P-wave velocity measurements were carried out on 22 large limestone blocks in a stone processing plant. In the laboratory, P-wave velocity of core samples was measured to obtain intact rock velocity. The square root of the ratio of the velocity of the large stone block to the velocity of the core specimen was called the velocity ratio index (VRI) and a quality classification for large building stones was suggested. In addition, the applicability of the established classification to stone cutting with gang saws was checked. It was concluded that the quality classification and estimation of slab production efficiency of the building stones can easily be made by ultrasonic measurements. However, the study was carried out only in limestone. Further study must be conducted to check the validity of the obtained results for the other rock types.

The Constitution of the Republic of South Africa advocates the importance of sustainable economic development and justifiable environmental consciousness by business. The government needs to ensure that every citizen of the Republic has access to an environment that is protected, pollution free, and sustainable by enacting certain regulations. However, there are more than 5 700 derelict and unrehabilitated mines of all types in South Africa. Former asbestos operations were among the first to be targeted for clean-up under the programme instituted by the Department of Mineral Resources (DMR), owing to the proven direct impact of asbestos pollution on health. This paper seeks to investigate the challenges faced by the coal sector as far as mine rehabilitation and closure is concerned. For the purpose of this paper rehabilitation is defined as per the Chamber of Mines Rehabilitation Guidelines publication, which defines rehabilitation as putting the land impacted by mining activities back to a sustainable and usable condition. Some of the current rehabilitation challenges are technical skills (know-how), leadership focus, poor planning, cost saving initiatives, and the government's lack of capacity to enforcement rehabilitation requirements. It is imperative that mining companies identify rehabilitation as a critical strategic pillar that directly influences license to operate. The case study evidence indicates that relevant policies, appointment of accountable people, sufficient leadership support, and the correct choice of rehabilitation equipment can assist to improve the rehabilitation and land management challenge.

With the advent of the First World Conference on Sampling and Blending (WCSB1) in Denmark in 2003 and the subsequent biannual meetings, together with other sampling conferences held on a regular basis, the central tenets of sound sampling practice and theory are spreading throughout the minerals industry. End-users and project houses, or groups who execute the projects, are all now better-informed about the principles of ?correct? sampling and preparation. To support this, many large mining companies now have their own in-house champion who will advise and ensure that the supply of sampling equipment is correct in terms of design and application, which further contributes to improved metallurgical accounting. The presence of a sampling champion also ensures that consistent and acceptable standards in regard to sampling practice are maintained throughout the group. This has, in turn, placed a greater degree of responsibility on the shoulders of sampling equipment suppliers, in terms of their equipment designs and product offerings, as well as applications knowledge for effective installation of equipment on client plants. This paper attempts to highlight the significant challenges that sampling equipment manufacturers often face with regard to complying with the newly understood requirements of best practice and sampling equipment design. Manufacturers invariably face issues with end-users or project houses, including project cost control, restricted headroom for samplers in plant layouts, and a lack of knowledge in certain quarters. These all have a potentially negative effect on the final outcome of a proposed sampling solution or implemented project. In reality, what is intended by all parties and what is ultimately installed are at times very different, with undesirable consequences for all concerned. Against this challenging background, there are, however, a number of instances where intent and implementation are complementary, with very satisfactory results. The role of viscometers for rheological characterization in the hydraulic transport of solids is discussed, and rheological models and phenomena pertinent to the hydraulic transport of backfill material are reviewed. The two main branches of viscometry (rotational and tube) for the measurement of mining slimes rheology are compared. The effects of solids concentration, particle size and chemical additives and the practical application of rheology in backfill system design are presented.

The development of short- and medium-term mine production schedules in isolation from each other has meant that only a local optimum can be achieved when each scheduling phase is carried out. The globally optimal solution, however, can be achieved when integrating scheduling phases and accounting for the interaction between short-term and medium-term activities simultaneously. This paper addresses the task of integrating short- and medium-term production plans by combining the short-term objective of minimizing deviation from targeted mill feed grade with the medium-term objective of maximizing net present value (NPV) into a single mathematical optimization model. A conceptual sublevel stoping operation comprising 30 stopes is used for trialling segregated and integrated scheduling approaches. Segregated medium- and short-term scheduling using separate models achieved an NPV of $42 654 456. The final scheduling approach involved integrating the two scheduling horizons using the newly-developed globally optimal integrated production scheduling model to achieve an NPV of $42 823 657 with smoother mill feed grade. The larger the stope data set, the larger the difference between the two scheduling approaches is likely to be. At the very least, an integrated approach ensures feasibility across the two scheduling horizons, which cannot always be assumed when using a segregated approach.

Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes: examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management, and evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. Notches are used routinely for measuring the flow rate of water with free surface flows. As far as can be ascertained, no work has been done to investigate the performance of these flow rate measurement devices for non-Newtonian suspensions. The Flow Process Research Centre at the Cape Peninsula University of Technology has investigated the flow rate of kaolin and bentonite suspensions from a tank for two notch shapes, namely rectangular and triangular, and for 3 different concentrations of each suspension. The notches were calibrated using water and then the kaolin and bentonite suspensions were tested in them. The rheological characterisation of the fluids was done with a Paar Physica MC-1 rotary viscometer fitted with a cup and roughened bob. Analysis of the results shows a significant increase in discharge coefficient with increase in concentration, and the discharge coefficient has been correlated to the yield stress. This is the first such study, and further investigation is needed to confirm and extend these findings.

The estimation of the tonnage and grade of payable ore in a mine and the correct policy of selective mining based on such estimates, is of vital importance to the mining engineer it is surprising, therefore, that more attention has not been devoted on the Witwatersrand to the scientific improvement of mine valuation methods. At present these methods consist almost entirely of the application of simple arithmetic and empirical formulae guided by practical experience, and ignore the many advantages to be gained from a careful statistical analysis of the behaviour of the gold values. The science of statistics has expanded rapidly during the last two decades and its value as a powerful and indispensable tool is now recognized not only by research workers and scientists but also, ever-increasingly, by the commercial and industrial world. This being the case it is noteworthy that in a mining field such as the Rand with its highly developed and advanced mining methods, singularly little attention has been paid to the analysis of mine valuation problems on a modern statistical basis. This omission is even more striking when cognizance is taken of the wealth of sampling data concerning the gold ore which is available and of the far-reaching decisions and deductions constantly being based on such data. Some contributions have however been made from time to time towards the application of statistics to mine valuation on the Rand (References Nos. 7, 8, 9, 11, and 12), but none of these have been generally applied in practice and a systematic practical approach based on clearly deemed fundamental concepts still appears to be lacking. The object of this paper is, therefore, to define these statistical concepts and to indicate briefly the lines along which statistical methods can be applied profitability in solving some of the existing problems and in improving the general standard of mine valuation on the Rand For this purpose a knowledge of mathematical statistics is essential, but as this paper is primarily intended to provide the mine valuator with a practical introduction to statistical application in his field, the mathematics is confined to a short annexure, together with references from which details can be obtained.

Determination of mineral composition is of significant importance for the mineral sands industry as this information is required for orebody evaluation, the control of mineral processing plants and the determination of product quality. Mineral processing is made more difficult by the presence of pseudorutile, leucoxene, altered-ilmenite and particle inclusions. The paper investigates the properties of such elements from a single product stream using an MLA approach.

Kriging estimates of geological resources are sometimes conditionally biased because the kriging plan contains too few samples. This may be done purposely in order to match the variance of the estimates to the true block dispersion variance. This work aims at evaluating the influence of conditional bias over the ultimate optimum pit design in relation to its shape, size and NPV (Net Present Value of profits). It has been restricted to two real case studies: a ‘carrot shaped’ gold porphyry in northern Greece and a manto-typeexotic copper deposit located in northern Chile. The methodology applied to each deposit consisted of generating a ‘real block model’ and four resource estimates by the use of conditional simulation and the application of four different kriging plans to the drillhole databases respectively. The estimation models vary in smoothness and conditional bias. Ultimate optimum pits were determined for the ‘real’ and the four different kriging models. Pit comparisons lead to the following conclusions: •In the worst case, conditional bias overestimated the project's NPV by 32% and 5% for the gold and copper deposits respectively. •The overestimation of high grades is more relevant than the underestimation of low grades. This resulted in a tonnage over-extraction of 148% and 1% for the gold and copper deposit respectively. This difference was attributable to the vastly different geometry of the deposits. •The smoothing effect of kriging, without or very little conditional bias, produced open pits that were different to the ‘true’ (ideal) ones and furthermore, underestimated the project's NPV by 10% and 6% for the gold and the copper deposits respectively. •Other factors that influence the optimum open pit design and to some extent control the effect of conditional bias are: the cut-off grade, the orebody geometry and distribution of grades within it and the amount of over-burden. A three-stage operative planning of mining operations in ore opencasts is considered. The hierarchy of monthly-weekly, weekly-daily, daily-shift planning is offered. For the fastest elimination and deviations in problematic situations a level is analysed and weekly-daily or monthly-weekly operative plans are being constantly updated. Operative planning is formulated on information received of preparation and working of mining panels. The electronic maps of these panels are considered for automated operative planning. On the data of the registration of blasthole drillings on a panel, the position of blasthole entry, their depth and the number of a line are determined. The geologist specifies boundaries of ore grades by the bored silt. The qualitative characteristics of ores are determined by the chemical analysis of slime or magnetic logging of blastholes. The missing geologic information is obtained by interpolation on the data of detailed and operational explorations. During working of the mining panel the technologists mark the movement of shovels, associating this movement to blastholes. For this purpose technological attributes are used: when was the blasthole drilled, what drill-rig participated in drilling, what shovel was used and when was it worked? Around each blasthole the zone of its influence is built up. It represents a discrete, elementary volume of ore or waste. The discrete form of the data is most convenient, as it allows step-by-step methods to be employed of the scheduled tasks in many and various combinations. The account panel working technology avoids ‘combination’ explosions. The elementary blocks should be placed in a trajectory of shovel movement and the trajectory can not be arbitrary. It’s determined by the technological rules of extracting and loading of mine mass. In linking to blastholes, the trajectory of shovels is simulated by the sum of step-by-step moving from one elementary block to another. For this purpose a geometrical linkage of blastholes is used. At a railway haulage, or complete mining with truck haulage, the trajectory of movement is a shuttle along the front of operations in the panel. At a selective mining of ores the number of possible directions is limited to three: moving of a shovel by idle running along the front of operations in the panel, frontal pull all the way down of the panel, and withdrawal. The technologically acceptable trajectories of shovel movement are stored for the following estimation and selection of the best. The estimation is carried out on mathematical models with criteria on the method of the least squares of deviations based on preset parameters from the plan, uniform loading of shovels, and mixing of ore at unloading points. The equations of balance type and directive parameters of the plan, as well as technological restrictions of solid and of elementary blocks within the limits of a trajectory are the restrictions of the model. Depending on an industrial situation it is possible to choose one of the predetermined models. The presented technique is used for longitudinal shovel bench at the Erdenet ore-dressing company.

Geological mapping makes an important contribution to orebody knowledge during the evaluation of structurally controlled gold veins. Orebody knowledge comprises an understanding of mineralization characteristics relevant to evaluation, mining, processing and environmental issues and allows project expectations to be realistically set. Structural interpretation to define continuity and mineralization controls is a key part of geological risk reduction and the reporting mineral resources using the JORC and other codes. The Dolgellau gold belt is a small British field that produced an estimated 150 000 oz from narrow quartz veins. Historical records, recent exploration and production data, published material, and accessible surface and underground exposure provide a valuable case study. Previous mapping has shown the general geometry of vein systems, but tends to accentuate gross geological continuity. Recent work has attempted to determine internal vein architecture and examine the significance of the historical views of ore shoot controls. The work resulted in the definition of vein continuity scenarios for the gold belt and evaluation expectations associated with each. This has, in turn, led to a realistic view of what can be achieved from an evaluation and project development perspective.

In South Africa reprocessing used oil into industrial fuel is commercially attractive. The reprocessed product is sold as a substitute for heavy fuel oil that is derived from crude oil (Rose Foundation, 2008). The objective of this investigation is to evaluate the use of petroleum products such as oil, petrol and diesel in Driefontein Gold Mine. The recovery of oil through recycling has costs implications to the mine while the release of petroleum hydrocarbons due to the poor management of the use of petroleum products has potential to cause pollution and negatively affect soil and water. Environmental legislation such as the Minerals and Petroleum Resources Development Act (Act 28, 2002) requires that such negative impacts to the environment be rehabilitated. The rehabilitation cost of pollution caused by petroleum products to the environment increases operational costs in business. Field assessment is conducted to identify the main sources of petroleum product contamination such as leaks in piping, overfills and petroleum spills. The areas that require mitigation would be mapped in the study. Recommendations for mitigation measures will focus on using the best practicable environmental option (BPEO) as well as the best available technology not exceeding excessive cost (BATNEEC). The recovery of oil from the mining industry is generally low and very poor. In this study, the effect of proper management of petroleum products to the mine?s operational costs is investigated and compared to there mediation costs of the impacts caused due to poor management of these products. The study investigates the financial benefit that could be obtained from proper environmental practices and efficient usage of petroleum products in the mining.

Since the dawn of mining, pillars have been used as primary support to ensure stable workings. Early designs were based on trial and error, after which more scientific means developed over time. A vast amount of progress has been made, especially in soft-rock room-and-pillar design methodologies, from which hard-rock design theories developed with minor changes to constant parameter values. The commonly used Hedley and Grant method for hard rock and Salamon and Munro methodology for soft rock draw on the tributary area associated with the pillar, the width-toheight ratio of the pillar, and a back-analysed strength reduction factor. In these methods, only the vertical stress, or stress normal to the pillar influences the load applied to the pillar. This investigation considers the possible influence of shear stresses on pillars in a room-and-pillar layout in single reef planes and multi-reef environments, based on elastic numerical modelling methods. The possible shear stress poses a safety and financial risk to the design process, whereby an undersized pillar would lead to unstable working conditions, whereas oversized pillars could lead to an under-utilized ore resource.

The concept of caring is in most cases confused with material needs and not psychological needs. By giving employees a job, most managers think that employees should be grateful and return the favour by being loyal, productive and working safely. Other managers hold the view that employees can be lucky to have a job. To show and demonstrate that management are caring for the safety of the workforce requires involvement, dedication and commitment. Obtaining the trust and respect of the workforce should be the main thrust of any organization because within trust and respect lie the secret of optimal safety performance. In the last 70 years, all the fatalities and serious injuries that occurred in the mining industry can be traced back to one thing, non-caring. The same safety non-compliances are still observed, reported and planned against as 70 years ago, and strange as it may sound, the same injuries occur the same way. The question could be asked: Does the mining industry need more risk assessments? More codes of conduct? More engineering. Or does the mining industry need more caring?

Some numerical methods for the application of the model, concerning numerical solution of the equations and parameter estimation, are indicated. Some applications of the model to improve screening operations, sizing of screen, simulation of screening and of integrated plant operations are discussed, and the computer software to be used for these purposes is described in detail.

In this research, in order to predict the peak particle velocity (PPV)(as vibration indicator) caused by blasting projects in the excavations of the Karoun III power plant and dam, three techniques including statistical, empirical, and neural network were used and their results were interpreted and compared. First, multivariate regression analysis (MVRA) was used as statistical approach. Next, PPV was predicted using some widely used empirical models. Lastly, an artificial neural network was used. In the ANN model, maximum charge per delay, total charge per round, distance from blast site, direction of firing, blasthole length, number of blastholes, total delay in milliseconds, number of delay intervals, and average specific charge were taken into consideration as input parameters and consequently the PPV as output parameter. The results of the techniques were interpreted from two points of view. Firstly, the correlation between the observed data and predicted ones, secondly the total error between observed data and predicted ones. The MVRA had a satisfactory correlation but its error of estimation was comparatively very high. The empirical model had reliable correlation and a small error of estimation; in total the results of empirical method were more reliable than those of MVRA. Generally, the ANN approach showed very high correlation and a very small error. The results of this research indicated that the ANN model is the best predicting model for PPV in comparison with other approaches.

When designing coal mine roof support, it is necessary to account for the uncertainties and variability that inherently exist within the rock mass and support elements. The performance of a support system is affected by these uncertainties, which are not taken into account in the current deterministic design methodologies used in South Africa. The key to the design of a roof support system is a better understanding of roof behaviour and uncertainties that can been countered during extraction. This paper sets out to develop a method that takes all uncertainties that exist within the rock mass and the mining process into account and provides a quantitative risk-based design methodology.

"Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."
