"The 34th International Conference on Ground Control in Mining (ICGCM) was held July 28–30 at the Lakeview Golf Resort and Spa in Morgantown, WV. Ground control experts have gathered at this location since 1981 to share ideas and successes for improving designs and technologies to enhance the stability of surface and underground mining operations. Ground control is important to all mining operations but is particularly crucial to underground mining to ensure miner safety and operational viability.The year’s event had 240 registered attendees with 20 pecent of that attendance being from the mining industry. A remarkable number of industry representatives attended given the challenges currently faced by the mining industry. A true testament to the value of the conference, the performance of Tom Barczak and Steve Tadolini as co-chairs and the drawing power of the many exceptional speakers that have attended the annual event for many years.The conference operates under the direction of a board of directors with the cooperation, wisdom and assistance of a large organizing committee. The Powder River Basin is the largest strippable reserve of compliant coal in the United States. It is the mother lode, for this Basin is currently supplying 25 percent of the coal produced in the US annually. This paper updates what has happened in the Basin since 1993 in terms of increased production, higher productivity, changes in mine ownership, safety statistics, new equipment, latest coal technologies, and electrical deregulation ramifications.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

In this research study, the interaction of particles with substrates of different roughness magnitude was investigated. Particle surface treatment, relative humidity (RH), and surface roughness levels were controlled in order to achieve separation of different particles by applying removal forces. Three different approaches to reproducibly roughen surfaces were used. Initially, glass disks were laser engraved to create a reproducible, controlled roughness substrate. However, the laser engraving method produced surface features that were much greater in scale than the particles. These scale differences were such that the substrates produced were not of value to this research. The second option investigated to induce reproducible substrate roughness was to scratch the glass disk using sandpapers of known grain size. A third approach to establish reproducible roughness was to use fine stainless-steel wire mesh substrates. In tests with sanded glass disks, the interfacial energy of plasma-cleaned (hydrophilic) glass beads had a high variation at 40% RH, showing non-uniformity of area of contact between particles and substrates. As the RH increased, it was expected that the interfacial energy of hydrophilic particles would increase, but this behavior was not observed. In addition, comparing the interfacial energy results of hydrophilic particles with hydrophobic particles, a region with significant interfacial energy difference was not identified. In the case of the stainless-steel mesh substrate, the mesh asperities and particle dimensions were comparable. Thus, the smaller particles had more area of contact with the substrate than the larger particles. For the plasma-cleaned (hydrophilic) beads, the recovery values had an average of 92.5% recovery when the RH was between 46 and 85%. For the hydrophobic beads, the average recovery was 19.0% when the RH was between 46 and 75%. Thus, the hydrophobic characteristic of the particle influenced its lower interaction with the mesh substrate. The difference in recovery can be exploited to achieve separation of particles based upon adhesive forces.

Exploration activity in metallic minerals continued to decline in Montana in 1992 as companies either reduced budgets or left the state. The number of active projects dropped another 50% from 1991. Expenditures were 3% to 6% of 1989's 28.6 million. Many of the major mining companies closed offices in Montana. Although depressed commodity prices have hurried the exodus, continuous changes in environmental regulations, as well as the Mining Law of 1872, without regard to economic effect have had the most serious impact. Many companies indicate that Third World countries present a more stable business environment than the United States. Grassroots projects are nearly non-existent, while late-stage programs continue cautiously. Exploration activity continued at the following projects: Garnet, Pegasus Gold; Southern Cross, Asarco; Elkhorn, Goldfields; 7-Up-Pete, Phelps Dodge and Canyon Resources; Miller Mountain, Pegasus Gold; Sheep Creek, Cominco American Resources; Checkerboard, Kennecott and BHP Utah International; Emigrant Creek, Pegasus Gold; and Crevise, American Copper and Nickel. All mineral activity, whether on private, state or federal land, is regulated by the Montana Department of State Lands under three classes of permits - Small Miner Exclusion Statements (SMES), Exploration Licenses and Operating Permits. A total of 230 Exploration Licenses are active in the state with 26 of those being new. However, there are only 433 projects current in Montana, with many of those in the reclaiming stage. The majority of exploration projects consist of individuals expending time rather than money on properties. The number of mines functioning under operating plans declined by one when W.R. Grace closed its Zonolite operation.

When unwatered after more than 50 years of operation, the White Rock Tunnel of the Upper American River Project in the foothills of the Sierra Mountains exhibited failing rockbolts and ground falls. Repairs designed for the 5 mile-long, 24-foot horseshoe unlined hydropower tunnel included pattern rock bolts, shotcrete, and cleanout of the rock trap. The work, originally scheduled for two 3-month winter outages, was completed under challenging conditions in a single 4-month outage following a carefully sequenced work plan using robotic shotcrete and rockbolter machines. Flexibility, creative solutions, and collaboration by all parties were key to project success.

Understanding the climatic conditions in underground mines is necessary for efficient ventilation design, cost savings, and to ensure the health and safety of mine workers. Large volumes of ventilation and climatic data including air volume, barometric pressure, dry bulb temperature, and relative humidity were collected at active underground precious metal mines in Nevada, which allows for the determination of wet bulb temperature and other key parameters. Through the utilization of neural networks, the wet bulb temperature at the bottom of the intake shafts is predicted, while taking into account the “thermal flywheel effect” (TFE). Wet bulb temperature is one of the most important climatic parameters to model and understand because it significantly affects the work conditions and the cooling capacity of the ventilating air. The accurate prediction of the dry bulb and the wet bulb temperatures at the bottom of intake shafts is critical when assessing the climatic conditions in future underground mines and deciding onwhether a cooling system is needed to assure adequate working conditions throughout themine. By utilizing accurate predictions of wet bulb temperatures and other climatic parameters, mine personnel will be safer as reported by Bluhm et al. (2003), and a more accurate ventilation design can be achieved resulting in major cost savings for underground mines.

The efficient management of the distribution of goods and services is important throughout the minerals industry. From the scheduling of processing plant operations, to the routing of work crews in mines, to the planning of product development, vast amounts of time, energy, and money are wasted due to poor planning and scheduling. Thus, the U.S. Bureau of Mines is investigating computational algorithms that can be used to minimize the economic losses related to scheduling and allocating resources. Although there is commercial software available for tackling many scheduling problems, there has been little relief provided for solving the difficult traveling salesman with time windows problem (TSTW). The TSTW problem is a "derivative" of the classic traveling salesman problem, and can be used to minimize the distance traveled by vehicles or personnel to visit all points on a tour, with the additional constraint that each point on the tour must be visited within a specified time window. This paper is a survey of published work in which genetic algorithms have been used to efficiently solve the traveling salesman problem and its more difficult derivative, the TSTW problem. A genetic algorithm is a search algorithm based on the mechanics of natural genetics, and has been used to solve a broad spectrum of engineering optimization problems. Results indicate that the versatility, searching power, and simplicity of genetic algorithms can be used to provide substantial improvement in the area of scheduling and resource allocation.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

The Port of Conneaut, the largest bulk material handling and storage facility on the Great Lakes, is using the latest electronic and visual testing devices to augment and enhance its well established computerized preventive maintenance system. The results of this comprehensive program have been impressive. The remaining life of components can be accurately forcast, and replacement can be programmed around operations, resulting in a significant improvement in system availability and reduced costs for the dock operator and its customers.

Following the recession of 2001, restrained consumer spending, declines in domestic manufacturing and industrial output, and increased unemployment led to a lack-luster year in the domestic economy. In 2002, the U.S. real gross domestic product (GPD) grew only 2.4%. Significant production declines in the U.S. metals industry were registered by copper, lead and zinc producers. Steel producers, despite a slight improvement in shipments, continued to face strong foreign competition, higher energy costs and lower prices for their products. Homebuilding and other domestic construction sectors— major consumers of nonmetallic mineral products such as cement, brick, glass and stone — remained strong enough to help raise the output of industrial mineral materials slightly above 2001 levels. A strong U.S. dollar relative to other national currencies continued to weaken the competitive stance of U.S. metal and non-metal mineral materials companies alike against foreign producers in markets at home and abroad.

Field data combined with theoretical derivations were used to design a surface mining operation using explosive casting. Calculated casting results varied from 44 to 65% depending on bench height. This model was then applied to field tests at an eastern, contour, coal stripping operation. Results from five experimental casting shots are summarized and compared to conventional mining methods. The overburden material removed by casting ranged from 35 to 65% with an average of 50%. Fragmentation was improved and it was demonstrated that this procedure is economically attractive with a resultant cost savings of $.59/m3 or $5.93/t of clean coal.

"Working on or near water at active, closed or abandoned mine sites is inherently dangerous. Between 1996 and 1999, the U.S. Mine Safety and Health Administration (MSHA) reported 17 fatalities involving drowning at U.S. metal, non metal and coal mines (MSHA, 2000). Openpit mines which fill with water following mine closure, called pit lakes, present numerous risks to environmental monitoring teams including: a) drowning, b) hypothermia, c) falls to the ground from the top of high walls, d) collapse of unstable access roads, e) rock falls and avalanches from pit walls, f) avalanchegenerated tsunamis traveling across the lake surface and g) rapid degassing events.Some pit lakes are simply not safely or easily accessible for ongoing monitoring. However, the routine collection of water samples from the entire water column on a regular basis is needed to monitor the evolution of water quality over time, verify the accuracy of numerical predictions and, ultimately, manage lake water chemistry and ecological risks. For pit lakes with surface water discharge, regular monitoring is used to appropriately design and adjust water treatment plants in order to produce acceptable site discharge water quality.As a product of these risks and the need for water samples, mining companies spend considerable expense on pit lake safety as part of monitoring programs. This includes training personnel for on water duties and hazards, purchasing or hiring specialized equipment and personnel (such as boats, boat operators, personal floatation devices and cold-water clothing called mustang suits), stabilizing pit walls and maintaining safe access roads to the lake surface and employing spotters who can directly communicate with emergency medical services to watch sampling activities because cell phones and radio signals can be blocked by pit walls. Some sites utilize redundancy to prepare for unexpected incidents and accidents. For example, one Canadian mining company requires two boats on the water during pit lake sampling events, with a third boat on the shoreline, gassed and ready to go. In addition, water samplers are required to hold Marine Emergency Duties training to ensure the entire boat crew is sufficient and competent for the safe operation of the vessel in the event of an accident."

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. This paper describes the design of a wellfield to provide a water supply for a new mine in southern Africa. A hydrogeological investigation was conducted that included the drilling and test pumping of eight wells located within a highly jointed pyroxenite aquifer. The wellfield was designed using a simple probabilistic analysis. This approach allowed the variability of the aquifer parameters to be taken into account. A risk assessment analysis was then carried out to evaluate the level of assurance that a reliable water supply could be provided by the wellfield. The analysis was also used to assess the effects of supplementing the water supply by pumping from nearby flooded workings.

Several hydrometallurgical leach processes have been recently proposed for the recovery of copper from copper concentrates. These include the Cymet Process of Cypress Metallurgical Processes Corporation, the Arbiter Process of the Anaconda Company, and the Treadwell Process of Treadwell Engineering company(1). These processes and similar processes for recovery of other minerals, have several phenomenological similarities which make their quantitative description difficult at best. These include (a) the presence of more than one phase, (b) non-uniform mineralization of the feed concentrate, (c) surface and diffusional effects, and (d) a particle size distribution which varies with time. Semi-theoretical, rather than purely empirical, treatment of such processes in their developmental stages will result in a better understanding of the physico-chemical mechanisms in effect. This, in turn, will allow reliable process designs to be made on reasonable time scales for reasonable development costs. Once a production unit is built, such an approach will provide straightforward methods for process control and optimization. A research and development effort to determine criteria and procedures for semi- theoretically characterizing such mineral leach recovery processes has been initiated in a joint venture by the Arizona Bureau of Mines and the College of Mines at the University of Arizona. This group has as its task the mathematical characterization of hydrometallurgical leach recovery processes using semi- theoretical mechanisms for the underlying phenomena. The resulting models are experimentally verified and parameterized on the laboratory scale in such a way that they can be utilized with similarity criteria to provide reliable scaleup to production designs. This discussion will be centered around the elements of such an approach and how they fit together.

An economic simulation model was developed to predict the amount of copper recovered from copper oxide deposits and the cost of producing it as a function of the deposit parameters. The economic simulation model includes models of fragmentation design and cost, copper extraction, solution distribution and recovery, effluent solution cutoff grade, and financial analysis. Cost and price indices were also developed to evaluate the economic feasibility of in situ leaching operations as a function of their starting date. Application of the models to various properties having the same area and different ore thickness shows that the effluent solution cutoff grade does not vary with the ore thickness nor with its grade. The percent of copper recovery is, however, shown to increase with the increase in the ore thickness and is independent of the ore grade. it is also shown that while the profit per unit of extracted copper increases with the increase in ore grade or ore thickness, the rate of return on total investment does not show any correlation

In late 1989, LAC Minerals purchased 65% of Bond International Gold and as a result became controlling shareholder of the El Indio Mine through Bond and San Jose. El Indio is a world class, complex sulphide gold deposit located in the hydrothermal alteration belt of the Andes mountains in the 4th Region of Chile. The mine is located in the high Andes about 185 km east of La Serena at an elevation of 4000 meters. The 1450 workers at El Indio live in the mine camp at 3200 m and on days off are bussed to La Serena. The El Indio mine was started in 1979 by St. Joe Minerals Corp., bought by Bond in 1987 and subsequently by LAC in 1989. The mine has produced 2.7 million oz. of gold, 9. 5 million oz. of silver and 170,000 t of copper since start of operation. The mill is currently operating at a rate of 2850 t/d and producing a copper/gold concentrate which is roasted to produce a copper/gold calcine and high quality, saleable crude As203• A small proportion of the precious metals are also produced as bullion from the leach circuit. Total production during 1989 was 224,197 ounces of gold, 1,309,342 ounces of silver and 26,968 tonnes of copper. The average cash cost of production for the period was U.S. $96 per ounce of gold, net of by-product credits. The average realized price was $5.30 per ounce of silver and $1.14 per pound of copper.

The work to be described was part of an exploratory research program directed toward identifying potentially useful but little known reactions in extractive metallurgy. In particular, the major copper sulfide minerals, as a group, have long been considered insoluble in nonoxidizing acids (e.g. Forward and Barren, 1J60; Parsons and Ingraham, 1970; Peters et al. 1972). This generalization was considered to include nonoxidizing conditions in warm aqueous MC1 solutions (Ingraham et al. 1972) and, indeed, was consistent with our own chemical and mineralogical experience. On the other hand, under hydrothermal conditions, copper and sulfide species are carried in solution and deposited as sulfides in mineralized veins. The question that poses itself is: what are the mildest conditions of temperature and fluid composition under which commercially important copper sulfide minerals can be solubilized in the absence of an oxidizing agent? A reference to H2S formation during oxygen-sulfuric acid pressure leaching (Warren, 1958) of chalcopyrite, when the oxygen partial pressure was allowed to fall, provided a clue. In the present study, experimentation with chalcopyrite concentrate in dilute hydrochloric acid, under re flux conditions (in Pyrex flasks) and with an inert purge gas, revealed substantial amounts of H2S production and iron solubilization, cite negligible copper solubilization, after 2 ½ -4 days. Under comparable conditions the extent of reaction with dilute sulfuric, acetic and phosphoric acids was markedly less.
