This paper introduces and defines the concept of a linkage between long-term planning parameters (?global assumptions?) and possible future world views as conceived in scenario planning. Scenario planning, the tool that is used to arrive at plausible future worldviews, is described in the context of the platinum industry. The interpretation of the scenarios into long-term planning parameters is made, followed by an illustration of how the long-term planning process has been adapted at Anglo Platinum to include the notion of uncertainty.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

Physical modelling is one of the research tools in the understanding of the failure mechanisms and the deformations likely to be experienced by the strata during mining operations. Success of the physical models to predict the strata behaviour depends on satisfaction of the scaling requirements in modelling material used. This paper gives results from a laboratory work carried out into the factors influencing the strength and elastic properties of a physical model material to satisfy the scaling requirements determined from application of dimensional analysis to the pertinent variables affecting the deformation and failure of the underground structures. It was found that the conditions for preparing the material over its composition had a great influence on the final properties. The effect of different water quantities, sand size and mixing time upon the properties of modelling material was studied and water requirement for different proportions of sand/plaster to prepare the material was optimized. Various sand/plaster ratios of compositions were cured at three different levels of oven temperatures. Curing at low temperature produced material within the average modulus ratios ranging from 290 to 432, which are common to most rock types according to Deere?s rock classification, whilst curing at high temperature produced material within the low modulus ratios ranging from 64 to 140 depending on its composition. A combination of low and high temperature curing resulted with an increase in modulus ratio compared to high temperature curing. Curing the material at low temperature compared to other curing temperatures provided a satisfactory range of strength ratio. It has been shown that the relative amount of filler to plaster in the mix controls the frictional properties of the material and results with an increase in strength and modulus ratio of the material provided that suggested preparation and curing conditions were applied. Model material developed by curing at low temperature simulated modulus ranging from 241 to 343 and strength ratios ranging from 11.6 to14.8 of a coal mine rocks, satisfactorily.

The Principality of Asturias is a region situated in Northern Spain with two centuries of tradition in underground coal mining. In addition, its uneven relief has obliged the construction of a great number of tunnels both for railways and roads. Basing on this experience and an ever increasing need to improve on safety, the Barredo Foundation dependent on the Regional Government and the University, provides and manages a Centre for Research of Fires and Ventilation in Tunnels. The Centre has as its most important infrastructure, a tunnel 540 m long, 9,5 m wide and 8,0 m high at centre. This section coupled with ventilation equipment allows the simulation of risk conditions at real scale, which is achieved by modifying the geometry of the section and through two powerful stations situated one at either en of the tunnel. In addition, the Centre houses two test benches for fans and electrical motors at high temperatures. One bench with a re-circulation conduit is the most appropriate for tests in Transversal and Semi-transversal type of installations. The other, is for the testing of electrical motors or fans which operate in zones where the surrounding temperature is high. In this Centre, training has also been developed for Fire Fighters and Civilian Protection Personnel who have to work in fire and smoke rescue conditions in underground structures. Testing conducted at real scale enables this formation and also to improve different computer programmes in the field of Fires and Ventilation.

The viscosities of CaO-SiO2-Al2O3-MgO-FeO slags were measured under conditions ofCaO/SiO2=1.15–1.6, 10–13 percent Al2O3, 5–10 percent MgO and 5–20 percent FeO. Slag viscosity decreased with increasing FeO content at a fixed basicity (CaO/SiO2) of slag. Slag viscosity at low FeO (<7.5 percent FeO) exhibited a minimum value by increasing MgO content in slag. Viscosity decreased with increasing slag basicity up to 1.3 while it increased as slag basicity increased from 1.3 to 1.5. Thus, it was proposed that the driving force for the decreases of slag viscosity would be an increase in depolymerization of silicate network at C/S=1.3, while the viscous behaviour at C/S>1.3 would be increased with increasing the chemical potential of primary solid phase e.g. dicalcium silicate. A thermodynamic approach for the activity of primary solid phase in molten slags resulted in a reasonable relationship between viscosity and slag components. Therefore, it was confirmed that slag viscosity in basic slags system (C/S>1.3) could be determined by the chemical potential of dicalcium silicate. The functional design of a pavement relates to the selection of appropriate wearing course materials which optimise the trafficability of a pavement. Trafficability is dictated to a large degree by the choice, application and maintenance of locally available wearing course materials. Poor functional performance results in decreased safety and operational efficiency and increasing road and vehicle maintenance requirements. An optimal functional design will include a certain amount and frequency of maintenance (watering, grading etc.) and thus maintenance itself can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. Since no wearing course material selection guidelines, tailored to the specific needs of surface mines, were available, there was the need to identify appropriate selection guidelines for the range of materials commonly encountered for road building on South African mines. The aim of this paper is to present an overview of the functional design method for mine haul roads and, through an analysis and quantification of existing wearing course material performance, to recommend appropriate wearing course material selection guidelines. The functional design technique has been applied at a number of mines and is illustrated by an application case study which demonstrates the potential reduction in total transportation operating costs associated with the optimal functional design.

The reducibility of three different manganese ores with coke was studied. The three ores were reduced to different extents under the same experimental conditions. The investigations showed that in the temperature range of 900-1000 ×C, Fe2O3 in the ore was reduced to metallic iron. MnO2 was reduced to Mn3O4 in all cases except one in which it was reduced to Mn2O3. The kinetics of reduction was controlled by different mechanisms in the different ores. Temperature had a significant influence on the reducibility of the ores.

The Namibian Copper Joint Venture has been formed to undertake development of the Haib copper deposit, one of the largest undeveloped copper resources in Africa. The development programme includes extensive hydrometallurgical testwork that is being managed by Kvaerner Metals (formerly Davy International).Various parts of the programme have been contracted to four third-party laboratories. The testwork involves sample selection and characterization, amenability tests, and a parametric study on the leaching variables. All portions of the programme are described and the results a represented. The ores selected for testing are quartz feldspar porphyries. The amenability tests include ?mapping? studies to assess optimum leach conditions, tests at high oxidation potentials, oxidation with various bacterial strains, and heap leach modelling. The parametric programme includes such variables as ore grade, leach temperature, crush size, pH, and ferric iron content of the lixiviant. Testing was done on both whole ore and concentrate. Results show that bacterial leaching is effective and that ore grade and temperature are key variables. Crush size and pH have less impact on copper extraction. For mid-grade ore, about 0.25 per cent copper, extraction is projected to reach 50 per cent after two years when heap leaching tertiary crushed ore at 60°C and pH 1.5. The heap leach operation would fit well with the proposed roast-leach operation used to treat higher grade ores. The latter could supply the low cost heat and acid needed in the heap leach.

Discharge vessels of advanced light sources are made of translucent polycrystalline Al2O3(PCA).These tubes contain salt mixtures, which essentially consist of metal halides. The salt mixture is present as a melt at the coldest spot of the vessel under operating conditions and vaporizes partly. The temperatures of the coldest spot range between 1200 K and 1300 K, depending on the lamp performance. The maximum wall temperatures range up to 1500 K and for special purposes up to1700 K. Important constituents of the melt are alkali halides AX (A = Na, Cs, X= Br, I) and rare earth metal halides LnX3(Ln = Dy, Ho, Tm). Severe corrosion attack on the wall material is observed in the PCA discharge vessels. The aim of this work is to elucidate the corrosion mechanism. Annealing experiments under well defined temperatures were carried out in order to understand the complex chemical corrosion processes. Two different annealing vessels were used, one for experiments under isothermal conditions with a temperature of 1473 K and one for experiments with a linear temperature gradient from 1450 K to 1600 K. The vessels were filled with salt mixtures of different compositions and annealed for 1000 h. The corrosion attack was characterised by XRD, analytical electron microscopy, high temperature mass spectrometry, and chemical analysis of the salt melts. The results of our investigations show that the corrosion attack is caused by vapour species and by the salt melt. The most severe corrosion is observed in vessels filled with mixtures of alkali halides and rare earth metal halides. No corrosion of the alumina is practically observed if pure alkali halides or pure rare earth metal halides are present in the annealing vessel. Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of steel wire rope slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist rope. This detaching is carried out via an additional detaching hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed to conform to established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted in most existing shafts. Given the simplicity and robustness of the designs, further development was recommended because of their enhanced self-sufficiency and reduced risk of malfunction. As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

An unprecedented expansion of the global zinc industry is currently under way. While most new projects and plant upgrades remain committed to traditional processing technologies, recent advances in zinc solvent extraction (SX) have created opportunities for new process routes for both primary and secondary materials. The first commercial plant to use zinc SX for the mainstream processing of a low-grade ore is under construction and promises to become one of the lowest cost zinc producers. Several other oxide and sulphide projects in various stages of feasibility are considering the inclusion of SX in their process flowsheet. Zinc SX has also proved advantageous in the reprocessing of secondary materials, particularly for the treatment of zinc residues and furnace dusts. This review focuses on recent installations and projects underdevelopment that feature zinc SZ as the key separation step.

The pipeline transport of paste, backfill or thickened tailings slurries is an important component of the tailings disposal process in many mines around the world. These mixtures contain significant fractions of fine (clay) and coarse (sand) particles, causing them to exhibit non-Newtonian flow behaviour and high frictional pressure gradients. There is often economic incentive to operate these pipelines in the laminar flow regime. Irrefutable evidence has shown that coarse particle settling can occur during the laminar flow of these slurries even when static settling tests show no indication of such behaviour. Previously, a ?rule-of-thumb? minimum frictional pressure gradient of ~1.5 to 2 kPa/m was suggested to ensure effective sand transport, based on the results of tests conducted using viscous Newtonian oils. In this paper, we examine the results of laminar flow tests of non-Newtonian, coarse-particle laden slurries conducted with pipeline loops of 50, 100, 150 and 250 mm in diameter. The results indicate that the ratio of the mean wall shear stress to the mean surficial particle stress is a better indicator of laminar flow settling tendency than frictional pressure gradient.

In 1994, Nkana smelter commissioned a multimillion US Dollar Chilean Teniente converter (CT) in its operations in order to improve its smelting technological base. The main objective was to reduce the overall smelting energy costs and increase the sulphur capture for sulphuric acid production to support the company?s leaching operations at Nchanga tailings leach plant. A decade of CT operations have since ensued following its installation and start-up. This paper provides a technical and operational audit of the performance of the CT in the first 10 years of its operations at Nkana smelter.

Rock bolt integrity is a critical issue for the mining industry because of its influence on the safety of mining operations. Guided ultrasonic wave testing of the defects associated with resin-anchored rock bolts was investigated. Axisymmetrical and three-dimensional finite element models were built, one of a partially encapsulated bolt and the other of a bolt with a simulated local corrosion crack. Experimental bolts were then installed in a testing block and typical responses were compared to finite element models of different defect scenarios. Encouraging results were obtained for the smaller axisymmetrical and three-dimensional finite element models, as well as during the experimental investigation. It is recommended that software with energy-absorbing elements should be utilized to consider higher frequencies and longer bolts. Once the integrity of models such as these has been established, the models could in principle be used to train neural networks for use in commercial equipment to determine the integrity of the installed bolt.

The use of differences in specific gravity between minerals to separate them has long been utilized in the extractive industries. The environmental and cost benefits of the commercialized forms of these processes are well understood and widely used. Gravity concentration is used inter alia in the primary beneficiation of gold, diamonds, coal, tin, ferrous metal ores and andalusite. The potential for economic loss due to poor performance of these gravity processes is significant, but diverse in manifestation and regular process monitoring can prevent or at least reduce these losses. The measurement of performance of gravity processes has always presented a challenge, due primarily to the masses of material involved and the physical nature of the processes, generally typified by long reporting time, and hazardous materials (such as Tetrabromoethane) for float and sink type tests. The development of density tracers has improved this situation, however recovery of these tracers from the process streams created the next set of challenges, requiring significant manpower to physically remove tracers from product dewatering screens. Additions to these tracers (magnetic or x-ray fluorescent) eased the recovery mechanism issues but made them much more expensive to produce, hence operators became concerned about losses during process testing. In addition, magnetic recovery of smaller size tracers by a magnet suspended above a loaded screen panel is still problematic. The development of new low cost magnetic tracers has improved statistical significance of tracer tests, as the tracers themselves can be bought and used in much larger quantities, whilst still remaining economically viable. Coupled with the development of effective magnetic recovery technology, such as the Gekko MagScreen, for even fine sized tracers, on-line, continuous tracer testing is now becoming a reality. Whilst the development of high technology radio frequency detection tracer systems continues, enabling the real time measurement of the process and interpretation of results, miniaturization and recovery of these tracers, which is critical given their costs at present, remains an issue. Eutectic freeze crystallization (EFC) is a novel technique for the recovery of pure salt and pure water from hypersaline waste brines. It is therefore a promising technology for the treatment of industrial waste waters. The impurities caused by crystallizing salt out of multi-component brines by EFC have not yet been investigated, however. To these ends, the selenium impurity found in sodium sulphate, produced from the waste brine of a platinum operation, was investigated. It was believed that the similarity between sulphate and selenate ions allowed isomorphous substitution of selenate ions into the sodium sulphate crystals, which was the likely cause of impurity uptake. It was found that the presence of sodium chloride in the industrial brine promotes the uptake of selenium, while ionic strength of the brine and mass deposition rate of sodium sulphate did not have a significant effect on the selenium uptake. Isomorphous substitution is predicted to be the most significant mechanism by which all impurities will be taken up when applying EFC to other industrial waste brines.

Extensive field studies have been carried out to investigate the pillar fire problems in one coal mine in India. A Thermal IR gun and a Thermovision camera have been employed for thermal scanning to assess the state of heating in selected pillars. Special sampling set-ups have been designed to collect gas samples from the holes drilled into the selected pillars and the multigas detector is used to analyse the composition of samples in situ. In order to predict the spontaneous heating in coal pillars, different gas ratios have been calculated and it has been observed that some of the established gas ratios, viz. Graham?s ratio, Young?s ratio etc. have resulted in negative values in samples containing high amounts of methane. The modified gas ratios have been proposed which will be useful for predicting the pillar fires. These ratios may also be used for assessing the condition of fires in sealed-off areas.

The high final total moisture content of fine coal after mining and processing is one of the major reasons that this resource is not extensively used in subsequent power generation, combustion, or other conversion processes. Some coal products, like export coal, may be subjected to a variety of environmental conditions during transport and storage, such as temperature and humidity. To understand the mechanisms by which moisture is attracted and held on and within fine coal particles, further information is needed regarding the processes occurring at the coal surface. In order to determine the correlation between physical coal properties and its moisture adsorption and desorption characteristics, a series of sorption experiments were conducted on various coal samples under climatically controlled conditions. Equilibrium moisture data was collected while changing the temperature and humidity. This data was correlated to coal properties such as particle size, porosity, maceral composition, and mineral content. All the coals that were studied were medium-rank bituminous coals. It was found that the best predictors for moisture adsorption and desorption were the mineral and inertinite contents. Keywords moisture, adsorption, desorption, fine coal, surface properties.

In extracting base metals from orebodies, sulphide as well as oxide, the main environmental concern is sulphur, whether in the form of sulphurous gases or sulphate in liquid form. Generally sulphur is in over supply in developed countries mainly because of strict legislation to capture it. In developing countries, on the other hand there is usually a shortage of sulphur because of less strict environ-mental legislation. Africa falls in this second category and the African continent imports substantial amounts of sulphur, despite the fact that large quantities of sulphur are emitted by smelters, thermal power stations, coalmines, fertilizer manufacturers and others. Other than making acid from gaseous emissions, existing methods to capture sulphur from gaseous and liquid effluents are uneconomical and it ends up in the environment either as ammonium sulphate (from gaseous effluents) or as gypsum (from liquid effluents). The CSIR?s Environmentek and Key Structure Holdings have developed a process whereby gaseous sulphur emissions and sulphates in liquid effluents can be economically captured and converted into elemental sulphur and metal carbonates. The elemental sulphur is of high purity as it is precipitated from a gas stream and is readily marketable. The metal carbonates (barium or calcium) can be recycled back to the process or marketed. The only harmful by-product of the process is carbon dioxide. Should natural gas or methane be available, the carbon dioxide could be reduced by about one third. Should solar, wind or hydro energy be available to generate hydrogen, the carbon dioxide emissions would be zero. Employing this technology could make Africa independent of sulphur imports and furthermore reduce the impact of acid rain and seepage of sulphate from gypsum and other waste dumps into the environment.
