Sustained growth in demand for platinum group metals has resulted in an unfettered increase in new projects undertaken by the platinum producers. These projects are outsourced to various degrees. The argument of this paper is that both the client?s project manager and the consultant?s project manager are essential elements in the successful execution of a project. Their roles are not only different but also complementary, and are defined in the paper. Data gained from considerable experience in the South African corporate mining environment underpins the opinions expressed in the paper. Furthermore, an extensive literary search was undertaken to determine trends in related industries outside the South African context. Throughout the argument it is emphasized that project philosophy emanates from a systems view and must be treated as an overarching whole. The elements of project management become meaningless unless they are connected to one another and integrated into a cohesive unit. Advancing the knowledge field of project management is of critical importance to mining investors. There is no doubt that a key determinant of the sustainability of mining business is closely related to the efficiency of all-inclusive project management. From pre-investment and feasibility studies, implementation and execution, to ramping-up to full production, scientific project management has a critical role to play. Guidelines for the pursuance of this ideal are proposed. The introduction contextualizes the subject matter in an overview of the evolution of mine management in South Africa and abroad. Then, brief insight is given into the philosophy of project management. This exposition is confined to the predispositions, presuppositions and defining characteristics of project management. The core of the paper looks at the roles of the client?s project manager in relation to the consultant?s project manager. This section is underpinned by practical experience gained by the author on numerous mining projects. A view is taken of the future of project management in the mining industry. The conclusion summarizes the argument and aligns project management trends in the mining industry.

Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

Badie, as he was known to all, will be missed by his many friends and colleagues, and will be remembered by al who knew him as a warm-hearted person who was totally dedicated to the safety and health of the workers in the mining industry.

FINANCE The annual accounts, which follow this report, indicate that income again exceeded expenditure by a margin of R21 410 (last year R28 524). This year's income of R71 184 showed a further increase compared with last year's figure of R55 025. Costs, however, also in¬creased, and it is calculated that, excluding non-recurrent costs, the cost of running the Institute in¬creased by R6 654 from R25 501 to R33 155 for the current year. The main increases were involved in secretarial fees, stationery and print¬ing, and in publication of the Journal. All indications are that costs will continue to rise, and we have been advised that the A.S. & T.S. will be increasing their secretarial fees by 25 per cent in the year ahead to meet their rising costs. This year's surplus was derived entirely from the revenue from sales of publications (R13 644) and a surplus from the 1974 Winter School (RIO 654). There can be no certainty that revenue from these sources can be repeated each year. Our funds are in a satisfactory position because of these worth¬while activities, but the administrat¬ion of the Institute should not de¬pend on them. Council will accord¬ingly have to give consideration in the year ahead to an upward adjust¬ment of subscriptions to meet rising costs.

Computational modelling methods and isothermal titration calorimetry (ITC) were employed to investigate the interaction of a pyrite surface with thiol collectors. Modelling work was conducted in the presence and absence of water. Microcalorimetry was employed to investigate the resultant energy of interaction pyrite as a result of mineral-collector interactions. Sodium ethyl xanthate (SEX), diethyldithiocarbamate (DTC) and diethyl dithiophosphate (DTP) were investigated in this study. The results showed that the calculated surface energies and morphologies for FeS2 showed that (100) and (111) are the most stable surfaces. The morphology also indicated the appearance of the (100) and (111) surface facets and no presence of others. The calculated adsorption energies between thiol collectors and the pyrite surface were always more exothermic than the experimentally determined ones. When comparing different ligand types with the same alkyl chain length, the heat of adsorption of diethyl-DTC was greater than that of ethyl xanthate and diethyl-DTP for pyrite. Experimentally, the diethyl DTP barely adsorbed onto the pyrite surface and this may be due to a different mechanism of action. In computational calculations, water adsorption was found to reduce the reactivity of the Fe atom for the interaction with thiol collectors, and bring the adsorption energies closer to the magnitude of the experimental values. There are a couple of dozen junior platinum mining companies coming into existence in Southern African and most intend to mine, concentrate the PGM?s in a flotation product and sell the concentrate to one of the major producers in South Africa. The price they will receive for their product and hence the return they achieve for their investment will depend upon the large number of factors that influence the market for such a product. Unfortunately the number of buyers is severely limited as it is dominated by the two major local producers, Impala Platinum and Anglo Platinum. Furthermore the current smelting technology has limited capacity for UG2 concentrates and high nickel concentrates will quickly fill any available base metal refining capacity. Few if any overseas buyers can compete for the bulky flotation concentrate produced. This paper will explore those factors such as metal recoveries, metal prices, operating costs, capacity constraints, deleterious elements, transport issues, metal premiums and discounts that are in play, types of flotation concentrates, processing capital costs, PGM grades, etc and their impact up on what smelters and refiners might be prepared to pay for such PGM concentrates. Ultimately simple graphs and equations can be developed for probably payment terms for such concentrates. Those who negotiate well will move to the higher return section of the envelope and those who use the concentrator facilities to produce the most saleable combination of flotation concentrates will enhance their returns. A deep and firm understanding of the issues surrounding this market is necessary in order to negotiate the best possible price for the seller.

The geological conditions in the Vierfontein area ~re such that conventional pillar extraction ~stooping) cannot be practised safely or efficiently. Both the open-end lift and the pocket-and-fender methods of pillar extraction have been tried with little success because of problems with roof control and ground stability. The main reasons for the difficulties are the coarse-grained sandstone roof, local weaknesses in the coal seam, and the rate at which the pillars were extracted. The mine has practised bord-and-pillar mining since it started production in 1952, and considerable reserves of coal are contained in the pillars. As an alternative to total pillar extraction, in which hand-loading methods were practised, a system of partial pillar extraction using mechanized-mining methods ~11"modified goaf-line support has been evolved. These remnant coal pillars (snooks) remaining after partial extraction ofthe pillar, together with the installation of 1,2 m" matpacks and a double line of fullcolumn resin roofbolts, ensure control of the edge of the area that has been mined out (goaf). Where roof conditions preclude the use of conventional pillar-extraction methods, this method holds promise as a safe and efficient alternative for the recovery of coal from pillars and for an increase in the volumetric extraction of the reserves within a mining panel.

"In previous work by the authors, it was established that additions of 0.2 at.% Ru to an Fe-40 at.% Al alloy improved the corrosion and oxidation resistance of the alloy. The alloy was produced by mechanical alloying and spark plasma sintering and the work showed that nonequilibrium processing was able to significantly refine the grain size of the material. The sintered material had a higher hardness than the as-cast material and the change in grain size did not significantly affect the oxidation and corrosion. In the present research, the mechanically alloyed powder was coated onto a mild steel substrate using cold-spray coating at a gas pressure of 10 bar and a temperature of 500°C. The coatings were found to be 5–10 um thick, although thicknesses of up to 30 um were observed. The coated materials were subjected to oxidation and corrosion tests to determine the effectiveness of the coating in increasing the oxidation and corrosion resistance of mild steel. This was done to determine the effectiveness of cold-spray coating as a technique to coat these mechanically alloyed powders. IntroductionPrevious work conducted by Mintek (Couperthwaite et al., 2013, 2015) investigated the effect of precious metal additions on the structure, oxidation and corrosion properties of an Fe-40 at.% Al (Fe- Al) alloy. Initial work determined that additions of more than 0.5 at.% precious metal did not improve the oxidation and corrosion properties of the materials and in some cases even decreased the resistance to corrosion. Further work identified Pt and Ru as beneficial additions to the FeAl alloy. Four alloys were then produced by mechanical alloying and sintering (FeAl–0.2 at.% Pd, FeAl–0.2 at.% Ru, FeAl–0.5 at.% Ag, FeAl–0.5 at.% Pt). These alloys were all successfully produced by melting and casting and mechanical alloying sintering and it was found that the nonequilibrium processing greatly decreased the grain size of the materials compared to the ascast materials. It was found that the additions of Ru and Pt were still the most beneficial to the oxidation and corrosion properties, with Ru being considered the most beneficial."

The kinetics of the non-oxidative dissolution in acids ofthe iron sulphides FeS, Fe-FeS, and Fe9S10 were studied by the use of rotating-disc electrodes of the various compounds. It was found that the rates of dissolution vary by orders of magnitude with changes in surface potential. The dissolution rates depend on non-integral orders of hydrogen-ion concentration, which in turn vary with potential. A mechanism based on the following premises is proposed to explain the kinetics of dissolution of the iron sulphides. (I) Only an FeS compound that is exactly stoichiometric dissolves in accordance with the accepted theory of ionic charge transfer. (2) Any non-stoichiometric iron-deficient iron sulphides must be reduced to exactly stoichiometric FeS before spontaneous non-oxidative dissolution can occur. The dissolution of Fe.S1o and slightly iron-deficient FeS compounds under open-circuit conditions occurs only when an oxidation reaction (usually the oxidation of hydrogen sulphide to elemental sulphur) can provide the electrons necessary for the production of exactly stoichiometric FeS. The establishment of such a mixed-potential system is the reason for the induction period that occurs during the dissolution of pyrrhotites in acids.

I would like to comment on the following statement: 'As an alternative to the commonly used deep-level mining methods, consideration should also be given to pillar mining at great depths as a logical extension of the current methods. For example, a 75 per cent extraction Or Ryder's discussion The moderate levels if average pillar stress (APS) (320 MPa) are consistent with pillar stability. Squat 10:1 pillars should never 'fail' in themselves, and foundation strengths are also not exceeded (the stresses are well below the 2 ½ x UCS rule-of-thumb provided the foundations comprise normal strong 200 MPa quartzites). Authors' reply We thank Dr de Frey for his contribution to our paper on shallow hard-rock pillar systems. To considerable extent, we share his enthusiasm the potential role of squat pillars in deep-level mining, although we harbour reservations concerning strata control, mining economics, other issues. We agree wholeheartedly that further research, together with carefully planned field trials, is warranted in pursuit of this potentially highly rewarding concept. .

The discovery of the gold-rich Main Reef Group of reefs on the farm Langlaagte in 1886 marked the opening of the richest and most extensive goldfield in history. Mining of the narrow reefs progressed from the outcrops to more than 3,5 km, and has made South Africa the foremost mining country in the world. Changes in the political and socio-economic climate create a new challenge to the gold-mining industry. The most significant of these is the emergence of Black trade unions, with their demands for higher wages, improved safety, job advancement, and abolition of discriminatory legislation. Industrial conflicts on gold mines have risen significantly in the past ten years, and are likely to continue in the future, although the causes of these conflicts may change. Events largely outside the control of the gold-mining industry, such as the improved dollar price for gold and the depreciation of the value of the rand relative to major currencies, have enabled the industry to meet the demands for higher wages and to narrow the wage gap. However, labour productivities have improved insignificantly and are a cause of major concern for the future development of the industry. Continued pressure in the industrial-relations area, the inflation of working costs, and the extension of mining operations to greater depths and more difficult areas create major challenges to mine managements and mining engineers. Significant improvements in mining technology, environmental control, and safety will have to be made to ensure the long-term survival of the industry. The unavoidable introduction in deep gold mines of mechanization on a larger scale to meet the requirements of higher labour productivities and a better and safer underground environment will have a major impact on the cost and management structure of these mines. Engineering will assume a more important role on deep gold mil1es, and management styles and structures will have to be adapted to accommodate these changes. The supply of suitably qualified engineers, technicians, and artisans will be a crucial factor controlling the rate of technological change. The industry is well-geared through its Group system to meet these challenges, and to benefit from the experience gained in the operation of highly mechanized mines. However, changes take time to implement and there is very little time left.

This paper deals with an experimental programme carried out with a gold analyser in the period June to September 1979 at Loraine Gold Mines. The results were found to be reproducible, with no overall or conditional bias when the measurements were compared with those obtained from chip samples. The standard error of estimation of a 3 m reef exposure, which was the sampling interval, can be reduced by a factor of 2,5 if the complete stretch is scanned, rather than the taking of one chip sample in its centre. Complete statistical and computational procedures were developed for the fitting of the normal-Iognormal model to observed analyser data and for the determination of the most likely gold grade for a particular analyser measurement. (This corection procedure is necessary since a significant number of negative analyser measurements can be observed.) Panel averages of uncorrected scans showed a small conditional bias relative to those of corrected scans. However, uncorrected panel averages can be used for on-the-spot decisions regarding whole panels. For standard calculations of ore reserves, use should be made of corrected scans. Under reasonable assumptions, the use of the detector in the selective mining of low-grade narrow reefs such as the Basal Reef at Loraine Gold Mines, when compared with the conventional chip-sampling method, can result in a saving of as high as R40 million in present-money terms over the life of a project. The difference could be even larger in a highly variable reef like the B Reef at Loraine Gold Mines.

The University of Kentucky (UK), with an enrollment of 25,891 in fall 2002, is a comprehensive, public land-grant university located in the Bluegrass Region of Central Kentucky. As the State’s flagship university, UK has long been involved in distance education, first through traditional correspondence courses, followed by use of videotape and satellite delivery in the 1970s and1980s, but soon supplanted by use of interactive television (ITV) and on-line course delivery in the 1990s to date. Today, UK Distance Learning Programs annually administers approximately600 course sections, with services provided to over 5200 enrollees. Courses are offered via six media: interactive video, Internet, on-site, satellite, open-air and cable television, and videotape, with hybrid delivery becoming increasingly popular. The University of Kentucky College of Engineering experience with distance instruction prior to 1985 was limited to videotape non-credit offerings. The Department of Mining Engineering, a small department in terms of numbers of both faculty and students, was a University pioneer in distance education. The first University degree program offered in its entirety by distance delivery(initially by itinerant faculty) was the Master of Mining Engineering. Satellite delivery from Lexington to Cumberland, Kentucky, was a welcomed change of delivery mode in 1987–88,resulting in six hours less travel time for faculty each week. Shortly thereafter, other initiatives directed toward fulfilment of its land-grant mission were undertaken by the College. Use of satellite for course delivery rapidly declined due to limited interactivity, in favour of compressed video and on-site instruction. Classroom sites in the Kentucky Tele-Linking Network (KTLN) now number over 200. The Network links schools, colleges and universities, as well as public and private agencies throughout the State. The KTLN supports voice, video, and data transmission in a uniformly-equipped environment. Beginning in the early 1990s, transfer-critical pre-engineering courses were delivered from Lexington to Kentucky’s community colleges with the largest pre-engineering enrolments. Success was limited, but lessons learned were invaluable. In 1996, the University of Kentucky College of Engineering was asked by the Kentucky Council on Higher Education (the predecessor to the Council on Postsecondary Education) to expand engineering education in Kentucky, first by initiating cooperative B.Sc. degree programmes in Chemical Engineering and Mechanical Engineering on the campus of Paducah Community College (PCC), located 400 km from the UK campus in Lexington. The third partner in these programmes is Murray State University (MuSU), a public regional comprehensive university 80 km south of Paducah. The genesis of the new degree programmes, which were subjected to ABET review in October 2002, as well as a summary of the major accomplishments and challenges of the innovative programmes, will be offered. The limited use of distance technologies for course delivery in these B.Sc. degree programmes will be discussed. A ‘no-spin’ overview of other non-traditional distance-learning ventures within the College of Engineering will be chronicled, with an honest assessment of the motivation for these efforts and, where appropriate, their relative degree of success. Among these ventures are: a BScME and a Master of Engineering programme at Toyota Motor Manufacturing of Kentucky, Georgetown, Kentucky; course exchange in Chemical Engineering between the University of Kentucky and the University of Louisville; an ITV-based Master of Engineering programme for practicing engineers in Kentucky; proposed joint-degree programmes in Civil Engineering and Mechanical Engineering with Western Kentucky University; and a proposed part-time MScME programme in Paducah, Kentucky, with a start date of August 2002, threshold enrolment permitting. In South Africa, the Bushveld platinum group metal deposits are unique in that they are the largest platinum group metal deposits in the world. These deposits occur as two distinct stratiform tabular orebodies and strike for many hundreds of kilometres. Mining is extensive, with depths ranging from close-to-surface to 2 000 m. The mining method is a variation of planar open stoping. Pillars are widely used to support the open stopes. Crush pillars are commonly used in this role, where the residual pillar strength provides the required support resistance to stabilize the stoping excavations. This paper describes the direct measurement of stress within these crush pillars, and describes the stress?strain behaviour of these pillars. These findings indicate that the measured pillar failure stress is too high. The implications of these findings are that roof damage and pillar bursting could occur, and some examples of this type of damage are shown. The paper concludes that this problem could be mitigated if the three dimensional pillar geometry were modified and the pillars were cut smaller.

This paper presents the results of research on the development and application of a custom-made truck cycle and delay automated data collection system (TCD-ADCS) in a surface coal mining. Truck cycle and delay field data are locally stored in trucks and then synchronized and replicated through a wireless network into a centralized server containing an already-developed integrated production management system (IPMS). The system relies on motion sensing and distance travelled in order to automatically define the cycle starting/ending points, cycle time, position, and delay time. Connectivity and communication between loading equipment and trucks are also established. Communication between the equipment operators and TCD-ADCS system is via a user-friendly graphic interface. The hardware used for the development of this system consists of a rugged touch-screen personal computer, 2.4 GHz radio transmitter antenna, and a commercial GPS receiver. P.W.D. ROSTER OF CONSULTING ENGINEERS (Extract from a letter from the Secretary for Public Works) In recent years a large number of professional engineers has entered the consulting field. Although the names of most of these have been placed on the Department's roster of consulting engineers either as a result of representations made by the South African Association of Consulting Engineers or by applying direct to the Department there are still some who seem to think that canvassing through an influential person is necessary to obtain commissions from the Department. The Department's roster is open to all registered professional engineers who are suitably experienced to undertake consulting work and commissions are awarded strictly on merit. I shall appreciate it, therefore, if registered professional engineers who wish to be considered for commissions by the Department could be advised that they must apply, in the first instance, to be placed on the Department's roster. On receipt of such an application a questionnaire listing all the information required by the Department will be forwarded to the applicants for completion and returning to the Department for record purposes. All names which appear on the roster are taken into account when a commission has to be awarded, due consideration being given to factors such as geographical position, seniority, capability and compatibility.
