Rare earth elements and critical minerals have recently become of great economic interest because of their necessity for many new technologies and recent geopolitical unrest affecting the supply and import of resources. The San Juan and Raton basins in northern New Mexico are two structural coal basins that contain elevated concentrations of rare earth elements and critical minerals. These two New Mexican coal basins will be assessed geochemically and petrographically to identify vectors of the rare earth element and critical mineral enrichment. Coalbeds, coal seams, overlying, and underlying rock units will be sampled and characterized to determine any economic viability. Historic data will be compiled into a new and comprehensive coal geochemical database, which will grow with new analyses, and serve as the dataset for this project; this coal resource database will be made available to the public.

Following a study by NIOSH on the availability of teams in the U.S. as well as existing training sites and their capabilities, the Penn State University, leaders of the Pittsburgh Section of SME, providers of mine rescue equipment, and industry sponsors united to establish and make fully functional a student mine rescue team at Penn State University. With the growth of MERD and mine rescue competitive events at Missouri S&T, the Mine Training and Technology Center in PA, and at Colorado School of Mines Edgar Mine, a critical mass of effective training venues were made available to help student teams progress and develop mine rescue skills. The challenges to be met in creating and developing a student mine rescue team will be discussed. The rewards from this type of effort will be the quick capability of graduates from mining engineering programs to be involved in not only mining operations, but industry mine rescue teams and other leadership roles as well.

"A heterogeneity study was conducted at Erdenet Copper Mine in Erdenet, Mongolia, to determine the fundamental sampling error associated with blasthole sampling. Using a custom designed sector sampler, six large blasthole samples were collected to perform the test that was developed by Pierre Gy, to estimate the constitutional heterogeneity factor for several types of ore. The study investigated the entire sampling protocol, from mine site to analytical laboratory, and quantified the contributions to fundamental sampling error (FSE) of the various stages of sampling and sample preparation. The total relative standard deviation (RSD) of sampling error was determined to be ±32% and ±49.4% for copper and molybdenum respectively. A classical statistics analysis conducted on the data confirmed the level of RSD. About 95% of the sampling error was produced from only one step in the sampling protocol: when the 1 kg sample was reduced to 50 g sample for chemical analysis. Therefore, it is recommended that the 1 kg sample be reduced to 50g using a slightly different protocol to minimize the FSE. The 1 kg sample should be first crushed to 0.2cm size. A 250g split should then be taken and fine ground. A 50g split should then be taken from the 250g fine ground split. These two simple steps will reduce the FSE to ±7.9% and ±17% for copper and molybdenum respectively. The modified sampling protocol effectively reduces the probability of misclassification of low grade ore to zero. INTRODUCTION The Erdenet copper-molybdenum open pit mine is located in Erdenet, in Orkhon province, Mongolia. The Erdenetiin-Ovoo copper-molybdenum deposit is between 1.5 and 3 km wide, and about 25 km in length (Erdenet Mining Corporation, 2016). Chalcopyrite, bornite covellite and chalcocite are among the major minerals found in the deposit. The mine processes approximately 26 million tons of ore annually. A study was conducted to evaluate the fundamental error associated with the blasthole cuttings and sampling protocol at the mine. The open pit mine uses 215mm diameter Russian drills to drill 17.5m holes for 15m benches. The total weight of blasthole cuttings for a 215mm diameter hole and 15m bench height is between 1.5 and 2 tonnes. This amount of sample is difficult and time consuming to collect and analyze. Therefore, a sector sampler was designed for the Russian drills to collect large samples that were representative of the blasthole cuttings (Ganguli et al., 2016). In order to eliminate the delimitation and the extraction errors, researchers consider sector samplers to be ideal for sampling blastholes (Pitard, 2008; Chieregati and Pitard, 2009). This method was intentionally more rigorous than the blasthole sampling protocol at the mine to ensure that the blasthole cuttings were properly sampled. This study was part of a broader study that also looked at the relationship between particle size and grade. The samples collected by the custom designed sector sampler were very large (195 kg on average), and therefore, sufficient for both studies. The relationship between particle size and grade has been reported in Ganguli et al. (2016)."

The inquiry into the explosion at the Moura No. 2 Mine in August 1994 recommended -?Emergency procedures should be exercised at each mine on a systematic basis, the minimum requirement being on an annual basis for each mine.? (Windridge et al. 1996). In December 1996 the ?Approved Standard for the Conduct of Emergency Procedures Exercises? was published and has been subsequently revised (Queensland Department of Mines and Energy Safety and Health Division 1999). This document provided guidelines for conducting mine site emergency exercises as well as the requirement for a test of state-wide emergency response by holding a Level 1 Mine Emergency Exercise at one mine on an annual basis. From 1998 to date (January 2008) ten Level 1 Mine Emergency Exercises have been held in Queensland, Australia. This paper discusses each of the exercises conducted to date as well as the logistics, scenario preparation, planning and organising required to conduct emergency exercises at this level.

Atmospheric conditions underground are constantly changing and from a safety perspective, it is critical to identify when conditions are trending abnormally. Atmospheric monitoring in underground coal mines allows mine operators to analyze atmospheric conditions underground in real-time. Real-time monitoring can then be used to identify whether atmospheric conditions underground have become problematic. The implementation of a risk assessment and management process allows operators to then use a risk-informed decision making to identify comprehensive site specific ventilation parameters. Establishing risk-informed ventilation parameters and tracking conditions relative to these parameters, management can modify ventilation plans as mine conditions develop to manage evolving risks. Ventilation risk assessment and management allows developing atmospheric monitoring technologies to be fully utilized in order to increase safety standards in the United States. This paper reviews general risk assessment approaches, state of the art ventilation based risk assessment, and the risk assessment and management application within the United States regulatory framework.

The block cutting machine is one of the most important noise sources in the stone processing factories. In this study, the assessability of the noise from the block cutting machines in the stone processing factories using the P-wave velocity was investigated. The noise levels of some block cutting machines were firstly measured during the cutting of the three different rocks. Then, core samples of the same rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. A conversion factor was obtained by dividing the site noise levels by the laboratory noise levels. Then, thirty seven different rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. The P-wave velocity of rock samples were also measured in the laboratory. A strong relation between the laboratory noise levels and the P-wave velocity was found. The noise level from the block cutting machines can be assessed using the derived relation and the conversion factor.

The Climax Molybdenum Mine, located near Leadville, Colorado, is the site of a lengthy mining history spanning more than 80 years. In the 1960’s, extraction of molybdenum from oxide ore located adjacent to the massive molybdenite sulfide deposit resulted in the construction of an earthen core dam to impound fine-grained oxide tailing in the Eagle River Valley. Through recognized value of water storage and reclamation opportunities, a tailing removal project was initiated in 1993 to convert the impoundment facilities to a post-mining beneficial land use of developed water resources. An evaluation of the effect residual materials and lake dynamics would have on in-stream water quality was performed. Eagle Park Reservoir stands as a model for future reclamation efforts that involve water delivery to highly sensitive receiving waters. This paper provides a case study on project development, the evolution of water quality assessment, and the regulatory framework that contributed to this project’s success.

Electrostatically charged water droplets efficiently suppress breathable dust produced during open air rock crushing operations, according to recently completed independent tests conducted for the Environmental Protection Agency. Since a primary rock crusher produces very heavy clouds of dust, this application was selected as an appropriate test site to measure the efficiencies of new "charged fogging" equipment in mining and mineral processing operations. EPA's Industrial Environmental Research Laboratory, Research Triangle Park, NC, contracted TRC-Environmental Consultants Inc. of Wethersfield, CT, to conduct a full-scale demonstration of a recently developed electrostatic fogger, designed to project a charged fog spray at distances up to 15.2 m. Test results indicated overall fogger efficiencies of approximately 70%. The Fogger IV* employed in these tests is reportedly the largest charged logger ever made, with an extremely long operating range. The original fogger was designed for indoor dust control; this fourth generation version is designed for fugitive dusts, indoor and outdoor, and has an operating range up to 15.2 in.

Anecdotal evidence suggests that re-entering a sealed heating poses a significant hazard, whereby the original heating is rejuvenated at an accelerated rate forcing withdrawal and re-sealing of the area. Bulk-scale laboratory experiments using a two-metre column confirm these mine site observations. A high volatile bituminous coal from New South Wales, Australia was allowed to develop a significant hot spot before being inerted with nitrogen and allowed to cool. Air was then allowed back into the coal after the nitrogen was turned off and a hot spot developed almost immediately at the same location as the original hot spot before it quickly migrated towards the air source within a day. Two more re-entries were simulated. Each successive re-entry developed a broader hot spot and took longer to reach thermal runaway. These results clearly show the behaviour that can be expected when trying to recover a section of an underground coal mine that has been sealed due to a spontaneous combustion event.

A 250-g (0.5-lb) split should then be taken and finely ground, from which a 50-g (0.1-lb) split should then be taken. These simple steps will reduce the FSE to ±7.9 percent and ±17 percent for copper and molybdenum, respectively. The modified sampling protocol effectively reduces to zero the probability of misclassification of low-grade ore. Haile Gold Mine is located near Kershaw, South Carolina, approximately 50 miles south of Charlotte, North Carolina. Gold was first discovered at the site in 1827, and the property has been through several operating periods since. The relatively low grade and refractory nature of the deposit has been a challenge for efficient processing since the start of mining on the property. Early processing techniques included gravity separation and barrel chlorination. The last operation employed heap leaching in 1985 through 1992. After being closed and reclaimed for over 20 years, the property is poised to re-open and produce once again. In this chapter of the Mine?s legacy, flotation and ultra-fine grinding will be employed to achieve economic extraction of gold and silver from the pyrite. This paper briefly reviews some of the mine?s history, the metallurgical testing, the flowsheet and discusses design considerations. A study has been made of the reaction mechanisms occurring during the salt-roast process to form water-soluble sodium vanadate compounds from the vanadium oxide compounds present in vanadium-bearing ores and concentrates. Two reactions have been identified, either of which lead to water-soluble compounds--oxidation of sodium chloride by water vapor and. oxidation of sodium chloride by oxygen. The former reaction has been found to be predominant in the salt-roast process. A kinetic treatment of the data has shown that for the formation of sodium metavanadate the rate-controlling step in the reaction, in which sodium chloride is oxidized by water vapor is the decomposition of a species containing water and sodiumm chloride, on the surface at the gas-solid interface. For the formation of sodium pyrovanadate, the rate-controlling step is the decomposition of a species containing water and sodium metavaradate on the surface. The transportation of water through the system, perhaps as a sodium chloride-water complex or a sodium metavanadate-water complex, and the actual chemical reaction are relatively fast compared to the initial surface decomposition step. A similar treatment on the data for the oxidation, of sodium chloride by oxygen has shown that the rate-controlling step, is the actual transportation of oxygen from the gas-solid interface to the reactive site. This transportation is by a sequence of two diffusion processes. Transportation during the early stages of the reaction is by the diffusion of oxygen through a continuous layer of reaction product. After, the first few minutes of reaction time a second diffusion process begins and is continuous for the remainder of the reaction. This second diffusion process involves the diffusion of oxygen, through a layer of reaction product that has developed voids around which the oxygen must diffuse. The hindering, nature of this latter process causes the rate of transportation of oxygen to the reaction site to be considerably slower than by the simple diffusion mechanism initially followed. A thermodynamic treatment of the data has shown that the energy of activation for the decomposition of the water-sodium chloride species on the surface is -12.1 Kcal. per mole. For the decomposition of the water-sodium metavanadate species on the surface' the energy of activation is -15.1 Kcal. per mole. The results of this study indicate the limiting mechanisms of the basic reactions occurring during the salt-roast process. These results suggest what variables should be examined in applying this information to actual plant operations.

To keep Homestake's Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine's sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

In 1970 U. S. Steel acquired the physical assets of mine, mine property, and preparation plant of the Crystal Block Coal Company near Thacker, Mingo County, West Virginia. The facility, identified as U. S. Steel Mine No. 20, is administered and operated as a production unit of U. S. Steel Gary District, Gary, West Virginia. Mining operations of the No. 20 mine are conducted in the high-volatile Alma seam. The preparation plant, which originally had a capacity of about 150 tons per hour (tph) of raw-coal feed, had process circuitry consisting of a Daniels heavy-media vessel for cleaning the plus-1/4-inch raw coal, a McNally-Pittsburg feldspar jig for cleaning the 1/4 inch by 28 mesh, and Daniels flotation cells for treating the 28 mesh by 0. No water-classification system existed. Refuse tailings from the plant were pumped to several surface lagoons which were decanted to the stream. The settled solids were removed and trucked to the coarse-refuse disposal area. Water make-up requirements were supplied by a small mine-water surface reservoir and augmented with stream water. The lower Middle Cambrian phosphorite deposits of the Georgina Basin shown in Figure 1 were found in the period 1966-1968 by three companies, namely, International Minerals and Chemical Corporation, Continental Oil Corporation and Broken Hill South Limited. Of these deposits the significant ones are Duchess, Sherrin Creek, D Tree, Lady Annie, Lady Jane, and Wonarah which together aggregate several billion tons reserves of phosphate. Due to the economic factors of freight costs to the coast and softening of the world market price for rock phosphate, none of them is in production, nor is any in the development stage. This paper reviews the historical background to the discovery of these deposits and then deals principally with the discovery of non-outcropping phosphorites in the Barkly Tablelands of Northern Territory by the interpretation of gamma radiation logs of abandoned water bores.

Acid mine drainage (AMD) occurs in high sulfur coal and heavy metal mining environments. We show remediation methods using 3D numerical ground water flow models and chemical kinetics of pyrite oxidation for acid leaching of pyrite during air and ground water flow. A recently developed numerical model couples air and water flow with kinetics of iron-reactive bacteria, oxygen transport, specific chemical reaction rates, and pyrite oxidation to calculate migration control of pollution. A model is presented which considers diminution of acid mine drainage in pyrite rich ore bodies by raising the potentiometric surface through a vadose zone to reduce acid mine drainage. A ground water model is presented of an initially saturated mountain, containing an adit, with a sloping ground water table. Ground water recharge consists of snowfall and normal precipitation. Simulations indicate that the historically open adit creates a desaturated mountain above the adit. Significant air saturation ranging from 10-90% oxygen can occur to depths of the adit (-270 m). Remediation consists of plugging the adit, which fill s adit and mountain with water from recharge. Plugging the adit required <10 years for resaturation and rise of the water table in the mountain.

The Campbell gold operation of Placer Dome Inc. produces an arsenopyrite-sulphide concentrate which must be treated either by roasting, biooxidation or by pressure oxidation to obtain high gold recoveries. Pressure oxidation is a proven process and has the inherent advantage of meeting the stringent environmental regulations in the province of Ontario. A comparison of biooxidation and pressure oxidation was completed early in 1990 and the latter was selected by Placer Dome as the preferred process for replacement of the roasters. The commercial plant design was based on technology supplied by Sherritt Gordon and in July of 1991, the existing roaster operation was shut down and a new pressure oxidation plant was commissioned. The following summary describes the start up of the new facility and presents typical operating data.

Electric utility response to certain amendments of the Clean Air Act has resulted in a production of several types of alkaline coal combustion byproducts. Alkaline combustion byproducts are gaining increasing usage for acid mine drainage mitigation as research leads to a better understanding of their beneficial applications. Since January of 1997, Mettiki Coal Corporation has been injecting alkaline flue gas desulfurization material from Virginia Power&apos;s Mt. Storm Unit #3 wet limestone scrubber into abandoned portions of the active Mettiki mine. This paper provides an overview of the key design, transportation, regulatory, and environmental issues faced in the project.

As it becomes more and more apparent that our nation must place a great deal of reliance on coal as an energy source in the coming decades, prospecting for new reserves Un Missouri and other states in the Western Interior Region is increasing. As more and more of the known reserve becomes committed to existing or planned projects operators will be forced to look beyond the fringes of existing coal fields for additional reserves. Perplexing geologic problems invariably confront all prospectors and are particularly bothersome to those new to a particular area. It is the purpose of this paper to alert prospective operators to geologic problems likely to be encountered and to offer guidance in the recognition and solution of these problems. Particular emphasis is placed upon geologic structure and washouts. Other geologic problems have been discussed in a previous paper.

The Homestake Gold Mine is one of the deepest and most extensively developed hardrock mines in North America. The mine is divided into five divisions which produce a total of 1.7 million metric tons of ore per year. In the past, labor intensive mining methods such as open cut-and-fill, shrinkage, and timber stoping were utilized. In recent years there has been an extensive change to the more productive methods including Vertical Crater Retreat and Mechanized Cut-and-Fill. Also, the percentage of production from the lower divisions below the 4850 level is increasing while upper level reserves are beginning to decline. Combined, these factors have strained the ventilation resources to the limit. By early 1984 it became clear that future production trends would require a detailed study of future ventilation resources. By November of 1984 the Ventilation Department completed a study to project these future requirements. This paper will detail the first phase of a scheduled two phase upgrade: the installation of a new surface fan.
