Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Two events during the past decade have combined to effectively alter the role of the geologist working in Papua New Guinea. The gold boom of the 1980s resulted in a substantial increase in the general awareness at village level of mining companies, gold and landowner issues, and as a consequence of the Bougainville tragedy, landowners are also very much aware of the potential problems of a mining operation in their area. Landowners know they have the power to remove a company from a project area, and government has shown itself to be virtually powerless and unable to help the company effectively. During a considerable proportion of a project's development time, the project geologist is viewed in the eyes of the local community as the 'company'. Good landowner relationships are nurtured over a reasonable time period and the input of the geologist is significant in determining the eventual fate of company-landowner relationships. The initial impressions of the company, gathered by the local community, will have a far reaching impact on the nature and direction of their future exchanges with the company.

This paper deals with the design characteristics of cutting tools and the operating parameters these tools are usually subjected to. Eight types of cutting tools/bits with different geometrical shapes and sizes were tested in a linear cutting apparatus, utilizing concrete blocks. The objectives of these experiments were to study the performance of each type of bit, make qualitative assessment of each bit geometry and size and establish cutting parameters for efficient utilization of the tools. During the experiment required forces Fx, Fy, and Fz, cutting, penetrating and lateral forces respectively and audible and sub-audible noises were measured. In these experiments, the depth of cut was kept constant to 1.5 inch while the bit spacing was varied 1.5,2.25 and 3.0 inch (3.75,5.6 and 7.5cm respectively). The results of these experiments indicated that by optimum ratio of depth of cut to bit spacing, the cutting face will be cleaned with the least ridge/land remains between the bit groves, resulting in least specific energy consumption, more large and less fine product particles and substantial reduction of audible noise. The results of these experiments also showed that proper bit design not only decreased cutting energy consumption but also reduced audible noise.

In developing countries, high levels of particle pollution from the use of coal and biomass fuels for household cooking and heating are a major cause of ill health and premature mortality. The cost and complexity of existing monitoring equipment, combined with the need to sample many locations, make routine quantification of household particle pollution levels difficult. Recent advances in technology, however, have enabled the development of a small, portable, data-logging particle monitor modified from commercial smoke alarm technology that can meet the needs of surveys in the developing world at reasonable cost. Laboratory comparisons of a prototype particle monitor developed at the University of California at Berkeley (UCB) with gravimetric filters, a tapered element oscillating microbalance, and a TSI DustTrak to quantify the UCB particle monitor response as a function of both concentration and particle size and to examine sensor response in relation to changes in temperature, relative humidity, and elevation are presented here. UCB particle monitors showed good linearity in response to different concentrations of laboratory-generated oleic acid aerosols with a coarse (mass median diameter, 2.1 µm) and fine (mass median diameter, 0.27-0.42 µm) size distributions (average r2 = 0.997 ± 0.005). The photoelectric and ionization chamber showed a wide range of responses based on particle size and, thus, require calibration with the aerosol of interest. The ionization chamber was five times more sensitive to fine rather than coarse particles, whereas the photoelectric chamber was five times more sensitive to coarse than fine. The ratio of the response between the two sensors has the potential for mass calibration of individual data points based on estimated parameters of the size distribution. The results demonstrate the significant potential of this monitor, which will facilitate the evaluation of interventions (improved fuels, stoves, and ventilation) on indoor air pollution levels and research on the impacts of indoor particle levels on health in developing countries.

Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.

"The INCO SO2/air process was patented by INCO in 1985. Well over 80 mining operations worldwide are using this process to oxidize cyanides to cyanates in the tailings from gold, silver and copper mining operations. The sulphur dioxide (SO2) for this process can be supplied either as liquid SO2, SO2 gas or as a sulphite-based salt. The majority of SO2/air operations have used sulphite-based salts as the ‘SO2’ equivalent probably due to low capital cost. Liquid SO2 has also been used frequently, but due to concerns with safety and availability, this option is often not preferred. The solid salt sodium meta-bisulphite (SMBS) is commonly employed, but its cost is an order of magnitude higher than that of sulphur. Due to the high cost of SMBS, the increased capital cost for a sulphur-burning SO2 gas plant (green field or retrofit) usually has a pay-back of less than three years. In addition, a SO2 gas plant offers potential for significant heat recovery from the sulphur burning process. In terms of safety, the SO2 gas plant only requires the storage of relatively benign sulphur and the site inventory of SO2 will be limited to the plant gas volume. Therefore, a SO2 gas plant will not trigger the Canadian Environmental Protection Act (CEPA) E2 Regulations or the US Clean Air Act Section 112(r) accident prevention regulations, as may be the case for liquid SO2.Most existing mining operations using ‘SO2’ are gold operations, but in recent years there has been an increased interest in larger sulphur dioxide gas plants for hydrometallurgical facilities that employ leaching of cobalt/manganese minerals or precipitation of manganese/iron (e.g. Tenke Fungurume and El Boleo).This paper focuses on the production of sulphur dioxide gas generated on site and on demand for the use in hydrometallurgical processes. The capital and operational costs of a SO2 gas plant is compared to conventional process alternatives using sulphite-based salts or liquid SO2."

Multilevel-multiseam hardcoal mines on the European continent usually consist of a huge network of underground openings, sometimes more than 200 km long in total, with some longwalls operating down to a depth of 1,500 m. While operating several longwalls simultaneously, these mines are making use of a number of stationary and mobile measurement- and analysis units in their main ventilation passes combined with atmospheric measurements on the surface. This paper provides an overview over the systems and technology used and describes the typical set-up of a measuring net. To detect and monitor underground fires through fire gases measurement and -analysis, a mobile underground testing laboratory collects data locally in the area of the fire. These laboratories have proven to be extremely useful not only during the actual fire fighting but also for the long-term gas measurements in critical mine areas. They have repeatedly detected starting fires and have thus given the mine the opportunity to react early and to avoid larger damage. Therefore several mobile laboratory units have now been installed for long-term testing in a number of German mines and similar units are being used in the Czech Republic and Poland.

"Three models to predict the effect of bubble size (Db) on metallurgical response were tested in a pilot-scale flotation column at Teck Highland Valley Copper mine. The column was fed with slurry collected from the Cu/Mo separation circuit. The first model was the one developed by Gorain et al. (1997), which assumes that the collection zone rate constant (kc) is inversely proportional to Db. The second model was the one proposed by Hernandez-Aguilar et al. (2010), which considers kc as an inverse square function of Db. The third model was the one developed by Yoon and Luttrell (1989) which provides expressions to describe the efficiency of particle collection (E) based on first principles. The results showed a significant bias between experimental and predicted data using the model of Gorain et al. (1997), possibly reflecting the model’s inability to explain the impact of bubble size, bubble rise velocity and flow regime on E. The model of Hernandez-Aguilar et al. (2010) well described the experimental evidence. The model of Yoon and Luttrell gave accurate and unbiased predictions. However, Yoon and Luttrell’s approach calls for a criterion to determine whether the flow regime is potential or intermediate, a subject that requires more fundamental research.INTRODUCTIONParticle collection, i.e., bubble-particle collision followed by attachment, is the basis of flotation. In a quiescent environment (such as the one observed in a column, or away from the impeller in a mechanical cell), a collision event can take place as long as the “degree of turbulence” caused by the rising bubble does not prevent particle and bubble to flow in close proximity. Upon collision, the particle slides on the bubble surface for a period of time. If the particle is hydrophobic, attachment occurs when the “sliding time” is longer than the “induction time”, which is the time required to thin and rupture the intervening liquid (usually water) film forming a three-phase contact angle. While the induction time is largely influenced by the degree of hydrophobicity of the particle, the degree of turbulence is governed by the bubble size. Generally, direct control of bubble size is not exercised by most mineral processing practitioners, in spite of its obvious importance. Studies to model the effect of bubble size on particle collection using fundamental approaches have been conducted (e.g., Anfruns and Kitchener, 1977; Webber and Paddock, 1983; Yoon and Luttrell, 1989; Dai et al., 1999). However, these models have been validated under highly idealized laboratory conditions (micro-scale experiments using single minerals and uni-sized bubbles), far from resembling those existing in practical industrial applications. Fundamental studies to interpret the effect of bubble size on particle collection in industrial environments are largely absent in the literature. Partly because of this lack of practical knowledge, many mineral processing practitioners perceive laboratory “bubble size” studies to be valuable academic exercises, but not something that can be directly applied to daily production issues."

This paper briefly describes the progress in mine safety in the United States, with emphasis on recent events that have followed since the explosion at the Sago Mine in January 2006. Legislation following the mine accidents last year and areas of work carried out by the National Institute for Occupational Safety and Health (NIOSH) related to the accidents are discussed. American coal production in 2006 was 1,150 million short tons. Most of this coal is consumed domestically, with annual exports of coal about 50 million tons. One third of annual production is produced at surface mines and the rest from underground. This coal is produced by about 82,000 miners working at 1,400 coal mines. Major improvements in coal mine safety have been made in the US since the Federal Mine Safety and Health Act of 1977. The fatal injury rate in underground coal mines between 1977 and 2004 was reduced by 47.8% to 0.036. The annual number of fatalities dropped from 112 to 14 during that period. Likewise, the non-fatal days-lost injury rate was reduced by 42.6% from 10.87 to 6.24. The improvements in mine safety during this period can be seen in the graph of underground coal mine explosion fatalities and injuries from 1980 to present, which is shown in Figure 1. Between 1984 and 1993 (9 year period) there were 5 explosions and one major mine fire, for a total of 55 fatalities. Over the seven year period from 1993 to 1999 there were no fatalities from coal mine fires and explosions. However, in the six years since 2000 there have been 5 explosions and one fire, which have caused 37 fatalities. [ ]

Computer applications are ideally suited to the day to day operations of grade control and short term planning on a mine site. By refining this part of the operation there is scope to increase profits by more accurately predicting ore grade and tonnage, and allowing the mining engineer more flexibility in his approach to scheduling. Large numbers of blasthole or ditchwitch samples need to be processed in a fast and efficient manner, and stored in a database for future reference. The mining engineer has to calculate tonnages and subdivide the blast or digging area into mineable areas of waste, low and high grade ore. New grade and tonnage information must be used by the mining engineer to update his short term plan. Answers must be obtained quickly and efficiently, but a high level of individual input is necessary in order that maximum use is made of the information. Geostatistical analysis of samples can be used to refine the interpolation techniques. Reconciliation between the original grade model, the newly sampled area, and the final product should be monitored continually.

Uranium exploration was commenced in 1973 and carried out at a regional scale over a wide area of the northern part of the Camarvon Basin of Western Australia by Minatome Australia Pty Limited and their joint-venture partners. As a result, pervasive uranium mineralization has been found in the Cretaceous sandstones near Manyingee Hills in the Onslow Region, which were probably deposited in a near-shore, fluvia deltaic palaeo-environment.Mineralization is generally found in poorly sorted argillaceous sandstones and siltstones near redox fronts formed by oxidizing waters circulating in reduced sediments. The principal minerals found in the two Manyingee deposits delineated so far are coffinite, uraninite with associated pyrite in the reduced zones, and phosphuranylite, siderite and limonite in the oxidized zones. The presence of dissolved uranium in the superficial aquifers, of secondary uranium minerals as coatings on granitic rocks, and of recent uranium-bearing calcrete sediments, suggest that the whole Cretaceous-Precambrian system has been subjected to the formation ofroll-front type uranium deposits since the Cretaceous. Continuing exploration is locating additional uranium occurrences. The deposits outlined so far are being evaluated for their amenability to in situ leaching tests planned for 1982-1983.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Paper 1?South African experience with asbestos-related environmental mesothelioma: Is fiber type important? Neil White, Gill Nelson, Jill Murray The purpose of this review was to illustrate the importance of the type of asbestos in environmental mesothelioma. South Africa is a logical place to assess fiber type. The three major types of asbestos (crocidolite, amosite and chrysotile) were mined (all asbestos mining stopped in 2002) in South Africa. The association between asbestos and mesothelioma was discovered in South Africa. The occupational literature indicates high mesotheliomagenic potential for crocidolite, less for amosite and less still for chrysotile. Since South Africa has been a major source of crocidolite, relatively high rates of mesothelioma in the mining population is not surprising. High rates of mesothelioma due to environmental exposure is surprising, except perhaps when the authors? point out potential sources for community exposures (e.g., mine tailings used for road surfacing, golf courses, brick and plaster making; insulation in residential ceilings; children playing on fiber-rich waste rock). The authors? reviewed four studies reporting on mesothelioma cases and their sources of exposure and fiber type. Overall 23% of the known cases were attributed to the environmental (not occupational) exposure and about 90% were due to crocidolite asbestos. The proportion of environmental mesothelioma is considerably higher than in Western Australia where crocidolite is also mined. There the overall rate of environmental mesothelioma is about 6% (and less than 1% from residence in a crocidolite mining area).

The Appalachian Blaster Certification Delegation initiated a study to compare the consistency of measurements from blasting seismographs. Six blasts were monitored at surface coal mines in West Virginia, Maryland, and Ohio. A total of seven different makes were deployed during the tests, with as many as seven models from five different manufacturers compared during any one blast. Great care was taken to bury the geophones in identical fashion. The variations in seismograph readings were compared to the International Society of Explosives Engineers’ Performance Specifications for Blasting Seismographs. Between 4 and 125 Hertz, the ground vibration amplitudes should be within ±5% and airblast amplitudes should be ±1 decibel. For each of the three mutually perpendicular ground vibration channels and the acoustic channel, the median value of all the units was used as a baseline for comparison. The six blasts monitored had median peak particle velocities ranging from 0.42 to 3.47 inches per second (in/s) (10.7 – 88.1 mm/s) and median airblasts ranging from 124 to 135 decibels (dB). There were 46 seismograph recordings for the six blasts. Eighteen (39%) of the 46 maximum peak particle velocities varied more than ±5% from the median. A total of 138 (3 × 46) component particle velocities were recorded, with 50 (36%) of the readings varying more than ±5% from the median. For airblast comparison, 43 recordings were obtained, with seven (16%) varying more than ±1 dB of the median. Variances may be attributable to blasting seismograph differences, variations in field deployment, and relative locations of the geophones. Blocking. (5) The “blocking” of boulders is a much cheaper way of breaking them up than “mud capping.” It should always be used in preference to that method except when too much time will be consumed by a crew of men waiting for the drilling to be done, as shown in example of cost No. 1, as given under “mud capping.” Under such circumstances the time consumed would be a greater cost to the contractor than the extra amount of dynamite. Then, too, on large thin boulders to drill one hole would result only in breaking the stone into such pieces as would again have to be broken; and the many holes might equal the cost of extra dynamite. Under such circumstances if method (6) cannot be used, “mud capping” will have to be resorted to, to do the work economically.

Results of laboratory studies on the flotation of marmatite (zinc sulphide) with new reagents, which were developed to avoid the use of copper sulphate, are presented.Episulphides were chosen as the basis for the reagents because of their reported special chemical affinity for zinc and cadmium. Attempts were made to solubilize and introduce functional groups to episulphides with organic and inorganic acids, ammonia, phenol, aniline, diethylamine, and pyridine. As a class of reagents, the episulphide-amine combination was generally found effective in zinc sulphide flotation to a greater or lesser degree. Best results were obtained with ethylene sulphide-aniline combination. Although anilino-ethyl mercaptan is the reported reaction product of aniline and ethylene sulphide, it was concluded that the effective zinc sulphide flotation with ethylene sulphide-aniline combination is not entirely due to the formation of the mercaptan.The economics of the possible usage of ethylene sulphide-aniline reagent are discussed.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. A survey of pillar conditions was carried out at 21 operating limestone mines that use the room-and-pillar method. The surveyed pillars were all located in rock that was classified as ?Good? to ?Very Good? using the RMR rock mass classification system. The average pillar width was 14.5m and the width to height ratio varied between 0.53 and 3.52. Pillar conditions were rated using a visual rating system that accounts for the effect of geological structures as well as stress related fracturing. Nine cases of pillar instability were recorded. Pillar instabilities were typically limited to individual pillars or small groups of pillars within an otherwise stable layout. Local geological structures such as inclined discontinuities or weak bedding planes contributed to instability in seven of nine cases that were observed. Elevated pillar stresses contributed to instability in the two remaining cases. All the unstable pillars observed had width-to-height ratios of less than 1.5. It is concluded that pillar instability is most likely to be caused by unfavorable geological structures in pillars with width to height ratios of less than 1.5. Stress related instability such as rib spalling becomes more prevalent when the average pillar stress approaches approximately 20 MPa.
