This is the tenth annual report of research and technologic work conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal and coal products. These annual reviews are guide's to the current work-and publications of the Bureau but do not replace the more complete reports published under the authorship of the individual investigators on specific problems in Bureau of Mines bulletins, technical papers, reports of investigations, and information circulars and in the technical press. The Annual Report of the Director of the Bureau of Mines to the Secretary of the Interior for the Fiscal Year ended June 30, 1945, summarizes the year's work on coal as follows: Coal and Coal Products The United States maintained its No. 1 industrial position in supplying fuel for war and in preparing for peace through more complete mining, improved preparation and up-grading of coal for special uses, and better utilization of coal in industrial establishments and homes.

A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.

This , the twelfth annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , summarizes the research and tests conducted frah July 1, 1946, to July 1, 1947. The organic act of Congress establishing the Bureau of Mines authorized tech- nologic investigations of all phases of mining, preparation, treatment, and utilization. These investigations cover eight main fields of activ-. projects varies from time to time. The on ity. The emphase-half of the coal reservos of the world. United States These reserves are not always of the quality desired or in the place where they could best be used. It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." This study was conducted to make a limited evaluation of experimental and standard tractor dozer blades. A field test program was conducted in the southeastern part of Kansas on strip-mined areas where the spoil banks are parallel with rest-to-crest distances between 90 and 120 ft and maximum dozing distances usually less than 50 ft. This evaluation was a part of an overall joint Pittsburg and Midway Mining Company--U. S. Bureau of Mines (USBM) Specialized Reclamation Field Test Program primarily centered on the field t sting of experimental high-volume lateral relocation blades. The three blades evaluated were the 60-ft-wide angle (A) blade mounted on two 41B tractors. a 48-ft-wide A blade mounted on two D9H tractors, and a 13-ft-wide reclamation universal (Rec U) blade mounted on a D9H tractor. In addition to the experimental blades, three commercially available blades were tested: A 20-ft universal (U) blade mounted on two side-by-side (SxS) D9H tractors; a 20-ft U blade mounted on a 418 tractor; and a l2-ft straight (S) blade mounted on a D8H tractor. The dozer blade evaluations compared measured blade performance with soil and other site characteristics and with estimated earth-moving performance rates based on earthmoving methodology that accounts for the traction and speed of the tractor. The earthmoving methodology was also validated with data collected during this program.

Develop an environmentally feasible method of mining shallow oil sands without removing overburden. Approach Oil sands are extracted through a single borehole by cutting into the sands around the borehole with a high pressure water jet, and pumping the resulting slurry to the surface. Although oil can be extracted from shallow fields by open-pit mining methods, this type of mining may create significant environmental impacts, including; (1) disruption of the surface, (2) accumulation of waste rock piles, (3) accumulation of tailings, (4) damage to the ground water quality, and (5) surface water pollution. The borehole mining system developed and successfully field tested by the Bureau of Mines offers a method for extracting oil from oil sand with minimal disturbance to environmental quality. (For examples of other applications of borehole mining, see Technology News Nos. 95, 63 56, and 48.) How It Works Prior to the start of mining operations, baseline conditions for ground subsidence and ground water quality are established at the test site so that the degree of subsidence and changes in ground water quality can later be determined. Oil sands mining is conducted using the Bureau of Mines borehole mining system. The borehole mining tool consists of a 12-inch-diameter pipe string and accessories capped with a three passage swivel terminated with a mining section. The mining section has an auger at the bottom. Four slurry inlet holes and an eductor are located above the auger, and a single cutting nozzle is located near the top of the mining section. The tool generates a high velocity water jet that erodes and slurrifies ores. The slurry is drawn into the inlet of the eductor which lifts the slurry to the surface where it is deposited into a slurry discharge sump. To detect evidence of subsidence, surveys of the land surface are made at regular intervals during, and until 30 days after, the termination of the mining operations. Samples of ground water from the borehole and two adjacent monitor holes are taken on alternate days during the mining operations, and are later analyzed to determine if any ground water contamination has occurred.

A general analytical solution of the effect of an inclined contact separating two media of differing electrical properties on a normally incident plane electromagnetic field has been given (Geyer, 1972). These solutions for the electromagnetic response at any observation point P(r, [u]) are given in the form of inverse Lebedev-Kontorovich transforms. Two modes of excitation are considered: (1) case where current density flows across strike of the contact separating the media of differing electrical properties (only Er , E [u] , and Hx differ from zero) and (2) case where current density flows along-strike (only Hr , H [u] , and Ex differ from zero). The electromagnetic fields in the frequency range of interest and for the rock conductivities under consideration are quasi-static in nature so that to a first-order approximation the horizontal magnetic field at the surface of the earth is constant and continuous across the discrete discontinuity in resistivity for case (1) above, and so that the tangential derivative of the horizontal electric field at the surface of the earth is constant and continuous across the discrete discontinuity for case (2) above. Of course, it is well known that where large horizontal gradients in conductivity exist, there also exists large anomalous components of the vertical magnetic field (Weaver, 1963). The recognition of such anomalous components and their magnitudes due to the presence of lateral resistivity changes in the overburden becomes very important in any wavetilt type measurement which may be used to locate a miner. When the lateral change in resistivity becomes quite large, the integral solutions (expressed as Lebedev-Kontorovich transforms) simplify considerably and allow ready numerical evaluation. Examples of the amplitude and phase responses of the radial electric, horizontal electric, and vertical magnetic field in the vicinity of the contrast in resistivity are shown in Figures 2, 3, and 4. Of particular significance is the fact that the anomalous vertical magnetic field is three orders of magnitude larger near the contact than far from the contact. This fact implies that where large resistivity contrasts do occur in the rocks overlying mine workings, that significant errors may be present in wavetilt measurements as used above for location criteria! Another observation insofar as the anomalous vertical magnetic field is concerned is the linear variation of phase as one proceeds away from strike in induction number (increased distance or frequency). For a pulse-excited communications system this phenomena would have a bearing on where the zero crossings would occur (i.e., 'pulse breadth') in the transient coupling between any given source-receiver configuration and at any given receiver site.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. The Bureau of Mines investigated the mineral resources of the Upper Missouri River Basin as a part of a comprehensive water and related land resources study by six Bureaus of the Department of the Interior, coordinated by the Department?s Missouri River Basin Field Committee. The mineral resource study covers an area of about 18,000 square miles within the Great Plains physiographic province of central Montana. Exposed formations in the plains are chiefly flat-lying Cretaceous sediments. Plutonic rocks crop out in the central parts of the mountain uplifts, with steeply tilted Paleozoic sediments exposed around the margins. Oil and gas have been produced from several fields in the study area; total value exceeds $45 million. Coal-bearing formations of Upper Jurassic and Cretaceous age cover approximately 45 percent of the study area. Total production of coal since 1880 has been between 40 and 50 million tons, exceeding $75 million in value. Total metal production has been about $52.5 million. Industrial mineral production from 1925 through 1960, is valued at $24 million.

This U.S. Bureau of Mines report presents an analysis of surface coal mining accidents involving mobile equipment for the years 1989 through 1991. Mobile equipment is defined as haulage trucks, front-end loaders, bulldozers, scrapers, and road graders. These five pieces of mining equipment accounted for 20 pct of all surface coal mine accidents and 41 pct of the fatalities. The general discussion of these accidents covers the accident causes, the primary activity of the accident victims, and other contributing factors. A more detailed analysis of accidents associated with each piece of mobile equipment is also provided. This report will provide mine managers and mine safety personnel with a better understanding of the hazards associated with mobile mining equipment. It identifies where improvements in mobile equipment safety can be made and those areas requiring additional safety emphasis, such as safety training, work procedure changes, or engineering changes to the equipment or work environment. The analysis was performed by a team of researchers using accident data and narratives provided by the Mine Safety and Health Administration.

This report presents a description of the Prototype Demonstration Vehicle and Safety Guidelines developed under U.S. Bureau of Mines Contract No. JO 366003, ?Improving Man Transit Safety. This vehicle was constructed to assess the feasibility of a set of equipment related guidelines which were drafted in Phase I of the same contract. State-of-the-Art improvements are embodied in such areas as collision survivability, occupant comfort, and multiple mode (on and off rail) operation. The electric battery powered vehicle carries a twelve man section crew at speeds up to 12 mph. The description of the demonstration vehicle Is presented In Volume I. Safety Guidelines are presented in Volume II.

Mercury, or quicksilver as it is often called, has many applications in modern technology. Used principally in electrical apparatus, industrial contol instruments, insecticides and fungicides, electrolytic preparation of chlorine and caustic soda, chemical processes, pharmaceuticals, and dental preparations, the liquid metal has unusual properties that make it a preferred material for many industrial uses. United States consumption of mercury during the past 40 years shows a rising trend. In all except 4 years, U.S. production has been less than the domestic requirement, and imports, principally from Spain, Italy, and Mexico, have supplied most of the deficit. After World War II, domestic output decreased rapidly until 1950, when it was the lowest in the 100 years covered by production records. Higher mercury prices since 1950 have reversed the decline in domestic output and reduced the gap between U.S. production and consumption. Domestic output in 1958 was the highest in peacetime since 1883; however, the nation still imported 28 percent of its mercury requirements from 1950 to 1960 the price of mercury was high as a result of industrial applications of the mercury cell, the impact of the cold war and the Korean war, and the Government stockpiling program. The stockpiling program, in effect, put a floor under mercury prices even though only 9,428 flasks of domestic mercury went into the stockpile under the original program which ran from July 1954 to December 31, 1957. Under an extension of the program, an additional 17,463 flasks was purchased.

The Dunkleberg district is in the Flint Creek Range of the northern Rocky Mountains, about 45 miles northwest of Butte, Mont. Silver - lead and zinc mineralization occurs over an area 4 miles long from north to south and 1 to 2 miles wide from west to east. Ore in appreciable quantity has been produced, mostly from the Forest Rose group of mines in the southern part of the district. The Forest Rose mine was the largest producer of lead and the Wasa mine, a mile farther south, the main producer of zinc. The total output of ore from these properties during World War II was 113,000 tons, or 98.2 percent of the total recorded production of the district. The Wasa mine was examined by a Bureau of Mines engineer2/ in 1944. Subsequent investigations during 1946, 1947, and 1948 included trenching and drilling Fn the Wasa area and examination of the Forest Rose and other mines.

Coal deposits in the Boulder-Weld County coalfield in Colorado are analyzed in relation to economic factors governing the growth, stability, and competitive potential of the coal industry. Recoverable reserves, estimated to be 571 million tons, are discussed in detail, particularly those in the Erie and Frederick Quadrangles. Geology of the coal measures, quantity and quality of water resources, and chemical and physical properties of the coal are described. Coal production factors, including mining techniques and equipment, labor requirements, transportation facilities and rates, and markets, are considered for coal's position in competition with alternate fuels. Growth of the fuels market, through increasing thermal-electric power generation in the Denver Metropolitan Area, will stimulate coal production in Colorado. Reserves of the contiguous Boulder-Weld coalfield, if mined in a sustained, year-round, high-tonnage operation, could be used to supply much of that fuel demand.

[The Cartersville mining district is in Bartow County, Ga., about 40 miles northwest of Atlanta. Barite, limonite, ocher, amber, hematite, and, manganese oxide ores have been produced from the strict since about 1840. In the search for a possible source of manganese ore, Bureau of Mines engineers made a preliminary study of the district from September 1950 to January 1951. During this study 139 deposits were examined, and many mineral exposures were sampled. Manganese mineralization occurs as fine oxide and concretionary pellets in residual clays, as fine oxides in umberous clay, in brown-iron deposits, and in a limited quantity in mud ponds and Jig-tailing piles. The future supply of ferrograde manganese ore from the district, using current mining and benefication methods, appears limited to the recovery of the hard manganese ores deposits. Rough estimates indicate a reserve of manganese-bearing clays of about 8,000,000 long tons. This type of deposit has been extensively exploited and the larger deposits mined out to depths of from 50 to 200 feet. The remainder of these deposits are low grade, are covered with deep layers of colluvium, or lie below the ground-water table. Any future production from this source will require systematic prospecting, improved concentration, and an increase in the price of concentrate.]

This program involves the evaluation of means for suppressing fires on underground coal mine conveyor belts. Full scale conveyor belt fire tests were conducted to determine the requirements of automatically actuated water sprinkler, high expansion foam, and multi-purpose dry powder extinguishing systems, and of various fire detection devices, necessary to adequately protect underground belt heads. The program included the development of a suitable MI scale conveyor belt test fire, conducting of fire tests in which extinguishing and detection systems and equipment were evaluated, and testing to evaluate the effects of the coal mine environment on detection equipment. Preliminary testing conducted to develop a suitable test fire revealed that fire can propagate on some conveyor belting classified as fire-resistant. New fire-resistant PVC and new non-fire resistant rubber belts were used in the full scale fire tests. These tests indicated that a single branch line sprinkler system with relatively low water pressure provides adequate belt head protection. High expansion foam and multi-"purpose dry powder extinguishing systems as presently specified by regulation were found to be suitable for belt head protection, although care is required with powder systems to assure adequate distribution. Thermal type detection devices were found to be most practical for conveyor belt protection, with combustion products and optical detection methods having serious disadvantages.

Barge traffic on the Nation's inland waterways over the past 15 years has been increasing at a rate much faster than intercity freight traffic by all modes, largely due to the growing consumption of mineral commodities, development of more powerful towboats and large and more specialized barges, improvements to loading and unloading facilities, and competition among bargelines for contract shipment of bulk commodities. The Bureau of Mines, in a study to determine barge traffic projections for inland waterways in the South-Central States to the year 1980, gathered data on origin-destination patterns by commodity, quantity moved, equipment used, and rates charged; the trend of each of these factors over time; and the extent of competition between water trans-port and other means of transportation. The Mississippi River and the Gulf Intracoastal Waterway, which together carryover half the Nation's barge traffic, are major carriers of coal, crude petroleum, steel, marine shells, sulfur, salt, cement, and alumina. Greater quantities of these products will be transported by barge; however, oil pipe-lines and unit trains for coal are expected to limit increased barge traffic of these two commodities. Increasing quantities of fertilizer materials will be transported upstream. Although congestion at certain locks is a current problem, the Mississippi River below St. Louis and other open-river stretches have the capacity to handle the increasing number of barges for the foreseeable future.

Research workers From the Bureau of Mines and industry met with other government and industry representatives in Pittsburgh, Pa., on January 22, 1975, to discuss the results of research under the Bureau of Mines Noise Control Program. The program, aimed at reducing noise in mines, is functionally divided into three major areas: Instrumentation, personal protection, and noise abatement. This proceedings contains the opening remarks to the seminar and seven technical presentations based on various aspects of noise abatement and control.

Air and water pollution and land reclamation relating to coal mining and utilization continued to be featured in research and technologic work on coal by the Bureau of Mines in 1967. Details of the environmental studies are given in this report, along with accounts of other research relating to the mining and utilization of coal. Other studies that were continued during 1967 included health and safety, mine explosives, coal preparation and transportation, coal utilization processes, chemistry and properties of coal, inspection and analysis, and inter-national activities. Publications issued in 1967 are cited throughout the report and in appendix C. Bureau of Mines research centers and laboratories are listed in appendix A, and organizations contributing to or cooperating in the work, in appendix B.
