Long-term water management is typically ignored in mine closure planning. A review of 73 mine closure plans dating from 2007 to 2013 shows that, on average, relinquishment is proposed to be achieved in 11 years. A separate review of 57 mines in actual closure shows that only five have so far achieved relinquishment with an average closure period of 14 years after production cessation. The remaining 91 per cent of sites in closure have an average closure duration to date of 21 years - and still going.A common issue among those sites in closure is water management, with a further common issue being acid and metaliferous drainage (AMD). Of the closure plans that were reviewed only one site had allowance for long-term (>50 years) of water treatment. Of the sites in actual closure 25 per cent have reported that they expect such long-term water treatment, with many acknowledging that in perpetuity treatment is probable.Clearly there is a gap between what is being allowed in closure plans and the reality of closure. There are a number of factors leading to the optimism of the closure plans, including unrealistic assumptions, pressures to reduce closure cost provisions and the technical complexity of many AMD issues.Long-term water management is a reality that needs to be acknowledged and addressed. Current best management practice requires the placement of a cover onto most types of mine waste including tailings, waste rock and/or spent heap leach rock at closure of the mine. The objectives of a cover system may vary from site to site but generally include dust and erosion control; chemical stabilisation of acid-forming mine waste (through control of oxygen ingress) contaminant release control (through control of infiltration); and/or provision of a growth medium for establishment of sustainable vegetation. In our experience, there has been a general tendency by stakeholders to develop performance criteria for cover systems, which are tied directly to these specific design objectives. In many cases, this practice has led to the development of single, often very conservative, numerical values of cover performance criteria such as ænet percolationÆ, ærate of oxygen ingressÆ and/or æplant density/mixtureÆ. In our opinion, there is a need to develop cover performance criteria on a case-by-case basis and with due consideration of the short-term and long-term impacts on the receiving environment at a particular site. This paper puts forward a methodology for developing site-specific performance criteria for a cover system designed to isolate acid-forming mine waste and to control acid rock drainage. The proposed methodology links the predicted performance of a cover system to groundwater and surface water impacts. This way, the appropriate level of control (of oxygen ingress and/or net percolation) required by the cover system can be determined. A case study is presented that illustrates the application of the methodology proposed in this paper.

Poor quality water resulting from interaction of surface run-off with saline mine spoil and soils can cause significant problems for water reuse on mine sites. Not only can this saline water lead to machine corrosion and increased maintenance costs, but may cause detrimental effects on the environment. Determining the geochemistry of mine spoil, and the likelihood of salt dissolution during rainfall events, may aid in more effective mine site management of water. Spoil samples were taken from three areas of the German Creek mine site, situated in the Bowen Basin coalfield, Queensland. Samples from two undisturbed areas on the lease were also collected for comparison. Analyses were performed using a variety of laboratory techniques: leaching tests, effective cation exchange capacity determination, X-ray diffraction, clay quantification, and total organic content determination. Results show that dissolution of surface (top 2 cm) salt minerals from spoil areas is an important contributor to surface run-off salinity during rainfall events. Equally, ion exchange with clay minerals appears to be a significant source of elevated ion concentrations in run-off waters. Findings from the undisturbed areas show undetectable quantities of salt mineral species, resulting in waters with low ion concentrations. More generally, monovalent cations (sodium, and to a lesser extent potassium) appear to be derived from dissolution of salt precipitated whereas divalent cations (calcium, magnesium) are more likely to be sourced from exchange reactions with clay minerals. Incorporating knowledge about the mechanism of cation mobilisation from spoil with the spatial distribution of spoil properties and understanding of the dynamics of water quality variations on the site will aid in development of integrated water quantity and quality management strategies.

About 15 per cent of total electricity (400 MkW) was generated by nuclear power plants in the world (2009) and about 36 000 tons of uranium has been mined in uranium mines annually. Radioactive waste material is produced from uranium mines and nuclear power plants. The wastes must be disposed or stored safely for long-term. If they leak and/or move from disposal or storage sites due to air/groundwater flow, then a serious environmental pollution can occur. Hence, multi-layer system has been proposed and employed in order to seal off these radioactive waste materials from biosphere. Basically, bentonite is now used for establishing absorbing and sealing layers in this system. However, the amount of high quality betonite is very limited and in some cases it is hard to be obtained.On the other hand, a great deal of refuse from coal burning plants is produced every year and the amount of it is expected to be higher each year, especially in developing countries. More than half of flyash is utilised and the remaining is disposed at the disposal sites. However, the life of the disposal site is limited and it is diff cult to find a new disposal site. It is requested that the percentage of the utilisation of the flyash be increased in every field.From the above two points of view, a flyash-based barrier layer/cover system is considered in this research and this paper discusses the applicability of flyash as a content of barrier layer/cover material based on the results of a series of laboratory tests.

The performance of in situ, shallow water covers in controlling acid generation was evaluated at four recently decommissioned pyritic uranium tailings sites at Elliot Lake, Ontario, Canada. The tailings are acid generating, having a pyrite content of approximately five to ten per cent and a very low to non-existent alkaline buffering capacity. Adverse market conditions led to the closure of all operating uranium mines in the early- to mid-1990s, followed by rehabilitation and decommissioning of mine and waste management facilities. In order to control acidic drainage, all new and active tailings areas at Denison, Quirke, Panel, Spanish-American and Stanleigh mine sites were re-engineered to provide in situ submersion of these tailings under shallow water covers. The tailings impoundment dams were upgraded and reinforced or in some cases reconstructed, to minimise seepages and provide a minimum 1 m depth of water cover. With the exception of Stanleigh mine, which was closed in 1996 and rehabilitated during the late-1990s, the water covered Tailings Management Areas (TMAs) at other sites have been in operation for a period of six to nine years. The surface water quality at these sites is maintained at near neutral pH conditions by periodic addition of lime slurry to the established water covers. Additional treatment of effluent is provided as required to meet the discharge water quality standards. The performance of the established water covers at the sites was evaluated by analysing the annual equivalent limestone consumption data. The results were compared with the performance of an older, decommissioned Nordic TMA, which was rehabilitated using revegetation techniques. The water covers at these sites are performing as designed and acid generation has been reduced to low levels. Based on the total amount of yearly equivalent limestone required to maintain water quality in the water cover and at the effluent treatment plant, it is concluded that acid generation rate at the Denison TMA has reduced to less than 0.15 per cent of its pre-water cover conditions during normal operation and rehabilitation periods. In comparison to the revegetated Nordic TMA, the acid generation rates at Denison and Panel TMAs have decreased to less than 1.6 per cent of that at the Nordic TMA. The acid generation rate at the Quirke TMA was comparable or only slightly lower than that at the Nordic TMA because of its unique terraced cell configuration, having tailings in five hydraulically interconnected cells at different elevations. Historic acidity and oxidation reaction products, accumulated during normal operating and pre-water cover periods, are flushing from upstream locations to downstream cells, thus requiring much higher equivalent limestone additions for acid neutralisation and effluent treatment.

The introduction of Progressive Closure and Rehabilitation Plans (PCRPs) in Queensland from 2019 places greater importance on planning and implementation of mine rehabilitation activities. The progress and outcomes of progressive rehabilitation activities is monitored and reported upon to demonstrate success in achieving progress towards the approved post-mining landform, and to inform corrective action where required. The requirements of PCRPs place additional emphasis on mine sites to quantify the risks of successfully achieving planned outcomes. This is particularly challenging given mined-land rehabilitation is a complex process involving decisions on multiple inter-acting management interventions, climatic conditions and spatially variable site characteristics.

The choice between drill and blast and mechanical boring methods is often not obvious. There are several factors which may have a de- cisive influence on this choice, such as the geometry and length of the tunnel, site con- ditions and borability of the rock. Both the un- confined compression strength and the joint dis- tance have a considerable influence on the net penetration rate. Site conditions, rock quality and water conditions influence the utilization of the tunnel boring machine. The drill and blast method is normally less sensitive to devi- ations from assumed ground conditions.

Most internationally traded iron ore resources are derived from multiple mine sites, transported to a port facility where they are blended and possibly further processed prior to shipping. Provided the proportion of contributions varies over a number of shipments an estimate can be made of the bias introduced by mine site sampling, analysis and materials handling systems, using zero-intercept multiple linear regression. Further regression applied to the residuals allows the error variances for the source mines to be estimated. Various sampling strategies are used by the industry. All have shipment-loading sampling on which payment or at least provisional payment is based. In most cases sampling prestockpile is used at mine sites to verify estimated production grades. Train grades are estimated from mine stockpile grades and in some cases train grades are verified by port input sampling. The methodology used is presented in this paper. Simulated data have been used and do not reflect the actual performance of any operator. The merits of the various systems and the implementation and potential limitations of our method are discussed more fully in a companion paper (Ziegelaar and Everett, 2010).

Quantification of site-specific sulfide oxidation rates is crucial to accuracy of prediction of, for example, the environmental impact of a mine site. Sulfide oxidation reactions are reportedly increased by bacterial mediation; determination of abiotic and biotic weathering rates thus requires the establishment of sterile control samples. However, sterilisation often involves exposure of samples to extreme conditions that may alter the physical, chemical, or mineralogical characteristics of the tailings and hence affect element release rates. The impact of various sterilisation techniques, common and novel, on the element release rates from tailings from the Kristineberg site, northern Sweden, has been investigated. Batch weathering experiments indicated that the different methods of sterilisation (autoclaving, heat treatment, ethanol/heat treatment, application of antibiotics, rinsing with distilled water, and γ-radiation) did not greatly affect long-term element release rates. Long-term experiments (>30 days) are thus to be recommended for establishment of weathering rates. Sterilised and untreated control samples showed similar element release rates after ~100 days of experiments; possible explanations include that microbial oxidation is not important under our experimental conditions (Po2 = 0.2 atm, pH ~2.3, 22¦C, 0.01 M HNO3, no additional nutrients).

The Hail Creek coking coal deposits are situated in Central Queensland, inland from the port of Mackay. A joint venture of Australian and Japanese companies has been formed to examine the feasibility of developing these deposits for sale on the overseas markets. The project envisaged involves large scale mining operations and on site benefic- iation to wash the coal to marketable quality. Infrastructure items include a 140 kilometre railway to the coast, a port facility, and at Ilail Creek, power and water supplies, roads and communications, and accommodation for a substantial workforce. The need for town development and the responsibility for the development are established. The town planning implications of coal production at the rate of five million long tons of washed coal per annum from open cut and underground mines are considered. A procedure for estimating the size of the town is expounded and the town size is determined. The factors influencing site selection are explained and a site is suggested. A method of designing the town is described and comments are made on developmental aspects. Spaciousness and preservation featuring the natural environment will be the theme of the town development.

This paper describes an ongoing study into the management systems developed by mining operations in Papua New Guinea to address particular public health issues in the workforce (primarily communicable and lifestyle diseases). The first stage of the study involves the analysis of the site health and safety management system documentation of three major mining operations in Papua New Guinea, producing a descriptive summary of each system. In the second stage of the study these summary descriptions are evaluated using a maturity model constructed through a detailed review of literature. Experience with the evaluation process is then used to refine the maturity model. The analysis performed in the study is used to develop a process for creating a maturity model for mine site health risk management based on a theoretical risk management framework, and refining it through empirical evaluations of the actual systems in place on site. Companies can use maturity models as a guide to organisational improvement, which in the context of the study will assist the operations in developing their systems for the management of health both in their workforce and in local communities.

The U.S. Bureau of Mines has developed a prototype cross well acoustic logging system and complementary tomogr`aphic image reconstruction software for the detection and delineation of abandoned underground mines and associated subsidence failure in relatively shallow environments. The logging system uses a piezoelectric, cylindrical bender as an acoustic source. A triaxial accelerometer assembly, designed to be rigidly locked in the borehole, is the receiver portion of the logging system. Both the source and receiver probes operate at high frequencies, thus providing short wavelengths capable of resolving small features in most rock types. A modified van with a dual-drum wireline winch, 4-channel data acquisition system, power amplifiers, and waveform generator supports field operation of the logging system. A field study was conducted at a test site in San Antonio, Texas, to demonstrate the cross well acoustic logging system. The underlying rock at the test site is similar to stratified sediments in coal measures. First- arrival travel times were interpreted by tomographic reconstruction of the velocity field in the two-dimensional cross section between the source and receiver boreholes. The resulting image correlates well with geological borehole logging data for the test site.

Water resources legislation in Brazil is evolving in a number ways. The nature of water resource ownership has changed in the last constitution (1988) so that now all water remains the property of the state and not the individual. There is also an increasing amount of legislation to control water access from the environment and regulation over water quality for water discharged. Finally, in some regions charging for water has been introduced and this is expected to become more wide-spread over the next few years. Increasing government attention to water legislation creates an increased need for mine sites to improve water management. As a fundamental basis for this, it is necessary to make robust estimates of mine site water balances, which also requires knowledge of the regional water balance to provide context for the mine water use. A conceptual model for mine site and environmental water balance is presented. Issues associated with conventional water monitoring are discussed. It is proposed that introduction of automated monitoring to provide comprehensive and consistent data is attractive. However, there remain a number of cultural and practical impediments to purchase, implementation and maintenance of effective monitoring, which are summarised.

The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations. Transport Canada (Federal Government) constructed the Halifax International Airport (HIA) near Halifax, Nova Scotia, Canada in the late-1950s. Site location criteria were primarily; direct access to the city and a raised flat topography. Unfortunately, the site chosen was located on shallow Meguma group pyritic slate bedrock. In 1982, during the construction of an airport taxiway, it became very apparent that acidic run-off from excavated bedrock at the site was having a negative impact on adjacent aquatic habitat. The ensuing 20 years involved many efforts to rectify the acidic drainage problem with mixed results. Some of the techniques which have been implemented at HIA to address the acid rock drainage (ARD) issue include: dry covers, wet covers, wetlands, electrochemical treatment, open limestone channels, limestone gravel polishing beds, agricultural limestone application, and two hydrated lime [Ca(OH)2] addition treatment plants, the first producing low density sludge and the new one that creates high-density sludge. Based on over 20 years of water quality monitoring data it is apparent that only certain acid drainage mitigation methods have been effective at HIA. In 2000 when the Halifax International Airport Authority (the Authority) took control of the operation and management of the airport, including the ARD issue, it was decided to construct a modern, highdensity sludge, hydrated lime treatment system. This new $CAN 7 million system is now in operation and is achieving compliance with water quality guidelines. Due to high operating cost, a review of methods to optimise the system is being carried out. The HIA ARD problem, though minor by comparison to most mine sites, has provided unique challenges and may provide valuable insights into this urgent environmental and financial issue.

This paper details the implementation of a new type of grade control system at the Black Star open cut mine in Mount Isa, Queensland. It explores the site requirements for grade control, what as previously in place and what the site required moving forward. It also details some of the features of the system installed and why it was chosen over other grade control systems available. Black Star open cut mine has been in operation since late 2004, and was developed to extract the surface extents of the Ag-Pb-Zn mineralisation previously mined in the Isa Lead Mine. Black Star is currently mining seven distinct orebodies in and around active void hazard zones and hence, its grade control requirements are very detailed and complex. The implementation of a new system to manage the model update and block out processes was, therefore, of critical importance to the site and required a detailed understanding of the requirements of the entire mining team from drilling through to geology, survey and production. Having previously run the grade control process using site specific æblack boxÆ scripts and macros, Black Star needed to implement a more open, auditable and flexible system, which allowed the geologists to control the process and make strategic changes as the situation demanded. MineSightÆs Axis Grade Control, with its flexible, generic framework for managing the process, met these demands. Being an out of the box solution that requires minimal setup and training was also a key factor in the decision to use it.CITATION:Lukins, T, Slater, M, Gabbitus, M and Young, B, 2012. This paper summarises the results of a study carried out for the Sustainable Minerals Institute, University of Queensland, aimed at identifying the major water-related issues facing the minerals industry internationally and the research required to support the development of practicable solutions. An overview is given of the sources and uses of the worldÆs water resources and of the regional and global sustainability of water supply and management. Agriculture is the worldÆs major user of water; it wastes more water than the minerals industry uses. Water reform and its potential impact on the minerals industry are discussed with particular reference to Australia and South Africa. The sources, uses and management of water on mine and processing sites are outlined. Particular attention is paid to the importance of groundwater as a source of often saline water that can be used in mineral processing and for other purposes. Aquifer storage and recovery has the potential to help conserve water resources. Generally, the major uses of water on mining and processing sites are for mineral processing and refining and for the associated tailings disposal. Water consumption for these purposes may be reduced by recycling process water, using saline water, paying close attention to water management, thickening tailings and using techniques such as dry stacking and paste. A change in the minerals processing paradigm in respect of water use could come through research into new, improved and less costly dry processing techniques. The treatment of mine and processing water will be required increasingly before water is reused, stored, discharged or sold, and before sites are decommissioned. Research and development are required to reduce costs and develop new treatment methods. Mine closure and decommissioning raise a number of long-term water issues requiring continuing generic and site-specific research and development.

After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

Quarries around Auckland have reached or are reaching the ends of their lives, which raises issues about rehabilitation. Significant volumes of 'cleanfill' are generated by the City, particularly during phases of urban renewal and development. Emplacement of the fill in quarries removes the problem of fill disposal and provides an opportunity for restoration of the quarry site.There is a compatibility between quarrying and cleanfilling because at quarries:Truck routes are already established Neighbours are accustomed to the effects and appropriate buffer distances have been established Bringing fill into a site attracts aggregate sales and is very efficient. Fill originates from construction sites and ad-hoc excavations and therefore it is not surprising that sampling has shown the quality to be variable. Both Winstone and the Auckland Regional Council have surveyed undisturbed soils in the region to attempt to determine natural background levels of common contaminant substances. Comparison of these levels with delivered fill shows that a high proportion of delivered materials can be regarded as mildly contaminated. Therefore the term 'cleanfill' is, in the Auckland region at least, a misnomer and the term 'managed fill' has been adopted.Historically and presently the only control on quality of 'cleanfill' has been some visual inspection. This leaves the fill operator open to potential liability for creating a contaminated site. Implementation of controls at WinstoneÆs operations has progressed slowly, over some ten years. This is mainly due to the perception that mobility of contaminants within and out of the landfill will be very limited because of the near-neutral pH and abundance of clay minerals in the fill. The methods of control and results of environmental risk assessments at WinstoneÆs Puketutu Island Quarry will be briefly described.
