How is the Government's oil import control program doing? In July 1954 Mr, Eisenhower established the Cabinet Committee on Energy Supplies and Resources Policy. On July 29, 1957, the Administration imposed "voluntary" company oil import quotas on American oil importers to maintain "a healthy domestic (oil) production industry" and safeguard "national security." On March 10, 1959 the President by proclamation made the voluntary program mandatory. But study of the program in practice shows that it is not working out as expected and-that there is some doubt that its aims and other related Administration purposes are being achieved. Take the Administration's anti-inflation policy. To be sure, the President apparently recognized in his March 10th proclamation that in restricting cheap imported oil in favor of more expensive-domestic oil he was making the inflation fight that much harder, for he called for Government surveillance of domestic oil prices to prevent them from getting out of hard, And indeed while domestic crude oil prices have not risen appreciably during 1959 neither have they fallen appreciably (although there has been some price weakness in the past few weeks).

For a Colorado mountain quarry, the Water Jet Channeling Method is far superior to Burning, Sawing, Drilling, or Shooting with Primer Cord, Water, or Black Powder. Throughout the life of our quarry, which was founded in 1947, we have used all the methods and turned to the Water Jet Channeler, which we invented and patented as our ideal way to remove dimension granite from our quarry. We jet the block on 4 sides and remove the block with plugs and feathers on the backside. The Water Jet uses approx 7.5 l/m (2 gpm) running at310,000 kPa (45,000 psi) to erode the crystals @ 1sm/h (10sf/h).The 0.533mm (.021”) nozzle oscillates back and forth to achieve an approx 5cm (2”) channel. Using the Jet, we do not lose corners or cause cracks in our red fine grain light class 5 granite.

Introduction In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway's complex geometric cross section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. Head losses in mine entries are calculated using Atkinson's Equation. [22H= KPLQ (English) H= KP 3Q (SO (1) 5.2AA] where H = pressure loss, in. of H2O (Pa); K = friction factor, lbf•min2/ft4 (kg/m3); P = perimeter, ft (m); L = airway length, ft (m); Q = airflow quantity, ft3/min (m3/sec); and A = flow cross-sectional area, ft2 (m2) In this equation, the friction factor, K, is an empirical constant that describes the aerodynamic roughness of the airway. Typically, the K-factor for a given airway is determined by measuring the factors H, P, L, Q and A in Equation (1) and calculating K. Tables of friction factors calculated in this way are found in textbooks and handbooks that deal with mine ventilation analysis. Unfortunately, very few K-factors have been measured on longwall faces, and the accuracies of those that have been measured are entirely site specific, because of the wide variety of equipment found on longwalls. The development of a technique for prediction without mine-site measurements of the friction factor for any longwall face, regardless of its configuration, will thus be very useful in the design of ventilation systems for mines in which longwall mining is practiced. Calculation of pressure losses using Atkinson's Equation (1) and empirically determined K-factors provides accurate and useful approximations in cases where the airways have relatively simple cross sections. However, a careful analysis using the principles of fluid mechanics shows that such calculations are based on two assumptions that are not strictly correct when there are obstructions in the airway. The first assumption is that the air velocity distribution in the cross section, particularly around the perimeter, is uniform. This assumption results from the fact that the tabulated K-factor values found in the literature are based on field measurements with uniform conditions. Such uniformity does not exist in longwall airflows. The second common assumption is that the K-factor, and corresponding head loss, is independent of the Reynolds Number (NR) for a given flow. In fact, this assumption is not strictly correct, and is particularly erroneous in the case of irregular protuberances into the airflow, such as those found on a longwall face. The errors arising from the assumptions may be avoided by using K-factors calculated by a newly devised method, described below, which takes into account the fundamental principles of aerodynamic drag analysis. This new technique has two advantages: first, it is flexible enough to model any longwall, regardless of equipment configuration; second, it employs terminology and equations familiar to those who perform mine ventilation analysis, using K-factors, for which ventilation engineers have an intuitive understanding, rather than drag coefficients. To provide guidance for development of a longwall drag model, data were taken on two modern longwalls operating in substantially different conditions. Pressure measurements at Mine B were made with 200-foot (61-m) sections of 1/8-in. (3-mm) diameter plastic tubing, attached to a Dwyer Magnehelic gauge. Pressure drops were measured in 200-foot increments down the face, and summed to give the drop for the entire face length. This technique was found to produce small, repeated errors because of the number of segments required to span the longwall. At Mine A this problem was avoided by using a single, continuous, plastic tube for the entire face length. The psychrometric properties of the air were measured for both Mines A and B. A calibrated, standard vane-anemometer was used to measure the airflow on both faces. Finally, numerous dimensions were measured on both faces, and face profile drawings were obtained to allow detailed evaluation of the face equipment geometry. From this information, accurate evaluations of the average wetted perimeter and average area of the longwall face airways were made. Mineral suspensions show Newtonian flow properties at lower solid concentration, but change into non-Newtonian regime as the solids content is increased. For Newtonian fluids viscosity is independent of shear rate, but for non-Newtonian fluids it varies with rate of shear. Therefore, measurement of viscosity at a shear rate, different from the process will be futile unless the slurry is Newtonian. This is especially true for hydrocyclone operation, where the rate of shear is different at different points within the hydrocyclone. In this case, it is very important to determine the flow type of the suspension before attempting to establish any correlation between viscosity and process efficiency. A new technique to distinguish such changes in flow type has been developed. This involved a co-axial cylinder type viscometer which measured apparent viscosity at a low shear rate, and a vibrating sphere type viscometer which measured the apparent viscosity at a high shear rate. Special precautions were taken to allow measurements of viscosity of rapidly settling mineral suspensions. Because the vibrating sphere viscometer operated at a much higher shear rate than the rotating viscometer, the two instruments together could determine the shear-rate dependency of the viscosity. Ground silica of 80% passing 65~m size in water was used to prepare slurries at concentrations ranging from 1O-70wt% solids. Viscosity of each slurry sample was measured simultaneously by both the viscometers and the results were compared with each other. With this technique, it was found that all the silica slurry samples were in the Newtonian flow regime.

The discovery of rhenium on the ion exchange resin used at the uranium in-situ leach operations at Palangana (Texas) led to a laboratory study on the possible methods of recovery. Rhenium, present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, Re04-, concentrated on the anion exchange resin, which was a factor of ten more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the perchlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3[N] or stronger concentration of nitrate containing up to 0.5[N] H+ was found to be the system of choice. A rhenium sulfide concentrate containing up to 14% Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4Re04 followed by hydrogen reduction at elevated temperature.

6, 7.3 meter diameter autogenous mills at Wabush Mines are undergoing conversion from a radial configuration of pulp discharger to a curved design. Improved discharging efficiency has effectively lowered the pulp level in the mill. The low level operation enhances the grinding efficiency netting a 12% power reduction. Significant reductions to rate of wear has been a spin off benefit. The design incorporates features for holding the assembly solidly in place thus eliminating bolt hole damage and leakers. Preliminary work in one 11 meter mill at Hibbing Taconite did not indicate that all the same advantages were available in their process.

Industries dependent on pyrometallurgical processing generally find themselves facing a common set of problems, namely, serious environmental restrictions, heavy capital requirements for new facilities and for plant modernization, the certainty of rapidly escalating fuel costs, and the uncertainty of fuel availability. To remain competitive, it has become clear to industry that a new dimension of attention must be given to assuring the maximum performance from plant facilities already in place and from those that are built in the future. In the last decade or so, in response to these needs, there has been an acceleration in the development of new pyrometallurgical process concepts. Their application, though spotty, is increasing. A common factor in this developing base of technology is the need for effective process control. Digital control is an indispensable element of meeting the challenge. We cannot make the point, however, by looking to a general survey of instrumental control of pyrometallurgical processes. Computer control is in its awkward adolescence. Its application is so new that only isolated applications can highlight the trends. For this reason, the authors have chosen to focus on the nonferrous smelting industry to illustrate the status of pyrometallurgical processing and control. We believe this approach will best meet the interests of most readers of this edition and the background of the authors.

Oil based drilling fluids utilize a number of industrial mineral products to accomplish oil and gas drilling in several environments where water based drilling fluids are less effective or inappropriate. These industrial minerals include: organically modified bentonite, organically modified lignite, barite, hematite, mica, calcium chloride and other salts. A variety of organic products are also utilized in oil based drilling fluid formulations. Oil based drilling fluids are preferred in several drilling situations because: they can be used to drill through water sensitive formations; they produce holes that are very close to the drill bit gauge; they exhibit high temperature stability; they are more environmentally acceptable; they minimize producing formation damage; they provide faster drilling rates when used with new polycrystalline diamond drill bits; they minimize pipe sticking and lost rig time.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

The primary objective of the structural geology portion of the Kennecott Copper Corporation-U. S. Bureau of Mines Pit Slope Stability Study was to determine the attitude, geometry, and spatial distribution of geologic structures of the west wall of the Kimbley Pit for use in designing a maximum stable slope for the pit. A corollary objective was to develop and refine techniques for collecting and analyzing geologic structural data with emphasis on numerical methods that could be integrated with other aspects of pit design. Surface mapping techniques used were a modification of conventional joint set mapping and a detailed linear sampling method. For subsurface investigations both oriented core and a borehole camera were used. It was determined that the major faults in the area were favorably oriented for mining a steep stable slope. The jointing or natural fracturing, although complex, was not random in attitude and consisted of several persistent fracture sets and a number of secondary sets. The attitude of the persistent fracture sets was favorable for steeper slope angles, and these attitudes were used in the design considerations. There was no significant difference between the attitude of the fracture sets determined from the former and new slope face.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). Five kaolin crudes from the state of Georgia in the U.S. were investigated for processability with chemically enhanced magnetic separation (CEMS) technologies developed by Cytec. The technologies used magnetic reagent alone or in conjunction with specialty chemicals to selectively agglomerate and magnetize the desired minerals (impurities) to be removed by the conventional magnetic separation equipment. All crudes indicated treatability using CEMS. Results indicated that CEMS technology could be applied to different kaolin crudes to obtain a product with titanium impurities less than 0.6% TiO2 from individual crudes. The features and benefits of the technologies were also reviewed.

Most commercial explosives contain 70 to 94% ammonium nitrate, by weight. When portions of these explosives end up in shot rock and ore, through spillage or incomplete detonation, ammonia and nitrates leach out of them and into ground water. In recent years, State and Federal regulators have been applying more stringent water quality standards, particularly at new mines and development projects. Bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice at most mines, when mining conditions allow it. ANFO use is desired because it less costly than other explosives, but when spilled it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. They either control explosive losses, or they treat mine effluents at the end-of-pipe. This paper addresses the former solution --controlling explosive losses. For both packaged and bulk explosives, guidelines designed to limit losses during storage, handling and use, are described in detail.

Future ore reserves of major gold producers in North America and elsewhere will consist of refractory gold ores. About 60 % of the current U.S. gold production is mined in Nevada. Several of the large gold operations in this state indicate that 40 to 90 % of their future ore feeds will contain refractory gold. To com­pound problems, average head grades for refractory U.S. gold ores had fallen from 8 - 9 g/mt to about 4 g/mt by 1991. In Latin America, 52 % of the gold operations will require milling for optimal recovery. Deeper reserves are, like in North America, refractory. Therefore a special treatment process is needed in order to allow for the gold ore to be leached downstream in a conven­tional cyanidation process for a high gold recovery. There are several options available for this oxidation process like treat­ment of the gold bearing ore in pressure oxidation, in a biooxi­dation or in a roasting plant depending on the reason for the refractoriness. If organic carbonaceous matters and sulfides are the prima­ry reasons for the refractoriness, whole ore roasting is a pre­ferred method for the treatment of this type of ore. Since dry ore is to feed to the roaster, a dry grinding mill is advantageous. For the dry grinding system, the moisture content and the ore char­acteristic is of importance. Those parameters decide the mode of the grinding system. For autoclave systems common wet grind­ing systems can be applied. This paper deals with technical aspects for dry grinding plants and gives an outlook on and pos­sibilities for new grinding systems.

Drilling programs and the study of active geothermal systems have shown that the reservoir rocks in many fields contain minor quantities of base and precious metals. Commonly, base-metal sulfides occur in the subsurface but, where present, Au, Ag, Hg, As, T1 and Sb rich precipitates deposit near, or at, the surface. Although in some fields (Geysers, Larderello, Tongonan) some of the ore minerals (and others) are relict, there is evidence that they are now depositing in a few systems. Recent work on active hydrothermal systems in New Zealand shows that: (1) Sphalerite, galena, chalcopyrite (forming veins and disseminated discrete crystals) plus rare pentlandite, cobaltite and arsenopyrite, occur at Broadlands, NZ. Rare quantities of base-metal sulfides also occur in cores and cuttings from the geothermal fields of Waiotapu, Kawerau, Tauhara, and Ngawha. Further, Kakimoto (1983) has identified cassiterite, native silver, and trace gold in cores from Tauhara, in the south-eastern part of the Wairakei field. Bore temperatures at the depths from which these minerals were recovered are mostly between 220° and 300°C, but at Broadlands are locally as low as 120°C. The host rocks are Quaternary talc-alkali, silicic lavas and pyroclastic rocks, andesites, dacite and deep Mesozoic greywackes and argillites; however, there is no obvious relationship between mineralization and stratigraphy, permeability or well output. (2) The deposition of amorphous precious metal precipitates (Au, Ag, Hg, As, Sb, T1) from hot springs and well discharges has taken place at Broadlands, Waiotapu and Rotokawa; it also occurs at Kawerau. (3) Water discharging from Frying Pan Lake, Waimangu, is presently depositing siliceous sinter containing up to 4.1% tungsten. A characteristic of mineral-depositing fluids in the New Zealand geothermal fields is their very low salinity (total dissolved salts of 3000 ppm or less but with high CO2); they are of near- neutral alkali chloride composition, although water discharging from Frying Pan Lake has a pH of 4.5, and very low metal contents. Very effective concentration processes (10 times for gold at Broadlands) must occur: in the subsurface these include boiling and rapid cooling but near, and at, the surface, mixing of waters of different pH seems to dominate. In particular, descending acid condensate, derived from separated steam and oxidation of H2S mixes with its parent alkali chloride water, resulting in precipitation of amorphous ore metals. Base-metal sulfides also occur in veins and as disseminated grains in geothermal fields at Tongonan, Leyte and Southern Negros, Philippines. These fields have a porphyry-type setting with host rocks of Miocene andesitic lavas and pyroclastics intruded by diorites so that the fields have undergone complicated thermal histories before cooling to their present base temperatures of about 325°C. Precious metals have precipitated from waters from some wells (Leach, pers. comm.) but they do not, as yet, form ore-grade deposits.

The dissolution behavior of palladium powder in thiourea solutions has been studied. The variables studied included temperature, stirring speed, and concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was found to be chemical reaction controlled with an apparent activation energy of about 2S.3 kJ/mol.

Plans for a large industrial development in the Upper Ohio Valley between Moundsville and New Martinsville, West Virginia, were announced in the Fall of 1955. This development consisted of a large aluminum plant to be .built by Olin-Mathieson; a 675,000 KW power plant to be constructed by the American Electric Power Service; and a large coal mine adjacent to the power plant to be developed by the Hanna Coal Company Division of Consolidation Coal Company. The Ireland Mine was designed to efficiently supply fuel for the power plant, and this was the first consideration in the location of facilities, design, and development of plant and the selection of the equipment. The first problem was to find a suitable area for the surface facilities. A level bottom area south of the power plant was reserved for future industrial plants and this area was also blocked off from the coal reserves by an old abandoned and flooded mine. The coal storage facilities of the power plant were on the north side of the plant and it was decided to locate the coal mine preparation plant on-the shoulder of a hill above the power plant. This location required the excavation of 70,000 yards of rock but permitted the driving of a belt slope from the plant at an angle so that the haulage roads underground would miss the abandoned Cresap Mine. This location also permitted the plant to be located at an elevation so that the conveyors leaving the plant were horizontal and had sufficient clearance above the highway and railroad tracks. The other surface facilities consisting of air shafts, supply slope, supply yard, office, bathhouse, shop and warehouse were located in the valley some distance north of the preparation plant. This location placed these facilities one mile nearer to the working area. Plans for design and development of the mine were started in November 1955; grading and clearing of surface area was started in January 1956; the air shafts and slopes were started in the Spring and Summer of 1956; and the first coal was produced from the supply slope in October 1956. The preparation plant was put in operation in March 1958, and by July 1959 was producing 8,000 tons per day.

World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960's, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960's arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States' domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

Mine design and selection of ore processing capacity depend upon a correct estimate of the grade-tonnage distribution. The estimate must reflect what can be recovered and processed. The McCoy/Cove operation in central Nevada, USA, is a gold and silver mine. Case studies of recoverable reserve estimation for gold and silver were made using multiple indicator kriging and the log-affine variance correction. From this model, the grade-tonnage distribution was constructed. Optimal pits were generated by utilizing the distribution, and the results were compared with the pit generated by ordinary kriging. Studies indicate that the proposed method for multi-metal recoverable reserve estimation is more accurate than ordinary kriging in terms of both tons and the grade. Using recoverable reserves for mine design will maximize global recovery of mineral resources.
