The Great Plains Coal Gasification Project is the first commercial scale grass roots synthetic fuels (SNG) plant to be built in the United States. The plant will be constructed in two phases, with each phase producing 125 million cubic feet per day of pipeline quality (970 BTU per cubic foot) substitute natural gas from lignite coal. The plant is located north of Beulah in Mercer County, North Dakota. The first phase complex, when completed, will cost about 1.2 billion dollars and will include all necessary process units, oxygen production, steam generation, coal handling and preparation, utilities and infrastructure. The plant will be owned and operated by, the Great Plains Coal Gasification Associates, a partnership consisting of the following companies: ANG Coal Gasification Company, Mid Con Corporation, Tenneco, Inc., Transco Energy Company and Pacific Lighting Co. The Project began in late 1973 with a Phase I feasibility study and site selection study. The feasibility study was completed in 1975, at which time Kaiser Engineers and C. E. Lummus, the two engineering contractors, proceeded with a Phase II conceptual engineering design for the project. The culmination of the Phase II work was the publication of a detailed scope definition and control estimate, which was to become the cost guideline for procurement and plant construction. Following an engineering slowdown period in 1979, due to continuing delays in regulatory procedures, detailed engineering effort was reinstituted in early 1980 and by mid-1981 was approximately 35 percent complete. The total home office engineering effort amounts to approximately 3.5 million man hours of work split between Kaiser Engineers and Lummus. These totals exclude the engineering effort expended by Lurgi of Germany in the process design. The gasification plant shares the site and certain other facilities with the Basin Electric Power Station. Among these facilities are the plant access railroad, peripheral drainage ditch and raw water supply system. In addition, the gasification plant will draw its power directly from the Basin main substation, and Basin will receive coal from the gasification plant, consisting of the coal fines which cannot be gasified in the Lurgi units. The overall construction program covers a period of approximately 44 months with mechanical completion and initial gas production slated for late 1984. Craft labor requirements amount to approximately 11.5 million man hours and the work force peaked in excess of 4,500 people. In anticipation of an early resolution of both Federal Energy Regulatory Commission ruling and Department of Energy loan guarantee commitments, certain work on the site was commenced during 1980. This work consisted of site rough grading, driving of piles, and erection of three of the plant auxilliary buildings. Orders and subcontracts were placed for compressors, pumps, electrical equipment, material handling equipment, piping, structural steel, boilers, oxygen plant and cooling towers. Over 40 major Federal, State and local permits were required. Among these were such diverse permits as: ? Soil conservation ?Railroad and pipeline rights of way ? Certificates of site compatibility ? Permits for structures in areas controlled by the ? U.S. Army Corps of Engineers ? Environmental permits required by the North ? Dakota Department of Public Health. The preparation of an Environmental Impact Report began in September of 1973. FPC (now FERC) guidelines and North Dakota special requirements were followed except that, at the time, the highly structured form of environmental impact statements we know today was not in use. We were required to develop a number of new sampling and evaluation techniques and reporting procedures at a time when the requirements were vague and often contradictory. In March 1975, field studies were completed and submitted to the Bureau of Recla¬mation, which then began to prepare its own EIS. Two years later, in May 1977, public hearings began on the Project. The hearings and public review of the report drew over 400 comments or questions. Responses o the comments were in¬corporated in a Final Environmental Impact Statement issued in January 1978. In March 1975, the original filing was made for an FPC Certificate of Public Convenience and Necessity which included: ? A technical feasibility study ? An Environmental Impact Assessment ? An Economic and financial feasibility assessment. An amended filing was submitted in 1976 to build the plant in two phases because studies then indicated that the cost of the plant had increased substantially. A second amended filing was submitted in 1977 to reflect the involvement of Peoples Gas (now Mid-Con Corporation) in the Project. At the time, it was believed that an FPC Certificate could be issued by December 1977. However, approval would be contingent on the U.S. Bureau of Reclamation having a complete Final Environmental Impact Statement for the Project. The fourth annual Mine Rescue Evaluation program was held in conjunction with the 1995 Institute convention at Crested Butte, Colorado. The Mine Rescue committee is chaired by Lynn Busskohl and is but one of 16 such committees of the institute. In 1995 seven teams participated in the program. They were BHP Minerals, The Coteau Properties Company, Decker Coal Co., The Falkirk Mining Company, Kerr-McGee Coal Corporation, Sabine Mining Co. and Western Energy Co. [ ] Professional evaluators who provided challenging scenarios for the near 60 persons were Jack Knight of Pensacola, Florida; Dave Medick of Northwestern Resources, Jewett, Texas; Joe Nugent of Idaho Springs, Colorado and Jack Peleaux of Innovative Access, Evergreen, Colorado. Each team was comprised of seven members and one trainer representing the states of Montana, New Mexico, North Dakota, Texas and Wyoming. This committee challenges the incoming Colorado vice president to locate a team for the 1996 program in Durango, Colorado. Five different scenarios were presented the first day of evaluation and three the second. Each team was given the pertinent information to solve the problem as they assembled at the site. The realistic industrial related scenarios closely simulated the stress of actual rescue incidents and were going on simultaneously. Each team was unaware of the circumstances until arriving on the scene. Lynn Busskohl presented an overview of the Mine Rescue committee work at the Monday Institute welcome session and invited all attendees outside to view the various pretend rescue operations. Valuable suggestions were made by the team of evaluators following each scenario. These teams are providers of immediate rescue and medical care for accident victims at their respective properties. The members are prepared to act with immediate and professional knowledge to save lives and prevent further injuries. [ ] Many donors financially assisted with the 1995 program. They are: Blattner Constructors; Butler Machinery Co.; CMC Rescue, Inc.; Galls, Inc.; General Equipment; PMI-Petzel Distribution, Inc.; SafetyMaster; Skedco and TIC of Wyoming. An adder to the 1995 convention was golfing on Saturday, June 24 for three foursomes. This may become an annual event if there is sufficient interest. Team meetings, tests and swap meetings were attended by all participants during the Friday thru Monday program. A fun competition took place after lunch Monday followed by a training session. All events were chaired by Lynn Busskohl. On Saturday evening, June 24 a reception for all mine rescue participants and spouses who had advance registered for the social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue committee members attended the Monday night country western reception and Bar-B-Q with their families. This was followed by an adult western dance evening. The Mine Rescue committee looks forward to a 1996 return to Tamarron near Durango, Colorado which was the site of the first evaluation program. Plans call for all convention housing to be at Tamarron.

The second annual RMCMI Mine Rescue Performance Evaluation was held in conjunction with the 1993 RMCMI Convention at Beaver Creek. [ ] Six teams participated in this year's evaluation; BHP Minerals, Navajo Mine, Fruitland. NM; BHP Minerals - LaPlata Mine. LaPlata, NM; BHP Minerals - San Juan Mine. Waterflow. NM; The Coteau Properties Company - Freedom Mine, Beulah. ND; Cordero Mining Company, Gillette, WY; and The Falkirk Mining Company - Falkirk Mine. Underwood, ND. The Western Energy Company of Colstrip, MT was represented through observers and evaluators. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, were provided by members of the Eagle Valley Ambulance Service. Five different scenarios were presented to each team on the first day of the evaluation and three on the second. Each team was given the pertinent information to solve the problem as they assembled at the scenario site. The scenarios were going on simultaneously and each team was unaware of the circumstances until they entered the scene. Interested onlookers were afforded the opportunity of viewing the actual simulated rescue operations as they occurred. The teams received valuable pointers and direction from the ream of evaluators following each scenario. They were are also given the opportunity to observe the other teams in action and to meet with the members of all the teams to share information and ideas during team meetings per the predetermined schedule. The primary goal is to recognize current rescue skills, knowledge, and abilities of participating teams. In doing this, each team was provided with individual evaluations and a path for improvement as needed. Each team was recognized for their efforts at an awards breakfast on the final day of the evaluation. New innovations in rescue equipment were introduced and demonstrated for interested teams following the awards program. The importance of progressive training such as what we are witnessing at evaluations during the RMCMI conventions cannot be stressed strongly enough. These teams are the providers of immediate rescue and medical care for victims of accidents at their respective properties. Every mining operation has the potential for very serious accidents due to immense size of equipment and mining logistics. These rescue teams must be prepared to act with the most immediate, professional and knowledgeable actions to save lives and prevent further injuries. Safety is a primary concern of every mining operation and the mine site rescue team is an integral part of that safety effort. A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. The 66th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in the Opticon Theatre, Snowmass-at-Aspen, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President, Stanley C. Shubart, Secretary-Treasurer, Schloss & Shubart, Inc., Denver, Colorado. Mr. Shubart welcomed the guests and was pleased at the large attendance, in view of the fact, that the site for the convention had to be changed at the last minute from the Stanley Hotel in Estes Park to Snowmass-at-Aspen. He stated that Joe Ward, our General Chairman, could not be present due to the serious illness of his wife, Thelma. He called on Bob Wilson, Chairman of the Registration and Hotel Committee, to give his report on applicants for membership since the last meeting. Mr. Wilson stated that there were 89 applicants and 242 registrations, an all-time record. A list of new members follows.

The Trapper Mine is a large surface coal operation located in northwestern Colorado US. The coal seams at the mine dip an average of 8 degrees so, historically, their dragline pits have been orien-tated parallel to the dip of the coal seam to balance stripping ratios. However, the mine plan in the future G and Z pits is designed to take advantage of pit orientations that are parallel to the strike of the coal. During the initial presplit and cast blasts in G pit, significant slope damage occurred. This damage included the opening of joints and tension cracking. There was also block movement directly above the L coal seam, which is the main plane of weakness in the slope. A detailed site evaluation was conducted to develop specific blast design modifications to protect the slopes during future blasting. The modified de-signs successfully controlled vibration levels during the blasting of the Z pit box cut. This paper includes a review of the blast vibration related factors that influence slope stability along with a detailed discussion of the field tests and design modifications developed.

It becomes my pleasant duty to call the meeting to order. This is our fiftieth regular meeting. And the session we are opening today, I am sure: will be as interesting and informative as those in the past. These gatherings present a fruitful opportunity for an exchange of experiences and ideas that will aid all of us in our work in the various segments within the coal industry. Walter Johnson and his Program Committee have arranged a wonderful program for us; Walter, due to his standing in the industry and his large acquaintanceship with the leaders of the industry, has really gone to town in bringing outstanding speakers and personalities to deliberate with us in our proceedings. A lot of things have happened since we last met; in the operating end, and in safety we have made marvellous headway, but we have slipped badly in the marketing end. However, I am sure the messages and discussion you will hear will point out ways and means of overcoming at least some of our difficulties. Before we get on with the program, I want to thank our hard working Secretary, Fred Whiteside, who, by the way, is a charter member of the Institute and has attended every one of the fifty meetings we have held; and the various committees who have been meeting for the past several months and who have arranged this fine program you are to hear. I hope all of you enjoy the convention; the business as well as the social sessions.

The future of coal mining is bright - only if we realize and then manage as though we are competing in the world marketplace. Accept it or not, our market is global. We tend to think our problems are caused by the uncontrolled foreign production of coal, and the uncontrolled drop in coal prices. I submit that our problem is not the world pricing structure - part of our problem is our on-site cost structure - our productivity. We are the world's best at getting out the tons - that is, production. Most mine managers thrive on that. What is in serious doubt is our productivity - our ability to produce tons of coal in a cost effective manner. Please think about the difference: ? Production is tons of coal. ? Producitivity is decreasing the cost per ton of coal. Our future is bright, only if we can increase our productivity by trying different and new ways to manage our businesses and our people. Unlike the easy successes during the 60's and 70's, success in the decades ahead will depend on our ability to achieve greater levels of productivity. If mining and other old line smoke stack industries are experiencing difficult times in 1986, three years into an economic recovery, what will happen when the economy cycles downward? The first Mine Rescue Performance Evaluation for mine rescue teams was held just prior to the 1992 RMCMI convention meeting schedule on June 27 and 28. Six teams took part in this year's evaluation; Decker Coal, Decker, Montana; BHP Minerals' White Team and BHP Minerals' Purple Team, both of Aztec, New Mexico; Kerr McGee Coal Corporation, Jacob's Ranch Mine, Gillette, Wyoming; The Coteau Properties Company, Freedom Mine, Beulah, North Dakota and The Falkirk Mining Company, Falkirk Mine, Underwood, North Dakota. This was the first mine rescue evaluation program developed to measure a unit's proficiency in their skills rather than emphasis on a ranking order of teams. The objectives for the evaluation were to promote learning and to evaluate the current level of experience of the attending rescue units. The priority goal for this evaluation was to recognize current rescue skills, knowledge and abilities of each team participating. In doing this, each team is provided with individual evaluations and a path for improvement as needed. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, was provided by members of the Hermosa Cliffs Colorado Fire Department under the direction of Dan Noonan, Fire Chief. On Saturday, June 27, five rescue scenarios were presented for each team to complete and on Sunday three of a more difficult nature were encountered by each team. On the final day of the RMCMI convention two of the teams performed rescue demonstra¬tions. Onlookers were afforded the opportunity to view the teams in action as they simulated actual rescue operations. The value and importance of mine rescue teams such as those participating in this year's Rescue Team Performance Evaluation are very evident as in many cases they are the only rescue personnel and medical staff on the work site in case of an emergency. Most of these persons are volunteers who spend many hours studying, practicing and perfecting their expertise in the lifesaving techniques needed in the event of a mine emergency. At the same time, they are very qualified coal miners who perform their respective duties at their mine locations, Their dedication to gaining the most knowledge they can get to handle these life and death situations is evident in their participation in evaluations such as this one. [ ] If a highly educational, informative, sharing of knowledge and expertise, while at the same time providing a very enjoyable experience, deems this evaluation a success ... the Rescue Team Performance Evaluation held during the RMCMI Convention at Tamarron this year was certainly a SUCCESS!! The sixth Annual RMCMI Mine Rescue Evaluation was held during the 1997 Institute convention at Sheraton Steamboat Resort, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Gary Cook, is one of 18 committees of the Institute. In 1997 the largest number of teams participated in the program. There were nine: BHP Minerals - La Plata Mine, BHP Minerals - Navajo Coal Co., BHP Minerals - San Juan Coal Co., Bridger Coal Co., The Coteau Properties Co., General Chemical Co., The Sabine Mining Co., Solvay Minerals and Western Energy Co. Professional evaluators who provided challenging scenarios for the 80 participants were Jack Knight of Milton, Florida; Wilson Begay, Chris Saxon, and Gaylon Yazzie all of Western States Security; Mary Bailey, Bailey Associates; Tom Bass, California Department of Corrections; and Art Saenz, BDC. Seven members made up each team plus one or more trainers and represented the states of Montana, New Mexico, North Dakota, Texas and Wyoming. Ten different scenarios were presented during the two day evaluation. Each team was given the pertinent information to solve the problem as they assembled at the site. Mine Rescue families and friends participated as victims providing realistic scenarios to simulate the stress of an actual rescue incident. Each team was unaware of the circumstances until arriving at the various scenes in and around the Sheraton resort. [ ] These teams are providers of prompt rescue and medical care for accident victims at their respective properties. The members act with immediate and professional knowledge to save lives and prevent further injuries. Sponsors who contributed financially to the 1997 program are: Argo Industrial, Antelope Construction, Fisher Safety Supply, Flanders Electric Motor Service, Inc; Intermountain Electronics, Inc.; King Energy Services, Inc.; Rocky Mountain Electric Motors, LS.; TerraMatrix and Triune Inc. On Saturday evening, June 28, a reception was held for all mine rescue participants and spouses who had advance registered for this social event. The RMCMI Board of Directors was invited to attend and meet with the teams. As convention attendees, all mine rescue participants and registered families attended the Monday night country western reception and Bar-B-Q. This was followed by an adult western melodrama. [ ] Glass awards with the RMCMI logo and a Mine Rescue figure were presented at the Tuesday Mine Rescue buffet breakfast to all nine teams, each of which had achieved proficiency at level 3. Captains of the teams pictured below are (from left standing): Ron Neff, BHP-San Juan; Ted Laughline, Bridger, Terry Davis, Coteau; Jim Knutson, General Chemical (from left kneeling): Dan Allerdings, Rosebud; Ron Miller, BHP-Navajo; Jonathan Sorrell, BHP-La Plata and Ray Blaisdell, Solvay. Gary Cook is to be commended for his solo last minute supervision of the Mine Rescue program, due to Becki Beam's unavoidable absence. The teams look forward to the 1998 convention at Snowmass Village Resort, Colorado Thursday and Friday, June 25 and 26.

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with

At the Annual Meeting of the RMCMI Board of Directors held June 29, 1985, the following amendments to the corporation bylaws Article III were made: Section 2. Advisory Board. There shall be an Advisory Board of Directors which shall be com- posed of all former presidents of the corporation and of the unincorporated association, also known as The Rocky Mountain Coal Mining Institute, of which the corporation is the successor. The Advisory Board shall periodically review the philosophy and policies of the corporation and make recommendations concerning the same to the Board of Directors. The Advisory Board shall hold an annual meeting at the same place as and immediately pre- ceding the annual meeting of the members in each year and written notice stating the place, day, and hour of the meeting shall be given or mailed to each member of the Advisory Board at least thirty days prior to the date fixed for such annual meeting. The annual meeting of the Advisory Board shall be for the purpose of electing a chairman from among its members and the person so elected chairman shall also serve as a member of the Board of Directors of the corporation. The Advisory Board shall meet at such other times and conduct its affairs in such a manner as it shall determine from time to time by resolution. Section 4. Regular Meetings. A regular meeting of the Board of Directors shall be held immediately following the annual meeting of the members, at the site of the annual meeting of the members, the day and time to be fixed by the Board of Directors at its annual meeting immediately pre- ceding the annual meeting of the members in each year, without the necessity of any other or advance notice. Such regular meeting of the Board of Directors shall be for the purpose of considering committee appointments, and for the transaction of such other business as may come before the meeting. A regular meeting of the Board of Directors shall also be held in the Fall of each year following the annual meeting of the members and written notice stating the place day and hour of the meeting shall be given or mailed each member of the Board of Directors at least thirty days prior to the date fixed for such regular meeting. Such Fall regular meeting of the Board of Directors shall be for the purpose of receiving the treasurer's annual financial report of the previous fiscal year as reviewed and approved by the auditor, to take action on the budget, and for the transaction of such other business as may come before the meeting. Section 8. Standing Committees. The Board of Directors may create by resolution adopted by a majority of the entire Board of Directors, a Bylaws and Resolutions Committee, a Nominating Committee, a Finance Committee, and one or more other committees each of which shall consist of two or more directors and which shall have and may exercise such authority in the management of the corporation as shall be provided in such resolution or in these bylaws. Section 9. Ad Hoc committees. The Board of Directors from time to time may by resolution create a Membership Committee, a Scholarship Committee, an Education Committee, various convention committees, and one or more other committees each of which shall consist of members of the corporation and which shall have and may exercise such authority, other than in connection with the management of the corporation, as the Board of Directors may determine. MINUTES of the Rocky Mountain Coal Mining Institute 81 st Member Annual Business Meeting July 2, 1985 The 81st Annual Business Meeting of the mem¬bers of The Rocky Mountain Coal Mining Institute was called to order by the president, Charles W. Margolf at 1:35 p.m. Tuesday, July 2, 1985 in the Windom Peak Room of the Tamarron Resort near Durango, Colorado. Thirty members were present and a quorum was established. It was moved by Bill Balaz, seconded and car¬ried to dispense with the reading of the minutes as these were published on pages 67 thru 77 of the 1984 issue of the Proceedings. The chair called for reports of the various com¬mittees and these reports will be placed on file in the RMCMI Office. Bylaws and Resolutions. Chairman Loren V. Linville reported that the Board of Directors had adopted changes to Article III, Sections 2, 4, 8 and 9 calling for clarification of Ad Hoc and Standing Committees as well as setting forth a purpose for the Advisory Board meetings and stating a time for an annual meeting. Profiled on these pages are the eight RMCMI 1996 Scholarship Award winners. All eight winners were present as guests of the Institute at the June convention in Durango, Colorado. Each received recognition at the Institute Awards Luncheon Monday, July 1. 1996. Each state vice president sewed as the host for the collegiate winner and his firm provided travel and hotel expenses. In addition to receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $1,000 tuition credit for the coming academic year, as well as transportation hotel lodging and meals at convention as guests of the Institute. Because this is a continuing award, the winners from the previous year also receive a $1.000 tuition credit in their senior year if recommended by the dean of the college or university and are full time students. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100 or more, the Patrons of the Institute fund the scholarship program. A listing or current donors is found elsewhere in this book. Profiles of the 1996 Scholarship Winners follow. [ ] ARIZONA WINNER Michelle Begaye New Mexico Tech - Socorro. New Mexico Michelle Lisa Begaye plans to work in a mine near her Navajo Reservation after graduation. She would like to continue teaching the young in her community as she has been doing for the past few years. As a volunteer with the Natani' Trails, she takes at-risk students on wilderness experiences such as rafting, repelling, etc. Active in school, she played the trombone, was in speech and drama, played softball, and was the first female to play football as a right and left tackle. A member of National Honor Society in High Shool, she also made the Dean's List at Navajo Community College. Michelle will pursue a degree in Environmental Engineering when she transfers to New Mexico Tech this fall. [ ] COLORADO WINNER Nicole Albert Colorado School of Mines - Golden. Colorado Nicole is pursuing a BS in Mining Engineering with a Minor in Mineral Economics - and has already proven her serious intent with her many activities related to mining. She is a member of the Society of Women Engineers; Society of Mining, Metallurgy and Exploration; and has participated in two different projects related to mining, one of which was to clean up a mine tailings site. Nicole enjoys hunting, camping, fishing, softball and horses. Growing up with her father, working at a surface coal mine, sparked her interest in this industry.

Six of the winners were present as RMCMI guests at the June convention in Breckenridge, Colorado to receive their recognition plaques at the welcome session held Monday, June 27, 1988. In addition to the plaques, each winner receives $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the previous year will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing and are recommended by their university. Criteria for these awards is (1) That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. Bowler University of Arizona Tucson, Arizona Tony has taken a well balanced curriculum and at the same time maintained significant progress toward a Geological Engineering degree. He is interested in computer science and programs as a hobby He is the master of several computer languages including machine language on different personal computers. [ ] Christopher Taylor Colorado School of Mines Golden, Colorado Before matriculating at Mines, Chris served four years with the U.S. Army Special Forces attaining the rank of sergeant. He is active in the military, serving in the Reserves and R.O.T.C. This duty precluded his attendance at the Breckenridge meeting. He plans to get summer work experience in mining before graduation and is interested in the managerial and technical aspects of the mining business. [ ] Laverne West New Mexico Institute of Mining & Technology Socorro, New Mexico A native American of Laguna/Navajo ethnic origin, Laverne graduated from the Sante Fe Indian School as valedictorian. She served as both secretary and president of the American Indian Science & Engineering Society. She works at the Nevada Test Site with contractors assisting project engineers in a variety of jobs. She plans to earn a dual degree in Mining and Geological Engineering then pursue a Master's degree in Mineral Economics at the University of California at Berkeley. Among her honors are a four year scholarship from Sante Fe Southern Pacific Foundation, a one year scholarship from Mobil Oil Corporation and another from Eastman Kodak.

Chairman Doc, distinguished guests, and fellow members of the Rocky Mountain Coal Mining Institute: It's a genuine pleasure to meet with you again at the 54th regular meeting. I might add that it is always pleasant to be at the top of the batting order. The field is wide open since there is no danger of repeating something already said. At the same time, I am aware that the lead-off speaker has a responsibility to avoid stepping on the toes of subsequent speakers. I promise to confine my remarks to areas other than those to be covered by the well qualified speakers that follow. During our meetings at this convention, many fine papers will be presented. Our thanks are due Bob Williams and his hard working program committee for the superior selling that brought so many eminent speakers to our meeting. And, of course, our special thanks go to Doc Schloss, general chairman of this meeting. Doc and his able colleague, Stan Shubart, have been the spark plugs that fired up all of the arrangements we are enjoying here in Glenwood Springs. I'm sure all of us are appreciative of the many hours Doc has devoted to seeing that our meetings will be pleasant and profitable. When we mention arrangements, we always think of that master arranger, Fred Whiteside, who, as a charter member and secretary-treasurer of the Rocky Mountain Coal Mining Institute, has had more to do with more matters around these parts than just about anyone I can think of.

Good Morning. Thank you for your kind welcome, Lyle and thank you for having me here today. I spoke at the fall meeting of the Utah state RMCMI in Price and it's nice to be invited back. I can see by the program that you have two great days of interesting and informative meetings, including the mine rescue team exhibition and the safety recognition award presentations. As you all know, I am here standing in for Dave Lauriski, who is in China with Secretary of Labor Chao. As you also know, Utah is near and dear to his heart - and so is the Rocky Mountain Coal Mining Institute. I want to assure you Dave would be here if it were at all possible. But it is my good fortune that I could come in his place. We have made great progress as an Agency thanks to the hard work and dedication of MSHA's employees. But we are always looking for new ways to solve problems and continue to send more miners home safe and healthy every day. And we have been working on some great ways to do that, including thinking strategically. During my presentation today I'm going to talk about where the Agency is in terms of our transformation to the MSHA of the 21st century, a little bit about how we got to be where we are, and then describe our roadmap to the future state. And I'm going to focus on the significance of our plan and the planning process to demonstrate the implication for the mining industry. Former President Dwight Eisenhower once said, "In preparing for battle I have always found that plans are useless, but planning is indispensable." Now I do like Ike, but I would have to take exception to the first part of the sentence. I have found plans and the planning process to be indispensable - the plan to give me a roadmap to my goal, and the process to focus me on the steps I must take to get there. We all know that having a strategic plan makes the difference between success and failure. We've seen it time and time again, in business, in our lives - and in government: Having a strategic plan is crucial to success. And the process of making the strategic plan is crucial to its success. Putting together a workable strategic plan - a good roadmap - that will successfully lead you to your goals requires a thorough, careful process that takes into account each factor that you may encounter along your way to success, as well as those with whom you will travel. In order to talk about our current plan I want to take you back to three years ago, when Dave Lauriski went to Washington to lead MSHA. He knew that change was in the air. Dave was confirmed as Assistant Secretary with 30-plus years experience in the coal mining industry, and more than 20 years of experience in dealing with

He enjoys baseball, basketball and football. He states, "Miners are meeting the demand of the public by providing energy fuels and minerals to support the standard of living we enjoy. It is sad to see people out of work in this country, but the third world is largely undeveloped, and many jobs are moving abroad." 'I consider winning the RMCMI scholar- ship a great motivator; your belief in me will help me become my best." [ ] COLORADO WINNER Derek Rawson Colorado School of Mines Golden, Colorado "1 have been enthusiastic about the mining industry since I lived in Divide, Colorado and spent time exploring the old mine sites." Derek says. "President Clinton may hit the mineral industry with many reforms, but I believe self sufficiency is important ... we need to produce here in the U.S. what we consume." Mr. Rawson is involved with intramural sports and varsity track. He is a member of the Society for Mining, and Exploration, Inc.; Colorado School of Mines Caving Club; Colorado School of Mines Shooting Club; and Alpha Tau Omega Leadership Fraternity.
