THE FUTUREGEN CLEAN Coal project will be the recipient of $1 billion worth of federal stimulus money by way of the U.S. Department of Energy (DOE), which announced the commitment to the project. The money is expected to kick off years of further work that could finally see the project completed. One of the companies involved, Ameren Corp., said the $1.2 billion project ? which will include some private funding ? still has a number of hurdles to clear.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

The Musaimeer pump station and outfall project (MPSO) is in Doha Qatar. This technical paper will discuss and explain the three major stages of geotechnical investigation employed. Stage one the tender geotechnical data and how this was used to design the TBM and identify various areas of risk. Stage two was the selection of supplementary geotechnical investigation methodologies. Stage three was the geotechnical investigation by specialist equipment installed on the TBM and providing further data on a real time basis as the TBM was advancing. Analysis of all the data will be provided along with the lessons learned.

This paper focuses on remediation of a 3.6 km long water conveyance tunnel that suffered two large falls of ground (FoGs), one of which subsequently progressed to the ground surface, resulting in full collapse of the tunnel. The tunnel is part of a network of water conveyance tunnels and open channels that direct water into two turbines located in an underground powerhouse, originally constructed in the 1970s. At the time of construction, the tunnel was partially supported with shotcrete or rock bolts, with no further ground support added since construction. Two sonar surveys in 019 and 01 identied two adacent large FoGs in the tunnel, approimately 1.2 km from the tunnel outlet. Historical geological and geotechnical information indicated that the FoGs occurred within a 60 m wide fault zone. Remediation plans were developed, which included stabilization of the outlet channel, the portal, the tunnel leading up to the FoG areas (1.2 km length) and the FoG areas. Several remediation options were considered to restore the tunnel, including construction of a diversion tunnel to bypass the FoGs or remediation of the FoG areas with steel ribs and backlling the void above the FoGs to surface.

The production of strontium (Sr) metal from its oxide via an aluminothermic process under 1–5 mbar pressure was examined in this study. SrO of 99%purity by weight was used in the experiments. The effects of stoichiometry and the duration of the process on the efficiency ratio of the metallic strontium were examined. The effects of functional additives (BaO, CaO, CaC2) were also examined. Characterization was carried out using X-ray diffraction spectrometry (XRD), atomic absorption spectrometry (AAS) and flame photometry techniques. The highest Sr efficiency ratio obtained was 96.89% in the experiment conducted at 1250 °C with 300% Al stoichiometry and 300% BaO stoichiometry.

"This paper delves into the constraints on the nature, origin and thermal evolution of the accretions formed in the uptake shaft of the flash smelting furnace operated by Atlantic Copper in Huelva, Spain, outlining recommended practices for preventing accretion buildup. The accretions were investigated using quantitative electron probe microanalysis, X-ray diffraction and digital imaging techniques, and the experimental data on mineral composition, crystal chemistry and textural relationships were interpreted in terms of thermodynamic phase equilibrium in the SiO2-Fe-O-S system. The results suggest that two distinct types of accretions were formed by the fractional crystallization of two coexisting immiscible melts, under changing conditions of oxygen partial pressure (pO2). The type I accretion of magnetite + delafossite ± cuprite ± tridymite ± metallic copper crystallized from a fractionating copper-rich melt at pO2 above about 10-5 atm, while the type II accretion of magnetite + fayalite + metallic copper + chalcocite derived from a melt with lower copper concentration when pO2 levels dropped below that critical level. Phase compositions and textures were consistent with a cooling history of both compositionally contrasting liquids from about 1,250 °C, the liquidus temperature of magnetite, to eutectic or near-eutectic temperatures of around 1,100 °C. The maintenance of appropriate temperatures — above the liquidus temperature of magnetite — and oxygen partial pressure levels may be critical for the prevention of accretion buildup. IntroductionCopper flash smelting with oxygen-enriched air, an autothermal process developed half a century ago by Outotec (Espoo, Finland), formerly Outokumpu, currently accounts for about 50 percent of the world’s primary sulfide-based copper (Schlesinger et al., 2011). The partial reaction of copper sulfide concentrates produces two separate molten streams, copper-iron-sulfide matte and iron oxide-rich slag, and releases sulfur dioxide (SO2) gas. The matte is sent to converters to remove the remaining iron and sulfur, leaving blister copper with grade of about 99.5 percent copper (Cu), which is cast into anodes for electrolytic refining.The SO2-rich gas generated by the oxidation of sulfide feed particles contains a significant proportion of dust that is entrained in the process off-gas. The gas from smelting is transferred into a waste heat recovery boiler, where it is cleared of dust and cooled before it is converted into sulfuric acid. If the process is not operated properly, the dust-bearing gas may form accretions between the uptake shaft of the flash smelting furnace and the waste heat recovery boiler, causing severe problems in the gas handling system (Swinbourne, Simak and Yazawa, 2002; Miettinen, 2008; Stefanova et al., 2012). Removing the dust accretions usually requires a greal deal of time, effort and resources. Understanding the buildup of accretion may help in reducing the problems and optimizing the process"

INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. The major health hazard from exposure to crystalline silica historically has been silicosis. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for over two thousand years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery which increased dust levels. Subsequently, the need for dust control was recognized and dust control measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years. X-ray images of the lungs show progressive scarring of the lungs. The symptoms are related to the amount of exposure to crystalline silica and the years of exposure.

The mining methods used at many opencast brown coal mines in Poland and the German Democratic Republic are not used in the US to any extent. Using bucketwheel excavators, bucket chain excavators, and mobile conveyor bridges, the mining techniques may offer efficient, economic alternatives for operators in the US. These mining methods were observed during visits to several open-cast brown coal mines in Eastern Europe over the past two years. Some of them may be particularly attractive for the large lignite mines being planned in North Dakota and Texas.

Phosphate rock is the primary source of phosphorus, an element necessary to all forms of life--plant, animal, and human. While phosphorus finds many uses in everyday life, it is an irreplaceable ingredient in all complete plant foods. With the present need for intensive farming, the fertility of the soil can be maintained only by external additions supplied by mines or other sources. A major consideration in any mining operation is to establish the economic and ecological impact of the development on the local population as well as the national interest. The Commodity Data Summaries, as published by the U.S. Bureau of Mines (USBM), is a ready reference concerning the importance of phosphate to the national and local interest. The summary of domestic and world pro¬duction is given in Table 1. During 19722 the demand for marketable phosphate rock exceeded the supply in the United States and the rest of the world. Domestic and world reserves are more than adequate to meet furture demands. Phosphate rock prices firmed and export prices increased, reflecting the change from oversupply to a shortage of phosphatic fertilizers. Demand is expected to exceed supply through 1973. New fertilizer plant capacity planned for 1973-74 will increase the production of phosphate rock by more than 5 million tons in the United States. Morocco and Spanish Sahara are scheduled to increase their production to 18 and 3 million tpy, respectively, within 2 to 3 years. The domestic phosphate rock production for 1972 was 40.8 million tons and 1973 was 42.1 million tons.' Industry, with government-supported programs, will emphasize restoration of mined land and solution of the colloidal slime disposal problem in Florida. The summary gives a great deal of information but does not give a complete picture. There are many supporting industries which contrib¬ute to the area in which the mines are located. The figures shown in Table 1 deal with concentrates. To produce such concentrates many more tons of waste overburden and ore must be moved. Because of the competitive nature of the phosphate rock industry, data on concentration ratios not only are difficult to obtain but also are not for publication by companies. The concentration ratios vary from one mine to the next in Florida as well as in Tennessee and the western United States. To produce 42.4 million tons of phos¬phate rock in the United States required moving about 350 to 400 million tons of material. Domestic Industry. In 1972 some 26 firms and the Tennessee Valley Authority produced phosphate rock, with several firms produc¬ing from more than one mine. The distribution of marketable phos¬phate rock production was: Florida and North Carolina 82%; Idaho, Montana, Utah, and Wyoming 13%; and Missouri and Tennessee 5%. The value of this production was $223 million. The principal consuming classifications were: agriculture 75%, soaps and detergents 5%, plating and polishing 3%, animal feed supplements 4%, and miscellaneous applications 13%. Over 5,000 firms processed end-prod¬ucts for agricultural purposes. Uses of Phosphate Rock. The tendency in the United States has been to produce more phosphoric acid by the wet process, while the production of electric furnace phosphorus, triple superphosphate, and ordinary superphosphate has been on the decline. Exports of phosphate rock have been on the increase for several years and in 1971 reached 33% of total production. However, export sales of phos¬phate rock are expected to decline in the years ahead, both in total tons of sales and in percentage of production as domestic sales increase (see Table 2). The description and chemistry involved in the production of phos¬phate fertilizers is too complicated to be presented here. The Waggaman13 book is a very thorough reference on the subject involv¬ing production, utilization, and chemistry. The various operations generally have chemical plants near the dry plants or ship to associated chemical plants for further processing. Wet rock, dry rock, and ground dry rock of various grades are sold. In addition various grades of calcined phosphate rock, including defluorinated phosphate rock for animal food supplements, are pro¬duced. Various grades of phosphoric acid, superphosphate, triple suerphosphate, as well as diammonium phosphate, are produced. It is common problem (Huan Xinsheng, etc.,l992)for most iron ore concentrators in China that the concentration of thickened tailings is lower than the need for economical transportation. To solve the problem, two methods of improving the properties of the existing thickeners and using separate thickening technique have been applied in three iron ore concentrators. However, in the case of the Daye iron concentrator a new technique of cyclone-flocculated sedimentation was developed by present authors and verified by experiments. The new technique employs efficient hydrocydone designed by authors in conjunction with a low cost flocculant named KLP.

US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. The closure of TSF represents a critical milestone in the life cycle of mining operations, requiring the integration of technical, environmental, and social dimensions to ensure long-term safety and sustainability. The GISTM introduces the concept of “safe closure” as a demonstrable technical condition in which there are no ongoing material risks to people or the environment. This status must be validated by an independent technical reviewer and formally approved by the Accountable Executive. This article presents a risk-based methodology to support the achievement of safe closure, aligned with the principles and requirements of the GISTM. The proposed approach emphasizes the need to identify, assess, and manage closure and post-closure risks progressively throughout all phases of the TSF life cycle: from site selection and design, through construction and operation, to closure implementation and long-term monitoring. The methodology integrates key elements of effective risk management, including comprehensive knowledge bases, consideration of climate change, credible failure modes, continuous monitoring, stakeholder engagement, and governance. The ALARP principle is applied to demonstrate that residual risks have been reduced to tolerable levels. By incorporating closure planning from the earliest stages and adopting a risk-based view throughout the entire life cycle, this methodology aims to support mining organizations in achieving a verifiable and responsible closure of tailings facilities, in line with international best practices such as those of ANCOLD and ICOLD. The proposed framework offers a practical contribution to strengthening the credibility, effectiveness, and sustainability of tailings closure processes.

Previous studies on blast fumes (carbon monoxide and nitrogen dioxide) clearance and workplace reentry time have overlooked the effects of toxic gases trapped in the muck pile. The currently available models for calculating the mine reentry times assume that all post-blast fumes are emitted upon detonation. However, recent studies reported that as much as 60 to 70% [1–5] of the fumes or gases produced during an underground development blasting could remain trapped in the adjacent rock mass or in the muck pile. Trapped fumes are slowly released [1–5], and when disturbed, high concentrations are released, representing a possible risk during the loading and transportation of the muck pile. In this study, mathematical models were developed using computational fluid dynamics to understand the behavior of the trapped fumes and their effect on mine reentry time. The three scenarios considered for this study include (i) gas emission source with no muck pile volume, (ii) gas emission source with non-porous muck pile volume, and (iii) gas emission source with porous muck pile volume. The estimated reentry times in all three scenarios were compared to see how porous media affects dilution time. It was observed that scenario 3, with fumes trapped in the muck pile, took a significantly longer clearance time (more than double) as compared to scenarios 1 and 2.

Corrosion of steel roof support systems can cause potential premature failure of the support, thus adversely affecting the excavation stability and rock-related safety. An in-house corrosion test system was designed and developed to test full-length roof bolts for material performance based on tensile load capacity and strength under different corrosive conditions found underground. The roof bolts tested are also used to identify the possible corrosion mechanisms that influenced the bolts’ performance over time. Initially, the most commonly used bolt material in the USA, the ASTM A615 grade 60 steel roof bolts, was tested with and without stresses in a simulated underground coal mining environment for approximately 6 months, and the results are discussed. Localized corrosion forms such as crevice and pitting were mainly observed after testing. The stressed and unstressed roof bolts with and without threads that were tested in alkaline coal mine corrosive environment for 6 months passed their load-bearing capacity as per ASTM F432 test standards. From the results, it is concluded that this test protocol could be applicable to test the material performance of different roof bolt metallurgies and coatings with desired modifications to the proposed methodology for the specific underground mine environment. This paper mainly discusses the test system and protocol and shortcomings of the system and makes recommendations based on the observations and results.

The El Sauzal deposit is a classic, high sulfidation, epithermal gold system located in southwestern Chihuahua State, Mexico. The prospect was discovered by a Francisco Gold Corp. geologist in1995. El Sauzal was encountered as a result of an extensive grass-root exploration program in the rugged, dissected volcanic terrains of the Sierra Madre Occidental, around the historical Batopilas Silver Camp. At El Sauzal, high grade gold is hosted within a series of more permeable, low-dipping, lithic and fine-grained dacitic rocks of early Tertiary age. The mineralization appears to be both structurally and lithologically controlled. The alteration characteristics are typical of a high sulfidation system including kaolinite, illite, alunite, dickite and pyrophyllite. The deposit’s gold distribution, as recorded from drill-hole data and surface samples, varies from 0.2 to 650.0 g/t. The estimated geological resource, as calculated from an independent study completed in 1998, was 3.0 million oz @ 2.03 g/t including a minable reserve of1.8 million oz @ 3.3 g/t.

The focus of this research was to evaluate the synergistic effect of bis(2,4,4-trimethylpentyl) phosphinic acid (CYANEX 272) and di-(2-ethylhexyl) phosphoric acid (D2EHPA), diluted in kerosene, on the extraction and separation of Co(II) and Li(I) from synthetic sulfate solution. The results indicated that using a mixture of CYANEX 272 and D2EHPA was efficient in extracting and separating Co(II) from Li(I). The optimum ratio of CYANEX 272/D2EHPA was found to be 5:1, in which the highest separation factor was obtained (5973.23), and ΔpH0.5 was 4.10. Adding tributyl phosphate (TBP) as a modifier and increasing the temperature improved the metals’ separation rate and extraction efficiency. Thermodynamic studies were also carried out, and ΔH, ΔS, and ΔG values were computed, revealing the endothermic nature of Co(II) and Li(I) extraction by CYANEX 272/D2EHPA mixture. The conducted experiments for the McCabe–Thiele diagram showed the possibility of using two stages to extract over 99% of Co(II) and Li(I). Slope analysis and Fourier transform infrared spectroscopy (FT-IR) were employed to comprehend the Co(II) and Li(I) extraction mechanism using a mixture of CYANEX 272 and D2EHPA.

The separation of liquids from granular materials has been widely studied by a number of: investigators over a period of years in an effort to more fully understand the physical phenomenon which occurs. Liquid may be removed from solids, or partially removed, by gravity separation, mechanical separation' or heat drying. Mechanical separation is advantageous when compared to heat drying principally from a cost saving standpoint and also on certain materials which are heat sensitive. It is realized however that mechanical separation of liquids has certain practical limitations. In order to evaluate the efficiency of mechanical separation and predict the extent of, liquid removal, it is first necessary to study the forces which hold the liquid to the solids. From a very practical observation using gravity drainage, it is soon obvious that a pile of coarse solids will drain faster and retain less liquid than a pile of finely divided solids of the same material. For commercial operations it is important to estimate the residual liquid which will remain after a mechanical separation. Batel (1) explored the various quantities of liquid present in the interstices of the bulk granular material. From his work and other authors which he has correlated in one of his recent papers, various formulas are now available which permit an empirical relationship to be developed showing residual moisture versus mechanical separating forces.

Past surface-mining operations in Appalachia primarily followed mountain con-tours. It is estimated that about 18,000 mi. of highwalls are exposed throughout Appalachia. An evaluation procedure for determining the secondary mining potential (SMP) of these highwalls has been proposed. Sixteen parameters affecting the SMP were isolated. These are grouped in four major categories: geologic conditions, existing infrastructure, site conditions, and environmental conditions. The parameters were then ranked by their impact on SMP and assigned weighting factors. A simple mathematical procedure yields an SMP number (0 < SMP < 100), which may then be used to compare alternative sites and technologies. Determination of limits and ranges while grouping data was aided by field visits to over 40 exposed highwalls in Eastern Kentucky. An interactive program has been developed to rapidly evaluate the SMP for pre-mined sites. The mathematical procedure estimates the relative potential (i.e., techno-logical feasibility) for remining for three predominant secondary mining methods: augering, Hi-wall mining, and underground mining. Other secondary mining methods are briefly reviewed and compared.
