Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal's expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world's seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. This paper will review the metallurgical aspects of the completed expansion program at Quirke, and the current rehabilitation and refurbishing program at Panel. During the Quirke program, completed at the end of 1977, the plant capacity was increased from a nominal 4,500 to 7,000 short tons per milling day. The expansion of crushing, grinding, neutral thickening and filtering, leaching, partial neutralization, sand-slime separation, sand washing, C.C.D., clarification, ion exchange, mine water treatment, and tailings neutralization and pumping will be considered. The application of Enviro-Clear thickeners in the mine water treatment circuit and in the C.C.D. will be briefly reviewed. An automatic grinding and classification circuit for limestone will also be covered. The refurbishing program underway at Panel will be discussed. The Quirke and Panel plants will be contrasted and compared. In particular, reference will be made to environmental considerations. The innovative system for producing yellow cake at Panel, LAMIX, will be considered as well as the proposed treatment system for Panel tailings.

In today's modem copper electro-refineries, increasingly higher average current densities are being employed. With these increases many refineries are approaching their limiting current density. The nearness of the average operating current density to the limiting current density has placed increasing emphasis on the need to maintain an even current distribution. This paper explores the importance of maintaining even current density and discusses the factors, processes and practices that are necessary to achieve and maintain high quality production at high operational intensity.

Minnesota's mineral resources are widespread and diverse (Figure 1). In addition to the nation's largest iron and manganese reserves, the state contains sizeable vanadium, copper, and nickel resources. Recently it has been determined that the proterozoic unconformities in Minnesota have a favorable potential for uranium deposits. Finally, major potential exists in Minnesota's archean greenstone belts for gold, silver, and copper-zinc massive sulfides. Many of the state's mineral resources have been found in environmentally sensitive areas. This is not surprising since the natural forces associated with the formation of mineral deposits are often the same processes that create unusual landforms. For example, much of the state's copper-nickel is found within and adjoining the Boundary Waters Canoe Area (BWCA) and Lake Superior. The history of mineral development on the Mesabi Iron Range has also created culturally sensitive areas. Early iron mining development required the workers to live close to their jobs, and mine wastes were dumped as near the mine as possible. Few, if any, foresaw the time when taconite would be economic to mine. Therefore, it is not unusual to find valuable taconite resources located under towns and waste dumps on the Mesabi Iron Range.

"The Athabasca Bituminous Sands have been subject to sporadic investigations since the beginning of the century. It is probable, however, that much of what has been learned and achieved concerning the deposit has been accomplished in the last few years.Current exploratory techniques, generally speaking, involve a moderate amount of coring. Electrologs and often radioactive logs are run on most holes and certain types of these archieved excellent qualitative analysis when backed up by some core analysis for calibration. Exploration - is moving back from the river and consequently a permanent network of access roads has been developed within the last few years. Most of the operations take place in the winter time. There are about 90 permit holders at the present time.Some exploratory techniques are set up to go into recovery experiments where rich tar beds are found. It is probable that in the final analysis there will be several successful methods of extraction and that both mining and various in situ techniques will be applicable depending upon the problem locally."

"Great effort has been expended for more than 40 years to improve the workplace safety and health of surface and underground miners across the United States. When looking at the past decade, withstanding the 2010, Upper Big Branch (UBB) disaster that took the lives of 29 miners, this effort has resulted in a generally decreasing trend from 57 fatalities (22 coal; 35 metal/non-metal) in 2005, to 45 (16 coal; 29 m/ nm) in 2014. Through August of this year, there have been 23 mining-related deaths (eight coal; 15 m/nm). These results reflect continued diligence and perseverance on the part of miners that stay true to our legacy; and demonstrate significant investments from mine-site leadership, mining corporations, and state and federal regulators. However, over the past five years there have been an average of 32 fatalities per year, with a low of 36 (2011 and 2012) to a high of 45 (2014). If we know that there will be somewhere between 30 and 50 mining related deaths next year, which of us will volunteer to be counted as one of the numbered? Clearly, we all agree that one fatality is too many; and as evidenced by changes following UBB, deaths in any sector are deaths reflective of all mining across all sectors.The impact of each miner death touches us all. Miner’s deaths are felt deeply by family and friends, most significantly the children; their communities in which they served, supported, and worshiped; and by society that has lost a hardworking, dependable contributor. Further, to take a slightly cynical, but realistic view, miner fatality events impact the financial vitality of mining and contracting companies and broadly diminish investor confidence. Just as important, these events significantly impact our communities and result in negative public perceptions, which ultimately drive regulatory policy and related compliance pressures. This resulting pressure forces operations to broadly address safety and health gaps in very specific ways (i.e., see U.S. Mine Safety and Health Administration (MSHA) regulations regarding lids for trash cans) minimizing a mine site’s opportunities for operational flexibility. To break this cycle that is the operational reality, mining companies are focusing tremendous efforts on fatality prevention and specifically on dedicated investment to prevent multiple fatality events."

Since the last Iron Control in Hydrometallurgy Symposium in Montreal in 1996, the Kokkola zinc plant has increased its capacity from 175,000 t/y to 280,000 t/y by installing an atmospheric concentrate leaching process, which has also affected iron control in the leaching circuit. Major changes have been made at the jarosite residue pond; a subterranean plastic wall reinforced with bentonite and cement has been built around the pond. A new water collecting system that is used for groundwater level control in the pond area was installed. With these two investments in the pond area, it is now possible to prevent any seepage flow from the pond into the surrounding environment. Water pumped from the residue pond is treated in the water treatment plant. This paper describes the behavior of iron in Kokkola's current leaching processes. The treatment of the jarosite, the improvements to the residue pond and the water treatment process are also described.

The mining industry, and in fact the world, has undergone significant changes in the past five to ten years, ranging from the metals boom, the global financial crisis and the rise and fall of national economies, to name just a few. There has been a focus on sustainable development for projects and operations in the mining industry, mainly pushed onto the industry by communities, governments and other agencies. While sustainable development and operation is a worthy priority for mining operations, discussions with mining industry personnel (with a strong slant on the mineral processing perspective) have shown other issues have surpassed the typical issues of water resources, energy availability and the environment. These include staff turnover and skills shortages, extracting metal from more complex orebodies and the uptake of new step-change technology.A number of key operating mineral processing personnel were interviewed to determine their perspective on the current issues facing the mining industry. "The importance of adequate mine ventilation for good health and safety conditions has been recognized since miners first ventured underground. All over the world, governmental actions on mine health and safety arc directly connected with mine atmospheric environments their assessment and control. These governmental actions have been, and continue to be, motivated by the repeated experience that potential threats from inadequate control can evolve, either suddenly or in the long-term, into unpleasant reality, with catastrophic health and safety consequences. These governmental actions arc also an indication of the remarkable professional progress being made in the field of mine ventilation.Surely, no developed country allows underground mines to operate without strong measures for the control of ventilation under legislation specific to the mining industry. In the United States, the federal government's responsibility for mine safety has evolved over the years through a series of legislative actions beginning in 1865 and continuing through 1910, 1941, 1947 and 1952.The passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966 (the 1966 Metal Act), the Federal Coal Mine Health and Safety Act of 1969 (the 1969 Coal Act) and the Federal Mine Safety and Health Amendments Act of 1977 (the 1977 Mine Act) arc the most important milestones in this long legislative history. The 1977 Mine Act adopted many of the stronger features of the Occupational Health and Safety Act of 1970, perhaps the most significant piece of legislation on workers' occupational health and safety in US history.It is worthwhile to ask, ""How far has the United States come in mine ventilation since the enactment of the 1969 Coal Mine Health and Safety Act?"" This Act and its associated regulations defined in great specificity many standards for healthful and safe operation of a mine and. in some cases, what constitutes good ventilation practice."

In Romania, there are significant lignite and brown coal reserves hosted by different regions of the country. The most important lignite bearing zone of the country situated in the North ? West part of Oltenia region and which covers a surface area of 2,500 km2 and host a total reserve of 3.0 billion tons of lignite, of which more than 95% can be exploited by open cast method. The paper deals with the existing geological and mining conditions of the zone , the distribution by mining basins and exploitation perimeters, the open cast working technologies and the economic outcomes obtained throughout the time. Years ago, for the improvement of the economic situation as a whole and in each unit, a large production reorganization, technology update and modernization process was started up. There are described the rehabilitation measures of the technological lines and modernization of the equipments of the production flow-sheet, measures developed at present, too and which will still continue in future. There are mentioned the equipments considered, the components under modernization and the economic outcomes obtained so far. At the end of the paper there are presented the future actions for the equipment modernization and perspectives of the lignite deposit exploitation to meet the national economy requirements of solid fuels.

Talc has been the focus of recent civil litigation based on claims that asbestos minerals exist in talc deposits and therefore have caused asbestos-related diseases in those who have regularly used talc products. Such litigation, and ensuing confusion over the petrology and asbestos content of these deposits, challenges the talc mining industry in Montana and elsewhere in the world. The talc deposits in southwest Montana were formed by hydrothermal alteration of dolomitic marbles and are still actively mined. In general, talc formed by hydrothermal alteration of preexisting carbonate rocks is known to be nearly monomineralic and lacking in amphiboles. This paper includes data from analyses of representative ore samples from this mining region in southwest Montana. The results conclude that the presence of asbestos minerals — both amphiboles and chrysotile — is unlikely and that the ores are nearly monomineralic, as expected. Samples were characterized using a suite of analytical methods, namely, powder X-ray diffraction, X-ray fluorescence spectroscopy and electron microprobe analyses, which allowed us to determine the minerals present and the formation process. Our data and interpretations suggest that previous identification of asbestos minerals in these deposits is not accurate.

"Talc formed by hydrothermal alteration of preexisting carbonate rocks is known to be nearly monomineralic, and lacking in amphiboles. In southwest Montana, talc formed from hydrothermally altered dolomitic marbles, and is still actively mined. These talc deposits are typically in contact with quartzofeldspathic gneiss and marble. Accessory minerals vary between these rocks and the ore producing body; the identification and characterization of such minerals requires carefully selected analytical methods. Recent litigation and ensuing confusion over the petrology and asbestos content of these deposits challenges the talc mining industry in Montana, and elsewhere in the world. INTRODUCTION Commercial talc has been mined from the deposits in southwest Montana since the 1940s, and by 1956 the region had output 200,000 tons of talc ore (Chidester et al., 1964). Commercial talc refers to rocks containing more than 20% of the mineral talc (McCarthy et al., 2006); the ores from Montana typically contain upwards of 90% talc. This region remains the leading domestic source of talc in the U.S. partly due to the reserves in the area, and partly due to the diagnostic purity of the ore compared to that of other regions, some of which are no longer actively mined. The mineral talc, a sheet silicate, is expressed by the formula Mg3Si4O10(OH)2, and therefore can form in geologic environments that are rich in Mg, Si, O and water. The protolith for the talc deposits in southwest Montana is a dolomitic marble, but other common protoliths include ultramafic igneous, mafic igneous, and siliceous dolomites (McCarthy et al., 2006). Physical properties such as hardness of 1 on Mohs hardness scale, white streak and slippery feel are among some of the reasons why talc is so widely used as fillers in a number of industries. In decreasing order, ceramics, paper, paint, roofing, plastics, rubber, and cosmetics are the leading domestic industries that use talc despite the decreasing trend in U.S. talc use and production since 1994 (Virta, 2015). The purpose of this paper is to describe the mechanism of talc formation in southwest Montana by focusing on talc deposits and surrounding rocks in the Ruby, Greenhorn, and the Gravelly Ranges, and to relate the mechanism of formation to the composition of talc ores. The compositional data show mineral content of selected ores, and the major and trace element content of those minerals, specifically talc. Our electron microprobe (EPMA), powder x-ray diffraction (XRD) and x-ray fluorescence data for samples from five mines in these three ranges provide continued evidence of the purity of these ores despite claims made during recent litigation that these ores contain asbestos. The five mines that we discuss include the Beaverhead, Treasure, Regal, Willow Creek, and Yellowstone Mines (Figure 1.)"

Modem occupational health practice can be described as the fitting of work to the individual and each individual to his job; perhaps a non-traditional way to view occupational health. This two-component description is achieved through the development of programs to implement and monitor specific job procedures, from the monitoring of unwanted exposures to contaminants to the auditing of mine sites. This paper is about such programs. Some attempt must be made to evaluate the effectiveness of the program and several performance indicators which are intended to measure the effectiveness of such a program are offered.

The mine and concentrator of Cyprus Anvil Mining Corporation are situated in south-central Yukon, some 120 miles north of Whitehorse. The large lead-zinc concentrator employs conventional crushing and grinding , followed by differential flotation, to produce selective lead and zinc concentrates, as well as a mixed lead-zinc (bulk) concentrate. Since the commencement of operations in 1969, the concentrator has undergone expansions and modifications which have increased the capacity to 10,000 tons per day, and afforded some metallurgical improvements.

Structures supported on ACIP and DD piles perform successfully when quality control is maintained from the initial site subsurface investigation through pile design, bidding, and construction. The four stages of ACIP / DD pile construction are: preparation, augering the pile, grout / concrete placement, and reinforcement installation. During all four stages, careful observations and communication between the contractor and the owner's engineering inspection personnel are vital to successful pile completion. Automated monitoring equipment (AME) exists to supplement, but not replace, the field personnel's observations during the pile augering and grouting operations. Full-scale field load testing is done to verify the pile's geotechnical and structural design, and the contractor's pile installation means and methods, using several procedures including: conventional top loading, high-strain dynamic, rapid axial compression (i.e. Fundex PLT and Statnamic), and Osterberg Cell. Non-destructive sonic testing is performed to investigate the below-grade sectional properties of the completed pile; such methods include: low-strain impulse testing, and single-hole and cross-hole sonic logging. Post-construction observations are necessary to verify pile location and top properties prior to overlying cap construction.

An overview is given of some of the major mining research activities in Australia. Automation of mining equipment is not an objective in its own right. The objective is to improve the safety and the economic performance of mining operations. Automation can be a useful method for achieving this objective. There is a strong focus on mining equipment automation and related issues and specific examples of ongoing and recently completed automation projects are described.
