Historically, key closure risks have been studied during operations and then further assessed as cessation of mining approaches. Only in the past couple of decades or so has progressive rehabilitation and closure become an integral part of regulatory frameworks, sustainable mine planning and more recently, new project and development planning. It is now broadly accepted that the best closure outcomes occur when rehabilitation and closure are properly considered upfront, during the early stages of a mine development project and well before mining occurs. Increasingly, regulatory processes are requiring more diligence on early closure planning, often as part of the environmental impact assessment (EIA) and approvals process, rather than later in dedicated closure study phases. There is an opportunity to use the information generated during this phase to make better decisions on project selection, design, mining methodology and all other facets of the mining operation.

PT Nusa Halmahera Minerals (PT NHM) is an Indonesian joint venture company owned by a subsidiary of Newcrest Mining Limited (75 per cent) and PT Aneka Tambang (Persero) (25 per cent). PT NHM operates two underground gold mines, Kencana and Toguraci at the Gosowong mine site in North Halmahera District, North Maluku Province, Indonesia.The Toguraci underground mine development commenced in 2011 with ore production commencing in 2012. Water temperatures ranging from 50°C to 80°C were encountered in the Toguraci open pit associated with the structures containing the gold bearing veins and are believed to be fed from a relic volcanic system one to two kilometres below the mine. Underground development and production has continued to intersect these structures with the result that an integrated programme of geological, hydrogeological modelling and operational project work has been required to dewater the mine ahead of the descending stoping fronts.This paper will detail these programmes.CITATION:Lawolo, R, Isles, J, Evert, J, Valenza, A and King, S, 2017. Underground fractured aquifers in the Ernest Henry deposit are to a large extent controlled by deposit scale brittle structures. The underground mine has been subdivided into nine water zones based on hydrogeological characteristics, including conductivity and connectivity, within the mining areas bound by these structures. The nine water zones and the hydrological characteristics of the associated structures are utilised for risk assessing mine development and for targeting diamond drilling dewatering activities. Wireline and conventional underground diamond drilling techniques have been used throughout the network of underground aquifers with the aim of dewatering areas within the mining footprint. These dewatering drilling campaigns have historically been highly successful at lowering aquifer water levels throughout the underground workings. As part of recent mine expansion activities, diamond drilling has intersected high pressure (>507 psi), high temperature (>50°C) and high flow water (>3 L/sec) in as yet unconstrained underground aquifers. Groundwater is typically conducted through rubble and clay rich faults, further hampering progression of drilling. Drilling through fractured aquifers at depth presents both mine planning as well as safety challenges. Recent drill holes have been delayed or abandoned when aquifers hosting this high pressure, high flow water have been intersected, risking mine planning deadlines. Recent technological innovation developed to control groundwater outflows from the diamond drill hole whilst drilling has been trialled at the Ernest Henry Mine. This case study focuses on the utilisation of alternative drill methodologies to allow the current drilling campaign to continue without delay, whilst also improving safety conditions encountered on the drill site.

It is expected that the future of mines will heavily adopt autonomy. However, problems with leveraging workforce transition, meeting Sustainable Development Goals, SDG’s (poverty, reduced inequalities), managing uncertainties (geologic, operational, economic), cybersecurity (connectivity, cyber-physical infrastructure) and innovation (transformative processes, real-time decision-making etc) are required to be solved for the intended autonomy. These problems also impact the safety of the future mine environment. The AI technologies provide a broad range of opportunities for enhancing mine safety. However, development of an accurate AI model for mine safety requires a large number of data, which may not be readily available to overcome the associated uncertainties in the mine environment.

Mines in Queensland must now prepare a Progressive Rehabilitation and Closure (PRC) plan, with the requirement to justify the selection of the post-mining land use (PMLU) for each rehabilitation domain. Given that there are nearly 200 mines who must undertake a comprehensive PMLU assessment, there is a need to develop methods that will minimise the duplication of effort. As part of a broader initiative on innovative post-mining land use planning, this project undertook a regional analysis of the technical suitability of several PMLUs.

The recent advances in digital imaging technology, specifically around photogrammetry, have facilitated precision measurement in the difficult conditions encountered in an underground development mining environment. With the recent downturn in the resources industry, many mining houses have begun to focus on cost reduction projects and driving efficiencies. The application of digital photogrammetry has allowed greater insight into the development mining cycle and supported a focus on areas where efficiencies and cost savings can be achieved. Data collation, via digital image capture, can be completed with minimal disruption to the development mining cycle with analyses taking a nominal time to process and interpret. The result can be a stark visual representation of the result of blasting and associated activities of the development mining cycle. Many millions of dollars of benefit can be derived from understanding the impact of each component of the development mining process, with some of the biggest savings associated with conformance to drill design and the minimisation of overbreak during blasting. This paper will explain the image capture process, analyses and instigated improvement opportunities that were undertaken at a number of mine sites to improve efficiencies and drive savings in their development mining processes.CITATION:Klaric, P, Swart, N and Barnes, S, 2017. IonicRE acknowledges within our mining industry, there is a common belief that workplace health and safety, often referred to as safety, is just a matter of ‘common sense’ – something obvious and easy. However, at IonicRE, we hold a different perspective. We understand that safety is far from easy. We recognise the need to emphasise the importance of understanding and conveying the inherent difficulties of working safely. We are committed to implementing processes that support individuals in achieving our safety objective of eliminating fatalities and permanently disabling injuries. To build resilience and sustainability into safety performance, we draw parallels with the principles underpinning sustainable and exceptional production performance. Achieving sustainable safety performance demands effective leadership, meticulous planning, adept management, genuine care and unwavering commitment. We’ve leveraged various tools and techniques, such as DISC theory, Maslow’s hierarchy, process control, Kaizen, Six Sigma and Kirkpatrick’s 4 levels, among others, to facilitate this improvement. There methods play a pivotal role in developing a Safety Blueprint for enhanced safety performance. This paper provides an overview of IonicRE’s Safety Blueprint, a strategic framework for developing our safety capability. Our capability is underpinned by three key pillars. Firstly, a comprehensive risk management approach is imperative, encompassing the understanding of hazards, the identification of threats to our people and the associated risks. Secondly, it entails providing and enforcing accountability to sustain our safety capability. Lastly, it involves constructing an effective defence system against threats and harm. Implementing these pillars requires a meticulously devised change process. Anticipating resistance and potential setbacks, we underscore the importance of having the right people and a wellcommunicated vision for safety at IonicRE. A Safety Blueprint serves as a detailed plan outlining the path toward a future goal. At IonicRE, we contend that safety in the mining industry has generally lacked a coherent and effective Safety Blueprint – a comprehensive plan to navigate the journey toward a destination. Drawing parallels with NASA’s detailed plan for landing a man on the moon safely, we question why, as an industry, we cannot similarly eliminate fatalities. While progress has been made in the last century, we must not wait another 50 years to eradicate fatalities from our industry. Examining Safe Work Australia data from 2008 reveals that 47 per cent of mining fatalities result from vehicle activity and 40 per cent stem from individuals being struck by an object. As of December 7, 2023, seven lives have been lost in the mining industry in Australia this year, indicating a stubborn trend mirroring 2022, with limited improvement over the past 25 years. These incidents are not isolated or unexpected. We understand the hazards and controls, yet fatalities persist. IonicRE considers that the mining industry stands at a critical juncture – do we accept a plateau in mining safety performance, or do we rethink our approach? At IonicRE, we are thoroughly reassessing the hazards that threaten our people, systematically redefining effective risk control measures and establishing a robust framework to hold individuals accountable for the effective implementation of the control measure.

"OZ MineralsÆ Prominent Hill copper-gold concentrator is located 650 km north-east of Adelaide, 130 km north-east of BHP BillitonÆs Olympic Dam operation and 130 km south-east of the regional township of Coober Pedy, in the Gawler Craton region of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 10 Mt/a ore throughput capacity, operating well over the design rate of 8 Mt/a. Increased throughput rates have seen a decreased water recovery from the tailing thickener due to operating above design. Subsequently, greater pressure was placed on the site water balance and bore field off-take rates due to increased evaporation losses from greater volumes of water reporting to the tailing storage facility. This resulted in a trade-off between water availability and milling rates as part of the operating strategy.Two projects were implemented to increase the tailing thickener underflow density, thus improving water recovery directly back into the operating plant, reducing water losses via evaporation and decreasing the reliance on the bore field system operating at maximum rates to maintain mill throughput. The two projects were: tailing thickener feedwell redesign implementation of the Manta Cube control system.This paper discusses the background, implementation and benefits attained from these two key projects. Combined they have allowed a two to three per cent increase in tailing thickener underflow density to be consistently achieved, which has allowed greater water recovery. As a result, the processing plant has been able to operate at higher throughput rates when required, with greater water availability in the process plant recirculating system and a reduction in occurrences of the plant being æslowed downÆ due to water supply shortfalls. A reconstructed landscape may exert long-term influences on its surrounds and behave in ways that may not be predictable given uncertainties regarding climate, soil and vegetation interactions (Evans, 2000). In recent years, computer-based landscape evolution models (LEM) have been used to assess potential and existing mining landscapes and their long-term geomorphic behaviour (Hancock et al, 2007; Hancock, Lowry and Coulthard, 2015; Tucker and Hancock, 2010).In this paper, we focus on the evolution of post-mining landforms, which are designed to include burial or encapsulation of mine-impacted areas and materials, including tailings, drains, spoil tips and other industrial architecture (Figure 1). At the Ranger Uranium mine in the Northern Territory of Australia, low-grade uranium ore, tailings, brines and other mine wastes will be buried at depth in the areas of the former pits and tailings storage facilities.The use of LEMs to predict long-term landscape evolution has several issues. These include that model predictions are based on the calibration and parameterisation of the model carried out using values determined from present day, or recent surface conditions. Furthermore, there is also the question as to how subtle perturbations or roughness on the DEM surface can produce alternative model results by randomly varying the elevations of the DEM surface.In this study we examine the effect on sediment transport rates and geomorphology for a proposed rehabilitated landform using multiple landscape realisations with increasing magnitudes of random changes in the DEM using the SIBERIA LEM (Willgoose, Bras and Rodriguez-Iturbe, 1991).CITATION:Hancock, G R, Coulthard, T J and Lowry, J B C, 2016. NQ Minerals PLC, through Hellyer Gold Mines Pty Ltd, plans to reprocess the contents of the Hellyer tailings dam to produce lead/silver concentrate, zinc concentrate and pyrite concentrate (containing Au and Ag). This paper discusses the project development, mineralogy, metallurgy and chemistry of processing Hellyer tailings and the associated environmental benefits. The Hellyer and Fossey orebodies were volcanic hosted polymetallic massive sulphide deposits located within the Mount Read volcanic arc of western Tasmania. Mineralisation was hosted in massive sulphide (pyrite) and comprised predominantly of sphalerite, with lesser galena, chalcopyrite and arsenopyrite. The Hellyer orebody was mineralogically complex (fine grained) and was treated through differential flotation with initially modest recoveries. Fossey ore processing characteristics were similar to those of Que River ore and simpler than Hellyer but treatment still resulted in significant grades in flotation tailings. Regulators of deep-sea mining projects are becoming increasingly hesitant about the concept of adaptive management as a tool to facilitate compliance and continuous improvement. Thermal and metallurgical coal mining in Queensland has resulted in mines which contain voids due to open cut mining. While there are several proposals for greenfield coalmines or expansions to existing operations, many existing open cut coalmines are reaching maturity and most will leave one or more residual voids in place. The rehabilitation of mine voids is challenging. Water held in voids will evaporate over time leaving solutes to concentrate. This is likely to lead to poor water quality with limited practical use. The most basic practices to rehabilitate voids have historically involved stabilising the high and low walls, bunding to provide flood protection, and preventing public access. Regulatory reforms for mine rehabilitation were introduced in Queensland as part of the Mineral and Energy Resources (Financial Provisioning) Act 2018, and aimed to strengthen progressive rehabilitation planning, limit risks to the environment and improve outcomes for local and regional communities. Under the reforms, the goal for rehabilitation of voids is to achieve a safe, stable, and non-polluting landform, which can sustain a post-mining land use (PMLU). The reforms also introduced a requirement to describe rehabilitation of mined land in Progressive Rehabilitation and Closure (PRC) plans, replacing the description of such plans in Environmental Authorities (EAs). The reforms are not retrospective and recognise historic approvals for voids, meaning established voids will remain in the landscape as non-use management areas (NUMAs). Phosphate induced stabilisation has been used to create passive iron phosphate coatings on pyrite and pyrrhotite. The formation of solid phosphate coatings on sulfide grains thereby inhibits sulfide oxidation. The aims of the study were to determine whether phosphate induced stabilisation could control sulfide oxidation and metal mobility in partly oxidised, polymineralic, sulfidic mine wastes. Waste materials were obtained from the acid mine drainage generating, abandoned Montalbion silver mine site, far north Queensland, Australia. The waste consists of quartz, kaolinite/illite, sulfide minerals (galena, chalcopyrite, tetrahedrite, sphalerite, pyrite, arsenopyrite), and pre- and post-mining oxidation products (hydrated Fe, Cu, Pb and alkali mineral salts). SEM observations of waste material treated with potassium orthophosphate showed that metal, metal-alkali and alkali phosphate coatings developed on all sulfides (with the exception of tetrahedrite). The abundance of phosphate phases was dependant on the availability of cations in solution for complexation with the phosphate anion. In turn, the release of cations was dependent on sulfide oxidation or the dissolution of efflorescent mineral salts. Experiments aiming to dissolve these phosphate coatings û using a strongly oxidising solution û showed that the phosphate coatings remained stable, preventing acid generation and metal release. The results of this study demonstrate that liquid phosphate stabilisers can suppress sulfide oxidation and immobilise metals in partly oxidised, polymineralic mine wastes.

Implementation of a well planned and executed Management Operating System (MOS) can result in widespread improvements to operational performance but its success relies heavily on the investment by and engagement of the larger workforce with the project. Over the seven month period of the Telfer MOS project, significant improvements were achieved; a 20% increase in monthly hoisted tonnes from the open stope and sublevel cave operations and a 45% increase in square metres of ore extracted from the narrow vein operation. The Telfer MOS was undertaken with the intention that the project wasn’t solely about producing new tools, it hinged on the investment and behaviours of the personnel affected by these tools and alterations. To ensure that the project ran smoothly, the Byrnecut senior leadership team and their operators were heavily involved in the project’s development. In the initial stage, Telfer’s MOS project determined that the quality and accuracy of the information received in the form of radio calls to mine control and completed operator plods was questionable. This required an overhaul of the data collection and verification process in the form of altered operator plods, which was then cross referenced with the operator’s radio calls to mine control. Once the data collection and verification process was implemented, the Telfer team was then able to produce several tools with the aim of providing visibility to the data being captured and its implications. These tools allowed the mine foremen to determine whether equipment was being under-utilised and where they should focus their production efforts to meet monthly targets. Whilst the initial underground project is now complete, the implementation of MOS across the entire site is ongoing with significant operating improvements occurring.

The presence of reactive metal sulfide minerals in waste rock contributes to the hazard of spontaneous combustion in dumps, as these minerals react with air and water entering the dump at ambient temperatures to form various mineral products and significant heat. This reaction series can also be an initiator of self-heating of carbonaceous material present in the waste rocks if sufficiently high temperatures are reached. Characterisation of these reactive minerals has primarily been to assess the risk of acid mine drainage, which is not necessarily an indicator of spontaneous combustion risk. No systematic testing procedure has been adopted by industry to assess the spontaneous combustion propensity of the waste rock. As a consequence, the principal management strategy for spontaneous combustion has been a reactive approach of dealing with events as they arise.Recent advances in adiabatic oven-testing have enabled more definitive assessment of the spontaneous combustion propensity of coals, including the quantification of the accelerating influence of reactive pyrite (Beamish and Beamish, 2011, 2012; Beamish, Lin and Beamish, 2012). This same test procedure has been used to assess the self-heating performance of metal concentrates and is therefore amenable to assessing the metal sulfide oxidation process from low ambient temperatures. The data obtained from such testing can be used to quantify the more prone waste rock sequences of a mineral deposit in advance of mining. The Rum Jungle mine was operated by Territory Enterprises Pty Ltd who mined uranium on behalf of the Australian Government with operations spanning the period from 1953 to the final closure of the mine in 1971. In addition to the extraction of uranium from the open cut pits, copper, manganese and lead were mined and processed at Rum Jungle. During the latter part of the operation, and after the closure of the mine, environmental studies were carried out which were aimed at determining the causes of the pollution at Rum Jungle and identifying a rehabilitation strategy for the mine site. These studies identified sources of heavy metal and acid pollution and proposed a rehabilitation strategy which consisted of 1. recontour, construct impervious covers and controlled surface drainage on, and revegetate three overburden heaps,

It is no longer possible to establish a quarry on the most convenient hill then abandon the site, leaving a scar if the stone or sand in the deposit is found to be unsatisfactory. Before approval is given to operate a new quarry, the relevant authorities require a detailed plan of operations from commencement to final rehabilitation. To prepare this plan, a thorough know- ledge of the quality and size of the deposit is required. To obtain this information, the industry must use the most modern techniques available. Many examples can be given showing problems which have affected the smooth operation of a quarry for many years because the initial exploration was poorly carried out. The factors which must-be considered when exploring a deposit are detailed in this Paper.

Stress Mapping Technology is aproprietary technique developed to target epigenetic mineralisation located in dilatant (low stress) sites. It is a computer based technique, based on rock mechanics principles and stress-strain relationships, which seeks to transform strain data, in the form of a solid geology map, to stress data.The main assumptions in the conceptual model are that:The strain pattern of faults and lithological contacts have not been changed since mineralisation i.e. that ore formation is late in the structural history.Stress orientations and magnitudes are known.Rheological properties of faults and rock units can be deduced.The 2D geometric and rheological data is then treated by a mathematical technique which permits the geometry of the elements to be defined by the spacing and orientation of the discontinuities in the rock mass.

Asarco's newest concentrator near Troy, Montana, began operation in October 1981, and is presently milling ore at its design capacity of 7,710 metric tonnes per day. The underground room-and-pillar mine produces a readily floatable copper sulfide- native silver ore in a quartzite gangue. Major sulfide minerals are bornite and chalcocite with minor chalcopyrite; fine grained native silver occurs with the copper sulfides. There are also minor amounts of native copper and copper oxides in the ore. A rougher copper-silver concentrate is floated, reground and cleaned twice. Cleaner tail is scavenged, and the scavenger concen- trate is combined with rougher concentrate for regrinding. Rougher flotation tailing and scavenger tailing make up final mill tailing which is disposed of by spigotting into a tailing dam located 10.5 km from the mill site.

A study has been made of the geochemistry of the Ronneburg mine district as input to the overall management strategy for the rehabilitation of the mine site. The study drew on the geological data and information store developed over the 40 years of mineral exploration and mining at Ronneburg, and on chemical data from the literature which described the chemical processes of weathering, oxidation, dissolution and precipitation of minerals. The geochemical processes were divided into three groups based on their rate of reaction. Fast processes were assumed to proceed to equilibrium and were modelled using equilibrium chemistry equations; slow processes were assumed to be proceeding at a quasi-steady state rate and were modelled using chemical rate equations; very slow processes were assumed to have no role in describing the geochemistry for rehabilitation purposes.
