During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.

South Africa holds approximately three-quarters of the world?s viable chromite ore resources and dominates the global production of ferrochrome. Albeit completely unintended, small amounts of Cr(VI) are formed during ferrochrome production. Certain Cr(VI)species are regarded as carcinogenic, hence making the treatment of some ferrochrome waste materials necessary. In this paper, the Cr(VI) treatment strategies currently employed by the South African ferrochrome producers are investigated by means of a literature review and a questionnaire survey. From the discussion, it is evident that various treatment strategies are available to deal with Cr(VI)-containing waste in the ferrochrome industry. However, by far the most commonly applied treatment strategy remains the aqueous reduction of Cr(VI) with ferrous iron. The advantages and the correct application of this strategy, together with the disadvantages and pitfalls, are argued. Innovative improvements on historic practices are also discussed

Much debate has ensued over the past few years on the speed of transformation in the mining industry. By transformation is meant the degree to which the industry has met the requirements of the Mining Charter. In response to this, the Department of Mineral Resources (DMR) commissioned a research study in 2009 to ascertain the degree of industry compliance. The mining industry in response made a presentation to the Minerals Portfolio Committee in Parliament in 2011, during which it released aggregated figures on industry compliance to the Mining Charter. The conclusions of both of the studies are widely divergent. It is argued in this paper that both processes are flawed. The government-sponsored research is empirically and methodologically weak and the results therefore have to be taken with a great degree of caution. The Chamber of Mines figures, on the other hand, while faithful to the reporting of the Chamber member companies, do not represent the entire span of the industry but only the larger mining companies. It is further argued that in order to ascertain a true reflection of the industry an independent audit be undertaken using recognized social scientific survey methods.

Some of the factors that govern the choice of a nuclear fuel are briefly discussed, special reference being made to the introduction of advanced carbide fuels into fast-breeder programmes. One of these factors, i.e. the compatibility of carbide fuels with stainless-steel cladding, is discussed in depth. A very sensitive technique for the study of compatibility interactions between fuel and cladding is described in respect to the effects of particle size, specific surface area and surface oxidation of the fuel,and microstructure of the cladding on the compatibility behaviour of the cladding with the fuels. Finally, the need for the development of modified or stabilized uranium carbide fuels is discussed, and some results are presented to show the effects of small amounts of sulphur in these fuels on their compatibility with stainless-steel cladding materials.

Many minerals processing operations result in crushed rock being mixed with a liquid. Sometimes, the rock particles have to be dried before the next process begins and there may be a considerable distance between the equipment carrying out these processes. Bateman Engineered Technologies (BET) developed, patented and commercialized a method of simultaneous pneumatic conveying and drying. A joint project to assist with optimizing the process is under-way. Part of it is a numerical simulation of the process. The simulation is done using a dedicated program written in MATLAB, (commercial software which is widely used in engineering). It accounts for heat and mass transfer as well as particle transport. The main part of the program consists of a loop containing a series of equations which are evaluated sequentially. During any particular iteration, the properties are changed one at a time. Since the properties are changing relatively slowly, this method gives good results. The outputs of the simulation are consistent with the operational experience of BET’s engineers. The output is very comprehensive and all numerical. Since the program is currently being used for research purposes, flexibility is very important. Thus the output is converted into a spreadsheet file. Variations in the output quantities are displayed graphically using MS Excel. Some simulation could have been done using computational fluid dynamics (CFD) software. The advantages and disadvantages (technical, financial and skills requirements) of the two approaches for this particular type of simulation are compared briefly. Handling materials in underground mines continues to be a major safety problem. To help reduce materials-handling injuries, the National Institute for Occupational Safety and Health (NIOSH) at the Spokane Research Laboratory is developing, modifying, and testing equipment to replace the necessity of doing lifting tasks manually. To reduce single-event lift injuries, equipment having mechanical automatic weight sensing and balancing control was investigated. The Coleman manipulator was selected for testing. Modifications to the Coleman manipulator to make it more suitable for underground mine use included mobilization, self-containment, all-purpose gripper attachment, and support jacks. To reduce or eliminate the need to clean off manually the materials that commonly plug grizzly openings (timbers, wire mesh, roof bolts, and other debris), a track-guided pincher arm device was developed. The TGPA attaches to an impact hammer head, and the pincher arms are controlled by the operator of the hammer. Oversized rock can be broken with the pincher arms in the up position; the arms can then be lowered to grab and remove debris. Sweeping action to remove cohesive fines bridging grizzly openings is also greatly improved. This device is especially useful in recessed grizzlies. An industrial gun was tested to evaluate its effectiveness in breaking oversized rock. Boulders up to 76 cm in diameter were successfully broken to minus 33 cm. Although methods to control flyrock need to be developed, an industrial gun may be a safe and inexpensive alternative to breaking oversized rock in certain underground mining situations. Mining professionals recognize the need to continuously evaluate and refine mine planning standards and scheduling. We must examine our current reality, and evaluate the following: •How well do our planning standards represent the actual mining process? •To what extent do they support the requirements of the downstream mining activities? •How we apply them to operational management and control? In most operations, mine-planning standards are global averages. Little differentiation is madein quantifying key planning variables. Often standards used in the long-term, are applied to the short-term, and the standards and scheduling precedents are only reviewed occasionally. Mine-planning standards applied to production schedules are often only focused on the management of functional mining performance, and play no role in managing the requirements of down stream processing. Many mining operations are characterized by high levels of fluctuation, and typically incorporate a wide range of factors and adjustments to compensate for deviations from performance targets, in mining operations as well as for the other business areas. The reason for using global averages is because of a lack of understanding of the causes of deviations that occur through the process, and the impact that they may have on the performance of the business as a whole. Average standards and factors are often used to quantify the variability in a system. From these average values, measurement standards and performance targets are derived for the planning and execution environments. During the execution of a plan/schedule there will be deviation in actual performance and the planned ‘average’ standards. In reality the ‘average’ conditions seldom occur and the impact of variability and interdependency are seldom constant or predictable. The predictability of variability and interdependency is further complicated by the fact that mining conditions have a role to play in the actual production performance, and they too are variable. By developing the throughput knowledge of our production systems, we can better understand the nature of variability and the interdependency within the systems as well as the impact of interdependency between the links in our production chains. With this knowledge, planning standards and scheduling precedents can be better defined and sensibly differentiated. This will improve planning and management of ore utilization, mining production and the effectiveness of processing. As a result the business will be more stable and predictable and business performance will be improved. The purpose of this paper is to describe: •At a high level, the scope for refining and differentiation in mine planning standards, and incorporating geological and plant parameters into mine scheduling. This will improve planning and scheduling and the overall performance of the mine. Given our current level of scientific knowledge and the technological tools at our disposal we should be able to plan and schedule production so that we can manage pro-actively and improve business performance. In doing so we can also improve reconciliation and value tracking through mining and processing •The flexibility and functionality of the XPAC planning and scheduling tool that will enable a throughput management approach.

The statistical methods described in the previous chapter permit the estimation of the average value p of a deposit, and the calculation of confidence limits for this value. They are based on the assumption of independence of sample values. As soon as a reasonable number of samples has been obtained from a deposit, local valuation, or estimation of blocks of ore within the mineral deposit, becomes necessary. The assumption of independence of values must then be rejected. Local valuation is possible only if there is a relationship between the value of a sample and the value of the surrounding ore, provided this relationship is a function of the position of the sample with respect to the blocks of ore to be valued. Whichever method is used for the valuation of a block of ore, the following assumptions are always made: ? The values of samples located near or inside the block are related to the value of the block. ? The values of the samples located closest to the block are most closely related to the value of the block. These assumptions will hold true only if the following assumption can also be made: ? There exists a relationship between sample values which is a function of the distance between samples. We are saying that the value x (z) of a sample centred at a point z has properties which are functions of this point. A certain spatial structure exists in the sample distribution. We are therefore dealing with a regionalized phenomenon, and we must treat x (z) as a regionalized variable. This can be done statistically by means of a model chosen to represent the spatial structure of the phenomenon. We shall see that the relationship between block values and sample values can be deduced from the relationship between sample values, and all local valuation problems can be solved using the statistical model obtained from the analysis of the sample values. It is important to realize that this statistical model is obtained by analysing the properties of known sample values, and will be used for the estimation of unknown block values. Such a statistical inference is valid only if the model developed represents the properties of both the sampled section of the ore body and the section to be valued: some stationarity conditions must be satisfied, and the model with the least restrictive conditions is preferred. In the following chapters, the most important models used in spatial geostatistics are presented. The models which can be used when there is no significant drift (trends) in values are described in Chapters 3-1 1. These models can also be used to solve some specific valuation problems when a linear drift is present. A general study of the more difficult problem of analysis of an ore body whose values present a drift is described in Chapter 12. Note that the area considered for local valuation of a block of ore is often small enough for any drift which might be present to be ignored.

In this article, a case is made for the importance of the transfer and management of tacit knowledge to ensure continued sustainable competitive advantage within the pyrometallurgical industry in South Africa. The state of knowledge management (KM) is assessed through a theoretical and empirical study. The empirical part of the study was conducted by means of a survey questionnaire. An important prerequisite within the research entailed determining the current state of KM within the pyrometallurgical industry, and the findings are presented throughout this article. The research argues for initiatives to address the high turnover of pyrometallurgical knowledge workers. This industry needs to entrench tacit knowledge and therefore address the problems associated with the continuous loss of inherent specialized knowledge. Appropriately, emphasis is placed on identifying initiatives required to embed and retain not only human capital lost through mobility, but rather retaining tacit knowledge through a practical KM framework.

As machines become more complex and vital to our way of life, any disturbance or failure of their proper functioning tends to have serious consequences. To prevent such failures, increasing attention is being paid to techniques for the monitoring of machinery condition or 'health'. Of the many methods available, examination of the lubricant and any particles it contains forms a basis for interpretation of the conditions of operation, and the rate and severity of degradation of the moving parts, in a machine. Many techniques of wear-debris analysis, such as spectrographic oil analysis and ferography, are available indicate the composition, shape, size, and concentration of contaminants in a lubricant. This paper reviews the important aspects of wear-debris analysis as an integral component of machinery condition monitoring, and gives an insight into the selection of appropriate techniques and the information that can be obtained from each.

Copper concentrate is produced in Chile in the high Andes and transported to the coast for shipping through long distance pipelines. The pipeline and fittings installed have to withstand the high abrasion and corrosion environment of the copper concentrate. To protect the inside tube wall against corrosion, high density polyethylene (HDPE) liner is used. While HDPE liners can protect the steel wall against corrosion, it has also been assumed that the low surface roughness of the HDPE liner also inhibited incrustation caused by calcium carbonate and sulphate deposition. Recent events have indicated otherwise in a couple of concentrate pipelines for which BRASS has provided consultant service. This paper delivers a case study which includes (i) formation of incrustation and adhesion to HDPE liner, (ii) the detection of the incrustation through hydraulic analysis, (iii) the mechanism of removal of incrustation, and (iv) the catastrophic effects of their presence in an emergency situation.

Knelson concentrators are commonly used to recover fine liberated gold in gold processing plants. The decision to employ a gravity gold circuit consisting of centrifugal devices such as Knelsons is primarily taken on the results of GRG tests, among other considerations. While the GRG test is considered a material characterisation test, which is useful in the design stages, its use in evaluating the performance of an existing unit is questionable. The problem is exacerbated by the fact that it is time consuming and costly. This paper examines the validity of the GRG test for performance evaluation and discusses alternative test work that can be performed to evaluate the performance characteristics of an operating machine. Principles that are useful in selecting optimal operating parameters, such as optimal fluidising water flow rate for a given ore/machine combination, are also discussed and illustrated with laboratory and plant data.

About 90 percent of the coal mined underground in the U.S.A. today is mined by the room-and-pillar system. The productivity of the system dropped from about 14,1t per man-day in 1969 to about 7,3 t per man-day in 1978. Since 1974, the U.S. Department of Energy (formerly the U.S. Bureau of Mines) has been engaged in research to improve the production and productivity of the room-and-pillar system. The effort involves the development of integrated, automated, and remote-controlled equipment and systems including remote-controlled continuous miners, automated miner-bolters, automated extraction systems, continuous haulage systems for use behind miners, and remote-controlled equipment for miners, bolters, and shuttle cars. These systems are discussed briefly, the discussion being related primarily to coal winning, although the concepts could be utilized in room-and-pillar systems in mines other than coal mines.

Computer control of flotation at the Ecstall concentrator By M. P. AMSDEN, C. CHAPMAN, and M. G. READING Ecstall Mining Limited, a subsidiary of Texas Gulf Sulphur Company, operates the Kidd Creek Mine, a 10000 tons per day base metal producer, near Timmins, Ontario. Two different types of ore are mined and milled: copper-zinc and silver-lead-zinc. At the highly automated Ecstall concentrator the ores are processed by selective flotation in three individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous on-stream X-ray analysis. Recently this system was automated further by the addition of computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery by 1,1 per cent, zinc recovery by 1,4 per cent, and have reduced reagent costs by 16 per cent. Although not expected, copper and zinc concentrate grades were improved slightly as well.
