"INTRODUCTION Of all the natural resources being taxed by the needs of the modern world, perhaps the most important is the continually expanding demand for water resources. As water becomes scarcer, and increasingly important, new technologies are needed to find innovative ways to preserve this precious resource. In Chile, for example, the mining industry is investing billions of dollars to build desalination plants and pipelines; bringing ocean water as far as 200 kilometers inland to meet their demand and maintain operations. It is a full-blown crisis for that nation and a top priority for their government and economy. It has been reported that world water consumption will increase by 40 percent in the next 10 years, representing nearly exponential growth. In the U.S., as more and more communities continue to be built, more drain on the current water infrastructure is created. For 25 percent of people and operations that rely on water from aquifers, this source is being consumed at a rate that will create significant problems meeting the demand in as few as two generations.1 A PROACTIVE APPROACH When it comes to controlling dust at your operation, whether a landfill, a transfer station, a haul road or another ancillary area, what are the options? We know watering is not the answer, but at the same time, we need to prevent dust from flying to ensure a safe environment and keep our skies clear of pollution, for both regulatory requirements and neighbors. Creating a Dust Mitigation Program instead of looking to buy the first dust control product off the shelf is a first step to conserve water and, at the same time, maintain the operational demands and environmental standards for a given site. The program concept is straightforward enough. However, the process of effectively constructing and executing a program is quite involved. When undertaking a program, each manager needs to work with their team and their partners/vendors in analyzing the following elements: 1. Site Expectations—It is important to understand how to balance your internal standards with your regulatory requirements, as well as how to keep your neighbors satisfied. 2. Site Aggregate—Variations in native soil, such as clay content or gravel levels, greatly affect the approach that will yield the highest results. 3. Climate—Relative humidity and seasonal variations are critical to achieving predictable results through product choice, application frequency and timing. 4. Daily Traffic—The type and frequency of traffic is an essential variable for site management. 5. Environmental Responsibilities—If you have additional, specifically defined responsibilities, the approach to your site may vary. 6. Budget—While efficiency is the goal of any program, some sites will have more stringent restrictions than others. 7. Current Usage Rates—Document and understand where you’re starting from, both with water, supporting products, and maintenance so that effective measurement of results is possible."

A sewer tunnel being constructed through an urban commercial area was to pass the site of a former gasoline service station. The site was known to have contained leaking underground storage tanks. An environmental assessment of soils on the alignment was performed, and measures were implemented to handle expected contaminants. Despite these precautions, an explosion occurred in the heading when liquid gasoline was encountered. Four workers were injured. This paper presents the findings of an investigation into the cause of the explosion, and examines how concerted efforts by the parties involved failed to prevent it. The level of guidance provided by OSHA Code provisions for tunneling in gassy conditions is discussed.

Using computer applications to solve mining problems began in the early 1960s, utilizing the large (for that day) centralized computing facilities at a few universities and major mining company headquarters. Many years passed before technology was adequate to allow any of those applications to be run at the mine sites to provide immediately available solutions. One of the first mining applications attempted was for ore reserve analysis and long- to medium-range mine planning. As these are among the most frequent and familiar minicomputer applications at the mine site, it is interesting to follow the evolution of computing and communications hardware which has finally allowed effective transfer of this technology.

Restoration of bauxite mining areas constitutes a difficult issue to address due to the destruction of the vegetation and soil decay of the excavated area. In this study woody species growth, in relation to altitude, heavy metal concentrations and mechanical texture of the underlying mining waste, were investigated. The research was implemented on restored sites of a bauxite mine in the Fokida Prefecture of Greece. These sites were located in three different elevations and the restoration took place in two phases, in 2001 and 1996. Heavy metals measurements showed some correlation among the different metals, whereas their concentration was also associated with plant growth parameters.

Non-operational mine facilities are subject to placement on the EPA's National Priority List (Superfund). Once a mine site is undergoing investigation and/or remediation, MSHA regulations for health and safety may no longer be applicable. This paper addresses the changes in the applicable and relevant standards that apply to health and safety and public health related to site contaminants. The implementation of health and safety plans, and the development of public health risk assessments are described. Examples are presented from Superfund activities at the Eagle Mine, near Minturn, Colorado; the Anaconda Smelter near Mill Creek, Montana; California Gulch near Leadville, Colorado; and Bunker Hill, Idaho.

This paper presents case histories of the construction of four large diameter circular shafts using reinforced concrete ring beams as the primary internal support system. The case histories pertain to concrete ring beam systems which have been successfully used in shafts up to 130 feet in diameter and 75 feet deep. Soldier pile and lagging, and driven steel piling earth retaining systems using ring beams, are discussed together with the cost savings associated with using concrete ring beams. Soil conditions encountered at the case history sites are discussed together with the development of design criteria for each shaft. Instrumentation data obtained at one site are also presented.

A high-altitude (9,500-ft [2,900-m]) historic underground copper mine in Wyoming discharges neutral but copper-laden water into a pristine creek. Under a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) deferral agreement, the Wyoming Abandoned Mine Land Program performed site characterization and treatment studies in preparation for reclamation of the site. An integral part of the project included addressing the needs of a variety of interested and affected parties, including property owners, local populations, government agencies, and the media. This paper discusses an overall approach and specific methods employed to enlist public support for the project as well as some of the successes and failures experienced.

Two case studies of methane gas explosions and their effect on the operation of underground coal mines are presented. The studies detail the recovery operations and investigations at each mine site. These include the circumstances prior to the explosions and the effects on the surface and underground ventilation control systems. Various ignition sources such as surface and underground electrical power systems, degasification sites, ventilation shafts, test well casings, and lightning activity were investigated. In each case, a lightning report from the National Lightning Detection Network1 was used in conjunction with the physical evidence and eyewitness accounts to confirm lightning strikes as the ignition source for the explosions.

Sampling and subsequent geostatistical structural analysis is being carried out on the Bunker Hill Superfund site in northern Idaho's Silver Valley. This paper reports on the findings and methodology used in the initial sampling campaign which had the goal of determining an appropriate sampling grid design, spacing and protocol. Emphasis is placed on those characteristics, of mine wastes which are unique and require special consideration when applying geostatistical analysis. This study represents one of the first applications of geostatistical techniques to the problem of hazardous mining waste site characterization. Remediation of Superfund projects similar to the one described herein represents opportunity as well as liability for the mining industry.

A high-altitude (2,900 m [9,500 ft]) historic underground copper mine in Wyoming is discharging copper-laden water with a neutral pH into an otherwise pristine creek. The Wyoming Abandoned Mine Land program is reclaiming the site under a CERCLA deferral agreement. The clean-up goal is to reduce copper in the mine discharge so that the creek can eventually support a trout fishery. A pilot-scale passive treatment test utilizing sulfate-reducing bacteria has been conducted at the site beginning in summer 1997. Test results show significant reduction in copper concentrations in near-freezing mine water at flow rates ranging to 19 liters per minute (5 gpm)

Data from about 3200 drill holes in the offshore area at Nome, Alaska was digitized and processed. Most drill hole files have associated lithology, gold value, and blow count descriptions for each drill hole. The gold intensity was used to present the potential gold resource in the study area on the world wide web. A web page was created that gives background information on the project, descriptions about the Nome area, maps of the claim blocks that include all the normalized slices of gold deposits, and links to other relevant sites on the web. DuPont’s Florida Plant has been mining in northeast Florida and supplying titanium-bearing minerals, zircon and staurolite for over 50years.The site has successfully implemented and “sustained” a land reclamation/habitat enhancement program that goes beyond regulatory requirements and standard industry practices. However, the term sustainability has been used by so many organizations, many with divergent viewpoints, that it is important for a mine to develop its over-all concept and approach to sustainable operation. As a foundation, the outstanding reclamation efforts at DuPont’s mine will be presented followed by a broader look at the overall sustainability strategies and tactics used at the site.

Asbestos crystallizes within rock formations undergoing intense deformation characterized by folding, faulting, shearing, and dilation. Some of these conditions have prevailed during formation of the taconite iron ore deposits in the eastern Mesabi Iron Range of Minnesota. This range includes the Peter Mitchell Taconite Mine at Babbitt, Minnesota. The mine pit is over 8 miles long, up to 1 mile wide. Fifty three samples were collected from 30 sites within areas of the pit where faulting, shearing and folding occur and where fibrous minerals might occur. Eight samples from seven collecting sites contain significant amounts of ferroactinolite amphibole that is partially to completely altered to fibrous ferroactinolite. Two samples from two other sites contain ferroactinolite degraded to ropy masses of fibers consisting mostly of ferrian sepiolite as defined by X-ray diffraction and TEM and SEM X-ray spectral analysis. Samples from five other sites contain unaltered amphiboles, however some of these samples also contain a very small number of fiber bundles composed of mixtures of grunerite, ferroactinolite, and ferrian sepiolite. It is proposed that the alteration of the amphiboles was caused by reaction with water-rich acidic fluids that moved through the mine faults and shear zones. The fibrous amphiboles and ferrian sepiolite collected at the Peter Mitchell Mine composes a tiny fraction of one percent of the total rock mass of this taconite deposit; an even a smaller amount of these mineral fragments enter the ambient air during mining and milling. These fibrous minerals thus do not present a significant health hazard to the miners nor to those non-occupationally exposed. No asbestos of any type was found in the mine pit. © 2007 Elsevier Inc. This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

Passive treatment of mine drainage using constructed wetlands has been employed on coal and metal mine sites since about 1985. The technology has advanced significantly since then; there are currently over 600 of these systems treating coal mine drainage in the Eastern U.S. at flow rates of hundreds of liters per minute. Passive treatment performance at three metal mines discussed in this paper has been positive for a wide variety of flows, water chemistry, and climates. The sites include a high-altitude underground copper mine, acidic seepage from a gold heap leach pad, and pumped effluent from an active underground lead mine in Missouri.

Innovations in communications and real-time information systems are providing industry opportunities to improve profitability. Real-time operating data is collected from equipment across a site or even several sites into a central server for secure PC and PDA-based Internet access. This paper includes discussion of how operating staff can use wireless devices to see equipment and processing data from anywhere throughout the mines and concentrators, and how management can view results from multiple mines, all in real time. Additional opportunities enabled through the remote access by equipment vendors or mining consultants is also presented, as well as an overview of typical benefits and current installations.

I. INTRODUCTION During the course of our activities in assisting mining companies, we have had access to the monitoring results for personnel from a large number of uranium mines. The results differ greatly from one mine to another. One of our objectives has been to discover the origin of these differences. It is evident that they are largely due to variations in the geological context, to mining methods, and to the organization of the work ; but we also found that the rigor with which measures are implemented to prevent the personnel from being exposed to radiations is also a cause. In order to advise mining operators effectively, we have asked ourselves the following question Given the dosimetric results of a mining site, how can it be known - if occupational exposure has been reduced to the lowest possible level (dose optimization principle recommended by the ICRP) ; - if the exposures were justified, which would not necessarily be the case following a questionable choice of the mining method, for instance, or a lack of efficiency in the maintenance and repairs of ventilation apparatus or even an excess of radiation protection. It is necessary to establish some criteria, while taking into consideration the specific conditions for each mine, in order to determine whether a mining company is adequately implementing radiation protection procedures. This need led us to attempt a modelization of the occupational exposures of uranium miners ; the preliminary phase is presented here. Although voluntarily still very basic, this model makes it possible to demonstrate the role of certain dynamic or passive variables. Moreover, the model presents the concept of specific irradiation of a mining site equal to the collective dose received per ton of uranium metal supplied to the uranium mill. The specific irradiation can therefore be used to indicate the effectiveness of radiation protection procedures at a given mining site. This model can be used for - previsional exposure studies based on the use of data gathered at each site, making it possible to compare various work methods and to determine prevention means ; - qualification of "radiation protection" procedures at a mining site ; - detection of unjustified exposures ; - research of ways to reduce inevitable exposures. 2. DETRIMENT TO BE ASSOCIATED WITH A GIVEN EXPOSURE DISTRIBUTION Respecting exposure limits ensures that delayed stochastic effects are the only health risks to workers. If the hypothesis of linearity in the dose-effect relationship is applied, the detriment to a group of workers is proportional to the sum of exposure for all the workers, or the collective exposure usually expressed as man x rem. On this point the linearity of effects hypothesis makes it possible to consider that two different standard deviation distributions having the same mean value are equivalent. It would be possible, then, to reduce the standard deviation by changing the distribution of workers at the various working places without changing the mean exposure value. In other words, without taking into consideration the practical implications, individual limits can be respected by rotating the personnel or by reducing the individual working period which would be compensated by increasing the number of workers. The collective dose would remain the same, which would justify the use of the concept of collective exposure. 3. "RADIATION PROTECTION" QUALITY INDEX AT VARIOUS MINING SITES Each mining site is responsible for its own collective dose, but it is also responsible for producing a certain amount of uranium metal in the ore sent to the uranium mill. These two quantities must be brought together in order to establish the "radiation protection" quality index of a mining site. This quality index, called-specific irradiation (Ir) is expressed in rem.ton -1 for external irradiation, in mJoule.ton-1 for inhaled [a]-energy, and in Ci.ton -1 for inhaled radon *. The specific irradiation represents the health hazard which must be associated to the extraction of one ton of uranium metal. Figures la and lb present a system of coordinates for which the axis of the abscisses is graduated in tons of U metal and the axis of the ordinates is graduated in units of collective exposures. In the EEC, the regulation is based on the measurement of the amounts of radon 222 inhaled.

Slope monitoring has been an important issue in static terrestrial lidar for some time. Several solutions for monitoring the progress of a slide have been devised over the years. All of these solutions have required users to be in the field operating the lidar equipment. This paper presents a new system developed using the Optech ILRIS-HD or ILRIS-LR lidar and the scripting language of PolyWorks to produce an autonomous slope monitoring system. This system has proven invaluable in detecting and alerting mine workers to potential danger within their mine sites. It has already been deployed in two mine sites and is scheduled to be installed at a third.

Personnel at the Jet Propulsion Laboratory (JPL) are studying the technology and applications of salt-gradient solar ponds (see below) for both electrical and thermal energy generation. The brine extraction and processing site operated by the Kerr-McGee Corporation at Searles Lake, California, offers ideal conditions for economic construction of solar ponds. Furthermore, since rising conventional energy costs adversely affect the economic recovery of brine by the present process, this site was selected for a study on the feasibility of integrating the solution mining of trona (Na2CO3?NaHCO3?2H20) in the lower salt with solar ponds for heating. The major emphasis of this study was to determine whether inexpensive thermal energy available at the brine extraction site would be useful in extracting increased mineral value from the resource. The present operation, which involves the simple extraction of the complex brine and its processing at the adjacent plant, is sometimes referred to as solution mining. Since the concept discussed in this paper involves injecting a heated sodium sulfate brine to dissolve carbonate underground, the proposed scheme is referred to as "enhanced" solution mining. The exploration for a commercially acceptable deposit of limestone is consid¬ered by many to be a relatively easy task; however, trying to locate a zone of high calcium limestone of economic thickness within a formation, which outcrops only in a narrow band varying in width from a quarter mile to ten miles, adds considerably to the normal problems experienced during an exploration program. The existence of varying glacial and karst features in the outcrop area intensified the problems encountered and complicated the interpretation of the economic value of the deposit. This paper highlights a recently completed five year exploration program during which approximately 3,900 acres of ground in seven civil townships were evaluated as potential sources of high-calcium limestone. Details are given with respect to the final site chosen and the methods used in determining the suitability of the site. This site exhibited many karat features and several methods were utilized to determine the effect of these features on the gross characteristics of the deposit. Aerial photography for both mapping and interpretation were utilized. Black and white panchromatic photography, black and white infrared and color infrared photography were flown. Resistivity, diamond core drilling and close-interval angering were used to supplement the information obtained from the aerial photography.
