This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." Develop a technology for producing high-quality hake graphite from the steelmaking waste known as kish. Approach Treat the waste kish as an ore and apply mineral processing techniques of physical beneficiation and chemical purification to produce a range of graphite products com¬petitive with the natural mineral. Background Graphite is a naturally occurring form of carbon with a unique combination of properties that make it indispensable in a very wide range of industrial and consumer applications. It has high electrical and thermal conductivity and remains stable to extremely high temperatures It has a low coefficient of friction and is nearly impervious to corrosion. The steel industry is dependent on graphite in clay-, magnesia-, and alumina-bonded refractories for crucibles, bricks, facings, and coatings. Electrical uses include graphite brushes in motors and generators, and electrodes in batteries. The transportation industry needs graphite for clutch and brake linings, and all industries depend on graphite in seals, gaskets, lubricants, and coatings. The consumer sees graphite in composite plastics and in the common pencil. As with all natural minerals, the availability of graphite is diminishing and costs are rising as quality decreases.

This paper describing the minim, methods at the mine of the Consolidated Cortez Silver Mines, Cortez, Nevada, is one of a series of similar papers being prepared by the Bureau of Mines on mining practices and costs in the various mining districts of the United States. The Cortez district is situated on the southwest slope of Mt. Tenabo of the Cortez Range, near the middle of the boundary line between Eureka and Lander Counties (fig. 1). The camp of Cortez is 36 miles south of Beowawe, the nearest station on the Southern Pacific and Western Pacific Railroads. Mt. Tenabo, which is the highest summit of the south end of the Cortez mange, has an elevation of 9,240 feet; Cortez is about 6,280 feet above sea level. The Consolidated Cortez Silver Mines is the only company operating in the district at the present time and employs about 60 men. The daily production of l25 tons of silver-lead ore is concentrated in the company's mill of 150 tons capacity. The concentrate is hauled to Beowawe by automobile trucks for shipment to a reduction plant in Salt Lake Valley, Utah.

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

Future applications of seismic holography to "seismically transparent phase objects," such as rock inclusions, fracture zones, liquid-filled cavities, etc., will require techniques to improve the poor image contrast generally characteristic of these objects. Although conventional phase-contrast enhancement techniques could be used, these methods involve additional optical elements such as quarter-wave spatial filters. Owing to the anticipated practical difficulties of properly alining such optical devices and properly locating poorly defined image planes and filter planes, this approach is not considered to be well-suited to the case of seismic holograms and their laser reconstructions. Results similar to those achieved with spatial filters may be obtained without filters by specially processing the seismic hologram data. The new process, which is an extension of Gabor's subtraction holography, achieves an improvement in contrast by an interferometric technique. The process involves adding a ?before" hologram without an object present to a 90° phase-shifted "after" hologram with the object present. Then, the combination is reconstructed with a laser or by computer. Not only is the image contrast improved in such processed holograms, but the images are also phase-contoured. In general, the latter feature is not to be expected when conventional phase-contrast enhancement techniques are employed. The new technique is experimentally verified by examining computer-generated synthetic seismic holograms rather than by examining actual seismic field data. However, results of this study are directly applicable to real seismic data and should prove useful in future applications of seismic holography.

"Introduction;As in the case of TNT previously presented*, this report presents the results of an investigation to discover the safest and best way of utilizing picric acid for industrial blasting purposes. It describes the physical and chemical properties of this explosive, gives precautions to be observed in handling, packing, preparation of cartridges, and holes, presents the results of field tests in blasting stumps and bowlders, and compares the results with those obtained from dynamite.The investigations reported herein were undertaken and this paper has been prepared, solely to aid in the salvage of the surplus picric acid accumulated for war uses and released by the declaration of the armistice. No funds were available nor have any been appropriated with which to defray the expense of converting this picric acid into any other form or to prepare any explosive mixture from it. The sole problem was to find appropriate uses for this military picric acid in existing needs and to show that it can be efficiently used in carrying out essential civil projects.It is not intended by this publication to promote the use of picric acid as an industrial explosive further than is necessary for the proper utilization of this surplus. On the contrary, the authors believe that picric acid by itself is unlikely to come into general use as an industrial explosive, chiefly because of its cost but also as shown by the clouds of smoke it emits on explosion and the nature of the reactions it undergoes because we do not obtain from it its highest efficiency. As demonstrated in its previous use in Joveite, better results and higher efficiencies may be obtained by mixing picric acid in proper proportions with sodium nitrate or ammonium nitrate, to more completely oxidize the picric acid, and another nitrosubstitution compound, such as nitronaphthalenes, with which do desensitize and waterproof the composition formed. By such admixture not only may the energy resident in the picric acid, be more fully utilized but the cost of the resulting blasting explosive should be much less than that of picric acid."

A new mining law for the Recublic of Polend was promulgated by presiden- tial decree dated November 29, 1930, published in the Journal of Lews (Dzienni stex) No. E, text 654, December E, 1530, and wes to become effective January 1, 1932, in all Polend except Silesie. Its adoption in Silesia wes dependent pon the action of the Silesian Diet. As the new law is considered an im- provement over the old Austrian Mining Lew, which is operative in the Silesian districts of Bielsk and Cieszyn, and the Prussian Kining Law, which is opera- tive in Upper Silesia, no delay in its adoption for Silesin was looked for. This new law codifies the various juridical regulations pertaining to ines existing in different parts of the Polish Republic but does not include legislation with respect to the extraction of minerel oil, especially crude oil. Petroleum legislation was postponed to a later date in order to facili- tate codification in other fields. Koreover, as the oil industry exists in Galicia elone, deley will not be detrimental.

The Bureau of Mines evaluated short-delay coal mine detonators manu-factured by three domestic companies for electrostatic sensitivity, strength, and no-fire current level. Electrostatic sensitivity was studied in pin-to-pin and pin-to-case modes employing lO-kV potential. Strength of detonation was measured in the Bureau's underwater test fa-cility. No-fire current was measured using a constant-current power supply unit. Test procedures and experimental data are included.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC) , on Contract H0122026 (which began in August of 1971) . Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of in- dependent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "seismic Detection and, Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

PRESIDENT LYNDON B. JOHNSON announced at midyear that the test flight of the A-It plane, the world's first super-sonic aircraft capable of flying 2,000 miles per hour, was made possible by "the mastery of the metallurgy 'and fabrication of titanium." Not all of the contributions made by the mineral industry in 1964 were acknowledged so widely. Yet the contributions were significant as the search continued for new and improved methods for providing metals and mineral products to meet the ever-expanding requirements of the world economy. This chapter reviews only a few of the metallurgical developments that resulted from U.S. and foreign research efforts. MINERAL BENEFICIATION Up-to-date theory 'and practice in the mineral ,Processing field in 1963 involved subjects such as autogenous grinding, high-intensity magnetic separation, and mill control by computers. These subjects were fully discussed at the Seventh International Minerals Processing Congress held in New York City during September.

The U.S. Bureau of Mines conducted explosion tests on various full-scale cementitious bulkheads used in abandoned mine areas to evaluate the ability of the bulkheads to withstand gas explosion over-pressures of 20 psig. Tests were performed on 120-ft2 solid-concrete-block seals of varying thicknesses and designs. Of the seven solid-concrete-block seals tested, only the standard-type seal, having a 16-in thickness, keyed at the floor and ribs, all joints mortared, wedged at the roof, and a center pilaster, maintained its integrity when subjected to a 20-psig pressure wave. After being subjected to repeated explosions, the standard seal only showed a small hairline crack and had an air leakage of 87 ft3/min at a pressure differential of 1 in H2O. Tests were performed on cementitious foam seals of varying thicknesses and compressive strengths. Explosion tests have shown that 200-psi strength, 4- and 8-ft-thick seals can withstand a 20-psig pressure wave. At a pressure differential of 1 in H20, no air leakage was detected through the 200-psi, 8-ft-thick foam seal.

Electrowinning molybdenum from oxide feed materials dissolved in a variety of molten baths was investigated . A NaCl - NaF - Na₂ B₁ O -Mo0, system operating at 1,000 ° C in a cell without a protective atmosphere gave the best current efficiency , metal - to - cathode adherence , and purity of electrowon Technical - grade molybdic oxide , containing associated impurities of aluminum , iron , copper , silicon , and tungsten in combined quantities of 10 percent , was used as feed material to produce dendritic crystals of molybdenum metal containing less than 0.5 percent total base metal , carbon , and oxygen impurities . Arc - melting molybdenum electrowon from either chemically pure or commercial - grade Mo0, produced ingots that contained less than 0.1 percent total impurities and had hardness readings of 168 to 200 Vhn .

"A theoretical technique has been developed and verified experimentally for determining the aerodynamic diameter of irregular shaped particles. The aerodynamic diameter of a particle is a very important parameter for determining where that particle deposits in the respiratory tract. Many instruments, such as impactors and cyclones, will determine the aerodynamic size distributions of aerosol particles but few analyze the particles individually. The theoretical approach of our technique is to solve, by use of high speed computers, the three-dimensional Navier-Stokes equations to obtain the flow field around an irregular shaped particle of any contour. The computer program will then determine the drag on the particle, and thus the aerodynamic diameter of the particle can be calculated. The experimental approach has been to pass the particles through a centrifuge and collect the particles upon a collection foil. The position of a particle on the foil is an indication of its aerodynamic diameter. These particles were then shadowed in two orthogonal directions and inspected under an scanning electron microscope (SEM). The top view of the particle in the SEM plus the views of the two orthogonal shadows allows one to determine the three-dimensional shape of the particle. Studies have been performed on silica, coal and talc particles with aerodynamic diameters in the 1 to 4 µm size range. The three-dimensional shape, as is determined from SEM analysis, was used in the theoretical computer program and the results compared. It was found that in most cases the agreement between the experimentally and theoretically determined aerodynamic diameters was within 5%. INTRODCJCTIONThe equivalent aerodynamic diameter (EAD) of a particle, defined as the diameter of a unit density sphere with the same falling speed as the particle in question, is an important size measurement of the particle. This is especially true when attempting to predict where particles may deposit in the respirator tract. Therefore, EAD is an important parameter when considering respiratory diseases caused by particles, such as coal workers pneumoconiosis (CWP).Many instruments will measure the EAD size distribution of the aerosol particles, but few analyze the particles individually. Impactors, cyclones and virtual impactors normally collect particles upon substrates or filters which are · then analyzed gravimetrically to determine the mass concentration of the particles in that size classification. The EAD of particles can be measured on an individual basis with centrifuges, inertial spectrometers and the TSI Aerodynamic Particle Sizer (APS). Centrifuges are most ideally applicable for studying individual particles as the particles are deposited, on long removable foils, at locations dependent upon their EAD."

"As the US coal industry moves into the next century, it is becoming more apparent that the effective application of new technology is the only way it can remain competitive in the energy marketplace. Examples of this emphasis are with us today in such diverse areas as face-ventilation and excavation-equipment applications. The focus of this new technology is directed toward improvements in health and safety, cost control, and productivity.Room-and-pillar mining accounts for approximately 68% of the nations underground coal production; this percentage is not expected to decrease markedly in the near future. As such, this paper analyzes the impacts of the changing technological climate on future room-mid-pillar operations by comparing a base-case section (current) to three scenarios incorporating new or emerging technology. A microcomputer-based comparative analysis will reflect the changes in section production and costs.IntroductionThe ultimate goal for any coal mining company is to effectively use its human and financial resources to maximize its profits through the extraction of its reserves. Although recent workforce reductions in the industry have resulted in a more efficient use of labor and increased productivity, there comes a point in time when further reductions in the numbers of workers in each operating section are impossible with existing equipment. For example, Farinelli and Bise (1987) found that labor cost constituted 62% - 73% of the cost per ton of coal at the mining section, with a minimum crew size. Thereafter, efforts to increase productivity must focus on more efficient mine plans and technology.The fact that an increase in productivity can be realized by reducing non-productive time (change-out and tram time) and converting it to productive time has been known and demonstrated for quite some time. What has not been demonstrated frequently is the quantification of the potential productivity increase of currently emerging technology or ""add-on"" equipment. It is one thing to be able to say that a piece of equipment will make an operation more productive, but it is another thing to be able to quantify the productivity increase that will justify the purchase of the new equipment. Not only is a financial benefit possible in room-and-pillar mining with an increase in productivity, but a decrease in the time necessary to develop a longwall panel can also occur.The purpose of this paper is an analyze the impacts of a changing technological climate on future room-and-pillar operations by comparing a base-case section (current) to several scenarios incorporating emerging technology. To do this, four cases will be developed. A base case, consisting of the typical manner in which continuous-miner sections are currently operating, is compared to three layouts incorporating: (1) flooded-bed scrubbers on radio remote-controlled continuous miners, (2)a continuous miner with side-mounted roofbolters, and (3) a continuous miner with side-mounted roofbolters used in conjunction with a continuous-haulage system."

The feldspars are a series of related aluminum silicates containing varying proportions of potash, soda, rind lime; smaller amounts of other minerals arc likely to be present as impurities. They comprise three principal types: Potash spars, microline and orthoclase (KA12Si208); soda feldspar or albite (NaA1Si308); and soda-lime e (plagioclase) fellspars. The last-named is an intermediate group ranging from albite through oligoclase, andesine, labradorite, and bytownite to anorthite or line feldspar (CnA12Si2O8), Minor varieties are barium feldspar or celsian and a potash-barium feldspar. Perthite is a mixture of orthoclase end albite in alternate layers. Graphic granite or "corduroy spar" is an intergrowth of feldspar and quartz characteristically in the ratio of 3:1. Cornwall stone is a natural mixture of feldspar, quartz, end kaolinite imported in former years in sizable quantity from Cornwall, England. (A similar synthetic mixture, including some fluorspar, has been blended and marketed in the United States as "Carolina stone".)

Application of a new chemical spray in a mercury mine in which ore rich in native metal was causing salivation among the miners has given such favorable results that it is believed the process will be useful in other mines and perhaps in some plants where similar conditions exist. The process was originated by Merle Randall, professor of chemistry at the University of California. GENERAL PROBLEM The presence of native quicksilver in mines from which the metal is produced has long been a source of trouble and danger to the workers. Men have been sickened and some of them have been disabled by exposure to the vapors present (even in workings that were well-ventilated by ordinary standards) and to contact with dust, dirt, and moisture with which the finely divided quicksilver was mixed. Where the ore was rich and this exposure was considerable men were able to work only a few days or weeks; where the exposure was less they were weakened and subject to ailments often attributed to other causes.

A study was undertaken by the Bureau of Mines to develop a simple, reliable test for field detection of selenium in rocks and soils. Two methods are described for qualitative detection of selenium, dependent upon its form of occurrence and the presence of interfering constituents in the sample. Both methods involve fusion of the sample in a test tube to form elemental selenium that will volatilize and condense as a red deposit on the cooler upper portion of the test tube. The methods are sensitive to 10 parts per million, (p.p.m.) equivalent to 0.001 percent, and can be made semiquantitative by using suitable standard samples. INTRODUCTION Although selenium is widely distributed in the United States, the known deposits are either so small or so low grade that they cannot be processed economically for selenium alone-4/ At present, commercial production is a byproduct of the smelting and refining of base-metal ores, particularly copper.5/ About 0.75 pound of selenium is recovered per ton of electrolytic copper, and small amounts are recovered by special treatment of assorted smelter dusts and fume products. Since selenium is a strategic metal in short supply, new sources are being sought by both Government and private interests.

Since 1922 when the Bureau of Mines issued a report2 covering the slate industry in detail, changes in technology have taken place which have an important bearing on the industry. The present paper comprises a record of these changes. Though the value of slate, for roofing, structural, blackboard, sanitary, and electrical uses is generally recognized, it has many competitors. To meet this constantly increasing competition producers are promoting economies in manufacture, and improving processes, thereby lessening costs of production, and are placing on the market products of the highest possible quality, thus creating satisfaction and confidence on the part of the user. This endeavor to place the industry on a better basis, both as regards processes and products, is shown in the recent developments in technology which are presented herein. "Stoppings in coal mines serve, important and. vital functions, such as coursing the ventilating current, sealing off abandoned or dangerous workings, sealing fire areas, and separating mines at boundaries. Stoppings may hold back water, but normally that is not their function; their design is, or should be very different from that of a hydraulic dap which is designed to a definite load, often a very heavy one, from one direction over an indefinitely long period. Hence, a dam usually requires an arched structure to resist hydraulic pressure, and it must be massive to meet vertical stresses due to heavy ground pressure.Stoppings are designed primarily to resist a pressure applied laterally through air or gases. Their strength cannot be stated without specifying the direction of applied load. A stopping may be placed in stress by proof pressure subsequent to erection, through extraction of pillars in the vicinity which may act direct, or by squeezing the ribs or heaving the floor. These forces act more or less parallel to the faces of the stopping and may be very great but measures must be taken suitable to each case, and it is impossible to allow for these in general specifications other than to call for normally good construction. A stopping is principally designed to resist the action of forces at right angles to its face, such as the shocks of blasting, the pressure of gas from instantaneous violent out bursts such as have occurred in certain British Columbia coal mines, sudden compression of the air by great falls of roof in closed spaces, and at time pressures that accompany an explosion of either fire damp or coal dust or both. This paper deals with the tests of pressures of explosions only."
