This paper outlines the tax provisions that became defective in January 1992, which allow a working mine to make tax-deductible contributions to a dedicated environmental body that is itself not subject to tax. Such a body will then provide a source of funding for the mine's future environmental expenditures. It is concluded that the establishment of such environmental bodies is a financially sound, tax-effective route, allowing mines, prospectors, and quarry operators to provide for future environmental rehabilitation.

It is shown that the safety factor as calculated traditionally by use of the tributary-area theory is not valid for high-extraction methods of coal mining. An alternative approach is suggested in which the pillar loads are calculated more realistically for the period during which pillar extraction is in progress. This safety factor, which is known as the Extraction Safety Factor (ESF), can be used in determining the effects of strong layers in the overburden on pillar sizes.

The paper identifies two zones in a Leeds flotation cell. The ratio (13)of the dissipative forces and the interfacial tension force acting on a bubble and a solid particle are shown mathematically to be proportional to the square of the particle diameter for the quiescent zone and inversely proportional to the particle diameter for the turbulent zone. To locate the range of operation, correlations were established for the bubble diameter through photography and bubble counts. 13was found to be fairly constant in the particle size range 38 to 150 ",m, and the level of turbulence unlikely to affect the bubble-particle attachment and hence the beneficiation efficiency. This was verified in a series of flotation runs with a standard Leeds cell and a modified cell of twice the height to increase the capacity of the quiescent zone. A series of tests on the size range 300 to 600 ",m showed that the turbulence level had a marked effect on the cell performance through a relative improvement in the beneficiation efficiency due to the increased height of the cell. To identify the significant variables in the size range 38 to 150 ",m, a factorial design was carried out. Promoter dosage and particle size were found to be significant, aeration rate and impeler speed being insignificant at the 95 per cent confidence level. Multiple regression correlations were established for the recovery of organic material, mineral rejection, and beneficiation efficiency.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. In the process described, hydrogen is used to generate high-temperature steam and oxygen in the molten bath. Steel is decarburized to low levels to produce a pearlite-free steel suitable for deep drawing. The process makes use of the favourable thermodynamics in the reactions between steam, carbon, and iron, as well as providing high-temperature oxygen for the decarburizing reaction. The process can easily be incorporated in existing BOF (basic oxygen furnace) plant but can also be contemplated as a greenfield process.

This paper summarizes the characteristics of Southern African coals, presents a fundamental approach to the combustion performance of coal, and reviews some of the recent developments in the fields of technological evaluation and boiler design for coals typical of this region. This includes a summary of the petrographic constituents of coa~ highlighting the differences between the Palaeozoic coals of the northern and southern hemispheres (Laurasia and Gondwana respectively), and the effects of these properties on the combustion performance of coal as seen in terms of laboratory, pilot-scale, and full-scale operating conditions. Recent developments in boiler design linked to advanced characterization studies and commercial experience have led to unprecedented use, with maximum effect, of the low-grade, high-ash, high-inertinite coals typical of some parts of this region. In the light of this success, more adequate understanding and better methods of assessment of the coals typical of the Gondwana region are called for, particularly in the light of the price premium for high-grade coal and the more cost-effective lower grade coals on the international steam markets.

Petrographic analyses of coal rank and maceral-group composition are widely used in the characterization of coal. This paper describes the use of an image analyser (IBAS Kontron) for fuly automated measurements of the rank and maceral groups of seam coals. The rank is then derived from reflectance histograms, or 'fingerprints', of coal reflectance distributions (being expressed as the mean random reflectance of vitrinite). The volume proportions of the maceral groups are calculated from the histograms. The results obtained with the IBAS were generally in agreement with those obtained by conventional methods of reflectance measurement and point-count analysis. However, the results were inconsistent for coals with a bimodal character or a wide V-class distribution. The rank of the analysed coals ranged from 0,50 to 1,10 per cent mean random reflectance. The lowest reflectance that can be analysed with the IBAS is 0,4 per cent. The speed, objectiveness, and repeatability of this technique make it exceptionally suitable for use in the quality control of large numbers of samples.

On Friday, 6th June, 1986, an SAIMM party of32 set out at 06h30 for a tour of Duvha Opencast Colliery, Lesedi Village, and Duvha Power Station-all situated just outside Witbank. Duvha Colliery On arrival at the mine, the party was met by Mr. Colin Kolver, Assistant General Manager, and the guides for the morning. After refreshments had been served, Mr. MacDonald, General Manager, welcomed the tour, and a series of slides on the opencast mine and Lesedi Village were shown.

An investigation of the slope stability of a pit and failures of spoil dumps, carried out at Silicon Smelters quartz mine, Pietersburg, South Africa, is described. The major geological feature of the mine is the intensely foliated schist in the footwall, with exceptionally Iow strengths upon extensive discontinuities, and the similarly unusual strength properties of the dumped schist spoil. The selection of slope angles for the pit is described, and a proposal for the stabilization of the failing spoil dump by segregated dumping is explained.

GENERAL Invitation to attend O.F.S. Branch Meeting: Members of the Witbank/Middelburg Branch were invited to attend a branch meeting of the O.F.S. Branch on the 15th November. The subject of the meeting would be a talk on the Hendrik Verwoerd Dam Project and up to 25 members could be accommodated on the nights of the 14th and 15th November by kind invitation of members of the O.F.S. Branch. A questionnaire would be issued at a later date, to obtain the names of those interested in attending the meeting. PAPER FOR PRESENTATION The Chairman called upon Mr G. H. J. Kitson to present his joint paper, entitled: 'Photoelectric readings; their significance for dust control on collieries.' G. H. J. Kitson (Member) and Y. J. F. Haven (Visitor). After Mr Kitson had presented his paper, both he and Mr Haven answered questions from the floor. The Chairman then thanked Mr G. H. J. Kitson for presenting the paper, and the meeting closed at 6.15 p.m.

The induced elastic stresses in the sidewalls of gold-mining tunnels at a depth of 4000 m in the Witwatersrand exceed the peak compressive strength of even the best-quality quartzite rocks. Laboratory tests measuring post-yield stress versus strain response show that brittle fracture occurs, followed by a loss in strength associated with strain-softening behaviour. Numerical modeling based on an assumed Mohr-Coulomb criterion fitted to the test results shows that large ongoing deformations of the sidewall occur, leading to total tunnel failure without adequate support. A methodology is presented to enable a quick assessment to be made of support requirements in terms of ground characteristic curves for numerically derived pressure versus displacement. From these curves, estimates can be made of the force levels for cable bolting and of the thickness and strength requirements for shotcrete linings. As an example of its application, the methodology is used in a comparison of the relative stability efficiencies of a square-shaped tunnel and a horizontal ellipse-shaped tunnel.

From 19 November 1996, South African companies will be able to manage the impact their activities have on the environment in terms of international standards. The establishment of a registration scheme for environmental management systems was formally announced by the South African Bureau of Standards (SABS) (19 November 1996). At a function held at the SABS head office in Pretoria, Dr Jean du Plessis, President of the SABS, announced the launch of the SABS ISO 14001 registration scheme which is based upon ISO 14001, 'the internationally recognized yardstick for environmental management'.

A theory for the dynamic balancing of centrifugal mills is presented that takes account of the mass and shape of the charge in a gyrated grinding tube and the way in which the charge lags behind the centrifugal force vector. predicts that a corresponding lag in the angular position of the counterweight centres of mass is necessary, and that the fractional filling should be increased if the ratio of gyration diameter to tube diameter is decreased. A worked example is given for a I MW centrifugal mill that was balanced adequately by the methods described.

Various methods for the beneficiation of minus 0,5 mm coal are examined briefly, and tests are described on a cyclone of 150 mm diameter operating with magnetite as the medium. It was found that, for sharp separations, at least 50 per cent of the magnetite should be finer than 1Oµm. At that size, the ash content of the product was about 7 per cent at yields of 59 to 64 per cent, and the loss of medium was reasonable (about I kg per ton of fines treated).

Additions of boron have been found to increase the hot workability of stainless steels. Boron forms complex chromium-iron borides, primarily at grain boundaries but also on delta-ferite stringers. This paper describes how a nuclear technique based on the track-etch method was used to distinguish between borides and chromium carbides on grain boundaries and to investigate the distribution of boron in stainless steels. The method was found to be sensitive for boron, and made it possible for boron precipitates to be identified on grain boundaries and interphase boundaries.

The theme of the Congress was 'Resources and Technology', the intention being to highlight those basic technical aspects in the disciplines of geology, mining, extractive metallurgy, and metals technology that are required for successful mineral-based operations. The technical programme covered a fairly broad field, as is appropriate for the CMMI Congress, and was generally considered to be of a high professional standard; informative and, with the exception of some minor hitches, well-run. Parallel sessions were held in the four disciplines. All were well attended, and despite tight presentation schedules, certain valuable discussions developed.

In recent years, a great deal has been written and spoken, both in our country and overseas, about the dangers posed to the environment and the ecology by mining operations. The object of this address is to put this problem, and it is a real problem, into reasonable perspective.
