"As of 1 December 2014, the 2012 edition of the JORC Code requires Ore Reserves to be defined by studies at the pre-feasibility or feasibility level. This paper examines how the pathway for most mining developments is determined in the Pre-Feasibility Study and how a trade-off must be made between the need to make the best decision, the constraints of limited time and resources, and the level of the project’s accuracy and uncertainty in terms of value. Issues considered include framing the scope of the study, planning for robust decision-making and ensuring effective communication between the diverse disciplines within the team.An inherent conflict exists between the immediate value added to a mining business from an increase in ore reserves resulting from a ‘quick’ Pre-Feasibility Study and the long-term value of pursuing a development strategy based on proper investigation and evaluation of the options. Recognition and resolution of this conflict is necessary if a project is to progress into future development stages, both in a timely manner and with the optimal development alternative and strategy.The challenge for project developers and those conducting the Pre-Feasibility Study is to understand what the key deliverables are (ie an Ore Reserve statement, option selection, business evaluation, forward work plan or risks) and how to follow good practice to ensure that these deliver value.CITATION:Logan, D J and Jackson, J, 2016. The in-pipe treatment of slurries with polymer addition shortly prior to deposition is a noteworthy emerging technology of increasing popularity. Although polymer treatment has been shown to substantially modify and improve depositional and dewatering behaviour in a significant number of cases, the impacts of polymer treatment on geotechnical performance of tailings are less well understood. For example, certain combinations of polymer and slurry type have been shown to result in lower final densities at a given vertical effective stress. Despite these lower densities, polymer-treated tailings often exhibit peak undrained shear strengths consistent with untreated material. However, the sensitivity and/or brittleness of the material may be negatively influenced by the looser state created. Although these changes have been studied, most testing available in the literature was undertaken on relatively ‘fresh’ samples of polymer-treated material. However, significant shear may occur following treatment and prior to the commencement of settling and self-weight consolidation as the material moves down the beach.To study the effects of shearing on the subsequent performance of polymer-treated tailings, a test program consisting of consolidation, triaxial and direct simple shear tests was undertaken on presheared polymer-treated material. Materials used were identical to those used in previously published studies on the impacts of polymer treatment in a ‘fresh’ condition. Shearing of the polymer-treated material generally appeared to lessen the impacts of the polymer treatment process. However, the behaviour of the material when sheared indicated that the polymer was still impacting the behaviour of the material in some respects. The results indicate the importance of the consideration of shearing on material behaviour when planning and designing a tailings deposit where polymer treatment is to be implemented.CITATION:Reid, D and Fourie, A, 2015. Australia is a world leader in the design and operation of mines accessed by the decline method. Literature indicates that a number of metalliferous underground mines using the decline system are also increasing steadily. This increase has generated a great deal of interest in underground haulage systems in future due to the huge costs involved in the development of declines. Studies have also shown that the current method of accessing orebodies by the conventional decline method has proved to be expensive, especially for narrow vein deposits. This is because decline development costs are influenced by mine planning and design parameters as well as available haulage systems that the mining engineer can choose from. The current access method suggests that more waste material is being extracted because of the size of decline openings adopted (5.5 mW and 5.5 mH). Also the conventional 1:7 decline gradient and turning radius of 20 m makes decline lengths, as well as the duration of development, excessively longer. This paper discusses results of a mine design case study with monorail technology as a method of accessing and developing the decline. The proposed system is economical, has high advance rates and offers a significant reduction in capital expenditure. The study compares costs, development metres and the duration of decline development using the monorail system with the conventional (truck haulage) access method. Results obtained indicate that the monorail technology has the potential to reduce the decline length by over 62.6 per cent and decline costs by 63 per cent for the case study. The monorail system also reduces the total capital development costs by 22 per cent for the same case study. Due to rapid development resulting from increased advance rates and the shorter decline length coupled with smaller decline openings, the time to access the deposit reduced by 71.8 per cent. This case study demonstrates that the economics of narrow vein deposits can be improved significantly by using the monorail system of decline development.

Over recent years a number of techniques have been developed as part of the Australian Minerals Industries Research Association (AMIRA) P9 project to represent mathematically or measure directly subprocesses occurring in flotation cells. These include the determination of a:machine parameter (bubble surface area flux, Sb); froth parameter (froth recovery, Rf); entrainment and drainage parameters; and ore floatability parameter (Pi). A cost-effective methodology was developed for using these techniques to derive models of flotation circuits. This methodology was applied to derive a model of the flotation circuit at the Western Mining Corporation (WMC) Ltd Mt Keith Nickel Concentrator. The model was used to simulate a number of minor circuit flowsheet changes, the results of which are discussed in this paper. One year later, a second study of this plant was conducted. In this second study, data were collected while operating the plant in the flowsheet configurations that were simulated from the model developed from the first study. The results obtained from the second study showed reasonable agreement with the trends predicted from the first study model; discrepancies can be explained in terms of the model assumptions. This suggests that this simple circuit modelling methodology can be useful in assisting plant engineers to optimise flotation circuits.

Gold mining companies who are signatories of the International Cyanide Management Code (visit www.cyanidecode.org for further information) are required to measure WAD cyanide on-line and destroy WAD cyanide in excess of specified limits. Weak acid dissociable (WAD) cyanide refers to those cyanide species liberated at a moderate pH of 4.5 such as HCN(aq) and CN-, and the majority of Zn, Cd, Cu, Ni and Ag complexes with low dissociation constants. It is potentially toxic to humans and animals. Recognising and in response to the gold mining industryÆs need for an on-line WAD cyanide measurement device, Mintek recently developed the WAD Cynoprobe. The WAD cyanide analysis technique is based on the use of a ligand exchange reagent that liberates WAD cyanide from metal-cyano complexes. The ligand exchange reaction is represented by the following chemical equation: Metal(CN)X + yLigand <-> Metal(Ligand)y + xCN- The plant filtrate is treated with a ligand exchange reagent, to liberate WAD cyanide, before measuring the free cyanide concentration via amperometry. The instrument proved to be accurate and reliable in the laboratory as well as under industrial gold plant conditions during various trials. It has gained wide-spread commercial acceptance both locally and internationally. However, itÆs recent exposure to complex ore types have called for refinements to the analysis technique. It has been further developed to improve its precision and accuracy and to remove reagent and thiosulfate interferences. Its compatibility with the most commonly used destruction oxidants has also recently been investigated. The WAD Cynoprobe may be configured to measure both free and WAD cyanide concentration. Its fast analysis time, approximately 5 min, makes it suitable for use in the control and optimisation of the cyanide destruction and recovery process. Proper oxidant dosage control and monitoring of effluent concentration levels will ultimately result in less cyanide and post-destruction salts discharged into the environment.

"Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Common errors in calculating a break-even grade include using fixed metallurgical recoveries, not including allowances for ideal laboratory versus real plant results, ignoring available operational data and using modal rather than mean parameter values in cost and performance calculations.This paper examines a common value distribution profile in many ore reserves and the effect of common break-even grade errors on this profile.CITATION:Poniewierski, J, 2016. Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? Codelco Chile is currently developing the El Teniente û New Mine Level Project (NMLP) in order to increase ore production by seeking to mine the ore deposit located under the current operational orebody. Reserves of 2000 million tonnes (Mt) have been quantified, which will be extracted as from the year 2017 by using the panel caving and progressive sinking method. Codelco and SKM Minmetal (SKM) jointly developed the project prefeasibility stage (PFS), closing these studies in March 2008. The first part of the project approach is to replace mine production currently feeding the Colon concentrator facilities with 137 000 tonnes per day (t/d), focusing attention on a production increase from the year 2026 up to 180 000 t/d. Project efforts have also been centred on maximising the contribution of new technologies for both construction and operational phases of the New Mine Level, together with selecting the best mine infrastructure to keep El Teniente operations going on for the next 50 years. Implicit in this is the inherent improvement of a variety of current Mina El Teniente process and management practices. The plan is to reduce actual mine operational risks and take advantage of new opportunities afforded by the project, which is in effect a greenfield project with respect to the implementation of fundamental changes in the labour and business environment. In addition, issues related to human resources, maintenance and management, materials handling, establishing centralised operations and accesses, automation and remote operations control and power efficiency could also be addressed. The project, beyond the New Mine Level exploitation, considers the mineÆs future potential, with a second deeper exploration in prospect named Deep Level. Finally, the project identifies features that would add value to the mine operations, in an initiative named æSpace for Future TechnologiesÆ. This will allow the eventual implementation of new electrical equipment and the application of mechanised technologies and other process improvements for the mine development.

Sampling of CIL/CIP circuits is typically done by compositing samples of feed and tails over eight or 12 hour periods. As the residence time in the leaching tankage may be approximately 20 hours, the tails from any period being derived from material entering the circuit 20 hours earlier do not correspond to the head from the same sampling period. Moreover, mixing in the series of tanks in a circuit also modifies correspondence between input and output. A special purpose simulator has therefore been developed to allow for the mixing and delay in the tankage and permit estimation of the head assays corresponding to any tailings sample. Thus more accurate assessment of the day-to-day recoveries of gold and silver follows. The model, programmed in Excel, assumes that the tanks are perfect mixers. By inputting the sequential head grades and considering that no leaching has occurred, the head grade which corresponded to the tailings for each period could be estimated. Allowance is made for variations in feed rate over the sampling period by computing the average flow rate of slurry and thus the residence time of each increment of the tailings. This simple model and its application have been found to be subject to some limitations, which are discussed in the paper, resulting in some unresolved variability in results. However, for a typical circuit even the simple model was able to greatly improve consistency of recovery data with variations being approximately halved by eliminating much of the anomalous variation arising from the lack of correspondence between head and tail when changes in head grade are occurring. Therefore, this permits genuine variations in metallurgy to be identified with greater confidence and thus operational shortcomings can be identified and addressed more quickly.

Many sample value distributions are highly skewed and present variograms with high relative nugget effects and/or short-range structures. In consequence, significant deskewing of the histogram and variance reduction occurs when transforming between sample and block support, where blocks are of significantly larger volume than samples. When making estimates in the mining industry we usually wish to estimate on the basis of block support rather than sample support. The selective mining unit (SMU) refers to the minimum support upon which ore/waste allocation decisions can realistically and practically be made. The SMU is usually significantly smaller than the sampling grid dimensions, in particular at exploration/feasibility stages. In a non-linear estimate, for each large block (by convention called a æpanelÆ) we estimate the proportion of SMU-sized parcels above a cut-off grade threshold. A series of proportions above cut-off defines the SMU distribution. Use of such non-linear estimates reduces distortion of grade-tonnage curves and provides a better basis for mine planning and economic decision-making. At present, Multiple Indicator Kriging (MIK) is the most widely used technique for performing estimation of recoverable resources. MIK is not the only approach available and it has some potentially serious limitations. The MIK technique is described and a number of theoretical and practical implementation issues are examined. In particular: MIKÆs assumptions about spatial distribution of grade; the behaviour of indicator variograms; application of change of support models; order relationship problems; and modelling the tail of the distribution. Some simple tests are described which allow us to determine the suitability of different estimators for a given deposit and criteria to identify a preferred estimator are also examined. Uniform Conditioning (UC), an alternative estimator which may be used instead of MIK, is described.

Although AustraliaÆs coal mining industry is currently experiencing a pleasing period of price relief, long-term trends toward lower real prices will surely continue. Higher price levels attract expansion by existing operators and market entrance by new operators. History clearly demonstrates the relentless long-term march toward ever lower real prices. Therefore, the need for economic returns applies constant pressure to improve productivity. To be sustained, high productivity requires a systematic response based on a solid understanding of critical productivity determinants. The most powerful determinant of productivity is now widely understood to be workplace culture. Culture largely comprises a combination of behaviours, symbols and attitudes. This paper will examine and review scienceÆs latest discoveries in human behaviour. It will provide a proven, practical framework for understanding behaviour and applying this knowledge. Significantly, it will highlight why conventional approaches toward improving productivity often provide disappointing economic returns. The modern understanding of behaviour factors will cover coal face operations. More importantly, because executive and managerial levels in coal mining have significantly greater impact on industry and mine productivity the paper will concentrate on leadership. Particular emphasis will be placed on use of modern systems and in particular use of what are by far the most powerful drivers of behaviours û measurement, analysis and reporting systems. The paper and presentation will show how conventional systems rooted in antiquated American legislation from the early 1900s stifle productivity improvement and drive suboptimal and even counterproductive behaviours. These commonly used systems will be compared with accurate and effective modern methods for assessing performance to improve productivity. These principles are proven in all industries and effective application in mining will be highlighted. Actual results will be used to demonstrate practical approaches successfully applied in both metal and coal mining in Australia and overseas.

Rock burst is common in deep underground excavations and is characterised by a violent ejection of block rocks from excavation walls. It is critical to understand the phenomenon of rock burst and particularly the failure mechanism. Laboratory experiments are one of the ways. For that purpose, a rock burst laboratory test system was developed at the State Key Laboratory for Geomechanics and Deep Underground Engineering at the China University of Mining and Technology, Beijing. A true triaxial test system, designated the Deep Underground Rock Burst Analogue Test Machine, was developed, which can transfer a stress state from three-direction-compression on six surfaces to the compression on five surfaces with one set free. The rock burst experimental system comprises an acquisition of acoustic emission signals, a high-speed recording in order to accurately record the kinetic characteristics of rock fragments ejected during a rock burst event and the possibility of infrared thermography showing the surface temperature of the samples. In this paper, analyses of typical results from rock burst tests are presented with a description of the obtained results. The mechanisms of rock burst are illustrated, and a rock burst classification is proposed based on these laboratory tests. For the control of rock burst, the constant resistance, large deformation (CRLD) bolt or anchor is presented for accommodating the large displacement of surrounding rock masses and absorbing the impact of the sudden release of rock burst while outputting a constant resistant force in response to the external load. The CRLD bolt or anchor has had practical applications in underground mines. Finally, in situ tests performed in a tunnel at Qingshui coalmine, China, are analysed in detail.CITATION:He, M and Sousa, L R, 2014. The Great Artesian Basin (the Basin) is a large aquifer system underlying more than 20 per cent of continental Australia and most of Queensland. The aquifers of the Basin are an important water source for many industries, including the mining sector. The Queensland Great Artesian Basin Water Resource Plan (the Plan) was released in March 2006. The Plan provides a framework for the long- term holistic management of the aquifers in the Queensland Section of the Basin, in a manner that is consistent with the strategic management plan for the Basin as a whole. The paper describes the Basin and summarises trends in the demand for water in the Queensland section of the Basin. It describes the broad framework for management of the Basin by the individual Australian states, as well as the planning entitlement framework for water resource management in Queensland. The paper discusses the content of the Plan. This includes: the division of the aquifers into management areas and management units for management purposes, provision for protection of the flow of water to springs, limits on further allocating water, provision for a competitive process for access to new water and provision for water trading. Under the Queensland planning and entitlement system a resource operations plan is prepared to specify operational arrangements to implement a water resource plan. A resource operation plan for the basin is expected to be finalised before the end of 2006. The paper summarises the likely content of the plan.

Column flotation cells have been installed in numerous base metal operations around the world. The majority of these cells utilise conventional air-only spargers to introduce air into the bottom of the column. The recent development of instruments to measure the bubble characteristics in these columns has provided a renewed understanding of column behaviour. These new tools provided insight into why the columns at Red Dog Mine had never performed up to expectations. After efforts to optimise the spargers failed to substantially change the bubble size and air efficiency, alternate sparger systems were investigated. The Metso Minerals CISA Microcel sparger system appeared promising and was selected for a full-scale plant trial. The Microcel sparger system was originally developed for the coal industry at the Virginia Centre for Coal and Minerals Processing. In October 2003, a Microcel was retrofitted into one of two 3.66 m diameter flotation columns in the zinc retreat circuit at Red Dog Mine. The operation of the two different sparger systems in parallel allowed a detailed comparison. This paper discusses the performance of the Microcel based on the data collected during several detailed surveys. Bubble size measurements carried out in the pulp zone using the McGill University bubble viewer showed a significant difference in bubble size. The mean Sauter diameter of the bubbles decreased from 3.4 mm for the jetting-type sparger to 1.9 mm for the Microcel sparger. The overall recovery and the recovery by size fraction for both valuable and gangue minerals were compared. Paired t-tests demonstrated that the Microcel column produced a higher concentrate grade (0.6 per cent zinc absolute) and a higher unit recovery (2.8 per cent zinc absolute) than the existing Canadian Process Technologies Inc (CPT) SlamJet column. These improvements provided a payback period of 1.5 months for the $109 000 investment.

The Mount Isa copper deposit is located adjacent to the city of Mount Isa, Queensland, and lies within a series of Palaeoproterozoic to Mesoproterozoic Superbasins. The deposit is hosted almost entirely within the Urquhart Shale (US), a unit of the Mount Isa Group sediments and part of the Isa Superbasin. The copper mineralisation is separated into two distinct orebodies: the X41 mine (1100 and 1900 orebodies) and the Enterprise mine (3000 and 3500 orebodies). The orebodies are situated in the hanging wall of the major controlling structures, the Paroo Fault, which has juxtaposed older basement Eastern Creek Volcanics against the younger Mount Isa Group sediments cf 1655 ± 4 Ma. Conjecture remains over the exact timing of this thrust event. However, it is clear that inflections on the Paroo Fault have a close association with the orebodies and are an important structural feature in the mineralisation of the Mount Isa copper deposit.The life-of-mine is reducing steadily and new geomechanical modelling techniques were employed to target structurally controlled mineralised zones in three dimensions. Following a structural review of the mine using underground mapping, structural data and core shed observations, a conceptual 3D mine model was constructed utilising existing data modelled in MineSight®. This conceptual model included all the main lithological units and structures. The conceptual model aimed to test the effects of deformation on the main lithological and structural components of the system and attempted to highlight areas of anomalous stress and strain that may indicate a higher likelihood of fluid focusing and mineralisation potential. This project was focused on testing the latter stages of a D3 event (NE–SW compression) and D4 event (SE–NW compression), which are considered to be responsible for the current location of the mineralisation.The fully coupled 3D finite element analysis models resulted in highlighting anomalous patterns of stress and strain and subsequent fluid flow as a result of the two deformation events. The NE–SW D3 simulation provided the best correlation with the known distribution of mineralisation. This event also indicated several areas on the Paroo Fault and within the US that have potential to host further areas of mineralisation. The SE–NW D4 simulation provided less of a correlation with known mineralised zones. However, this event may have been responsible for post mineralisation re-mobilisation of copper on a relatively small scale. Areas of maximum shear strain, shear stress, volumetric strain and fluid flow correlated well with areas of minimum principal stress and provided the best overall match with known mineralised zones. Furthermore, several additional highlighted areas provide a high potential for further discovery of copper mineralisation. Recent exploration drilling north of the Enterprise mine 3000 orebody, utilising geomechanical modelling as part of the targeting criteria, intersected copper mineralisation, providing further validation of the modelling results.CITATION:McLellan, J G, O’Sullivan, R, Miller, B and Taylor, D, 2014. The BHP Billiton Cannington mine uses sequential flotation to treat a silver, lead and zinc ore supplied from an underground mine. The final products from the process plant are a silver rich lead concentrate and a zinc concentrate. Operational history of plant performance highlighted that the majority of valuable metal losses to final tailing occurred in the -5 ¦m fraction. Research completed on the flotation characteristics of this size fraction in plant feed resulted in the development of a split flotation process to improve the silver and lead mineral recoveries. Construction of a $A 9.5 million brownfield project to install the new split flotation circuit at Cannington was completed in July 2002. The circuit consists of three stages of cyclone classification to recover the ultra fine material to a final cyclone overflow stream, conditioning of this pulp to achieve optimal process conditions, and conventional rougher and three stage cleaner flotation to produce a silver rich lead concentrate. The rougher tail from the new circuit is recombined with the cyclone underflow streams and processed through the original lead-zinc flotation circuit. This paper discusses the circuit design, material properties, material selection for components of the circuit, operational practices and requirements to ensure the circuit succeeded in meeting production targets. The technology is subject of a number of patent applications including international application No PCT/AU02/00400.

This paper presents an overview of the current status of mine water management in South Africa. The regulatory framework within which mine water management operates is set out, based on the principles and policies embodied in the relevant legislation. The status of the gold and coal mining industries, with regard to water management, is presented on the basis of studies that have been undertaken to develop water and salt balances for these industries. While the data is not available to quantify the status of ARD in South Africa, the range of typical mine water quality problems faced by South African gold and coal mines is presented. The status quo, problems and challenges relating to mine water management are presented and discussed. It is shown that, while there have been major strides in the last decade, and mine water management and treatment in South Africa has moved onto the forefront of mine environmental management, important problems still persist. There is still a significant amount of improvement required, particularly in the field of prediction of water quality deterioration and the application of such predictions to the identification of management actions that can be applied to prevent or minimise mine water pollution in the shortmedium- and long-term.

In many cases, current metallurgical accounting practice does not consider the errors associated with the measurements used in obtaining the metal balance. Considering all measurement errors, including errors associated at each step of the process - from sampling and analytical errors to measurement errors in circuit instrumentation, can improve the accuracy of the final metal balance - assisting in the improvement of process performance, optimisation and control.The consequences of the inclusion of measurement errors on metal balance for different circuit configurations and typical metallurgical accounting practice (two product and three product formulae) will be discussed in this paper.Examples of the tools, methodology of implementation, and periodical metal balance tasks are presented to illustrate the advantage of this approach in meeting the different requirements of each department.CITATION:Brochot, S and Durance, M-V, 2012. EnergyAustralia’s Sydney Central Business District (CBD) cable tunnel network will form a loop 6.2 km in length. The 3.2 km long, 3.5 m, diameter city east cable tunnel (CECT) currently in design, will complete the loop in 2014. This paper discusses the ventilation design of the CECT, considering operation for four functions:1. normal (unmanned),2. access (manned),3. purge, and4. emergency fire modes.The dominant design criterion which determines the required ventilation capacity for CECT is the specification of an upper air temperature limits of 35°C (dry bulb) and 24°C (wet bulb) for manned access, during all ambient weather conditions and cable heating loads. Simplistic static heat transfer analyses do not yield a sufficiently accurate calculation of tunnel air temperature and humidity to provide a safe and yet economical design. The primary refinement in the analysis discussed in this paper is associated with modelling of the system’s dynamic behaviour.Our means of analysis is through a thermo-fluid-dynamic simulation of the interactions between the diurnally and seasonally varying loads (cable heat generation, ambient air conditions and groundwater inflow), tunnel airflow and the resulting tunnel air temperature and humidity. These simulations are validated using experimental data from the existing city south and city west cable tunnels.Fire life safety scenarios are also analysed and discussed in association with the ventilation design. Ventilation strategies are developed for dealing with such emergency fire situations.The understanding and insight provided by the work offers the ability to optimise ventilation plant provisions in future cable tunnels, particularly long and high energy density tunnels.
