FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Introduction Coal has been mined in the western United States since the mid-1800s. The resource is abundant in the West. Despite recent economic conditions, it remains an important part of the nation's energy warehouse. Many of the seams that comprise the western resource base are thick, some exceeding 61 m (200 ft). Multiple, closely-spaced seams or thick coals that split into two or more minable seams are also common. Historically, subsurface development recovered from less than 15% to 50% of these deposits (Matson and White, 1975). This resulted in a substantial loss of inplace reserve due to the limited height that could be mined using the available technology. In an effort to increase future recovery from such deposits, the US Bureau of Mines analyzed the potential for incorporating three thick-seam mining methods into western coal mines. These methods are high-face longwall, multislice longwall, and longwall caving. They were developed in Europe and are being used to mine thick coal seams in Europe and Asia. One aspect that will determine their success in the US is the geology of the individual deposit; namely, are the methods adaptable to the geologic conditions characteristic of western coal? This paper analyzes some of the geologic factors that would affect development of thick or closely-spaced seams using these mining methods. Occurrence of thick and closely-spaced seams Since mining conditions and methods differ around the world, a thick seam is often defined as a seam whose total thickness cannot be extracted using the available equipment. In the western US, the maximum extractable mining height is about 4.3 m (14 ft). For this research, a thick seam was defined as a minable seam 4.6 m (15 ft) thick or more. Since one of the seams is usually lost using standard mining methods, closely-spaced or split seams were also addressed. These were defined as two minable seams 1.5 m (5 ft) thick or more separated by 9 m (30 ft) of interburden. Thick or closely-spaced coal seams are common in the West. Their importance has not been documented due, in part, to the methods used to measure resources. In the past, all reserves greater than 1.1 m (42 in.) thick for bituminous seams and greater than 3 m (10 ft) thick for subbituminous seams were grouped together and were differentiated only by rank. Further differentiation by seam thickness or minability was not done. For this reason, reserve figures for thick or split seams are difficult to determine. By analyzing available published resource data, Ferm and Muthig (1982) addressed thick seam resources. They estimated a resource of 90 Gt (99 billion st) of coal (16% of the Western resource base) in seams 4.6 (15 ft) or greater at less than 610 m (2000 ft) overburden. Yet, a later study of Pierce and others (1982) on one thick seam deposit in the Powder River Basin estimated a resource of 103 Gt (113 billion st). Pierce (1986) reported that the overburden reached a maximum of 731 m (2400 ft). The resources in this single deposit exceeded the 90 Gt (99 billion st) total projected for the entire western US by 12.7 Gt (14 billion st). Due to such differences, this author chose to look at reported occurrences of thick or closely-spaced minable seams in place of resource figures, to verify the need to research thick seam mining in the West. An occurrence was defined as an isolated site where a thick seam or two or more closely-spaced seams were reported. The occurrences were derived from published material - mostly mine descriptions, measured sections, coal exploration logs, and oil and gas logs. Due to time constraints, the reserves associated with each occurrence were not determined. All data points were random. The analysis was limited to occurrences in Colorado, Wyoming, and Utah. "For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Introduction The relationship between precious metal miners and gold refiners has been uneasy over the years. Reasons for this uneasiness and lack of trust include technical factors, economics of scale, and cultural differences. Technical factors take two forms. First, concentrates, precipitates, and sponge produced at the mine site are notoriously difficult to sample. A nonrepresentative sample can be the cause of misunderstanding and distrust. Dote, however, is relatively homogeneous and can be correctly sampled and analyzed with greater reliability. Second, the technology and chemistry of fine gold and silver production is complex and quite different from dote production. Most mining companies are content not to be involved with additional processing steps. From the standpoint of process economies, it is easy to see why miners and refiners are separate groups. Mine location is dictated by the natural occurrence of ore bodies. Heavy capital investment requirements for infrastructure in remote locations usually limits companies to produce the first marketable product from a mine. Beyond that point, the economies of scale and large capital investments for refineries generally dictate that the outputs of several mines be combined to feed a single refinery. The refin¬ing process is so complex that refineries are generally built in larger cities with a skilled labor pool. Therefore, only the largest mines can afford to refine their own output. Lastly, there are cultural differences between the miner and the refiner. The miner, particularly the small gold miner, is by definition a risk taker in a risky business. Refineries, on the other hand, have historically been operated under legal or implied monopolies approved by the government. The government is interested in owning gold, either for currency reasons or because many national mints are major users of gold coins. It is not surprising, then, to find that miners may regard refiners as part of an unresponsive government bureaucracy or, worse, as "city slickers." It is easy for the two groups to distrust each other with these different backgrounds. The interface between miner and refiner does exist and affects nearly all precious metal mining companies and most refineries. This paper discusses the technical and economic aspects of the interface. It points out how both parties can improve the relationship. Technical interface Precious metals selectively dissolve to produce a pregnant solution. They are then recovered from solution by zinc precipitation (Merrill-Crowe process) or by absorption onto activated carbon. This is followed by stripping and electrowinning. At this point, the mining company must decide whether to ship precipitates (or sponge) to refiners or to produce a dote. Some factors the company must consider are the ability to sample precipitates, concentrates or sponge, security of storage, and production rates. An important factor is the incremental cost (capital and operating) of converting precipitates or sponge into dote at the mine. Generally, mines prefer to melt precipitates or sponge to dote to avoid prob¬lems associated with sampling them. There are three types of fur¬naces used by mining operators to melt precipitates to dote. The first and most widely used is a sil¬icon carbide crucible heated ex¬ternally with a gaseous liquid fuel. The crucible is easy to use and slag can be skimmed before pouring dote. This simple system is capable of handling 1 t/a (32,000 oz per year) gold. It could cost as little as $20,000. More complex systems could cost up to $200,000. The second type of furnace is the gas- or propane-fired rever¬beratory furnace. This is usually used only by large-scale opera¬tors in the silver business. Precip¬itates in reverberatory furnaces come in direct contact with the flame. The large volumes of flue gas can carry significant amounts of dust and fume that must be re¬moved from the gas before dis¬charging it to the atmosphere. In the days when the Rand re¬finery in South Africa used reverberatory furnaces, the silver leaving the furnace in the form of vapor and fume was estimated at 2.2% of the total silver charged to the furnace. The gold in the gases was about 0.03% of the gold charged. Most of this silver and gold was recovered in the exhaust gas scrubber system. These scrub¬ber systems can be more costly than the furnace itself.

INTRODUCTION In February 1981, the Canadian Institute for Radiation Safety (CAIRS) initiated a routine Personal Alpha Dosimetry service for personnel of the Canadian uranium mining industry. This service is based on the use of the [Personal Alpha Dosimeter] developed by the French Atomic Energy Commission (CEA). The origins of personal alpha dosimetry and its rational are briefly described. Technical and organizational aspects of a routine personal alpha dosimetry service are outlined in this paper. HISTORICAL BACKGROUND International recommendations (1) and Canadian regulations have established Maximum Permissible Exposures (MPE) for each source of radiation exposure. Uranium workers in mines and mills are exposed to external radiation ( [y] rays) and to internal radiations ( [B] and [a] particles) which are delivered to the respiratory track by airborne alpha emitters (Rn and Th daughters and Long Lived Dust). To date, dosimetry for uranium workers has been performed by area monitoring/collective dosimetry. In North America the concentration of radon daughters is routinely measured by grab samples taken at the work place and by on-site gross alpha counting. The concentration of potential alpha energy is then calculated (usually by Kusnetz method) and expressed in Working Levels (WL). The time spent by each worker at a given work place is determined from his time sheets and used to calculate the individual monthly exposures to airborne alpha emitters, which is then expressed in Working Level Months (WLM). The uncertainties attached to such a procedure are obvious even in the case of frequent grab samplings and can be expected to lead to an underestimation of individual doses. Among fifteen possible sources identified in a mine situation, (2) four may stretch the standard deviation of the measurements' distribution, nine may lead to an underestimation and two may lead to either an underestimation or to an overestimation. To improve this situation, in 1971 the Atomic Energy Commission began studying the use of personal alpha dosimeters to determine individual exposures from the airborne alpha emitters encountered in the uranium industry environments. Criteria for a Personal Alpha Dosimeter In order to minimize the difficulties encountered in determining exposures received by uranium workers, the CEA in co-operation with the Atomic Energy Control Board of Canada (AECB), has developed a set of criteria for personal alpha dosimeters. Exposures may be determined easily and accurately using this criteria. Autonomy The dosimeter must operate for at least 10 to 12 hours. Excess time spent in the mine or in the facility may possibly be related to an accidental situation causing unusual levels of radioactivity. Since the dosimeter may be needed in non-underground settings where a cap lamp is not used, full autonomy is desirable. Maintenance, Periodicity of Reading In order to complement other dosimetry systems, the personal alpha dosimeter should be read monthly when the filter should also be changed. Routine air flow checks can be made according to local conditions (e.g. diesel loading). Radioisotopes Identification Since the exposure unit (WLM) is based on the concentration of potential alpha energy in the air, the personal alpha dosimeter should be capable of identifying each short lived alpha emitter included in the calculation of the WI, and WLM. Permanent Exposure Record Three points may be considered here: 1. In many countries, lung cancer in uranium workers is a compensable occupational disease. In some instances, compensation is awarded when it can be proven that the worker has received an exposure above a certain limit. The present uncertainty of the individual exposure makes the compensation procedure difficult. 2. By design, a personal alpha dosimeter must representatively sample all airborne particles, ranging in size from the unattached fraction to the upper limit of respirable aerosols (0.001 to 5 µm). The dosimeter must offer minimal resistance to the penetration of these aerosols. While the mining/ milling environment presents harsh conditions which may accidentally contaminate the dosimeter, it is important to be able to distinguish these cases of contamination and still obtain accurate readings. 3. A dependable dose register is most valuable for further epidimiological studies. The dependability of such a data base increases with the possibility of a second assessment of the dosimeters' reading (filter, film).

Introduction For the past several years the Bureau of Mines has undertaken research to develop alternative mine material haulage systems that will improve mine productivity, reduce haulage costs, increase mineral availability, and conserve energy. One basic concept being pursued is a means for crushing primary blasted rock to a size that can be reliably and economically moved on conveyors. During 1980, mine requirements for this equipment and the capability of existing technology to satisfy these requirements were assessed. The study continued into 1981 on the basis that satisfactory equipment for this purpose needed to be developed. The objective of the 1981 program was to perform an engineering design of such a system. A mine survey and equipment development study was conducted in cooperation with the open-pit mining industry by GATX through its subsidiaries, Fuller Co. (a crusher manufacturer) and GARD Inc. (GATX's research and development center), under contract to the USBM. Results of a mine survey in the copper, iron, and molybdenum industries indicated that a universal crusher system could be developed even though details might vary from mine to mine. The crushing characteristics, including tonnages desired, were similar in all surveyed mines. Most mines had similar views about the desirability and frequency of crusher movement. The perceived need for in-nit crushing varied between copper and iron mining. The copper mines felt a greater sense of urgency for introduction of such a system, probably because typically greater vertical haulage is found in copper mines than in the iron mines. All mine personnel surveyed were interested in portable crushers and almost universally preferred gyratory-type primary crushers. They preferred large crushers, citing inherent reliability and durability, and the machine's relative freedom from clogging. Large size minimizes the number of crushers and conveyors needed. Analysis of desired crusher system characteristics (Table 1) fixed the crusher size at 1.5 x 2.3 m (60 x 89 in.). The 1.5-m (60-in.) feed-opening dimension could accept the largest material normally fed to the crusher, and the 2.3-m (894n.) head diameter could fulfill the 3.63 kt/h (4,000 stph) capacity requirement. Selected System Description The comments and analyses discussed in the contract report led to the design and refinement of a movable crusher system. This system represents the consensus of more than 100 mine workers and almost 50 construction and engineering company personnel. It is supported by more than 50 years of experience in crusher manufacturing. Although many alternatives are available for any given system, and selections are likely to be dictated by varying site conditions, the selected system is believed to be appropriate for most projected requirements. Final design would be dictated by mine operators during evaluation for approved projects. Detail design of the feed and discharge systems were not included in the study because they are mine specific. The basic system (Fig. 1) consists of a 1.5 x 2.3-m (60 x 89-in.) gyratory crusher on a structural steel frame. The frame is used as an operating platform for the crusher and as a carriage to move the crusher. The control tower includes a crusher lubrication room, a hydraulic equipment room, a switch gear room, a room for the motor control center, and a control room for operating the crusher and maintaining the equipment. The auxiliary system consists of a hydraulic rock hammer and pedestal crane with 74-t (80-st) and 14-t (15-st) hooks. Figure 1 also shows stairs, railings, and a work platform. Feed and discharge arrangements are shown on Fig. 2. The system shown is for mildclimate applications. Additional enclosure and heating would be needed for extremely cold weather conditions. Crusher A 1.5 x 2.3-m (60 x 89-in.) gyra¬tory crusher was selected for this application. This size can handle the typical throughput of 3-3.63 kt/h (3,500-4,000 stph) desired by the mines and the 1.3-m (50-in.) material to be crushed without difficulty. The crusher is the heaviest

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST's uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. During the next 15 years, US coal production is expected to double, with the increased production evenly divided between the East and the West. Along with greater production, coal export markets should increase dramatically from East, West, and Gulf Coast ports. The annual overseas export capacity of US coal-loading terminals is expected to rise from 147.1 Mt (162.1 million st) in 1981 to a minimum of 278.1 Mt (306.6 million st) in 1985, according to the US Maritime Administration. Increased coal production and use will lead to more development of import and export terminals, a vital link in the coal transportation chain. With continually escalating capital costs and the competitive markets that the terminals will serve, a well designed and efficient terminal is necessary. This article begins a two-part series that presents concepts presently used in coal export terminal design. Part I looks at site selection factors and equipment needs, while Part II will examine environmental considerations in building a terminal as well as typical capital and operating costs. The world is nearing the end of the oil era. In a few years oil will not be available to sustain the growth rate and increasing standard of living we have known in our lifetime. The big question is what energy era are we moving into? With the decline of readily available oil reserves and rapidly increasing prices, many countries are trying to switch to alternate energy forms. While intensive efforts to find new oil reserves continue, alternate energy sources such as natural gas, coal, synthetic fuels, nuclear, hydroelectric, solar, and wind power are being developed. Recent indications are that coal is expected to bridge the energy gap over the next 25-30 years until the technology and economics of the alternate energy forms reach satisfactory levels. Use of coal for energy is receiving strong attention due to its long-term availability (200-300 years minimum), relative ease of development, and its low cost per unit of power produced. By the year 2000, it is expected that 25% of world energy supply will be met by direct coal combustion and possibly another 5-10% by synthetic fuel from coal. Coal's expanding share in the world energy market, along with an increase in coking coal requirements, will result in a large increase in the world's seaborne coal trade. Recent statistics and projections for the future are shown in Table 1. This phenomenal development rate includes increases in both coking and thermal coal requirements. Because of the rapid increase of seaborne coal trade during the last 10 years and the even greater projected increase of trade to 2000, various sectors of the coal industry are faced with enormous technical challenges and huge investments in equipment, land, transportation systems, and port facilities. Very large bulk terminals are under development throughout the world. Latest surveys indicate that there are about 30 new coal export and import terminals under consideration and at least 30 existing terminals have expansion programs planned or underway. With the high cost of borrowed capital and rapid inflation rates there is great emphasis on new planning and design techniques to minimize capital and operating costs of coal transportation systems. Terminals A total coal supply system can be considered to consist of one or more mines; a train, barge, truck, or other haulage system; an export terminal; a fleet of bulk carriers; a receiving terminal; and possibly, local inland distribution networks that include barges and railways. Terminals, though only a small link in the total transportation system, play a key role in overall system efficiency. At ports or inland distribution centers, terminals act as transportation links bringing trains, ships, barges, or trucks together for cargo transfer and temporary storage. A well-designed terminal can provide maximum independence between two modes of transportation and optimum freedom for intermodal interference. A terminal acts as a buffer between the two transportation modes by providing sufficient storage capacity so a ship need not wait for its cargo on, for example, a train-by-train basis, but can load immediately from the ready stock. Similarly, a train need not wait for a ship to unload its contents but can dump immediately into storage. A terminal also can be used to properly mix various types of coal to satisfy a buyer's requirements. Consider the relative value of various production and transport segments for a typical steam coal

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. INTRODUCTION Large areas of the United States coal reserves have been undermined by room-and-pillar mining over the past century. These abandoned mines generally cause subsidence of the ground surface many decades after mining. Reports from England (1) where there is a longer history of room-and-pillar mining indicate that mines abandoned two centuries ago may still be causing subsidence, and causing surface destruction to urban areas or farm lands that have been developed in the interim. The devastation wrought by subsidence, both in terms of property loss and societal disruption is enormous. The authors discuss here the methods by which subsidence in abandoned mines may be controlled. Two distinctly different subsidence control technologies have been developed in the U.S. for abandoned coal mines. These are referred to as (1) Point Sup- port methods, and (2) Areal Backfilling. As the names imply, point support methods are used to protect individual structures, or even individual foundation elements of structures, whereas areas backfilling techniques may be applied to protect entire neighborhoods or urban districts hundreds of acres in extent. Both point support methods and areal backfilling have specific sub-categories of techniques that may be applied under different conditions as appropriate. POINT SUPPORT METHODS Point support methods are characteristically employed by civil engineers chartered with the design of a new structure or the protection of an existing structure. The subsidence control measures are only a part of a larger project, the safety of which must be assured to a degree of near certainty. The costs of point support methods involve a large number of bore-holes and the use of expensive materials in relatively small quantities. There exist several dozen point support methods, which operate either to support the underground cavities, controlling subsidence, or to isolate the structure from the effects of subsidence if it should occur. The latter methods usually involve deep foundations through the mine opening supporting the structure on the underlying strata. Our concern will be with the former method to support underground cavities to prevent subsidence. Gravel Columns and Associated Methods Gravel columns may be placed in the mine opening using the methods shown in [Figure 1]. Boreholes are drilled through the mine strata, and gravel poured down the borehole to form a pile on the mine floor. When the tip of the pile contacts the mine roof, it is rodded down to spread the pile, and permit additional gravel to be placed. The objective is to place as much gravel as possible in the mine opening, and to achieve firm contact with the mine roof. The gravel pile acts to reduce subsidence by three mechanisms. The filling of a significant fraction of the open mine volume reduces the amount of potential subsidence simply by killing open volume within the mine. In effect, the extraction ratio has been reduced by introducing the volume of gravel. The toe of the gravel pile abuts against nearby pillars, providing lateral support and protection against pillar deterioration. In effect, the height of the pillars has been slightly reduced by burying their lower portions. Finally, some direct support is provided to the roof strata, reducing the roof span and enhancing stability. The gravel column method may be used in a variety of applications, and with materials other than gravel. For example, gravel columns may be placed in a close line around the perimeter of the building to form a continuous gravel wall. The interior of the site may then be completely filled with sand, slurry or other material. Alternatively, a lean concrete may be used in place of gravel, so that the piles achieve significant structural capacity. The grout column, shown in [Figure 2], begins with the installation of a conventional gravel column which is placed around a grout pipe that extends through the borehole into the mine opening. When the gravel column is in place, portland cement grout is injected in stages. At each stage, sufficient grout is injected to fill the interstices in the gravel to build a column perhaps two meters in diameter and a meter tall. The group pipe is then raised one meter, and after the previously injected grout has set, the next stage of grout is injected. The process builds a column of grouted gravel to the

Introduction Gold mining on an industrial scale is becoming increasingly dependent on low-grade refractory sulfide ores that contain large amounts of pyrite (FeS2) and arsenopyrite (FeAsS). Gold is usually present as sub-microscopic particles dispersed evenly throughout the sulfide matrix. Without some form of preoxidation, efficient recovery of this finely disseminated gold through cyanide leaching is hampered because the surface of the sulfide particle becomes passivated and impervious to penetration of the cyanide. Traditional methods for recovery of refractory gold from arsenopyrite ores include roasting and autoclave leaching. A modem alternative method is to preoxidize the mineral using the bacterium Thiobacillus ferrooxidans prior to attempting to re- cover the gold through cyanidation. The bioleaching of arsenopyrite ores presents a problem in the mobilization of large quantities of arsenic, present both in the +5 and +3 ionic states. Dissolved arsenic species pose a dual problem: they are -1 to the bioleaching process itself through inhibition of bacterial activity, and they also pose an environmental threat. The arsenate anion (AsO2) has been shown to be more toxic to living organisms, including Thiobacillus ferrooxidans, than the arsenate anion (AsO43) (Collinet and Morin, 1989). There is some disagreement as to the fate of arsenite in bioleaching solution. Mandl, Matulova, and Docekalova (1992) reported that dissolved arsenite concentration was constant during a long-term bioleaching study of chalcopyrite using Thiobacillus ferrooxidans. Torma and Oolman (1992) report that Thiobacillus ferrooxidans has been found capable of oxidizing As3+ to As5+. The solid products of arsenopyrite/pyrite bioleaching include jarosite (MFe3(SO4)2(OH)6 where M can be K+, Na+, NH4+ or H3O+), scorodite (FeAsO4.2H2O), ferric hydroxides, and ferric hydroxysufites (Carlson et. al., 1992; Van Breemen, 1982; Lazaroff et. al., 1982). The particular species formed is a function mainly of pH. Little study has been performed on the effect of solid products on bioleaching. Pesic and Kim (1993) showed that Thiobacillus ferrooridans cells served as a nucleation sites for jarosite particles, which grew rapidly and eventually killed the cell. Most bioleaching studies are performed at low pH&apos;s (<2.0) under uncontrolled conditions. By studying bioleaching of arsenopyrite under controlled pH conditions and at higher pH&apos;s (2.0 to 3.0), the distribution of iron and arsenic between the solid and liquid phases can be controlled, and their effects studied. The objective is to develop a bioleaching process that operates at high efficiency while keeping amounts of dissolved heavy metals low. Pesic, Stohok, and Torma (1993) demonstrated the usefulness of this approach in the leaching of cobaltite (CoAsS) concentrates. Materials and Methods The focus of this study was the bioleaching of arsenopyrite ore by Thiobacillus ferrooxidans. The parameters studied included the effects of pH, and the effects of arsenate (AsO43 and arsenite (AsO2). pH studies included pH set initially but not controlled, and pH controlled continuously with NaOH or LiOH. Bioleaching results from two strains of Thiobacillus ferrooxidans with different adaptation histories were compared. Bioleaching experiments were conducted in 150 ml stirred glass reactors using a strain of Thiobacillus ferrooxidans adapted to arsenopyrite ore, supplied by the U.S. Bureau of Mines. These bioreactors were innoculated with stock cells grown on arsenopyrite ore for 14-16 days. Typical elemental breakdown for this ore was: As, 9.90%; Fe, 18.60%, Stot, 9.26%; Suifide, 7.50%; SiO2, 25.90%. Mineralogically, the ore contained both arsenopyrite and pyrite. Bioleaching efficiency was measured by withdrawing bioleach solution samples at selected intervals, filtering, and measuring the amount of dissolved cobalt, iron, and arsenic by atomic absorption spectroscopy. Because the precipitation of iron and arsenic at higher pH&apos;s would lead to unreliable results, a 100 mg tracer of cobaltite concentrate from the Blackbird mine in southern Idaho was added to solution. Dissolution of the cobaltite tracer was used to indicate bioleaching of the bulk arsenopyrite ore. Cobalt has been shown to be stable in solution even when iron and arsenic were precipitated (Pesic, Storhok, and Tonna, 1993). The pa-

Introduction A major uncertainty in assessing the potential for heap-and dump-leach projects is how to determine the extraction-rate curve for the recovery of the mineral values from coarse ore. Such material could either be run-of-mine (ROM) or primary crushed ore. The problem with field testing coarse ore, especially for new projects, is the large scale and extended leach times needed to accurately determine the final extraction-rate curve. At least 5 x 103 to 5 x 104 t of representative ROM ore are typically required for a copper test heap, and much more is often used. Kennecott, for example, recently constructed a 0.9 Mt (1 million st) ROM test heap at the Bingham Canyon Mine in Utah. In such coarse ore operations, the ultimate level of extraction will require a leach cycle that can extend from several months to a few years. Quite often, project development schedules do not provide the luxury of mining such large quantities of material or running such long tests. Instead, test data are usually limited to results from column leach studies on relatively fine ore, often with a top size that does not exceed 25 mm. Maximum leach times are also short, typically less than a year before an initial decision is needed on project viability. Proposed method One approach to estimating the recovery from a coarse ore leach is to assume that the leach solution will have some ultimate penetration distance into the rock. Then, the final level of mineral extraction in this "leached rim" will equal the ultimate level of extraction identified in various testing programs. Obviously, if the radius of a given rock fragment is less than the penetration distance, that fragment will be fully leached at the end of the operation. With larger rock sizes, the percent recovery will fall off as the size increases and the fraction of unpenetrated rock mass increases. Such an approach sounds simple but is likely to be complex when applied to a real project. For example, the penetration distance will be a function of both the rock characteristics and the effective length of the leach cycle. The important rock characteristics include rock porosity, the degree of internal fracturing and the mode of mineral occurrence. With regard to the latter, penetration is likely to be greater if the leachable mineralization occurs on fracture surfaces or in veinlets, as opposed to fine grains uniformly disseminated throughout the rock mass. An estimate of penetration distance may be derived from column or heap tests by noting the depth of solution penetration into the larger rock fragments after three, six and 12 months of leaching. While the penetration rate is ore specific, something on the order of 10 to 20 mm/y may be appropriate for competent, primary copper (chalcopyrite) ore. For gold in tight quartz, the rate may be about the same. Copper oxide ores and gold that is hosted in a more porous rock matrix are likely to have penetration rates that are at least two to three times higher, and an even higher rate should be appropriate for uranium hosted in sandstone. As noted above, the length of the effective leach cycle is likely to be measured in years. On this basis, the ultimate penetration distance (dp) would vary from less than 50 to several 100 mm when a particular ore is leached to exhaustion. Several sets of mathematical manipulations are necessary to convert a rock size distribution and corresponding value of dp into an estimated extraction-rate curve. The first step is to break the ROM size distribution down into intervals and then calculate the radius for the mean rock size in each interval. This is shown in Table 1 for rock sizes up to 1.75 m (about 6 ft) in diameter. The next step is to calculate the volume of unleached core and the fraction of rock that is leached. This is done for the following three values of dp: 25, 100 and 250 mm. Results are shown in Table 2. The third step is to select the ultimate level of recovery that will be achieved in the fraction of material that is effectively leached, i.e., the outer zone that is penetrated by the leach solution. INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Each of the two in-pit benches are controlled with a data center equipped with Allen Bradley 5-40 processors. This

Refractories, called the Hidden Industry by The Refractories Institute, provide the temperature and chemically resistant linings for the multitude of vessels that are used today in high temperature processes ranging from giant iron-making blast furnaces to industrial incinerators to petrochemical cracking units to the smallest furnaces used by the jewelry trade. While these refractory linings are absolutely essential to the proper functioning of these processes, the linings are almost always on the inside of the vessels and thus hidden from the eyes of the public. Refractories are defined in Standard C71 of the American Society for Testing and Materials (ASTM), titled "Standard Definitions of Terms Relating to Refractories," as "nonmetallic materials having those chemical and physical properties that make them applicable for structures, or as components of systems, that are exposed to environments above 1 000°F (538°C)." This criterion of ability to withstand exposure to environments above 538OC is the critical distinction separating refractories from other ceramics, fibers, and coatings applicable only at lower temperatures. In addition to resisting temperature, the refractories must with- stand abrasion, chemical and slag attack, resist thermal shock, and carry sustained structural stresses at high operating temperatures for as long as years. The most common methods of classifying refractories are by forming method and composition. First are the traditional formed and fired bricks, batts, and the associated multitude of special shapes. These refractories are usually formed at room temperature, dried, and then fired to high temperatures to develop the final properties desired. Other formed refractories are chemically bonded or resin or tar bonded. To complete the formed refractory matrix, some fired refractory bricks and shapes are subsequently impregnated with resins or tars. Physical dimensions of these formed refractories are classified into two general categories: standard sizes and special shapes. The standard sizes are those in common usage in the United States described in ASTM Standard C909 "Dimensions of a Modular Series of Refractory Brick and Shapes" based on the 38 mm basic module as described in ASTM Standard C861 "Determining Metric Dimensions of Standard Series Refractory Brick and Shapes." The most common size is the "9-inch straight" 228 x 114 x 64 mm (9 x 4 ½ x 2 ½ in.) of the "2 ½ -inch" series or 228 x 114 x 76 mm (9 x 4 ½ x 3 in.) of the "3-inch" series. Bricks of nonstandard sizes are referred to as special shapes. Their use is required in specific furnaces for particular requirements or applications. In addition there is the large and growing group of refractories sold as unshaped mixtures that may be formed into their final shapes at the application site. These unshaped mixtures are sometimes referred to as specialties. The mixtures are prepared to be hydraulically cast, plastic or wet rammed, dry rammed, or dry vibrated into their final shapes. Some are designed to be projected through nozzles (or gunned) onto their forms. The refractory mortars used to lay up the shaped refractories fall into this group referred to as specialties. Prepared refractory grains also are sold. These are usually calcined or fused materials that are subsequently crushed and sized to a variety of specific carefully controlled grain sizes or size distributions. These grains include calcined fire clay, dead burned magnesite, periclase (fused magnesia), dead burned dolomite, kyanite, tabular and fused aluminas, fused zirconia, fused mullite, and calcined alumina-magnesia spinel. The primary composition groups of refractories are the 1) alumino-silicate refractories made largely from fire clay and high- alumina materials, 2) silica refractories made from quartzites and ganisters, and 3) basic refractories from magnesia (or magnesite) and chromia (also referred to as chrome ore), alone and in combination, and dolomite. Special refractories include carbon, zirconia, zircon, high purity alumina, mullite, silicon carbide, silicon nitride, and some borides. In addition there are groups of special insulating refractories.

A gas company operated more than 100 distribution stations. Mercury filled manometers were used for years in these stations to measure the flow of natural gas through the system. Use and handling of these manometers resulted in mercury spills and ground contamination. To assess the human health and environmental effects of these spills and the need of remediation, it was important to determine mercury specific species present and their concentrations. Soil samples were analyzed for total mercury, methyl mercury, inorganic mercury and elemental mercury. These analyses served as important input in the risk assessment performed for these stations.

In this paper, an effort was made to get more in-sight about the parameters that can affect air sparging technique optimization. Numerical simulations were used in predicting the effects of different parameters utilizing Shell?s in house MoRes simulator. The case of using air sparging to remediate source zone is considered in this work. Different air injection scenarios using continuous and pulsed air injection techniques, with different frequencies and durations, were compared. The amount of MTBE mass removed from the saturated zone and arrived to the ground surface, through the vadose zone, was the main criterion while comparing different air injection scenarios. The simulations results showed that pulsed air injection is better than continuous air injection in removing the MTBE and that the longer the OFF time is the better the MTBE removal.

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.&apos;s $15-billion budget, it does signal the corporation&apos;s intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina&apos;s coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). The Eldorado Epidemiology Project formally began in late 1978. It consists of a retrospective cohort study, to be followed by and to leave in place the mechanism for a prospective cohort monitoring program. These present and future activities are intended to merge into one another. The current study includes all Eldorado employees past and present for whom records are available. The objectives of the undertaking are - 1) to obtain cause-and-effect, dose-response data with which to evaluate the risks to workers in radon and radon daughter containing atmospheres, and to provide additional quantitative information on which to base possible improvements in working conditions; 2) to identify any dead employees of E.N.L. whose cause of death suggests that a potential compensation claim right exists for their survivors, and to similarly identify living ex-employees of E.N.L. whose work histories and states of health suggest potential compensation claim rights. The nature of the study has been determined by the history of Eldorado, which will be described briefly. Eldorado began (as Eldorado Gold Mines) in the late 1920&apos;s, operating relatively unsuccessfully in Manitoba. In 1930-31 the emphasis shifted from gold to uranium, and what became the Port Radium mine was first staked. From the very early 1930&apos;s until 1942 the company&apos;s purpose was almost entirely devoted to the mining of pitchblende - uranium ore - from the Port Radium site, and the extraction of radium from this ore at the Port Hope refinery in Ontario, a process from which the uranium was a largely stockpiled byproduct. In 1942 the company was requested by the Canadian government to accelerate the production of ore, and of uranium. At the same time, all its stockpile of uranium (then being stored in silos as a "waste" product which might later "come in") was acquired for the Manhattan Project. In 1944 the company shares were bought by the Canadian government and the company itself became Eldorado Mining and Refining (1944) Limited; it has operated as a Crown corporation ever since. The name was changed to Eldorado Nuclear Limited in 1968. The Port Radium mine was closed in 1960, and since 1953 the Beaverlodge uranium mine complex has operated on the northern shores of Lake Athabasca. Radium production was discontinued in 1954 when the radium circuit was taken out of the refinery, and since that time the refinery&apos;s products have been various types of refined uranium (uranium dioxide, uranium trioxide and uranium hexafluoride) plus metallic uranium. The refinery, of course, processes the company&apos;s own yellowcake but as it is one of only five refineries in the western world, most of its work consists of custom refining for a large variety of customers. In addition to the mining and the refining operations, there have been three other divisions involved, and these are, respectively, Aviation, R. & D., and Exploration, in addition to the financial, corporate, administrative and support activities. MATERIAL AND METHODS The human study population (Abbatt, J.D. et al., 1980) consists of all Eldorado employees who have ever worked for E.N.L. and for whom records are available. The total nominal roll to December 31, 1980 is approximately 21,000 and consists of employees of the Mining, Refining, R. & D., Aviation and Exploration Divisions, as well as a relatively small number of other employees (Head Office, etc.). The basic epidemiologic design, as has been mentioned, is for a retrospective cohort study merging into a prospective cohort study, and depending very heavily upon automated record linkage and file matching. The original design called for an initial assembly of the bulk of the nominal roll, prior to the first of two matches with the National Mortality File. The first of these two matches is now complete and the second is to be separated from it in time by 18 months to two years. The second match will be the definitive match prior to the analysis, the interpretation of the data, and the publication of the results. The period between the two matches was designed to permit completion of the nominal roll, including: - addition of previously missing individuals and groups, elimination of duplicates, and amplification of identifying information, - assembly of work histories and exposure information for each individual, - digestion and application of lessons and modifications resulting from the first match with the National Mortality File at Statistics Canada, - preparation of files for the definitive second match. The analysis of data will be carried out by the National Cancer Institute of Canada Epidemiology Unit based at the University of Toronto. This group, with whom Eldorado Nuclear has a memorandum of understanding, have for a variety of reasons, including their familiarity with record linkage and their expertise, been members of the Project Team since

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator&apos;s position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both.
