INTRODUCTION During the normal course of a mining project, a feasibility study will be prepared that addresses all the aspects of the project including geology and mineral inventories, mining and geo- technical, metallurgical processing, infrastructure, environmental considerations and economic analyses. These studies are prepared for various reasons. Occasionally, a feasibility study will be prepared solely for use within a company as justification for development expenditures, however, these documents are frequently submitted outside the company either to raise funds from financial institutions or from public financing on one of the various securities exchanges. Mineral industry consultants are often called upon to participate in the preparation of feasibility studies or to conduct an independent audit and review of an internally prepared study. As the recoverable mineral resources form the foundation upon which the balance of a feasibility study is based, including the economic analysis of the project, the resource aspect of the study is examined very carefully by financial and securities organizations. The balance of this discussion is directed toward the various geological and resource estimation aspects of feasibility studies that experience has shown to be of particular importance. Much of this discussion will be directed toward open pit gold operations, although the principles are applicable to any type of deposit. 2.0 GEOLOGIC RESPONSIBILITIES IN FEASIBILITY STUDIES The principal geological effort in the preparation of a feasibility study is generally dedicated to the following areas: - Preparation of Geologic Reserve/Resource Estimates - Condemnation of Sites for Facilities, Access Roads, Leach Pads, Waste Dumps and Tailings Disposal - Collection of Geotechnical Data - Provision of Mineralogical and Petrological Data Pertinent to Metallurgical Processing - Selection of Appropriate Bulk Sampling Sites for Collection of Metallurgical Samples Each of these items will be addressed in detail in the following sections. 3.0 RESERVE/RESOURCE ESTIMATION An ore reserve estimate consists of the determination of a volume, or tonnage, and a grade for the deposit. There are numerous cases in the mining industry of projects that have experienced severe difficulties when operational ore grade, tonnage or metallurgical amenability have proven to be deficient compared to predicted estimates. An error in estimation of tonnage generally leads to more long term problems affecting mine life and production schedules. However, a significant error in the estimation of grade, particularly if mined grade is lower than anticipated, can have an immediate, and often disastrous, effect upon a project. INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). Areas A, B, and C are defined as perimeter areas containing surface contamination. Work in these areas was expected to result in low exposures. Areas D, E, and F are the

This chrysotile asbestos ore body is located near the northern tip of the Province of Quebec, Canada. It is some 1818 km (1130 miles) north of Montreal, 480 km (300 miles) north of the tree line, and is situated within the zone of continuous permafrost. The open pit ore zone is approximately 0.4 km (1% mile) in length, some 61 m (2OO ft) in width and plunges at 25o to 30 o below surface to a vertical depth of at least 610 m (2000 ft). The ore body was originally evaluated by programs of surface mapping, diamond drilling, and bulk sampling. The fiber is semicrude, possesses excellent strength, and good fiber length distribution. GEOLOGICAL SETTING, LOCATION, AND DISCOVERY The chrysotile asbestos mineralization at the Asbestos Hill mine occurs in serpentinized ultrabasic rocks of Precambrian age. These intrusive rocks are found in older volcanic sedimentary rocks known as the Cape Smith-Wakeham Bay belt and are shown in Fig. 1. The rocks comprising this belt overlie older basement rocks composed of granite and granite gneiss. This belt has a width of 32 to 64 km (20 to 40 miles), and trends in a general east- west direction, a distance of about 370 km (230 miles) from Wakeham Bay on the east coast of the Ungava Peninsula to Cape Smith, located on the east side of Hudson Bay. Two sequences of rock have been recognized in this belt. The lower (oldest) rocks are known as the Povungnituk group, and consist principally of massive lavas and sediments. The upper (younger) rocks are known as the Chukotat group, and are composed of pillowed lavas with interbedded sedimentary rocks. Sills of ultrabasic rocks exist in both younger and older rocks, but are more often found in the Povungnituk group. Concentrations of chrysotile asbestos, as well as nickel and copper minerals are found at or near the base of ultrabasic sills, and are most common where a change in dip occurs. The mine is situated about 1818 km (1130 miles) north of Montreal, approximately 1126 km (700 miles) north of the start of continuous permafrost, and about 482 km (300 miles) north of the tree line. The depth of permafrost at the mine site has been calculated to be approximately 549 m (1800 ft). This rich deposit of asbestos was discovered in 1957 during extensive exploration for nickel in the Ungava nickel belt. During that year, traverses conducted by Murray Watts spotted interesting looking ultrabasic rocks, and followup ground examination disclosed rich surface showings of asbestos mineralization near the present open pit. Mining-related wastes, which are increasing, are being utilized more and more as valuable resources in Virginia. The Environmental Protection Agency (EPA) divides mining-related wastes into two categories: those generated from mineral extraction and beneficiation and those generated from mineral processing. Materials from both categories are produced in Virginia, where waste (by-product) materials are present at a variety of mining sites and processing plants; some of which have been exploited for various uses in the past and/or present. These materials include: used concrete recycled for roadbase material; pyrite coated with magnetite for use in portland cement; minor amounts of fly ash for use in concrete block, lightweight aggregate, and flowable structural fills; granite and diabase quarry fines for use as agricultural and asphalt filler; lime kiln dust for use in neutralizing and stabilizing coal refuse; soapstone aggregate for use in terrazzo heat retention panels; kaolin for use as a filler product and as an ingredient in white cement; slate quarry fines used as landcover and combined with aggregate for crusher run and as a filler in asphalt; and coal refuse for use as fuel in a lightweight aggregate plant. There are some materials available that have never been utilized, although several ideas were investigated to turn them into usable commodities. One such material is a high-alumina scrap produced as a by-product at a ferrovanadium processing plant. However, large quantities of waste materials from metal mining, industrial mineral, and fossil fuel operations remain to be disposed of in an environmentally safe and economic manner. In 1989, almost one million tons of fly ash were produced from burning of coal at eight coal-fired power plants in Virginia. Present uses for this waste such as an ingredient in concrete block, concrete aggregate, and in structural fills cannot dispose of all the available material; however, increased use of fly ash as a soil/rock substitute for structural fills and embankments may solve the problem of its disposal. Another waste material is calcium carbonate precipitate paste produced at a lithium carbonate processing plant and presently being used for back filling an on-site inactive underground limestone mine. Flue gas desulfurization (FGD) wastes in the form of CaS04 will probably increase threefold. If this material contains a minimum of 95 percent gypsum and negligible chloride, it may have a value to a wallboard manufacturer as we move toward the year 2000. Thought must be given how this increasing waste can be disposed of in an environmentally safe manner.

Fine coal flotation using gaseous carbon dioxide has demonstrated the potential for producing superclean coal. The success of this new flotation .procedure is attributed to the coal's high adsorption potential for CO2. To understand the nature of gas-phase CO2 adsorption at the coal surface, in-situ FTIR spectroscopy in a controlled-environment chamber with an ultravacuum sys-tem has been used and the results are discussed in view of other experimental results from differential scanning calorimetry. It has been found that specifically adsorbed CO2 molecules at the coal surface are polarized and have a characteristic doublet at 2336 and 2361 cm-1. Two adsorption states have been proposed to account for the doublet observed from in-situ FTIR spectroscopy measurements. It is believed that the band at 2336 cm-1 originates from the activated site adsorption of CO2 and that the band at 2361 cm-1 arises due to the molecular aggregation of CO2 within the coal pores.

In the UK a high proportion of land-won sand and gravel is extracted from sub-alluvial gravels and river terrace gravels located within river valleys. However, extraction from deposits of this type is increasingly proving to be less acceptable. Quarries within river valleys often have a high visual impact and the cumulative impact of these operations in close proximity to each other can be high (figure 1). River valley operations are almost always restored to open water. Whilst these may be attractive for nature conservation and provide leisure activities, they can also have a serious impact on the natural hydrology of the flood plain. Wet restoration of quarries located close to airports or airfields can also lead to concerns regarding increased risk of bird strike on aircraft. The Civil Aviation Authority recently suggested that an exclusion zone of 13 km be applied around all airports and airfields to reduce the potential for bird strikes on aircraft. This action is likely to have a serious impact on the availability of potential sand and gravel extraction sites in river valleys.

Kyanite. andalusite, and sillimanite are anhydrous aluminum silicate minerals, and they have the same chemical formula, Al2SiO3. Dumortierite and topaz are also classified as aluminum silicates although they contain boron and fluorine respectively. Mullite (a rare mineral named for its discovery site, the Scottish island of Mull) is produced when kyanite, andalusite, or sillimanite are heated. Synthetic mullite, also classified as an aluminum silicate, is formed by melting alumina and silica, bauxite, and kaolin or alumina, kaolin, and kyanite, depending on the type of synthetic mullite desired. These materials are either sintered in rotary, periodic, or tunnel kilns, or fused in an electric arc furnace. The world's largest producer of kyanite is the United States. Domestic kyanite is presently produced from one company at two sites in Virginia; Kyanite Mining Corporation mines kyanite from Willis Mountain and adjacent East Ridge in Buckingham County in the central Piedmont province of Virginia. Internationally, kymite is produced in Australia, Brazil, India, Kenya, Sweden, and Zimbabwe; the former USSR also produces kyanite (Fig. 1). Andalusite is produced by Piedmont Minerals Company, Inc. in the Piedmont province near Hillsborough, NC. Andalusite is also produced in France, India, the Republic of South Africa, and Spain (Fig. 1). Sillimanite is produced in Australia, Brazil, India, Spain, and the Republic of South Africa; the former USSR is also thought to be a major producer (Fig. 1). Some of the countries produce only for domestic use. Synthetic mullite, made by sintering and by electric arc fusion, is produced by Mulcoa (Mullite Company of America) in Andersonville, GA, and by Washington Mills Electro Minerals Corporation in Niagara Falls, NY. Annual world production of kyanite, andalusite, sillimanite, and synthetic mullite is approximately 672 727 tons (Potter, 1988). GEOLOGY Mineralogy Kyanite is a blue to light-green, triclinic mineral that occurs in long, thin-bladed crystals and crystalline aggregates in gneiss, schist, and pegmatites. The mineral has a hardness of 5 parallel to the long axis of the crystal and a hardness of 7 across the crystal. Andalusite is a yellow, brown, green, or red orthorhombic mineral that occurs in thick, almost square prisms in schist, gneiss, and hornfels. Gem quality andalusite exhibits a strong pleochroism; brownish-green in one direction and brownish-red perpendicular to it. Andalusite also occurs in placer concentrations where it has weathered out of rock. Sillimanite is a brown, pale-green, gray, or white orthorhombic mineral that occurs in long, slender, needlelike crystals in schist and gneiss. Chemical and Physical Properties Chemical and physical properties of kyanite, andalusite, and sillimanite are noted in Table 1. Kyanite is the only mineral that irreversibly expands when heated (calcined to produce mullite) and may offset the shrinkage of most ceramic or refractory ingredients when heated.

The oil and gas drilling industry is the largest user of "functional" industrial minerals for well drilling and completion. (Functional industrial minerals can be defined as those used for performance characteristics rather than composition.) This industry's use of industrial minerals involves complex mining, processing, and distribution of products. The cost of these products at the well site reflects the complexity of distribution to typically remote locations and the cost of service. Table 1 illustrates the use of functional industrial minerals by the drilling industry. The total tonnage shown is almost 2 1/2 times larger than the 3.3 Mt (3.6 million st) of kaolin used by the paper industry for filling and coating, another major use for functional industrial minerals. Drilling fluids are an indispensible part of a drilling operation. These fluids perform several functions simultaneously. They cool and lubricate the drill bit, remove formation cuttings, increase the specific gravity of the fluid to counteract formation fluid pressures, provide a filter cake on the wall of the drill hole to prevent drilling fluid loss to the formation, protect the porosity of producing zones, and prevent reaction of the formation or formation fluids with the drilling mud. When porosity of a formation exceeds the ability of the drilling fluid to form a wall cake, it is referred to as lost circulation. Because these fluids are being constantly formulated for changing formation conditions, they require a skilled technician or drilling mud engineer on the site at all times. Drilling fluids are composed of oil or water as the liquid phase, and industrial mineral products and chemicals to control chemical and physical properties. The basic function of viscosity and suspension result from the use of gelling clays and chemical and mineral dispersants; specific gravity of the mud is adjusted with mineral weighting agents; filtration control is maintained by clays and various natural and synthetic polymers; platey minerals and scrap products are used for controlling lost circulation in porous or fractured zones; salts are added to the mud to inhibit shale and clay swelling; chemicals are added for pH adjustment, prevention of corrosion, and as scavengers for formation fluid components. Because of the clay component, drilling muds have rheological properties different from conventional fluids, behaving as Bingham plastic fluids as opposed to the Newtonian behavior of water and oil. Newtonian fluids will begin to flow with the application of any force, however small. Bingham plastic fluids require a finite force or shear stress (yield value) before flow begins. Thixotropy is another property of clay-based drilling fluids. At rest they form a gel structure that suspends the weighting agents and rock cuttings. These gels break down when a finite force is applied and circulation is restored. At the bit where shear rates are the greatest, the viscosity or resistance to flow decreases, so hydraulic pressures and pumping costs are minimized. A drilling rig provides a means of rotating a hollow pipe attached to a cutting bit. A mud pit or tank is used for mixing the drilling mud and its components. GENERAL DESCRIPTION The Henderson mine utilizes a highly mechanized, continuous panel-caving system to extract ore from a deep, massive, molybdenum deposit. The mine site, lo¬cated 80.5 km (50 miles) west of Denver, is situated at 3170 m (10,400 ft) above sea level in a steep valley on the eastern side of the Continental Divide. The mill site, located on the western side of the divide, is linked to the mine via a 15.5-km (9.6-mile) railroad tunnel. Mine production is scheduled to reach 27 215 t/ d (30,000 stpd) from the uppermost production level. This pro¬duction rate will have been reached within the four years following an intensive ten-year preproduction development program. A second production level, due to come on stream in later years, will expand production capabilities to 31 751 t/d (35,000 stpd). The mine, which employs approximately 2000, has blocked-out ore reserves of 220 Mt (242 million st) at an average grade of 0.42% MoS2. Geology The Henderson deposit is composed of two partially overlapping ore bodies that lie 1080 m (3600 ft) beneath the peak of Red Mountain. The ore bodies are entirely within a Tertiary rhyolite porphyry intrusive complex that has intruded Precambrian granite. The de¬posit is elliptical in plan with overall dimensions of 670 x 910 m (2200 x 3000 ft). In section it is arcuate with an average thickness of 185 m (600 ft). The top of the deposit is at an elevation of 2610 m (8700 ft) while the lower limits range from 2340 m (7800 ft) on the west to below 2100 m (7000 ft) on the east. The mineralization is relatively continuous in the ore bodies and consists of molybdenite and quartz in random to subrandom, intersecting, closely spaced veinlets. Cavability RQD (rock quality designation) * values measured from Henderson drill core and compared with the RQD values from the Climax and Urad block-cave mines in¬dicated that the Henderson ore would cave but with difficulty and that a high percentage of the cave ma¬terial would be blocky. Initial caving experience shows the Henderson ore caves easier and with greater frag¬mentation than was indicated by the RQD values. Pos¬sible reasons for this are: 1) The greater lithostatic load at the Henderson has a greater effect on caving and fragmentation than anticipated. 2) The relief of confining pressure due to caving action and brittleness of the rock is enhancing breakage. Mine Layout The Henderson mine layout was designed from its inception for a large-scale, rubber-tired, continuous panel-caving mining system. The ore body is vertically divided into three major mine levels (Fig. 1). The top¬most level (8100 level), which is 2469 m (8100 ft) above sea level, is the current mine production level. INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. One characteristic is that a clearance space exists around the apron when it is in its closed position. Part of the load (especially sandy soils) dribbles through the

"The Doha Metro Project is one of the most relevant ongoing tunneling projects. The whole project consists of about 100 km of tunnels with 21 EPB TBMs working in the same period. Due to the variability of the geological formations, the soil conditioning is a relevant aspect of this project because the parameters should be frequently adjusted to achieve the best performances of the TBMs. The study of the soil conditioning has been carried out accurately to obtain the best results on site. The study of the geotechnical data, the choice of the most suitable foaming agents and polymers and the laboratory study of the soil conditioning has been a fundamental part of the job. The application of the soil conditioning products on site with the analysis of the TBM data have confirmed the preliminary study results with some correlation between the features of the ground and the soil conditioning parameters to be used. INTRODUCTION Phase 1 of the Doha Metro Underground project is composed by 3 lines able to bring passengers to all the points of interest in the Qatar capital city. The Red Line, also called coastal line, connects the north of the city to the south, and to the new Hamad International Airport, following the coast line. The Golden Line, called Historic Line, will connect the southern area of Doha to the “Aspire zone” the area of the city where many state of the art sport centers are located, passing through the old city center. The Green Line, named education line, will connect the old city center to the Doha Education City. All the lines are realized with 2 tubes, single track. The whole underground project is realized with 21 TBMs, excavation diameter of 7.10 m. The project has been divided in 4 packages, for a total excavation length of more than 100 km. The need to underpass roads, existing buildings, and to excavate, in some areas, at less than 100 m from the coast line, forced the choice of a tunneling system with Earth Pressure Balance (EPB), that involves in the project another fundamental aspect of this tunneling system: the soil conditioning. The soil conditioning has multiples functions in the EPB system such as to make the soil suitable to properly apply the pressure on the tunnel face and to be extracted effectively with the screw conveyor. To properly study this topic it was necessary to study the geological formations to be excavated, the hydrogeological conditions of the underground, the foam injection systems of the EPB TBMs and to perform specific tests to evaluate a suitable conditioning to be verified and adjusted during the real scale application."

The criteria for evaluating equipment operator performance were identified as the changes in reaction time, the changes in physiological responses, and the changes in subjective reporting of stress. Data were collected while the Subjects operated a front-end loader simulator. This report out-lines the components and the tasks generated by the simulator. It explains the simple and basic assumptions underlying the design of the simulator and the methods of data collection. Improvements that can facilitate the collection of data, including the connection of the simulator to a portable personal computer for on site use are discussed. Statistical analysis of data showed significant deterioration in performance. The report concludes that operator performance can be measured and improved. This report shows that the operator tasks can be simulated by means of simple simulators, the complexity of which is determined by the availability of funds and the area of interest of the investigator.

Using K-oleate as a collector and alizarin red S (ARS) as a modifying agent, selective depression of dolomite from francolite was achieved in alkaline medium (pH> 9.0). Interestingly. ARS was also found to depress igneous apatite in alkaline medium in oleate flotation of apatite and calcite. Adsorption of ARS alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of ARS and K-oleate showed that oleate adsorption was increased in the presence of ARS on francolite but not on dolomite. K-oleate adsorbs on both francolite and dolomite and causes precipitation of calcium and magnesium oleate. Such precipitates can be pre-vented when ARS is present. The results are explained in terms of competitive adsorption for the active sites on francolite and dolomite by oleate and ARS, and their interactions with dis-solved mineral species in solution.

The U.S. mining industry has made progress in reducing accidents and injuries, but interpreting safety data remains difficult due to changes in workforce size and productivity. The Mine Safety and Health Administration (MSHA) uses tools like the pattern of violation (POV) and significant & substantial (S&S) calculator to monitor safety, though these have limitations. To address this, we developed an information entropybased risk (IER) index that combines various safety metrics, including citations, penalties and injuries. Using data from 2011 to 2020, the IER index was validated with statistical methods and clustering algorithms to ensure it accurately reflects risk levels. The analysis showed clear differences in risk across mining sites, proving the index’s usefulness. The IER index was then applied to a coal mine to demonstrate its effectiveness. This new tool can help mining companies better assess their safety risks and take action to improve workplace safety.

In the late 1980s and into the 1990s, the Mountain Pass Mine in California produced about 40 percent of the world?s rare earth elements. At the height of this production, the facility produced up to 54 L/s (850 gpm) of saltwater that was piped to offshore holding ponds where the water was evaporated. In 1998, following a series of waste water pipeline breaches, separations activities were suspended, reducing the Mountain Pass site to just the openpit mine and mill. The environmental concerns were addressed and the affected areas have since been remediated. However, in the years following the breaches, 97 percent of the world?s production of rare earth elements moved to China. By 2011, Molycorp, and the Mountain Pass Mine, had rebounded from the difficult times and were once again in a position to become a significant player in the rare earth industry.

Zimbabwe The Republic of Zimbabwe is situated in south central Africa and north of the Tropic of Capricorn. The country is land-locked, bounded on the north by Zambia, on the south by the Republic of South Africa, on the east by Mozambique and on the southwest by Botswana. Nearly 400,000 sq km in area, Zimbabwe is bigger than both France and Spain and nearly three times the size of England. The outstanding physical feature is the central plateau, known as the highveld, which is about 650 km long and 80 km wide at an elevation of +1,200 m, and on which the Jena Mines is located. Because of its elevation and inland position, Zimbabwe's climate is temperate, generally drier and cooler than is normally expected in the tropics. Zimbabwe's population is in excess of 10 million. English is the official language, with Ndebele and Shona being the main ethnic languages. About one million people live in Greater Harare, the capital city. The basic unit of currency is the Zimbabwe dollar, which has depreciated substantially over the past few years. Currently (November, 1995), the exchange rate is $US 1.00 = $Zim 9.00, compared with $US 1 .OO = $Zim 2.50 in 1991. Project Area The Jena Mines Complex is situated in central Zimbabwe (Figure 1), in the Silobela area of the lower Gweru River valley. The mine site is 270 km from Harare by paved and gravel road. The Jena Mines property consists of a single rectangular (8 km by 5 km) shaped mining lease with an area of approximately 40 sq km (Figure 2). Annual average precipitation is 720 mm falling in the summer months between October and April. Mean daily maximum temperature is 24°C in October and mean minimum is 14°C in July. The southern parts of Zimbabwe have experienced drought conditions over the past four years which has affected water and power supplies. The countryside in the Jena area is generally low relief with a gentle slope to the northwest. The mine site topography is flat with an average elevation of 1,210 m. Zimbabwe Mining Industry Zimbabwe has a long mining tradition, particularly for gold. In the 1,200 years preceding European colonization, it is estimated that about 4,000 ancient mines produced between 600 and 800 tonnes of gold. Since the turn of the century more than 1,700 tonnes of gold have been produced. An excellent infrastructure has developed to support the mining industry. This includes a well- maintained system of paved roads, railway links to major mining areas, an electricity grid covering most of the country, and numerous industries manufacturing a wide range of mining supplies. Jena History The claims in the Jena Mines area are among the earliest registered in Zimbabwe. The gold potential was easily recognized because of extensive ancient (pre-European) workings. European trading beads from the 14th Century have been recovered from anthills in the mine area. Development of the Jena Mines commenced in 1898 and several mines have operated intermittently over the past 90 years. During 1975, the Reclasource Corporation constructed and commissioned a plant for the recovery of mill scale, coke breeze, blast furnace dust, blast furnace sludge and basic oxygen furnace dust at the site of Crucible Alloy Division, Midland, Pennsylvania. The Reclaform Process was employed as the criteria for plant design. This Process takes the solid in-plant fines as listed above, commonly found in integrated steel mills, sizes and forms them through the use of a carbonaceous binder briquetting system and cures the binder through a final heat-treating step. 15,000 tons of Reclaform briquets have been tested in the Crucible blast furnace in several campaigns structured to assess material handling properties, burden feasibility and finally culminating in an iron and carbon assessment campaign. Data are presented from the records of the blast furnace operation and conclusions are drawn that both iron and carbon utilization have been demonstrated.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. Since early 1973, the Pennsylvania Department of Transportation (PennDOT) has been actively engaged in the utilization of coal mine refuse in the design and construction of highway embankments. The Soils and Geological Engineering Division of the Bureau of Materials, Testing and Research has the task of managing the program which includes field investigations, laboratory testing, engineering evaluation, planning, coordination, implementation, construction control, and review of construction performance. The objectives of the utilization program, in removing colliery refuse banks and utilizing the material in construction, are the environmental and aesthetic rehabilitation of those areas in the Anthracite and Bituminous coal fields which have been plagued for such a long time by air and water pollution, and unsightly landscapes; and the economic rehabilitation of those areas occupied by refuse banks by providing usable land which can now be developed as residential, business, or industrial sites.

Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.
