While the original purpose of the Bureau of Mines work on fluorine micas was to synthesize large single crystals or film suitable to replace natural muscovite or phlogopite, the objective was broadened to include development of the many possible fluorine micas as a class of new, unique materials. Several methods were developed for the synthesis of the fluorine micas at atmospheric pressure: Solid state reaction, melting in crucibles, internal resistance electric melting, and arc resistance electric melting. The latter two methods are now med commercially. A variety of fluoromicas were synthesized by isomorphic substitution including disilicic, trisilicic, and tetrasilicic. Fluorophlogopite, KMg3AlSi3O10F2, is the fluoromica most widely used. While most of the fluoromicas are completely stable to water, many water-swelling fluoromicas and fluoromontmorrilonoids were synthesized. Single crystals or film of the fluorine micas were grown to 2 inches or more by a number of methods, but none has as yet proved economical. In the report, detailed data and descriptions are given on compositions, syntheses, products, and uses, and on the properties including physical, dielectric, chemical, X-ray, optical, and structural.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing minerals substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. In the 1970's, the energy crisis raised the national consciousness concerning our limited supplies of domestic mineral and fuel resources. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and fuels.

At some coal mines, methane gas is released during raise drilling. At the request of the Mine Safety and Health Administration (MSHA), U.S. Department of Labor, the Bureau of Mines conducted ventilation surveys at different raise drill sites to assess various methods of reducing methane concentration. The resulting data indicate that raise drill shaft cavities are ventilated by air compressors, vacuum pumps, auxiliary blower fans, and free intake air from the surface. The compressors, pumps, and fans operate simultaneously or separately. At the bottom of the shaft cavities, ventilation is controlled by regulators and airlocks. Methane is monitored, measured, and periodically sampled on the surface, at the bottom, and at different levels in the shaft cavities. Maximum concentration of 3.5 percent was measured in one shaft in West Virginia. Air velocity down the raise drill shafts is always very low, Maximum recorded air down the drill stem was 3,000 cfm, which can be increased by adding air compressors. The best way to ventilate shaft cavities is through the simultaneous use of air compressors and vacuum pumps. If the methane concentration cannot be reduced with additional compressors, then the inside diameter of the drill rod should be increased, or larger pilot hole drill bits should be used.

Five makes of expansion-type shells and two types of bolts (mild-steel and high-strength) were used in 30 tests made in sandstone and shale roof, The results show that the anchorage obtained in both the sandstone and shale were stronger than either type of bolt. That is, the yield loads of both bolt types were exceeded before excessive anchor slip occurred. A relationship for evaluating the anchorage effectiveness of 3/8-inch-diameter, expansion-type bolts is presented. A comparison of test results indicates that the anchorage effectiveness of 5/8-inch- and 3/4-inch-diameter expansion-type bolts did not differ appreciably.

During calendar year 1972, the Bureau of Mines was engaged in some 20 major areas of research for the development of new and improved efficient methods of conservation and utilization for petroleum and natural gas, oil shale, and coal. Made up of numerous projects described in this report, the program was carried out through research performed at research centers and laboratories in the field supervised and supported by administrative personnel of this Bureau of the Department of the Interior. Based un this research, 186 technical reports were published by the Bureau or others, and numerous other reports were prepared for Federal agencies, State agencies, and organizations engaged in cooperative research programs with the Bureau.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. The U.S. Bureau of Mines conducted an investigation to determine the nature and frequency of coal mine roof failure beneath valleys. A mechanism for this failure and suggestions for controlling this problem are presented. Hazardous roof conditions identified in some mines were positively correlated with mining activities beneath stream valleys. Mine maps with overlays of unstable roof and locations of stream valleys show that 52 pct of the instances of all unstable roof in the surveyed mines occurred directly beneath the bottom-most part of the valley. The survey also showed that broad, flat-bottomed valleys were more likely to be sites of hazardous roof than narrow-bottomed valleys. Evidence of valley stress relief was found beneath several valleys in the form of bedding plane faults and low-angle thrust faults. This type of failure, previously believed to be only a shallow phenomena, was found at mining depths as great as 300 ft. In situ, horizontal stress measurements beneath a valley and the adjacent hillsides, confirmed valley stress relief. Numerical analysis of 13 valleys overlying one mine property showed the effect of the valley excavation on horizontal and vertical stress.

The diamond-drill method was tried at the site selected for driving a 5- by 6 -foot air shaft at the east end of the Bellefonte mine . This method of sinking consisted , first , of drilling a 5-3/4 -inch-diameter cut hole from the surface , then drilling parallel 1.5 - inch ( EX ) holes around it at appropriate distances for a balanced blasting round . The cut hole was not charged with explosive but served as a relief chamber for the incipient expansion of the ground broken by. blasting the surrounding 1.5 - inch holes . The length of each hole was 236 feet , which was the finished depth of the shaft . The nature of the work in the air shaft was largely experimental , and many difficulties arising from the lack of special equipment and proper technique for precise alinement of the drill holes caused expensive delays before they could be overcome . Drilling the 5-3 /4 - inch hole , which was impeded by frequent core blocks in the core barrel , required 10 shifts . average advance per shift for an EX hole was about 150 feet . The The holes were charged and fired from the surface . The length of the section blasted in one cycle was 10 feet . Blasting progressed from the bottom of the shaft upward . The broken stone dropped into a chute , from which it was drawn into cars on the haulage level . The Bellefonte mine is an underground limestone mine.3/ The primary objective in undertaking the research on shaft sinking by diamond drilling was to perfect a method for driving connections between levels of the mine .

The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

Recent Bureau of Mines research in earth grounding safety is documented in three separate papers. First, guidelines for the design of a 5- ohm borehole ground are presented. Next, an inexpensive practical means to construct a low-resistance bed in high-resistivity soil is described. Finally, a procedure that employs a commercial resistivity meter to measure shock potentials around grounded objects is explained step-by-step. These papers complement the material presented at an earlier technology transfer seminar and published as IC 8767.

The purpose of this Bureau of Mines investigation was to measure the amplitude and shape of the strain pulse and the size of the crushed zone produced in a granite by different explosives and to determine how these quantities are related to the detonation properties of the explosives. The reflection theory of rock breakage has shown that the amplitude and shape of the strain pulse incident at a free surface determine the fragmentation and volume of rock broken. Determination of the properties of an explosive that control the characteristics of the strain pulse produced in the rock will help in evaluating explosives for use in blasting. The investigation showed the different explosives produced a twofold variation in the amplitude of the strain pulse but little variation in the shape of the pulse. The explosives also produced a twofold variation in the volume of the crushed zone, but differences among the explosives were more accurately determined by strain-amplitude measurements than by crushed-zone measurements. The peak amplitude of the strain pulse and the volume of the crushed zone correlated with the calculated detonation pressure of the explosive.

The Bureau of Mines has conducted a study of mine fires in the Anthracite Region of Pennsylvania to determine the most effective approaches to fire control in this area. The problems involved in controlling an anthracite fire include the geological and mining conditions in this area, the propagation characteristics of anthracite, the fire control methods available, the hazards associated with these fires, and the mar-ginal effectiveness of past fire control projects. From this genecal background, fire control options were discussed as they apply in ISBO to the Centralia mine fire. Probable effectiveness, feasibility, and costs were assessedv The options evaluated include four excavation plans, flooding, hydraulic flushing, water curtain isolation, mining to construct an underground carrier, burnout control, and relocation of the community. The most advantageous from a technical viewpoint is an excavation method combining complete excavation of the fire zone within the borough with trenching to confine the remaining fire. It appears that for many anthracite fires, as for the Centralia mine fire, there are no available control measures that have a moderate cost, are proven effective, and produce minimal disruption on the surface.

In an effort to establish a highly productive mechanized mining system for anthracite beds pitching between 10 ° and 20 ° , for which conventional mobile equipment is not adaptable , the Bureau carried out an experiment in longwall mining using an Anderton- type drum cutter loader and friction - type yielding steel roof supports . The roof- support system proved to be inadequate for breaking the overhanging roof at the break line supports , with the result that the roof broke over the solid coal . The accompanying subsidence destroyed the continuity of the roof in the work area , and the project was discontinued .

In 1984 and 1985 at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied a 27,420-acre part of the 36,600-acre Southern Inyo Wilderness Study Area, CA-010-056, in order to evaluate the mineral resources. The study area is located in Inyo County, CA, near the town of Lone Pine, about 180 miles north of Los Angeles. The study area takes in most of the western slope of the southern Inyo Mountains. Terrain is steep and rugged; the climate is arid. The study area is underlain by folded and faulted marine sedimentary rocks dating from Ordovician to Triassic, Triassic volcanic rocks, and Jurassic to Cretaceous plutonic rocks. Most mineralization was along faults and shear zones in sedimentary rocks. The study area includes most of the Russ and Lone Pine mining districts which produced over one million dollars in gold, silver, lead, and zinc, mostly between 1860 and 1890. A few mines produced ore as late as 1951. Most production was from the Reward, Silver Spur, Long John, and Pennsylvania mines which are outside the study area. Presently, there is no mining activity in the study area; some development work was done at the Reward mine between 1981 and 1984. Dolomite marble is quarried from the base of the range outside the study area. There are currently about 70 mining claims in the study area.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant's production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

Coal has been mined by hydraulic means in various countries, i.e., the hydraulic excavation as well as the hydraulic transportation of coal has been practiced. The hydraulic breaking (excavating) of the coal dealt with in this report is done with a monitor directing a continuous jet of water against the coal, pressures of the water fed to the monitor range from 1500 to 2500 psi at 1000 to 2100 gallons per minute Transportation of the coal from the face is by fluming if a gradient exists in excess of 2 or, when a favorable gradient does not exist, the coal is pumped from the face by various types of pumps which can also provide a means of hoisting the coal to a higher elevation as required. This report presents: 1.) preliminary design and systems specifications of a demonstration miner (referred to in this report as a hydrominer), 2.) mining configurations showing good promise for typical U.S. thick coal seams in three seam pitch categories, (0° - 7° = Flat, 8° - 250 = Moderately pitching, 26° - 90° = Steeply pitching), along with cost and performance analyses for each system, 3.) a definition of a test program that will provide sufficient engineering data for the design of a water jet cutting head adequate to cut coal in those typical U.S. thick coal seams The cost analysis data showed hydraulic methods to be economically competitive with present thick seam raining methods. It was also obvious from studies of thick seam methods that the hydromonitor coal breaking techniques are more effective in removing most of the coal with its long reach of 60 ft. (or more), is a safer mining system, and produces very low coal-dust content in the air (usually less than 0.25 to 0.5 mg/cubic meter). It is recommended that the USBM sponsor a full fledged continuation of the hydraulic mining program: (a) lab, test, (b) preliminary field test, (c) full scale mine section demonstration.

The Coast Range subarea of the Juneau Mining District (JMD) extends from the Canadian border north of the community of Skagway, southerly to Tracy Arm. It is bounded by the international boundary on the north and eastern edges. The Ferebee Glacier and Lynn Canal mark the western boundary, extending south to the Berners Bay region. From Berners Bay south, the western boundary is the eastern boundary of the Juneau Gold Belt (fig. E-l). The city of Skagway (fig. E-2) is the only developed community within the confines of the subarea. Skagway was originally established as a port for the Klondike gold rush of 1898. Recently, Skagway has gained prominence as a port for shipping goods into and mineral products out of Yukon Territory (fig. E-3). Skagway has also developed a thriving tourist industry based on its Alaskan traditions. The community of Skagway maintains a paved airstrip which is suitable for use by small multi-engine aircraft. Several regional air carriers serve Skag-way with frequent scheduled flights, especially during the summer months. Helicopter charter services are available from Skagway during the summer months.

According to industry representatives, U.S. producers were listing unalloyed 95.5 percent aluminum ingot in October at 53-57.5 cents per pound, but reportedly much is being priced at 53 cents. New York dealers raised their October positions by about 3 cents to 56-56.5 cents, mainly to cover spot supply shortages. London Metal Exchange 3-month forward contracts traded up in October from 52.3 to 57.3 cents per pound and closed at 56.4 cents. ASBESTOS The Jaquays Asbestos Corp. has announced the imminent closure of its mine and mill in Globe, Arizona. This is the last asbestos producer in the State having operated continuously, except during the early thirties, since 1914. Cost of compliance with environmental regulations was given as the reason for closure.
