Stilfontein Gold Mine, located approximately 160 km west of Johannesburg, produced both gold and uranium from 1952 through to the early 1990s. On decommissioning the mine infrastructure, treatment plants, rock dumps and three tailings facilities were left to be rehabilitated at considerable cost to the mining company. The community that had grown up with the mine and had settled in the mine village were faced with deteriorating socio- economic conditions.   Mine Waste Solutions (MWS), a company with a socio-economic Vision expressly created by DRD (Pty) Ltd and Fraser Alexander (Ltd) for the purpose, took over the mine surface infrastructure with the objective of closing it down in an economically sustainable manner by recovering materials, converting mine infrastructure to useful purposes and re-mining of the tailings to recover residual gold to finance the project. A business case was prepared and presented successfully to investors and bankers and the project was commenced in 2003.   The paper covers the scope of the project and gives an account of the practical lessons that were learnt as the project developed over a period of five years. Key technical issues that are covered by the paper are the re-mining techniques that were deployed to clean up the old tailings dam footprints and the selection of the deposition site to minimise the incremental impact associated with the tailings and concurrent rehabilitation of the facility. In addition the paper will outline the positive benefits that were generated for the community and the improvement that was achieved in the physical environment.   The paper illustrates clearly how a mine can be closed in a manner that produces benefits for the community, the environment and the investor.

This paper presents the evolution of the planning, scheduling and mining practices at the Yilgarn Star underground. The paper will concentrate on the principals of æjust in timeÆ and the impact of such practices on mine planning and scheduling and subsequent development and production. The principals of æjust in timeÆ were developed to minimise the impact of creep and time dependent failure of the ground in the ore and hangingwall zones. These zones are characterised by altered schistose material with inherent weak rock strengths compounded, at depth, by the maximum principal stress of the virgin stress field approaching the UCS of the rock mass. Yilgarn Star underground has and continues to develop the æjust in timeÆ methodology to ensure the continued viability of the mine. The mine continues to use longhole open stoping mining methods to ensure high levels of productivity with minimal dilution and at an acceptable cost of production.

The Pittsburg & Midway Coal Mining Co. (P&M) is expanding a combination of surface and underground coal mining operation in Northeastern New Mexico. The York Canyon Complex, located 35 miles west of Raton, New Mexico, is aggressively pre-paring for increased production while meeting present requirements. Surface mining activities in four separate mining areas are preparing the complex for additional markets. Drag-line, truck/shovel, highwall miner and contour stripping are surface mining methods currently planned. In addition, P&M will move a Marion 8200 dragline from Kansas to the York Canyon site, finish constructing a $20 million coal preparation plant, and complete conveyor upgrades to the existing underground mine. How many times have you heard "You can't drive piles because of the vibration."? You hear these words come out of the mouths of owners, engineers, and contractors. When a piling contractor hears this, he can almost always do a psychological profile of the individual uttering these words of wisdom. If the owner makes the statement, we know the odds are about 95% that the owner owns the building next door or he wouldn't care what happens to it; or the guy next door has threatened to sue the owner if he even so much as walks across the site of the proposed new building. If the owner owns the building next door to the new construction you can also be just as certain the old structure has undergone settlement. If the statement comes from the mouth of the contractor, it is usually just a case of him being inexperienced.

Mr. Chairman; honored guests; ladies and gentlemen: The subject assigned me today by your committee, according to the program, is "the mineral industry and the public land law I have preferred to title the talk, "you can't mine here", for that is the essence of the message we, as an industry, have been getting from so many agencies of the federal government for so long. And, unfortunately, we can expect to hear the same message even louder and clearer -- with increasing frequency in future, unless. Every segment of the industry devotes the necessary time, energy and creative thought to combat successfully the forces that are writing and broadcasting that message. I said that agencies of the federal government are sending the message --- and this, of course, is true, the forest service, for example, and some bureaus of the department of the interior as well as others have appeared in recent years to be abiding by a policy designed to block mineral entry to as much of the public lands as possible and to wipe out existing mining claims.

Before I begin this paper, I thought that it would be important to start with a brief background on myself. This will give some insight into where I am coming from with some of the ideas presented in the body of the paper. I studied mining engineering at the University of New South Wales, graduating with Honours in 1999. When I finished university I was offered a job with PricewaterhouseCoopers in Sydney, working in the Energy and Mining Group of the Audit practice; which I accepted. I have been working at PricewaterhouseCoopers now since January 1999, completing an accounting conversion course at the University of Technology Sydney along the way. I am currently beginning my Professional Year for Chartered Accountant qualification. During my later years at university, continuing on through the start of my working career, I have been involved with the Sydney Branch of The AusIMM; firstly, as a student representative and, now, as the Young Professional Representative. Therefore, you can probably see that I will have very different young professional experiences than some of my peers who have been working on mining sites. The purpose of this paper is to examine the challenges that face graduates who are entering the industry and what solutions are used to ensure that this entrance is as smooth as possible. A challenge has then been made to the industry and The Institute in the form of further observations on ways that this entrance may be improved and the development of graduates to be more effective. In preparing this paper I have discussed various graduate experiences with some of my colleagues in order to see what some of the challenges they, themselves, face now and, also, going forward. I also discussed with them what they see as solutions to these challenges, drawing on some of my own experiences in a different company environment.

The current boom being experienced by mining, coupled with a shortage of professionals, will mean those in the industry will have many choices. It may be easy to become carried away and run with the highest bid or the biggest promise. Without planning, however, the ærightÆ opportunity may be missed and there may be some long-term consequences. There are many choices of paths in the industry to suit work preferences, life cycles and to achieve a balanced life. People in mining have changed jobs and companies frequently û which means new leaders need to take greater responsibility in charting their own direction. Career options need to be carefully assessed and aligned to personal values and preferences. Emphasis is given on gaining site experience early on.This paper examines strategies for career planning, which incorporate life cycles, education and what is meant by a balanced lifestyle. Two tools are identified as being helpful in ensuring strategies can be successfully executed. They are ævisioningÆ and æinfluenceÆ.To make the mining industry more attractive, we need more creative solutions around advances in technology and organisation of work. It also needs the input and leadership of new entrants in to the industry to assist in its survival. New leaders are encouraged to voice a vision and effectively influence their companies. New leaders have little authority and need to learn how to effectively influence. We as a mining industry need to listen, be open-minded and give it a go.

An economic and operational evaluation of the unrecovered metal, physical conditions, and chemical environment in a leach pad should be made prior to decommissioning. This evaluation will help determine the possibility and method of secondary and/or enhanced metal recovery and the method(s) to be used for detoxification and heap closure. The evaluation requires quantitative sample collection in a locally variable, yet grossly homogenous material. An assessment of a valley fill heap leach pad was made using a technique borrowed from placer technology called sonic drilling. The sonic drilling technique produced very satisfactory core recovery and sample quality. At this site, drilling results demonstrated that the method of heap construction produced expected features after extensive long term leaching. Rather than a uniformly homogenous pile of metallurgically depleted crushed ore, an assemblage of solution channels, un-oxidized sections, unleached areas, and compaction due to various factors, were found. These conditions are thought to represent a normal, rather than unique, situation for a valley fill heap leach. The lack of this information can have a significant impact on the economics and methods of heap re-handling and ultimate closure.

Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. In 1999 Yunnan Copper Corporation (YCC) decided to modernise their copper smelter and change the existing sinter plant I electric furnace process to a combination of ISASMEL T and electric slag cleaning furnace. The main aim of the project was to improve the environmental performance and decrease the energy consumption. Generally the project has been successful, partly attributable to the selection of a reliable and fully demonstrated technology. The design capacity for the ISASMELT furnace is 600,000 tonnes of dry copper concentrate per year. The furnace has been running smoothly since heat up in May 2002. YCC expended considerable effort in the preparation for plant operation. An extensive training program for key YCC personnel at the Mount Isa Copper Smelter improved their understanding of the process significantly and ensured successful hand-over of the technology. This paper describes the project history and summarizes initial operating results.

The ISASMELT process is a submerged lance smelting technology operating in smelters in Australia, the USA, Belgium, India, Germany, Malaysia and China. Further plants are under construction in Peru and Zambia. Initially developed at Mount Isa Mines, Australia, the technology is marketed by Xstrata Technology to companies around the world. Yunnan Copper Co. Ltd. (YCC) commissioned the first copper ISASMELT furnace in China in 2002. The plant quickly ramped up to design capacity and the first campaign lasted more than 2 years. Now into the second campaign, the furnace is exceeding the original design capacity and YCC has won numerous awards for its contribution to reducing emissions and energy consumption. YCC and Xstrata put great effort into managing the design, construction and commissioning of the smelter. Xstrata?s technology was combined with YCC?s novel management approach. This effort has been repaid in terms of the outstanding performance of the plant since startup. This paper updates the reader on the first few years? operation of the YCC ISASMELT plant and discusses the way in which the technology was transferred, leading to fast rampup and, as a result, enhanced profitability for the operators.

Heavy metals contamination is an environmental problem at Army installations engaged in firearms training and munitions production. At these facilities, weathering and corrosion of expended munitions and leaching from wastewater lagoons, landfills and burn pits have resulted in heavy metals contamination of the soil. The principal metals encountered in firing-range soils are lead, copper and zinc. Cadmium and other metals, such as antimony, that are often incorporated in the munitions are sometimes seen in lesser concentrations. Mercury is associated with various propellants and, while present in much smaller concentrations, is of concern because of its acute toxicity. Chromium is primarily associated with plating operations. The transport of metals into groundwater has been confirmed at some locations, which has required treatment of the soil and groundwater at these sites. Certain treatment processes for contaminated soil produce metals-laden extracts, which also require treatment before reuse or disposal. Ion exchange is generally quite effective for removing metals from aqueous streams. However, resins are expensive and must be regenerated, and activated carbon is generally less effective for most metals and also requires regeneration. Therefore, alternative effective and economic sorbents are needed. Twelve sorbents were screened in initial batch testing. These included activated carbon, bark, chitosan, crown ether, corn cob, xanthate, clay (kaolinite and montmorillonite), peat moss, seaweed and reagent-grade zeolite (aluminosilicate, Sigma Product No. Z3125). Of these, zeolite demonstrated the highest capacity for Pb, Cr and Cd. For this reason, zeolite was selected for further testing in batch, kinetic and column studies. Materials and methods Zeolite. The zeolite used in the second-phase batch and column studies was obtained from a natural deposit of clinoptilolite-rich rock located in South Dakota (Rocky Ford SDH) (Desborough, 1996). Large blocks of the material were crushed and sieved into the following three particle size ranges: 0.5 to 1.0, 1.0 to 4.0 and 2.0 to 4.7 mm. This material demonstrates high structural stability in acidic solutions (pH 2.5) (Desborough 1996) and has a measured surface area of 30 m2/g. The measured total cation-exchange capacity (TCEC) was approximately 10 meq/100 g. This is well below what has been indicated for commercially available zeolite, which has been reported to be about 180 to 220 meq/ 100 g. The TCEC test was repeated (Method 9081, SW 846) using sodium acetate. The test resulted in a TCEC of 54.5 meq/100 g. The difference between values obtained for this material and published values for zeolites may be attributable to the greater heterogeneity in the material used in this study, compared to commercially available materials, or to the effect of the relatively large particle sizes utilized. Batch studies. Seven batch studies were conducted using synthetic metal solutions and soil extracts (Table 1). Extract composition: The P-extract was prepared by sequential surfactant extraction of organics from a burnpit soil followed by acid extraction of metals. The pH of this solution is approximately 1.1. A number of metals and organic compounds were present in the soil. Analysis of the extract was restricted to Pb, Zn and Cu concentrations for this study. The FBH extract was produced from a firing-range soil that was oxidized with a 0.01 M CaO solution and then extracted with 0.1 M acetic acid. This was filtered through 0.5-µm Whatman No. 5 filter paper and stored at room temperature. The pH of the FBH extract was approximately 4.5. pH Control: Calcium carbonate (CaCO3) may be present in the zeolite horizon or bed. Calcium ion (Ca") is released from the exchange sites when in contact with solutions containing ions for which it is more selective, such as lead. This results in a rise in solution pH over time. Acid washing removes most of the carbonates, eliminating the need for a buffer. Batch studies were conducted using both acid-washed zeolite (AW) and unwashed zeolite (UW) for performance comparison. The UW zeolite was rinsed with distilled deionized (DDI) water to remove fine soil particles. Both materials were dried at 105°C (220°F) overnight, so that the dry mass could be determined. The coal mining industry is now faced with new regulatory requirements that limit the discharge of chlorides into receiving streams. To meet these new regulatory standards for treated mine water, a zero liquid waste approach was developed using advanced treatment technologies. In view of the increasing environmental regulations that have been promulgated all over the world in the last 30 years, non-ferrous smelters and refineries have learnt and adapted to treat effectively metals'-containing process waste streams that need to be bled from the plant. However, anions such as sulfates, chlorides and fluorides-presently not a major problem ?are coming under increasing scrutiny and need to be addressed in the near future. The current paper reviews options for waste water treatment with reference to: a) types of waste streams processed b) process chemistry c) discharge options d) recovery and reuse of water and e) solids disposal. Methods to obtain zero liquid discharge ?a possible solution to eliminate discharge of above anions and residual heavy metals- are discussed with case studies. The long term goal of any non-ferrous smelter plant should be to have a zero liquid discharge philosophy-an approach that would become an epitome of water reuse and conservation.

As wastewater discharge regulations become more stringent, power plants, manufacturing plants and other industrial sites are looking for ways to reduce makeup water requirements and to recycle and reuse as much wastewater as possible. In some cases, environmental regulations require zero liquid discharge, meaning all wastewater must either be retained on site or reduced to solids for disposal off site. Zero liquid discharge or "closed-loop" wastewater treatment systems using evaporators and other process equipment have been well-accepted in recent years. Often overlooked is the fact that zero discharge is not just the latest fashion--many commercial zero liquid discharge systems have been in operation since the mid-70's. This paper will give specific examples of zero liquid discharge operations from 1974 to the present, showing how evaporation equipment and processes have changed to meet the requirements of industry and environmental regulations.

There is increasing use of acid leach extraction methods at elevated temperatures and pressures by the mining industry. In many locations there are limited supplies of fresh water, and waters with higher chloride contents must be used, making conditions more corrosive. The fluids downstream of the main autoclave are hot, acidic, oxidizing and contain chlorides and present a challenge to the mining community to ensure reliable operation. Zeron 100 is a high strength superduplex stainless stee, that offers high corrosion resistance at a cost effective price. The paper presents a combination of laboratory data and service experience, particularly in the aggressive fluids found in downstream processing.

The behaviour of cassiterite-sulphosuccinamate flotation system was examined in the light of zeta potentials measured by micro-electrophoresis method. It was observed that sulphosuccinamate substantially affects the zeta potentials of cassiterite, lowering its i.e.p. to pH 2.5 and indicating a specific adsorption and/or chemical interaction. The optimum concentration for flotation, as seen in micro-flotation tests, was found to be associated with the most effective lowering of the zeta potentials, the optimum pH being 3.0. The effect of cations in the pulp was examined for the presence of ferrous, ferric, aluminium and lead ions. The ions ferric and aluminium were observed to create an intense effect of increasing the potentials to positive side, possibly due to adsorption of cation hydroxy complexes, as indicated by their respective species distribution diagrams.
