The Environmental Protection Agency (EPA) is beginning to provide compliance assistance visits to various industries, including mining, for Emergency Planning and Community Right-to-Know Act (EPCRA) compliance. The EPA inspectors may consist of a multi-media team deployed to review systems and procedures for EPCRA Sections 302, 304, 311, and 312. The Team’s focus may include emergency response plans, training programs, qualifications of personnel, and release notification protocols. This presentation takes a look at the EPCRA compliance challenges faced by Arizona copper mining and processing facilities.

Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it's easy for shortcircuiting to occur. If you don't have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you're going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you're attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I'm straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It's a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don't get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I'm estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

1967 will be remembered as the year the world realized it was running out of silver. In May of this year a new era in tin the history of the white metal was begun as the power of the U.S. Treasury to regulate world .silver markets was staggered by one of the most intense speculative flurries in recent times. In the past few months the price of silver has risen from $1, 29 to over $1.80 per troy ounce and with it have spiraled the prices of a host of silver-bearing consumer items. Legislation has, been enacted to conserve our coinage and meager silver stocks and today large quantities of non-existent silver are trading hands at a fast pace on the commodity exchanges throughout the world. Now that the price of silver has been set loose, forces are in motion to dull the world's appetite for silver. At the same time there is strong incentive to provide greater quantities of silver to satisfy the world's hunger' for the metal.

To meet increasing demand of coal, underground mining is largely being replaced by the exploitation at deeper horizons and with greater complexities. The exploitation-proposition may be below not-to-be-disturbed surface properties or below water-bodies, posing a constant threat of inundation. Also, the mounting pressures to limit the adverse impacts on the environment bring the extraction-undertaking to face more challenges. An understanding of subsidence-mechanism and a rational quantification of subsidence parameters is a requisite herein. This paper presents such pragmatic quantification, validated at mine-sites in India. In comparison, better productivity, conservation and safety is ensured in this approach.

Today's highly publicized issues of resource development and environmental protection are not new. But recently these issues have been played one against the other, and some would have us believe they are mutually exclusive. Why? Because modern man has realized that the shortest route to achieving economic progress is to subdue nature. He extracts mineral resources from the earth to provide the raw materials upon which other processes and services are based. But often in his search for economic progress he finds that other highly- held values (e.g., an unspoiled environment) have been violated. The natural response is a counter action - to attempt to protect nature. But this response is basically unsatisfactory because it is reactive.

We are thrilled to welcome you to the 2025 Rapid Excavation and Tunneling Conference (RETC), which will be held in Dallas, TX. This year’s conference will showcase the continued trend of strong industry interest, as there will be a record setting 115 papers being presented over the course of three days. The set of papers compiled in this book captures the latest and greatest information on a broad array of topics within our fascinating tunneling industry. We hope that the compilation of selected papers in this book will provide a comprehensive recap of the conference while also providing a source of future reference for contractors, engineers, and anyone in general who is a student of our beloved and unique industry. Since its inception in 1972, RETC has been the preeminent tunneling forum to promote ideas, tell stories, share lessons learned, and promote new technologies. RETC prides itself on its focus towards highlighting real-world experiences and practical ideas, with the intent to help the entire industry learn from one another and grow. The need for us all to stay sharp and remain on the cutting edge of technology has never been stronger – the technology and ideas that have been applied in aerospace are now attempting to mix with tunneling, and the advancement of AI continues to permeate all industries. However, no amount of technology or AI can fully replace the human element, and in our tunneling industry, the human element is key and is what sets us apart. In tunneling, every project is different, because the ground is always different. We can only take what the ground will give us, and we must rely on our past experiences to get through present day challenges. Most importantly, we must rely on each other. This is the heart of what RETC is all about. For those of you attending this conference, we encourage you to attend as many sessions as possible and engage with your colleagues to discuss during the breaks in between sessions. This sharing of ideas is what keeps us connected and helps to expand our industry. Please also try to engage with the scholarship students and the newcomers who will be in attendance, as it is the new ideas and fresh energy from the next generation that will continue to make our industry thrive into the future. The program chairs thank and greatly appreciate the efforts made by our session chairs, co-chairs, authors, the members of the RETC Executive Committee, and most importantly the SME staff towards making this RETC possible.

"The weathering of coal mine waste rock releases iron, calcium, sulfate and associated trace elements like selenium (Se). Nitrogen species are also found in association with coal-mining drainages mainly due to the leaching of residual blasting compounds. Elevated concentrations of Se are a ubiquitous occurrence in coal-mining environments in British Columbia. A major concern with waterborne Se in British Columbia is the potential for its bioaccumulation in aquatic food chains.Treatment to remove Se from coal-mining waste waters has proven to be challenging for conventional water-treatment technologies. Compounding this challenge, many streams are characterized by high flows and low selenium concentrations. Conventional membrane and ion exchange treatments produce concentrated brine streams that are difficult to treat or require disposal. Conventional biotreatment systems use excess nutrients to provide the required electrons to compensate for inefficient and variable electron availability, as well as to adjust reactor chemistry.This paper's electro-biochemical reactor (EBR) technology provides a controllable and consistent supply of useable electrons to the microbes directly at a low voltage potential (1-3 V) and low current. In this manner, the EBR technology overcomes the shortcomings found in conventional systems, as it reduces the required nutrient addition and provides a more controllable, efficient, economical and robust biotreatment system. Additionally, the EBR process does not produce excess solids or biomass; therefore, solids management post-treatment is not required.Laboratory EBR bench-scale and on-site pilot-scale systems were used to treat five British Columbia coal-mine waste waters; influent Se concentrations ranged from 35 µg/L to 531 µg/L. Se treatment targets for the tested waters ranged from 5 to 10 µg/L. Mean Se concentrations in EBR effluents ranged from 0.5 µg/L to 1.4 µg/L, while reducing sulfate concentrations. The test data demonstrate that the EBR technology is an effective Se removal option for British Columbia’s coal-mining waste waters.IntroductionSelenium in Mining. Selenium (Se) is a naturally occurring trace element, which is an essential nutrient in small amounts (Thompson and Robinson, 1980; Brown and Arthur, 2001). However, it is also toxic to aquatic life, birds, and humans at very low concentrations. A major concern with waterborne Se is the potential for its bioaccumulation in aquatic food chains, resulting in acute and/or chronic toxicity to fish, water birds and amphibians (Besser et al., 1996; Conley et al., 2009)."

Polkowice region (Lower Silesia, Poland) is an area, where the copper mining activity started about 40 years ago and new technologies were applied. There are 3 underground mines, 3 processing plants, tailings pond (the biggest one in Europe), pipelines for flotation waste transport, railways. Although new technologies were applied during the copper ore exploitation, the environment in this area were polluted mostly by dust containing copper, lead, zinc and arsenic. Estimated values of heavy metals in polluted soils were compared to the natural contents of this metals. The geochemical background for Polkowice area was defined. The pollution zones occur around mining facilities. Copper ore exploitation and processing is planned for the next 20-40 years depending on market situation. After mines and other facilities closing the most important problem will be sustainable development of this area. To evaluate the scope of revitalization activities the analysis of recent soil environment condition will be necessary as well as forecasts for pollution migration. Geostatistic methods used also in mining will be very helpful for this task.

Conventional Atmospheric Monitoring System (AMS) installations for monitoring CO, CH4, O2 and air-velocity throughout underground mines are usually relegated to a modest 3-5 mile extent and with data communication speeds confined to a ponderous 1-5K baud range. New US-MSHA and state regulations require fast reporting of unsafe conditions, and the old 20-30 minute updates are no longer acceptable. To communicate farther and faster has always been a problem, because data reliability degenerates with excessive distances and high speeds. Because of this, very large mines often resort to costly optical-fiber media, using expensive OF cables and repeaters to obtain the necessary coverage. This entails high initial cost, as well as high maintenance and downtime costs to repair or replace broken optical fibers. Rel-Tek has pioneered with its DX-Bus communication data highway, which uses inexpensive twisted-pair telemetry cables, which can now communicate well into the 20-mile extent of the largest mines -- normally a brick wall for low-tech AMS systems. This extended range, enables the use of twisted-pair cables and provides a low cost alternative to OF systems. This paper discusses the DX-Bus, and its latest accomplishment, the ?B-LINK,? a unique high-speed communication repeater that maintains the 19.2K-Baud data rate. On-going innovations to our workhorse Millennia-DX computer software have kept pace with this extra speed/distance phenomenon, resulting in a dually-optimized AMS package: both hardware and software. Cost savings are substantial, and at no sacrifice of reliability ? nearly always at 100%. Sensor updates are measured in seconds, not minutes and hours. Twisted pair copper cable is cheap to purchase and install and a breeze to maintain. Rel-Tek uses the B-LINK's wide branching capabilities to enable the AMS to extend 20-miles both far and wide. Actual experience in large US coal mines -- both longwall and continuous mining operations -- confirms the large mine performance. The ventilation and safety benefits to the mining industry are immeasurable.

The use of a thickener, without filtration, to produce a non-settling paste (also called thickened tailings) with non-Newtonian rheology has been practiced in Australia for many years for the disposal of red mud. The application of paste thickening technology outside of alumina is relatively new. Interest and installations in paste thickening are rapidly growing. Water shortages and environmental pressures make consideration of thickening tailings to solids concentrations within the paste range necessary in most new tailings projects. The paste thickeners at the DeBeers CTP plant in Kimberley, South Africa are the latest example of paste tailings disposal on the surface, also called “stacking”. Houman (2003) The use of a paste thickener as an alternative to filtration for mine paste backfill is a more recently developed application. This paper describes the principles of design and general operating characteristics of a paste thickener compared to the conventional and high-rate thickener. The application and operating performance of paste thickeners in mine backfill is discussed as an example. An integrated approach to process design is described that matches the performance of the thickener, pumping system, and application on a common rheological basis to ensure that none of these steps prevents achieving process performance targets.

The dramatic rescue of nine Pennsylvania coal miners trapped nearly 90 m (300 ft) underground for77 hours probably would not have happened without the high technology equipment and improved mine rescue training techniques available today. By now, most everyone has heard the story of the accident that occurred at the Quecreek Mine near Somerset, PA. At about 9 pm on Wednesday, July 24, the miners were drilling coal in the room-and-pillar mine. Their drilling accidentally punched through to the adjacent, abandoned Saxman Mine. Old mine maps of the Saxman Mine led Black Wolf Coal, Quecreek’s owners, to believe they were between 60 to 90 m (200 to 300 m) away from the abandoned mine. Those maps proved to be inaccurate.

Minerals have been critical to human society from the earliest and their use has been intertwined with the development of civilization. In the Western World, the mining, processing and extractive metallurgy associated with ores was first described in detail by Agricola in the 16th century. He considered these collective activities to be the most necessary and the most profitable of professions, and wrote, "without doubt, none of the arts is older than agriculture, but that of the metals is not less ancient; in fact they are at least equal and coeval, for no mortal man ever tilled a field without implements. In truth, in all works of agriculture, as in the other arts, implements are used which are made from metals, or which could not be made without the use of metals; for this reason the metals are of the greatest necessity to man." Ours is still a materials-dependent society that relies heavily on minerals for raw materials. Today our dependence on minerals is exceptionally great. To meet the need for fuel and non-fuel minerals in a representative year, in the United States alone, about one billion tons of coal and 2.7 billion tons of ore are mined. These mineral products are essential for fertilizers, for construction materials, metals and alloys, for manufacturing household and industrial items, for transportation, and for the generation of electric power. It is instructive to consider the diversity of uses found in our society for a single mineral product - silver, for example. Experts believe that in the past 5000 years we have mined about a million tons, or 31.9 billion troy ounces of silver. In 1988, 133 million troy ounces of silver were used in the Unites States. Most of the silver used was for techno- logical, medicinal and industrial purposes, Table 1. X-ray films, for example, carry comparatively large amounts of silver to lessen patient's radiation exposure. Silver does not prevent tooth decay, but each year about two million troy ounces of silver is used for dental work in the United States. In small quantities it is used in medicine. No metal - not even copper conducts heat and electricity so efficiently as silver. Silver wires lace solar cells, and silver oxide batteries power hearing aids, calculators, submarines and satellites. Hardened with tungsten or molybdenum, miniature discs of silver pass current from wire to wire in cars, telephones and computers. A dish- washer timer alone may have 50 such electrical contacts, which open and close without excessive heat or friction. Silver is an important component of solar reflectors, since no other material reflects light so well or uniformly. In our personal lives, silver remains in high esteem to adorn our tables, provide precious objects and jewelry. In many parts of the world, silver in the form of coins, jewelry and bullion is used for financial independence and security against the vagaries of paper currency. In India, silver is used in its purest form as thin foils to decorate sweets and other edibles. It is obvious that this mineral product, silver, is of great value and utility in our society. Minerals and Environment The benefits of minerals do not come without problems. Much of the silver, for example, lies locked up in copper, lead-zinc or precious metal ores; to extract it creates vast quantities of waste material. On the average, in order to recover one ounce of silver about a quarter ton of ore must be mined. To meet the world's annual demand for silver, approximately 100 million tons of waste is generated every Year. The problem with silver is repeated with all minerals. Conversion of mineral ores into usable materials necessitates the generation of large quantities of waste products that create tremendous disposal problems. In addition to waste material discarded during mining, wastes may be generated during processing as gases, liquids or solids that must be subsequently converted into forms more acceptable for disposal. Associated with the handling, treatment and management of waste products are a number of environmental problems. Environmental problems are not new to the minerals industry. Application of depositional analysis concepts is becoming an ever-increasingly more important and more useable tool in exploration and development of coals in the Appalachian basin. Over the past decade, a rather large number of studies, papers, and publications have addressed various aspects of depositional environments of coals and, to some extent, applications to development. As would be expected as regards a subject so complex as Pennsylvanian sedimentation in the Appalachian basin, certain academic studies have produced conclusions at variance in some aspects to those of other studies. Overall, however, there has been a building- block progression and general refinement with time of understanding of the depositional settings and other factors controlling Appalachian coal distribution, quality, and other minability parameters. Most attempts to explain coal seam characteristics have revolved around a basic deltaic model. Some have attributed certain seam attributes to upper delta plain deposition, other attributes to transitional-lower delta plain settings, and yet others to lower delta plain environments, and so on. While these approaches have provided valuable insight into some general coal characteristics, they are somewhat incomplete and are, in a sense, too broad for specific mine-scale applications. Further, it is apparent that in order for widespread peat accumulation to occur, there must be a drastic decrease in the energy of the depositional system and amount of sediment being brought in, compared to the active deltaic and coastal processes responsible for deposition of the large volume of clastic sediments that dominate the Pennsylvanian system of the Appalachians. Consideration of this fact implies that peats (coals) may not necessarily reflect depositional settings that are directly coincident with those associated with adjacent rocks. Cecil and Englund (1985) address this point, and quite correctly state that "the primary controls on major stages of peat formation are allocyclic processes involving paleoclimate, eustatic changes in sea level, and tectonics." While this statement is inarguable, it does not negate the importance and usefulness of depositional analysis in predicting reserve characteristics that may impact mining and marketability.

The past four years since the 2008 MINExpo have been a roller coaster ride for the mining industry, with highs and lows and everything in between. One of the natural consequences of this uncertainty has been a number of significant consolidations and mergers, and this trend has trickled down into the crushing industry. And while there have been some significant changes to this sector of the mining industry, many of the big players have weathered the storm. The following is a look at some of the mineral processing companies that will be at MINExpo. McLanahan Corp. McLanahan Corp. is an example of the changes in the sector. The crushing and grinding stalwart acquired Universal Engineering, expanding its traditional focus on soft mineral crushing to hard rock crushing. At MINExpo, it will be showing off three new pieces of equipment, the LabMill Crusher, the Rocker Tooth Crusher and the Recessed Filter Press.

The domestic mining industry may be in the doldrums but there appears to be hope, at least from a regulatory standpoint. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

? A helper stands beside a continuous miner as the operator is at the controls. The operator means to push the stop button but hits the drum rotation start button by mistake. The drum begins to turn and the bits catch the helper's clothing. He is thrown violently to the ground and suffers multiple contusions. ? A farmer's wife helplessly watches her husband drawn into the claws of farm machinery while she frantically and unsucessfully searches for the control to stop the machine. ? A mechanic on the night shift replaces plugs in the lubrication systems of all three engines of an airliner following routine maintenance. In doing so', he fails to notice that "0" ring seals have not been mounted on the plugs. A few hours later, as the fully loaded airliner is cruising high over the ocean, oil pressure on one engine drops precipitously. The pilots quickly shut down the engine and turn for home. Almost immediately, the two remaining engines lose their oil and fail.
