In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters. Hanford Reservation, in the State of Washington, with its deep basalt formations, is one of the three sites recommended by the Department of Energy for detailed investigations in order to select the first nuclear waste repository in the United States. Information obtained from several deep bore-holes drilled at Hanford indicates that the underground facility can be developed in one of the major basalt flows belonging to the Grande Ronde Formation in the Columbia Plateau, at depths greater than 3200 ft. One of the main concerns in the underground repository design is the achievement of acceptable environmental conditions during the development and the operation of the repository. For this, ventilation and air-conditioning are of prime importance and should be fully addressed. Besides the factors that determine the airflow requirements to meet the personnel and equipment operation needs, there are two major concerns that impact on the ventilation system design: the temperature of the in situ virgin basalt rock and the influx of groundwater. These two factors are related by the fact that the groundwater has the same temperature as the rock itself and they both constitute main sources of heat underground. Current information indicates that the temperature of the virgin rock at a depth of around 990 m (3250 ft) is 52°C (12S°F). However, there are some indications that the rock temperature at the selected horizon might be higher. This paper addresses the impact of the virgin rock temperature on the ventilation system and air-cooling requirements. Graphs with heat loads and cooling required for different rock temperatures have been prepared for a given model and network, using computer techniques for simulating the climatic parameters.

The objectives of this study were to document the hydrologic impacts of longwall mining on streams, identify the factors affecting the extent of stream dewatering, and develop empirical trends to predict the extent of dewatering and recovery of streams in advance of mining. This study on stream impacts is a companion to a stud; conducted on ground water impacts from longwall mining, which was done as part of the same research project at the' same locations and times. The study areas are three mine sites in north- central West Virginia. Mine A, located in Upshur County, has relatively thin mine overburden under the valley streams (105-115 feet). Stream monitoring there continued the earlier work of Cifelli and Rauch (1). Stream dewatering was severe with streams often going dry over the longwall panels during baseflow conditions. The lost water was probably flowing to the mine. Dewatering began in streams over the mine entry areas adjacent to the panels and as much as 380 feet from the nearest panel edge. The angles of dewatering influence ranged 22 to 72 degrees with respect to the nearest mined panel edge. Discharge then typically increased as the streams- flowed across the panel edge, but then decreased again over the panels. These streams were often ponded by local reversals in hydraulic gradient caused by land subsidence, and often dried up after flowing a few hundred feet across the panels. This occurred over panels that were previously mined up to eight months before. Mine B, located in Monongalia County, has relatively thick mine overburden (475-485 - feet) under the major stream. Stream dewatering was severe there during warm season baseflows, with complete dewatering occurring then over the longwall panels. This dewatering occurred over mined panels up to five years old, probably in response to a major anticlinal axis lineament and fracture zone in the stream valley. Mine C. located on the West Virginia -Pennsylvania border, has relatively thick mine overburden (about 585-630 feet) under the monitored streams there. stream dewatering was only partial, and these streams typically recovered their lost discharge downstream of the mine, indicating that lost water was not recharging to the mine. Only longwall panels less than one year old were associated with stream dewatering.

"A longwall mining method is a productive mining method of coal extraction that involves the complete removal of large, rectangular panels of coal. Since this method causes deformations through the overlying strata to the ground surface, the surface- and ground-water regime above the longwall panels may be adversely affected and drained into the lower strata. The purpose of this study is to determine the effects of longwall mining subsidence on surface- and ground-water systems.This study is a site-specific hydrogeologic analysis conducted before, during, and after panel retreat at a site located over two selected longwall panels in the Pittsburgh coal seam in Greene County of Pennsylvania. Mine subsidence causes fractures in the overlying strata and enlarges bedding plane separations, increasing the effective porosity and storativity of the overlying strata. Generally, the water in deeper aquifers located in the lower fractured zone drains into the mine void due to the vertical fractures. Moreover, the water level does not recover after longwall mining (but may recover when the mine is flooded). The upper aquifers over the thick aquitard layers may maintain the water level or drop slightly during longwall mining and recover very quickly. The reason is that the underlying aquiclude layer has less change in porosity and permeability after longwall mining (Carver, 1994).A groundwater flow model-MODFLOW was used to predict the water table contours for the periods of pre- and post-mining conditions. The hydraulic gradients of post-subsidence became larger outside the panels and smaller inside the panels than that of the pre-subsidence. The groundwater hydraulic heads above the longwall panel dropped a maximum 50 ft in the study panels. The shallows monitoring wells that were less than 50 ft deep from the surface were deeply affected by longwall mining subsidence. For the intermediate wells that were more than 85 ft deep from the surface, where strata movement acted as a unit during longwall mining subsidence, there were little impacts of longwall mining on the intermediate wells in the study area. For the deep wells that were located below the Waynesburg sandstone, the water was drained to the underlying strata or even into the mine gob."

"Horsehead Metal Products is a zinc refinery in Mooresboro NC treating crude Waelz Oxide (WOX) to produce Special High Grade Zinc by a hydrometallurgical process, comprising leaching, zinc solvent extraction/electrowinning (SX/EW), melting and casting and bleed treatment. Cadmium removal by zinc dust cementation plays an essential role in the bleed treatment circuit to prevent a build-up of cadmium in the circuit. Silica, although not present at significant levels in the WOX feed material (approximately 0.3%), had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also impacted. The silica levels were mapped throughout the circuit in an attempt to identify the source of the silica issues. Adjustments including using PLS as feed to cementation, pH control in WOX leaching and neutralization have been introduced to mitigate the issues created by silica gel in the circuit. INTRODUCTION Located in North Carolina, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz Oxide (WOX) to produce Special High Grade (SHG) zinc. The flowsheet, known as the Modified Zincex® process, consists of leaching, solvent extraction, electrowinning, melting and casting and bleed treatment as illustrated in Figure 1. Cadmium cementation, part of the bleed treatment process, provides an essential bleed of cadmium from the circuit, as metallic cement. The Cadmium cementation circuit consists of agitated cementation reactors, a zinc dust addition system, filter presses, agitated purification (releach) reactors and a cadmium concentrate filter press Silica can be found in several forms in acid leaching. The first form is fine silicate particles. The size of the particles can vary from one to twenty microns (1). Fine silicate particles can lead to the formation of crud in solvent extraction circuits (2, 3). At Mooresboro, crud has been observed in Depletion, which is part of the solvent extraction circuit. Silica content in the solution in this section is high. The second form of silica is monosilicic acid Si(OH)4, which begins to polymerize almost immediately upon being leached into solution. Monosilicic acid polymerizes to silica gel or a silica precipitate dependent primarily on supersaturation (5). Factors that influence the rate of polymerization include temperature, sulfuric acid concentration / pH, hydrofluoric acid concentration, seeding, and dissolved salts concentration such as zinc and aluminum in the solution (4, 5, 6). In sulfate systems, silica solubility is reported in the range of 150 to 450 ppm of SiO2 (3, 5, 7)."

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of a gangue mineral grade limits by the concentrator may also result in significant penalties. Online grade analysers which can provide reliable real-time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades. MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at a nickel concentrator plant. The project initially focused on stabilising the final concentrate grade without directly accounting for nickel recovery. The site later procured additional Blue Cube MQi analysers, resulting in the expansion of the FloatStar Grade-Recovery Optimiser to incorporate recovery component in the performance. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The Henty Gold Mine, located in Western Tasmania uses innovative solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. The initial paste fill design was based on the Bad Grund and Ranunelsberg Mines paste fill systems of Preussag in Germany and comprised pumping filtered tailings paste some 1.2 kin uphill from the mill to the mine portal, where cement was to be added before being distributed underground. The system was designed following initial testwork that was undertaken on a bulk sample of ore mined from the scar surface Sill Zone. Subsequently, during the mining of the Zone 96 orehody, it was found that there were significant mineralogical variations in the composition of the ore mined. Following processing, the resultant Icach residue caused significant changes in the paste rheology and therefore the pump and flow characteristics. An alternative solution was implemented that involved the use of agitator trucks to transport the cemented paste to the portal. This required modifications to the fill preparation system and also the underground distribution system. Laboratory strength tests of the HDPF using actual gold plant leach residue showed low early strengths were attained with HDPF containing only filtered leach residue. Therefore, high binder addition rates or an increase in the fill cycle time would be required to allow the fill to gain sufficient strength. A considerable amount of potentially acid generating waste rock also requires underground disposal. By blending the waste rock with the HDPF, the strengths were improved and the required cement addition rate reduced by about one-half. The potentially acid funning waste rock is encapsulated in the highly alkaline cemented paste, minimising the potential for acid generation.

In the 1950s, an underground limestone mine in the Camp Nelson Formation was developed from an outcrop exposure. The Camp Nelson Limestone met the requirements for DOT stone and aggregate. The mine ownership changed several times, which resulted in distinct mine designs in Level 1. Based upon the production requirements and an attempt to maximize limestone recovery from a single level, a variety of pillar dimensions and three mining heights (28 feet, 68 feet and 83 feet) were developed. This was sufficient prior to reaching the mineable extent of Level 1. Level 2 introduced previously unknown ground control challenges. These included: ??Pillar spalling and a significant back fall on the Level 1 - Level 2 decline; ??Laminated immediate back and the need to bolt the back on Level 2; ??Delamination of the back adjacent to the Level 1 - Level 2 decline resulting in bolt shearing, and floor heave in isolated areas of Level 2; ??Multiple level interaction, the need to design pillars based upon numerical modeling as columnization between Levels is infeasible: and ??Water inflow as the mine approached river. To meet the challenges, a testing program to determine rock strength and physical properties was implemented along with numerical (LAMODEL and FEM) modeling, and borescope inspections of the immediate back. The efforts to implement rock mechanics were re-focused as Level 2 approached its mineable limit and the initial attempt to drive a decline to Level 3 was unsuccessful. A second decline site was selected based on inter burden stability, a consistent shale parting for the Level 3 back horizon, results from numerical models of the immediate back and multiple level interactions, and the projected low water inflow. The mine is operating on Levels 2 and 3 with long-term planning and ground monitoring for Level 3.

Newcrest Mining LimitedÆs Telfer Mine is a world-class gold and copper producer, situated in the Great Sandy Desert, in the north west of Western Australia. The mine has a number of distinctive characteristics such as being one of AustraliaÆs most remote mine sites, being within 270 km of the hottest town in the southern hemisphere (Marble Bar) and having been shut down and reopened after a two-year feasibility study. The construction of a new plant and reopening of the mine gave Newcrest the opportunity to review their mining practices and systems including the opportunity to incorporate reconciliation as a core process. Telfer is now well on the way to being one of the largest gold and copper concentrate producers in Australia. When the mine reopened in June 2003, Telfer implemented SnowdenÆs Reconcilor software system to facilitate reconciliation of geological models, production data and plant measurements. The system was implemented on site in June 2004, as a web-based information management system, integrating other existing mining and plant software packages. It continues to provide an auditable process and consistency of data, providing ease of analysis with standard and customised reporting. This paper provides a case study of the reconciliation system implementation at Telfer. It outlines the consolidation of a number of management systems into one centralised system that can be used to compare and reconcile the tonnes and grades from the mine through to the mill. The authors outline the key estimates and measures that are used for reconciliation at Telfer, detailing the characteristics of the system used to capture the information and the benefits that have been gained through the use of a rigorous reconciliation process on a complex orebody.

The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

"Cerro de Maimón is located in the Dominican Republic on the island of Hispaniola approximately 75 kilometers northwest of the capital city, Santo Domingo. The processing facility consisted of two separate processing plants for oxide and sulphide ores. The oxide plant processed oxide ore bearing gold and silver ore using cyanide leaching and Merrill Crowe processes, while the sulphide plant produced a copper concentrate using conventional flotation. Cormidom is a commendatory example how mineral processing facilities can co-exist in balance with the environment. In 2014, natural occurring copper oxide contamination with finer grained copper-zinc sulphide mineralisation was expected to dominate the sulphide ore body. In anticipation Cormidom contacted the original plant designer Met-Chem to assist in overcoming this challenge. Test work indicated that increased flotation time and subsequent very fine grinding were required. Met-Chem provided the detailed engineering and Cormidom proceeded with the expansion project internally. Currently Cormidom has processed the sulphide ore successfully by implementing flotation modifications. This paper describes the history of Cormidom, test work on the “new” ore body, modification in process design in the Cu-Zn sulphide flotation circuit, construction and implementation.INTRODUCTIONCorporación Minera Dominicana (CORMIDOM) was a wholly owned subsidiary of GlobeStar Mining Corporation (a Canadian based minerals exploration company) with extensive exploration of base and precious metals in the Dominican Republic. In 2007-2008 CORMIDOM constructed the Cerro de Maimom project. The company was subsequently sold and purchased by Perilya Limited from Australia in 2013. Cerro de Maimón is located in the Dominican Republic on the island of Hispaniola approximately 75 kilometers northwest of the capital city, Santo Domingo. It is near the town of Maimón in Monsenor, Nouel Province (see Figure 1)."

The sole reason for a mine to exist is to extract the finite mineral resource. Accurate grade control is critical to the economics of any mine. If grade control is not optimised, then no matter how good the downstream processes are, the full potential of the operation will not be realised. The detailed implementation of grade control varies but typically consists of sampling and assaying to determine the location of the ore zones. A lot of time, money and effort are spent defining the location of the ore as accurately as possible à but then it is blown up! The effect that blasting has on grade control is rarely adequately accounted for when the rock is excavated because there has never been an accurate and practical method for measuring blast movement. This paper draws on over six years of research into measuring and understanding blast movement, which started at the Julius Kruttschnitt Mineral Research Centre (JKMRC) of the University of Queensland. The research has made a unique contribution to open pit blasting by helping to develop a practical tool for measuring blast movement, which was then used to improve the understanding of three-dimensional blast movement dynamics. However, these achievements would be of largely academic interest without taking the final step of using this technology and knowledge to account for blast movement by translating the ore polygons in response to the measured movement vectors. This paper provides an overview of blast movement but focuses on one site where blast movement was measured during three separate periods, with significantly different orientation of the mineralisation on each occasion. The theoretical ore loss varied from nine per cent to 24 per cent. The differences are primarily due to the orientation of the ore polygons relative to the direction of movement. The optimum grade control solution is a combination of accurately accounting for blast movement and designing appropriate blasts.

Laterite projects are found in the tropical and sub-tropical regions of the world. As a result severe meteorological situations accompany such projects, often in regions of high seismic activity and political uncertainty. Frequently, socio-economic development supported by political interest is a major driver for development, while environmental protection imposes numerous stresses on the project. This paper will review and examine the many social, environmental, technical and financial issues that a mining and extraction process is subject to during development. The options that must be evaluated will be discussed in the context of sustainable development. Issues of project standards and cultural impact through to long-term issues such as greenhouse gasses and climate change will be assessed in redirecting project environmental norms. Although a rationale for sustainable project can be developed many long- term uncertainties around issues remain. The 1977 Clean Air Act Amendments will have a large effect on the coal-fired segment of the electric utility industry. Since electric power generation constitutes by far the largest single use for coal, this legislation has the potential to greatly affect future patterns of coal utilization in the U.S.A. The inability to depend exclusively upon low sulfur coal as an exclusive mode of compliance with New Source Performance Standards may greatly lessen projected demands for low sulfur coal by eastern utility boilers. The requirements of the legislation is discussed with particular reference to the needs of the electric generating industry, along with the technologies available for complying with the Act.

Lichens are a symbiosis of fungi and algae. Air borne elements and gases are absorbed very efficiently over the entire surface of the lichen, because they have no protective structures such as a waxy cuticle or stomata. A survey in 1977 (one year before the Sudbury Regreening program began), indicated that several Cladonia spp had invaded the soil in Sudbury’s open birch woodlands. Pollution sensitive species such as Cladonia rangiferina and C. mitis occurred 20–25 km from the smelters. It was anticipated that the improvements in air quality and reclamation efforts would allow a natural invasion of pollution sensitive species into what once was a lichen desert that surrounded the smelters. The purpose of this project was to study the invasion of terricolous (soil-inhabiting) communities of lichens and mosses on reclaimed land in the Sudbury region 45 years after commencement of the Sudbury Regreening Program.

"The successful marketing of Alberta coals will increasingly depend, to a large degree, on an extensive coal quality information base. This information, at present, is generally based on a deliverable, cleaned coaland is confined to existing mine sites. Coal quality information is not as well understood for raw in situ coal outside of mine sites and even less is known about the geological factors that control it.If new uses and markets for Alberta coal are to be developed, such as gasification, coprocessing, and exploiting high rank coals for combustion, it will be imperative that the coal quality parameters important for these utilizations be known. These parameters need to be known for existing deliverable coals and, just as important, for as yet unexploited in situ coal. Factors such as the Cl, No, K, Co, P and trace element contents should be addressed to meet the requirements of these new utilizations.The geological characterization and explanation of what factors control these coal quality parameters is part of research being done at the Alberta Geological Survey. In-seam vertical profiling has been undertaken within the plains and foothills/mountains coals to determine exactly where coal quality variations occur and why. In the Ardley coal zone at the Highvale Mine it has been found, for example, that the ash content of the mined coal is made up of discrete partings and of microsized particles associated with inertinite macerals. The in-seam characterization of coal seams will lead to a better understanding of in situ coal quality variations, leading to new uses and markets for Alberta coal."
