Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

"This paper presents the second part of a study of the assessment of rock stress inputs on the performance of various new mining designs at the Ok Tedi large open pit mine in Papua New Guinea. Over the years, four programs of rock stress measurement have been completed at Ok Tedi, each providing different interpretations of the in situ field stresses. Details of three of these programs and interpretations are provided in the precursor to this paper, entitled ‘Rock Stresses at Ok Tedi, Papua New Guinea’ (Lee et al, 2014).This paper explains how the various stress interpretations were utilised in the modelling of the proposed new open pit and underground mining excavations, comparing where possible their expected effects on stability. The modelled performance of three specific mine components have been discussed here as case studies, including: the below-pit drainage tunnel, as the floor of the open pit workings is mined down from 350?m above, to within just 75?m above the crown of the tunnel the stability of the 1000?m high slope of the proposed West Wall cutback the proposed sublevel open stoping extraction sequence in the Gold Coast orebody beneath the East Wall, for which only the likely ‘worst-case’ stress regime was used to assess sequencing and stability issues.The benefits of scheduling the collection of detailed rock stress measurements and other input data from a range of different sources at various stages of the projects are discussed.Alternative in situ stress models have less stability impact on open pit slopes than on underground mine excavations.CITATION:de Bruyn, I A, Baczynski, N R P, Lee, M F, Mills, K W, Mylvaganam, J, and Prado, D A, 2014. The requirement for secondary egress from underground workings has long been regulated in Australia. Escape way systems have evolved from simple airleg rising ladders and timber ladders to steel galvanised ladders and more recently fully enclosed polyethylene ladders.The polyethylene ladder, Safescape Laddertube, was introduced to the underground mining industry in 2010. It is an enclosed cylindrical modular plastic ladder designed for use in underground escape ways and access ways. Since its first installation in May 2010, the Laddertube has been installed in 43 mines across four countries, totalling 8800 m of ladders installed to December 2013.The Cracow Gold mine is one operation using Laddertube, located 500 km north-west of Brisbane, Queensland, Australia. Upon discovering and developing both the Empire and Roses Pride orebodies, a safe and economically viable secondary egress system and surface primary ventilation exhaust shafts were necessary to support development and production activities to these workings. The need arose to merge these two critical requirements together between surface and underground mine workings some 200 m and 400 m respectively for each orebody. Neither egress has intermediate access points within their full service length from top to bottom. Several options were considered, the preferable and most feasible method adopted was Laddertube.The longest egress length requiring Laddertube within the two vertical surface exhaust shafts was 400 m long, within a 3.5 m diameter shaft. Due to the length of the vertical Laddertube system in both egresses, personnel are to be assisted by mechanical means using the Extended Ladder Climb Assist system.The Gossan Hill mine also uses Laddertube for their escape ways. Part of the Golden Grove operation, Gossan Hill is an underground sublevel open stoping mine located in the mid-west of Western Australia.With a considerable mine life remaining and a history of acidic water and stress related deterioration in vertical openings, the mine operators sought an escape way solution that would provide for the long-term needs of Gossan Hill. Laddertube was selected due to its non-corrosive properties and the ability to fill in around the ladder way to provide stability to the raise opening.Laddertube is a recent development in escape way systems, and is effectively being applied in a variety of operations, meeting the specific needs of underground mines.CITATION:Durkin, S, Hawkins, B and Lawrence, V, 2014. Northern Star Resources Limited Jundee Gold Mine in Western Australia operates a comminution circuit that consists of a primary crusher, 3.85 MW semi-autogenous grinding (SAG) mill, 1.8 MW ball mill and pebble recycle crusher. In 2017, a secondary crushing circuit was installed to remove the SAG mill throughput bottleneck and increase production of highly competent underground ore from 1.35 to a minimum of 1.7 Mt/a.This paper discusses the findings from the trial phase, the circuit design, project delivery, site optimisation, and the plant performance.CITATION:Matson, K, Tyrrell, S and Jackson, B, 2018. The aim of the present paper is to review the current technologies for arsenic removal in the copper metallurgical industry, and to show the progress made with some promising emerging strategies, involving the pre-treatment of copper-arsenic concentrates by selective flotation or by alkaline leaching with Na2S-NaOH solutions. The advantages of alkaline leaching are the selective dissolution of arsenic and antimony, the high extraction yield, and the practically nil loss of copper, which remains in the clean copper concentrate as a CuS residue. Alkaline ?cured? ? a procedure similar to ?acid-cured? in conventional leaching ? improves arsenic extraction and reagent consumption, making this an interesting technology for the treatment of high As-Sb concentrates. In light of recent advances on the selective flotation of enargite and tennantite, the importance of redox conditions to control the flotation/depression of enargite-tennantite from copper sulfides has been well established. However, problems of selectivity must still be solved. Additionally, the limitation imposed in some cases by the need to recover the molybdenum by-product must be considered. The application of selective flotation to obtain a high-arsenic or ?dirty? concentrate and its sub-sequent treatment by the alkaline leaching process is suggested.

"The grinding circuit of the Heath Steele concentrator was sampled under five different sets of operating conditions. The balanced results of the sampling campaigns were used to calibrate steady-state rod mill, ball mill and cyclone models using a commercial simulation software package (JKSimMet® ). Thirteen process variables had the potential to affect significantly the performance of the grinding circuit. Statistical-Design-of- Experiments techniques were applied to plan the suite of simulations in order to improve the quality of and minimize the time to find the optimal solution. The effect of each factor on three performance indices (the cyclone overflow size distribution, the circulating load and the cyclone underflow density) was modeled with empirical polynomial relationships using another software package (Design-Expert@)T. he conditions under which the cyclone overflow size distribution was maximized while respecting circulating load and cyclone density constraints were identified using these relationships. Among the most interesting results is the prediction of a set of conditions where the circuit target size distribution is achieved with only three ball mills instead of four.IntroductionProduction at the Heath Steele concentrator (near Miramichi, New Brunswick) started some 43 years ago at a rate of 750 t/d. The plant capacity was increased to 4000 t/d through successive expansion phases in the seventies (Sapiro, 1977; Johnston, 1978). However, as a result of depleting ore reserves, the plant throughput had to be gradually reduced to the current production rate of 2700 t/d. Heath Steele Mines currently have proven and probable reserves which would see it producing until the end of 1999 (Noranda Inc., 1997).An analysis of the grinding circuit of the Heath Steele concentrator was recently commissioned to identify opportunities for reducing operating costs while maintaining budgeted mill throughput and metallurgical performance. Since the plant will likely be operated below nominal capacity for the rest of its lifetime, the possibility of improving grinding efficiency by operating with fewer ball mills and/or crushers was contemplated."

FROM time to time articles have appeared in the technical press on the interesting subject of surface combustion. The theoretical part of the problem has, for practical purposes, received ample consideration in those articles, but the number of practical applications of surface combustion referred to has generally been very small.It is the writer's object to review some recent developments in surface combustion, and also to try to arrive at an estimate of its advantages and possibilities. It is not necessary for this purpose to dilate upon the phenomenon of surface combustion itself. Many interesting things have been said on the subject by Pro£. W. A. Bone, of Leeds, to whose researches the recent developments are largely due. A few illustrations may make clear what is meant by surface combustion.Prof. Bone, in an experiment, took a platinum crucible, which he heated in the flame of a Meker-burner. Then he turned the gas off for a second, and, opening the stop-cock again, allowed the combustible mixture to impinge upon the crucible, thetemperature of which was still well below the ignition temperature of the gas. Although no flame was visible at this stage, it was soon clear that, nevertheless, the gas and air had continued to combine, as the crucible would attain a red heat after a few seconds.Another instance of surface combustion was shown by a Mr. Fletcher, in 1882. He placed an iron ball, weighing 3 lb., on a slab of fireclay, heated it for a few seconds with a blow-pipe, and blew the flame out, leaving the gas-mixture still...

SYNOPSIS The theory of elasticity has been shown to provide a means of determining the stresses and displacements induced by mining in deep level hard rock mines. This theory has been incorporated into an electrical resistance analogue on which the plane of a reef or ore-body can be modelled to enable the rapid determination of stresses and displacements at points in the plane of the reef. This electrical analogue has been used to determine energy release rates caused by scattered mining, which, to some extent, is a measure of the degree of hangingwall fracture. A correlation between predicted energy release rates and actual underground conditions in stopes in the O.F.S. goldfields has been encouraging enough to define parameters on which future stoping layouts can be based. The use of the elastic theory through the analogue has been extended to the assessment of the influence of stoping operations on off-reef excavations. Underground conditions at damaged and undamaged areas have been compared with predicted elastic stresses at the positions under review, resulting in the derivation of design parameters for use in siting off-reef excavations in the prevailing geological conditions in the O.F.S. and Klerksdorp goldfields. The analogue has also been used to assess the vulnerability of certain un mined dykes to bursting. Correlations between stresses induced on dykes by stoping and dyke behaviour underground has enabled critical stress levels to be determined for several persistent dykes occurring in the O.F.S. and Klerksdorp goldfields. A number of long and short term planning projects at mines operating in the Anglo American Corporation and General Mining and Finance Groups are described, where the data derived from the electrical resistance analogue is processed by computer programmes and assessed on the strength of the design factors derived from the correlation of field work and the elastic theory.

Vertically dipping lenses of nickel-copper ore at Dumbarton Mines Limited are being mined by a modified blasthole stoping method. The principal access to the mine is provided by a 15-degree decline, which, in conjunction with the use of ramps and declines for secondary access, maximizes the accessibility and mobility of trackless mining equipment. Sublevels are driven in ore on 80-foot vertical intervals and subsequently the ore, ranging in thickness from 15 to 30 feet, is slashed to its limits by a procedure of face sampling and test holing. Two longhole drill jumbos are used to drill off 40-foot vertical slices above and below these levels. Following blasting, the ore falls by gravity to the 500-foot horizon, where it is removed from drawpoints by load-haul-dump units and transported by truck to the main orepass. The rock is crushed to minus 3-4 inches and conveyed to surface by a 30-inch-wide wire rope suspended conveyor. This is achieved in two flights, a lower one of 290 feet and a main flight of 2260 feet. All aspects of the mining operation are discussed in the paper, including ventilation, services and safety.

The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. "The primary features of ViroMine™ Technology are introduced and applications of ViroMine™ Technology to mine site remediation and the treatment of a variety of intractable waste-streams, including a technical discussion of acid neutralizing capacity, metals binding capacity and longterm stability of results. Outcomes from four applications at high-profile international mine sites are presented: 1) the superfund site at the Gilt Edge Mine, South Dakota, USA (four years of data on the treatment of acidity, TDS and metals such as Al, Co, Fe, Mn and Zn); 2) one of Australia’s most polluted sites at King River Delta in Tasmania (treatment of TAA and TPA, and metal and metalloid contaminants such as As, Cr and Hg); 3) The Aljustrel “Aqua Forte” mine site in Portugal (high acidity, metal and metalloid contaminants such as Al, As, Cu and Zn) and 4) the Ulsan Iron Ore Mine at Ulsan, South Korea (treatment of metal and metalloid contaminants such as As, Cd and Ni).IntroductionThe commercialisation of ViroMine™ Technology has resolved some of the most intractable pollution issues associated with historic mining ventures on a global scale and has facilitated the neutralisation of Acid Rock Drainage (ARD), remediation of acidic and metal contaminated impoundments (including tailings dams) and promoted revegetation on tailings deposits and waste rock dumps. ViroMine™ Technology also enables current mining ventures to manage effluent simply and efficiently to meet increasingly stringent environmental standards and is enabling the mining sector to reconceptualise the management of mine spoil. The abilities of ViroMine™ reagents to neutralise the actual and potential acidity of sulphidic mine spoil coupled with the ability to bind metal and metalloid contaminants into non-bio-available forms are the key features delivering environmental and economic benefits to the mining sector and the broader community. The paper explores the sustainability of the Australian mining industry, and the potential for application of a substitute fuel into existing mining operations. This alternative fuel biodiesel is produced from biological oils and not from refined hydrocarbons like the transport fuel diesel (petrodiesel). The fuel is compatible with all current diesel equipment with little to no modification and has many superior properties. As biodiesel is derived from biological sources it is æcarbon neutralÆ meaning there is no net carbon addition to the atmosphere when the fuel is burned. The current fuel, petrodiesel releases long stored carbon dioxide (CO2) and is of concern to Australian government targets which seek to reduce these emissions. The mining industryÆs unique reliance on petrodiesel is of particular interest when assessing the substitution of biodiesel into underground and open cut operations. The underground benefits of biodiesel see a reduction in the noxious emissions of carbon monoxide and diesel particulate matter, both contaminants which require extensive diluting ventilation to ensure safe levels. As biodiesel is both safer to store due to its higher flash point and produces less exhaust emissions, its occupational health and safety benefits in underground mines is clear. The use of biodiesel in open cut mines benefits the environmental sustainability aspects of the project. The formulation of national targets relating to carbon dioxide emission reductions promotes any measure to reduce CO2 within the mining environment. As the diesel engine is one of the least emission efficient (kWh/tonne CO2) energy sources on-site, its potential for reduction in CO2 at minimal cost is the greatest. By substituting the fuel, significant quantities of site emissions are reduced, thereby achieving the goals of improved site sustainability and the governmentÆs targets to reduce emissions. This aspect of gauging mutually beneficial relationship regarding government interests and mining industry profitability is the underlying outcome for this paper.

The AG/SAG circuit discharge P80 is now increasingly referred to as the ?Transfer Size? or T80 for short. From the literature it is apparent that in circuit design some approaches to the sizing of AG/SAG mills as well as the ball mills that they feed use this parameter. This paper reviews whether the use of the T80 is appropriate in this context. In the course of the review examples of AG/SAG discharge size distributions measured from range of operating circuits are used to illustrate the arguments made.

The Gold Ridge Mine is an open-cut gold mine in the Solomon Islands. The mine is owned and operated by Gold Ridge Mining Limited, a wholly owned subsidiary of Ross Mining NL. At the invitation of the Solomon Island Government, project construction commenced in July 1997 and gold production commenced in August 1998. The mine is the countryÆs first, and represents a major milestone in the development of the Solomon Islands. At the time of project approval and construction, there was a growing awareness in the country of the potential impacts of mining in the tropics, partly due to unfavourable publicity surrounding a number of other mining operations in the Pacific region. The management of environmental impacts was therefore an important consideration in the approval of the project, and continues to receive a high level of attention from the Government and community. Ross Mining did not commit to the Gold Ridge Project until it had satisfied itself that all waste rock and tailings could be safely contained on-site, and that the standards normally expected of a mine in Australia could be met. Ross Mining approached the approval, construction, and operation of the Gold Ridge Mine with a set of operating principles that met Government and community concerns. These were:best practice environmental management; operation of the mine in accordance with standards expected of mining operations in Australia; independent peer review of key technical aspects; on-going consultation with Government and community; and equitable transfer of wealth to landowners and the local community. As a consequence, the Gold Ridge Mine has developed into a successful mining operation with a high level of support from local landowners, the general community and the Central and Provincial Governments of the Solomon Islands.

"In the current work, factors influencing the corrosion mechanisms of TiC and Ti(C,N) based cermets are reviewed. Cermets were typically prepared with 30 vol.% of metal binder, in the form of various in-situ reaction-formed Ni3Al alloys. Commercial WC-Co hardmetals were also examined as baseline materials. The assessment of corrosion involved a variety of electrochemical measurements, including open circuit potential and potentiodynamic polarisation. The corrosion potential and current density were determined, following Tafel extrapolation, allowing estimation of the corrosion rates. Post-corrosion characterisation involved scanning electron microscopy analysis and associated energy dispersive X-ray spectroscopy of the sample surfaces. It is demonstrated that the primary corrosion mechanism for this type of cermet is dissolution of the metallic phase during oxidation attack, and thus this response can be expected to increase with the amount of binder in the cermet, although degradation can be subtly affected by composition (i.e. alloy composition, C:N ratio, impurities in the ceramic phase, etc.) and test procedure (i.e. aerated vs. de-aerated electrolytes). It was observed that addition of N content into the ceramic phase is beneficial to the corrosion characteristics of TiC based cermets, through significant refinement in the grain size of the hard phase. Similarly, elimination of impurities, such as W in selected TiC powders, also improves the corrosion resistance.INTRODUCTION Cermets are prepared using the combination of a hard, high elastic modulus ceramic phase with a ductile, high toughness metallic binder. This pairing of hard and ductile components ensures wide application of cermets in demanding wear environments. These materials are consequently used industrially in both bulk and coating form. The most common example of such a composite system is based on the use of tungsten carbide with a cobalt-based binder (WC-Co), which has been widely examined over the past 80 years. However, while WC-Co has been shown to exhibit an excellent combination of high strength and wear resistance, the corrosion and high temperature properties of this material are relatively poor. In addition, WC-Co possesses a high density (~13–14 g/cm3), which makes it a less desirable option when the component mass is a design factor (i.e. use in aerospace). In particular, the aqueous corrosion response of WC-Co limits its use in wear environments where combined corrosive degradation may occur (i.e. tribo-corrosion scenarios). Alternate cermet systems are therefore being actively developed due to these performance limitations."

Abstract The aqueous oxidation of pyrite in caustic solutions under oxygen pressure was investigated by measuring that effect of reaction variable on oxygen consumption by the reactions. From the results of this investigation, a model for the process has been proposed. In this model, sulphur diffuses as a positive ion through an oxide layer which forms on the sulphide particles and is then oxidized to sulphate ion. Iron is oxidized by substitutional diffusion of oxygen atoms into the oxide layer. The effect of most reaction variables on the rate of oxygen consumption can be explained with this model. Introduction Recent investigations (1,2,3) have shown that certain sulphide ores can be readily leached by agitating the ore in the form of a pulp under pressure in the presence of oxygen. Since very little was known of the mechanism of this oxidation, a programme of investigation was inaugurated in 1949 in the laboratories of the Department of Mining and Metallurgy of the University of British Columbia. Financial support for the investigation was received from the National Research Council in the form of student grants and bursaries, from the Canadian Liquid Air Company, Limited, and from the Consolidated Mining and Smelting Company of Canada, Limited. The first objective was to devise a technique to study the primary oxidation reactions in aqueous solutions and to apply the technique to a detailed study of the oxidation of pyrite in caustic solutions.

The behavior of pyrite, covellite, and arsenopyrite during leaching is different from other sulfides due to the presence of the disulfide ion, Sl. Arsenopyrite contains in addition, the diarsenide ion, Asl. The disulfide ion undergoes auto-oxidation in high acidity leading to elemental sulfur and sulfide ion formation: The sulfide ion may oxidize further by oxygen to elemental sulfur if high acidity is maintained. In neutral medium, the disulfide ion does not undergo auto-oxidation but oxidizes to thiosulfate then to sulfate: This leads to the two overall reactions observed experimentally: In acid medium and in neutral medium Covellite and arsenopyrite behave similarly.

"THE ISLANDS lying north of the Canadian mainland, and the large Boothia and Melville peninsulas, form one of the great archipelagos of the world; this sparsely vegetated and nearly unpeopled region extends about 1,500 miles east to west and 1,200 miles from the mainland to the northern tip of the northern-most island. Sea access to most of the islands is restricted by ice to the summer season, and the 'polar pack' ice of the Arctic Ocean presses the year round against the northwest margin of the archipelago. Although the region is remote, the accessibility has greatly increased through a network of weather stations, airfields and air routes connecting with southern centres.The area considered in this paper is that part of the island region underlain mainly by sedimentary rocks. In broad terms, this includes the land and sea areas of the archipelago and the adjacent continental shelf, but excludes the dominantly 'Shield' terrain of Baffin Island, and of Melville and Boothia peninsulas. An impression of the size and potential of this sedimentary region may be gained by comparing some areas: the land area of islands underlain mainly by sedimentary rocks is over 300,000 square miles or about 50,000 square miles greater than the area of Alberta. The total area of the region, including the continental shelf and the inter-island areas, may be double this figure, and may approximate one-seventh of the land area of Canada."

The criteria developed for the Argyle Diamond Mine process plant control system are reviewed. The control system installed is described along with a discussion of the method of implementation adopted. The control system was extensively tested prior to instal- lation at site. This approach led to signi- ficant time savings during plant commissioning and facilitated rapid escalation of plant production. The control system has performed satisfactorily with a high level of operator acceptance and basically satisfies the criteria Developed.

Construction and mining sites are often subject to unexpected flooding and extensive delays may occur in locating and installing emergency pumps. This particularly applies to sites located in remote areas. A simple and effective pump, called an air-lift pump, can be built from the equipment available at the working site. The basic req- uirements are a compressed air supply, air hose and conventional water pipes. The air-lift pump is comparatively in- efficient but approximately 35 per cent of the available compressed air power at the site can be applied to pumping. Suprisingly high liquid discharge rates may be obtained in suitable applications. The theoretical and practical consider- ations of the air-lift pump are evaluated and a suggested procedure for the emergency design and construction is outlined. INTRODUCTION.
