The goal of the U.S. nuclear waste management program is to provide assurance that existing and future nuclear waste from military and civilian activities, including spent fuel from the once-through nuclear power cycle, can be isolated from the biosphere so as to pose no significant threat to public health and safety. The U.S. Department of Energy (DOE) is responsible for defining and implementing this national waste management effort. The Environ- mental Protection Agency (EPA) and the Nuclear Regulatory Commission (NRC) are responsible for providing a framework of criteria, standards, and regulations that will assure that the disposal methods developed by DOE are consistent with the achievement of the goal of safe, long-term waste isolation. Within DOE, the responsibility for implementation of the national waste management program rests with the Office of Nuclear Waste Management. The nuclear waste management effort involves three major activities: The Defense Waste Management Program, the Spent Fuel Storage Program and the Commercial Waste Management Program. The major programmatic effort in the Commercial Waste Management Program is the National Waste Terminal Storage (NWTS) Program.

Rib brows present a significant safety hazard in underground coal mines in the United States. To address this issue, researchers at the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST) are developing a practical tool to assess both the potential of rib brow formation and the stability of any formed brows. As part of this effort, a monitoring study was conducted to assess the potential for rib brow formation in coal pillar ribs. This study was conducted in a room-and-pillar coal mine where coal pillar ribs are prone to developing rib brows. Although no rib brows formed in the instrumented pillar, data from monitoring and visual observations provided valuable insights into the loading mechanisms impacting the instrumented pillar. These findings helped identify factors that may reduce rib brow formation, including the cavability of the roof in mined areas, the applied rib support, the strength of rock partings, and the overall integrity of the coal seam. The scientific findings published in the case study aid in assessing the potential of brow formation, offering additional evidence for the need to improve rib control methods in underground coal mines.

Most of the projects summarized in this paper are funded under the Bureau's Advancing Metal-Nonmetal Mining Technology program and are part of the in situ mining subprogram coordinated at the Twin Cities Mining Research Center. The borehole mining equipment development, are funded under the Bureau's Advancing Coal Mining Technology program, is essential to accelerated progress in the in situ mining subprogram, and some background information on this concept is included. The initial in situ research projects started in 1971-72 evaluated some of the critical blast design parameters for in situ copper leaching. The present program totals about $1 million per year and includes in-house research projects, cooperative (cost-sharing) projects with the mining industry, and research and development contracts. Two different extraction schemes are under investigation: inplace leaching and borehole (or slurry) mining. The principal commodity targets for the Bureau's improved in situ mining technologies include copper, uranium, coal, and potash. The principal purpose of this paper is to inform the mining industry of the in situ mining research recently completed or being conducted by the Bureau of Mines. In addition the Bureau encourages companies to comment on the program accomplishments as well as offer suggestions on top priority research needs for improving the in situ mining methods described in this paper.

A promising and increasingly popular tailings management strategy is to place cemented tailings underground as backfill. The placement of cemented tailings results in enhanced geotechnical stability and a purportedly more geochemically stable tailings form with lower leaching potential. Conventional subaerial tailings management can negatively affect water quality if weathering causes acid rock drainage and metal leaching (ARD/ML) to occur, whereas cemented tailings can limit leaching via porosity and permeability reductions and contribute alkalinity to limit the potential for ARD/ML. Cemented tailings backfill appears to be better, but how can this advantage be proven? Currently, cemented tailings backfill is utilized at mining operations internationally, but there is limited guidance on performing geochemical characterization and associated evaluation of the potential impacts to water quality. As a result, various approaches to simulating the leaching behavior of cemented backfill have been utilized, including some methods that are unlikely to represent weathering under site-relevant conditions. American Society for Testing and Materials (ASTM) Standard Test Method C1308-08 is a diffusion testing method initially developed to assess constituent release rates from solid nuclear waste forms. ASTM C1308-08 uses intact cylinders that more closely represent actual backfill than methods that require crushing or size reduction. It is widely believed that leaching from actual cemented tailings is controlled by diffusion through small pores that exhibit limited exposed surface area, making diffusion testing particularly applicable to cemented tailings placement.

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.

The Lower Olentangy Tunnel project includes 47,000 cubic yards of planned ground improvement for earth pressure balance machine (EPBM) tunneling (5.2 km) and microtunneling (335 m) in glacial soils. Jet grouting started in late 2021 and will continue through 2023 to complete operations at 5 shafts, 14 safe havens, 5 watermain ground improvement zones, and a river crossing. Typical jet grout columns are installed at depths between 15–24 meters. Discrete soil-cement blocks range from 267–8,900 cubic yards in volume. This paper discusses the methodology, testing, and technical considerations associated with jet grouting operations in glacial overburden across an urban environment.

EPA's Office of Solid Waste (OSW) is developing a program, under Subtitle D of the Resource Conservation and Recovery Act (RCRA) to regulate the management of non-coal mining wastes. In May 1988. OSW produced a "Strawman", which is a working document that is precursor to a proposed rule. OSW has been working closely with environmental groups, industry, and States to solicit comments and feedback on the mining waste program. OSW currently plans to release a second "Strawman" in early 1990. A proposed rule is tentatively scheduled to be published in the spring of 1991.

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. "INTRODUCTION Crossrail is a subsidiary company of Transport for London created for the construction of a new transverse train line 118 km long between Maidenhead and Heathrow in the West, and Shenfield and Abbey Wood in the East, including 21 km underground below London. Crossrail C305 Eastern Running Tunnels project is the biggest contract within Crossrail Project and involved boring 11.8 km of twin tunnels through London’s city center. Crossrail C305 Project interfaced with different contracts along its alignment and therefore logistics and solutions had to be developed to minimize disruptions or interferences with other contractors and the neighborhood. The paper describes this innovative approach. C305 CONTRACT APPROACH C305 contract was split into three drives, to be excavated by four EPB TBMs 7.1m diameter, as shown in Figure 1. •,Drive Y: 8.2km long between Limmo Peninsula and Farringdon Station in the city center •,Drive Z: 2.7km long between Pudding Mill Lane and Stepney Green Junction •,Drive G: 0.9km long between Limmo Peninsula and Victoria Dock Portal in the East. Crossrail C305 Project scope of works included the excavation of TBM tunnels and shafts at Limmo Peninsula and Stepney Green (including 17m span turnout caverns), along with the requirement to traverse station and shaft structures of other Crossrail contracts. Limmo Peninsula Site was a strategic element as it was the only access point on the tunnel alignment with sufficient available area at the surface for tunnelling logistics and also connected to the Lea River, tributary of the River Thames which facilitated marine operations for segment supply and muck removal. These were the reasons for operating Drive Y & Drive G TBMs from that location. Drive Z TBMs were originally planned to be launched from Stepney Green to Pudding Mill Lane, supplying the TBMs during Drive Z excavation from Limmo Peninsula site through the excavated section of Drive Y between Limmo and Stepney Green. During the early stages of the project, a value engineering proposal with a new tunneling strategy was agreed wherein the Pudding Mill Lane contractor would provide space for TBM assembly and operation in their portal, allowing for reversing Drive Z excavation and launching the two TBMs from Pudding Mill Lane. This optimization reduced some of the shaft requirements at Stepney Green which were contingent upon critical enabling works and provided program certainty and cost savings for the full Crossrail Project. It allowed for the reuse of both the Drive Z TBMs for Drive G excavation from Limmo to Victoria Dock Portal thereby saving on the procurement of two TBMs, in addition to easier logistics for both Drives Y&Z, therefore de-risking the TBM excavation process and the C305 Project program completion."

"By the end of the 1950s, the German hard coal mining industry produced 150 million tons of hard coal per year in 170 collieries with 600,000 employees. At that time, 70% of the primary energy demand of the Federal Republic of Germany was covered by domestic coal. However, due to coal mining becoming an increasingly globalized business and the oil and gas industry producing with lower costs, the German domestic hard coal industry stood constantly under restructur-ing pressure. The industry declined until the end of its life cycle. In 2007, a political understanding was arranged to phase out German hard coal mining in a socially acceptable manner by the end of 2018. This decision required a new strategy for the coal mining industry. Being strictly finalized, the German hard coal mining industry has to be prepared for the post-mining era. To create a sustainable development strategy, the long-term impacts of coal mining activities in Germany concerning the environmental, economic and social dimensions will be analyzed systematically and forward-looking. The regional and social responsibility during the closing process and for the post-mining era will be emphasized. High technical standards in environmental protec-tion and post-mining technologies, as well as long term experiences in the development of former mine sites to create new jobs are significant from an international point of view. The traditionally constructive social partnership between employers, union, and employees has enabled long-term stable adaption processes and avoided social friction. The sustainability strategy of the German hard coal mining industry can be regarded as a role model for other mining countries and regions facing similar transition challenges. INTRODUCTION Principally, mining is a finite business that reaches its end if the deposits are depleted or the raw materials can no longer be mined in an economically profitable way. However, the impact of mining is po-tentially an infinite one – at least if you measure it at a human time scale. Mining always means interfering with geological and ecological structures that cannot be reversed to their original condition. In general, the mining cycle (Figure 1) can be divided into three phases: 1. The exploration phase, in which the deposit is investigated to determine its technical and economic profitability. The period of these undertakings is relatively short and can lead to the launch of mining operations. 2. What follows is the actual mining phase which usually lasts for a long time and ends latest when all deposits are fully depleted. This lifespan may be shortened if the economic conditions (production cost or market price) deteriorate. Nevertheless, mining may be resumed if those conditions become favorable once more (examples are silver mining in Germany or rare earths mining in the USA). 3. The longest phase, however, is the post-mining phase as the human interference into geology and nature is usually inten-sive and irreversible. Mining can lead to consequences which have a permanently adverse impact on people and the environment; therefore, they have to be managed as best we can (1)."

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Peat has unique physical, chemical, and biological properties. These include high porosity and water retention, high absorption and adsorption properties, high buffering capacity, and it is a rich medium for microorganism activity. Peat has traditionally been used for horticultural purposes. However, in recent years, peat is increasingly being used for waste treatment purposes. This paper reviews North American literature on the use of peat for waste treatment applications. The literature indicates promising use of peat in treating municipal and on-site effluent, removal of low concentrations of heavy metals from wastewaters, and adsorption of liquid and gaseous hydrocarbon pollutants.

Boulders, frequently found in tunnels excavated through soils, can pose major problems for full face TBMs in terms of slowing or halting the tunnel advance, cutter damage, and abrasive wear. The paper aims to consider the problem as a whole, from the geological characteristics of boulder sites, to the appropriate physical design of theTBM, and its operation in boulder-laden soils. In addition, visualization of boulders and other subsurface obstructions by seismic methods and ground penetrating radar are reviewed. The paper will assist the construction planner in assessing the risks and preparing appropriate specifications.

This paper summarizes the process development behind the design of three different types of paste fill plants at operating Canadian hard rock mines. Each application has a unique paste backfill mix and process which utilizes the materials economically available to the mine site. The different plants produce paste fill composed of base metal tailings, a blend of recovered disposal pond tailings fines and alluvial sand, gold ore tailings, and a blend of gold ore tailings and alluvial sand. This work has led to the joint development by Inco and GL&V Ontario of the compaction storage mechanism for the de-watering of mill tailings to a paste consistency.

The nation is confronted with thousands of acres of abandoned coal lands. In Pennsylvania alone, these lands have been estimated to cost $15 billion to reclaim (Pennsylvania Bulletin, 1985). One way to deal with this problem is to provide a mechanism by which the active mining industry can undertake to remine certain of these abandoned mine areas. Remining is classified as reaffecting previously mined areas in order td extract the remaining coal reserves while improving the environmental quality of these lands through land restogation and abatement of pollutional discharges. However, there currently is a disincentive for operators to plan to extract reserves on these abandoned mine lands which have preexisting pollutional discharges. Therefore, they presently avoid them. This is because of the "potentially unlimited liability of post- mining treatment for any discharges that would remain after mining? (Pennsylvania Bulletin, 1985).

"Researchers from the National Institute for Occupational Safety and Health (NIOSH) recently developed a coal-mass model to realistically simulate the deformation and loading behaviors of the ribs of coal pillars in underground coal mines. The scale-dependent properties (stiffness and strength) of coal material were considered in the coal-mass model. In this paper the orientation of face cleat with respect to driving direction was integrated in the coal-mass model. The controlling parameters (dimensionless coal-mass scale and fracture strains) of the modified coal-mass model were calibrated using a published case study of coal pillar strength. Numerical models with wide ranges of controlling parameters were conducted to simulate the test pillar. The best match between the numerical modeling results and the measured stresses and deformations was achieved by using a coal-mass scale of 30 and fracture plastic shear and tensile strains of 3.25% and 0.325 %, respectively. INTRODUCTION The failure of coal pillar ribs by itself are a major hazard in underground coal mines. Furthermore, failing ribs can indirectly contribute to roof and floor instability by increasing opening widths across intersections and entryways. Over the past decade, rib failures have resulted in 12 fatalities, representing 28% of the ground-fall fatalities in U.S. underground coal mines. Mining depth has always played a very important role in assessing rib stability. Gauna and Mark (2010) completed an analysis of rib fatalities that occurred between 1996 and 2010. One of their most prominent and influential findings was the identification of a relationship among fatalities, depth, and mining height. Therefore, Coal rib stability will continue to be a challenge for future deeper mines in U.S. coal basins. In the past several decades, research efforts have focused on roof support. The current rib control practice in U.S. coal mines is to select rib bolts through a trial-and-error approach (Mohamed et al., 2015a). Rib failure incidents can be can be substantially reduced or even eliminated by adopting an engineering-based coal rib design approach. The factors affecting rib stability in coal mines are numerous and mutually dependent. These factors include but not limited to mining height and overburden depth, interburden thickness for multiple-seam mining, coal strength, cleat density, entry direction with respect to cleat orientation, existence or absence of partings in the coal, percentage of extracted roof and/or floor rock, density of rib bolt support (Mohamed et al., 2015a). Moreover, it is difficult to isolate the particular effect of a specific factor on the overall rib stability. Therefore, a reliable empirical rib design approach is not achievable because it requires a significant number of case histories to be collected in order to have a reasonable range of all of the critical parameters. However, numerical modeling can be a practical tool to assist with rib support design if the modeling is realistic, which can only be achieved through calibration and validation of the numerical model against field data."

The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970's, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.

The long and arduous process of bringing aggregate produced in Mexico to the Gulf Coast of the United States really began in the 1970s when the first exploratory trips were taken by Vulcan's geologists. It was not until the middle of the 1980s that all of the elements of the project seemed favorable and the largest capital investment in Vulcan's history was given the green light. The history of the project will be covered along with a discussion of the role that market forecasting played in the process. Is this the first of many or a once in a lifetime project? In July 1987, Vulcan and its joint venture partner broke ground in Mexico for a world-class limestone quarry and crushed stone production facility. This project is the largest ever undertaken by Vulcan's Construction Materials Group, with a total cost of over 200 million dollars -a cost shared equally by Vulcan and its joint venture partner, Ingenieros Civiles Associados, or ICA, a diversified Mexican company which is also the largest construction firm in Latin America.

P.T. Freeport Indonesia currently operate a 600,000 t/d mining and 125,000 t/d milling operation in the remote highlands of Irian Jaya, Indonesia. The isolated location and generally difficult working conditions make for challenges not encountered in most North American operations. In spite of this, the mill technical groups have been able to develop and maintain a highly effective level of plant wide automation. This has been achieved through the appropriate selection of available technologies and the implementation of innovative management practices. This paper provides an overview of the control systems currently installed and focuses on those practices which have resulted in the long term success of process control at Freeport.

Design of chain pillars in a longwall mine setting is one of the main engineering controls on the global and local stability of the mine. Challenges with roof instabilities, floor heaves, and pillar failures can be alleviated, to some extent, by careful design of gateroad configurations and chain pillars. This work investigates three different alternative designs in a three-entry-system gateroad configuration with an inter-panel barrier in a longwall mine in Virginia. Starting with the current design, which has faced challenges such as excessive floor heave, a geomechanical model developed in 3DEC software is validated by monitoring in-situ pillar stress in the yield, abutment, and barrier pillars in the mine. Next, three different chain pillar designs are evaluated in the model with a focus on roof sagging, floor heave, and pillar average stress. Results show the relationships among the alternative designs and instabilities associated with roof, pillar, and floor in the study mine, providing insights for optimizing longwall mining designs in deep-cover settings.
