The U.S. economy continued to grow moderately in the third quarter, but at a slightly higher rate than in the previous quarter. According to the Department of Commerce's preliminary estimate, real gross national product (GNP) grew at a seasonally adjusted annual rate of 3.3% during the third quarter of 1985, compared with a revised 1.9% for the second quarter and 1.6% for the third quarter of 1984 (table 1). Civilian unemployment dropped from the constant 7.3% rate between February and July to 7.0% in August and 7.1% in September. Employment on nonagricultural payrolls continued to increase (table 2), resulting in a continued rise in personal income, which in turn supported growing consumer purchases. Although purchases of services continued to provide the underlying foundation for the economic growth, the manufacturing sector received additional stimulus from significant increases in consumer purchases of durable goods, particularly automobiles. The increased demand for durable goods resulted in significantly higher industrial production for August and September, compared with levels attained previously this year (table 3). Capacity utilization increased to 80.5% in August but returned to 80.2% in September, matching the 1985 low previously reached in July (table 4). The real net export deficit grew only $0.2 billion in the third quarter; at $34.0 billion, however, it continued to exert a negative influence on the economy. On September 22, in an effort to reduce the deficit and make U.S. goods more competitive on world markets, the U.S. Government agreed to cooperate with the Governments of France, the Federal Republic of Germany, Japan, and the United Kingdom in attempting to lower the-value of the dollar in relation to other world currencies. Low inventories, rising factory orders and construction spending, the possibility of a lower U.S. dollar, and aggressive automobile production plans announced by domestic producers for the fourth quarter indicate the potential for an increase in manufacturing activity in the United States.

The U.S. economy made significant progress in 1984. The current-dollar gross national product (GNP), the market value of the Nation's output of goods and services, increased almost 11 percent over that of 1983 to slightly more than $3.66 trillion (table 1), and the real gross national product increased almost 7 percent.2/ Such rapid growth in real GNP has not occurred since the early 1950's. Real final sales increased only 5 percent during 1984, and real business inventories increased $24.8 billion ($57.9 billion in current dollars). Total employment of 106.7 million was an all-time record, and the unemployment rate declined from 9.5 percent in 1983 to 7.4 percent in 1984. During 1984 the U.S. dollar showed great strength on international markets, contributing to large current-dollar negative net exports of goods and services (-$62.5 billion) and even larger negative net exports of merchandise (-$107.6 billion). The strong dollar and the substantial increase in net imports of goods and services helped reduce U.S. inflationary pressures and provided a major source of loanable funds for financing domestic private investment.

Much has been published on resuspension of sediments in lakes and estuaries. In general, resuspension has implications on transport and release of contaminants from the sediments. It has been shown that wind-induced waves contribute to erosion of sediments, which are then distributed to various sections of the water body by currents. Empirical equations formulated on the basis of cohesionless sediment behaviour have been applied to the design of a few tailings ponds in different parts of the world, especially in the selection of the necessary depth of water to minimise negative environmental impacts. The paper highlights the shortcomings inherent in these equations using field-measured data from a tailings site in Canada. Laboratory measured tailings properties are used to identify critical shear stresses required to initiate tailings erosion. The influence of cohesion on resuspension of fine-textured tailings is discussed.

Mineral selective flash roasting (Steiner process) in oxidizing atmosphere was tested successfully for the efficient low intensity magnetic separation of siderite from ankerite and other gangue minerals within the ore of the Steirische Erzberg, Austria. The calcium, magnesium and manganese containing siderite turns selectively into a ferromagnetic oxide phase while ankerite remains paramagnetic. The expulsion of CO2 increases the volume specific surface depending on the selected temperature. Unlike pure iron oxides absorbing SO2 below 530°C, the calcined siderite (enriched in the magnetic product of the Steiner process) acts as a sorbent for SO2 between 500 and 820°C. The effect was studied by thermogravimetric analysis and particle bed tests complemented with neutron thermo diffractometry (D20/ ILL). The energy input was simulated with the help of a tube furnace. The composition of the artificial combustion gas permeating the bed was close to that measured in pilot scale tests (6 % CO2, 12 % O2, 700 vpm SO2). The evaluation of data relating the SO2 variation in the off gas monitored by electrochemical cells to the actual phase composition revealed an intermediate ferrite phase as absorber. During the rapid decomposition in oxidizing atmosphere starting at 500°C the occurring siderite alters to a (CaO, MgO, MnO)Fe2O3 ferrite as an intermediate phase accompanied with sudden SO2 absorption. SO2 disintegrates the ferrite structure forming MgSO4 and MnSO4, taking Fe2O3 as a catalyst. Ankerite (enriched in the non magnetics of the Steiner process) starts to absorb at temperatures above 1000°C forming gypsum. The findings support the SO2 controlled operation of the Steiner process by ?autodesulfurisation?. It explains aspects of the SO2 implementation reactions within off gas recycling in Austrian sinterstrands. "This work investigates the early stages of precipitation in Al-Mg-Si alloys using a combination of high angle annular dark field scanning transmission electron microscopy (HAADF-STEM), selected area electron diffraction (SAED) and density functional theory (DFT) calculations. Quenching from a high temperature (solution) treatment leaves an alloy in a high-energy unstable state, with solute and vacancies in supersaturation. Thus, already at room temperature (RT) a large driving force exists for solute atoms to cluster and order on the Al matrix positions. DFT calculations indicate that strain alleviation is important at this stage. We observe larger regions of Mg-dominated L10 ordering together with a Si-dominated ordering of smaller clusters in a particular geometry connected to the Si-network found in all the precipitates. In addition, building blocks of the main hardening phase ?'', stabilized by vacancies, are observed at higher, typical pre-aging temperatures.INTRODUCTION Al-Mg-Si (6xxx) alloys are widely used in industry due to a combination of favorable properties such as strength, ductility, corrosion resistance and lightweight. They undergo a complex production route, usually consisting of the following thermo-mechanical steps: casting, homogenization, extrusion or rolling, solution heat treatment (SHT) and artificial aging (AA). The SHT takes place at temperatures above the solvus line in the phase diagram, usually between 500°C and 570°C, followed by a rapid cooling to RT. This ensures that high amounts of solute atoms, uniformly distributed on the cubic face-centered (FCC) Al lattice, together with a large amount of vacancies, are quenched-in. The material is therefore in a super-saturated and unstable state. During the subsequent AA, at temperatures usually between 150°C and 220°C, the solute atoms diffuse and cluster, forming metastable precipitates with needle/ lath/ rod morphologies having the main growth direction along <100>Al. With a maximum alloy solute level (Mg + Si) of only 2%, these precipitates increase material strength up to three times that of pure Al, and are essential for the final material properties. To understand and make better use of this phenomenon, it is imperative to research the nature of the precipitates (such as their atomic structure), measure their key parameters (number density, size, volume fraction) and connect it to material properties (Marioara, Andersen, Zandbergen & Holmestad, 2005; Marioara et al., 2014). The Anglogold Ashanti (AGA) Navachab single stage SAG mill has provided an excellent setting for incremental optimization. Over the past decades, several interventions have resulted in marked improvements in specific performance; including steel ball scat removal, re-design of the mill lifters, replacement the pebble crusher and cyclone cluster, as well as the use of a vibrating screen in place of a discharge trommel. Recent initiatives now include an operating fine DMS circuit, studies on pre-crushing of the ROM feed and also fine-screening as an alternative to hydrocyclone classification. The current optimized state of the Navachab mill allows it to operate at approximately 20% higher efficiency when compared to mills of similar shell dimensions in gold mining, treating similar ore. This paper describes the systematic improvement of the SAG circuit to its current state.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. nt in the mining industry, and identifying factors associated with these injuries is critical for developing prevention efforts. This study identifies nonfatal injury incidence rates, nature of injury, work activities, glove usage, and sources of hand and finger injuries in the U.S. mining industry, as reported to the Mine Safety and Health Administration (MSHA) from 2011 to 2017. Hand and finger injuries occur at a rate of 6.53 per 1,000 full-time employees, which is nearly double the rate of the next highest affected body part, the back. Most of the hand and finger injuries were classified as cuts/lacerations/punctures (53 percent) followed by bone fractures/chips (26 percent). Materials handling and maintenance/repair were common activities at the time of the incident with miscellaneous metals — such as pipe, wire and guarding — and hand tools as the primary sources of hand and finger injury. Although the information on glove use was limited, leather gloves were most often worn when an injury occurred.

Geotechnical models developed during the planning stages of open pit mines are three-dimensional so as to capture the spatial variation in lithological, structural, hydrogeological, and geomechanical conditions. Geological models that describe the lithological and structural (faulting and folding) characteristics of a deposit are always 3D. Likewise, boreholes and piezometers used to develop geomechanical properties and groundwater models are drilled at spatial offsets across the deposit to understand the lateral and vertical characteristics. Yet when geotechnical analysis is completed, often the three-dimensional geological, hydrogeological, and structural models as well as geometrically complex 3D mine designs for optimizing economic mineral recovery and overburden removal are simplified to two-dimensional sections. In this paper we demonstrate that this simplification can lead to the wrong failure mechanism being identified, analysed, and/or a conservative factor of safety being calculated and hence an over-estimation of slope stability. Through case studies we show how three-dimensional analysis methods are more suited to rock slopes, particularly those with anisotropic material strength, when singularities such as geological faults are present, and nonlinear slope geometry. When the same slopes are analysed in two dimensions, the failure mechanism calculated is often fundamentally incorrect. The case studies further reveal that the factor of safety calculated in three dimensions is not always higher than the two-dimensional factor of safety.

Erosion control during the mining cycle can be more effectively planned using Erosion and Sedimentation Control Plans (ESCPs). This raises the issue of who should develop an Erosion and Sedimentation Control Plan Guidance document (ESCPG) to standardize the content of ESCPs. A search for ESCPG documents in Canada revealed no examples for mine sites. In the U.S. there are a number of regulatory authorities who developed such documents for mine sites, including EPA. An ESCPG is expected to result in: (a) plans will be more standardized (b) more clarity and efficiency for those generating ESCPs; (c) assisting regulators tasked with reviewing/approving ESCPs; (d) providing guidance for the mine effluent permitting process relative to sediment control; (e) providing a basis for developing and including ESCPs in the Environmental Assessment (EA) phase and the mine economic assessment; (f) applying and optimizing ESCPs above the ?watersheds? of sediment ponds; (g) utilizing the ESCPG document for ?exploration? sites; (h) lowering the risk of adversely impacting water quality downstream of mining activities; (i) providing a methodology for determining the need for sedimentation pond(s) during the construction and production phases; and (j) providing a clear environmental sustainability message relative to sediment control if the mining industry takes the lead in developing an ESCPG. ESCPs will proactively create increased administrative (regulatory) efficiency in the EA and sub-EA reviews relative to erosion control and sediment release from mine sites. This also assists the new initiative in BC, One Project, One Process (OPOP) and synchronous permitting (a variation of concurrent permitting): as an example, enhanced erosion control planning at the EA phase then allows the synchronous permitting initiative to proceed efficiently, particularly for the mine permit (Ministry of Energy, Mines and Natural Gas) and effluent permit (Ministry of Environment). Approximately twenty more management plans (e.g. ARD/ML, explosive management, emergency response, hazardous waste, sediment pond operation, environmental effects, environmental sampling, etc.) may also be entered into the EA process to create increased efficiency, and then feed into the synchronous permitting effort. The BC OPOP initiative also adds support to the Canadian Federal ?One Project, One Review Process? approach. The ESCP and a sediment pond management plan will also address the Canadian Metal Mining Effluent Regulations requirement for all discharges from mine sites to meet a grab sample of 30 mg/L Total Suspended Solids.

“Down The Hole” (DTH) hammer drilling is often necessary to advance the casing during pile construction where the test bores have determined difficult drilling conditions with obstructions such as boulders, cobble and glacial till. The use of compressed air to operate DTH hammers in foundation drilling has been a contentious point in many regions of the world due to its potential to disturb the ground around the pile being constructed. There are many examples of damage to adjacent building foundations where compressed air exiting the pile being drilled disturbed the subsurface around the building’s existing piles. This paper looks at the use of compressed air in DTH hammer foundation drilling and the move towards controlling the exhausted air to avoid over drilling the pile, causing potential damage to nearby piles. Simulated models of air flow penetration into the soil of different configurations of drill bits are discussed to highlight design changes employed to better control the air during the drilling process. A case study of the construction of a water-tight pipe pile wall for a building’s underground parking structure is studied to demonstrate the potential of DTH hammer foundation drilling where the air is fully controlled.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation&apos;s need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA&apos;s enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

Anglo Platinum recognised with its expanded operations the need to change its evaluation strategy due to increased sample volumes and the pressure it created at laboratories. The sender/receiver analytical scenarios had to change in order to curb costs and to prevent substantial investments in new sampling and analytical facilities. Given the high cost associated with correct sampling systems and sampling protocols and the shortage of technical resources a strategy of single point sampling and analysis was introduced. The analysis was then done at an ISO17025 accredited laboratory with ten per cent checks, subjected to careful statistical scrutiny. Logistical problems increased with respect to weighbridge congestion, maintaining sampling quality, throughput of samples in the sample preparation areas, manual quality control systems in place, audit trails and analytical capacity throughout all operations. This required the expedited improvement of existing sampling practices and the development of new sampling methods and equipment. Anglo Platinum is classifying and standardising sampling equipment, sample preparation and analytical procedures for all process streams with the view to minimise overall uncertainties. Major investments were made into a customised LIMS and automated equipment for data management, reduction of manual transcription errors and streamlining of sample processing. Anglo Platinum is committed in rolling out the enhancements to all sites as priority dictates.

Preparation of suitable core specimens for physico-mechanical testing s not always possible, particularly for soft and clay-bearing rocks. Although several indirect test methods have been proposed to predict the properties of rocks, specimen preparation from soft rocks for some indirect tests is still difficult. For such cases, the needle penetration test has been developed. In this paper we present a study on the predictability of the physico-mechanical properties of pyroclastic rocks from the needle penetration index (NPI). The NPI, uniaxial compressive strength (UCS), Brazilian tensile strength (BTS), density, and porosity tests were performed in the laboratory on specimens from ten different locations in Turkey. Correlations were established between the NPI values and the physico-mechanical properties. Strong correlations were observed between NPI and both UCS and BTS. General correlations were found between NPI and both density and porosity.

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

To respond to ever-increasing challenges, mining companies have been experimenting with new business models and technologies in order to speed mine development, production, processing and transport. The various experiments involve mobile access to data, intelligent sensors, advanced analytics, virtual collaboration, virtual reality, automated equipment, remote operations centres and strategic partnerships. A synthesis of all these components creates a ænetwork effectÆ that can dramatically improve the overall effectiveness the entire operation. The concept of the Network Centric Mine borrows from a variety of industries, including defence, aerospace, aviation, petroleum, utilities and manufacturing. Central to the concept are improvements to the way we connect people, process, information and technology, resulting in a more highly collaborative business model, with roles and processes designed to take advantage of new technology. The components of the mining operation act as a connected network aimed at a common goal, regardless of the boundaries of organisation and location.The design of this new organisational ecosystem needs to take into account the recent advances that enable the æplug and playÆ integrated collaborative environment, including cloud computing, mobile devices and social networking, as well as advances in augmented reality, robotics, geo-location, digital labelling, simulation and analytics. However, the most consistent lesson from other industries is the need to properly enable the behaviour and process changes necessary for success.Benefits from adopting a network centric approach include the more effective use of scarce expertise, improved data and information analysis, reduced process variance, and more informed and faster decision-making. The future of mining will see more technology savvy workers who will drive the adoption of new processes. Anglo Platinum is the worldÆs largest producer of platinum group metals, and also produces large quantities of nickel, copper and cobalt at its Refining complex in Rustenburg, South Africa. In 1995 Anglo Platinum embarked on a smelter modernisation project, primarily to reduce site emissions to below the guideline limit of 20 tonnes per day SO2, but also to increase the converting capacity in line with future projected production profiles. To achieve these requirements the existing Pierce Smith converters were replaced with a single large Ausmelt converter and a new acid plant. This was the first time that an Ausmelt furnace had been used for converting, but it had the advantages of being a very robust furnace and was fully enclosed, giving good gas capture. It was thus considered the most appropriate technology from both a process and an environmental perspective. It also enabled the smelting and converting furnaces to be decoupled. The plant was commissioned from late 2001 and the first tap was in June 2002. Despite being a new technology, ramp-up has been similar to other large scale pyrometallurgical operations. Numerous process improvements have been made since start-up, most notably a change from two-stage batch to fully continuous, resulting in the plant now operating above design in terms of throughput. Optimisation of freeboard accretion control was also a major component of the ramp-up activity. This paper discusses the commissioning and ramp-up issues of the new Ausmelt converting furnace, concentrating on the design and process changes, and summarises current operating performance against the original design objectives.

"The New Britannia Minesite is located in Snow Lake, Manitoba, 420 miles north of Winnipeg (figure 1). The mine previously operated from 1949 to 1958 extracting some 5.39 million tons of ore at a 0.150 opt gold grade. From 1959 to 1986 the property was held by Nor-Acme and Hudson Bay Exploration and Development and in 1987 High River Resources Ltd. Optioned the property, dewatered the mine and conducted a diamond drill program between the 1 780 and 2400 levels. In 1988 two companies, Nor-Acme Mines Ltd. and High River Gold Mines Ltd., negotiated an option agreement with INCO Gold whereby !NCO assumed management control of all site exploration work. During this period, a bulk sample of 10,000 tons was extracted from the 1780 level with no further exploration recorded after its removal. Both Hudson Bay Exploration and Development and INCO Gold conducted feasibility studies on reactivating the property but at a calculated capital cost of Cdn $70 to $80 million found the rate of return on their investment unacceptable.In 1991 !NCO Gold merged its interest with the assets of TVX Gold Inc. and in February 1994 TVX Gold Inc. and High River Gold Mines Ltd. entered into a joint venture partnership to develop the Snow Lake property, naming TVX Gold Inc. the operator. Upon completion of a feasibility study in April 1994 by Bharti Engineering Associates Inc., a decision was made to reopen the Britannia Mine at an established project cost of US $33 million.Project construction commenced in July 1994 with the hoist house excavation. The first concrete for the hoist house level footings was poured on August 4, 1994 and the project was completed on October 1, 1995 at a cost of US $36 million.
