In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. Although the titaniferous iron occurrences at Iron Mountain have been known since 1850, exploitation of the deposits has been discouraged by the metallurgical difficulties encountered in treating the complex magnetite-ilmenite material. Because of the intimate association of magnetite and ilmenite, the material is not amenable to known ore-dressing practices. During World War II, industries started moving south and west from the industrial East; iron-ore reserves in the East were being depleted at a rapid rate; and titanium came into demand as a pigment. Imports of ilmenite from India, then the main source, were practically suspended because of lack of shipping space. These factors created interest in possible exploitation of the Iron Mountain deposits as a source of iron and titanium.

Nevertheless, in very gassy coal seams, this methane released at the face can pose a problem because the shearer is a ready ignition source. Preventing methane ignitions at longwall faces requires four actions. The first is to provide better ventilation around the shearer to eliminate the ventilation eddy zones at the drums where methane builds up. These eddy zones are eliminated by mounting additional water sprays on the shearer to direct air into them. The second action to prevent methane ignitions is to install a water spray behind each cutter bit and regularly replace worn bits. Water sprays behind each cutter bit act to quench the hot metal streak that follows a worn bit when it strikes rock. The third is to ensure that no ventilation eddy zones are inadvertently created by poor placement of water sprays. The fourth is to ensure that the methane monitor on the shearer is in the best location to detect methane accumulations. ADDRESSING METHANE ACCUMULATIONS AT LONGWALL FACES3 Cecala et al. [1985a, 1989] and Denk and Wirth [1991] studied methane emission and ventilation patterns at longwall faces to find where methane accumulations are most likely. Although not always the case, the major source of methane at longwall faces is usually the breakage of coal by the shearer. Stress-related fracturing of the coal seam at the face, called bumps or bounces, can cause the release of additional gas (Figure 4–1).

Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

"Interest in the recovery of cyanide from gold and silver plant tailings has heightened in recent years. This interest has been spurred by several factors:Increasingly stringent regulations throughout the gold producing world, governing discharge limits for free and total cyanide to tailings ponds and the environment.The increasing cost of active chemical treatment versus passive (natural degradation) treatment of tailing, to bring them in line with environmental regulations.The worldwide trend to processing of more complex gold ore bodies, which is usually accompanied by higher levels of cyanide consumptions and greater concentrations of cyanide (particularly the copper cyanide complex) in tailings.The growing negative perception of the general public for the gold mining industry, due to several highly publicized cyanide spills in recent years (breaches of tailings dams, accidents involving trucks carrying cyanide to gold plants, etc.).The ability to recover cyanide from gold plant tailings has been known almost as long as the cyanidation process has been practiced, but there has been little incentive to process tailings in this way in the past. With the development of technologies that make it possible to recover and recycle free or complexed cyanide directly from gold plant slurry tailings, which indicates, on paper at least, the potential for significant cost savings compared to cyanide destruction, coupled with the introduction of legislation to seriously limit the discharge of cyanide to the environment in most gold-producing regions of the world, many companies are evaluating the cyanide-recovery alternative."

The flotation process of native Rare Earth minerals such as bastnasite, monazite, mixed minerals of bastnasite and monazite, using the new effective collector Dh was studied in this paper, respectively, and the flotation properties are described. The good qualities of the new collector Dh were revealed through comparing with other collector of Rare Earth minerals. The test results of different ore samples show that at moderate pulp pH (8.5-9.5), Rare earth minerals can be effectively separated from barium, calcium and silicon bearing intergrowth minerals (barite, calcite and silicate minerals) and high quality Rare Earth concentrates can be obtained successfully by the new collector Dh, acid silica gel, turpentine and reagents fitting together rationally. In order to determine optimum technical conditions, the effect of pulp pH, pulp temperature, pulp density and the effect of dosage of reagents (Dh and acid silica gel) on the flotation were investigated in the test.

Existing foundations, adjacent structures and services, in tandem with asymmetric loading, presented particular challenges in the planning, execution and design of the project. The construction methods and temporary works, analysis by the Finite Element method and monitoring carried out are all described.

ABSTRACT: Some residential areas of the iron basin of Lorraine (in the North-East of France) are affected by noxious gas emissions (under oxygenated, carbon dioxide loaded and radon loaded gas mixtures). Site investigations showed that the gas flow was mainly due to natural thermal air circulation between old mines and the external atmosphere. The main hazards associated with this flow of gas and its potential accumulation in confined volumes within buildings are asphyxiation and intoxication. A further study is in progress in order to better understand the origin of the gas generation within the old iron mine workings. Following the first hypothesis, the carbon dioxide emission is mainly due to the specific hydro-geo-chemical process associating the pyrite oxidation with the acid dissolution of carbonates. ZUSAMMENFASSUNG: Einige Wohngebiete der Eisenmulde Lothringen (im Nordöst Frankreich) werden von Ausgasung gesundsheitsschädlichen sauerstoffarmen Mischungen, die mit Kohlendioxid und Radon beladen sind, betroffen. Untersuchungen am Ort haben gezeigt, wie diese Gasstroemung von natürlichem thermischen Luftumlauf zwischen den alten Bergwerken und der externen Atmosphäre ausgelöst wird. Erstickung und Vergiftung sind die wichtigste Risiken, die mit dieser Gasströmung und ihrer möglichen Speicherung in begrenzten Lokalen zusammenhängen. Eine weitere Untersuchung wird durchgefuehrt so dass man die Herkunft der Gaserzeugung in den alten Grubenräume besser versteht. Der ersten Hypothese folgend, Ausgasung von Kohlensäure liegt vor allem an dem hydro-geo-chemischen Prozess, der Pyritrösten mit der säuren Auflösung von Karbonate verbindet SCHLÜSSELWÖRTER: Gas, Ausgasung, Bergwerk, Strömung, Pyrit RESUME: Certaines agglomérations du bassin ferrifère lorrain (au Nord-Est de la France) sont affectées par des émanations de mélanges gazeux sous-oxygénés et chargés en certains gaz nocifs (dioxyde de carbone, radon…). Les investigations effectuées in situ ont montré que les écoulements gazeux à l’origine de ces émanations sont liées au phénomène de tirage naturel entre les anciens travaux miniers et la surface. Les principaux risques engendrés par ces émanations de gaz et son accumulation possible dans des endroits confinés sont l’asphyxie et l’intoxication. Une étude est en cours afin d’expliquer l’origine de la modification de l’air au sein des vieux travaux miniers. Les émissions de dioxyde de carbone seraient dues à des processus hydro-geo-chimiques associant l’oxydation de la pyrite et la dissolution de carbonates. In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

"The wettability or surface energy of particle surfaces dictates a number of multiphase ensemble interactions that have a significant impact in mineral processing. Dispersion, bulk powder handling and flotation are just a few of the processes that are largely influenced by the degree of hydrophillicity or hydrophobicity on particulate surfaces. Because of the importance of surface wettability, a number of simple, precise and accurate techniques for accessing surface wettability or contact angle on macroscopic flat surfaces have been developed. However, these techniques cannot be directly applied to the particulate surfaces that are often in query. Though a number of techniques are available for accessing the wettability of particulate surfaces, these methods are either relative, application specific or prohibitively tedious. In the present study, key features of existing techniques are combined to formulate an improved method to delineate particle wettability that is simple, versatile and capable of providing reproducible measurements in an industrial environment.Through the use of an inert adhesive and an inert macroscopic surface as a support, it is illustrated that precise measurements of particle wettability are obtainable under suboptimal or ‘shop floor’ conditions. The measurement of the maximum external meniscus height formed between a test liquid and a particlecoated rod is employed to estimate phenomenological contact angles on particles ranging form a few nanometers to several hundred microns in size."

The mesothermal quartz-scheelite lodes of the Wakamarina valley are one of twelve known mined or prospected gold-bearing areas in the Marlborough Schist. Recorded production was 556 kg gold, a little silver, and c. 390 t scheelite. 134 m of the 1800 m long Golden Bar reef are accessible in the No 2 level of the Golden Bar mine. The reef is a typical multi-banded mesothermal vein, mostly c. 1.75 m wide, enclosing narrow horses of schist country rock. Scheelite is sparsely distributed, and is more common in small veinlets in the hanging wall schist. The country rocks are textural zone I-1m schists of prehnite-pumpellyite to pumpellyite-actinolite metamorphic facies. Their geochemistry suggests they are part of the Caples Terrane, and of calc-alkaline volcanogenic arc origin. The associated Wakamarina Quartzite is strongly recumbent folded, and of the same metamorphic grade, with abundant pumpellyite, stilpnomelane, and garnet, presumably spessartine. Although it has geochemical signatures of a deep sea sediment, it is depleted in Cr and Cu, and greatly enhanced in K and Ti, when compared with a standard chert. It also has trace element characteristics of a calc-alkaline arc-related sediment. However, associated greenschist has MORB-like incompatible element chemistry. The Golden Bar reef lies within a steeply dipping, normal to transtensional dip-slip fault adjacent to a shallow-dipping mylonite shear zone, which, at least on the footwall side, is 040 m wide. The shear foliation has been severely dragged down to nearly parallel the Golden Bar reef within 1 m of the quartz lode. Preliminary structural analysis suggests that the shear zone is extensional. X-ray diffraction analyses of the wall rocks show a progressive depletion of amphibole, stilpnomelane, and pumpellyite towards the reef, and enhanced illite/muscovite and Kfeldspar adjacent to the lode, along with possible graphitic carbon within 10m. Two zones of intense quartz veining occur, one adjacent to the hanging wall for 12 m and one from 40 m outwards. Quartz vein systems in the country rock are complex and span from pre-schistosity to post-mylonite. They include multiple generations of quartz, actinolite, stilpnomelane, pumpellyite, albite, adularia, chlorites, illite/muscovite, calcite, and scheelite. Metal analyses across the Golden Bar reef showed gold values of 0.13.1 ppm, and low tungsten values, consistent with the observed sporadic scheelite occurrences. As and Sb are at background levels, but enhanced Cr (150 - 430 ppm) relative to the schists (30 - 41 ppm) suggests that the source hydrothermal fluids passed through and leached mafic to ultramafic rocks.

The Dy deposit is a 21 Mt Pb-Zn-Ag-Au SEDEX-type massive sulphide resource located in the Anvil District, Faro, Yukon. This relatively unexplored orebody lies at a depth of 480 to 920m below surface, dips 20 to 35o and comprises vertical ore thicknesses of 3 to 28m at a 9% Pb + Zn cut-off grade. The deposit has been tested at depth with 63 surface diamond drillholes, but has not yet been explored or developed by underground means. Over the past decade, pre-feasibility investigations were conducted for two separate owners of the property to determine the economic viability of developing an underground mine at Dy. Following these previous studies an assessment was undertaken between 1998 and 2000 to further investigate geotechnical considerations for underground mining. The results and conclusions drawn from this study provide direction for possible future exploration at Dy.

An experimental study of ground motion from explosions designed to remove overburden in an open pit coal mine is reported. The purpose of this study is a characterization of these ground motions in the distance range of several tens of meters to several kilometers. The investigation has focused upon both single cylindrical sources with different explosive configurations as well as arrays of charges in the production mode. Critical to this study of source configuration and coupling is experimental control of the individual explosions, the timing of the explosions and the geological properties. The height of the explosive charges, their depth and charge distribution were monitored in the field. High speed photography as well as velocity of detonation measurements were made on the multiple explosion source so that detonation of individual charges could be documented.

[Executive Director’s note: ISEE is committed to continuing its efforts to ensure that blasters be made aware of the issue of migration of carbon monoxide resulting from blasting operations. In the July/August 2001 issue of the J o u rnal we printed excerpts from “Carbon Monoxide - The Silent Hazard,” an article from the Safety Update, published by Nobel Insurance Services. We also re minded readers of the text from the 17th edition of the ISEE Blasters Handbook in its section on trench blasting as follows: “...consideration must be given to the proper venting of gases generated from the blasting. Should those gases spread laterally rather than vent directly to the surface, the gases may travel underg round and finally vent well outside of the planned area. Such events may be caused by the strata, soil conditions or root systems, or existing and/or abandoned utilities or other man-made structures. In the worst situation, gases resulting from the detonation such as CO2, CO, and/or N Ox may travel through the strata and find their way into basements of nearby homes or businesses.” While incidents are rare, a number of cases in re c e n t years have resulted from outdoor blasting operations p roducing carbon monoxide gas that has migrated t h rough the earth and accumulated in nearby enclosed spaces. T h e re are steps that a blaster can take to be proactive in preventing incidents. These steps and studies of the occurrence have been expertly presented in several papers presented at ISEE conferences and included in the ISEE Conference Proceedings, available th rough the Blasters Library. In addition, Material Safety Data Sheets provided with explosives used in surf a c e blasting should provide additional information on gases p roduced by detonation. Below, we have reprinted the IME white paper, entitled “Fumes from Blasting Operations.” The paper underscores the unique set of circumstances that combine to contribute to high concentrations of CO measurements in underground, enclosed spaces following the detonation of explosive materials and provides recommendations to blasters

Underground longwall mining of coal causes large scale disturbance of the surrounding rock mass. The disturbance can increase the rock mass permeability through a reduction on the stress as well as formation of new fractures in the rock. Methane gas contained in the disturbed rock mass can migrate towards the low pressure mine workings and present an explosion hazard. This paper describes the application of a finite difference program to develop a geomechanical model that predicts permeability changes within the rock mass. The calculated permeabilities are used as input to a reservoir simulator that models methane desorption from the coal matrix, methane release from the rock layers and flow towards the mine excavations. The model also considers the basic characteristics of the mine ventilation network. The geomechanical model uses empirical relationships between fracture permeability and stress to calculate permeability changes around a longwall face. The extent of rock failure is determined using a strain softening model that considers both rock matrix and bedding plane failure. The cave rock (gob) is modeled as a compressible, granulated material. The calculated horizontal and vertical permeabilities around the longwall face are averaged and used as one of the inputs to the reservoir model. The reservoir model was developed and calibrated against records of methane flow at a study mine in southwestern Pennsylvania. Good correlation between actual gas production and model outputs has been achieved. The modeling approach provides a basis for estimating methane inflow and optimizing control measures.

Coal is a valuable energy source in New Zealand and has been mined from the West Coast for over 100 years. Stockton Mine is New Zealand's largest opencast coal producer supplying around 1.5 Mt of hard coking and thermal coal to international markets annually. The Stockton Plateau forms an extensive, gently inclined dip slope on erosion resistant Lower Eocene Brunner Coal Measures unconformably overlying basement rocks. The dip slope rises 600 - 1000 masl, locally dissected by fault scarps and present-day fluvial systems, some of which are deeply incised. Within the Mt Augustus Mining Block overburden comprises of a 30 - 40 m thick sequence of fluviatile, coarse to granular coal measure sandstones. High quality coking coal is preserved as a gently dipping, 10 - 12 m thick seam. High and sometimes very steep cliffs of jointed overburden shape the skyline escarpment, above steep forested slopes and gullies. As mining has progressed at Mt Augustus individual coal blocks are progressively becoming more technically challenging. This paper outlines the scientific approach taken by Solid Energy International and mining contractors to carefully unlock many thousands of tons of coal whilst protecting nearby flora and fauna from the impacts of dislodged rock and other blasting side-effects. The strategy involved: an expert-driven onsite risk assessment,formulation of a management plan to manage impacts,conducting an in situ vibration research program, andanalysis of results and operational designs to eliminate potential environmental problems.

Work is being done to web enable the FHWA Deep foundation Load Test Database. Originally designed to function in the client server environment via modem, access to the database both for data maintenance and user queries has been upgraded to take advantage of the Internet and current and future information technology innovations. The DFLTD will be part of an Automated Geotechnical Information and Design Aid System, the object of which is to assist those involved with managing and maintaining our nation's highway infrastructure. The system will also meet the needs of university and other research institutions for a statistically meaningful source of high quality data for the development and verification of improved analysis methods, in-situ testing methods, etc.

At Reefton, mesothermal gold deposits occur in the Ordovician Greenland Group basement and bituminous coal deposits occur in overlying Eocene Brunner Coal Measures. These different resource types occur in close proximity to one another in the same topography, vegetation and climate. Both types of resources have been mined for many years and as a result historic mining areas discharge water with chemistry reflecting the mineralogy of the deposits. Coal measures release natural acid rock drainage throughout the region due to oxidation of pyrite in coal and associated sediments. Levels of acidity are increased in mining areas, and pH near three is common. Gold mines contain pyrite, arsenopyrite and stibnite. Discharge waters from these sites have pH near seven because of the high acid neutralising capacity of the basement rocks. Both coal and gold mining sites have iron oxyhydroxide precipitates in drainage waters. These precipitates are more abundant at gold mining sites, and one deposit is up to 5 m thick. Iron oxyhydroxide at coal mine sites contain Zn (up to 89 ppm), Ni (up to 10 ppm), As (up to 163 ppm), Cr (up to 23 ppm), Pb (up to 16), and Cu (up to 11 ppm). Jarosite group minerals have been identified in the coalmine iron oxyhydroxide, although most of the material is amorphous. Gold mine iron oxyhydroxide contains Zn (up to 353 ppm), Ni (up to 592 ppm), Cr (up to 17 ppm), Cu (up to 72 ppm), Pb (up to 29 ppm), Sb (up to 230 ppm), and this material is particularly high in As (up to 20 wt per cent). Most of the material is amorphous but distinctive zones (mm scale) are As rich (up to 30 wt per cent As oxide). Pharmacosiderite, K2Fe4(As04)3 (OH)5.6.3H20, is a secondary mineral in one deposit. These iron oxyhydroxide deposits are useful indicators for the metals mobilised into the environment by oxidation in the historic workings.
