The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

The solution of the problem of beneficiation of cassiterite from its primary ore deposits is of fundamental importance to Bolivia. The process today involves a gravimetric treatment of the ore followed by sulphide flotation. During the last year, a cassiterite flotation stage has been added in several plants to treat the slime tailings. Although cassiterite flotation is already economical for the slime tailings and the mechanism of the process are understood, it is felt that further research could improve the results. In the past, considerable amount of research and test ark has been performed to select appropriate collectors to improve recovery, to increa¬se the grade of tin in the concentrate, to minimize the effect of metallic ions like Ca+2, Fe+2 and Fe+3 which prevent flotation, and to increase the pH of the pulp which now it can not be higher than 3.0. It has been reported that the halogen salts (1) like NaCl exhibit special surface affinity for cassiterite but none for quartz. These effect seems to be favourable for the selective flotation of cassiterite from silica minerals. In view of these preliminary results it was decided to follow the research accordingly: OBJECTIVES The objectives of the present investigation are: 1. 0 evaluate the influence of NaCl salts in quartz and cassiterite flotation.

The Miami In-situ mine of BHP Copper is located in Globe-Miami, Arizona. The mine leaches mineralized leach capping over a supergene enriched sulfide deposit, and has produced over 500 million lbs of copper during the last 50 years. The Miami unit has identified several opportunities to enhance and expand in-situ production. A computer block model consisting of strict geologic controls, mineralogy, and metallurgical data was developed to assist in the determination of the leachable copper resource. An understanding of the accessibility and solubility of the resource to leaching solutions and the integration of hydrogeologic and hydrometallurgical information was necessary for completion of this project.

Potassium, is one of the three basic plant nutrients along with nitrogen and phosphorus. There is no substitute for potassium compounds in agriculture; they are essential to maintain and expand food production. Potash is found throughout the world in both soluble and insoluble forms. It is only the soluble forms that are economically attractive to process, primarily chlorides and sulfates, with potassium chloride by far the most important potash salt. Sylvinite ore, a mechanical mixture of sylvite (KCl) and halite (NaCl), is a natural mineral of potassium. This ore is found in commercial quantities in the Permian sin region near Carlsbad, New Mexico. Vast tonnages of high-grade de, low-clay-content ores have been mined and concentrated during the past 40 years; however, these deposits are rapidly being depleted leaving high-clay, low-grade ore reserves of over 135 million tons. These ores, containing 13 to 22 percent K20 and 3 to 8 percent clay slimes; cannot be effectively processed by current commercial flotation methods. The present concentration processes for potash minerals in Carlsbad relate mainly to ores containing 1 percent or less of clay-slimes with a K20 content of 20 to 25 percent to yield products to meet the requirements of the agriculture market, namely, 95 percent KC1 equivalent to 60 percent K20. Discoveries of potash ore in Saskatchewan, Canada, have shifted the emphasis on expansion outside the United States. Presently, the American companies are looking to Canada for future growth, expenditures, and expansion. Four of the seven companies operating near Carlsbad are produces of Canadian potash despite the large investment sons required for shaft sinking and milling installations.

The Barrick Mercur Gold Mine lies in the Oquirrh Mountains of northern Utah. Limestone, sandstone, shale, and chert are the predominant rock types being mined. Recent expansion has encountered rhyolite. Lithology and structural attitudes control most mechanical behavior. Slope steepening, mine planning, and site selection are presented as means by which geological engineering has contributed to the economics of the operation. Geomechanics investments of approximately $700,000 have resulted in cost savings or additional production worth over $16,000,000.

I am deeply honored and grateful to receive the prestigious Gaudin Award. Frankly, I find myself amazed to be included in the company of those outstanding individuals who have previously received this recognition. I am humbly honored to receive this award from an industrial research group. Gaudin was an internationally respected leader of mineral processing. His research contributions widely covered the whole spectrum of mineral processing science and technology, including comminution, size distribution, electrostatics, magnetics, thickening and, especially, the development of flotation theory and application. In his later career, he increased his emphasis on hydrometallurgical technology. In fact, one of his most notable practical contributions was in the development of leaching and ion exchange purification of uranium from low-grade ores. Gaudin catalyzed the trend in mineral processing toward engineering science for a better understanding of process mechanisms and kinetics. He said that those working in academic fields should have an underlying responsibility to the industry they represent. This imposed on him the objective of seeking out research areas that had some relevance to industry's problems. He said, "research without an audience cannot survive." Gaudin performed a most vital service, both in the areas of research in which he was actively involved and through his less-direct influence on current research by his many former students and their students in turn. Interestingly, Gaudin's strength has influenced Newmont Mining Corp. His favorite student was Plato Malozemoff. He had a long and distinguished career with Newmont, beginning as staff engineer in 1945, serving as Newmont's president for more than 30 years and as chairman of the company for 20 years. Newmont's greatest growth occurred during his leadership. Another one of Gaudin's graduate students from Montana School of Mines, Oscar F. Tangel, joined Newmont in 1967. He was a vice president of research and development until 1986. In their efforts, Newmont built a research group, developing the technologies of exploration, geophysics and metallurgy. The Newmont technical facility is named in honor of Malozamoff as "a leader in the development and implementation of new technologies." The mining industry is facing very difficult times, especially in the metals industry. Most metal prices have declined and are still not stable. Most domestic mining companies have largely done away with in-house research and development. Many are reluctant to invest in technology development for which there is not an immediate need. The metal mining industries are focusing on reducing operating costs to survive. Newmont is in the same situation. I appreciate that Newmont's management believes in the importance of research and technology and the impact technology has on the company's value. At Newmont, technology development involves working in the area of applied research. The connections from academic fundamental research to applied research and finally to process development and implementation are very important to develop a new technology. Fundamental research is our foundation, our guidance, giving us direction, providing the principal and mechanism and understanding why it works. Understanding the why will lead to further innovative development. Applied research needs to find the approach to reality, how it works, how to make it better and how to commercialize it. Process development and implementation needs a strong leadership, requires long-term commitment, makes improvements in practical engineering and finally develops an economically favorable process. Implementation is the most important stage in making research a reality. Each stage needs to give feedback to the other stages. Problems need to be understood and solved. Otherwise, the new technology will go nowhere. Simplicity of operation is a key of success in any plant. Necessity is the

The MIDREX® Direct Reduction Process was developed during the 1960s by the Midland-Ross Corporation, which had pioneered shaft furnace technology and stoichiometric gas reforming for use in processing minerals. In 1969, the first MIDREX® Direct Reduction Plant was built in Portland, OR. Since then, 49 additional modules have been sold in 18 countries. For the last ten years, over 60 percent of the world's direct reduced iron has been produced in MIDREX Plants. During the quarter century since commercialization, many technical improvements have been made, including larger shaft furnaces, in-situ reforming, greater heat recovery, improved catalysts, and hot briquetting. Midrex continues to enhance the technology in the areas of economy-of-scale, energy efficiency, alternate fuels, and raw material flexibility.

Placing a detonating explosive inside a volume of rock is an efficient method of rock fragmentation. The explosion generates internal tensile stresses in the rock, and because rock is a brittle material, this brings about crack propagation and fragmentation far more efficiently than does application of explosive on the surface. To get the explosive inside, we drill a pattern of boreholes and charge the explosive into the holes. This is really the one and only purpose of making blastholes in mining: to give access for the explosive to the interior of the rock. No matter how big and expensive a drilling jumbo we stand up in front of a rock face, and no matter how many boreholes we let it drill, the rock does not fall apart by itself without blasting. It is the action of the explosive in the boreholes that does it. When we consider that we need a pound or two of explosive for every cubic yard of rock to be fragmented, and a pint of borehole volume for each pound of explosive, we see that the process of blasthole charging is an important element in the whole process of rock blasting.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some two thousand years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today we mine more mineral commodities in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions.

The evaluation of Abandoned Mined Lands can involve the investigation of very large areas of land. Often, the locations of critical areas or impending problems are unknown, and are not easily identified from the surface. Microseismic monitoring has been demonstrated to be effective in identifying potential instabilities and active movement in mines from distances of several kilometers. By placing sensors in proximity to, or in contact with, a high acoustic conductance layer close to the mined zone, large areas can be monitored for potential problems with a minimum of sensors and drillholes. As part of a U.S. Bureau of Mines contract, a prototype system was developed to identify and locate potential instability problems over wide areas of land. Once a problem area has been located, the system can be used to analyze the type of the problem, its size, relative degree of instability, and potential for damage. Continued monitoring after application of remedial measures can effectively determine the efficacy of those measures.

INTRODUCTION With the introduction of large diameter hole drilling to underground mining, a need for the development and utilization of new blasting technology has arisen. This new technology has resulted in more efficient blasting and in easier and cheaper mining. The application of spherical charges to the crater blasting method is an im¬portant part of this technology. Spherical charges, or their geometric equivalent, make for highly efficient use of explosives in the cratering application. Their geo¬metrical configuration, normally a length :diameter ra¬tio of <6:1, limits their charge weight size. For exam¬ple in a 165-mm (61/2-in.) hole a spherical charge weighs approximately 34 kg (75 lb). These dimensional and weight restrictions require careful engineering design and control in the production application. Strathcona mine, a large tonnage mechanized cut¬and-fill and blasthole stoping operation located on the north rim of the Sudbury Basin, has successfully em¬ployed the crater blasting method in production blasting for the past two and a half years (as of 1979). As a result, this method, using spherical charges, has made possible the development and implementation of a verti¬cal retreat blasthole mining method which is being used for rib pillar recovery. The crater method used at Strathcona essentially in¬volves blasting off horizontal slices of ore into an under¬cut while retreating vertically to the pillar overcut elevation. Loading and priming of the holes is achieved from the overcut and the blasted muck is recovered by load¬haul-dump (LHD) units through a drawpoint system. Valuable experience on the behavior and performance of explosives in large diameter holes has been gained in both the operating and engineering fields from the appli¬cation of this blasting method. It has been used in drop raising and is currently being evaluated for use in pri¬mary stoping operations. Also, serious consideration is being given to its use for the recovery of post pillars in mined-out and backfilled cut and fill stopes. The method has significant advantages over conven¬tional methods of pillar recovery from economic, ground control, and safety points of view. These include cost benefits due to a minimum stoping development, less ground support, reduced labor requirements, and faster mining rate. Research on the blasting mechanism indi¬cated the method should result in less damage to fill walls than would be normally expected with conven¬tional longhole or large diameter hole cylindrical blast¬ing (benching). This is primarily due to the limited charge weight per delay because of the size dimensions of a spherical as compared with a cylindrical charge and also because the large diameter holes experience less de¬viation than standard-sized longholes. Experience has shown that wall damage has been minimized with the use of this method. The safety aspects of the working environment are also improved as there is no require¬ment for manpower to go under exposed backs after blasting, which is a significant improvement over the cut-and-fill method. CRATERING THEORY General The term cratering, in blasting, is applied to the for¬mation of a surface cavity in a material as the result of detonating an explosive charge in that material. This blasting concept was initially used as a tool in the eval¬uation of explosives performance; however, it has been utilized more recently on surface and to a lesser extent in underground blasting operations. Explosive charges used in crater method are nor¬mally spherical or the geometric equivalent, as research into the application of this breakage mechanism to rock indicates that spherical charges or their equivalent pro¬duce optimum results. In blasting practice, spherical charges have been defined as having a length to diameter (L: D) ratio of 4:1 or less, and up to, but not exceeding a L: D = 6:1. Thus, for holes 165 mm (61/2 in.) diam, a charge 165 mm (61/2 in.) diam, and 990 mm (39 in.) in length would constitute a spherical charge. Crater Testing Crater testing for underground application is nor¬mally accomplished by drilling smaller than production sized horizontal holes into drift walls, placing relatively small charges of explosives in the holes at various depths of burial, firing the charges, and measuring the results. The results are scaled to develop charge weight size and depth of burial parameters for production hole sizes. In theory, this procedure is valid and is appli¬cable for surface blasting; however, in underground applications where the craters are inverted, there is some question as to whether extrapolation of the test results is appropriate. As well as the fact that craters are in¬verted with resultant gravity stresses, testing is often done in a waste rock drift where the properties differ from those in ore rock. There is also some question as to whether a 51 or 76-mm (2 or 3-in.) diam charge behaves similarly to a 165-mm (61/2-in.) charge in a confined borehole. Crater testing at Strathcona involved drilling 76-mm (3-in.) diam holes at various depths ranging from 1 to 3 m (3 to 10 ft). The test holes were drilled in the wall of a predominately waste drift as well as in a stope wall. Charges were placed at various depths of burial, were confined, fired, and the results measured. Although the results were somewhat erratic, possibly because of the aforementioned reasons, they did provide guidelines for basic design for production application. The term kaolin is derived from "kauling". a Chinese word meaning high ridge, which was the name of a hill in China where kaolin was first mined several hundred years ago.(1) Other common names used today for kaolin include "clay" and "China Clay". The former word technically has a broader meaning and could refer to various types of clays such as bentonite and ball clay as well as kaolin. China clay, as a descriptive term, apparently results from kaolin&apos;s origin as described above but could also be due to a significant historical use in ceramic applications. The terms "kaolin" and "clay" will be used interchangeably in this analysis because of the common practice of using these terms in the paper industry. Major reasons for kaolin&apos;s widespread industrial usages center on the mineral&apos;s (kaolinite) physical features of good color, low viscosity and inertness. Kaolin is described as a hydrous aluminum silicate with approximate composition Of 2H20.A1203.2Si02. As will be shown later, a new version of the product, calcined clay with modified hydration content, is gaining widespread usages. Components of any particular kaolin in addition to alumina and silica are viewed as impurities. The more valued deposits and, hence, higher priced kaolin products are those of highest purity.

A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper, elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

A new sanitary sewer was installed in Pleasant Hill, California using microtunnelling methods. The project consisted of 693 meters of 1372 mm and 1981 mm concrete pipe. A Herrenknecht AVN 1200 was used to install the nominal 1372 mm pipe in three drives. The machine was then fitted with an oversized shield used to install the large diameter pipeline. This articulated shield allowed the excavation of a 2362 mm diameter hole with a 1524 mm machine-- a technique new to North America. This paper reviews the design considerations for the articulated shield and reports on the project challenges and solutions to overcome these challenges.

The continuous sintering process was invented more than 60 years ago by two metallurgists, Arthur S. Dwight and Richard L. Lloyd, who saw a need for automation in mineral processing. Their specific objective was to beneficiate copper ore by desulfurizing and agglomerating it for copper blast furnace smelting at the Cananea plant in Mexico1. Since their early development the process expanded widely in scope, size, and application. The current worldwide sintering applications exceed 250 million tons per year for agglomerating ores of lead, manganese, zinc, and iron. Sintering is also widely used for production of sintered lightweight aggregate from clays, shales, and fly ash. The continuous sintering process took on wide expansion during the 1960&apos;s in foreign countries. Plants for production of approximately 135 million tons per year were built in these countries for sintering iron ore fines as shipped from new iron ore projects of Canada, Liberia, India, Brazil, and Australia. This expansion represented construction of approximately 80 new sintering plants, some as large as 15 thousand tons per day production on a single large sintering machine. Sized self-fluxing or highly fluxed sinter has become recognized as a premium blast furnace charge and has enabled blast furnaces of Japan and Europe to produce upwards of 10,000 tons of metal per day with coke rates less than 1,000 pounds per ton of metal. This coke requirement is practically 50 percent of the ordinary rates achieved during the early 1950&apos;s when the peak blast furnace production was less than 113 of the current records.

This paper deals with the effects of air leakage from intake to return airways through a series of stoppings on the analysis of coal mine ventilation. The mathematical model which assumes continuous leakage along adjoining intake and return airways is reviewed, and a new mathematical approach is presented based upon the concentrated leakage through individual stoppings. The procedure incorporating the new method in the analysis of coal mine ventilation networks is also discussed.

In this paper, the logic and the capabilities of a long term production planning method for open pit mining are presented. The method is the first attempt in obtaining simultaneous solutions to the four interrelated parameters of open pit mining; 1) the mine life, 2) the specific blocks to be mined each year, 3) the amount of ore and waste to be mined each year, and 4) the ultimate pit limits. An efficient cutoff grade can also be obtained through a sensitivity analysis. None of the existing methods can bring such a comprehensive solution to the problem. A production plan for a real life gold deposit is given to illustrate the logic and the capabilities of the method.

The objective of blending materials in a bedding pile is to reduce the variation in successive samples taken from the materials to be blended. In designing a bedding and reclaiming operation, several mechanisms are available to effect the reduction of variability, or increase in homogeneity, of the materials. These mechanisms can act before stacking, in the stacking process, in reclaiming and after reclaiming. In evaluating alternative methods of stacking and reclaiming, the potential user must judge each method on the basis of certain criteria; the capital cost of the equipment, the allowable absolute variability of the reclaimed product and the effectiveness of blending. Several stacking and reclaiming methods have been tested using a computer simulation. Based on the results of this program, factors were developed to describe the effectiveness of blending for chevron stacking of discrete materials and preblended materials, bucket wheel reclaiming and drum reclaiming. From these factors, the total effectiveness of a combined stacking and reclaiming system can be determined.

In 1988, the U.S. Department of Energy&apos;s Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation, and advanced cycloning. Each technology relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. Research projects designed to expeditiously develop each of these technologies to the point of commercial viability were initiated. This paper will present the status of these projects and the application potential of each technology to coal beneficiation.

The Gosowong epithermal quartz-adularia vein, in the Halmahera magmatic arc, is a new discovery in an area of primary tropical rain forest with no history of gold mining or mineralization. The newly recognized mineral district also contains a number of other epithermal vein systems, two centres of porphyry Cu-Au mineralization, and a number of argillic and advanced argillic alteration zones that may be related to underlying mineralization. Gosowong was discovered and tested through the application of basic exploration techniques including drainage sampling, soil sampling, trenching, magnetics, IP, and diamond drilling. Lapse time from the initial reconnaissance discovery of a stream sediment anomaly to the release of inferred resource estimates of approximately 1.0m ounces was just over 3 years.
