To be involved in the construction of a deep dredged caisson for a major bridge pier is one of the most rewarding and professionally challenging experiences one can have in the bridge construction business. That experience was doubled in the construction of the two deep dredged caissons for the Highway 82 Bridge over the Mississippi River near Greenville, Mississippi. The challenges and the construction risks associated with constructing these two dredged caisson pier foundations highlight the construction engineering innovation associated with major bridge pier construction. The 1,378-foot Main Span of the Highway 82 Bridge makes it the longest cable stayed bridge span over the inland rivers of the United States. The main piers for this bridge are supported on two dredged caissons measuring 80-feet by 122-feet in plan, founding 200-feet and 170-feet below the river surface. The challenges of constructing these caisson structures, sinking them through 70-feet of water to the river bottom and then excavating and further sinking them to the founding grade without exceeding the design tolerances, were enormous. The construction engineering opportunities for innovation included major breakwater structures to create a friendly environment in 11 fUsec currents, the first time use of Articulated Concrete Mattresses for river bottom scour control, unique air dome design to maximize the buoyancy of the caisson structure while floating, a caisson guide system to assure positive control and positioning of the caisson during the initial sinking phases. and a comprehensive sinking plan to assure maximum control and minimum risk. Many of the innovative solutions to the construction challenges on this bridge will be incorporated into future caisson construction projects on the lower Mississippi River.

The underground storage of LPG and other hydrocarbons is in current commercial use in Northern Hemisphere countries in Europe, Asia and the USA.Elgas Pty Ltd, a 50 per cent joint venture between AGL and BOC, embarked on a worldwide feasibility investigation in 1989 to establish the viability of constructing an underground LPG storage facility in Sydney, Australia, the first of its kind in the country. Elgas recognised that with the limited 19 000 tonnes of storage capacity at Port Botany and the limitations imposed by use of small coastal ships (up to 10 000 tonnes capacity), a larger storage facility was required to utilise higher capacity ships from more remote sources such as the North West shelf and overseas. This would achieve security of supply in high demand periods and economies of scale. The underground option also provides improvements to safety and environmental standards.

The City of Santa Cruz Water Department is replacing the existing Newell Creek Dam inlet/outlet works at Loch Lomond Reservoir in the San Lorenzo Valley. The project will improve the City’s overall operational efficiency, improve system performance, and improve the safety and reliability of storage for the City’s drinking water supply. The project comprises new inlet works* (three new inlets that control and convey flows into and out of the reservoir, and an intake control building), an inlet/outlet tunnel with a 48-inch conduit to convey flows into and out of the reservoir, and a new outlet structure at the toe of the dam. The outlet structure includes a release point for energy dissipation of emergency drawdown flows, a connection to Newell Creek Pipeline, and beneficial releases into Newell Creek. The project also includes a new dam seepage collection and monitoring system and appurtenant structures such as a culvert bridge over the spillway plunge pool to improve access to the new outlet. Notable complex project components include in-water work to connect the new intake shaft pipes to the three new inlets. The project includes one major milestone with a work window regulated by environmental permits that could only be amended/ extended with approvals from those agencies. If not met, the milestone work would have caused significant delays (potentially up to one year) to the project.

At Fermilab, a 4000-ft long underground complex has recently been constructed for a high-energy physics experiment. The complex is sited up to 350 ft, below grade principally in bedrock. The rock excavations were mined by TBM and drill and blast methods and supported by a combination of rock bolts, dowels and shotcrete. Water control was achieved using a combination of pre- and post-excavation grouting, drainage systems, drip shielding and air desiccation measures.

The Plymouth Tunnel forms part of the 16-mile long route of the Purple Line Light Rail Project promoted by the Maryland Transit Administration. The tunnel is approximately 1,220 feet in length with a shallow vertical alignment located beneath a residential area. Challenging mixed ground conditions included surficial soils, decomposed Saprolite, and highly weathered to fresh rock requiring the use of the Sequential Excavation Method (SEM) for construction. This paper discusses innovative approaches implemented during construction as well as challenges faced during planning and installation of a spray-applied permanent concrete liner.

PT Freeport Indonesia recently completed preproduction development and construction of the Big Gossan underground copper and gold mine, located in the Ertsberg mining district of Papua, Indonesia. Production has commenced with an expected ramp-up to full production of 7000 tonnes per day in 2012. The Big Gossan utilises an open stoping mine method with paste backfill.In order to deliver ore to the mill, which sits in a valley above the ore deposit, an underground production shaft and hoisting facility was designed and constructed as the key component of ore haulage. The design and construction of the Big Gossan shaft posed many challenges to the project team. Available shaft design and construction expertise were limited as this was the first shaft of its kind in Indonesia and the project was undertaken during a time of high industry demand for new shaft systems. Construction resources were also limited due to the remote location and competition with existing, producing mines for these resources and skills. The project also taxed the ability of Freeport to provide services and resources to this as well as their other projects.Completion of the Big Gossan shaft was a milestone in PT Freeport Indonesia’s plan to fully transition ore production to the underground environment in this decade.This paper deals with the various challenges faced by PT Freeport Indonesia and shaft contractor, PT Redpath Indonesia, during the construction of the Big Gossan shaft and offers suggestions to improve future shaft projects of a similar nature.

"Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m (14.9-ft) thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal m (400 ft) of jet grout improved soil at a rate of slightly more than 1.6 m/d (5.3 ftpd). It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s second largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m/d (36 ftpd). By the end of October 2013, Bertha had mined roughly 131 m (430 ft), averaging 1.4 m/d (4.7 ftpd), and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m (800 ft) mark and Bertha was averaging 3.6 m/d (11.9 ftpd), achieving as much as 12.8 m (42 ft) of progress on given days. Unfortunately, on Dec. 6th, 2013, Bertha began to stumble and all progress quickly came to a halt.Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm (0.9 in.) diameter monitoring well casing, previously installed by the Washington State Department of Transportation (WSDOT) to monitor groundwater conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

"The world’s largest tunnel boring machine (TBM), at the time of her launch in 2012, the TBM locally referred to as “Bertha,” is incapacitated due to mechanical failure. Bertha’s stoppage places her 25m below the surface between the aged Alaskan Way Viaduct and the failing Seattle Seawall. Accessing Bertha with a vertical shaft provides the best approach to access all facets needed for repairs and will allow the full removal of Bertha’s cutter head and related inner workings. Due to the limited area above the tunnel alignment and physical constraints created by existing infrastructure, the dimensions of the otherwise symmetrical shaft are heavily impacted, thereby requiring special attention to design and layout. Consequently, the shaft design required a combination of 3m, 2.5m, 2.2m, 1.5m and 1m diameter unreinforced drilled secant piles coupled with various ground improvement techniques and dewatering, to fully satisfy the shoring design requirements. This paper will describe the shaft installation procedures, equipment used and pitfalls encountered while undertaking access shaft construction of this magnitude. On August 4th, 2014, a breach occurred in the Perimeter Embankment of the Tailings Storage Facility (TSF) located at the Mount Polley Mine, releasing approximately 10.6 million m3 of supernatant water, 7.3 million m3 of tailings solids, 6.5 million m3 of tailings interstitial water and 0.6 million m3of construction materials. A Temporary Upstream Rockfill Berm was constructed between August 2014 and February 2015 within the area of the tailings dam failure in order to retain the remaining tailings solids during the low flows of the winter season. The Temporary Upstream Rockfill Berm was constructed as part of the initial response phase, with the primary objective to abate the flow of tailings into the receiving environment. A secondary objective of its construction was facilitating the required investigation works downstream of the tailings dam failure. The selection of the coarse grained material used in the construction of the Temporary Upstream Rockfill Berm was based on the availability of the material (timeliness of construction) and the non-water retaining design of this initial response phase. Consequently, an alternative method was required in order to prevent further loss of mine-affected water and tailings from the TSF, as well as to provide short-term contingency water storage, during high flow conditions expected in late spring. Golder Associates Ltd. designed the 2015 Freshet Management Embankment, a deep mixing cut-off wall, to meet these site requirements, which was constructed by Mount Polley Mining Corporation and Golder Construction Inc. between December 2015 and April 2015. The works included 132 soil cement panels constructed to depths of up to 27 meters. This aspect of the works was completed using an RG25S Bauer CSM rig on a 24 hour per day, 7 day per week schedule. The cut-off wall specifications included a target unconfined compressional strength (UCS) of between 1 and 2 MPa, a maximum hydraulic conductivity of 1x10-6 cm/s, and a ductility to enable the soil cement to undergo a minimum of 5% strain without a reduction in strength or increase in hydraulic conductivity. In order to control and assure the quality of the soil cement, 2553 wet grab specimens were retrieved from the fresh soil cement panels using a project-developed sampler. Four of the soil cement panels were cored with a mud-rotary drill rig and optical and acoustic televiewers were placed into the boreholes in order to log several relevant parameters, including image, texture, relative hardness, borehole-shape, and temperature.

The Turin metro alluvium soil is mainly made of large boulders, cobbles and gravel , few sand and almost no fines. This grain size curve is out of the range of application for EPB and Slurry TBMs. In order to bore 5 of the total 7,5 kms of Line 1 tunnel, two specially designed Lovat EPB TBMs were utilised in combination with a systematic non structural pre-grouting of a small volume rectangular slab just above the tunnel section. The same pre-grouting was not however applicable for lack of access on surface in some sections of the remaining 2,5 km of tunnel that had to be bored below important buildings/structures, with under ground water pressure up to 1,5 bar, with curves radius of 180 m only. For these more critical sections it was necessary to study and implement a new technical solution and improve the capacity of the TBM to work efficiently in EPB mode even in this unsuitable ground and overall conditions. After months of studies the selected and adopted solution has been to inject inside the cutterhead chamber, in addition to the almost standard foams & polymers additive mixes, a suspension of limestone powders. This with the scope of compensating the lack of fines of the natural ground with rock powders.

Two microtunnel access shafts were constructed using the Cutter Soil Mixing (CSM) method in the San Joaquin Delta region of California, east of San Francisco. Unlike conventional slurry walls and diaphragm walls that utilize concrete, soil mixing relies on blending the soils in situ with a cement slurry to create a soil-cement wall. Cutter Soil Mixing technology utilizes two sets of vertically mounted cutting wheels rotating about a horizontal axis to produce rectangular panels of treated soil. Overlapping of the soil mixed panels enabled the construction of two circular shafts. CSM panels were constructed to a depth of 29 m (95 ft) for the microtunnel jacking shaft and to a depth of 19 m (63 ft) for the microtunnel receiving shaft. The site presented several challenges, including the high depth of treatment, the variable nature of the alluvial soils, and the high water table. This paper describes the CSM technique and presents the design, construction, quality control measures and advantages of using this method for this project.

Over the last decade more than 62 miles (100 km) of civil transport tunnels were constructed in Sydney, Australia, using the sequential excavation method (SEM). The WestConnex motorway tunnels, each stage of which used over 20 roadheaders to excavate up to 40 tunnel headings, had numerous caverns up to 100 feet (30 m) wide and 82 feet (25 m) high. SEM tunnels in North America typically have far fewer active headings. This paper examines the differences in scope and risk allocation for construction phase services, including comparison of the Permit to Tunnel (PTT) process in Australia and the Required Excavation and Support process in North America.

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. "The Confederation Line is phase one of Ottawa’s light rail transit, which consists of 13 stops and stations. The project’s center piece is a 2.5 kilometer (1.6 miles) long tunnel with three underground stations leading underneath downtown Ottawa and is constructed within feet of adjacent buildings. The downtown stations, Lyon and Parliament, are caverns approximately 16.5 m (54 ft) by 18 m (59 ft) in a horseshoe configuration constructed in rock, while the third station, Rideau, is approximately 22 m (72 ft) by 18 m (59 ft) in an oval configuration and constructed in mixed ground. The paper will discuss design decisions made early on in the project such as excavation method, unique construction sequencing, and equipment selection, and go on to include corresponding progress rates. The paper also documents design and construction challenges of large caverns in very close proximity to existing buildings and varying ground conditions. Finally, an overview of achieved construction milestones and a current construction progress will be presented. Station cavern excavation is expected to be completed in early 2016. INTRODUCTION The number of urban metro construction projects has certainly increased over the last decades. Cities are growing rapidly all over the planet and many are striving to keep up with the increased demand for public transportation. One of the most feasible types of inner-city transportation with the capacity for large quantities of passengers are metro (subway) systems. Still, large construction projects in dense urban areas often affect the city’s residents in mostly negative ways. During construction, residents face the obstacles of road closures, noise, dust, economic loss for businesses, and property value losses are common. In other words, individuals are directly affected by the way new infrastructures are planned, designed, built and operated. The tunneling industry offers unique opportunities of keeping these side effects to a minimum and possibly avoiding them all together. Although challenged by a variety of constraints (some of which will be discussed in this paper), urban tunneling applications offer a chance to keep cities environmentally, economically, socially, and culturally sound during construction."

In April 2012, work started on one of the most ambitious construction projects of Austria?s ÖBB-Infrastruktur AG ? the New Semmering Base Tunnel. Scheduled for completion in 2024, the 27.3 km (17 mile) tunnel through the Semmering range will cut the journey time on the south railway connecting Lower Austria and Styria. Before con-struction can begin at the entrance portal and tunnel bores, the work concentrates on the above ground sections with the clearance and excavation of the entrance ramp site. The slope is currently being excavated by the Baubeteiligungsge-sellschaft m.b.H. BBG-GRAZ. The cut face is shored up with shotcrete and permanent self-drilling anchors produced by Minova MAI, an economical bolting solution for softer rock formations. After completing the surface construction work, the twin-bore, single-track tunnel will be cut through the Semmering by conventional and continuous excavation beginning in 2015. Once completed, the New Semmering Base Tunnel will be one of the longest rail tunnels in Austria. It will act as a vital link on the route crossing Europe?s heartland from Northern Germany to Italy, which currently has to climb the steep Semmering pass between Gloggnitz and Mürzzuschlag on a historic mountain railway recognized as one of the UNESCO World Heritage sites. The old route imposes considerable limitations on heavy freight trans-port, and passenger trains have to slow down to a speed of around 50 kph (31 mph). The New Semmering Base Tunnel will bypass this bottleneck and cut 30 minutes off the journey time between Vienna and Graz. It represents a particular advantage for freight traffic, since the new route?s minimal incline of 8.4 percent removes all obstacles for even heavy freight trains.

Currently, mining operations seek to be competitive in the market. To achieve this, one of the relevant factors is to maintain and improve the productivity of the extractive processes, mainly the loading from the point of opening of the mineral bodies. To do this, many techniques suggest reducing production costs, with the first opening of your free-face up raises. However, there are different ways to carry out these open-face raises up opening processes, where the balance of costs and construction time must be well planned to meet production plans. Operationally, there are different techniques for its construction, the most common being Blind-Hole up Raises and those with drilling with current production equipment that operates mining operations. This study shows a methodology and the results of the implementation of access stack drilling with production drilling rigs for a maximum height of 15 m with electronic detonators in production blasting. Within the methodology used, Qa/Qc processes were considered in cargoes with explosives, instrumentation for monitoring (vibrations), VOD registration, among others. As a result, of a total of 12 raises up blasts, construction time was reduced by 45% and the cost of drilling and blasting (P&V) was reduced by 50%, for up raises with a maximum height of 15 meters. Regarding the efficiency of the heights, this was 97% compared to the planned drilling design.

Introduction While pilot-mill operations were being carried on at Flin Flon, as described by R. E. Phelan (1), a detailed topographic map was being made of the area in the vicinity of the ore-body for later use in laying out plans for the final plant. The area covered by this survey was 6,600 feet by 6,600 feet, with contours on 2-foot intervals. As mentioned by Mr. Phelan, it was definitely decided at the end of November, 1927, to take up the option on the Flin Flon property and to proceed immediately with the plans for construction of a metallurgical plant at Flin Flon to treat 3,000 tons of ore per day, and of a hydro-electric power plant at Island Falls, Saskatchewan, to supply power for the future operations at Flin Flon. Railway Built From The Pas to Flin Flon Just as soon as the decision was made to go ahead with the construction work and opening-up of the property, it was of course essential to give immediate attention to the building of a railway to the mine. Many years previously, a preliminary survey had been made for a railway to branch off the Hudson Bay railway at a point 4.7 miles northeast of The Pas, and, during certain negotiations in 1925, the Provincial Government of Manitoba had agreed to guarantee the railway bonds necessary to finance the building of the line, so that it was possible to organize for this work immediately. A contract was let by the newly organized Manitoba Northern Railway Company to the Dominion Construction Company, Ltd., and Tomlinson, for the building of the railway to the mine, a distance of approximately 87 miles (see Figure 1). The Manitoba Northern railway is a subsidiary to the Canadian National railway, and all engineering and supervision of the contractors was done by the Canadian National engineers. Actual construction work was started in January, 1928. The first 52 miles of the railway from The Pas to Cranberry Portage is over fairly level, although slightly rolling, country, and a considerable portion of the route is over muskeg area. Rails were laid on top of the frozen muskegs. Gravel deposits were opened-up along the line and, before warm weather; sufficient ballast .was distributed in the muskeg areas to prevent thawing under the track, and thus give the necessary support to allow uninterrupted transportation over the line.

INTRODUCTION Background Tokyo, the capital of Japan, is one of the largest cities of the world. As many as 33 million people live in Tokyo and three neighboring prefectures although the city occupies only 0.6% of the area of the country. The network of Metropolitan Expressways serves as a major artery for daily physical distribution in Tokyo. The Central Circular Route of the Metropolitan Expressway (MECCR) is located innermost among the three circular routes in Tokyo (Figure 1). Once completed, MECCR is expected to drastically mitigate traffic congestion in the central Tokyo area and provide drivers wider varieties of options in route selection. Alleviating congestion is estimated to reduce 400,000 tons of carbon dioxide emissions annually. The eastern and northern sections and part of the western section of MECCR have been completed with the total length reaching 33 km. The western section will be extended southward by approximately 4 km in the spring of 2010. An 11-km-long western section of MECCR that is currently being constructed is composed mostly of tunnels. A large number of power supply, gas supply, telephone, drinking water and sewerage pipes have been placed under the Yamatedori avenue along which MECCR is being constructed. The shield tunneling method has therefore been adopted for constructing tunnels along the route. The method involves the advancement of a shield tunnel boring machine (TBM) through the ground simultaneously assembling segmental rings within the shield. The method not only enables the building of highway tunnels more quickly and efficiently than other methods but also minimizes the effects of construction work on the surrounding area and the environment. Constructing the tunnel using the conventional cut-and-cover method might have required large amounts of time and cost because relocating the numerous objects buried under the Yamatedori avenue might have been necessary during tunnel construction. It was also considered desirable to place the tunnel at a depth of 30 m or more from surface to prevent tunnel construction from adversely affecting railways because the tunnel was expected to cross eleven railways and subways. This is one of the reasons for selecting shield tunneling as an effective method. The shield tunneling method was finally adopted for a length of 7 km in the 11-km western section of MECCR. The shield tunneling method was also employed in the Ohashi Tunnel located southernmost in the 11-km western section of MECCR. This paper describes the construction of the Ohashi Shield Tunnel.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. The main objective of the present investigation is to demonstrate the potential of ERT (Electrical Resistivity Tomography) and HVSR (Horizontal to Vertical Spectral Ratio) methods as geophysical tools for the monitoring of subsurface cavities. The survey sites are located in Akrotirion Peninsula, almost 7 km east of Hania town in Crete Island, Greece. At this site, the surface expression of a known cavity with a diameter of about 25 m is visible. The true geometrical characteristics of the cavity were unknown since there are no boreholes in the area. The focus of this survey was primarily of a qualitative nature and the objective was to determine if ERT and HVSR could be used to identify and map near surface cavities (less than 30 meter in depth) in a limestones kartsic area such as Akrotirion Peninsula. A 2D/3D model of the resistivity distribution is given for the area under investigation. Furthermore, analysis of microtremors data provides a profile of the seismic response of the tectono-karstic voids.
