Asbestos, an extremely useful natural resource, has been studied extensively mineralogically and for industrial application. Its extraction from ores has been greatly improved with respect to safety in the work place. In spite of that, there is a decisive effort in many countries to ban its use on the grounds that it is a toxic substance. This action resulting in drastic decrease in production and the possibility of destroying the industry. The chelation of asbestos with organic dyes seems to be a promising way to abate its toxicity. Dyeing can be done when the fibers are slurred in water at ambient conditions in the same way as textile fibers.

Traditionally, fuel oil or diesel was the collector of choice in coal flotation, but in recent years these materials have come under increased scrutiny because of concerns about the toxicity of some components. In response to these concerns, Georgia-Pacific Chemicals LLC has commercialized a patent pending coal collector (Talon® 9400 reagent) that is 100% derived from the pulping of trees. This study presents a comparison of yields and recoveries for different coal collectors, including the one derived from the pulping of trees.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

A geotechnical study was conducted to identify the cause(s) of stope instability at the Ashanti Mine (Obuasi, Ghana). As part of the investigation, laboratory testing of rock was performed and the rock mass was classified according to the Q-System (Barton et al., 1974).Numerical analyses were performed using the computer program FLAC (Itasca, 2001). The observed failure zone around the stopes was simulated using both Mohr-Coulomb and Hoek-Brown (Sheorey,1997) models. Yielding along peripheral graphite bands and tensile failure were clearly identified to be the major contributors to stope instability.

Underground mining has yet to see an industry wide solution for control of their ventilation systems due to the complexity and sensitivity of the underground environment. Complexity arises from multi-level, multi-zone operations and sensitivity is associated with the impact that changes in equipment status and output have on air flows and quality throughout the mine. Our approach to solving this challenge incorporates system modeling and industrial control systems in a unified architecture. Although this approach can be applied to other processes and industries, this paper will cover the theoretical and practical aspects of an integrated model-control system (MCS) as it applies to underground mining ventilation.

Various controlled and ambient tests were undertaken to evaluate the performance of a variety of digital heat stress monitors, psychrometers and simpler temperature/relative humidity data loggers that measure, or determine, such parameters as: dry-bulb, natural wet-bulb, psychrometric wet-bulb and globe temperatures. In this comparison, funded by the Deep Mining Research Consortium, it has been found that all the instruments can competently measure dry-bulb temperature but the accuracy of other sensors could introduce significant uncertainty. For example the quality of relative humidity sensors and failure to correct for the barometric pressure difference in deep mines, directly impacts upon the calculation of psychrometric wet-bulb. The comparison has shown that the response of dry-bulb and globe temperature sensors can vary widely under different radiant heat conditions; however this would be negligible in most mines. Of more concern is the differing performance of the natural-wet bulb sensors especially at low relative humidity and low air velocity. Furthermore, from these tests and the currently available theory it was not possible to determine if any of the natural-wet bulb instruments measured that value correctly or validate any relationship between psychrometric and natural wet-bulb temperature at low air speeds where their difference is greatest. Consequently the uninformed use of some of the commercially available environmental heat stress monitors or derivations from other instruments could provide erroneous results affecting the work load category that can be accommodated or the rest ratio regime required.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

Mining, waste is growing problem both physical accumulation and increasing toxic uncertainties it presents in the long run. Its value ?zero? is strictly calculated by economy. This mining model begs the question: What is the value of waste & what does it represent to the mining industry? Waste is widely accepted as a ?by product? generated as a consequences of the mining process. The abundant waste accumulation affects society, as receptor, in many ways and the waste piles of materials has no use and no destiny. In reality, this waste is monument of imperfection of the extractive industries worldwide. Our planet is finite and has strict limitations, which mining has traditionally ignored. It is time to design a new system, in which clearly, waste design must be integrated in whole mining process; it has no room to postpone. This paper presents a concept in waste design by which toxic mining waste not only can be rendered inert but also act as nutrient to help balance the ecosystems. This concept calls for extractive industries to pursue EQUILIBRIUM with nature (Geomimic). Also, this concept offers countless gains and opportunities fro the industry and by converting liabilities into assets; mining engineers become the managers and stewards of nature. Also, waste design offers new solutions for proper and sustainable waste management of the mining industry.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. Significant deposits (> 4,000 ha) of heavy mineral sands were discovered in the USA Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Approximately 750 ha of land are in various phases of backfilling and final reclamation. Return of these lands to agricultural row-crop production has been complicated by lateral variability in mine soil physical conditions, excessive compaction, and limited topsoil return. However, within the past two years, a series of tailings deposition and soil reconstruction practices have been developed and implemented that significantly improve post-mining soil productivity. Deep ripping and appropriate use of organic soil amendments have been particularly effective at restoring post-mining soil productivity.

Selective flocculation and dispersion processes for the concentration of hematite ore are strongly dependent on the ionic content of the process water. It has been noticed that magnesium ions are more detrimental to iron recoveries during desliming and flotation processes than calcium. This phenomenon was studied by measuring the zeta potential of hematite ore at various concentrations of magnesium, calcium, strontium and barium at a pH of 11. Results show that zeta potential inverts from negative to positive at very low concentrations of magnesium ions in the solution. It takes a significantly higher concentration of calcium, ions to achieve the same effect. This difference may be attributed to the ability of magnesium ions to adsorb to all surface hydroxyl groups, whereas calcium, due to their larger size, can only adsorb to every other hydroxyl group. This hypothesis was confirmed by results similar to those seen with calcium when this test was repeated with strontium and barium ions. The tendency for calcium ions to adsorb to every other surface hydroxyl group causes higher concentrations of calcium to be less detrimental to hematite concentration processes than magnesium.

Gravel lithology affects the quality of aggregate because different rock types in gravel have different physical and chemical properties. The lithologic composition of alluvial gravel reflects the composition of its source terrane and the variable effects of weathering and transport on each rock type. This report discusses lithologic controls on aggregate quality in the mountain-front environment of the Colorado Front Range. Lithologic controls on aggregate quality of gravels were evaluated using pebble count data. Gravel lithology along the Front Range shows both temporal and regional variation. The principal variable in gravel lithology is quartz plus quartzite, of which quartzite is commonly more abundant. Large quantities of metaquartzite derived from the mountain front southwest of Boulder, Colo., were dispersed northeastward during deposition of the oldest Front Range gravels. Average quartz plus quartzite is greatest in the oldest gravels. Aggregate quality is probably enhanced by large quantities of quartzite. Abundant volcanic rocks in gravel may enhance aggregate quantity, but such occurrences are local in extent. Abundant sedimentary rocks in gravel, mainly sandstone near the mountain front, may decrease aggregate quality.

Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

Coal preparation plants play an important role in modern society by providing high quality feeds for coal-fired utilities, industrial boilers and metallurgical coke facilities. Unfortunately, field data indicate that preparation plants are often not operated under optimum conditions, resulting in lower productivity and lost profits. In many cases, this shortcoming can be attributed to a failure by plant operators (i) to recognize the importance of correctly adjusting plant operating conditions to accommodate requirements dictated by coal sales agreements within different coal markets and (ii) to properly account for variations in product moisture with particle size across different plant circuits. This paper discusses the important influence of moisture constraints on preparation plant optimization and provides a case study to illustrate the potential gains that can be realized via proper understanding of plant moisture control.

Off-grade molybdenite concentrates, mainly derived from secondary sources as by-products of the processing of copper, uranium and tungsten ores, do not satisfy the purity requirements (percent MoS2) for the production of molybdenum bearing products. This investigation is a continuation of a successful effort to refine a low-grade molybdenite concentrate to prepare a high-grade MoS2 using a mixed acid (HF + HCl) leach procedure. Specifically, this investigation is concerned with an understanding of the separation chemistry underlying the removal of the oxide/silicate gangue and the base-metal sulfide associations present in the low-grade molybdenite by their selective dissolution in the two acids. Experiments were conducted on an off-grade concentrate containing 42.6% Mo. Results of the controlled dissolution tests indicate that both HCl and HF are suitable for the removal of the associated alumina and both work well for iron, nickel and copper. However, HF was found to be the most effective for dissolving silica/silicate and magnesia. An attempt was made to rank the leaching efficiencies of the acids used singly, sequentially or in a mixed mode. Scale-up (300 to 2,000 g) experiments were conducted to validate this approach. Excellent purification of the concentrate was possible by processing the off-grade concentrate with 10% HCl plus 15% HF at 363 K for 7.2 ks in open polypropylene reactors with internal stirring. These conditions leached practically all of the oxide and silicate gangue and 96% of the metallic impurities. Starting from the low-grade molybdenite concentrate (42.6% Mo; 71.1% MoS2) it was found feasible to obtain a refined product containing 97.8% MoS2, which is suitable for industrial use.

This paper discusses the process utilized by the Kiewit?Bilfiger Berger Joint Venture (Contractor) to select, design, and procure the largest mixshield tunnel boring machine (TBM) ever implemented in North America. The mixshield will excavate the 8,534 linear m × 6.7 m ID (28,000 linear ft × 22 ft ID) tunnel for the City of Portland Oregon?s, Bureau of Environmental Services (Owner) East Side CSO Tunnel Project. TBM selection was conducted under a preconstruction contract in which the Contractor, Owner, Construction Management Consultant and Designer collaborated on TBM selection prior to commencement of construction. Leaching operations combine both metallurgical and hydraulic processes to extract metals from the ore heap. In the design of leaching operations, metallurgical tests and simple hydraulic tests are often conducted to define operational parameters such as leach cycle time, application rate, lift height, and effective leach area. While metallurgical constraints are often the primary focus on leach facility design, the hydraulic factors are also critical to the overall success of the operation. Some of the hydraulic factors that are known to impact solution flow through heaps include: • Ore physical and hydraulic properties, • Variation in ore properties under heap loading, • Ore mineralogy and its susceptibility to chemical and/or mechanical degradation, and • Heterogeneities within the heap. This paper presents a discussion on hydraulic factors that may impact the effectiveness of leaching operations. In addition, methods are presented which may be used to assess flow conditions within active and inactive heaps.

The Gebo Mining District (District) is located in the Bighorn Basin of Wyoming. Commercial underground coal mining began in 1906 with the arrival of the railroad in Thermopolis, which is located approximately 11 miles to the south. Mining in the District ceased by the early 1970’s. In Fall of 1999, Lidstone and Associates, Inc. (LA) and their subcontractors were retained by the Wyoming Abandoned Mine Land Division (WyAML) to perform an inventory of over 500 abandoned mine sites across Wyoming. During the summer of 2000 field inventory, a 30-foot deep headcut (Figure 1) and sink-hole were noted in the West Fork of Sand Draw (WFSD), immediately west of the Town of Gebo. The headcut and sink-hole were located at the culvert outfall associated with a stream crossing of a relatively well traveled county road. Upon further investigation, it appeared that underground mine workings had been exposed at this location. This resulted in a condition whereby water would be conveyed directly into the mine workings during a runoff event. The exposed mine workings as well as stream capture created a very hazardous condition. The WyAML implemented mitigation measures in the summer of 2000 by constructing a temporary stream crossing upstream of the existing failed crossing. To address this hazardous situation as well as a number of other hazards identified in the District during the field inventory, the WyAML retained PHC Reclamation, Inc. (PHC). PHC was directed to perform a field investigation and develop a Reclamation Plan to address all existing abandoned mine hazards in the District. Federal, state, and private parties own lands within the District. Hazards identified during the investigation included an underground mine fire, open adits, open shafts, subsidence, drainage problems, and coal slack. A Report of Investigation (ROI) was submitted to various regulatory agencies that documented the existing conditions and conceptual reclamation plans to remediate the hazardous conditions. After review of the ROI by the US Department of Interior - Bureau of Land Management (BLM) an on-site meeting was conducted. BLM Cultural Resource personnel declined to approve a District reclamation project until a historical overview of the entire District was prepared. Due to the hazardous situation associated with the WFSD stream crossing, Hot Springs County Road and Bridge Department convinced various state and federal regulatory agencies to allow reclamation of the stream crossing to occur. A decision was made to allow reclamation on privately owned lands within the WFSD drainage. This decision limited the amount of channel that could be subjected to reclamation upstream of the crossing to privately owned lands. PHC contracted LA to perform a geologic, geomorphic, hydrologic, and hydraulic investigation of the drainage to assist in the development of a WFSD reclamation plan. LA’s investigation consisted of four parts: Delineate the extent of mine workings in the area; Identify all drainage structures that required mitigation; Survey a series of channel cross-sections and a longitudinal profile of the impacted channel; and, Develop basin hydrology to assist in the design of a stable reclaimed stream channel.
