunnel boring machines (TBMs) is difficult. It is hard to see the face when mining and the excavated material is combined and mixed, all of which makes baseline quantifications challenging. In an attempt to meet underlying objectives of minimizing bidder contingencies, allocating or sharing risks and paying for conditions only if they occur, nongeotechnical baselines (i.e., functional baselines) have been developed. These have been used on the District of Columbia Water and Sewer Authority?s Clean Rivers (DCCR) Blue Plains Tunnel (BPT) project. This article examines the development of such functional baselines and how they were implemented on the BPT project.

Without a steady and increasing supply of electricity development of the continent is likely to be constrained. The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. However, given the number and extent of abandoned mine sites in some states, the question of project selection is important. This paper describes a project in progress to create a Management Information System application for project ranking under multiple objectives. The benefit of this project for the need of new environmental control technologies will be discussed.

The JORC Code lists the three core principles of Transparency, Materiality and Competency as fundamental to how mineral estimates are publicly reported. But where the principles of Transparency and Materiality can be considered conscious choices underlying decisions at the point of disclosure, Competency is a self-declared position statement based on one’s confidence to defend a technical position (as well as the functional pre-requisites of institute membership and a minimum of five years relevant experience).Developing competency in the mining industry is an ad hoc process, generally left to the individual to chart through a process of osmosis from personal work experiences that lead to a sufficient level of confidence. Companies that actually present professional development programs leading to reporting competency are rare. And even once a person has followed a program, there is no specific outline of what constitutes technical competence.No doubt, there are persons signing off on mineral statements who would benefit from developing and/or updating their technical skills (they may not even be aware of unmastered skills). Equally, there are technical practitioners who are sufficiently competent, but lack the confidence to step up and publicly report their estimates. Confidence in one’s own abilities plays a significant role in deciding when one is ready for the responsibility of submitting mineral estimates for public consumption. In addition, a person’s organisational support, such as the availability of suitable peers and professional development programs, and opportunities to learn from a variety of technical projects contribute to developing relevant experience. Increased exposure in both technical breadth and depth enhance confidence in one’s ability and competence.The mining industry provides numerous opportunities through direct and indirect means to develop the competency underpinning a stable reporting code. This paper examines a theoretical framework and associated processes that could be used to examine how the mining industry, companies and individuals collaborate to develop this vague principle of competency. This paper seeks to initiate research with the express purpose of enabling more effective and efficient development of reporting competency in our industry.

The professional skills shortage is intensifying, and commentators are predicting a shortfall in supply of qualified professionals for the mining industry, ranging from thousands to tens-of-thousands by 2020 (Tuckwell, 2011; Scoble, 2011; Laurence and Hebblewhite, 2011). Human resources are already stretched, and university graduates arriving in the workplace are often moved rapidly into management positions where there is limited scope to develop their engineering proficiency. This process may well be developing excellent young managers, but our industry is producing fewer excellent young engineers (Munro and Tilyard, 2009). Many believe that it is engineering excellence that is likely to be the key to our industryÆs success in the decade to come. An innovative in-house graduate development program has been created by specialists at the JK Centre in partnership with two mining companies. This program, known as MetSkill«, has been running throughout 2012. Groups of graduates have had to identify a process plant optimisation opportunity and embark on a structured program of data collection and analysis, facilitated by a æteaching teamÆ of researchers and consultants from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. This group project culminates in a report-back session to senior company officials. Along the way, a series of short workshops and other activities provide opportunities to work on specialist skills, and support is also offered by senior technical specialists from the companies involved.This paper outlines key features of the MetSkill« program, along with a report-card on progress in 2012 and plans for further program development in 2013.CITATION:Drinkwater, D and Bianco, N, 2012. This paper describes mining industry funded research that is being undertaken to address the critical gaps and uncertainties in our knowledge so that we can develop new approaches and create more effective ways for predicting the reliability of rock slopes in large open pit mines. It is envisaged that this research will not only lead to more effective pit slope design but further reduce the potential for unforseen geotechnical risks by enabling the geotechnician to communicate the risks more effectively with management and to optimise site specific control measures. To achieve this, several research tasks are in hand. The first is to accurately represent the structured rock mass with a 3D computer model (Siromodel) that creates polyhedral blocks from structural distribution data characterised by position, orientation and persistence. Siromodel is being coupled with particle flow and other numerical codes to evaluate how the structured rock mass deforms in the stress environment of an open pit and how a candidate failure surface may propagate through the dilating rock mass along the path of the least shear and/or tension resistance. A beta version of the Siromodel software has been distributed to 20 Sponsor mine sites for technical evaluation. The end state is to develop methods of analysis that characterise the reliability of a described candidate surface, and the probability of the candidate surface propagating to failure, recognising that the rock mass strength may well be defined in a different way than before.

Tailings and water management facilities are essential and integral components of mine and mill operations. They must be managed for the long term in order to ensure that safe and environmentally responsible stewardship is achieved. Toward this end, in 1998, The Mining Association of Canada (MAC) published A Guide to the Management of Tailings Facilities, which recommended the implementation of a tailings management framework (Figure 1) to integrate environmental and safety considerations into each stage of the life cycle of a tailings facility, from initial site selection and design, through construction and operation, to eventual decommissioning and closure. By February 2000 it was becoming apparent that while mining companies were making significant progress toward implementing and documenting tailings management systems, and integrating them with overall environmental management systems, further effort was warranted in their application at the operational level. In particular, a need was identified for further guidance in preparing manuals that outline procedures for the safe operation, maintenance and surveillance (OMS) of tailings and water management facilities.

This paper describes how Brisbane-based PanAust Limited develops process control strategies that are implemented at all operations and are used in functional descriptions for plant upgrades and new projects.The process control strategies are determined by operating management philosophies designed to maximise returns from the company’s assets.The approach is endorsed in the project planning and design phases to ensure facilities and equipment that form the major production assets are fit for purpose and capable of enabling the production managers and operators of the projects to maximise shareholder returns.PanAust’s process control approach has been to develop sets of process control standards which focus on two key areas. The first area covers hardware requirements and architecture, software objectives, control models and individual loop tuning methods. The second area defines control room layout, graphic standards and the alarm philosophy. The application of these standards in a new plant or upgrade decreases the time required to achieve design capacity and optimal performance.The PanAust process control strategy changes the operator’s role from one that controls a number of individual loops to one that sets the control objectives of the processing plant. To achieve optimal performance, all the process areas of the plant are analysed to identify opportunities to improve throughput, recovery and stability. Once a key opportunity is identified, a process control strategy is developed which defines the objective of the control, its functionality and how an operator will interact with it. After development of the control model the operators assist engineers to test and debug it.
