Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

Current design guidelines for the surface catalysed oxidation of Fe(II) on Fe(OH)3 (Ochre) in passive mine water treatment systems are based largely on empirical data as the details of rates and mechanisms have not fully been revealed. Also the effects of elevated carbonate concentrations, typical of many UK minewaters, on the surface catalysed oxidation rate are unclear. In order to move away from empirical design and towards sound engineering that is based on geochemical and hydrological understanding it is necessary to quantify these reaction rates. In this study the effects of Fe(OH)3 and carbonate on the rate of Fe(II) oxidation by dissolved oxygen have been investigated with an aim to delineate the reaction mechanism. Experiments were conducted under well-controlled conditions. Preliminary results indicate that the surface catalysed reaction is an order of magnitude faster at pH ~6.4 with 200 mg/l Fe(OH)3 than the homogeneous rate and is dominated by an elevated rate of removal and oxidation of Fe(II) from the solution phase. It is also apparent that the oxidation rate of actual adsorbed Fe(II) is substantially retarded with respect to the homogeneous rate. Carbonates were not shown to affect the surface rate within the bounds of this preliminary study.

Introduction During the last decade, the metallic minerals segment of the industry could be categorized as a "feast-or-famine" business. It is no secret that metallic minerals are cyclical. Employment opportunities greatly depend on the supply and demand for its mineral products. It is also not unusual for there to be a lag between the industry's manpower requirements and academia's ability to produce new graduates. Due to this lag, there will be years with manpower shortages, as in the mid-1970s. At other times, supply will exceed demand. The question is where will the jobs be in the years to come? This presentation will review reasons why employment opportunities have declined within the metallic minerals industry. It will also predict future demand for mineral engineering graduates. And it will outline strategies for obtaining an employment offer. Historical Review - Employment From 1977 through 1983, about 75% of all metal mining employees were directly engaged in production activities, down from 83% in 1965. This decline reflects increased use of labor saving equipment, and more government regulation and foreign competition. Metal mining's employment decreased from 74,000 jobs in 1982 to fewer than 68,000 in 1983 - an 8% decline. The overall industry is having these problems because of the general downturn in the economy. For example, at the beginning of this decade, US automobile and steel industries were in trouble. Interest rates were too high and volatile. This adversely affected construction, housing starts, and manufacturing. All these industries, being large users of base metals, drastically affected the metals industry. US copper companies are still having problems. Reports indicate that many copper employers have cut production, laid-off workers, and permanently closed mines, refineries, and smelters. A decline in the demand for US produced metal products, such as copper, obviously affects some mineral engineering employment opportunities. Other factors to consider when looking at employment opportunities and why it has become difficult for US metal producers to compete in the world market include: • The grades of ore bodies of many US minerals are considerably lower than the grades of ores being mined elsewhere in the world. • The grades of ore bodies currently being mined in the US are steadily declining. • Foreign producers are largely government controlled and are not necessarily subject to the realities of supply and demand. • US environmental regulations have considerably added to production costs. Foreign producers in most countries do not have to worry about these additional costs. • US mines are getting deeper. This adds to the cost of production because of the increasing distance the ore has to be transported. • Plants and equipment are outdated. Many companies find themselves operating with equipment and plants that need modernizing or replacing. This obviously hinders competitive productivity. • Labor and management have had problems. Work stoppages in certain mining businesses and high wage and benefit costs in relation to foreign producers place US producers at a disadvantage. • Much land is unavailable. The US government owns most of the land considered to have the best potential for minerals development. Most of this land is unavailable for mining or exploration. Therefore, it appears that finding employment with a company whose primary business is mining and processing most metals, such as copper, in the US will be quite restricted and competitive. Future Demand It is difficult to anticipate what key employment opportunities within the next few years will be available to mineral engineering graduates. The Engineering Manpower Commission estimated that US engineering schools awarded 72,471 undergraduate degrees in 1983 vs. 66,990 in 1982. This was the eighth consecutive year in which the number of baccalaureates awarded has increased. On a brighter note, the US government's Occupational Outlook Quarterly stated that the growth rate through 1995 for all engineers is an encouraging 49% over present levels. The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide)are situated in Arkansas. Less concentrated brines(about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in those two states. Its value was $191 million. In 2004, the estimated U.S. bromine production was 222 kt (244,000 st). That compared with 216 kt (238,000st) produced in 2003.

According to the practice of mining management in the system of industrial complexes, the Kazakhstan gold mines are part of the mine processing industrial concerns providing ore-mining and ore-dressing. The cycle technology of winning operations used at the mining of vein deposits in the mines of the industrial concern is mainly provided by the systems of scrapping, scipping and electric locomotion. At present the information and computer system, elaborated on the basis of the Maikain underground mine is intended for creation of the system of automatic operation for the industrial complex mines. The information and computer system includes: - parametres characterising the accepted technology of works; - the main parametres characterising the technical devices of operation and control ; - information about the material, technical and personnel resources available at the mine; - mining and geological conditions of the deposit; - the facilities of the subsidiary units, of the mine; - the direct parametres and technico-economical indices in which the mine efficacy and activity is estimated. The suggested structure of the automatic operation system can be sensibly realized with the application of the microprocessor on the first level, the personal computer IBM PC/XT or PC/AT on the second level. For the complete realization of the project each mine will need 4-5 computers (as PC/XT), one IBM PC/AT and each mine complex - one super IBM for creation of the distributed information bank and its including in the integral world communication system.

MINExpo International is billed as the largest exposition for the mining and mineral processing industry. And the 2012 edition, scheduled for Sept. 24-26 in Las Vegas, NV, is no exception. Put on by the National Mining Association (NMA), attendance at this year?s show is expected to be significantly more than the 38,500 who attended the last MINExpo in 2008. The exhibit will also be quite a bit larger in 2012 than it was at the previous MINExpo. More than 1,800 companies, representing more than 30 countries, will fill the Las Vegas Convention Center. The more than 850,000 sq ft of exhibit space will include the North and Central halls as well as South Halls Nos. 3 and 4. And the Silver Lot outside of the front door, under construction in 2008, will be filled with more exhibitors. The 2008 show attracted about 1,220 exhibitors occupying more than 600,000 sq ft of exhibit space.

Peruvian legislation requires the preparation of an Environmental Impact Study (EIS) for new and expanding mines/beneficiation facilities and the preparation and implementation of an Environmental Adjustment and Management Program (PAMA) to control and mitigate environmental impacts associated with existing mining/beneficiation activities. Shepherd Miller, Inc., developed guidance documents for preparing an EIS and PAMA for Peru's Ministry of Energy and Mines and presented workshops to Peru's mining industry on preparing an EIS and PAMA. This paper discusses the process and approach taken and the results.

This paper presents the results of column flotation of a fine feed sample of Florida phosphate. A central composite design is used to study the main and interaction effects of parameters affecting column efficiency. The statistical design is also used to determine the optimum conditions. The results indicate that, depending on the experimental conditions, it is possible to achieve a concentrate of high grade and recovery. A concentration of 15 ppm of non-ionic frother is found to be enough to maximize the recovery at the pH of 9.5.

Higher production, better safety standard, and potential for automation are some of the benefits of longwall mining. Today, longwall face advances at a faster rate exposing many diversified rock layers in a short period of time. It is now a serious challenge to cope with ground control problems such as roof falls, face and floor failure, and excessive shield loading as fast as possible to minimize production and monetary losses. In Illinois coal mines, the existence of weak floor strata blow the coal seam may pose additional problems related to floor heaving, shield base punching, and associated roof and face falls. In this study, the effects of weak floor on longwall ground control are analyzed using two-dimensional finite element models. A two-leg 635.6-ton (700-short-ton) yielding capacity shield is included in the models to evaluate the effects of different thickness and material properties of the weak floor. The study indicates that the thickness and material properties of weak floor have significant effects on shield loading, the distribution and intensity of front abutment stress, failure zones in the surrounding strata, roof-to-floor convergence, and floor punching by the shield base.

This summary of international mineral exploration activities for the year 2007 draws upon available information from industry, literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analysis of the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for the year 2007: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia, and 2) information on regional and site-specific exploration activities that took place in 2007 and compiled by the USGS.

This paper will discuss the construction of 15.9 km (9.88 mi) of tunnels on a project in Chicago, Illinois. The tunnels were driven utilizing two rock and four soft ground TBMs ranging in sizes from 7.39 m (24.25 ft) in rock down to 1.95 m (77 in) in soft ground. In addition to the mining, there are 63 upper level structures and 16 dropshafts averaging 61.5 m (202 ft) deep included on this project. Many diverse mining, excavation, support and lining techniques were employed on this project.

If the particles produced and transported in your plant are as chunky as rough crushed coal or as fine as cement, there are probably several conveying and elevating systems suitable for your operation. The problem is deciding which is most suitable in terms of space, energy cost, allowable product degradation, productivity, and angle of movement. Each conveying and elevating method should be fit to the products it can handle successfully, to desirable economics, and to suitability for the overall operating scheme. Matching along these lines will result in selection guides that should be useful for many years, although design evolution is expected for the materials handling equipment involved. There are several common bulk material handling devices for moving solids: belt conveyors, screw conveyors, bucket elevators, chain conveyors, and en-masse conveyors/ elevators. En-masse conveyor/elevator equipment is commonly compared and contrasted with the other devices. These comparisons often involve en-masse versus all others. En-masse has developed into a versatile technique because the machines can move materials horizontally, vertically, or in closed circuit. Such machines unload, elevate, store, reclaim, and distribute materials-all without ancillary equipment except for chutes and gates. Bulk material can be carried, as with a belt conveyor or bucket elevator; pushed, as with a flight or screw conveyor; bumped, as with a vibrating conveyor; blown, as with a pneumatic conveyor; fluidized, as with a dense phase pneumatic conveyor; or by applying internal forces to it to induce "en-masse" flow. Conveying en-masse is analogous to the flow of a fluid in an open channel, and elevating en-masse is analogous to the flow of fluid in a pipe. In the case of a fluid, flow is caused by a differential in pressure. With en-masse movement, flow results from resistance to shear induced by the movement of chain and flights.

The rougher flotation at Escondida consists of 80 cells of 100 m3 each, with injected air. Escondida has developed a system of automatic control of the rougher flotation using video cameras, which have been operating since 1997 for remote monitoring and manual control. Since 1999, an image processing software and a group of rules have allowed implementation of an expert system. To date, the expert system controls the superficial speed of each cell by adjusting the air flow and the froth depth of the flotation bank. Preliminary tests of the expert control on two of the eight rows gave 1.2% higher rougher recovery at a 92% degree of confidence. The proven benefits are already sufficient to move towards a complete plant implementation.

Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

The Norwegian Lake Tap Method was successfully used to tap into the side of Lake Dorothy 36.5 m (120') below the lake surface. The lake tap allows water to flowinto an access tunnel from the lake lowering the water elevation below its natural out-fall. When the lake reaches a predetermined elevation below the outfall, a 1.5 m (60?) valve in the tunnel will be shut and discharge from Lake Dorothy will stop temporarily allowing construction of a dam located 2.9 km (1.8 miles) downstream at Bart Lake. The lake tap and tunnel were one phase of the $64 million Lake Dorothy Hydroelectric Project, owned and operated by Alaska Electric Light & Power Company (AEL&P), a private utility located in Juneau, AK. The Lake Dorothy portal site and tunnel are located approximately 25.7 km (16 miles) southeast of Juneau, AK, in the remote Tongass National Forest at an elevation of 701 m (2,300') above sea level in the mountains above the Taku Inlet. Thirty degree snow covered mountainsides and limited access by helicopter were just two of the many factors which challenged this unique project. The lake tap and tunnel development consisted of 250 m (820') of horizontal tun-nel, averaging 3.6 m x 3.6 m (12' × 12'), excavated using conventional drill and blast methods in highly competent Granodiorite and Tonalite rock, placement of one 3.9 m (13') long concrete plug, or bulkhead, located at the tunnel midpoint, and one 3 m (10') diameter lake tap into the side of Lake Dorothy. This paper will provide an analysis of the logistical and engineering challenges involved in the development of one of only a handful of lake taps in North America. AEL&P and contractor J. S. Redpath Corporation worked together to complete this critical project phase safely and on schedule, in a location accessible only by helicopter and plagued by constantly changing, harsh weather conditions. A strict schedule had to be maintained to ensure the timely operation of the downstream dam and power plant.

Adverse geological condition is a major factor which makes construction difficulty in tunneling. But if it is predicted and tunnel support is made efficiently in time, the above difficulty can be reduced. It is necessary to develop one or several effective and economical geological methods for prediction of tunnel geology while expensive and time-consuming instruments are used. This paper reviews and proposes several geological methods for prediction of fault, seam, contact zone, and groundwater inrush. These methods have been proved to be effective and economical in tunneling practice in China.

With ever rising energy costs, it is increasingly important for mines to operate with energy efficiency. As a large portion of a mine?s energy consumption is often attributed to the operation of mine ventilation fans, maintaining an efficient ventilation system is a critical pro-active way for mining companies to reduce power costs. A common way to measure a mine?s ventilation system efficiency is to calculate the volumetric efficiency, which is simply a calculation of the percentage of total mine air that is usefully employed for production. The purpose of this study is to document a nationwide comparison of the volumetric efficiency of U.S. underground coal mining operations. The results will aim to show just how efficient today?s coal mine ventilation systems are and what factors may be causing their various efficiencies and inefficiencies.

Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This paper will explore the perceived benefits and disbenefit of including the project Risk Register with bid documents; format and content that should be transferred and lessons learned using the case history of bidding and early construction phase of the Bi-County Water Tunnel in Montgomery County, MD

Not too many years ago, mining was in one of its cyclic down-sides. This forced mining companies into some innovative thinking to bring down the costs of production. And they have. Mining equipment and processing plants have become more efficient, mostly due to technological advances. The mining industry is now in a boom period, one that some analysts believe can sustain itself. But even with higher commodity prices, sky-rocketing energy costs and the costs associated with environmental and reclamation regulations have not allowed all mines to reach their full profitability potential.
