Government established and financed the NZ Steel Investigating Co in 1960. Its investigations showed that a steel industry was feasible and desirable based uponNorth Island titanomagnetite ironsands, and charted a route for its establishment. The initial processing used post-1945 preheating and prereduction developments, but later innovative improvements created what was essentially a new New Zealand technology. Of the North Island titanomagnetite deposits: the small ones at Waipipi were best made available for export; those at Kawhia and Taharoa were too remote for the economic siting of a mill; that at Raglan proved too small; while at Waikato North Head three times the requirement of 50 million tons of concentrate were located in two sand areas averaging 18 per cent titanomagnetite. Economic studies showed that a South Auckland site would be ideal, close to New Zealand's biggest market. The mill site, on a basalt flow at Glenbrook, was located by a half-day's fieldwork - near both the Waikato North Head deposit, and a railhead for bringing in Waikato coal, etc, and taking out steel products.   This development was one of several since World War II which altered significantly the lives and homes of New Zealanders (others were natural gas, oil, geothermal power, epithermal gold, aluminium, opencastable lignite, etc). All had the essential ingredients of the highest government backing, direct or indirect government finance, and first-class New Zealand scientific and engineering skills (eg to create new technologies). Not one such project failed.

Feasibility studies form a vital and significant component of the project delivery cycle. They are at the heart of the valuation process. This paper focuses on variables which can affect a project and how these are assessed as part of the decision-making process through feasibility studies. Test work and site selection needs; the degree of engineering required to meet the study requirements and the quality of owner project information are discussed. Also, local factors including permitting needs, social, environmental and government relations are considered. Engineering and site factors are crucial in the estimating process. The interaction of detailed engineering, engineering assumptions and estimating methodologies are therefore examined. The ownerÆs perspective is considered along with risk analysis, which is fundamental in project feasibility study activities. The impact of this is also discussed.

The township of Yalloum was established in 1921 to provide accommodation for the work force on the sites of the power station and open cut which were to become the basis of Victoria's electricity industry.A company town, Yallourn flourished, and in its heyday in the 1950s the township had a population in excess of 5500 residents.However the town was sited over a valuable coal field. In the 1960s, studies conducted by the State Electricity Commission indicated that excavation of this coal as a continuing development of Yalloum Open Cut was the optimum choice to meet the growing energy needs of Victoria. Operation in what became known as the Township Field commenced in 1979 and the completion of the overburden stripping was successfully achieved on target in 1991.

A key concern both in public perceptions of the environmental performance of the mining industry and in the development of policy relating to mining activities is the state in which the areas may be left at the completion of mining operations. There is, in effect, concern that the transient economic benefits of mining are enjoyed by the few, while the 'scars' may remain for all. While the techniques of mine rehabilitation have improved rapidly in recent years, an important set of economic issues has generally been neglected.In this paper, the economic and policy aspects of mine rehabilitation are examined. The key issue addressed is how to determine when expenditure on rehabilitation should stop. The answer to such a question requires consideration of the full range of social, as well as private, costs and benefits of rehabilitation at a particular site. Clearly these costs and benefits will vary between sites. From both an economic and policy perspective it is important to establish whether the additional gain from more rehabilitation would exceed the additional cost.It is concluded in the paper that the technical feasibility alone does not justify a paeticular level of rehabilitation activity and expenditure. While more rehabilitation at a particular site may be technically feasible, the additional expenditure incurred in undertaking that rehabilitation may result in little extra benefit. This conclusion has important implications for government policy, particularly with respect to establishing the goals for rehabilitation, criteria for successful rehabilitation and enforcement of rehabilitation objectives.

As mining and extraction processes improve and lower grade ores become economic, mining for most ores have extended to depths beneath the zone of weathering oxidation created over geological history. These deeper openings expose sulphidic formations and reduced mineral species as either primary ore or simply as accessory or gangue minerals in the country rock. This is not new, underground mining for primary base metal and gold have long been familiar with these problems, as have coal and uranium miners. The change is simply that the number of mines exposing sulphidic waste rocks, tailings to the atmosphere and/or leaving behind dewatered sulphidic rock surrounding the mine void has increased the number of sites from where acid mine drainage (AMD) may emanate with consequential problems for the hydrological environment including downstream catchments (Miller et al, 1996). The principles of ecologically sustainable development (Brundtland, 1987) have been more or less ratified by all the developed nations of the world and this has led, amongst other things, to an expansion unprecedented in the research and documentation of means for achieving long-term environmentally acceptable stabilisation of solid wastes of all sorts. These have revealed that AMD problems can be minimised and even reversed in many cases by the integration or co-disposal of biodegradable organic wastes with oxidising sulphidic wastes (Elliott et al, 1996). This paper considers how this might be achieved at mine sites in Australia and the results encountered at some relevant sites.

The Northside Storage Tunnel (NST) is the largest tunnelling project ever undertaken in Sydney. The tunnel extends deep underground from the western bank of the Lane Cove river to the North Head sewage treatment plant (STP), with a branch tunnel from Scotts Creek connecting to the main tunnel under Tunks Park. The aim of the tunnel is to intercept wet weather overflows from four key points along the northernsuburbs ocean outfall sewer (NSOOS) and provide short-term storage and transfer of sewage to NorthHead STP for treatment prior to discharge to the ocean through the deep ocean outfall. The project was an ambitious undertaking by an alliance between the client Sydney WaterCorporationand the engineering firms of Montgomery Watson, Connell Wagner and Transfield to design andconstruct approximately 20 kilometres of tunnel, tunnel declines and shafts in just over three years. In order to achieve this tight timeframe construction of the NST has been undertaken simultaneously at seven construction sites located across the northern suburbs of Sydney. As with most tunnelling operations, tunnel boring machines (TBMÆs) and roadheaders dominated the excavation activities. Tunks Park and North Head STP are the major tunnelling sites. An access decline was excavated using roadheaders at both of these sites to facilitate tunnelling using TBMÆs. Three TBMÆs 3.8 m, 6.0 m and 6.3 m diameter) were launched from Tunks Park and one TBM (6.5 m diameter) was launched from North Head. At the overflow interception sites of Scotts Creek, Lane Cove River and Quakers Hat Bay two vertical shafts known as drop and access/ventilation shafts were constructed. These shafts would provide the linkage between the existing sewer and the tunnel. As their names suggest the drop shaft would convey the wet weather sewage overflows to the tunnel while the access/ventilation shaft would provide access during dry weather and ventilation during a filling event. The fourth overflow site of Tunks Park would use the tunnel decline as its link to the tunnel. Originally these shafts were to be excavated using the raise bore method. This technique however, is entirely dependent on the TBMÆs reaching the shaft locations at the specified time. This was not the case at two of the three shaft excavation locations and top down methods of excavation such as, a percussive cone fracturing (PCF), blind bore, mechanical excavation and drill and blast were investigated to ensure the project met its completion schedule. Traditionally project decisions are dominated by cost and schedule objectives. The contractual arrangement of the Alliance however, required that the objectives of safety, community and environment also be considered in any decision making process. Thus each of these top down methods of excavation were assessed against these five objectives. On considering all of these factors the use of explosives was considered to be the superior technique.

According to the Swedish Environmental Protection Agency, the number of potentially contaminated sites in Sweden is approximately 40 000. The funding for remediation from the Swedish Government alone amounts to $A 60 - 80 M (300 - 400 MSEK) annually for the period 2003 - 2006. Uncertainties will arise when obtaining samples in field, preparing them in laboratories and analysing them. Different procedures give rise to varying errors. Using data for decision-making that does not truly represent the site could be fatal. Misclassification of soil could lead to unnecessary costs or to risks to human health and the environment. The total uncertainty of an environmental sample can be split into analytical uncertainty and sampling uncertainty. The analytical uncertainty is usually known and reported from routine analysis. The size of the sampling uncertainty is less well known. Hence, the question is how big are the sampling uncertainties for contaminated soil and how big is the analytical error compared to the total sampling error? A scrap yard and two landfills within a workshop area were investigated. An excavator dug trial pits and samples were taken with a trowel from the walls of the trial pits. Samples were put into plastic bags and taken off site for preparation and analysis using XRF. Sample preparation included drying and sieving. The samples were homogenised by kneading the sample bags prior to analysis. The sampling and sample handling were performed in an intuitively way without knowledge of sampling theory. However, Pierre GyÆs sampling theory was used for subsequent evaluation of the data from the site investigation. The theory defines seven sampling errors, which can be applied to sampling of soil. Some errors have a variance that can be calculated or at least estimated, while other errors can give some idea whether the bias is positive or negative. The total sampling error varied over three orders of magnitudes from sample to sample. The single largest contributor to the large variation in error was the contaminant level. When comparing the analytical error and the total sampling error the ratio varies more than three orders of magnitude.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

"The Nyrstar Port Pirie Smelter, located on the eastern shore of the Upper Spencer Gulf in South Australia 230km north of Adelaide, began operation in 1889 to process lead concentrate from the Broken Hill lead and silver mines. The site still operates an updraft sinter machine, commissioned in 1955, with the product fed into a blast furnace. While sinter plant technology has changed and improved since 1955, development has reached the stage where further enhancements are not possible or economic. High purity lead concentrates command lower margins and for the smelter to remain economically viable a wider range of higher value materials must be treated. The current flowsheet cannot meet this demand. Additionally, community blood lead levels particularly in children below four years of age, are a critical indicator used to measure the site’s environmental performance. The smelter’s environmental licence to operate is dependent on meeting future community and regulatory expectations. To achieve this a major step change in the emission performance of the smelter is required. Since 2008 pre-feasibility work has been undertaken to develop a new flowsheet and business model to allow Port Pirie to operate sustainably into the future. The main requirements were for the smelter to reduce lead and sulfur dioxide emissions that impact on the local environment and community to meet current and future environmental expectations, as well as dramatically reducing current feed constraints and change the business case from a marginal business to a sustainable profitable business. After reviewing all practical options a decision was made to replace the sinter plant with an Outotec Top Submerged Lance (TSL) furnace. This paper describes how the new furnace technology was selected and how it will be integrated into the present flowsheet; the unique funding arrangements that are in place to deliver the redeveloped site; and future opportunities that are associated with the implementation of the new flowsheet. In recent years substantial advances have been made in the field of geomechanics. Staff at the Western Australian School of Mines (WASM) are keen to see that such advances continue and that the mining industry in Australia can take full advantage of such developments in a timely manner. WASM views mining geomechanics in its broadest sense, as being concerned with the characterisation of the physical properties and the behaviour of earth materials (soil, rock and water) and openings as mining proceeds. Aspects such as, soil and rock improvement techniques for difficult site conditions and the rock breaking processes, are also considered to be an integral part of mining geomechanics. This paper indicates the inter-relationships between the various areas within the field of geomechanics and the strong reliance of all of these areas on site specific engineering geology.

The Pilbara iron ore industry has seen rapid growth over the last five years and is now bracing itself for another expansion which will take its seaborne trade to beyond 500 Mt/a. To effectively utilise port capacities, port stockpile turnover will become extremely rapid and each stockpile built will have to be of a quality which is precise and unbiased.Sampling systems at the older Pilbara mine sites were generally designed during the 1980s and reflect the practices which were considered adequate at the time. Hence, the precision of measurement at production sites is generally unknown and quality assurance (QA) of sampling facilities falls short of what current best practice suggests. This paper suggests practical improvements in sampling practices and quality assurance, which will assist the industry in achieving quality objectives in times of rapid mining expansion.

The Canada Centre for Mineral and Energy Technology (CANMET) /Calgary Coal Research Laboratory and the National Research Council in Ottawa established a joint working research group with industry to develop and test various computer models for application in surface coal mining operations in western Canada.The first part of the paper deals with the problems the group experienced during the past two years especially having model specification and requirements defined and understand site management practices.The second part of the paper deals with site specific development of general mine model for TransAlta Utilities' Highvale Mine in Alberta. Described here are the development of an interactive truck/shovel model for their three pit operation, selection and application of dragline model for tandem operation with the extended bench method, criteria for operational model of the five seams operation with selec-tive mining approach.

Hamersley Iron Pty. Limited mines and pro cesses iron ore from two orebodies at Tom Price and Paraburdoo, situated in the North West of Western Australia. Conventional open pit mining methods are used at both sites in that material is drilled and blasted in benches, loaded by shovels and hauled to the Primary Crushers or dumped on waste or low grade material stockpiles. The present drilling fleet, consisting of eight high capacity Bucyrus Erie Rotary drills has evolved from an initial fleet of a large number of small percussion rigs. There are significant physical differences between the ore types encountered at both mines which nec- essitate the drilling of smaller diameter blast holes at Paraburdoo than those at Tom Price. The drilling practice at each site is dis- cussed, with examples of performance achieve- ments under varying drilling conditions.

The productivity and economic success of a German hard coal mine is attributed to the high productivity of a small number of operation points; however high rates of production are associated with increased gas emission at the working sites. Therefore modem high technology is required in order to reach the planned production rate, since high methane concentrations often cause unplanned breakdowns in operation. The optimised simulation of gas emission is a fundamental planning tool for mine design as well as for determining the potential of a coal deposit and has increased in significance over the last years. Methane-INFO enables the three-dimensional, graphical simulation of a working site taking account of different aspects such as the mine design, ventilation, production rate, geology, seam quality, gas exhaustion, etc. The following paper gives a short overview over the benefits of the discussed system.

The complexity of understanding the whole thickening process to achieve real performance improvements cannot be underestimated. The last significant change in feedwell design was more than 15 years ago with the introduction of self-dilution systems û firstly with OutotecÆs Autodil, followed by FLSmidthÆs E-Duc. Now, following many years of extensive in-house research, including close collaboration with AMIRA and the CSIRO, Outotec has launched the next generation Vane Feedwell. The Vane Feedwell has been globally patented and installed at various sites. This paper briefly outlines the feedwellÆs development using CFD modelling and its subsequent performance in a æreal lifeÆ site installation. Plant results of the first commercial Vane Feedwell, in a mineral sands application, are discussed. The Vane Feedwell was retrofitted so comparative data of pre- and post-installation is shown.

"The current economic challenges faced by the mining industry led to a review of options for reducing the cost of ventilation control devices (VCDs). The VCDs at the Mount Isa Mines site operated by Glencore in Queensland typically experienced significant damage on the operating levels and required expensive replacements. Ventilation controls can become damaged by the effects of stope firings. This paper discusses the nature of blast wave effects, giving consideration to distance from the firing and changes in mine geometry. The time taken to adjust the airflow on the operating levels with the current VCDs resulted in the loss of productivity opportunities. The mine site engaged an equipment supplier to collaborate on the development of a high-strength regulator to control the required airflows within its underground workings.The strengthened regulator proved to be cost-effective and provided additional benefits, including ease of use, simplicity of installation and speed of change in the control of available ventilating airflow. An added advantage of the re-engineered regulator compared to contemporary VCDs is its flexibility, which includes the ability to easily move mobile equipment into different ventilation districts where required without the need to remove the VCD from its location. "In today’s mining industry, the pressure of reducing costs and increasing production while maintaining high safety standards is at the forefront of operational endeavours. A combination of specific mining knowledge and technological advances has helped enable this notion. Fleet management systems have been developed to enable sites to better measure and manage production to improve operational efficiency.The integral part to managing production is having accurate, readily accessible data. This empowers key stakeholders in the management team to drive production reporting, materials tracking and budget forecasting.If a site does not run a fleet management system, manual input is heavily relied upon for production data, which introduces increased risk of human input error. Errors can drive outcomes that don’t achieve increased production at a reduced cost. Alternatively, a fleet management system can have improved accuracy but involves a high monetary investment. There are many sources of gas in underground mines including development and production blasting, strata gases, spontaneous combustion, diesel equipment, chemicals used for a wide range of functions, welding activities and fires.It is only in relatively recent times that electronic gas monitors (or detectors) have become both safe and affordable for routine use.In modern mines, gas monitors should be in daily use by the ventilation department as well as blasting re-entry (or clearance) crews, and are often used by drilling crews, shift supervisors, hygienists and mine rescue or fire fighting crews.When first released, electronic gas monitors needed to be sent off-site periodically for calibration at a suitable accredited laboratory. Between calibrations, their accuracy was unknown. More recently, ‘bump testing’ and field calibration has become possible on the mine site, improving both reliability and safety as well as reducing the total number of gas monitors that need to be in use.There has been almost an overwhelming increase in the number and sophistication of gas monitor features in recent years. This paper reports on a case study into the key criteria that ventilation practitioners should be aware of with respect to the specification and selection of the most recent gas monitoring systems, and recommends good practice for site-based operation and calibration.CITATION:Brake, D J, 2015. CRONIMET Australia in cooperation with Speciality Metals International, the mining lease holder of the Mt Carbine Tungsten mine, have demonstrated the preconcentration and processing of large (>12 million tonnes) tailings and mine waste dumps on site in far north Queensland. The first stage of this project has proven the economic viability of preconcentration using sensor-based particle sorting whilst ensuring high recovery of industry critical tungsten minerals – wolframite and scheelite. Sensor-based sorting technology have enabled the production of a sorter product to feed the existing wet gravity plant ensuring higher recoveries and increasing concentrate production. Processing of 1,000 tonne low grade samples using the TOMRA x-ray transmission (XRT) ore sorter installed on site, has reduced the volume of material entering the downstream wet processing plant by up to 60%. The sorted 10-25mm size range produced the highest upgrade ratio (product/feed) of 24:1 and achieved sorter concentrate grade of 1.52% WO3, sorter waste grades below 0.014% WO3 and metal recoveries of up to 93.4%. The appropriately sized, barren sorter waste material is also sold as aggregate and other quarrying products and thus adding to the overall economic benefit of the project. The utilisation of the sorting technology on site has produced an economically viable project, significantly reduced capital cost, and reduced the time to market of the final tungsten concentrate. The next phase of the project includes design and installation of a larger two sorter plant capable of over 150t/h feedrate.

Legacy tailings storage facilities exist within operating mine sites across Australia. These tailings storage facilities are often viewed as rehabilitation liabilities but with considered assessment may prove to be a resource. Extraction of such a resource might add value to operations by providing cash flow during the development of new mines; providing supplementary mill feed for existing mines undergoing step changes in operations; and supporting mine closure activities. Hellyer Gold Mines is successfully extracting and reprocessing sub-aqueous material from legacy tailings storage facilities at their Hellyer operation in north-west Tasmania. The Hellyer tailings storage facilities contain poly-metallic material from the Hellyer and Fossey underground deposits dating back to the 1980s as well as material from tailings reprocessing activities by other operators of the Hellyer site. Hellyer Gold Mines is reclaiming sub-aqueous material using cutter-suction dredgers and reprocessing on-site. Hellyer is the only operation of its type in Australia and few such operations exist worldwide. Key learnings around the estimation of a resource for legacy tailings storage facilities have been acquired at Hellyer that can be applied to the assessment of other tailings storage facilities. The application of dredging as a mining method at Hellyer is delivered through collaboration with experts from outside the mining industry under the direction of a mining engineer. Key elements required for the planning and delivery of safe and efficient dredging inside tailings storage facilities have been identified at Hellyer and are presented to provide a road map to the development of other dredging operations.
