This U.S. Bureau of Mines publication presents salient information in abstract form on 247 coal deposits in Alaska. Coverage includes currently producing deposits and deposits that appear to have commercial production potential. Data arc taken from coal properties identified by the U.S. Bureau of Mines minerals availability program and by a literature search. Infrastructural and institutional factors affecting coal development in Alaska are also discussed.

Introduction The NIOSH Office of Mining and Construction Safety and Health Research has redesigned its Mining Safety and Health Web topic page. The updated page incorporates a significant amount of new safety and health information, plus an improved layout to better serve stakeholder needs. It also provides back-ground information about the NIOSH Mining Research Program, including research awards, core competencies, unique labs, community and educational outreach, and a brief discussion of how the research program is structured. The new Web topic page can be found at www.cdc.gov/niosh/mining. "Search" Feature The redesigned Web topic page features improved search capabilities. The "Search Mining" feature on each page lets you search only the NIOSH Mining Safety and Health Web topic page. The user can still search the entire NIOSH Web page by using the "Search NIOSH" option. New Safety and Health Topics Developers expanded the "Safety and Health Topics" and reorganized the site to make it easier to find information. Each topic link now has a significant amount of new and updated information, as well as links to related topics of interest. Safety and health topics include dusts, diesel exhaust, hearing loss, contact with electric current, fires, explosives, ventilation, emergency management, new and older workers, and education and training. All topics can be accessed from the home page (Figure 1). Publications Although the Web topic page highlights many of the most requested publications on the safety and health topic links, you can find a complete list of downloadable publications as well. More than 600 mine safety and health publications are now downloadable from the page. Short summaries let the user quickly identify publications of interest. Products The updated Web topic page offers more than 120 NIOSH mine safety and health products, including training exercises, toolbox talks, videos, computer software, guides, and checklists, many of which are downloadable. If not, instructions are given on how to obtain copies. Some of our products include: • Software to analyze horizontal stress, design pillars for longwall mines, and select roof bolts for ground control. • Educational software including the Hearing Loss Simulator, which simulates the effects of noise and aging; and Coal Country, which teaches children about coal formation, mining techniques, and everyday uses of coal. • Utility software including the HazCom Helper software to assist individuals in writing a HazCOM plan, as required by the Mine Safety and Health Administration (MSHA), to track hazardous chemicals at their mine sites. • Guides for troubleshooting roof support systems, under-ground workstation design, and seating design. • Training exercises and videos that can be used for safety training. Data and Statistics General mining statistics are used by a wide variety of stakeholders. This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

Samples of fine coal refuse were obtained from 11 coal preparation plants throughout the United States. These samples were characterized by ash analysis, particle size, and mineral composition. From the characterization, geographical locations, and the dewatering equipment being used by the plants, five sites were selected for obtaining bulk fine refuse samples. The selected coal preparation plants were using for final dewatering thickeners followed by: a vacuum disc filter, a filter press, a belt press filter, a centrifuge, and a settling pond. None were using thermal drying. The moisture content of the final cake varied from approximately 23% to 50% depending upon the feed material, flocculant addition, and the type of equipment. The filter press gave the lowest moisture content followed by a belt press and then either a centrifuge or vacuum filter. The centrifuge products were all dried to an approximate 5% moisture in a thermal dryer.

GLOSSARY Acid- and toxic-forming materials. Rock or coal layers containing significant amounts of pyrite or other minerals which, if exposed by coal mining, will cause acid or toxic drainage to occur when acted upon by air and water. Add mine drainage. Any water with a pH less s than 6.0 draining from a coal mine. Water is often orange-colored because of the presence of oxidized iron. Adit. An underground mine entry at sites where coal seams are exposed at ground level. Apple core. A complete hilltop (360°) left exposed by not backfilling the highwall. Approximate original contour. The surface configuration achieved by backfilling and grading the mined area so that be reclaimed land closely resembles the general pre-mining surface configuration and blends into and complements the drainage pattern of the surrounding terrain. Area mining. A surface mining method that is carried on in level to gently rolling topography on relatively large tracts of land. Active area mine pits may be several miles long. Arid and semiarid regions. Lands, generally west t of We 100% meridian, where water use by native vegetation equals or exceeds that supplied by natural precipitation, and rainfall is insufficient to support agriculture. Annual precipitation is normally 20 inches or less. Auger mining. A mining technique often used by surface mine operators when the overburden becomes too for the coal to be mined economically using traditional surface mining methods. Large-diameter (usually 2'-4') horizontal holes are drilled as much as 300 feet into We vertical Me of the coal bed by an auger. Like a bit used for boring holes in wood, coal augers consist of a cutting head with a screw-like extension. As the auger turns, the head breaks up the coal and the screw carries it back into a conveyor that loads it directly into a truck. Backfilling. The operation of refilling an excavation using material removed during the mining process. Bench. The level or flat working area at the base of the highwall that is excavated between the exposed coal seam and the original surface of the ground. Bucket wheel excavator. A continuous-digging machine that uses a rotating vertical wheel with buckets for large-scale stripping and excavating. Cessation Order. Order to cease mining issued to a coal operator by the regulatory authority due to severity of violations, Contemporaneous reclamation. Restoration of mined land that occurs as soon as practical after coal removal. Contour mining. A mining method commonly used in eastern mountainous topography where coal is removed in a narrow strip around the hillside. The extent of the cut into the hillside is determined by the depth of overburden at the highwall compared with the thickness of the coal seam. Daylighting. A term used to describe a surface mining procedure that exposes abandoned underground coal mine workings to enable removal of the remaining coal. Daylighting is followed by land reclamation. Dragline. An excavating machine, usually used in large, flat areas, that drags a bucket (which holds up to 220 cubic yards of material) toward the machine by cables, loads it with spoil, and then hoists it wit a boom up to 350 feet long, allowing the machine to excavate wide benches by depositing the spoil hundreds of feet away from the highwall. Grading. The process of smoothing the disturbed areas of the mine site, after the coal is removed, to closely approximate the pre¬mining terrain. Haul road. Any road constructed, improved, maintained, or used by mine operators and located within the permit area. Head-of-hollow fill. See "valley rill." Highwall. The cliff-like excavated face of exposed overburden and coal in a surface mine. Hydroseeding. Planting of seed mixed in a water medium. Water, mulch, lime, fertilizer, and seed are blended and sprayed onto regarded soil.

"The Bureau of Mines is conducting research on the causes and methods for control of cutter roof failure in underground coal mines. This hazardous ground control problem exposes miners to the danger of falling roof rock and frequently results in massive roof failure. This report outlines the probable causes of cutter roof failure, which are proposed based on field investigations, numerical model analysis, and in-mine observations. Traditional methods of control are presented, as well as innovative methods based on mining concepts developed during earlier years of coal mining history. The report can be useful to a mine operator for assessing the causes of cutter roof failure on a site-by-site basis and for predicting the probability of its occurrence. A process is presented for selecting an optimum control method that includes both traditional and innovative control techniques for each of the various causes of cutter roof failure. INTRODUCTIONGround control research conducted by the Bureau of Mines is designed to develop technology that will aid in reducing the frequency of accidents associated with poor ground control conditions. Cutter roof failure often poses a safety hazard to miners and causes delays in production while massive roof falls are cleaned up and unstable roof is resupported. Implementation of control measures reduces the threat of injury to miners and prevents production delays.The definition of cutter roof failure used in this report separates this unique type of failure from other ground control problems, to aid in the analysis of the causes and in the development of control methods. The definition is as follows:Cutter roof failure in mine roof rock is a failure process that initially begins as a fracture plane in the roof rock parallel to, and located at, the roof-rib intersection. The fracture propagates upward into the roof over the mine opening at an angle usually steeper than 60° from the horizontal.The mappable extent of cutter failure may range in length from only a few feet to several hundred feet and may traverse entry-crosscut intersections without change in direction. Once initiated along the roof-rib line, a cutter may propagate away from the roof-rib line of one side of a room, cross the roof span, and continue along the other side of the room. It is important to note that this definition excludes a similar type of failure (sometimes referred to as ""kink roof') that has comparable characteristics but occurs in the center of the entry. (The reasons for this distinction are discussed in the ""Background"" section.) Researchers refer to the cutter failure discussed in this report as ""classic"" cutter roof failure; except for short deviations across intersections and entries, initial failure is confined to the roof-rib intersection."

The U.S. Bureau of Mines (USBM) ground control research program includes several projects focused on developing design criteria for yielding-pillar-based longwall gate road systems. As part of this program, mining practices at the Sunnyside Mines, Sunnyside Reclamation and Salvage Co., Sunnyside, UT, are being documented to preserve the long history of yield pillar system evolution on the property. Published information describing the specific in-mine performance of the numerous gate road configurations utilized at the Sunnyside Mines is very limited. To overcome this deficit, USBM personnel interviewed 30 longtime mine employees representing nearly 700 years of mining experience at the Sunnyside operations. Mining conditions in 12 specific areas in the Nos. 1, 2, and 3 Mines were discussed in the interviews. Also, broad topics such as general mining practices, safety, and geology were often addressed during the discussions. Comprising the body of this report is an extensive record of the events and conditions experienced while mining the identified areas. In addition, eight significant conclusions were developed that accurately summarize the general opinions of the interviewed personnel regarding mining conditions and practices at Sunnyside.

The Bureau of Mines conducted research to develop preliminary engineering data necessary if the cobalt-rich manganese crusts that occur in the Exclusive Economic Zone (EEZ) of the Hawaiian Archipelago are to be mined. The research was divided into the following sections: (1) physical, mineralogical, and chemical descriptions; (2) mechanical property testing, such as compressive strength, tensile strength, and a rippability index; and (3) mechanical cutting characteristics, including average and peak cutter forces, the specific energy, and cuttings size distribution. Section 1 utilized microscope, X-ray powder diffractometer, and electron microprobe analyses. Section 2 utilized standard mechanical property testing techniques. Section 3 utilized a converted planer mill with full-size coal cutters to fragment the crust and substrate samples. The manganese crust samples were mainly manganese and iron oxides and hydroxides with an average cobalt content of 1 pct and had a nucleus or substrate of rock or sediment. The significant results shown by the mechanical property and cutting tests are that the crust and all but two types of substrates (basalt and trachyte) are weak materials and easily cut with standard drag cutters. The crusts are generally comparable to medium hard coal in strength and in their resistance to cutting.

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

This report describes a statistical analysis of 41,502 respirable quartz dust samples collected from 1974 through 1981 in metal and nonmetal mines and mills. The goal of this Bureau of Mines study was to identify commodities and occupations associated with high quartz dust exposure so that future enforcement and research activity can be focused on the high-exposure areas. For this analysis, the Bureau used its computerized Mine Inspection Data Analysis System (MIDAS), which contains data on nearly 350,000 air samples, including data for 61 contaminants in 45 commodities. The samples analyzed were collected by inspectors of the Mine Safety and Health Administration (MS HA). The data were entered into the MIDAS computer and coded according to commodity, occupation, location, and other categorical information. Occupations an. commodities with high quartz dust exposure were identified by grouping the data by code categories. Workers at sandstone, clay and shale, and miscellaneous nonmetallic mineral mills had the highest quartz dust exposures. Within these mills, occupations with high exposures were baggers, general laborers, and persons involved in crushing, grinding, and sizing operations. Dust concentrations in these mills were not necessarily the highest, but because the dust contained a high percentage of quartz, the health risk from dust exposure was the greatest.

The Bureau of Mines investigated beryllium resources, production methods, and production costs to estimate the quantity of beryllium available for future use. Eight mining districts and 12 deposits are included in the study; lack of data precluded the evaluation of resources from 6 nonproducing and undeveloped deposits. The study revealed that demonstrated beryllium-bearing resources should be sufficient to meet domestic needs and those of other market economy countries (MEC's) well into the 21st century. Total demonstrated beryllium-bearing in situ resources from MEC's are estimated at 118 million metric tons (Mmt) of ore containing approximately 33,000 mt beryllium metal. Approximately 111 Mmt ore containing 29,000 mt beryllium was included in the cost analysis and availability sections of this study. Three Brazilian districts currently produce beryl ore, and one domestic company, Brush Wellman Inc., produces bertrandite ore. Brush Wellman Inc. owns and operates the only MEC facility in the Western Hemisphere for extracting beryllium values from beryl and bertrandite and is the beryllium industry's only fully integrated corporation.

Pyrometallurgical studies by the Bureau of Mines demonstrated the feasibllity of sintering and smelting a low-grade flotation concentrate made by pilot-plant processing 10-percent manganese ore from the Maggie Canyon deposit, Mohave County, Ariz. Under optimum conditions 85 percent of the manganese in a flotation concentrate that assayed 36 percent manganese was recovered as standard ferromanganese. A blend of this flotation concentrate with high-grade dithionate pilot plant precipitate was similarly processed with a recovery of 90 percent of the manganese. Thorough mixing and pelletizing of the charge before treatment on the sinter hearth was necessary to produce a well agglomerated product by single pass sintering. Although satisfactory sinter was produced from a variety of material combinations, best results were obtained on a charge that contained 80 percent flotation concentrate and 20 percent return sinter fines. This combination was mixed with 6 percent coke, based on weight of concentrate; and 12 percent moisture. Sintering such a charge yielded a well agglomerated product containing over 80 percent coarse material, The results of standard crushing tests showed that the product was physically comparable to iron ore sinters and manganese nodules.

The Federal Bureau of Mines has obtained data by differential thermal analysis of the various minerals that represent the nation's resources in manganese. These data are supported by X-ray diffraction analysis, chemical analysis, mineralography, and optical mineralogy, and provide fundamental information on the response of each mineral to thermal treatment in oxidizing, reducing, and neutral atmospheres. The information can be applied advantage¬ously in the identification of manganese minerals. Its greatest potential value, however, lies in the application of the quantitative data on the reaction temperatures, rates, and products to the more efficient extraction of manganese from U.S. ores. Thermal analysis curves are presented for certain manganese minerals, namely hausmannite, bixbyite, braunite, pyrolusite, lithiophorite, cryptomelane, hollandite, manganite, rhodochrosite, and rhodonite. The original minerals and the products of their thermal decomposition were identified by X-ray diffraction analysis, supplemented by chemical analysis and mineralogical identification.

The purpose of this investigation is to determine the reserves of columbium (niobium) minerals in Arkansas and to develop metallurgical methods for concentrating the minerals and extracting the metal. The columbium resources of central Arkansas were explored by drilling and trenching, and a number of samples were taken. On the basis of this exploration the known reserves of the metal were estimated to be over 78,000,000 pounds. The reserves could possibly be extended by additional exploration to 150,000,000 pounds.

Detailed oil yield, lithologic, and mineral distribution data are presented for core and drill-cutting samples from the Western Oil Shale Corp. Project Utah EX-1 Corehole (WOSCO EX-I), drilled to sample a deeply buried oil-shale sequence in the Green River Formation of Utah's Uinta Basin. Drilling of this corehole was part of the evaluation of this site for possible oil-shale development by nuclear explosion. Sections sufficiently thick for nuclear development average 15 gallons per ton or less and consist predominantly of low-grade shales. Some properties of low-grade shales may be advantageous to a nuclear experiment by facilitating breakage, fracture development, and in situ retorting. The formation correlates precisely with the well-studied oil shales 25 miles east near the Colorado border. A 235-foot mineralized section containing nahcolite, shortite, and searlesite whose bottom lies 300 feet above the Mahogany zone is described.

1. Domestic Production and Use: Twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 66% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 25%; Northern States, 29%; and other Southern States, 14%. Output of primary metal in 1973 was valued at $2.2 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1972, building accounted for 28%; transportation 19%; electrical, 13%; packaging, 16%; and consumer durab1es, 10%.

Mineral raw materials produced in California, other States, and foreign countries were purchased for consumption in quantities valued at over $60 million at 800 of the 1,200 chemical plants operating in California in 1960, according to questionnaires completed by company officials. These and other data received from mineral consumers, producers, dealers, and Government agencies formed the basis for this the first of a series of reports designed to present the intricate features and relationships controlling mineral raw material supply and demand in California industries. The results of this study indicated certain changes in use patterns of minerals in chemica 1 manufacturing; a shift in requirements from metals to nonmeta ls, from inorganics to organics, from natura 1 to synthet ic materia ls , and from distant to local sources of supply.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

Late in the nineteenth century en active coal-mining industry was begun in the Lower Freeport bed near Reynoldsville, Pa., where the bed thickened to more than 10 feet in places . The coal was readily accepted as an excellent steam fuel. Much of the thick coal his been depleted, but there are many areas where the deposit averages about 14 feet in thickness. As the more desirable mining sites were worked out in the Lower Freeport bed, other beds were exposed from which will come the county's major cowl production in future. The Lower Freeport bed is still the most important bed in Jefferson County from a production standpoint. The Lower Kittanning bed is second. Sporadic mining is being done in the Upper Freeport, Upper Kittanning, Middle Kittanning, Clarion, and Brookville beds. Strip mining has permitted recovery of much coal that could not be mined profitably by conventional underground methods.

"INTRODUCTION The Mount Andrew iron deposit on Kasaan Peninsula, Prince of Wales Island, Southeastern Alaska, was examined in August 1942 by an engineer 4/ of the Bureau of Mines accompanied by geologists 5/ of the Federal Geological Survey. From October 20 to 27, 1942, two engineers 6/ of the Bureau of Mines made a further preliminary examination and took three large samples of magnetite and magnetite-copper ore for metallurgical testing. During the stunner of 1942 an investigation of the Mount Andrew-Stevenson-Mamie area, including topographic and geologic mapping and a magnetic survey, was made by geologist 7/ the Federal Geologically Survey. On May 31 and June 2, 1943, two Bureau of Mines engineers 8/ conducted a preliminary examination in which special attention was directed to trails, camp, and drill sites. They were accompanied on May 31 by L. A. Warner of the Geological Survey.During the period from September 1943 through September 1944 Bureau of Mines engineers 9/ completed a thorough investigation which included trenching, core drilling, and sampling. A Federal Geological Survey representative 10/ examined all trenches and cores for geological data.LOCATION AND ACCESSIBILITYThe deposit is situated at latitude 55º 31' N. and longitude 132º 18' W. on the north side of Kasaan Bay on Prince of Wales Island, Southeastern Alaska. The general location is shown on figures 1 and 2. The deposit is 5 miles southwest of the village of Kasaan and by water, 27 miles northwest of Ketchikan; the main tunnel portal is 7/8 mile north of the Mount Andrew landing on Kassan Bay."
