Consultants in the mining industry have the opportunity to visit interesting deposits all over the world. Each deposit has its own set of challenges to face when it comes to defining and understanding the deposit geology and the economics to make it viable for extraction. Some of the challenges can include appropriate data capture, sampling techniques, structural characteristics, geochemistry, geophysics, lithology definition, and economic boundaries. It is essential that the practices used at each deposit (eg drilling, sampling, geological modelling, resource estimation etc) are documented and the results obtained are robust and defensible. The Competent Person is not always aware of instances where their resource estimation practices have not been substantiated. ‘You don’t know what you don’t know’ is a phrase frequently used during a mineral resource audit. Technical work to substantiate drilling, sampling, density, assaying, geological modelling and estimation processes is not always completed. Audited Competent Persons often comment: • ‘I was unaware that this was required.’ • ‘I have not had training in this area and do not know how to complete the checks required.’ • ‘This is how we’ve always done it.’ Examples of audits where it was found that geological practices were not substantiated are examined here. A discussion is included on why substantiation of these practices is important, and potential reasons as to why there are instances of unsubstantiated processes and practices are discussed.

Deep hard rock underground mines tend to experience high stress as such drives exhibit dynamic responses attributed to a rock burst variant (strainburst). This dynamic behaviour is difficult to predict, and every effort is made to devise the appropriate dynamic support system for its associated failure restraint. This paper outlines the back analysis and the support scheme design for an underground decline that exhibited damage from a dynamic strainburst occurrence. It employs a decline section that experienced a dynamically loaded strainburst that initiated rock fragment ejections. The procedure involves a preliminary structural analysis, a seismic intensity measure, and a rock mass simulation to determine the static stress concentration and ground support system response. The numerical simulation is conducted in FLAC3D which employs the advanced strain-softening IMASS constitutive model governed by two Hoek–Brown (HB) bounding yield surfaces. To account for the post-peak brittleness response associated with strainburst the plastic strain multiplier () is adjusted to 0.0 < < 1.0. The back-analysis shows that the occurrence was initiated by a low-intensity seismic wave that superimposed an extra stress component to the initial static stress which triggered rock fragment ejections. Additionally, the appropriate support scheme comprised of Weldmesh, Fibrecrete, static (split set) and yieldable (Kinloc) reinforcements is recommended and implemented. Thereafter, the bolt’s efficiency is evaluated based on the axial force and elongation capacities and then compared with the published bolt performance data. The evaluation results show that the maximum bolt axial force (0.1 per cent) and elongation (0.006 per cent) are below the designed capacity and rupture strain.

In the last decade, the use of advanced implicit modelling software/algorithms in mineral resource workflows has become a best practice in the mining industry. In most cases, these workflows can easily replicate the level of detail of explicitly modelled geometries, even for very complex deposits. These techniques are flexible and can produce fast results since software is responsible for generating 3D surfaces and solids based on geological and interpretation data. Nevertheless, depending on how unique and complex some deposits are, intense manual editing and input are required to honour the geological context and produce the desired outcome. The current geological modelling workflow at George Fisher Mine (GFM) is based on the semi-automatic built-in tool that generates stratigraphic sequences (stacked lithology layers) based on logging and mapping data. This tool (stratigraphic sequence from Leapfrog Geo™) works for the majority of areas in the mine but fails to capture observed mineralisation pinch-outs in operational areas and at extrapolated boundaries of the deposit. These pinch-outs have the potential to negatively impact grade forecasts if not resolved manually. Using built-in software tools only, the alternative for a more accurate model is to generate each individual layer and adding tens of thousands of manual interpretation points to honour pinch-outs (based on the amount of existing drilling in the mine and number of layers). This approach would require an estimated minimum of two to four years of a full-time employee (FTE) to be exhaustively completed. This study presents an automated approach to generate pinch-out points using a set of Python scripts that only take a few minutes to run. The newly generated points are then combined into the commercial software workflow as interpretation points, honouring observed pinch-outs. The remarkable time difference between approaches removes chance of manual errors and allows mine geologists to spend valuable time in validation and testing of scenarios, ensuring they are more representative of the deposit’s geology.

An examination was made of the filtration characteristics of a haematite slurry using a range of polyacrylamide based flocculants in solutions containing up to 3 per cent sodium chloride. The polymers used were &quot;high&quot; and &quot;Iow&quot; molecular weight and had from 0 to 40 per cent charged groups.Increasing charge density tends to reduce the dose required to achieve optimum performance measured by filtration rate and by cake moisture. In general increased salt addition tends to increase the dosage required to achieve these optima. Both these observations result from the change in polymer extension and accord well with the bridging theory of flocculation.The dose required for optimal cake moisture is up to three times greater than that required for optimal filtration rate. This effect is reasonably consistent for all polymers studied and appears to be non-linearly dependent on salt concentration, with the difference being small at 0 and 3 per cent but quite significant at 1 per cent.

The Northern Sewerage Project (NSP) is a $650 M infrastructure project that will increase the capacity of the sewerage system for Melbourne’s growing northern suburbs while also helping to protect the Merri and Moonee Ponds creeks by significantly reducing the number of sewage overflows that can occur after heavy rainfall. The NSP consists of two stages: Stage 1 (NSP1) will be owned and operated by Melbourne Water Corporation, and Stage 2 (NSP2) will be owned by Yarra Valley Water and operated by Melbourne Water Corporation.Glass-fibre reinforced plastic (GRP) was used on both NSP stages, however, since Stage 1’s schedule for installation of GRP was slightly ahead of Stage 2’s, this paper will only focus on Stage 1’s use of GRP.NSP1 involves the construction of 7.9 km of new sewer tunnel ranging in diameter from 1.6 to 2.5 m, five main access shafts at depths of up to 65 m, and connections to the existing sewerage system including several access manholes. Construction began in 2007, and project completion is expected in 2012.The original design for NSP1 specified the use of high-density polyethylene (HDPE-) line precast concrete pipes as the final tunnel lining and HDPE-lined reinforced concrete for the access shafts and manholes. During construction, the rising cost of precast concrete pipes and the introduction of an additional GRP pipe supplier in the market justified a review of the tunnel final lining material. The contractor-proposed GRP pipe alternative was accepted for the final tunnel lining based on time and cost savings that were possible without compromising the design intent. After gaining experience with GRP through this design change, Melbourne Water Corporation reviewed and accepted GRP as the final lining for five smaller connection manholes. The use of GRP for the manholes was particularly inventive as the redesign made use of the approved tunnel GRP pipes as both a structural and corrosion-resistant lining.This paper discusses the use of GRP on NSP1; how the change in material, from concrete to GRP, affected the design philosophies assumed during detailed design; and how construction methods were modified to handle the less rigid GRP material. Details on the structural, hydraulic and durability considerations for the design are included, as are details about the time and cost savings and the quality and safety improvements that were achieved during construction.

Addressing community concerns in relation to an economic activity, particularly when it causes significant community impacts, is especially important for the development of extractive industry projects. Pipelines comprise an integral part of many hydrocarbon developments, which may cause different effects on local economic development, communities and the environment compared with open cast mines. This paper explores community impacts associated with a case study of the oil pipeline æEastern Siberia-Pacific OceanÆ in the Republic of Sakha (Yakutia), Russia. Based on semi-structured interviews, conducted in 2006 - 2008 in Russia, the paper investigates claims of local communities about potential impacts of the pipeline development of their environments and economic activities as well as community claims for greater involvement in sharing the benefits from this major infrastructure project. A community of Indigenous people, Evenk, is likely to be most profoundly affected by the development due to impacts on their traditional activities such as hunting and reindeer herding. The paper examines in detail the regional economic, social, environmental and Indigenous peoples concerns over the construction of the oil pipeline and investigates actions and methods adopted by community organisations to voice their concerns about the pipeline development. Finally, the paper assesses the process of interaction between the pipeline developers and regional stakeholders.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. This paper describes model-scale bench blasts on mortar blocks with distorted drill hole patterns, done in 2013–2014 at the Montanuniversitaet Leoben. The main aim of the project is to see if the fragmentation from and the crack development behind blasts with and without drill hole deviations differ significantly.The dimensions of the test blocks were 660 &#215; 280 &#215; 210 mm (L &#215; W &#215; H). They were mounted inside a yoke that allows the blast waves to escape (see Figure 1). Three rows in each block were shot row by row with a nominal pattern of B &#215; S = 70 &#215; 95 mm. The same nominal delay 73 µs (ie 1 ms per m burden) between holes was used throughout. Blocks with holes of stochastic collar position errors (variations in burden or in burden and spacing but constant row volume) and systematically shifted collar positions (blasts with staggered pattern) were shot. The results were compared to reference blocks without collar deviations.Apart from the sieving analysis, the remaining bench faces were measured with a stereo-photogrammetric method and horizontal roughness profiles for each row were constructed. Sawing slabs from block remains after the third row and use of dye penetrant allowed the study of internal blast damage.The analysis showed that none of the changes in borehole collaring had a significant effect on the sieving curve (median). The sieving results confirm earlier findings though that the fragmentation gets finer with the number of rows shot, implying that blast damage from earlier rows has an influence on the blasting results. The tests demonstrated that the nequiv (equivalent n-value) has increased ten per cent by shooting staggered pattern and decreased by seven per cent by pattern with burden and spacing errors. For the rest of the patterns, the nequiv was roughly the same.The surface roughness investigation showed that a smooth surface was achieved by the staggered pattern. The other deviations patterns did not show a clear trend.The internal blast damage, which was measured in the remaining part of blocks, showed that out of eleven, four crack families seemed to be most affected by blasting. Although the Mt Charlotte gold resource was discovered in 1893, it was only in 1954 that geologists correctly interpreted drill data and defined a large low-grade orebody. The mine has been a large, low-cost and profitable producer since 1962 when bulk mining commenced using cut and fill. From 1968 a combination of long hole open stoping with delayed mass blasting was used. This proved to be an excellent mining method for the large, separate subvertical orebodies. The structured but otherwise good quality rock allowed very large stopes to stand unsupported. Exceptionally large equipment, for its time, was used to efficiently mine, muck and move the ore at low-cost. The mine only just survived severe cost pressures in 1974-76, due to very low gold prices. Better gold prices in 1979 and a need to access deeper ore meant a bold commitment to sink the Cassidy Shaft and refurbish the mine to sustain future profitability. In 1997 the Sam Pearce Decline connected to the underground workings, making it profitable to mine upper level remnant ore. Mining-induced seismicity has been a feature of mining at Mt Charlotte. The main cause has been shearing on structures. A mine-wide seismic system was installed in 1994. Large seismic events have occasionally made management question whether a safe working environment can be maintained. Thorough investigations led to an understanding of the problem and development of procedures to minimise seismicity.

Change and its relationship with the introduction of new technology is a constant of human history. The mining industry has many examples of this relationship. This record contrasts with its present day struggles to move beyond a public perception of being just ‘dirty, dumb and dangerous’. The drivers for the introduction of new technology are frequently listed as the occupational health and safety of people working in the mines, reductions in direct operating costs, and increases in productivity.This paper discusses the issues that a mining business needs to deal with to implement new technology with the best possible conditions for success. It comments on how the strategic and tactical components of technology planning relate to and interact with change management. The central discussion is directed at the role that people play in the successful implementation of new technology. The introduction of autonomous underground haulage equipment provides a background for the discussion of this topic.The paper uses case study references, equipment supplier information and research findings. The record for autonomous haulage systems in underground mining over the past 15 years is patchy, marked by many trials and attempts, with few examples of sustained operation until relatively recently. The drivers for the introduction of this technology are variously listed as the occupational health and safety of people working in underground mines, reductions in direct operating costs and increases in productivity.This paper reviews the trends for operation of semi-autonomous and autonomous haulage achieved by underground mines and the defining features of the technology currently available. The inclusion of autonomous haulage as part of mining studies and the fundamental conditions for its successful application is discussed in the paper. The components required for an autonomous underground haulage system are outlined and the key aspects that need to support its effective implementation are examined together with their associated opportunities and risks. Special note is made of the critical role people, including executive leadership, have in ensuring the successful introduction of this technology.The paper draws on published case study material, equipment supplier information and research findings. State ownership of minerals results in domestic legislation regulating mining operations. The mining industry today is dominated by a number of transnational companies, each subject to internal and external pressures for a more responsible approach to resource management. Thirty to 40 major companies are responsible for the bulk of the worldÆs mineral production with the balance coming from state-owned, second tier and junior companies and from artisanal miners.Mining companies operating within competitive commercial environments formerly focussed on mineral production. Companies worked to standards and expectations then current which largely failed to recognise the impact of mining activities on community interests. The mining industry acquired a reputation for arrogance, and for placing profitability ahead of issues considered equally or more important by local communities. Current perceptions continue to reflect disquiet about industry attitudes towards traditional land-owners and access to their lands, to environmental contamination, handling and storage of waste materials, utilisation of water and electricity, and to rehabilitation of worked out areas. Major international mining companies concerned at continuing criticism sponsored a series of initiatives with the objective of providing guidance on working harmoniously within the community. Industry commissioned studies, performed through the agency of disinterested parties, resulted in May 2002, in a Declaration being issued at an International Conference in Toronto. The Declaration was based on, but did not reflect all of the recommendations of the MMSD Report, æBreaking New GroundÆ.This paper considers whether benefits would result from the negotiation of a legally binding and enforceable international protocol encompassing the objectives of the MMSD report or the Toronto Declaration. It attempts to identify the problems associated with implementing and enforcing international mining law, should it be introduced. Aspects of mining operations having cover under customary international law are reviewed, as are rights, obligations and remedies for breaches of national mining law. Conclusions are drawn based on established procedures relating to implementing international agreements. The continuing ability of mining companies to operate within communities will result from each satisfying the communityÆs expectations rather than by complying with largely unenforceable legislation.

About 90 per cent of the pre-mining BIF-hosted iron ore resource of the Hamersley Province of Western Australia is of the Phanerozoic supergene martite-goethite type. The remaining ten per cent formed as supergene deposits at ~2000 ¦ 200 Ma, and were later modified by burial to form the Proterozoic martite-microplaty hematite ores. The supergene-metamorphic segment of this general unified model has been challenged by three recently published hypogene-based genetic models for the hematite ores, all requiring meteoric oxidation to produce the ore. The most recent and detailed, by Taylor et al (2001), is based on data from the small Southern Batter and North deposits of the Mount Tom Price mine. The authors proposed that during Stage 1 æoverpressured bicarbonate-saturated basin brines from the dolomite aquifer of the Wittenoom FormationÆ at 150 - 250¦C, dissolved free silica from BIF to produce a stratigraphically thinned, magnetite-carbonate-silicate-apatite rock. In Stage 2, meteoric oxidation of siderite to secondary microplaty hematite + ankerite, and magnetite to martite, at unspecified elevated temperatures and pressures, was followed by carbonate leaching (Stage 3). Finally, during Stage 4, weathering with removal of apatite, produced the typical low-phosphorus, porous martite-microplaty hematite ores of the Tom Price-Whaleback type. However, evidence of both microplaty hematite and martite reduced to magnetite, and of infill silica, apatite, and ferroan chlorite, with late-stage pyrite, in the pore space of martite-microplaty hematite ore, shows that the hydrothermal activity at Mount Tom Price is a post-ore event. Neither pyrite nor ferroan chlorite could resist the oxidation required to form hematite ore. Recrystallisation of microplaty hematite in these infilled zones to a typically coarser form than present in most of the normal ores, is a further supporting factor. A more credible, post-ore alternative to the hypogene genetic model is suggested here. Re-exposure to leaching by ground water of the metamorphosed ore deposits in the Phanerozoic resulted in the partial removal of remnant goethite. Localised modifications in the porous BIF/ore contact zones were driven by exothermic oxygen/pyrite/carbon reactions in the footwall Mt McRae Shale. Cool descending oxygenated meteoric water in the permeable ore horizons, acted as one limb of a thermal convective cell. In the other limb, heated reducing solutions rose through the permeable contact zones, to produce the observed localised modifications of BIF and ore. Expelled silica from the carbonatised BIF invaded adjacent porous ore to form erratic silicified ore zones, and to produce the local quartz vein systems found in the associated overlying BIF.

The prevention of fatal risks is a key objective for the global resources industry, especially considering poor performance with regard to fatality rate reduction and the continued occurrence of mine disasters globally. However, the industry has a credible history, over several decades, of the development and deployment management systems to control potential Serious Injury, Fatal and Catastrophic (P-SIFC) risks. While these systems have had a significant impact on the thinking and approaches to the prevention of fatal risks, fatal accident rates have not shown the desired reduction. Recent fatal and serious injury events in Australia have led to the establishment of several enquiries to further identify improvements that could be considered. Globally, fatal accident rates remain stubbornly high or plateaued in many jurisdictions, and several catastrophic events have occurred, such as tailing dams disasters in Brazil and South Africa, and the recent coalmine disaster in Turkey. Apart from the apparent lack of progress, it is evident that the deployment of critical risk systems has introduced more bureaucracy, slower response systems and additional burdens on already overloaded middle and supervisory levels of management. Organisations are rarely able to effectively tap into the risk source of risk knowledge of the frontline worker and supervisor, for various reasons discussed in this paper. To establish a valid and valuable channel of critical risk information flow from the frontline employee, Debmarine Namibia instigated the development and deployment of a system called SafeSENTRY, where the focus is on the ‘dynamic identification of dynamic risks’. This paper outlines the system, the principles of the design, the range of risk metrics that can be derived from the observations of the frontline operators, and demonstrates how a range of posited shortcomings in critical risk management is addressed how features of the High Reliability Organization (HRO) have been developed.

Valuation of mining companies and their underlying assets prepared by brokers&apos; analysts are, by necessity, approximations. The reliability of the valuations is entirely proportional to the quality of available data, the reliability of forecasts and the nature of underlying commodity price assumptions. The latter is perhaps the greatest single cause of gross variations in company and asset earnings estimates and- valuations. Assumptions are often necessary regarding commodity price achievement based on commodity hedge positions. Public disclosure from listed companies provides a sound base from which to project earnings, cashflows and balance sheets. The uncommon disclosure of projected production and cost schedules often reduces the reliability of future estimates. The application of reserve and resource estimates is contentious with practitioners applying differing weightings to importance of resources in estimating mine lives (and therefore cashflow streams). Valuation methods applied in equity markets usually focus on relative value and the identification of pricing anomalies. The commonest ""rules of thumb"" applied in the valuation of mining companies (and therefore their underlying assets) is with the use of year specific price/earnings (P/E) and price/cashflow (P/CF) ratios, with low multiples suggesting undervalued assets, high multiples overvalued situations (but these rules can often be clouded by market expectations of underlying commodity price movements). Another simply applied valuation tool is to examine the examine the value placed on reserves and resources by the market. Inexpensive gold in the ground (expressed as $ of market capitalisation per ounce of reserves or resources) might indicate a buying opportunity, but the market does discount the value of gold in the ground prior to mine development and where development risk is perceived.

Iron is one of the most exchanged commodities worldwide. Its use for steelmaking explains the growing demand in the metal which remains mainly produced by the mining and the beneficiation of iron ores. Flotation is the most used mineral separation technique worldwide, processing several billion tonnes (Bt) of ore annually, including, in some cases, hematite and magnetite ores. Based on the physicalchemical properties of mineral surfaces, flotation aims to selectively adsorb molecules that render mineral surfaces either hydrophobic or hydrophilic, known as collectors and depressants, respectively. Hydrophobic particles are then recovered in the froth by the injection of gas bubbles travelling up in the cell and attaching the hydrophobic particles. However, despite the popularity and the good performances of flotation, mining industry faces new challenges of decreasing grades and increased mineralogical complexness in ores. Many flotation variables, especially when related to reagent adsorption, remain poorly understood and it becomes necessary to gain knowledge to enhance the existing processes. Molecular modelling techniques like the density functional theory or molecular dynamics simulations (ie Classical molecular dynamics or Ab initio Molecular Dynamics) currently represent powerful tools for different applications in material sciences, like catalysis or depollution purposes. They have recently been successfully applied in the flotation area, with an increasing number of publications dealing with this topic every year. These tools provide crucial information on bulk and surface properties as well as on the adsorption mechanisms of reagents on mineral surfaces, key step in the flotation process, and synergetic effect of collector mixtures. A better understanding of the adsorption mechanisms of flotation reagents, provided by molecular simulations, will help to finely choose flotation reagents, and even lead to the development of new reagents formulations. Overall, these tools enable the discovery of practical and industrial solutions to improve the flotation process, which will undoubtedly help the mining industry to face its future challenges.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

The mining industry in Western Australia is a large sector of the WA economy providing $12 billion (1993) of the export income for the State. Historically, mining in WA developed from traditional prospecting in the late-1880s leading to major underground operations by the turn of the century. Large open pits were developed in WA following World War II and became increasingly common since the gold boom of the 1980s. With the development of the open pits has been concomitant evolution of mining legislation, principally the Mining Acts of 1904 and 1978, which has been also accompanied by a practical evolution of the administrative system within the Department of Minerals and Energy. The mining industry has recognised the need for sound environmental management at mine sites, taking up the challenge and becoming a world leader in rehabilitation techniques. Any environmental management program in the industry has three stages: approval by government; management by the industry; and return to the State in an environmentally acceptable condition. The WA environmental requirements, procedures and industry performance in these three stages are discussed.

Chromite tailings assaying 21.2 per cent Cr2O3 was upgraded to 48.7 per cent Cr2O3 at a recovery of 72.0 per cent using column flotation with a mixture of anionic collectors at pH 11. Electrokinetic methods were used to elucidate the mechanism of collector adsorption and correlate the findings with the optimum flotation conditions. Multivalent constituent ions such as Cr3+, A13+, Fe2+ and Mg2+ were found to adsorb on chromite surface and shift the zpc of chromite in the direction of oxide form of the mineral. The anionic collectors also imparted a negative charge to chromite in the entire pH region. The higher zeta potentials obtained upon adding the anionic collectors is ascribed to the adsorption of anionic surfactant onto the positively charged chromite surface. The positive sites are generated through formation of significant amount of hydroxy complexes of magnesium at pH 11. Complementary infrared data reveal the absence of a shift in the spectra indicating the possibility of physical adsorption in the system.

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.
