"Smoky River Coal Limited has successfully completed a major program involving the pattern rock anchoring of a high, steeply dipping footwall slope. The slope dips at approximately 65 to 70 degrees to the north, is benched for the upper 200 feet, is supported with rock anchors for another 240feet, and is unsupported at the pit bottom. In addition to the height and steepness, several structural features including shears, rolls and stratigraphic pinch- outs complicate footwall stability.This paper presents an overview of the project with descriptions of the engineering geology and footwall design, anchor installation, instrumentation and monitoring and a cost summary.IntroductionSmoky River Coal's mines are located in the foothills of the Rocky Mountains near Grande Cache, Alberta, approximately 200 miles west of Edmonton. The Smoky River coal leases were initially developed in the late 1960s and, except for minor shutdowns, have been in continuous operation since 1969 producing a low volatile metallurgical coal, mainly for the export market. Initial coal production was from underground mines; sur face mining started in 1971, and a large surface mine, No.9 Mine, was opened in 1974. Since that time, a number of open pits have been mined within the No.9 Mine area. Surface mining is by conventional shovel-truck method s with the use of a backhoe for mining the narrow pit bottoms.Coal recovery is mainly from the No.4 seam, which has a typical unstructured thickness of 20 feet. The most attractive opportunities for open-pit mining exist in areas of over thickening of the coal seam in the hinge zones of synclines and anticlines and in dip-slope situations. The mining of the more structurally complex pits and steeply-dipping footwall slopes requires that consideration be given to footwall stability."

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

Refractories are unique ceramic materials, which are used in large quantities in steel making furnaces, metal smelting vessels, and glass melting tanks. They are required to possess high thermal shock properties and good slag corrosion resistance as well as creep resistance at high temperatures. Therefore, they are made from very refractory minerals such as lime, periclase, corundum, spinel, and zirconia. Slags are vitreous materials produced as a residue in steel refining processes. They cover a wide range of compositions and may contain pure oxides, silicates, and sulfides as well as fluoride phases depending on the melting and smelting processes. These minerals exhibit spectacular cathodoluminescence color under electron bombardment; therefore, cathodoluminescence (CL) microscopy is found to be a superior technique for the characterization of refractory corrosion by slags. Examples included in this study are (1) reaction of fluorine containing mold slags with ZrO2-C nozzle refractories promoting crystallization of the Cuspidine, Ca4Si2O7(F,OH)2, (2) corrosion of fusion cast refractories in TV panel glassmaking furnaces and formation of glass defects, and (3) reaction of spinel based castable refractories with copper smelting slags.

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

Over the past decade there has been a great deal of research into the use of virtual reality (VR) and computer graphics in the mining industry. Much of this has led to developed applications including training simulators and accident re-construction. One other area where there is considerable potential for virtual reality is that of mining ergonomics. This paper identifies those common ergonomic limitations associated with mining equipment that can be effectively modelled using VR techniques. From this, two simple models have been developed namely (i)remote control continuous miner operation and (ii) free steered vehicle sightlines, which demonstrate the practical use of VR in this area.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

Geomechanical conditions of mining operation are determined by varying in time and space mechanical properties and initial state of the rock mass, by geological and technological factors. We define adaptive mining technology as a technology capable of adjusting to changing geomechanical conditions of mining operation. The ongoing research at Moscow State Mining University consisting of laboratory, theoretical, and field investigations aims at the development of theoretical basis and methodology of the system of geomechanical support of adaptive mining technology for the bedded salt deposit in the Urals, mined by room-and-pillar method. This system of geomechanical support is capable of - dynamically assessing mechanical properties and state of the rock mass varying within the panel; - mapping mechanical properties of the rock mass within the panel; - assessing and predicting mechanical condition of load-bearing elements of the rock mass and its changes due to the adjustment of the parameters of mining operation considering the in-situ geomechanical conditions.

The Bureau of Mines has developed a passive encoder for range knobs, a device that automates the task of obtaining the range settings from devices or instruments to be input to microcomputers. It is easily constructed and installed and will not disrupt the device to which it is being attached. It consists of a custom knob and a small printed circuit board that has light-emitting diodes and magnetic reed switches attached. A ribbon cable connects it to a microcomputer. This encoder eliminates one source of human error in an automated process.

In order that the use of continuous mining machines be most economic, the equipment must be operated at rated capacity as much of the time as possible and downtime for repairs kept at a minimum. A large factor influencing any proposals for maintenance programs is the complexity of the machines—often the intricacies of the precision-built equipment requires engineering knowledge byond the scope of mine maintenance personnel. A training program is part of the answer; there are others. In addition to investigating a joint company-manufacturer equipment-design improvement program, Mountaineer Coal Co. has launched a detailed preventive maintenance program to combat extensive downtime often encountered when continuous miners are used. Everyone in the coal industry knows the importance of operating continuous miners at their rated capacity as much of the time as possible. The potential capacity of the miner is such that l-min. delay means from 3 to 8 tons of coal lost. Today's miner is a well designed, precision-built machine, complicated with hydraulic and electrical equipment and complex mechanical assemblies with all possible combinations of gears, levers, and rods. As the machine becomes more complex, the problem of maintenance becomes more acute. The transition from conventional to continuous mining has taken place so rapidly that the mine mechanic has been unable to keep pace. When there is a machine failure, the maintenance man usually employs either the trial-and-error or the play -it-by-ear method of repair, but this represents an expensive proposition. Mine mechanics, maintenance superintendents, and mine managers complain about the complexity of the machines and how difficult it is to keep them running. There is no shortage of skill in the design offices. Machines are designed by good engineers, but for engineers. What's the answer? Better trained maintenance men—better maintenance instruction—better field service. These are all good corrective measures, but the real cure is to provide for the men at the do it level. Designers have got to cooperate with men to simplify maintenance on the increasingly complex machine. The designer must be aware of how his machine can be maintained. Sometimes a simple design change in a bearing, oil seal, or a bushing will correct recurrent breakdowns. Parts such as filters, hydraulic cylinders, hoses, and pivot pins can be better arranged on the machine to make them accessible so that the mine mechanic can easily keep the machine producing. Therefore, to get our maintenance off on the right foot, the program must begin back in the design office, before the machine is delivered to the mine property. Realizing the importance of this aspect, our company set out on a joint company-manufacturer equipment-design improvement program. This is a formal program in which quarterly reports are written covering machine defects, design weakness, and general problems relating to machine maintenance and performance. The manufacturer in turn comments on each and every item appearing in these reports, indicating the action he proposes to take. In addition to the written reply, meetings are scheduled with manufacturer representatives to discuss further the outlined problems. The benefits realized from this organized program are both substantial and far reaching. Good maintenance begins with a good design. The subject of preventive maintenance is not a new one. Volumes have already been written on the subject. It consists primarily of doing the maintenance work when you want to rather than when the machine demands it. However, a preventive maintenance program can be overdone. Theoretically, if carried to ridiculous extreme, all working time could be spent inspecting and repairing the machines and no time would be left for production output. Our goal in maintenance is to maximize running time for all machines, and to prevent or at least minimize production downtime. A method for the determination of microgram quantities of uranium in leachates from low grade uranium ores is described. Solubilized manium is purified by transfer to an organic solvent by a selective solvent extractionprocedure using tributyl phosphate, iso-octane, and aluminium nitrate. The organic phase is mixed with scintillation fiuors in toluene and the radioactive decay determined in a liquid scintillation counter. The method is sensitive and reproducible in the range 3-30 µg uranium.

The implementation of a Quality Management System (QMS) or an Environmental Management System (EMS) that conforms to the standards issued by the International Organisation for Standardisation (ISO) no longer needs to result in a bureaucratic nightmare supported by mounds of paperwork. In this sense, this paper describes the Quality Management System that was implemented and demonstrates how the technologies that were developed can be used to satisfy other similar requirements.

This international symposium was convened to assess the current state of knowledge concerning the health hazards that might be associated with the ingestion and inhalation of fibrous particles produced from the processing of taconite ore. Concern about fibrous particles in taconite arose from their similarities to amphibole asbestos minerals that are known to be human carcinogens. The mineralogical characteristics of asbestos fibers are reviewed and compared with the fibrous particles known to be present in taconite ore from the eastern end of the Iron Range. The epidemiological and experimental animal studies for asbestos-related disease (including gastrointestinal cancer from asbestos in dinking water)were critically evaluated andcompared to those of the fibrous minerals in the taconite. The focus was on the amphiboles in the cummingtonite?grunerite and tremolite?ferroactinolite series and other fibrous particles in both the Iron Range and the Duluth Complex. This included examination of the reported occurrence of any asbestiform ferroactinolite, crocidolite asbestos, chrysotile asbestos, etc. In addition, an effort was made to provide a scientific framework to address fibrous minerals, which may be associated with nonferrous mineral deposits in the Duluth Complex. State-of-the-art risk assessment models for asbestos were presented. Risk assessment scenarios were developed for taconite-derived fibers at environmental exposure levels related to the operation of the Silver Bay taconite processing facility. These calculated risks were found to be trivial even after it was assumed that all mineral fibers were as carcinogenic as amphibole asbestos.

Electricity supply constraints in SA are increasingly challenging mines to operate more energy efficiently without reducing production output. Mining compressed air systems are well known to be operated inefficiently and are also a major power consumer. Two available and proven technologies can be applied on new and existing mines to replace or and optimise available compressed air facilities and achieve meaningful reductions in electrical power consumption; ? Hydro powered drilling and mining is significantly more energy efficient than compressed air and provides drilling rates that are twice as fast. ? Stope drilling systems using compressed-air or water drills allow further energy savings. The technologies are discussed and a broad strategy to selectively apply these them together is presented.

Conditioning of flotation feed is an important prerequisite for efficient flotation. This process depends on parameters such as conditioning time, slurry concentration and slurry pH. The objective of this paper is to optimize the conditioning process for the flotation feed. This was achieved by first conducting preliminary experiments at constant slurry pH to determine the significant ranges of slurry concentration and conditioning time. Then, factorial experimental design (32 experiments) was used to investigate the significance of the above parameters and their interactions on flotation recovery and grade. Statistical analyses using ANOVA approach showed that flotation recovery (R) and concentrate grade (g) were affected by feed conditioning. It was found that concentrate grade was linearly proportional to the slurry concentration and conditioning time, while flotation recovery was exponentially proportional to the conditioning parameters. A contour plot of the flotation response (recovery and grade) against conditioning parameters showed that the optimum operating parameters for flotation feed conditioning was a conditioning time of 1.5 to 2 minutes and a slurry conentration of 55% to 60%.

All industrial processes are economically driven, resulting in the ever increasing need for process optimization in order to stay competitive and profitable. Numerous models has been published depicting the optimization of the raw material usage in an arc furnace, as well as the thermal and electrical efficiency; however, to obtain a holistic view of the cost-effectiveness of the process one needs to expand the model to include the cost of all the operational variables. This project therefore aimed to not only include the raw material feeds and power consumption as input variables, but also the labour, maintenance, and environmental costs to generate an all-inclusive financial balance. In the end, the model was able to mathematically optimize the ferrochrome (FeCr) production process through evaluating the effect of a specified combination of input parameters. It could therefore be used as a tool to aid in managerial decision-making; to appraise and correspondingly adjust certain operational variables in order to achieve a maximum return on investment. This paper fully describes the reasoning behind the choice of the essential model components, the assumptions made during the models development, the calculation approach, as well as the advantages, limitations, possible applications, and areas for expansion of the final model. Through running simulations with plant data, it was found that the accuracy of final model remained fairly constant when applied to stable furnace conditions, but was met with a number of limitations when applied to more complex situations. These limitations could, however, be overcome through further development and expansion of the existing model to include a larger number of process variables.

An optical computing system was used to determine spacings and frequencies in geological fabrics and engineering joint fabrics.Three-dimensional arrays of joints were plotted on an equal-area net. Directions in which true spacings are seen were determined from these plots. Photographs taken along these directions were used for optical computing.

Ground Penetrating Radar (GPR) is an electromagnetic geophysical reflection technique that maps reflections associated with a change in electric properties of the target medium. It can thus be used to map the geometry of geological features and fractures as these can have different electromagnetic properties to intact rock. GPR was used successfully to determine the position and nature of the fractures in the tunnel sidewall, in the area of the simulated rockburst experiment. By comparing the radar scans acquired before with those acquired after the blast, it was possible to determine which fractures were reactivated by the blast and where new fractures were developed. It was found that the mining-induced fractures that formed during the development of the tunnel were re-activated by the simulated rockburst, as indicated by their increased reflectance on the radar scans. In addition, several new tunnel sidewall parallel fractures developed in the area of the blastholes. GPR thus clearly shows how and where the fracture pattern changed as a result of the blast and contributed to the understanding of the mechanisms of damage associated with the blast, and perhaps rockbursts in general.

The Chairman opened the session by wondering why so few papers on Maritime Structures had been received for this conference. Perhaps because the marine environment is so hostile and the access so difficult that engineers tend to be more prudent about new ideas and designs. Dennis Waite noted the number of grey hairs in the room - grey hairs which could be equated with experience gained the hard way. He hoped that this experience would be passed on in the discussion period of this session. The Chairman was delighted to welcome two authors from China, Mr Sun and Mr Liang. He was most grateful on behalf of the conference for their efforts both in preparing their papers and for being able to present them. He regretted that Messrs Noce and Fedolino were not able to present their paper and then welcomed Mr Christensen from Denmark who would present the first paper.
