INTRODUCTION Germany has a long history in marine research in the Indian Ocean. The first German scientific cruise started in 1964, followed by a series of state-sponsored research cruises between 1983 and 1995 leading to the first finding of polymetallic sulfides in the Indian Ocean. The research included regional bathymetric, geological, structural, volcanological, petrological and hydrothermal investigations along the Carlsberg Ridge and the Central Indian Ridge (CIR). Early environmental base line studies covered oceanographic and sedimentology aspects. In 2010, BGR took the initiative for the preparation of a license application for the exploration of polymetallic sulfides with the International Seabed Authority (ISA), and prospecting started in 2011 along the southern Central (CIR) and the northern Southeast Indian Ridge (SEIR) in the southwestern Indian Ocean (cruises INDEX 2011 on board R/V Sonne), INDEX 2012 (R/V Fugro Gauss), INDEX 2013/1-2 (R/V Sonne) and INDEX 2014 (R/V Pelagia). After three years of resource-oriented and environmental base line studies, BGR, in order for the Federal Ministry for Economic Affairs and Energy (BMWi), applied for an exploration license which was approved by and subsequently signed with the ISA in 2015. The license gave permission to start a detailed exclusive resource-oriented exploration program in the license area. The program includes the outline of potential ore deposits and a resource assessment but also extensive and detailed base line studies for the sustainable protection of the marine environment in the license area. The license contract has a fifteen years lifetime and may allow the application for a subsequent mining license. The exploration aims at the identification of inactive polymetallic sulfide deposits, formed below former discharge zones of hot hydrothermal fluids on the ocean floor (“black smoker” systems), by advanced and modern exploration techniques.

Welina mai to the 40th Underwater Mining Institute, UMI 2011 - Marine Minerals: Recent Innovations in Technology. Since the first conference in Milwaukee, Wisconsin in 1970, the UMI Founder Professor Robby Moore always insisted on actively seeking the participation of industry, academia, and government. History has proven the wisdom of this approach, which is probably the key to its survival for so many years. The UMI is very much influenced by the cyclical pressures of the minerals commodity markets. When minerals demand and prices are rising rapidly, industrial participation in the Institute dominates the agenda, and participants share optimistic and aggressive views of the commercial prospects of the day. When metals prices are falling and world economies lethargic, academic experts continue to provide guidance and breakthroughs in the concepts and practices of exploration, technology, and environmental protection. Throughout the ups and downs, government participants provide a stabilizing force with conservative and environmentally sensitive policy statements, patient development efforts with long-term objectives, authoritative resource assessments and, sometimes, much needed regulatory clarity.

Both ferromanganese crusts and nodules present potential processors with enormous volumes of tailings of dubious environmental character: most processing scenarios fail to utilize the uneconomic manganese itself, leaving a total waste volume on the order of 96% of the incoming ore. Each current disposal proposal seems flawed: (1) backhauling to the initial mine site is costly and might run afoul of EPA or UN marine dumping*regulations, (2) subsea disposal near a coastal processing site means almost inevitable community opposition, (3) agricultural soil amendment for improving barren lava or coral rubble appears to require prohibitive amounts of supplementary phosphate, and (4) the slag resulting from an energy intensive pyrometallurgical processing may have potential as road ballast, but few processors will opt for smelting in all but those locales where energy is very cheap. This unfortunately rules out a smelting operation in almost any Pacific Island environment. We envision at least one other scenario which could result in both the removal of tailings from a processing plant and an increase in the supply of useful building materials at little or no cost to either the processing or construction industries--transforming a tenacious waste into a novel resource. Ongoing experiments have demonstrated considerable potential for turning acid leach tailings into dark composite facing stone, fancy black tile, novelty ceramics or concrete aggregate. The tailings are commonly very fine grained and may also serve as an additive in drilling mud. Applications as an additive to asphalt also need to be explored. Since 1983, Korea Ocean Research and Development Institute (KORDI) have performed surveys on deep-sea mineral deposits in various areas with respects to their occurrences in Pacific ocean including manganese nodules in the C-C area of Northeast Pacific, Co-rich manganese crusts in various seamounts of West Pacific and hydrothermal sulfide deposits in back arc basins of Southwest Pacific. Among the results of these activities of KORDI, remarkable things were the registration as a pioneer investor in 1994 through the Government of Korea and the accomplishment of relinquishment on the allocated area in 2002 according to the relevant regulations. KORDI is faced to handle detailed surveys to select the optimum mining sites in the allocated area of 75,000 km2 and environmental studies to meet the requirements of the regulations or recommendations of the ISA. In respects of future exploration strategies, it is considered that methods and tools of previous exploration activities should be changed to the highly advanced technology. Establishment of an advanced exploration system and actual practice in appropriate areas become one of important tasks of KORDI in exploring deep-sea minerals, particularly manganese nodules. A technical strategy for future detailed surveys in the allocated area is realization of simultaneous and precise data acquisition on bottom information, such as variations of microtopography, nodule distribution, and transparent layer thickness of sediments in relatively small area (10 km x 10 km) representing certain specific regions, by high resolution survey technology. It would be not only a challenge for new exploration system in deep-sea environment, but also a mission for deep seabed mining venture.

The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). Nautilus Minerals, the world?s leader in exploration and development of deep ocean seafloor resources, is today focused on the recovery of high-grade copper and gold in seafloor massive-sulphide mineralization. These targeted mineralized belts, analogous to land-based volcanogenic massive sulphide deposits, are located near plate boundaries in the back arc basins of the Western Pacific. The first deposit to be developed by the company is located at a depth of 1,600 meters at Solwara 1, in the benign waters of the Bismarck Sea. This location lies within the territorial waters of Papua New Guinea. From 2006 to 2009 the company completed detailed environmental and geological studies at Solwara 1, culminating in a number of world firsts, including the first Environmental Permit granted for the extraction of seafloor massive sulphide deposits and the first NI 43-101 compliant seafloor massive sulphide deposit resource statement. Nautilus has relied heavily on proven deepwater technologies from the oil and gas industry in the design of its production system. Pipeline trenching units, workclass ROVs, deepwater production risers and drill cuttings removal systems will be adapted to initiate this new and exciting industry. Key contractors used by Nautilus on this innovative project have all been selected for their deepwater experience (gained in the oil and gas industry), creativity and determination to launch this new industry successfully. Innovation is at the forefront of Nautilus? success to date. This paper summarizes the progress to date of this development which will provide a new source of minerals for the world and which will contribute to sustainable growth for the future.

Ferromanganese crusts are found on most hard-rock substrates in the deep ocean (800-3,000 m). Their distributions on seamounts are complex and controlled by a wide-variety of factors including seamount morphology, current patterns, mass wasting, substrate rock type and age, subsidence history, and others. However, the development of this potential resource ultimately depends on this distribution, as well as on the small-scale topography, grade, and tonnage. The parameters that will ultimately be used to define a mine site are unknown, but reasonable assumptions based on 25 years of data collection can be used to bracket likely permissive characteristics.

The Mid-Atlantic Ridge in the central North Atlantic and the Gorda Ridge within the U.S. Exclusive Economic Zone off northern California and southern Oregon are yielding new discoveries of seafloor hydrothermal mineralization. The TAG hydrothermal field in the rift valley of the Mid-Atlantic Ridge near 26 degree N, 45 degree W has been a site of international collaborative research since the discovery there of extensive manganese deposits associated with low temperature hydrothermal activity in 1973 as part of the TAG (Trans-Atlantic Geotraverse Project). The first high-temperature hydrothermal activity, massive sulfide deposits and vent biota discovered in the Atlantic were found at the TAG hydrothermal field in 1985. Collaborative dive series with DSV ALVIN in 1990 and in 1991 with the two Russian MIR submersibles in the TAG field have found and sampled large inactive sulfide mounds in addition to the previously known active sulfide mound. The active sulfide mound on the floor of the rift valley is about 250 m in diameter and 40 m high with a concentric zonation of mineral types and flow regimes decreasing in temperature from 365 degree C black smokers at the center to white smokers and diffuse flow toward the margins. The recent dive series in coordination deep-towed instrument surveys have delineated a zone extending about 5 km along the lower east wall of the rift valley of inactive sulfide mounds up to a kilometer in diameter. MIR Mound in this zone consists of a central sulfide zone about 400 m in diameter and 50 m high surrounded by a halo of low-temperature deposits to 200 m wide. Inactive sulfide chimneys contain the first primary, free gold grains found at a hydrothermal site on a mid-ocean ridge (P.A. Rona, Y.A. Bogdanov, E.G. Gurvich, N.A. Rimski-Korsakov, A.M. "In 2012 the International Seabed Authority (ISA) established nine “Areas of Particular Environmental Interest” (APEIs) for consideration as future Marine Protected Areas to help preserve the biodiversity of life on the seabed within the Clarion-Clipperton Zone (CCZ) between Baja California, Mexico, and the Hawaiian Islands. The CCZ is believed to have a high potential for future seabed mining operations. Areas under active exploration contracts in the CCZ, plus the areas currently reserved by the ISA for exploration by developing nations, comprise about 1.9 million km2 of seabed area. The currently designated APEIs consist of more than 1.4 million km2 of seabed. Each APEI includes a central primary conservation area of 200 X 200 km, surrounded by 100-km buffer areas on all sides. The 100-km buffers are intended as a very conservative spacing between the primary conservation area and potential mining activities in adjacent seabed. The selection of these nine 400 X 400 km APEIs, has been criticized as possibly not including sufficient representative habitat similar enough to the potential mining areas (identified currently as the exploration contract and reserved areas administered by the ISA within the region) to ensure protection of the biodiversity that might be impacted by mining.An area to the east of the existing exploration contracts and reserved areas is known to have substantial mineral deposits; it is very similar to the adjacent exploration contract areas in its geology, environmental setting, polymetallic nodule abundance and nodule metal content. Because it is located in the northeastern extreme of the CCZ, this area is also likely to have relatively high densities of benthic life, compared with benthic communities further westward within the CCZ. Many options for the designation of this APEI are possible, but the area designation must accommodate the boundaries of the Exclusive Economic Zones of Mexico and France.This paper discusses why the selected region in the eastern extreme of the CCZ is a good candidate for designation as a new APEI.Keywords: polymetallic nodules, Marine Protected Areas, Clarion-Clipperton Zone, Areas of Particular Environmental Interest"

Submarine hydrothermal vents and associated mineralization on the Tonga arc have been identified in the summit calderas of two shallow-water volcanoes. The highest temperature vents (up to 270°C) occur at water depths between 430 and 540 meters below sea level (mbsl) near the summit of one volcano at 24°S (volcano 19). Clusters of large barite, anhydrite, and sulfide chimneys on the summit cone are vigorously discharging clear hydrothermal fluids with temperatures on the seawater boiling curve. There is abundant evidence of phase separation and associated gold and base metal precipitates. Pyrite, marcasite, wurtzite-sphalerite, tennantite, and chalcopyrite line the interiors of the highest temperature vents. Acid-sulfate alteration of basalts and basaltic andesites is evidenced by intense silicification and the presence of abundant alunite. One volcano at 21°S (volcano 1) has a chain of explosion craters on the flank of a neovolcanic scoria cone and associated massive pyrite, barite and native sulfur deposits at a water depth of 210 mbsl. Intergrowths of pyrite and enargite are associated with intensely argillic altered basaltic andesites. The reported alteration and Au-enriched mineralization styles of these vent fields are similar to other shallow water hydrothermal systems at island arc volcanoes and contribute to the diversity of seafloor hydrothermal activity in the western Pacific region.

Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

Drilling into an active hydrothermal system linked to convergent-margin felsic magmatism is a listed priority of the Ocean Drilling Program that addresses several fundamental geoscience issues. Solid and fluid products of felsic rock-water interaction, and the consequences for global chemical fluxes and for ore deposition, should differ from those in basaltic mid-ocean ridge environments already successfully tested by Legs 106, 139, 158 and 169. So, too, will fracturing controls on fluid pathways, and sources for metals and ligands. Researching the subsurface volcanic, structural/hydrologic, and mineralisation/alteration architecture of a drilled felsic-hosted system also has economic implications, especially for land¬based mineral exploration. A first-order hypothesis to be tested states that fluids derived from volatile-rich magmas are more important than recirculated seawater in convergent-margin hydrothermal systems - economic geologists increasingly appeal to this for creating "world-class" massive sulfide orebodies. Another hypothesis proposes "subhalative" massive sulfide deposition within hydraulically expanded volcanic products as a factor in generating large orebodies. Many second-order hypotheses such as leaching fractionated volcanics to cause gold enrichment in back¬arc systems also need testing. The thoroughly surveyed, active, PACMANUS hydrothermal field in the Eastern Manus back-arc basin of Papua New Guinea will be the site for ODP Leg 193 commencing in November 2000. It lies near the crest (1655-1750 m) of high-standing Pual Ridge, a 40 km-long edifice of dacite/rhyodacite with basal andesite all having geochemical and isotopic affinities with modern arc volcanoes of nearby New Britain. PACMANUS includes at least three focussed, high-temperature "smoker" sites with Cu+Au-rich massive sulfide deposits, and a field of diffuse, lower temperature venting through intensely altered dacite where modelling indicates significant subsurface mineralisation. Isotopic characteristics of deposits and vent fluids suggest magmatic contributions to the mineralising fluids.

It is well known that diamonds are found in Kimberlite pipes within the earth’s crust and are also discovered where erosion has released them to be concentrated by rivers in trap sites within alluvial gravels. Few people are aware however, that diamonds are now being found in significant quantities at sea. And that the rugged marine environment has ensured that the quality of diamonds in the sea is predominantly gem quality. Shortly after intrusion of Kimberlites into the host rocks of the karoo in the Cretaceous period massive erosion occurred when torrential rivers carried diamonds from their Kimberlitic source rocks down the rivers and into the sea. In the sea they have been subject to a transporting and concentrating dynamic, which has deposited them in trap sites along the West Coast of Africa for hundreds of kilometers. In the last 60 million years the sea level along the West Coast has varied in steps from the current sea level to – 300m. With time at each beach level the sea has reconcentrated the diamonds previously carried down. These old beach levels exist at roughly 10 meter intervals. Each previous sea level now provides a target for marine miners. Marine diamond mining was started 46 years ago by the first pioneer, a Texan, Sammy Collins. Collins brought the potential of marine diamonds to the attention of major mining companies. With now outmoded technology Collins had days when he recovered pockets of high grade gems worth several million dollars; an excitement hard to equal in any walk of life. Amongst marine miners there is still a strong pioneering spirit but the industry has matured and now aims to consistently produce over two million carats of gems a year. The potential resource is huge stretching up to 30 kilometers offshore along the West Coast of Africa from South Africa to Angola.

Studies of benthic recolonization following the cessation of dredging in U.K. waters and elsewhere are limited, and are largely confined to experimental circumstances. Investigations of the physical and biological status of licensed areas in the U.K. at various times following cessation of commercial dredging are very limited and so judgments as to the likely progress towards environmental restoration and the time-scales are often based on predictions rather than real data. This study was established to address this deficiency by assessing the status of seabed substrata and associated benthic fauna within and outside areas where dredging had ceased and to conduct follow up sampling to monitor progress towards full recolonization.

Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.

Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

India is dependent for 60% of its annual requirement of copper and the entire quantity of nickel and cobalt on imports from outside the country. Land-based resources are either too meager or of too low a concentration for economic exploitation. This has prompted the country to look to deep seabed re- sources for meeting its rising demand for these metals. The Ocean Policy of the Government of India announced in 1982 talks about the need to map and assess the availability of minerals in the deep sea and to develop necessary technologies for exploration and exploitation of seabed minerals. To be self-reliant such technologies would have to be largely developed, tested and operated indigenously. The adoption of the Law of the Sea Convention in 1982 gave a fillip to India&apos;s desire to get into the field of deep seabed mining. India applied for recognition as a Pioneer Investor in Ocean Mining in 1983 and received allotment of a mine site of 150,000 km2 in the Central Indian Ocean in August 1987. Simultaneously, the Government has taken up a programme of development of technologies for exploration of the mine site for resource assessment, environmental monitoring also to meet the commitments like relinquishment of 50% of the area to the Preparatory Commission. Technologies for exploitation of these seabed resource like the mining system, transportation and extractive metallurgy have also been taken up for development in various research institutes largely in the government sector. While India&apos;s objective in the long term is to meet the shortage of copper, nickel, cobalt and manganese by the turn of the century, in the short term, the programme aims at application of the seabed mining technologies to meet the immediate needs of the country such as: a. Exploration for oil and natural gas. b. Exploration and exploitation of placer minerals and other deposits at shallow depth in India&apos;s EEZ.

The Government of India started its deep seabed exploration programme during 1982. This programme was started as one of national importance and several national laboratories were involved to realize the development of requisite technologies for deepsea mining and processing. After a concentrated effort on surveying, using its own as well as hired ships, India succeeded by mid 1980s in identifying a prospective site in the Indian Ocean as an exclusive claim for development. India was registered as a Pioneer Investor and became the first country to obtain this status on 17th August 1987. India has been allocated an exclusive mine site of 150,000 km2 in the Central Indian Ocean. Our country also developed considerable expertise in the metallurgical processing for extracting metals from these nodules. The Department of Ocean Development, Government of India, the organization which is designated as the nodal agency responsible for implementing the deep seabed mining programme has drawn up a long term plan which will enable it to fulfill its obligations as a Pioneer Investor. The work toward the design and development of a mining system has been entrusted to the Central Mechanical and Engineering Research Institute, Durgapur. As a part of this programme they have developed a nodule collector and a riser system which have been tested in very shallow waters only. Since this technology development for deep sea mining applications is highly time consuming and very expensive, this programme is also being used to develop components for intermediate applications. In view of the long timeframe required for perfecting a deepsea nodule mining technology, the Government of India is also keen on developing shallow water mining systems for utilizing the placer deposits. One of the richest heavy mineral deposits in the Indian Exclusive Economic Zone is available on the west coast of South India in the state of Kerala. The coastal stretch between Kanyakumari, on the southern tip of India, and Alleppey along the west coast at a distance from the tip of approximately 210 km, there is a good multimineral reserve. The initial survey indicates that the estimated reserves in the surveyed areas are approximately as follows: Ilmenite 1.4 million tonnes Rutile 0.14 million tomes Zircon 0.13 million tomes Sillimanite 0.53 million tonnes
