In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

"IntroductionDURING the past half century, the economy of Western Canada was largely centred on agriculture. However, the impact of World War II has led to an acceleration in the development of a variety of natural resources so that, today, Western Canada is experiencing great industrial development. Consequently, the availability •of low-cost energy assumes prime importance. In the final analysis, industrial growth and expansion are intimately linked to the energy resources.Coal ReservesHas Western Canada adequate coal reserves to meet the present accelerating demand for power in the days that lie ahead? This question must be answered before detailed consideration can be given to the probable patterns •by which various energy sources in Western Canada may be expected to meet the expanding demand. Figure 1 indicates the extent and distribution of the Canadian coal reserves, the data having been prepared by Dr. B. R. MacKay for the Royal Commission on Coal in 1946 (1). The amount of readily recoverable coal is listed as one-half the quantities shown on the chart. It is interesting-to note that upwards of 90 per cent •of the Canadian coal reserves .are located in the three most westerly Canadian provinces. It has been estimated that the coal reserves, at the present rate of mining, would be adequate for about 3,000 years. Consequently, it may be concluded that the coal •reserves in Western Canada •are indeed adequate to meet tremendous energy demands for many centuries. When the oil and natural gas have been exhausted, the great coal reserves will still be available."

In the first part of this paper the authors present an overview of industrial minerals produced in the Canadian provinces of British Columbia, Alberta and Saskatchewan, and supplied to the Pacific Rim countries. The second part outlines some of the unique opportunities for industrial minerals that exist in the three western Canadian provinces and those minerals we feel have development potential for overseas markets. Because of time constraints, it is not an exhaustive presentation on industrial minerals, but is focused on a few selected minerals that we believe have high potential.

INTRODUCTION Since Canada commenced sulphur exports in the early 1960's, the volume of exports has grown steadily and by 1984 Canadian sulphur accounted for 45% of internationally traded sulphur. In 1984 a total of 7.6 million tonnes of Canadian sulphur was shipped to offshore markets and the U.S.A. Total shipments, including domestic sales, were 8.3 million tonnes. With a production of some 5.6 million tonnes, inventory was drawn down by nearly 3 million tonnes in order to keep pace with demand. Since 1979, world consumption has exceeded total world production and Canadian sulphur inventory has played a truly crucial role in balancing world supply and demand. Consequently, by the end of 1984 the Canadian inventory, which stood at 21 million tonnes in 1978, had been almost halved to 12 million tonnes. This inventory, however, is still by far the largest in the world and will continue to play a vital role in the world supply until expected depletion around 1990. Canada is the world's second largest producer of sulphur following the U.S.A.. The Current production level of between 5 and 6 million tonnes per annum is forecast to be maintained to 1990 with only a marginal fall in that production level in the following decade to the year 2000. This will ensure that Canada retains its position as one of the largest producers and most important suppliers of sulphur in the world market well into the future. CANADA AS WORLD SUPPLIER OF SULPHUR Since Canada commenced sulphur exports in the early 19601s, exports have grown steadily. (Figure 1) The rate of growth accelerated in recent years and in 1984 a total of 7.6 million tonnes was sold for export, compared to 3.0 million tonnes in 1975 and less than 1 million tonnes in 1964. World trade in sulphur also increased during this period, from 11 million tonnes in 1975 to 17.0 million tonnes in 1984 (Figure 2). Most of this increase in volume was accounted for by Canada and Poland. As a result, the importance of Canada as world supplier expanded from 28% in 1975 to 45% in 1984. The markets for Canadian sulphur can be divided into two broad categories, i.e., solid and liquid (Figure 3). The solid market is the largest, taking about 70% of Canadian output, virtually all of which is sold offshore. The U.S.A. and the Canadian domestic market take about 20% and 10% respectively, in liquid form. In 1984, (figure 4) total Canadian sulphur sales exceeded 8 million tonnes with offshore export sales at a record 5.8 million tonnes and sales to the U.S. of 1.8 million tonnes. Domestic sales accounted for only 0.7 million tonnes. The general trend for offshore export sales has been upward whereas there has been relative stability in domestic sales. The exceptional growth in offshore sales in the 1970's necessitated considerable capital investments by the industry in order to establish a logistics system capable of handling increasing offshore tonnages. Over 50 sulphur plants are currently operating in Alberta and British Columbia. Some of these are connected by rail, (Figure 5) the balance being generally connected by road. There are currently fourteen of the larger rail-connected plants designated as export plants, and these are equipped with sulphur forming facilities. The long distances between these plants and tidewater terminals in Vancouver is a very significant factor in complex logistics of Canadian offshore sulphur exports (Figure 6). Alberta and B.C. plants are located an average of 1,400 kilometers from tidewater.

The coal mining industry is an important sector of Canada?s economy. The cost of mining and haulage of coal in Western Canada is a major focal point when compared to inexpensive coal from Australia. Spot coal price volatility affect contractual price arrangements and this creates pressure on companies? profit margins and their competitive edge. In order to alleviate this pressure, companies may have to take short-term drastic measures that may hurt their strategic positions in the long-term. Companies must also create a mix of their products to ensure effective maintenance of profit margins given various quantity and quality constraints. In this paper the authors provide extensive analysis based on detailed probabilistic production systems for coal extraction and haulage in Western Canada. An optimization model is formulated for typical coal mining operations, processing and haulage from mine sites to the Vancouver Ports using linear programming algorithm. A stochastic model is also formulated to analyze the associated risks and uncertainties. These models are validated using data from five operating mines in Western Canada with varying quantity and quality products and uncertainties. The results show that the five mines studied have to produce between 180,000 and 2.10 million tonnes of metallurgical coal and between 70,000 and 2.16 million tonnes of thermal coal to enhance their profitability given the underlying constraints. The average expected probability of success associated with production capacities from these mines is about 66%. This results in a failure probability of 36%, which is extremely high under contractual arrangements. The results also show that management?s profit expectation of $83 million can be achieved at a zero percent failure probability. With a higher risk of failure of 10%, this expectation increases by 21% to $100.3 million.

Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. An intensely sheared and mineralized zone occurs in the quartz dolerite greenstone (or younger greenstone) mass on the western limb of the Kalgoorlie syncline. This zone comprises the western part of the Golden Mile and has produced the greater part of the 33,000,000 oz of gold produced to date from the main mining belts. A study of the general geological and structural features suggests that the lode shear system will continue southward on a pitch similar to that of the main syncline. Although payable ore has been found recently further to the south, the expectation of large quantities extending southward from the present mining areas is problematical.INTRODUCTIONUntil the late 1930's the principal mining activities in the western lode system were centred on three major ore-shoots formed on the No. 4, No. 3 and to a lesser extent on the No. 2 lode shears (Fig. 1). With the gradual reduction of grade in depth on these main ore shoots, increasing attention was paid to the "Minor Lode" system of lode shears known to exist in the same area. A large quantity of payable ore was found on these "Minor Lodes" particularly in the central part of the mining area. In recent years more attention has been given to exploration in a southerly direction.ROCK TYPES AND STRUCTURESThe western system occurs on the western flank of a dragfolded, south pitching syncline. The rock succession consists of Black Flag sediments overlying the younger greenstone horizon which overlies the fine grained older greenstone horizon. The axis of the syncline is regarded as a tight infold of the overlying Black Flag sediments. This infold has been faulted and intruded by albite porphyry resulting in the formation of a composite body of slates...

The Waterview Connection will complete a strategic Auckland motorway route linking the south, west and north. The project will comprise 2.5 km of ‘undrained’ driven tunnels and 900 m of drained cut-and-cover tunnel and portals.The project is aligned beneath a stream valley of Oakley Creek incised through alluvium and in places overlain by landfill, between Mt Albert volcano and a ridge formed in alternating sandstones and siltstones. The hydrogeology of the area is complex with perched aquifers in compressible soils, cascading water levels in fractured rock aquifers, and discontinuous higher permeability units resulting in artesian water levels and groundwater springs.Numerical groundwater modelling was undertaken to assess the potential effects of tunnel construction and long-term operation on the groundwater system; the magnitude and extent of changes in groundwater level and the resulting potential for settlement, buoyancy effects, contaminant migration and adverse effects on creek base flow. Modelling also provides inputs to tunnel design such as groundwater seepage volumes and water pressures.The driven tunnel will be ‘undrained’ long-term so potential effects on the groundwater system are limited to short-term dewatering during construction. Significant project time and cost savings can be made if the portal areas are permanently ‘drained’, but this means potential effects are greatest in the long term condition.This paper summarises the investigations, implications of the complex hydrogeological setting on tunnel design and environmental assessments, and groundwater modelling undertaken during the planning stage of this project. The groundwater modelling has been used to incorporate mitigation options in tunnel design and construction sequencing; a comprehensive monitoring program will be used to trigger appropriate responses should effects differ from those predicted.

The project will include 2.1 km of ‘undrained’ driven tunnels, 500 m of drained cut-and-cover tunnel and tunnel portals.The project is aligned beneath a stream valley of Oakley Creek, which is incised through alluvium and in places overlain by landfill, between Mt Albert volcano and a ridge formed in alternating sandstones and siltstones. The resulting topography, geology and hydrogeology of the tunnel alignment are complex.The Assessment of Effects required estimation of the likely settlements resulting from the tunnel construction and assessment of their effects on the buildings, services and other features. A conservative approach was taken when estimating settlements in order to provide an upper bound estimate of the consequent effects. There are three sources of these settlements: mechanical settlement from the tunnel excavation, mechanical settlement from the displacement of retaining walls and consolidation settlement from the groundwater drawdowns during construction and, in some cases, in the long-term.The settlements from these sources were calculated independently and then combined to identify the most critical effects. These combined settlements were used to assess the potential damage to the buildings, services and other features above and around the tunnels. The combined settlement results generally followed the anticipated trough shape centred on the underlying tunnel but with some noticeable effects relating to the underlying geology and hydrogeology.The effects on buildings were typically assessed as negligible with some areas of very slight to moderate damage predicted. Effects on services are anticipated to be minor but some large and older pipes will require specific monitoring during construction. A monitoring programme is proposed to allow the actual settlement and effects to be compared to those estimated with appropriate responses should those effects significantly differ.This paper describes the methods used to calculate and combine the settlements and assess their effects.

In an effort to increase recovery in thick and closely spaced coal seams, the Bureau of Hines, U.S. Department of the Interior, is studying the feasibility of introducing three mining methods-high-face longwall, multi-slice longwall, and longwall caving-in western coal operations. Geology plays a significant role in determining the success of such methods. Some of the factors that will affect development are as follows: (1) thickness and three-dimensional configuration of the seam, (2) cleats, joints, and fractures in the coal and roof rock, (3) roof composition and variability, and (4) coal quality and changes in quality within the seam. Through geologic mapping, the presence of many of these factors is predictable prior to development.

The West Link is a double track railway project currently under construction in Gothenburg, Sweden. The project includes the construction of 8 kms of track, 6 kms of which will be in tunnels. Beside several large excavations, three new stations will be built: Centralen, Haga and Korsvägen, all within the city of Gothenburg. The first construction phase of the project began in May 2018, and the finalization of the project is expected in 2026. The project is divided into five sections. Keller is involved in four of these contracts since the design & planning phase in 2018 assisting the special foundation works with various geotechnical techniques including Dry deep soil mixing (DDSM), jet grouting, rock grouting, uplift piles, sheet piling and rock dowels. The core idea behind successful collaboration has been to apply the right product for a location specific challenge which can help optimise costs & time for the project with a minimal environmental impact. Due to the extensive nature of the project, a team of experts from various locations around the world is helping design and execute various foundation technologies and providing solutions to the practical challenges in the project like working close to existing structures, rail lines, river etc.

The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

The incinerated bottom ash includes titanium oxides and a small amount of chromium oxides. Initially, 89 % of chromium was removed from ash at magnetic flux density at several stages of wet magnetic separation from 0.05 T to 6 T. The bottom ash from an industrial waste incineration process includes about 10 % of TiO2. The minerals that contain titanium are rutile and perovskite. These minerals are paramagnetic and show low magnetic susceptibility, therefore, the high magnetic field strength, created by a superconducting magnet, is necessary to capture these minerals. At the first stage of separation, a magnetic field strength of 6T was applied in order to attract the particles that contain iron oxides to the higher magnetic field region. At the second stage of separation, the magnetic capture rate of weekly magnetic particles decreased with increasing the magnetic susceptibility of the aqueous solution (i.e. the medium for dispersing the particles) in order to separate the highly magnetic materials. The para-magnetic salt such as ferric chloride was dissolved in the water to increase the magnetic susceptibility of the medium. After a two-step wet HGMS with superconducting magnet, the grade of TiO2was increased from 10 % to 28 % with a recovery of 64 %.

Unlike traditional mining on land or ?dry? mining, relatively little is known of ?wet? or offshore mining within the industry. However, dredge mining has several benefits over dry mining, including high unit capacity, as well as lower operating and transport costs. IHC Merwede, a company with expertise in wet mining, is keen to raise awareness and help the industry move forward from dry to wet mining. The idea of mining offshore is not a new one. With global head grades declining, certain operations still have extensive resources of lower grade mineralization in their concession area. These operations require a lower cost, high volume solution for which dredge mining can provide an economic alternative. Interest in dredge mining has recently returned, and there is an increasing tendency to use dredge mining for the removal of overburden or the rehandling of tailing ponds.

Remotely located in the jungle near mount Puncak Jaya [16,500 ft (5,030 my), Irian Jaya, Indonesia rests Freeport's Indonesian copper mining operation. Shortly after start up of Freeport's copper concentrator in 1972, lower than estimated throughput was experienced within the crushing circuit. Within one year, Freeport had successfully engineered a solution, and was operating a 5,500 dmtpd wet screening circuit. Today, after 19 years of successful wet screening expansion and operation, the concentrator processes 57,000 dmtpd.

Since 1993 Inco Ltd. has been using wet shotcrete at Stobie Mine. Through an evolving process the mine has reduced the thickness and fiber content of its steel fiber reinforced (sfr) shotcrete. However, the shotcrete support is used without any other type of ground support. A process referred to as bolt less shotcrete. Boltless shotcrete is used as the primary ground support method in development headings when the sub level caving front passes through the development drifts which now serve as migrating ore draw points. Although there are references of drifts and tunnels supported by shortcrete only, written accounts are rare. The empirical nature of most underground support designs makes them of limited value in a boltless environment. Considerable amounts of material testing and insitu trials have been completed in order to estimate material property strengths. Material testing, for adhesion, flexural strengths and compressive strength along with observational insitu data have been used to evaluate the performance of shotcrete. Punch tests on panels have also been undertaken in order to gain insights on the limitations of the two dimensional testing common to the laboratory. All these design aspects have been successfully utilized to design an efficient ground support process.

An underground wet shotcrete trial was completed last year to determine the effectiveness of wet shotcrete as an alternative support mechanism to dry shotcrete in the kimberlite environment. The wet shotcrete was manufactured at the underground batch plants, transported to site using an agiecar and transferred to the shotcrete pump. The wet shotcrete is pumped to the nozzle where compressed air at 7 bar and an accelerator, Meyco SA 160, is added and enables the shotcrete to be placed successfully onto the tunnel wall. No tunnel guard was previously placed on the sidewall and hangingwall. Geotechnical testing indicates that the Grace fibre performed extremely well with the energy absorption tests at 7 kg/m3and 8kg/m3where both achieved over the mine requirement of 750joules. The Grace fibre and wet shotcrete mix also achieved a compressive strength in excess of 55 MPa, well above the 45 MPa requirement for Premier Mine. In South Africa there are two suitable wet shotcrete machines available for the mining industry, the Spreymec, manufactured by Tamrock and the Fermel/Meyco wet shotcrete machine. The Spreymec is a fully imported machine. The Fermel component is manufactured in South Africa and the Meyco shotcrete components are imported and supported by MBT (Master Builder Technologists) in South Africa. The Fermel/Meyco machine is assembled in South Africa. Premier Mine has allocated some R2, 100,000 towards the implementation of the wet shotcrete system. If implementation is successful there should be an internal rate of return gain of 76% with regard to this project.

"The Community Memorial Hospital of Ventura, California, proposed to build a new state-of-the-art Cancer Treatment Center with radiation shielding walls and roof. The loose silty soils at the site had the potential to liquefy during an earthquake, which would result in significant settlement under the heavy footing loads. Treatment options included various deep foundation alternatives, as well as several ground improvement methods. The choice of wet soil mixing minimized the disturbance to the adjacent hospital during construction and potential settlement. Wet soil mixing allowed the structure to be supported on a raft foundation, meeting the stringent building total and differential settlement criteria. The authors also performed unit cell 3-D finite element analyses to evaluate the behavior of the wet soil mixing system in seismic loading conditions. This paper highlights the ground improvement design, construction, QA/QC, and the research related to evaluating the effectiveness of soil mixing for liquefaction mitigation.INTRODUCTIONThe Ventura Community Memorial Hospital proposed the construction of a new Cancer Treatment Center to replace the existing structure, which was built in 1901. The hospital complex is located in a wellestablished residential neighborhood. The soil conditions at the site of the proposed structure required ground modification to support the very heavy radiation treatment section of the building and limit settlement. Originally, 90-foot-long precast piles were considered for foundation support. Based on supplemental Cone Penetration Tests (CPTs) performed, the deepest CPT did not encounter competent pile bearing strata at a depth exceeding 30.5 m (100 ft). This could result in failure of the piles under long-term conditions, especially if hydro-consolidation occurs. The more realistic pile penetration depth would have been 36.6 to 45.7 m (120 to 150 ft). In addition, the excessive noise in association with pile driving would have been unacceptable to the community, patients, and staff of the hospital, so an alternative ground improvement solution was required.The specialty geotechnical contractor recommended wet soil mixing, an economical solution of creating a soil-cement product known as soilcrete that would significantly reduce the construction related noise and provide a more complete deep foundation for the structure.SOIL CONDITIONS AND SETTLEMENT CONCERNSThe subsurface soils were interbedded (Fig. 1) consisting of loose to medium dense silty sands, and soft to medium stiff silty clays to a depth of 30.5 m (100 ft).
