The Alton Coal project, located in south-central Utah, lies at one point just over six miles from Bryce Canyon National Park. This region of the southwestern United States has been called the "Golden Circle" of national parks and monuments. Can a mine be inserted into this region so that it does not intrude on this spectacular landscape? The Alton Coal Project is a proposed surface coal mine designed to serve as the fuel source for the Harry Allen Power Plant, a 1,000 megawatt generating station planned for a site 25 miles northeast of Las Vegas, Nevada. The mine and the power plant will be connected by an underground pipeline through which coal will be transported in slurry form.

The uncertainty associated with a reserve estimate has generally been expressed as a subjective ranking rather than a quantitative expression of either reliability or uncertainty. These rankings of estimate reliability have taken a very nonquantitative bent as well. For example, the U.S. Securities and Exchange Commission definition of proven reserves is given as: Reserves for which (a) quantity is computed from dimensions revealed in outcrops, trenches, workings, or drill holes, grade and/or quality are computed from the results of detailed sampling and (b) the sites for inspection, sampling and measurement are spaced so closely and the geologic character is so well-defined that size, shape, depth and mineral content of reserves are well-established. During the 1980 decade, the rapid price increase for flake graphite has generated a high degree of interest for the discovery and the development of alternate occidental sources of supply in response to fluctuations in quality and availability from current producers. Alike many industrial minerals, graphite draws its complexity not only from its mineralogy and unique properties but also from the very large spectrum of industrial applications each calling for specific quality criterion. As new high technology uses are being developed, more rigid specifications will apply. Discovered during the latter part of 1988 by Mazarin inc., some 30 Km South of Fermont near the Quebec-Labrador border, the Lac Knife deposit was quickly identified as one of the world major long term alternate source of stable supply for this mineral. This paper also reviews the status of the project development as of late 1991, while updating previous papers published by Industrial Minerals1990 and Mining Magazine 1990.

Geophysical methods are gaining acceptance in the evaluation of coal mine ground control condition. The use of in-seam seismic investigations has contributed significantly to the body of information concerning ground control feature identification and analysis. Seismic methods have been used successfully in locating voids, faults, fracture zones, roof and floor rock interfaces, and more recently in characterizing in-seam stress distribution. Seismic tomography is an effective tool in data interpretation for several of these applications, but as is the case with other engineering application of geophysical techniques, there are limits as to how much substantive information can be interpreted from a given data set. This paper discusses some of the applications of in-seam seismic geophysical tomography, and the limits to which the transformation from raw data to information should be taken.

Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

Gem-quality red beryl in the Wah Wah Mountains of southwestern Utah formed as a post-magmatic mineral in a topaz rhyolite flow. Unlike topaz, this beryl occurs along fractures in devitrified rhyolite, rather than in lithophysal vugs. The flow occupies a graben and perhaps a significant paleo-drainage. Beryl occurs at medial depths within the eroded flow, about 170 m below overlying mafic lava flows. Both beryl-bearing fractures and the host rhyolite show an unusual amount of argillic alteration compared with other topaz rhyolite flows. Alteration may be related to the incursion of surface water along shrinkage fractures within the flow. Whole-rock concentrations of CaO within the host rhyolite are very low (<0.01 % to 0.18%) compared with other topaz rhyolites and Be concentrations (about 20 ppm) are about average. Low Ca activities prevented fluorite precipitation and allowed Be transport as fluoride complexes. Beryl probably grew at subsolidus temperatures (-300-650°C), but above the temperature of kaolin development (200-300°C) as fluoride-rich vapors, released by devitrification, encountered fractures and mixed with vapors derived from surface water flowing through the fractures. Beryllium fluoride complexes reacted with water vapor, silica minerals, alkali feldspar, water, and Fe-Mn oxides along fractures to produce red beryl. Continued reaction of the cooling flow with surface water at lower temperatures probably produced a boiling, more acidic fluid that produced the argillic alteration. Consequently, eruption of low-Ca topaz rhyolite followed by entrance of surface water into medial portions of a devitrifying and still hot lava flow appear to be critical factors that led to red beryl formation.

Commonly used predictors of ground vibration from blasting, being linear in log-log plot, do not model the underlying physics of wave attenuation. Amplitude of the wave decays with distance due to geometrical spreading and inelastic attenuation producing a nonlinear carve in log-log scale. The nolinear decay of seismic waves has also been observed from non-explosive sources, such as, pile driving, drop hammer, traffic, etc. The improved predictors, by explicitly taking these two mechanisms into consideration, model the data trend extremely well at all distance ranges. Actual field data from different studies have been used to validate the improved models.

"INTRODUCTION DC Water’s First Street Tunnel (FST) is comprised of a collaborative effort between DC Water, DC Water’s Project Consultants Organization (PCO) led by Greeley & Hansen and McMillen Jacobs Associates and the design-build team of Skanska, Jay Dee, and Parsons Brinckerhoff. The fast-track project includes elements that were designed by the PCO and released for construction by DC Water prior to Notice to Proceed (NTP) and elements designed by the Design-Builder from 30% to released for construction after NTP. This required effective communication and technical coordination for integrated engineering and efficient construction. The project, constructed in an urban residential neighborhood, included innovative construction methods such as multiple location ground freezing, utilizing a centralized freeze plant, to minimize community impact. The means and methods chosen for cast-in-place shaft linings, precast segmental tunnel lining, microtunneling, sequential excavation method (SEM) adits and near surface elements reflected the immediate and sensitive surroundings, which varied by construction staging area (CSA). Technical aspects of the project, relative to the evolution from pre-bid to construction documents, are discussed along with modified designs to suit means and methods. SCOPE OF WORK In 2012, four major storm events swept through the District of Columbia and hit the Northeast Boundary sewer shed particularly hard with the neighborhood experiencing severe flooding. The extreme nature of the flooding, the damage to private property, and the health risks associated with exposure to sewage led to a multi-agency response and community calls for answers and action. The Mayor assembled a Task Force to evaluate a range of potential actions to address combined sewer flooding including engineering, regulatory, code revision, and management improvements. The Northeast Boundary Neighborhood Protection Project was the outcome of the Mayor’s Task Force; it is a three-step infrastructure initiative designed to offload the undersized sections of the existing collection system that serves the Northeast Boundary drainage area by implementing the McMillan Stormwater Storage Project, First Street Tunnel Project and the future Northeast Boundary Tunnel Project. Until the Northeast Boundary Tunnel Project is completed, the First Street Tunnel Project will add 8 million gallons of combined temporary sewer storage in a new tunnel under First Street NW to relieve undersized sewers that traverse the Bloomingdale neighborhood."

The metallurgical processes that are frequently applied today use strong solutions and are of alkaline, acidic, or organic nature. These play a very important part in recovery of values from many ores. These solutions are of such a chemical nature that they are generally corrosive, flammable, and contaminating. In most cases, they are highly dangerous to the environment. Within the extractive metallurgical industry, it is also very common to have to deal with the handling of contaminating solutions with a high content of cyanide, arsenic, mercury, lead, copper kerosene, acid and many other components whose temporary or permanent confinement within the process must be adequate and absolute.

Rhenium is primarily recovered as a by-product from molybdenum roasting circuits. However, rhenium is also present in copper heap leach solutions at very low concentrations and represents a potential new rhenium source. Freeport-McMoRan Copper & Gold has developed a new process using carbon adsorption followed by ion exchange or solvent extraction to concentrate rhenium from less than 1 ppm to 15 g/L. The product is compatible as a feed to an existing rhenium processing plant. A pilot plant operated at Freeport-McMoRan?s Sierrita mine has demonstrated the technical and financial feasibility of this new process.

"Clays are known to contribute to a wide range of mineral processing challenges. These challenges can haunt a plant from the pit, through the beneficiation plant and even to the tailings pond and process water. Each step that the clay is present potentially experiences significant and costly impacts to the process efficiencies. The effect of clay minerals on the performance of phosphate flotation was investigated. The investigation led to an understanding of the movement of clay through the beneficiation plant, the impact on reagent usage, and the overall flotation performance. INTRODUCTION With the decline in mineral feed grades, mineral processing will continue to face challenges. One significant challenge would be obtaining high recoveries of industry specified quality mineral concentrates with lower quality raw minerals. Other challenges may be the handling of the excess tails and process water being produced to maintain a mill’s production volumes. For example, increased levels of clay have been, and will continue to be, a topic of concern for many mines. Some of these concerns include environmental regulations associated with water storage and discharge, as well as beneficiation. Gonglun Chen reported that clays produced in the phosphate industry are generally colloidal and fine (90% < 45 µm) (Chen, 2006). As such, these clays can take 20-30 years to settle, in the absence of polymeric assistance. The settling of these clays is essential as an accidental discharge can lead to substantial impacts to the wildlife and ecosystem. The Environmental Protection Agency (EPA) has referenced cases where the discharge of water can result in fines in the tens of millions of dollars, and at times causing the processing plants shut down, depending on the volume and quality of this discharged water (EPA, 1997). The turbidity discharge criteria will vary from state to state. Florida’s Department of Environmental Protection has listed a turbidity maximum of 29 NTUs, or 60 mg/L total suspended solids, above the natural background condition (Florida Department of Environmental Protection, 2016). A lot of the literature has been focused on the impact of high levels of clay (>10%) on mineral processing. Farrokhpay has reported the significant impact of clay minerals on froth stability in copper flotation (Farrokhpay, 2012). He reported that clays can form a hydrophobic slime coating on the surface of bubbles, which can yield an increase in froth stability. Clay concentrations as low as 5% can have significant impacts on the rheological properties or slurry viscosities. Increased slurry viscosities can lead to either elevated pumping/processing energies being required, decrease in flotation efficiencies due to a decrease in bubble mobility through the pulp, or decreased throughput to manage these viscosities (Tu, 2005; Farrokhpay, 2013; Burdukova, 2014)."

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. A pilot plant operated at Freeport-McMoRan?s Sierrita Mine has demonstrated the technical and financial feasibility of this new process. Copper heap leaching dissolves more than just copper from the copper ore. Several metals can be identified in leach solutions at concentrations of financial interest, rhenium in particular. Rhenium spot prices ranged from a yearly average of $1,070/kg ($483/lb) in 2005 (Magyar, 2008) to $10,400/kg ($4,706/lb) in 2008 (Polyak, 2013). The spot price in September 2013 was approximately $3,000/kg ($1,357/lb) of rhenium (Metal Bulletin, 2013). Several facilities at Freeport-McMoRan have very low rhenium concentrations in their copper leach solutions, ranging from 0.1 to 0.7 mg/L. The large quantity of solution available, if coupled with an attractive rhenium price, means that the rhenium contained in leach solutions may represent a significant value if a method of extraction could be developed. Testing has confirmed that rhenium adsorbs onto activated carbon much more selectively than other metals in the pregnant leach solution (PLS). A 100-gpm pilot plant was constructed to verify the lab-scale results on a larger basis and establish operating parameters for a full-scale operation. This report summarizes the initial technology development and pilot plant operation.

The depth at which it becomes more economical to use slope access as opposed to box-cut access for near-surface coal reserves, termed "transition depth," can be established for a given coal property by considering cost estimates for those parameters that determine respective access method. Fourteen parameters that influence access cost were identified and ranges determined. A Transition Depth Formula was developed to permit determination of the better method of accessing a reserve, given such information as highwall slope, road width, total bench width, pit dimensions, road grade, belt component costs, pumping costs, and cost of overburden removal and reclamation. In most cases, in Appalachia, studies indicate that the transition depth ranges between 20 and 30 m.

This paper details the extensive underpinning required to hold up the 39th street Bridge while demolishing its massive support piers and building a 30ft deep Cut/ Cover RR tunnel beneath it. The underpinning/SOE support required the construction of 16 large hand dug pits 36ft deep that were reinforced and concrete filled. In addition, an extensive steel support system was tied into the bridge super structure. All of the underpinning/tunnel construction was done while a 110ton crane sat directly atop the heavily trafficked – 66 ft. wide bridge. The tunnel excavation, concrete lining and final bridge pier support work will also be presented. All work was done within 5ft of active mainline tracks and that required tight grouting behind all lagging to eliminate any track settlement.

The Delaware County Regional Water Quality Control Authority (DELCORA) will be adding tunnel infrastructure to its wastewater conveyance system. This program involves the construction of a conveyance/storage tunnel and related facilities. The proposed 12- foot to 14-foot (±) finished diameter, TBM mined deep rock tunnel spans over 8.5 miles and lies approximately 80 ft-120 ft below the surface. The system is connected to the surface by at least five vertical online shafts and one offline shaft with associated 800ft long adit. This paper provides project details including data on the geologic conditions in which the tunnel will be constructed.

The Pardee Chemical Feed Shaft Project involves construction of two new chemical feed shafts to improve raw water treatment capabilities at the East Bay Municipal Utility District’s (EBMUD) Pardee Reservoir in Valley Springs, California. The project includes construction of two 250-foot deep, 16-inch diameter stainless steel chemical feed shafts that penetrate an existing 8-foot diameter concrete lined conveyance tunnel. The design approach required the shafts be installed using top-down drilling methods and within a strict verticality tolerance (0.1%). Innovative precision drilling techniques ensured that the shafts penetrated the tunnel in their planned locations and the installed chemical feed lines would function as designed. Challenges included extremely limited access to the tunnel because of a requirement to maintain the tunnel in service during construction. This paper discusses the overall project’s design and construction approach, including unanticipated conditions that the project team faced and how these conditions were managed and overcome through collaboration between the contractor, designer, and owner.

Preliminary design is underway for a new Southern Nevada Water Authority (SNWA) project that will ensure one of America’s most reliable water systems by providing continued, reliable water service to existing and future customers. The Horizon Lateral is a $1.6 billion water transmission pipeline that includes 7–10 miles of 108-inch finished diameter rock and soft-ground tunnels. The tunnels will traverse volcanic rock in or around the McCullough Mountain Range and the surrounding alluvial basin. The tunneling community will find relevance in hearing about this critical infrastructure project from a leading wholesale water utility owner with a proven track record for on-time, collaborative projects.

The Great Belt Link is a $3.5 billion fixed link across an 18 km (12 mile) wide body of water that separates the island of Zealand, on which Copenhagen is situated, and the main land mass of Denmark, Jutland, which is part of the European continent. The project consists of three main contracts. The first contract is an 8 km (5 mile) long, two-bore railway tunnel for the eastern half, the second contract is a 6.6 km (4 mile) combination railroad and highway bridge for the western half, and the third contract is a 6.7 km (4 mile) long high-level highway bridge for the eastern half. This paper will discuss the Eastern Railway Tunnel Project and the methods of construction that the joint venture consortium plans to use, along with its equipment selection. The ground conditions to be encountered begin with glacial tills, which are a mixture of clay, silt, sand, gravel, cobbles, and granitic boulders. The boulders can be up to 1-3 m (3-10 ft) in diameter. Underlying the till is a marl which is sometimes highly fractured with hydrostatic pressures of up to 8 bar. About 40% of the tunnel is in till and 40% in marl, with the remaining 20% being a mixed face of the two formations.
