INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. U.S. Geological Survey, National Minerals Information CenterFour companies - H.C. Spinks Clay Co., Inc., Imerys, Old Hickory Clay Co., and Unimin Corp. - mined ball clay in four states in 2013. On the basis of preliminary data, production was 1 Mt (1.1 million st) with an estimated value of $47 million. Production increased by 3 percent in tonnage from 973 kt (1.1 million st) with a value of $45.1 million in 2012. Tennessee was the leading producer state accounting for 64 percent of domestic production, followed by Texas, Mississippi and Kentucky. About 67 percent of total ball clay production was airfloat, 22 percent was crude or shredded and 11 percent was water-slurried.ConsumptionIn 2013, domestic ball clay producers sold clays to the following markets: ceramic floor and wall tile (44 percent); exports (21 percent); sanitaryware (18 percent); miscellaneous ceramics (9 percent); fillers, extenders, and binders, and unspecified uses (4 percent each), based on 2012 end use patterns and current markets. Other markets accounted for less than 1 percent of the remaining ball clay sales or use. Sales reported for the manufacture of fiberglass or most filler, extender, and binder applications were likely to have been mainly kaolin mined or purchased by the ball clay producers.PricesThe average value of domestically produced ball clay was approximately $47/t ($43/st) in 2013 compared with $46/t ($42/st) in 2012, on the basis of a preliminary survey of domestic ball clay producers. The unit values of exported and imported ball clay were $126/t ($114/ st) and $373/t ($338/st), respectively, in 2013, compared with $62/t ($56/st) and $314/t ($285/st), respectively, in 2012. Unit values for most large export shipments increased in 2013, and a larger number of low-tonnage, high-value export shipments were shipped in 2013 than in 2012, resulting in a doubling of the average export value. Two low-tonnage, high-value shipments in 2013 accounted for the increased value of imports."

Zeta potential changes were determined as a function of pH, metal ion, and surfactant concentrations. Prom the analysis of data, flotation experiments were carried out to correlate float-ability with the differences in zeta potential. Cassiterite in water bears a negative zeta potential, The zeta potential of cassiterite is sensitive to pH changes; the electric double layer arises from the preferential adsorption of H+ and OH- ions and subsequent ionization of the hydroxylated surface. It is suspected that hydronium-ion concentration may cause reversal in the sign of the zeta potential. The ZPC was found to occur at pH 3.4. Metallic ions and the hydrated ions thereof affect the zeta potential of cassiterite in differing degrees of intensity. Without prior activation, sulfonated surfactants do not change the zeta potential of cassiterite. Sodium alkyl aryl sulfonate is especially active on lead-activated cassiterite and ferric-activated cassiteriten Microcalorimetric fiests confimed the activity of ions on cassiterite and showed the hydrated character of cassiterite smfaces. Close correlation between zeta potential and microflotation results was achieved.

The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

The use of diesel equipment in underground coal mines is controversial because "whole diesel exhaust" is regarded as "a potential occupational carcinogen" by the National Institute for Occupational Safety and Health (NIOSH). Threshold limit values (TLVs) are recommended for the gaseous pollutants; CO, CO2, NO, NO2, SO2' and some hydrocarbons emitted in diesel exhaust. There is, however, no TLV recommended for diesel exhaust aerosols (DEA) nor is there a standard method for sampling these aerosols. The University of Minnesota and the Bureau of Mines have collaborated to develop a personal diesel exhaust aerosol sampler (PDEAS) which utilizes size selective, inertial impaction and gravimetric analysis. During the field tests of this sampler, numerous air quality measurements were conducted in underground coal mines using diesel equipment. The objective of this report is to present these data and to assess the impact of diesel face haulage equipment on mine air quality.

The reduction of accidents will play an ever increasing role in the mining of coal and hardrock ores as mining operations become more mechanized, the equipment becomes more costly and sophisticated, and as mineral production exploits deeper and more marginal coal and ore deposits. The most effective means to reduce accidents is through the design of mining systems and equipment. Results of safety research by the U.S. Department of the Interior, Bureau of Mines, to design safer coal extraction and haulage systems and to reduce electrical accidents are presented.

The Granduc ore body is located beneath glacial terrain on the borders of British Columbia and Alaska, some 600 miles from Vancouver and 30 miles from Tidewater at Stewart, B. C. The concentrator and attendant facilities are located in wilderness country at an elevation of 2500 feet. The average annual snowfall is 65 feet. Surface facilities and ore body are linked by a 10 mile railroad haulage tunnel. This copper property has been developed by Granduc Operating Company on behalf of Newmont Mining Corporation and American Smelting and Refining Co. First production started in November, 1970. In August, 1966, Granduc Operating Company awarded an engineering and construction management contract to McKee-Swan Wooster, a joint venture of A. G. McKee of Canada and Swan Wooster Engineering Company Limited, to design a concentrator to treat approximately 7000 tons of ore per day. The isolated location of the Granduc ore body indicated comparatively high freight rates on consumable items of concentrator supplies such as reagents, grinding media, etc. A firm flowsheet for the flotation of the Granduc ores having been developed by the Danbury laboratory of Newmont Exploration Limited, attention was devoted to means of reducing operating costs. One obvious method was to reduce or eliminate the costs of steel grinding media by employing some form of autogenous grinding. two pilot plant operations were carried out at the facilities of Lakefield Research of Canada Limited, in which autogenous grinding of Granduc ores was investigated. Selective flocculation enables the production of high-brightness kaolin products from kaolin ore once considered too poor in quality for beneficiation into paper-coating pigments. Anatase, Ti(1-X)FeXO2, with X = 0 to 0.05, is a common iron-bearing impurity in sedimentary kaolin that can be unresponsive to kaolin beneficiation processes, such as magnetic separation, due to its extremely fine particle size (<0.3 µm), or chemical bleaching, because of its chemical stability. Described here are selective flocculation technologies that separate anatase by flocculating anatase or flocculating kaolinite from dispersed slurries. Applying the advances in the chemical and mechanical dispersion of ultrafine particles and the selective aggregation of kaolinite or anatase particles have resulted in the selective flocculation processes practiced today that have increased process recoveries from those technologies practiced beginning in the 1960s.

World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960&apos;s, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960&apos;s arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States&apos; domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

In the first part of this paper the authors present an overview of industrial minerals produced in the Canadian provinces of British Columbia, Alberta and Saskatchewan, and supplied to the Pacific Rim countries. The second part outlines some of the unique opportunities for industrial minerals that exist in the three western Canadian provinces and those minerals we feel have development potential for overseas markets. Because of time constraints, it is not an exhaustive presentation on industrial minerals, but is focused on a few selected minerals that we believe have high potential.

The Flambeau volcanogenic massive sulfide deposit located in northwestern Wisconsin occurs within the southern lobe of the Canadian Precambrian Shield. The steeply dipping tabular body occurs in a complex pile of cyclic schistose intermediate to felsic fragmental volcanics. No chloritic alteration pipe is recognized but adjacent rocks have undergone magnesia metasomatism and subsequently were metamorphosed to the upper greenschist and lower amphibolite facies. Although modest in size the deposit is of special interest in that it has an extensive and well preserved supergene enrichment blanket. Economic minerals found within a pyritized quartz-sericite schist are chalcocite and bornite overlying primary chalcopyrite.

"The International Organization of Standards defines risk as “the effect of uncertainties on achieving objectives (15).” In mining, many uncertainties can influence the outcome of personal or professional objectives and are often difficult to predict. Risk management, the minimization and control of adverse effects from exposure to identified risks, is a well-established concept that can summarized as “being smart about taking chances” (12). Risk management now consists of management processes unique to numerous organizations across many industries, as varying sectors encounter a variety of needs, including the analysis and mitigation of risks related to physical security, product liability, information security, various forms of insurance, regulatory compliance, and workplace safety (12). The reoccurrence of multiple fatality events in the US mining industry, especially the underground coal sector, suggests an opportunity for improved methods of major safety hazard identification, assessment, and mitigation. A risk management approach would include ready identification and mitigation of these risks, inclusive stakeholder engagement, and rapid integration. While many solutions to reducing the risk of mine disasters have been proposed including stricter regulation and improved technology, a comprehensive risk management approach has yet to be fully integrated in the US mining industry. In December of 2006, R. Larry Grayson of the National Mining Association’s Mine Safety Technology and Training Commission called for “a new paradigm for ensuring safety in underground coal mines, one that focuses on systematic and comprehensive risk management as the foundation from which all life-safety efforts emanate (7).” A risk management approach has already been implemented with success in Australia’s minerals industry as part of a transition during the mid-1990s from a prescriptive based health and safety attitude to a more proactive, duty-of care [risk-based] philosophy (13, 16, 17).FUNDAMENTAL ELEMENTS OF RISK MANAGEMENT TECHNIQUES The fundamental components of a comprehensive risk assessment/management program are well-established within the realm of mining health and safety. Figure 1 depicts the elements of a typical mining hazard management framework. The first step in any safety-based risk management system is to identify and assess hazards by their location, nature, and magnitude within a mine. Next, a decision is made about choosing to eliminate, mitigate, or tolerate each hazard. Ideally, a hazard will be eliminated during the design stages of mining, though dynamic mining conditions often require continuous improvement and reevaluation of existing hazard controls. If elimination is not possible, hazard mitigation actions can consist of methods, rules, equipment, competencies, or other mechanisms. If a hazard is simply tolerated, as many inherent mining hazards must be, then specialized administrative controls must be utilized to minimize losses. During this process, the performance of each action is monitored and modified as needed (13)."

The Star-Morning mine is a. 1000-ton-per-day lead-zinc producer located in the easterly part of the Coeur d&apos;Alene Mining District of North Idaho. The property includes both the Star and Morning mines which are located on the westerly and easterly portions of the same complex of veins. The mine is 70% owned by the Bunker Hill Company (Gulf Resources, Inc.) of Kellogg, Idaho, 30% owned by Hecla Mining Company, and operated by Hecla Mining Company with head-quarters in Wallace, Idaho. One of the characteristics of mines in the Coeur d&apos;Alene District is that many of the ore bodies extend to very great depths. The Star is no exception, but rather a leading example. The complex of near vertical veins and ore shoots extend some 7000 feet below the surface at present, with a maximum strike length of about 4000 feet. Ore has been mined on 20 separate veins and ore structures. More than 50 miles of headings have been driven and nearly 23 million tons of ore mined since the Morning mine started in.189S. The problems of mining at such depths are formidable temperature on the bottom level is 1100 F and high humidity problem. Pressure from the sheer weight of rock is as high foot. This paper will deal with providing a new access to the deeper levels of the mine and the installation of a hoist and related items to service these levels. By the time development had reached the 7100 level (Figure 1), it became apparent that a different &apos;hoisting system was going to be necessary if we were going to continue to mine at a profit. The main shaft extended to the 4000 level at which point a ?:3100"&apos;foot winze shaft provided access to the 7100 level. The two hoists were limited to handling 3-ton payloads at 1200 to 1500 feet per minute. Some ores are still produced from above the 4000 level but as these ore reserves become depleted the hoisting of the desired tonnage (1000+/day-) from the lower levels of the mine would exceed the capacity of the existing hoisting system. A decision was made to sink a new vertical shaft at a point well in the south wall of the ore bodies where strong rocks and a minimum of faulting was expected and to purchase and install a new hoist capable of hoisting over 7000 feet. This new&apos; shaft, designated as the No. 4 Shaft, was planned to reach 2000 feet below the 7100 level which was the deepest level at that time. The hoist would be in-stalled on the ,main 2000 Adit level which is used as an access and haulage level to the concentrator and surface plant in Burke.

The historic Getchell property is currently being mined from the Getchell Main Underground workings, a foot wall extension of the Getchell open pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is currently under development via two vertical shafts. Together, the two mines will continue to provide feed to the Getchell&apos;s 3,200 tpd mill/autoclave circuit, taking Getchell Gold from its current production rate of 200,000 ounces (Au) per annum, to over 400,000 ounces (Au) per annum by 1999.

A field inventory was made of the mineral, geologic, geothermal, and groundwater resources of three geologically recent lava fields in the desert of Oregon. The term "resource" was applied with care: a "resource" must have particular value or worth, although it need not be economically viable. The spectacular volcanic features of the area have particular scientific and general interest and thus constitute geologic resources. The mineral endowment, mostly occurrences of low unit value such as stone and cinders, in large part are not resources, due to market conditions, regulations, and other factors. These and other conclusions will be used by the Bureau of Land Management in its multiple land use planning process for the area.

The Otjikoto Gold Mine in the Republic of Namibia is located approximately 300 kilometers north of the capital city of Windhoek. The project features surface mining with a modern gravity/carbon-in-pulp mill for ore treatment and recovery of gold. Initial mill design capacity was 2.5 million tonne per annum but then expanded after 9 months of operation to 3.1 million tonne per annum. The technical steps to establish the Otjikoto mill design from process selection in the due diligence stage, through flowsheet development in the feasibility study followed by detailed engineering design are reviewed in this paper along with mill performance during start-up and in 2019.

Mining vehicle manufacturers are developing lithium-ion (Li-ion) battery electric vehicles as an alternative to diesel-powered vehicles. In gassy underground mines, explosion-proof (XP) enclosures are commonly used to enclose electrical ignition sources to prevent propagation of an internal methane (CH4) air explosion to a surrounding explosive atmosphere. Li-ion batteries can create pressurized explosions within sealed enclosures due to thermal runaway (TR). Researchers at the National Institute for Occupational Safety and Health (NIOSH) measured TR pressures of lithiumiron phosphate (LFP) cells as a function of free space within sealed enclosures and observed an inverse power relationship. A well-confined cell produced 294 bar (4260 psia) of pressure during a TR, far exceeding minimum pressure containment specifications for conventional XP enclosures. Results indicate that adding enough free space surrounding LFP cells can reduce TR pressures to levels below that expected for CH4-air ignitions. Measured TR temperatures were below the minimum autoignition temperature of CH4-air.

The North Shore 9 Collector System comprised an integral part of the Milwaukee Metropolitan Sewer District&apos;s Water Pollution Abatement Program. The project required the construction of 1,490 m of tunnel, ranging from 1.5 m to 4.6 m in diameter along three separate alignments beneath arterial streets traversing Milwaukee&apos;s central business and cultural districts. This paper details the various aspects of the tunnel drives which were accomplished using two Lovat EPB type TBMs in conjunction with pipe-jacking procedures. Shaft configurations developed for the project, including ancillary subsidence mitigation components and portal pressurization facilities are discussed. Anomalies in observed soil behavior at variance with the parameters delineated in the project&apos;s geotechnical report are addressed.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies, including a fire or explosion, a massive roof collapse, mine inundations or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training.
