The paper examines the difficulties encountered by objectors to mining privilege applications. It describes the various involvements of the environmental defence society in the mining controversy and makes some comment on the proposed amendments to the Mining Act 1971.

Excavation of vertical and/or inclined shafts in the underground structures requiring careful design and planning. Raise Boring Machines (RBMs) are commonly used for excavation of shafts for different purposes such as ventilation, orepass, and human-material transportation. Proper selection and accurate performance prediction of RBMs are two main parameters affecting the cost estimation and planning/scheduling. Indentation test is one of the most preferred methods that can be used to predict advance rate of RBMs. This study aims at suggestion of new prediction model for instantaneous penetration rate of RBMs based on indentation tests. Different rock (core) samples (with different geological origins) are obtained from the raise boring application projects in Turkey; then, the indentation tests are carried out on them by using a real-life insert (button), which is used in reamerhead cutters investigated in this study. Finally, the statistical relationships between the field performance and the indentation indices are investigated. The study indicates that the brittleness index (the ratio of maximum applied force to corresponding penetration) can be used to predict instantaneous penetration rate of RBMs used in the vertical raise bored shafts excavating rocks having uniaxial compressive strength lower than 100 MPa.

A testwork program aimed to improve the assaying of underground face samples established that for an Accelerated Cyanidation Extraction using the LeachWELLTM 60X catalyst, followed by an Aqua Regia finish (to quantify non-cyanide-extractable gold): ò Assay results (including the aqua regia finish) from a full set of samples from one underground face can be returned within four hours. ò The reagent dose to make the method simple and 'bullet-proof' is 8 gm LeachWELLTM 60X and 20 gm NaCN per 200 gm sample (30 per cent solids). Pulverising is to 90 per cent passing 75 micron (compared to the standard of 90 per cent passing 150 micron), and cyanidation is completed within one hour - however both might be further optimised. ò The LeachWELLTM/Aqua Regia results demonstrate that Fire Assays suffer from a significant nugget effect which makes the Fire Assay data relatively unreliable. ò Original costs, specific to Bannockburn (viz including an Aqua Regia finish), handling approximately 20 000 to 25 000 per annum is estimated to be $5.40, ie about one-third less than fire assaying. Optimising is further reducing these costs. It is estimated that the LeachWELLT"'/Aqua Regia assay procedure has reduced the probable error limits of any given assay of this ore from the range 0.74x to 1.36x for Fire Assay, to an appreciably smaller range of 0.90x to 1.11x. Thus for a cut-off grade of 1.60 g Au/t, samples with Fire Assays ranging up to 2.18 g Au/t have 25 per cent chance of being below cut-off, while samples with Fire Assays as low as 1.18 g Au/t have an equal chance of actually exceeding cut-off grade. This 1 g Au/t range in uncertainty is generally unacceptable for many practicalgrade/tonnage relationships. By contrast, using LeachWELLTM + Aqua Regia assays, the estimated corresponding limits are 1.44 g Au/t and 1.78 g Auk respectively - a far more tolerable 0.34 g Au/t range of uncertainty. Subsequent data has demonstrated that sufficient accuracy for grade control is achieved by Accelerated Cyanidation alone, further halving the cost of assays.

Iron Road Limited (Iron Road) is currently evaluating the feasibility of producing 21.5 Mt/a of high-grade (>66 per cent Fe) magnetite concentrate from a 3.7 Bt resource (JORC) located at Warramboo on the central Eyre Peninsula in South Australia. Bulk concentrate can be produced via a conventional grind and low-intensity magnetic separation flow sheet. Due to the comparatively coarse magnetite liberation size (106 µm), consideration was given to enhancing both the grind economics and coarser product sizing via gravity separation.This paper outlines the test work, flow sheet design and engineering design of a gravity beneficiation circuit (GBC) conducted by Mineral Technologies for Iron Road. The resulting circuit optimisation necessitated mass balance simulation by Iron Road’s SysCAD model to quantify the resulting changes in mill recirculation load. This included the determination of project-critical grinding power and energy requirements with and without the GBC installed into the primary ball mill classification circuit. The outcome of this work was the design of a GBC, including spirals and up-current classification, which led to a substantial reduction (33 per cent) in ball mill recirculating load and power requirements, together with a favourable coarsening of final product size due to the relatively coarser gravity concentrate. This has led to a significant reduction in project design capital and operating costs. A further benefit of this approach is increased recovery of (paramagnetic) hematite and lesser titano-hematite via gravity separation compared to an all-magnetic separation approach.CITATION:Hunt, A G, Showers, G J and Botman, P, 2015. The texture of an ore type is fundamental in understanding the metallurgical behaviour of an ore. This study will show examples of how quantified textural attributes (mineral shape, grain size and mineral association) can be obtained from automated and scanning electron microscope (SEM)-based microscopy and utilised using advanced image processing techniques. Examples will be shown of integrating quantified and semi-quantified meso- and macro-scale textural attributes as well as how they relate to texture-based visual logging systems. The implications of texture for processing behaviours such as comminution, liberation and recovery will be discussed. This research is part of a major collaborative geometallurgical project undertaken at the Centre of Excellence in Ore Deposits (CODES, University of Tasmania) and the Julius Kruttschnitt Mineral Research Centre (JKMRC, University of Queensland). The Louvicourt Mine is located 600 km north of Montreal in the province of Quebec, Canada. The owners are Aur Resources Inc (30 per cent), mine operator, Novicourt Inc (45 per cent) and Teck Corporation (25 per cent). It is an underground mechanised operation with a total work of 290 employees. Since 1994, the mine production is 11 120 456 tonnes at 3.60 per cent Cu, 1.51 per cent Zn, 26.07 g/mt Ag and 0.96 g/mt Au. At a rate of 4300 tonnes per day 365 days per year. Louvicourt Mine is a copper operation since 80 per cent of our revenue is from copper. The mining method is transverse blasthole stoping, mining primary and secondary stopes. The stope dimension is 15 m wide by 30 m high and 10 m to 80 m long for primary stopes. The secondary stopes are limited at 25 m long. Close to 100 000 metres of production drilling per year is required for 115 mm and 165 mm diameter holes. Backfilling is done with pastefill from the start of the operation in 1994. The binder ratio is 4.5 per cent in primary and two per cent in secondary stopes (80 per cent slag and 20 per cent cement). Development requirement to maintain production was 5000 m from 1996, 1997, 1998, 4200 in year 1999, 3200 m in year 2000 and an average of 2500 m in 2001 and 2002. Typical 6.0 m + 4.3 m, 4.9 m + 4.6 m and 4.5 m + 4.6 m headings. In addition more than 1500 metres of development will be excavated in/under paste backfill before 2004. A total of 60 mobile units are required among which for lateral development (three two boom electric hydraulic jumbos û AC Boomer 322, four electric hydraulic roofbolters û Maclean MEM-928 and AC Boltec PL350 and two anfo loader truck û Dux) and for production (four ITH drills û MTI, one electric hydraulic longhole drill û AC Simba H1357, eight LHD û AC-Wagner ST8-B, 1 LHD ST-1000 and two haulage 30 tons trucks û Dux. The 1 January 2002 reserves are 4.1 M tonnes grading 3.1 per cent Cu and 1.9 per cent Zn at an NSR (Net Smelter Revenue) of $US 53. The operating mining costs were at an average of $US 23 from 1996 to year 2000 and $US 25 in 2001. The operating costs ranged from a low of $US 0.41 per pound of copper in 1999 to a high of $US 0.49 per pound of copper in 1998.

Over the decades, Redpath has undertaken a multitude of tunnelling and underground excavation projects for civil and mining clients both domestically and internationally. These projects have been undertaken through varying strata conditions with differing excavation methods in remote locations and in central business districts.With the recent turbulent nature of the global financial environment, project drivers have been challenged with the emphasis being placed on methods to gain early access to orebodies, rapid development techniques, lower capital costs and reduced labour requirements to name a few.A number of mining companies seeking to achieve these objectives have commenced the journey to better understand the operational constraints, challenges and opportunities that may be available with the use of alternative excavation methods.The development of safe and effective alternative excavation methods that comply with both domestic and international mining legislation and regulatory requirements is a challenge the industry needs to embrace. Given the current cost pressures being faced by the Australian mining industry, some alternative excavation methods offer the potential for longer term sustainability and rapid development of resources.More recently work has been undertaken on a project that challenged the norm and implemented an alternative excavation method with the use of an excavator with a rotating drum cutter head.This paper will review this recent project and provide technical and operational insight into some of the challenges faced in implementing an alternative excavation method in the metalliferous industry.CITATION:Donnelly, C, Ramage, G and Burke, R, 2014. Slope instability is one of the major concerns in open pit mining operations. A significant collapse of the pit wall can result in injuries, damage to machinery and interruptions to production. A broadband microseismic monitoring technique has been developed for diagnosing the healthy condition of a target slope area. This technique has been successfully applied to an open pit mine in Chile. Our research has found that this microseismic monitoring technique can be used in open pits for tracking and locating a falling rock that is rolling on a slope, if a dedicated seismic sensor network has been established. In collaboration with other monitoring techniques (radar, laser scan, aerial photography), more accurate determination of rock rolling trajectories can be obtained. In this paper, an example of using the CSIRO microseismic monitoring technique at an open pit mine is presented. Results from an experiment where we used the microseismic technique for determination of the trajectory of a rockfalling on a slope are also presented.

A numerical modelling back-analysis exercise was carried out at a WA gold mine at which early signs of seismicity (rock noise, scatts from active faces) were becoming apparent as depth of mining increased towards the 500 m mark. Some strain bursting had occurred and it was necessary to discover what the implications of this were for greater depth. The aim of the modelling was to: 1. Establish a correlation between observed ground conditions and model predicted damage, in overstressed areas of the mine. 2. Use this correlation to forecast rock mass damage and ground control requirements for proposed future stoping panels at greater depth. Good correlation has been achieved between observed rock mass damage, and a 3D Finite-Element RS3 model, run in elastic mode. Two candidate stress field orientations were modelled. The model parameter best fitting the observations was the Strength Factor (SF), the ratio of strength/stress. The good match (correlation coefficient of 0.7) between observed and modelled suggests that the elastic approach is justified for the depth range and rock mass properties analysed. The correlation also enabled a link between observed damage and installed ground support performance. Using the linear best-fit between observed and modelled, a forecasting exercise was carried out using the same RS3 model, modified to include future stoping. The resulting damage and ground support categories were obtained from the modelled SF for each proposed stoping level. Also, a series of generic geometries was assessed to investigate the impact of varying stope face lead/lag distance, sill pillar height and stope pillar size, on ground conditions. The key finding of the generic geometries were: • Ground support schemes have been defined for the expected conditions. • All ore drives are expected to have significant damage in the backs and rehabilitation. • Lead/lag distance not to exceed 10 m. • Sill pillar/level intervals of less than 20 m require an increase in ground support scheme. • Pillar sizes for maintaining footwall and hanging wall stability should be at least 10 m × 5 m.

This presentation will cover: the importance of high-quality safety leadership; insights from a Safety Climate Survey that includes responses from 7903 employees working at 19 Australian mining organisations; the results of a critical control verification (CCV) coaching intervention; and recommendations for improving safety leadership in high-risk work settings. Safety climate is a representation of the deeper culture that exists in an organisation. Safety climate is predictive of behaviour, performance and reporting in organisations. Leaders play an important role in the establishment and maintenance of culture. Perceptions of safety climate were collected from 19 Australian mines (n = 7903 employees). These results indicate that the Australian mining sector is doing well in team support for safety and supervisor safety commitment. There were negative perceptions of willingness to report errors, employee involvement in safety initiatives, psychological safety and emergency readiness. Perceptions of safety leadership were in the fair range, with recognising behaviours perceived lowest, falling in the poor range. The underreporting rate was at 25 per cent indicating that 1 in 4 incidents are not being reported. Analyses exploring climate, leadership, safety behaviour and well-being will also be discussed. The integrity and success of critical risk management systems is often determined by the quality of safety leadership. Leaders need a mix of technical safety knowledge and interpersonal skills to be able to support the workforce to build critical control knowledge that invites open and collaborative discussions to find new or improved solutions. Forty leaders at a major mining operation completed training and 5-weeks of coaching focused on developing critical control verification competencies. The follow-up evaluation demonstrated significant improvements in relationship building, observation of controls and overall capability. Overall, insights from multi-organisation climate data and a prepost coaching intervention will be discussed and recommendations and practical guidance for leaders will be provided.

In recent years in New Zealand there have been a number of tunnelling and deep directionally drilled pipelines projects that have required access shafts. Often these shafts are in urban environmentswhere vibration and high noise levels are not tolerable. There are a number of methodologies that can be adopted dependent upon the shaft plan area, depth and geology.This paper will describe some different methodologies that can be adopted that use piling methods such as large diameter piles, and secant piles. The paper will use case studies to highlight:· construction methodology,· specific methodology issues and constraints,· lessons learnt, and· recommended specifications.The development of piling technologies in New Zealand has enabled the development of cost effective solutions for the construction of deep shafts in sensitive urban environments.

MacPhersons Reward gold deposit is in a post-kinematic tonalite intrusion which is a setting different from many other deposits of the Coolgardie goldfield that are hosted in early Archaean tholeiitic sills or meta-sedimentary rocks. Gold mineralisation at MacPhersons Reward consists of auriferous quartz veins that are best developed in the tonalite but extend to the adjacent komatiitic rocks and along the lithological contact zones. The gold-related alteration halo is dominated by biotite-chlorite and pyrrhotite. Unlike many other Coolgardie deposits, the As concentrations are low.

The mining industry has expanded significantly in the Pacific Region over the past two decades through a mix of new developments and brownfields expansions of existing operations. Despite this overall success there are also a number of well publicised examples of less than successful minerals ventures. These problem developments highlight the fact that success cannot be taken for granted and that rigorous planning and attention to detail is essential. The dominant growth has come through expansion of existing businesses, notably alumina, iron ore and coal, achieved through both efficiency gains on existing plant and step change capacity additions such as new mines and/or expanded processing plant. This expansion has largely been linked to increased market opportunities. The major issues are the quality and extent of the host resource, achieving the market targets, and the efficiency of the expansion effort. There can be also a range of site specific issues which need to be addressed. The development of new greenfields operations is often more complex as it can bring a wide range of new issues. Depending on the nature of the development, and the companies involved, these can extend from initial financing through to obtaining a market position. Incorporating major new technology and/or establishing infrastructure and attracting staff to remote locations can also add significant challenges. This paper outlines many of the critical factors which need to be considered prior to proceeding with major expansions or greenfields developments. These will be linked to a number of developments in the region over the past decade.

Orebodies in the Mt. Charlotte-Hannan's North area N. and E. of the town of Kalgoorlie provide a marked contrast to the pyritetelluride lodes of the Golden Mile, although both groups of orebodies appear to be fundamentally related.These highly siliceous telluride-free orebodies N. of the Golden Mile are closely related to strong oblique faulting. The Golden Mile lodes, while possessing an apparent overall relationship to the oblique faults also have a close relationship to E. dipping strike faults.INTRODUCTIONThe Mt. Charlotte-Hannan's North area lies N. and E. of the town of Kalgoorlie and is separated from the Golden Mile by the Golden Pike fault. The orebodies discussed lie in an area approximately 3 miles long by 1 mile wide (Fig. 1).The area includes the site of the original discovery of gold in the Kalgoorlie district in 1893. There have been numerous mining operations over the years, the bulk of the production coming from two orebodies, Mt. Charlotte and Hannan's North. These have provided approximately 900,000 tons of the 1,100,000 tons of ore mined in the area.Production to date from the principal orebodies in the area has been as follows.1. Hannan's North orebody, 582,000 tons of ore for 275,000 oz of gold2. Mt. Charlotte orebody, approximately 230,000 tons for 75,000 oz3. At present, the friction factor is calculated by measuring pressure drop and airway configurations. However, the workload of on-site measurement is heavy, and the measurement results are easily disturbed by the external environment. In order to meet the need of intelligent ventilation to quickly and accurately obtain the friction resistance of roadway. Based on the important of roughness in Atkinson friction resistance formula, in this paper, fractal theory is used to characterise the 3D rough surface, and a method based on fractal dimension to describe the roughness of roadway surface and calculate the friction resistance was proposed. A computational model of friction resistance for fractal characterisation of roadway 3D rough surface was established. The parameters of the model were deduced and verified by using Nikuradse experimental data. The fractal dimension of roadway surface was calculated by 3D laser scanning data of Kailuan roadway, the established friction resistance calculation method was compared with the field resistance measurement results. It is considered that the calculation method of friction resistance based on fractal theory is reliable and can well represent the influence of 3D rough surface characteristics of roadway. The result show that the new established friction resistance formula compared with the traditional Atkinson formula in Nikuradse experimental, the average relative error is 6.874 per cent, and compared with the measured results of ventilation resistance in Kailuan experimental roadway, the relative error is 6.667 per cent. Comprehensive evaluation and analysis suggest that the new formula can well reflect the influence of 3D rough surface on friction resistance, combined with 3D laser scanning technology, the friction resistance of roadway can be calculated quickly and accurately. This research provided a reference for the key technology and theoretical development of intelligent ventilation parameter measurement.

The Endeavor Mine, located to the north of Cobar, New South Wales, was purchased by CBH Resources Pty Ltd in September 2003. The operation has been producing lead and zinc concentrate continuously for over twenty-three years. In 2004, a water management program was instigated to improve the raw water use efficiency of the mining operation. The water management program involved the establishment of a Water Management Committee, a review and quantification of water use across the site, investigation and implementation of efficient water use practices, and workforce awareness training. The program has seen the amount of water used per tonne of ore milled reduced from an average of 1.08 kL/t in the March 2004 quarter, to 0.68 kL/t in the March 2005 quarter. This paper outlines the Endeavor Mine water management program and may serve as a model for other operations that are planning to improve their water use efficiency.

Fleet operational effectiveness is fundamental to any operation, becoming highly topical in mines experiencing less than optimal output from their fleets. It is an all encompassing aim to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the highest return on capital expenditure. The fleet operational effectiveness of a large open pit truck and shovel operation in Western Australia was examined and a study was undertaken allowing identification of areas falling below target. The annualised hours and production downtimes were investigated to quantify the potential gains of improvements in these areas. The project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis. Strategies were then identified for the implementation of the proposed changes.

This paper describes the planning mechanism and implementation of a progressive rehabilitation programme at Hunter Valley Mine in the Upper Hunter Valley of New South Wales. Hunter Valley Mine is a large open cut coal mine which produces approximately 7.0 million tonnes of coal (run of mine) annually for export. This production level involves the movement of some 60 million tonnes of waste and coal each year.The rehabilitation programme at Hunter Valley Mine has been developed to provide a combination of pasture, based on improved pasture species and timber belts to enhance the visual characteristics of the rehabilitated landform, whilst creating amenity in the form of shade for livestock.The operational philosophy for the rehabilitation programme is that of progressive rehabilitation. The best time to undertake rehabilitation is now.' As a result, planning for the rehabilitation programme is continuous, so that all site works are completed in time for vegetation establishment during the critical periods each year.

Increasingly, mineral operations need to manage water as a key business asset. Managing water solely as an environmental issue leaves a business exposed to social, cultural and economic risks associated with water. Adopting a company-wide strategic approach, which takes account of the true value of water will provide businesses with opportunities and risk protection. Rio Tinto has recognised the business imperative for water stewardship and has responded by producing the Rio Tinto Water Strategy. This strategy commits the company to managing water assets in a responsible manner, taking account of environmental, social and economic values. To incorporate the true value of water in site decision making, a new set of tools is required at the operational level. A key part of the strategy focuses on developing a framework to value water based on case study examples from around the Group. This paper presents progress on the companyÆs experiences in developing and implementing the water strategy.

Mount Isa Mines Limited commissioned the Heavy Medium Plant in August 1982. The first processing stage using Mogensen Sizer 2056 dry screens, experienced unresolvable cloth blinding problems in attempting to separate fine, damp Lead/Zinc ore at 1.7 mm. A large proportion of the fines incorrectly reported to oversize and hence to the wet preparation screens. This wet preparation screen overloading produced multiple operating and maintenance problems. The plant configuration precluded retrofitting any alternative proprietary screen. An internal Mount Isa Mines research and development programme was established to design and build a screen to achieve the required per- formance within the site constraints. The resulting ISA SIZER screen has exceeded metallurgical performance expectations. A `clean sheet' approach to the design also permitted elimination of maintenance difficulties experienced with the Mogensen Sizer. Four `production model' ISA SIZERS were installed in February 1988. The ISA SIZER screen, now fully developed is available commercially and will satisfy many screening plant requirements.
