This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

The complexities of mining in current economic conditions, where ore extraction schedules are varied on a weekly basis so as to ensure constant supply to the process plant, can result in a number of scenarios that pose geotechnical challenges. This paper presents a case study where alterations in the mining schedule of a particular mine resulted in the necessity to mine under a large uncompacted embankment, ie integrated tailings and mine waste landform. To effectively ensure that ore recovery was maximised, a well-designed slope monitoring system to evaluate design performance and to provide timely warning of impending failures was imperative. In order for an appropriate slope monitoring strategy to be developed, a thorough understanding of the potential slope failure mechanisms, capabilities and limitations of available monitoring techniques is required. Communication of the monitoring results and response strategy to alarms generated by monitoring systems must also be carefully considered to maximise effectiveness. The results of preliminary stability modelling can be used to guide the design of a monitoring system, which in turn can then generate data which can be used to iteratively refine the geotechnical model. In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

Fires are a common and recurrent unwanted event in the operation of open pit mines. In most cases, the causes of events such as fires are already æknownÆ but are either overlooked or not fully addressed in planning. Ongoing rapid growth of the global mining industry is creating a scarcity of skilled personnel, and high turnover within operations. This contributes to loss of corporate memory in risk management activities. RISKGATE« is an online risk management system designed to support and assist in the analysis of priority unwanted events in Australian coal mining operations. Funded by the Australian Coal Association Research Program (ACARP), RISKGATE« is a knowledge management program that delivers best-practice controls for unwanted events and assists operations in staying abreast of emergent risks and threats. RISKGATE« content has been primarily developed from an association of industry experts, and enriched with input from additional academic and technological resources. In mining operations, RISKGATE« provides a continuum of knowledge and best practice for risk identification, assessment and management. RISKGATE« will assist companies in improving safety performance, operational efficiency, operating practice and training. A study was undertaken using various methodologies to determine the optimum loading and hauling configuration for different haul routes at Callide Mine, a coal mine located in central Queensland. The study involved development of an effective flat haul model that was used to estimate production rates in truck and shovel circuits that employ two excavators of differing capacities then Queuing Theory to construct a capacity constraint model for scheduling purposes to assist in truck allocation and finally a cost model to determine the most cost effective fleet configuration.The model was calibrated using haul road design and performance data of trucks and excavators currently in use at the mine. The study examined the effects of cycle time for different truck and excavator fleet configurations on production rate and costs.The study found haulage cost was directly related to cycle time while production rate reduced with cycle time. The study indicates the approach taken in combining a cost model with a capacity constraint model offers a simple and effective method of scheduling an optimum number of trucks in a haulage circuit.CITATION:Campbell, S and Hagan, P, 2012. Mechanically coupled rock bolts encapsulated in cementitious or polyester cartridge resin grouts have been widely adopted for various underground rock reinforcement applications. Resin grouts are considered a superior product, however, both systems have their advantages and limitations, with the relative performance, quality installation cost and cycle time as the most notable parameters. Both applications have optimal rock bolt combinations and preferred ground conditions. Cementitious grouts are favourable for use with secondary deep embedment anchors. These are installed using various equipment with a series of autonomous tasks required to complete the installation cycle. The cartridge resin system can be utilised by a bolting or face boring rock drill to complete the full support installation cycle. This reduction in equipment changeouts mid-cycle generally deems it the more practical application and popular choice for primary support. Self-drilling anchors (SDAs) and hollow bolts have been a viable alternative to traditional rock reinforcement in variable and challenging ground conditions. Using a pumpable post installation grouting system, SDAs have proven to aid the quality of installation, but due to the additional equipment and cycle steps associated with application, the cycle time is increased. In recent years, fully mechanised bolting equipment designed to utilise a combination of self-drilling anchors and a thixotropic pumpable resin installed in a single pass has entered the market. This innovation is anticipated to deliver the advantages described above, with fewer limitations, and significantly improved development and rehabilitation rates. St Barbara Mining and Byrnecut Australia, supported by Master Builders Solutions, were first to conduct extensive trials and implement this rock bolting approach in an Australian hard rock underground mine and record the actual performance.

In underground mines experiencing dynamic events, there is an ever-present challenge to design and maintain a capable ground support system. One key component of ground support systems is surface support, which serves the essential roles of retaining failed rock and transferring forces generated by surface displacement to rock bolts or other support elements. Observations underground show that in many instances, standard mesh panels alone do not provide sufficient dynamic support to retain substantial bulking failures imposing displacement onto mesh, and in such cases Mesh straps and W-straps may be employed. Determining the performance of surface support elements proves to be difficult, with a multitude of variables at play in the underground environment. Quite comprehensive work has been completed on laboratory testing of surface support systems; however, very little work has been conducted on in situ dynamic testing of Mesh straps and W-straps. In 2019 in Western Area’s Flying Fox Mine, in situ dynamic testing was conducted on a series of Mesh straps and W-straps using Sandvik’s in situ Dynamic Test Rig (DTR). The testing regime applied impact energies from 5.1 to 15.3 kJ to Mesh straps and W-straps. The performance of the straps that did not fail was a maximum absorbed energy of 9.3 kJ and 14.2 kJ for the Mesh straps and W-straps respectively. The testing successfully demonstrated the ability of Sandvik’s DTR to test not only rock bolts, but also surface support elements, creating new testing and research possibilities. The testing also provided important design guidance data that is not practicable to obtain using laboratory dynamic testing facilities.

The explosives demolition of a post-stressed, steel reinforced, concrete road bridge in Australia’s capital city, Canberra. The bridge was 50 m from the new replacement bridge, 320 m from community structures and within five kilometres of the national parliament buildings. The job required multiple overlays of risk assessment, public relations, safe work procedures, specialised blast design, environmental predictions and flyrock controls. Project stakeholders included Worksafe, Roads ACT, bridge owners, consulting structural engineers, community groups and road users. The bridge precincts, including a major road underneath, had to remain operational to peak traffic in the days leading up to the demolition. The break-up and removal of debris had to be executed in just two days from Friday to have the road beneath re-opened for Monday morning city-bound traffic.In Canberra, all explosives demolitions are now viewed with particular caution after a demolition in 1997, during which a young girl was killed. Any approval requires that Explosives Regulations, AS2187 2006 and Worksafe processes are satisfied, and a convincing case presented for blasting as a safe and viable option.Our design used specialised shaped cutting and blasting charges to sever in situ concrete beams and tendons and to shatter components of the stressed concrete bridge assembly. We include comments on structural engineering reports dealing with pre-weakening mechanisms. The benefit of pre-weakening is that it reduces the amount of explosives needed to safely complete the job and facilitates quick removal of debris after the shot. The complementary skills of the team, each one an expert in his field, resulted in a highly successful demolition, praised by authorities as an outstanding example of controlled use of explosives.

EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

Many of the ‘new paradigms in mining’ and notions of ‘sustainable mining’ have at their core the requirement for reliable, continuous centimetre-level positioning accuracy to enable increased automation of mining operations. The deployment of precision systems for navigating, controlling and monitoring machinery such as drills, dozers, draglines and shovels with real time position information increase their operational efficiency, and reduce the need for humans to be exposed to hazardous conditions. The Global Positioning System (GPS) is the best known, and only currently fully operational, Global Navigation Satellite System (GNSS) providing positioning capability anywhere in the globe, on a continuous 24/7 basis, with accuracies ranging from the dekametre-level to the sub-centimetre-level depending on hardware and operational configuration. Despite this versatility, GNSS cannot satisfy the high accuracy positioning requirements for many applications in mine surveying, and mine machine guidance and control. The reason is that increasingly open cut mines are getting deeper, resulting in a reduction of the ‘sky-view’ necessary for GNSS systems to operate satisfactorily. Yet, to date there have been no viable alternatives to GNSS that can be deployed in mine environments that can meet the challenging requirements in open cut mines.Locata Corporation, a Canberra-based company, has invented a terrestrial high accuracy positioning system known as ‘Locata’ that can augment GNSS with extra terrestrial signals to permit cm-level positioning accuracy even when there are insufficient GNSS satellite signals for reliable positioning and navigation. Locata relies on a network of synchronised ground-based transceivers that transmit positioning signals that can be tracked by suitably equipped user receivers. Hence Locata can be considered a new type of ‘local constellation’, able to provide high accuracy positioning coverage where GNSS fails. This paper introduces some of the technical aspects of this Australian technology and describes tests conducted by Leica Geosystems over the last few years at Newmont Boddington Gold in Western Australia. A recent news announcement by Leica Geosystems (12 January 2011) has confirmed that their new mine management system will have combined GNSS + Locata positioning capability – the first commercial product that integrates GNSS and Locata capabilities into a single high accuracy and high availability navigation device for open cut mine machine automation applications.

Mining cycles have come and gone and with them there have been dramatic swings in the levels of interest and student entry into minerals-related education programs, hence graduate supply to the industry. So what is the problem? These trends will keep happening and the industry will keep on keeping on – or will it?This paper discusses recent trends in Australian minerals education programs and some international examples, together with some of the more recent initiatives taken by both the minerals education sector and the industry, such as the Minerals Tertiary Education Council (MTEC) and MEA. The real problem is that things will not just keep going the way they have over recent decades – there will come a time when there is no longer a supply of minerals academics available to provide the educational programs; and universities will simply shut down subcritical mass mining programs and invest in the much more lucrative programs such as commerce, law, medicine, etc. By the time this starts to happen it will be at least ten years too late for any last-minute reactive response by industry, if they were to try and avert such a consequence. International experience with mining programs bears out this scenario quite clearly.It is therefore timely for industry individual mines and mine management to take a much more strategic look at their role in the education sector. Sustainable mining also means sustainable minerals education – without one, the other will not function over the long-term. There is a pressing need for long-term strategic buy-in by industry into the education sector – not just for the good times, but also through the tough times. This means much more than a scholarship here or there, but includes such commitments as major industry-university research partnerships; collaborative recruitment initiatives and much more. The paper will discuss a range of such issues, problems and opportunities to address these important issues through strategic, comprehensive, long-term commitments by industry and equally significant and appropriate responses by the education sector. RME has a vision for a new grinding plant operational paradigm made possible by RMEÆs fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RMEÆs range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RMEÆs vision of a æliner profile versus profitabilityÆ commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

Closure options under consideration at some sites include backfilling mined-out pits with waste rock. Backfill may include mineralised and non-mineralised waste rock. Following groundwater rebound, flow-through conditions may develop in the pit post-closure. The backfill located in the saturated zone below the water table may release solutes under such conditions. It is therefore important to understand the potential impacts that backfilled pits could have on postclosure groundwater quality.Geochemical characterisation programs are the foundation for assessing the potential chemistry of water that has contacted mined wastes. Such programs must be designed to obtain data relevant to the closure options under consideration. Gekko Systems Pty Ltd have developed the Python Underground Processing Plant for the concentration of gold and sulfide ores. The Python plant has an established flow sheet including fine crushing, screening, gravity separation and flotation which aims to concentrate the valuable minerals (gold/sulfides). The aim of the plant is to achieve high valuable recovery into a mass yield of 10 - 30 per cent to reduce the amount of material that is needed to be taken to downstream processing. This paper examines the test work protocol for testing an ore to assess its suitability for the Python flow sheet. This paper will discuss the test methods employed to determine crushing requirements, continuous gravity recovery and flotation performance and how the results relate to Python design for the comminution, gravity and flotation circuits. Results from past test work will be discussed.

Historically the insurance industryÆs involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authorsÆ experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: personnel; environment; general management; compliance û legislation, systems, protocols; asset management; change management; financial impacts to the organisation; products/services; service delivery; and technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

DeGrussa Copper Mine, resource status 10.2 Mt at 5.7 per cent Cu, 2.1 g/t Au (Sandfire Resources, 2013), commenced concentrate production through its 1.5 Mt/a conventional copper flotation processing plant in September 2012. Geometallurgical assessment during the feasibility study identified potential process-critical ore factors that required further investigation to determine potential impact on processing. Ore characterisation and metallurgical processing performance test work of ore types ensued and subsequently, the first quantitative DeGrussa geometallurgy model was born. Now one year into steady state production, the geometallurgical program has evolved significantly from its infancy and provides valuable insight into ore characterisation and behaviour in the processing plant. Blast movement measurement is a key component of grade control, enabling mines to carry all of the precision involved in locating ore blocks, through a chaotic blast, to production. A monitoring system was developed about ten years ago so that mine operation personnel can measure three dimensional movement in every production blast. Research has shown that blast movement is always highly variable with a significant non-deterministic component. The consequence is that modelling will be inaccurate and therefore optimal ore recovery can only be achieved by direct measurement of blast movement.Three dimensional movement vectors are measured at discrete locations in the blast. If blast movement is only measured at one location in a blast pattern, data is severely limited and has all of the inherent inaccuracies of modelling a variable population. It is intuitive that the accuracy of defining the post-blast ore block mark-ups are proportional to the number of movement measurement locations, however increasing the number of monitoring locations causes increases to the direct operating costs of the mine.A cost-benefit analysis is used to explore the optimal number of monitoring locations. "Automated mining systems are increasingly being seen as a key requirement for a productive mining operation in the future. The importance of an integrated communication network infrastructure to support such systems is growing.This paper outlines the introduction of automated mining systems in large conventional mines as well as their growing role in block cave mines currently operating or being developed. The paper will then focus on a case study of how the communication infrastructure is fundamental to the operation of such systems and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation system within the overall mine operation.Mining operations already embarking down this road are discovering that the required network must be based on a true enterprise level architecture to not only enable the mine’s current plans for remote and automated mining, but also provide a scalable and integrated platform for future developments and requirements. The emerging issues for the communication network to truly support automation systems include: increased complexities of operating and maintaining multiple networks integration issues with disparate systems problems with reporting particularly as demands for corporate reporting and compatibility with enterprise systems become the norm ongoing management challenges, which will only increase with the proliferation of new technologies.The paper will explore how certain mining operations are addressing this by adopting a long-term strategy for automation deployment, which includes laying the necessary foundation architecture to meet their current requirements, while supporting their future visions for the fully automated mine.CITATION:Paine, R and Kent, D, 2014. The mainline running tunnels for Legacy Way comprise two tunnel boring machine (TBM) driven tunnels. Both TBM drives commenced at the Launch Portal adjacent the Mt Coot-tha Road. Excessive surface settlement arising from tunnelling would have had a significant impact to the road infrastructure. The geological structure above the tunnel springline is a mixture of fill, residual soil and weak rock. Given the combination of low ground cover and weak ground materials, along with the use of an open face TBM, an oversize pipe umbrella system has been installed above the tunnels. This pipe umbrella system is similar to that commonly adopted in conventional mined excavation support in soft ground except that the steel pipes are substantially larger in geometry and filled with concrete. It is acknowledged that similar systems with oversize pipe umbrella have been adopted elsewhere in the world in other projects. These systems often comprise of a full arch formed by conjoining oversize steel pipes (in contact only). By aligning the pipes in contact, the arching behaviour of the steel pipe would have been enhanced. However, this poses a degree of construction difficulty due to excavation and installation method of the pipes. The Legacy Way pipe umbrella system only consists of a partial arch at the tunnel crown and each pipe is spaced approximately 1200 mm apart with 900 mm diameter pipe, leaving a gap of approximately 300 mm between pipes. A reinforced concrete portal block was used to support the exposed ends of the pipes.This paper reviews the design analysis, the recorded deflections from the pipe umbrellas and surface monitoring during TBM launch and revisits the analysis using the newly available RS3 program, from Rocscience for 3D analysis of geotechnical structures.CITATION:Norbert, M and O’Connor, D, 2014. The GPM Gold Operation has been employing an Albion Process™ plant at its Sotk (Zod) gold mine in Armenia since 2014. Long term data from the operation is now being published for the first time. The data presented includes concentrate throughput, as feed to the Albion Process™ plant (tonnes per day), sulphur grade in concentrate (% S), total sulphide sulphur oxidation in the Albion Process™ plant (% SOx) and gold recovery from Albion Process™ plant residues (%). The data provides a basis for evaluation of the effectiveness of the commissioning, ramp up and operation of the Albion Process™ plant. Notwithstanding the impact of a slower concentrator commissioning than expected, the plant demonstrates Series 1 behaviour on McNulty ramp up curves, indicating successful commissioning and fast ramp up. Interrogation of the data and operational experience indicates that this successful operation is a result of a process that is flexible, robust and stable, one that was designed well based on solid testwork results and pilot plant trials during the study phase undertaken by Glencore Technology and Core Resources, and where the local operators were provided with appropriate training in operation of the plant.
