Bastnaesite, a rare-earth fluocarbonate, was separated from associated calcite and barite gangue minerals in the Mountain Pass, CA rare-earth ore beneficiation plant by froth flotation using fatty acids (tall oil) collector, lignin sulfonate depressant and soda ash modifier after high-temperature (steam) conditioning with reagents. Starting with a feed grade of 7.6% REO, concentrates having a grade of 65% REO can be produced at a recovery of around 80%. A detailed investigation consisting of Hallimond tube microflotation experiments, bench-scale tests with a laboratory Denver flotation cell, and predesigned plant campaigns was made to delineate the underlying surface chemistry involved in this separation and to develop an alternate reagent scheme to enhance the selectivity of separation for this ore. Our results clearly demonstrate the superiority of alkyl hydroxamates to the conventional fatty acid collectors that were being used in the plant. Our study also indicates the possibility of achieving the desired selectivity with alkyl hydroxamates even at room temperature, thus obviating the need for steam conditioning. A critical review of the literature on rare-earth mineral flotation suggests the possibility of designing a more selective reagent combination for the beneficiation of Mountain Pass rare-earth ore, using a methodology based on ab initio molecular modeling computations.

Conventional analyses of seepage through saturated media do not apply when tailings impoundments are located above a partially saturated zone. Three stages of seepage are identified and methods for estimating the seepage rates and duration of each stage, based upon flow in partially saturated and saturated porous media, are demonstrated. The effectiveness of earthen liners is discussed and procedures for estimating the required properties of the porous media are provided.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, tests were conducted with a commercial poly-fiber reinforced shotcrete mix to develop a practical means of measuring shotcrete adhesion strength. Full-scale tests were conducted in a test frame equipped with concrete panels having three distinct surface roughness profiles. Adhesion test fixtures either embedded or epoxied in the shotcrete were overcored into the underlying concrete, and direct tensile tests were conducted to determine the bond strength of the shotcrete cores to the substrate after a selected shotcrete curing interval (1, 3, 7, 14, 28, or 90 days). Measured adhesion strengths typically ranged from 0.5 to 2.0 MPa depending on the curing age of the shotcrete samples. This paper presents the results of these tests, describes the portable test system components, and addresses some of the design issues encountered in the development of a rugged and reliable method for determining shotcrete adhesion strength in underground mines.

Methane has been a hazard since the beginning of coal mining and has influenced, more or less, every aspect of coal mine design. It is receiving increased attention lately because the rate of methane emission in coal mines is increasing as increasing demand for coal leads to exploitation of deeper seams and the use of higher productivity equipment. Consequently, the government and private industries have directed a great deal of effort towards understanding and solving the problem of methane emission in coal mines. In the United States, Consolidation Coal Company has pioneered research in this area since the early 1950's.1 Currently this work is being expanded by Consol through the Mining Research Division of the parent company, Continental Oil (Conoca), to find new techniques for degasification of virgin areas as well as control of methane in gob areas. Basic reservoir properties of coal seams, such as gas content, reservoir pres-sure, diffusivity, porosity and permeability are better understood today largely through the efforts of the U. S. Bureau of Minese2,3,4 It is possible now to identify and model the basic mechanism of gas emission from coal and to forecast steady as well as unsteady state emission of methane in coal mines with some degree of reliability. Combining this knowledge with any ventilation simulator should often identify problem areas in advance and permit adequate methane control measures to be planned.5 Another recent innovation in methane control is the horizontal hole drilling technology. The U. S. Bureau of 1-1ines and the Mining Research Division of Conoco have independently developed techniques for drilling horizontal holes 300 to 600 m deep6 The Bureau's method employs a rotary drill string while Conoco uses a non-rotating string with a down hole drill motor. It is the authors' view that the latter provides more positive control on bore hole deviation both vertically and laterally and appears to be faster, though somewhat more difficult to operate. "The industrial Internet of Things (IIoT)—a concept that combines sensor networks and control systems—has been employed in several industries to improve productivity and safety. NIOSH researchers are investigating IIoT applications to identify challenges of and potential solutions for transferability of IIoT from other industries to the mining industry. Specifically, NIOSH has reviewed existing sensors and communications network systems used in U.S. underground coal mines to determine whether they are capable of supporting IIoT systems. The results show that about 40% of the installed post-accident communication systems as of 2014 require minimal or no modification to support IIoT applications. NIOSH researchers also developed an IIoT monitoring and control prototype system based on low-cost microcontroller Wi-Fi boards, to detect a door opening on a refuge alternative, activate fans located inside the Pittsburgh Experimental Mine, and actuate an alarm beacon on the surface. The results of this feasibility study can be used to explore IIoT applications in underground coal mines based on existing communications and tracking infrastructure. INTRODUCTION The nation’s approach to health and safety in mining has historically been reactive in the sense that health and safety regulations and mandates have traditionally been passed as a result of tragic mining accidents. An example of this is the Mine Improvement and New Emergency Response Act (MINER Act) of 2006, which was passed as a result of several mining accidents where tracking of and communications with underground personnel were severely limited. While this reactive approach has led to the development and implementation of highly impactful safety interventions and safety practices, there currently exists a technological revolution that can shift the paradigm toward a proactive approach based on preventative methods: Internet of Things (IoT). IoT is the network of physical objects or ""things"" embedded with electronics, software, sensors, and connectivity to enable that network to achieve greater value and service by exchanging data with the manufacturer, operator, and/or other connected devices [1, 2]. It should be noted that IoT has been defined from various perspectives, and hence numerous definitions exist in the literature. The apparent ambiguity of the IoT definition might be due to the fact that IoT is syntactically composed of two terms: internet and things. The first one pushes towards a network-oriented vision, while the second tends to put the focus on generic objects. The traditional internet can be viewed as an internet of computers —i.e., “things” connected to the internet are computers only. IoT “extends” the internet by allowing other generic things that are commonly found in our daily life, such as refrigerators and cars, to be interconnected via the internet, and thus creates a bridge between the virtual word and the physical world."

The Purpose of the Paper It is fitting that the first paper of a session on the Financial Aspects of Mining should be on the basic data upon which any financial discussion of a mining project must be based. The history of a mining project starts with exploration in an area considered geologically favorable for mineralization and culminates in the discovery of a body of valuable mineral material commonly known as a mineral deposit. Subsequently more detailed exploration establishes the approximate size, shape, tonnage and average grade of the deposit by surface and/or underground drilling, -surface trenching and/or underground workings. Some preliminary metallurgical testing and other studies, as required, are made at this time. Development work is then carried out to provide representative samples for determining flowsheet and metallurgical balances, preparing the deposit for production and establishing more firmly the grade and mining characteristics of the deposit. A feasibility study is then made of the engineering aspects of the project including the estimation of operating coats, the capital required to place the deposit into production, profit and return on investment. "This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

An aggregate resource study was done for southern Washoe County, Nevada, which contains the Reno-Sparks metropolitan area and a population of about 300,000. The study included an inventory of existing operations, projection of future demand, identification of potential aggregate resources based on geology, and determination of economic potential of these resources. Economic potential was determined by the integration of GIS layers that included aggregate potential, distance from market, distance from major and minor transportation arteries, and elevation. The investigation resulted in a determination that resources of high quality aggregate sufficient for future consumption are present in southern Washoe county; the limiting factor for future utilization is accessibility.

Room-and-pillar mining is a mining method used in the United States to extract coal from underground, and pillar recovery is widely practiced for maximizing coal recovery and mining economics. Under certain conditions, room-and-pillar mining can create high stresses in coal pillars resulting in a coal outburst. These outbursts represent one of the more severe safety hazards in underground coal mines, potentially causing injuries and fatalities. Over the past ten years, coal outbursts have resulted in three fatalities in U.S. room-and-pillar mines. Though coal outbursts generally occur under deep cover, they are more likely to occur during pillar recovery and under multiple-seam mining conditions. Coal outbursts are generally associated with strong roof and floor and heavy loading of coal pillars, but it is difficult to predict whether, where, and when they will occur. In this respect, risk management provides a proactive tool to prevent coal outbursts in room-and-pillar mining by identifying mining areas with high risk of outburst and mitigating the risk accordingly.

Roof bolter canopy air curtains (CACs) are gaining acceptance as a respirable dust control device that can provide roof bolter operators with protection from overexposure to respirable coal mine dust. Both lab and field studies on the effectiveness of roof bolter CACs have been published. Field studies have shown the effectiveness to be variable. However, in all previous field studies, none has been conducted when the roof bolting machine operates downwind of the continuous miner (CM)—a scenario for which the CAC was designed to provide respirable dust control. This study, performed by researchers from the National Institute for Occupational Safety and Health (NIOSH), was conducted to test a CAC on a roof bolter machine operating downwind of the CM. The results of testing demonstrated that the roof bolter CAC can effectively provide respirable dust protection for roof bolter operators with dust control efficiencies ranging from 11 to 40%.

Regulatory pressure to mitigate the cement industry’s environmental impact has intensified recently, spurring innovation in low-carbon cement technologies. In the United States, cement production, consumption, and carbon emissions are accelerating. Despite this trend, the adoption of environmentally friendly dry clinker production technology with combined preheater-precalciner systems has surged from 53.3% in 2002 to 88.5% in 2019. Concurrently, reliance on wet technologies, known for their higher environmental impact, has dropped from 16.5% to 0.6% within the same period. This paper presents the results of our comprehensive study, utilizing over 100 years of industry data, to analyze these technological shifts and their environmental implications.

The National Institute for Occupational Safety and Health (NIOSH) is conducting research to develop safe practices for the use of shotcrete as ground support in underground mines, particularly mines operating in weak host rock. As part of this research, a rugged, portable direct tensile test system was developed for measuring shotcrete adhesion strength in underground mines. During the development of this test system, more than 185 direct tensile tests were conducted with a common, commercially available macro-synthetic fiber-reinforced shotcrete that was applied to concrete test panels using a dry mix process and machinery. The average bond strength of the shotcrete to the concrete substrate typically increased as a function of the shotcrete’s curing age, ranging from 0.44 MPa (64 psi) after one day of curing to 1.58 MPa (229 psi) after 90 days of curing. Adhesion strength increased markedly between one and three days of curing, reflecting a similar trend of increasing shotcrete tensile strength with curing time. This robust direct tensile test system can improve mine safety by providing a reliable means of measuring shotcrete adhesion strength and also supplying important information about the quality of the applied shotcrete and the competency of the underlying rock.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risks and the effectiveness of caps and covers. The information can also be used in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs) and lysimeters. Many of the monitoring devices can be linked to a data logger and telemetry systems, enabling monitoring data to be downloaded from the office.

This summary of international mineral exploration activities for 2008 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for 2008: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia (Metals Economics Group, 2008a, b), and 2) information on regional and site-specific exploration activities that took place in 2008 and compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2008, primarily for precious metals (gold, platinum-group metals and silver) and base metals (copper, lead, nickel and zinc). MEG includes information on additional mineral commodities only where it is available. Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis. The MEG survey methodology was changed in 1999 to include companies with exploration budgets between $100,000 and $2.9 million, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2008 survey is reported by MEG to cover an estimated 95 percent. Companies that chose not to participate in the MEG study, private companies that do not publish data, and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 91 more companies in its 2008 survey than it did in 2007 USGS compilations of site data described here primarily include nonfuel minerals, with an emphasis on base metals, diamond and precious metals. Analyses are based on information provided by USGS mineral commodity and country specialists and by other USGS scientists, as well as industry contacts and trade journals.

The purpose of this paper is to provide a method for mine planners and engineers to evaluate on a conceptual basis if a shaft or a ramp is most suited for their particular underground access requirements. Mine planners and engineers are often raced with the decision of choosing which method of underground access is best suited for their particular requirement. Underground access can be provided by a shaft, ramp, adit, or slope for either exploration and/or actual production operations. This paper will focus on the construction cost and schedule differences between sinking a shaft and excavating a ramp which are currently the most typical access alternatives used in the western United States. It would be wrong to state that one method is superior to the other in every case. There are many variables to be addressed, and the degree of sensitivity of each of them will eventually dictate which method is the most suited to the particular circumstances. This paper compares the construction cost and schedule or sinking a shaft to excavating a ramp at different depths given different ground and hydrological conditions. This comparison provides mine planners with "rules or thumb" that may be applied to the access selection process.

Planning for a project does not start with the announcement of the approval for a project. Planning actually begins when the project is only a prospect and it involves the years of experience of many people because their expertise influences the final decisions. In partial anticipation of the Pinto Valley project, as well as a search for improvement in the Copper Cities operation, two projects were undertaken. The first project was to substitute one 26" cyclone for three 20? cyclones in the single stage grinding circuit. The second project was to replace the Hunt air flotation cells with 300 cubic foot mechanical cells. The 300 cubic foot cells were just being introduced, consequently two types of cells were selected for testing. The results from both projects influenced the decisions on equipment for the Pinto Valley project.

A river delivers a given load of sand, and hence of heavy minerals, into the sea into which it empties. This load is fixed by drainage basin characteristics and processes. Wave energy available for redistributing that load is fixed in an entirely different way. An equilibrium diagram of these two parameters (load versus energy) permits a tentative prediction of what will happen to the heavy minerals. The Chattahoochee River delivers a load which, over the past few thousand years, appears to have been greater than the available coastal energy could handle. As a result, much of the sand has been accumulated in various delta-margin features: barrier islands, beach ridges, and large furrowed off-shore shoals. The bulk of the trapped sand is found today in the shoals, which are attractive deposits for possible exploitation. If coastal energy levels are high enough to move the total load delivered by the river, accumulations of sand (and hence of heavy minerals) should be sought in the down-drift direction. Energy levels are rarely constant over any great length of coast. Decreases in energy may be due to widening of the shelf, convexity of, the shore, restrictions on the fetch, wave decay, or other causes. Such decreases result In deposition. Hydrodynamic mapping of coastal areas, as outlined here, should prove useful in the location of additional reserves. Part of this type of work can be done on maps, charts, and air photos.

In order to patent an industrial mineral placer mining claim, it must incorporate an economic deposit. Each ten acre parcel is evaluated for its mineral -in -character nature. Nonmineral -in -character parcels cannot be patented. Economic concerns include: claim locations, dummy locators, common variety nature, "excess reserves," and environmental constraints. Also, geologic and mineralogic studies, sampling and testing procedures are vital. Mining, milling, processing cost, and taxes must be evaluated. Product marketability analysis is necessary before starting any cash flow or discounted cash flow study. Valid data is essential to evaluate an economic industrial mineral deposit.

In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.
