This report presents a literature review conducted by the U.S. Bureau of Mines. The review summarizes what has been learned from the large volume of empirical studies on the effectiveness of eight types of interventions intended to increase organizational effectiveness via in the management of human resources. The interventions concern the following: recruitment, selection, training, objective feedback, goal setting, reward systems, participative management practices and organization development. Although many of these interventions appear to have the potential for improving the safety and efficiency of mining operations, it does not appear that they are being widely used. Examples are given of the successful use of a few of these interventions at mining operations. An analysis of the relationship between coal mine productivity and safety is also presented. This analysis generally supports the view that good safety performance and high productivity are NOT incompatible goals. In fact, safe mines also tend to be more productive and vice versa.

The study considered all the institutional, resource reserve, technological, and economic factors relevant to the industry's present and future status, such as markets and marketing techniques, competition from other producers both domestic and foreign, federal and state regulations affecting the industry, quarrying and processing technologies, slate reserves and resources, and industry structure and economics. Constraints to the growth of the industry were assessed and scenarios proposed to solve some of the problems.

This paper describes open-pit mining methods and practices at Copper Cities Division of Miami Copper Co, in Gila County, Ariz. It is one of a series being prepared by the Burea of Mines on mining methods, practices, and costs in various mining districts of the United States. A similar program, conducted from 1928 to 1939, provided technological information on the development and conservation of our mineral resources and assisted operators and engineers in evaluating and developing new mineral deposits. This circular contains a brief history of the district and describes the Copper Cities deposit, with particular emphasis on a detailed description of those characteristics--physical, economic, or engineering--that affect the choice of mining method. Prospecting and exploration, sampling and estimation of tonnage and values, development, and mining (including breaking ground, loading, hauling, ore control, and auxiliary operations related to mining) are described, Percentage of extraction, production rate, safety, first aid, Eire prevention, mine organization, and processing plant are discussed briefly, The final section gives such costs, on a percentage basis, as are available for publication. Where relevant, some information on the Castle Dome mine is included.

"INTRODUCTION The character of mine drainage from areas of low pyritic coal3 and from average pyritic coal4 has been investigated, and to complete the study it seemed desirable to select a number of mines situated in high pyritic are as to determine whether or not this variation determines the relative acidity of drainage from mines operating in these characteristic coal fields. Advantage has been taken of some worked on in 1918 by Henry Leighton 5, then Professor of Economic Geology, University of Pittsburgh. He visited and has reported certain areas of high pyritic coal which we also visited during this study. Many of the mines were found to be idle in 1930 and a few were caved shut, apparently for several years. However, samples of the outflow from all mines visited were collected if possible and analyzed, and some general information was gathered for each mine. This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.

The year 1979 was a period of increased activity for the world's mineral industry, distinctly in contrast with 1978 when estimated world crude mineral output value declined slightly and most phases of the industry's activity were somewhat curtailed. In 1979, most major mineral commodities recorded significant gains in output, with a substantial number achieving new record highs; details on trade levels for 1979 were not available, but increases over those of 1978 were expected on the basis of partial data. Consumption of most commodities edged higher; in some cases the higher demand levels were met largely through draw-downs of stocks accumulated in recent years, while in other cases notable output increases were required to meet demand. Actually, 1978 was not a bad year for all elements of the mineral industry if changes in output levels of the various commodities are considered as a measure of performance. There were far more individual commodities registering production increases between 1977 and 1978 than registered declines, but some of those reported as declining were relatively major commodities (bauxite, aluminum, copper and zinc were notable), Moreover, the upturn in productive activity in 1978 was not matched by increases in profits. However, 1979 was unquestionably a year of renewed expansion efforts, although some commodity areas, most notably the steel industry component, were still experiencing difficulties.

The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steal in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steal as impurities. For example, silicon additions form Si02 or combinations of Si02 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MeO, Si02, and Al 203, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods, The reasons for this selection, together with a description of the apparatus, are given in the following pages.

Iron ore deposits in south-central Missouri have emerged as a possible resource for the rare-earth elements. The Pea Ridge Iron Mine is one such deposit. Rare-earth minerals at the Pea Ridge Iron Mine are contained in breccia pipes consisting primarily of silicon oxides and feldspars. These pipes extend up through the magnetite ore body and appear to be alterations and replacement of earlier hematite. The mineralogy of these pipes is very complex and varied, which could complicate the concentration and extraction of the rare-earth minerals. This U.S. Bureau of Mines !eport represents a study by characterization of the mineral phases to assess the amenability and development of concentration and extraction techniques. Previous characterization of rare-earth minerals has been mainly by transmitted light microscopy. This method along with reflected light microscopy, scanning electron microscopy, and X-ray diffraction was used to identify and characterize the rare-earth and associated minerals. The minerals identified were the major ore minerals, magnetite and hematite; the rare-earth phosphates, monazite and xenotime; the rare-earth silicate, allanite; the minor associated minerals, cassiterite, pyrite, and apatite; and the gangue minerals, feldspar, quartz, and actinolite.

Diatomaceous or infusorial earth when found in such quantity and quality as to render lands containing deposits valuable therefor are mineral lands within the meaning of the mining laws and must be excepted from grants to the Central Pacific Railway Company. RAILROAD GRANT-CLASSIFICATION, If any evidence of minerals is found upon lands within a railroad grant and the showing is sufficient in the opinion of prudent and qualified persons to warrant further exploration and expenditure, with reasonable prospects of success, then the land can not be classified as nonmineral and is not subject to the grant to a railroad company. But where there is no present indication of minerals nor any geological evidence upon which to base a mineral finding, land should not be classified as mineral, or held for further classification and reserved from the railroad's grant, upon the surmise that future prospects might disclose evidences of minerals. INDEMNITY SELECTION BY RAILWAY COMPANY, Under section 3 of the act of July 2, 1864 (13 Stat., 365), and the joint resolution of May 31, 1870 (16 Stat., 378), the Northern Pacific Railway Company could take coal and iron land within its primary or grant limits. It could not base an indemnity selection upon the claim that certain land was coal or iron in ;;haracter, as such land was not lost to it as part of the grant. But the company was authorized to select other lands in lieu of those lost because of their mineral character, but the word "mineral" did not include iron or coal, and, accordingly, the railroad company was entitled to take coal lands under its indemnity selection.

The Bureau of Mines is active in programs pertaining to solid waste disposal and land reclamation. Nine reclamation projects of mining companies and six projects of the Commonwealth of Pennsylvania were investigated to provide information on the procedures, costs, and results obtained from reclamation projects of bituminous coal-waste disposal areas. Refuse disposal costs of mining companies ranged from 9 to 28 cents per ton-mile, and quantities disposed of ranged from 600 to 4,500 tons per day. Spreading and compacting the refuse at the dump site ranged from 3 to 20 cents per ton. Cost of covering with soil and planting ranged from $750 to $1,646 per acre. Total costs of reclamation for the Pennsylvania projects ranged from about $1,800 to more than $15,000 per acre. Refuse preparation costs ranged from $772 to $5,550 per acre. Soil covering and planting costs ranged from $1,083 to $5,086 per acre. The best results were obtained by soil preparation and conditioning prior to planting. The type and depth of soil and effect of climate were also factors.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. The gold that is not recovered by a particular process is refractory to that process. A study to determine how the refractory gold is associated in the ore constituents usually indicates the needed improvement in the process or additional methods for bettering recovery. In preliminary work, segregation of the various minerals, gangue or impurities, and data showing the reactions of each in the recovery method readily confines the refractory gold to a certain part on which extensive research can be directed. In this dissecting plan, the microscope is an important aid in locating the refractory gold but should be supplemented by chemical tests.

"The demand for barite has increased greatly in the last 10 years, especially during World War II. Depletion of oil reserves and subsequent increase in deep drilling created a heavy demand by the oil industry for barite to be used as drilling mud. The great increase in demand for barite gave impetus to the development of a, deposit of impure barite near, Magnet Cove in Hot Spring County, Ark.The critical condition of the national barite supply early in 1944 led the War Production Board to recommend that the Bureau of Mines attempt to prove the existence of a large reserve tonnage of barite in the Magnet Cove area and arch for new deposits. To carry out this program, the Bureau explored on newly reported. Barite deposits in southern Montgomery County, Ark. The Gap Mountain, Fancy Hill, and Sulphur Mountain barite deposits were investigated. Eight diamond core-drill holes and 1,336 linear feet of surface trenching were completed, and barite samples obtained were analyzed, A study of the Montgomery County barnse district indicates that the lenticular bodies of barite replace a favorable host rock near the base of the Stanley shale formation. Barite is exposed along the side of anticlinal mountains where erosion has truncated the beds on the limbs of the associated synclines. An appreciable amount of barite suitable for commercial use has been indicated by trenching and core drilling. The Gap Mountain and Fancy Hill deposits are controlled by the Magnet Cove Barium Corp. and Baroid Sales Division of National Load Co., respectively. The ore is similar to that of the Magnet Cove area and is amenable to concentration by a flotation process. Mining of these deposits had not been begun by the time the Bureau completed its exploration project."

This report covers the results of a two-phase study to determine the feasibility of underground disposal of retorted oil shale. Two mining methods, chamber and pillar mining and sublevel stoping, were specified for backfilling. Phase I of the study covered the evaluation of hydraulic, mechanical, and pneumatic transport and stowing systems, individually and in various combinations, and the selection of the most feasible methods. Conveyor transport and stowing and a combination conveyor transport and stowing with pneumatic topfilling were selected for detailed study of phase II. Phase II activities included detailed engineering analysis and design of the selected systems, an engineering economic analysis, and a cost comparison with total surface disposal of retorted oil shale. An extensive literature search was conducted and the bibliography is included in the report. Research done under Contract No. J0265052 by the Cleveland-Cliffs Iron Co. This work is both a revision and an elaboration of Bureau of Mines Bulletin 371, which was published in 1934 and included data available to October 1933. During the intervening years, a large number of new experimental, high-temperature, heat-content data have become available through continuous, systematic efforts of the Pacific Experiment Station of the Bureau of Mines and the Laboratory for Inorganic and Physical Chemistry of the University of Groningen (Netherlands), coupled with various individual investigations at many institutions. In addition, calculations from spectroscopic and molecular constant data have been extended and applied to a wide variety of gaseous substances. This bulletin purposes to collect and correlate all available high-temperature heat-content and specific-heat data for inorganic sub-stances and to formulate tables and algebraic expressions for their representation. It is hoped in this manner to remove some of the tedium of thermodynamic calculations for industrial metallurgical research workers and engineers who often have available only an inadequate library in this field. It is expected also that this bulletin will have value to those teaching courses in metallurgical and chemical thermodynamics.

1. The investigation shows that the Coal Creek has been the most productive, bed in Campbell County and contains the largest recoverable reserves of coal. The Pewee, Red Ash, and Jullico have been relatively productive beds and contain appreciable recoverable reserves of coal. The Blue Gem also has been productive in the past, but available information indicates that most of the remaining coal is Less than 28 inches thick. The Big Mary has relatively large reserves over 28 inches thick, but the coal is high in ash and sulfur. Thick partings in the Windrock bed have discouraged mining in that bed. The Poplar Creek and Rex beds generally are below drainage, and large areas have been excluded from the reserve estimate, Reserves in the Walnut Mountain bed will be difficult to mine due to the irregu¬lar thickness and lack of continuity of the bed. Estimated coal reserves are- small in the remaining five beds. 2. Known measured and indicated reserves of coal, based on a minimum bed thickness of 14 inches and on 1,800 short tons per acre-Foot of coal in place, are estimated to be 398 million tons as of January 1, 1953, o? this total, 267 million tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, these should be added to the total estimated reserves.
