When a fire or explosion occurs in an underground coal mine, the atmosphere guickly becomes irrespirable. Highly irritant smoke and toxic levels of carbon monoxide and dioxide are produced, and consumption of oxygen by the fire or blast can reduce its concentration below that needed to support life. Work parties entering such a hazardous atmosphere for rescue or recovery operations are required to use, as their primary respiratory protection, a fully self-contained breathing apparatus of at least two hours duration. Apparatus used in this role has primarily been of the closed circuit rebreather type, using pressurized oxygen storage and chemical removal of expired carbon dioxide. Typically, commercial self-contained breathing devices for mine rescue have been heavy, bulky, and uncomfortable to use. The McCaa apparatus, long the industry standard, represented the best art available when it was First designed in 1926. It weighs 41 Ibs., protrudes about six inches above shoulder height, and provides breathing gas at temperatures up to 120° F. More recent designs, such as the Drager BG174A and Scott Rescue-Pak, using modern light weight materials and fabrication techniques have improved on all parameters of the McCaa to some extent. It was the intent of the Bureau of Mines, acting under the authority of the Coal Mine Health and Safety Act of 1969, to fund the development of a new self-contained breathing apparatus which would incorporate the best available technology and serve as a benchmark for future commercial designs, as the Bureau-sponsored McCaa had 45 years previously.

"The Phelps lease in Jasper County, Missouri, was first examined by the Bureau of Mines3/ in December 1943, at the request of Thomas Phelps of Joplin, the lessee. Owing to urgent war requirements for zinc and lead and evidence of favorable geological conditions and past productivity of adjoining properties, it,considered justifiable to explore for extensions of known ore deposits and possible undiscovered ones. In August 1944, funds were allotted for this work, which was started January 5, 1945, under the direction of the author.The provision of facilities and storage space on the property by the lessee during drilling operations is gratefully acknowledged.The Phelps lease is on land belonging to the Rex Mining & Smelting Co. It lies immediately southeast of the city limits of Joplin, Mo. It may be reached by going cast from Joplin on paved 20th street to half a mile beyond Range Line road. Twentieth street is the northern boundary line of the property, which consists of approximately 145 acres and includes the W 1/2, NE1/4, and all of the E ½. NW1/4 except 15 acres along the west side of that quarter section, of sec. 18, T. 27 N., R. 32 W., as shown on figure 1.The property is part of a 1,000-acre tract owned by the Rex Mining & Smelting Co., Paul D. Porter, president, Joplin, Mo. The lease was acquired by Thomas Phelps of Joplin, in 1937. At present the lease is controlled by a recently formed association known as the Eureka Products Co., Charles W. Madison, manager, Kansas City, Mo.Dependable skilled mine labor is scarce in the district at present, but there seems to be enough transient mine labor for small operations. The prevailing wages of the district run from 55 cents to 95 cents per hour for various types of mine labor.Living accommodations and markets to supply all domestic requirements are available in Joplin.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the and that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

This report is a self-contained User Manual for a computer program called SPASID -- Subsidence Prediction and System Identification. The program has two primary functions: (i) Precalculation of ground movements due to underground mining operations using the influence function method; (ii) Computation of influence function and site parameters from measured displacements. SPASID is written in FORTRAN and consists of four modules: (i) Preprocessor Module that prepares and maintains surface and mine data bases; (ii) Subsidence Computation Module that predicts movements of the surface; (iii) System Identification Module which is used to calculate the optimal influence function parameters, and (iv) Postprocessor Module for generating graphic displays of subsidence data. The last module is somewhat machine dependent but has internal documentation to indicate potential changes. All of the modules may be run in either batch or interactive mode. The manual does not assume previous knowledge of the influence function method or programming competence.

The introduction of "high-tech" materials such as new polymer composites presents significant competitive challenges and opportunities in conventional mineral markets. Moreover, rapid advances in materials science are critical to the resolution of important economic and strategic issues, including national competitiveness and import dependence. This Bureau of Mines study examines the displacement of conventional nonfuel mineral materials by certain new materials, specifically advanced plastics and ceramics. Analyses of substitution by plastics are conducted for five major U.S. industrial sectors: motor vehicle manufacturing, aerospace applications, building and construction, packaging, and heavy machinery production. Based on interviews with more than 60 scientists, executives, and other professionals engaged in materials development and sales, forecasts of substitution by plastics during the 1990's are made for aluminum, steel, and glass. In addition to these forecasts, study findings identify key factors that will influence the emergence of advanced materials in the next decade.

This Bureau of Mines report describes experimental and theoretical studies of diffusion flames in free convection. The cross-coupling between buoyancy-induced flows and the combustion process is explored as it relates to the size, structure, and radiative balance of flames. New data are presented for the size-dependent radiance oscillations of diffusion flames and for the angular distribution of the total radiant intensity from a small methanol pool flame. Both amplitude and frequency of the measured oscillations are compared with theoretical predictions that are based on a new view of the structure of diffusion flames. This new view, which is at variance with the traditional one, assumes uniform reaction in the diffusive mixing zone, and recognizes the significance of the role played by convective buoyancy and its duality in both aiding and impeding flame propagation. Buoyancy quenches propagation at low burning velocities, introducing a real discontinuity in the combustion rate. A "flammable volume" is thus defined as that bound between lean- and rich-limit contours. However, in the flow disturbances generated by combustion waves that consume that volume, buoyancy aids propagation by promoting the convective mixing of a new flammable volume. The measured radiance oscillations are manifestations of these propagation and remixing cycles.

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. "INTRODUCTION The discovery in 1901 of ""gusher"" oil production at Spindletop, Tex., Tex., a salt-dome structure, led to exploratory drilling on other known domes and known domes and in areas contiguous to salt domes in the Gulf Coast region of Texas and Louisiana. Early drilling on the flanks of the domal structures disclosed incompetent 3/ shales, which flowed into the hole when attempts were made to drill through them. Often these shales seized the drill pipes and presented with equipment then in use, an insuperable barrier to deeper drilling. The obstructing incompetent shales came to be called ""heaving"" shales by drillers who attempted to drill through them. Formations of this type have hampered the penetration of the drill bit in many area in the Gulf Coast region to such an extent that the drilling of wells through heaving shale has become a major problem."

Of the 15 selected non fuel mineral commodities detailed in table 12, only 3 indicated increases in worldwide consumption in 1992. As in 1991, decline in consumption levels of the selected commodities can be attributed to reduced levels of use in the former U.S.S.R. and Eastern Europe. Of the remaining 12 commodities, 2 magnesium and cadmium, stayed relatively the same, while the other 10, including iron and steel, all recorded decreases. Global consumption of iron ore is estimated to have fallen about 3.5 % or about 30 million tons. This is a greater decline than what was estimated for production of iron ore, which is down only 2.7% or nearly 26.5 million tons, suggesting an addition to stocks. The consumption trend for iron and steel has been declining since 1989. This has mainly been due to the continued drops in use in the former U.S.S.R. and Eastern Europe. Even as the European economy begins to turn upward, there may only be a slight increase in consumption of iron, steel, and cement, considering the high cost of construction needed to modernize factories and buildings in Eastern Europe. Many feel that the economies of these countries are limited by the current status of their industries.

Methane emissions from the active face areas and from the fractured formations overlying the mined coalbed can affect safety and productivity in longwall mines. Since ventilation alone may not be sufficient to control the methane levels on a longwall operation, gob vent boreholes (GVB), horizontal and vertical drainage boreholes, and their combinations are drilled and used as supplementary methane control measures in many mines. However, in most cases, the types of degasification wellbores chosen are decided based on previous experiences without analyzing the different factors that may affect this decision. This study describes the development of an expert classification system used as a decision tool. It was built using a multilayer perceptron (MLP) type artificial neural network (ANN) structure. The ANN was trained using different geographical locations, longwall operation parameters, and coalbed characteristics as input and was tested to classify the output into four different selections, which are actual degasification designs that US longwall mines utilize. The ANN network selected no degasification, GVB, horizontal and GVB, and horizontal, vertical and GVB options with high accuracy. The results suggest that the model can be used as a decision tool for degasification system selection using site- and mine-specific conditions. Such a model can also be used as a screening tool to decide which degasification design should be investigated in detail with more complex numerical techniques.

This document reports the results of a two-year research effort aimed at improving communication systems used in coal mines. This work was conducted under a program whose original goal not only involved the development of practical and effective electronic systems for operational communications, but also for monitoring, at a central location, remote instruments at key positions in a mine. About half way through the originally proposed three year effort, the program was redirected to phase out the communication effort at the end of two years and to concentrate the program" resources on the investigation of new monitoring system concepts developed by this research. Thus, the work reported here is incomplete relative to the originally pro- posed program. However, the work was carried to the point of providing sufficient evidence to aid in the comparison of certain new communication concepts. For the concepts chosen for this study, the work was stopped short of hardware development and field testing, Several reports in the form of Master's theses and a Doctoral Dissertation have resulted from this research. They each report in considerable detail the results of several individual" contributions to this program. In preparing this report, an attempt has been made to provide a complete description of the significant results but with- out burdening the reader with the minute details. These more detailed reports are referenced heavily for the convenience of those interested. PRESENT COMMUNICATION METHODS Two types of communication systems are presently used In coal mines. They are: 1, Various forms of telephone systems, and 2. Carrier current radio systems using the trolley line as the interconnection circuit. Carrier current radio is used almost exclusively for control of rail trafflc by the dispatcher. Almost all other communication uses the telephone system, Telephone lines generally extend to areas where trolley lines are not present such as the outside offices and warehouse. Therefore the telephone system provides the primary means of voice communication. Telephones - Telephone systems employed in American coal mines fall into three categories. 1. Paging type telephone systems - these systems have individual stations which use battery powered transistor audio amplifiers to boost signal levels for normal communication. When in the page mode,

Not since complete records of accidents first became available has the safety record of the quarrying and related industries of the United States been as favorable as it was in 1940. The combined accident-frequency rate was lower and therefore better than in any year since 1916, the first year for which complete and comparable figures are available. Although operating companies began to furnish accident reports to the Bureau of Mines in 1911, the reports for that year and the next few years were obviously incomplete as to number of accidents reported, especially slight injuries involving only 1 or 2 days of disability of the injured employees. By 1916 the reports from operating companies appeared to be reliable as to completeness of coverage of slight injuries. Although the number of men employed in 1940 was by no means a record, it represented a gain over each of the 2 preceding years. Likewise, the number of man-hours worked during 1940 was larger than in 1938 and 1939.

Five conclusions that emerged from ADL's Contractor Noise Measurements Assessment done for the Bureau of Mines and the 7 December 1971 Bureau of Mines Contractors' Round Table Meeting in Boulder, Colorado were: ? a limited amount of good data has been obtained for characterizing the noise environment for electromagnetic (EM) coal mine operational/emergency communications systems; ? significant noise date gaps still exist; ? suitable instrumentation and data analysis methods are available for filling these data gaps; ? the immediate and most important data gaps should be filled by means of a timely field measurement effort that is purposely limited in scope and duration; ? this field measurement effort should preferably be carried out by a team knowledgeable and experienced in coal mine EM noise measurements.

"INTRODOCTIONIn an earlier communication 1 from our laboratory it was reported that mechanical crushing of coal and quartz under normal air atmosphere generates of free radicals on the particle surfaces, and that these radicals decay with time, hence pointing to a higher toxicity of fresh dusts in relationship to pneumoconiosis and silicosis. More recently Fubini et al.2 have also reported the detection by electron spin resonance (ESR) of the formation of SiO. and Si-type of radicals from quartz particles crushed under atmospheric conditions. In agreement with earlier ESR studies on single crystals of quartz crushed under high vacuum ( -10-10 torr>3 and subsequent exposure to air,3 and to other gases,4 these radicals were identified2 as being formed by the homolytic cleavage of the Si-0-Si bonds and the reactions of the Si• and SiO- radical with atmosphere. Fubini et al.2 also suggested that these radicals might be involved in the mechanism of the fibrotic action by silica, either by transforming the particle surface into a selective oxidating agent or as an initiator of a sequence of reactions leading to fibrosis. Earlier Gabor and Anca5 bad reported that lipid ·peroxidation caused by free radicals on the silica surface might be involved in the red blood cell membrane damage. Thus far, however, no parallel cytotoxicity, fibrogenicity, and free radica1 studies on a given quartz dust sample have been reported, except for some earlier work from our laboratory.1·6·7 We now present more recent results obtained from parallel cytotoxicity, fibrogenicity, and free radica1 measurements on a freshly made quartz dust. The dust's free radica1 content was measured using ESR spectroscopy while its cytotoxicity potential was estimated via hemolysis. Hemolysis was employed as the toxicity test because it is a widely used method for estimating the potential of a dust for disrupting the cell membrane. 8 The fibrotic potential was followed by measuring the dust-induced lipid peroxidation, using linoleic acid as a model lipid. As discussed below, the results obtained suggest new clues to the mechanism of the quartzrelated cytotoxicity and fibrogenicity. MATERIALS AND METHODSReagentsCrystalline quartz particles with a size range of 0.2-2.5 mm were obtained from the Generic Respirable Dust Technology Center, Pennsylvania State University, University Park, Pennsylvania. These particles were crushed in air to obtain quartz dust samples with particle sizes smaller than 20 microns. We chose to work with a dust with mixed particle sizes, rather than a specific range, as an effort to simulate the mining atmosphere. An agate mortar-pestle arrangement was used for the crushing and grinding because of the close similarity of the structure of agate to that of quartz. Diethylenetriaminepentaacetic acid (DETAPAC) were purchased from Sigma. All other chemica1s were purchased from Fisher or Aldrich.Hemolysls ExperimentsHemolytic activity of silica was measured, following an established procedure,9 as the amount of hemoglobin released from a 2 % suspension of sheep erythrocytes after incubation with 10 mg of silica dust for one hour at 37 °C. The hemoglobin release was estimated via the absorbance at 540 nm using a Gioford spectrophotometer. The procedure was calibrated by substituting the silica dust by a phosphate buffer solution as a negative control (background) and O.S % Triton-X-100 as a positive control (100% hemolysis). Two-stage electric smelting tests, using small submerged arc furnaces, were made on high-iron manganiferous materials from the Pioche District, Nev., and the Cuyuna Range, Minn. The object was to reduce sufficient iron in the first stage to give a slag with a favorable Mn to Fe ratio for smelting to ferromanganese in the second stage. The nodulized flotation concentrate from the Pioche District contained 29.2 percent Mn and had a Mn to Fe ratio of 2.3:l. When smelted with coke and silica or alumina as flux, more than 90 percent of the manganese was recovered in slags with Mn to Fe ratios of 10: :24:1. The Pioche slag was smelted to ferromanganese using coke and lime- stone or dolomite as flux. The ferromanganese was high in silicon but other- wise met specifications. Recovery of manganese to ferromanganese in this step was 73 to 78 percent. Overall recovery of manganese was about 70 percent. The sintered flotation concentrate from the Cuyuna Range material contained 12.9 percent Mn and had a Mn to Fe ratio of 0.3:1. When smelted with limestone as flux, about 83 percent of the manganese was recovered in a slag with a Mn to Fe ratio of about 6:1. The Cuyuna slag was smelted to ferromanganese with coke and limestone for flux. Recovery in this step was 61 percent of the manganese in a high silicon ferromanganese. Overall recovery of manganese was about 50 percent.

"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

"While serving as surgeon with rescue car No 11 of the U. S. Bureau of Mines, the writer visited the principal metal-mining camps of Utah during the latter part of 1919. In visiting the mines, meeting and conversing with miners, and talking over the medical situation with physicians in the various camps, the number of cases of lead poisoning encountered was great enough to attract attention.With a view to procuring more definite information as to the number and distribution of cases of lead poisoning throughout the State, a study of the records of the State Board of Health was undertaken. Utah had no ordinance re¬quiring the reporting of occupational diseases, so it was not possible to secure data an cases A study of the mortality records by years gave the following results.:Year Deaths from lead poisoning.1910,11911,01912,21913,11914,61915,41916,11917,31918,11919,2These few deaths would seem to indicate a fairly low case rate, but when it is realized that lead poisoning is rarely an immediate cause of death and that the train of sequelae in this disease frequently leads to chronic involvemeets of the digestive, nervous, circulatory or genito-urinary systems, it is apparent that the number of deaths showing lead poisoning as the cause can not be taken as an index of the cases prevalent. The time elapsing between the presence of the active signs of lead poisoning and the terminal illness from pathologic conditions excited by lead absorption may be years, and the initial cause, lead poisoning, is frequently lost sight if entirely, hence the death certificate shows no evidence of the primary cause."

Between 1986 and 1992, there were268 deaths and 54,642 severe injuries to workers in underground U. S. mining operations. Clearly, this level of health and safety risk is not acceptable. While most underground coal mining jobs are dangerous, some are much more dangerous than others. Many jobs in an underground coal mine are clustered around the working face—the place where machinery digs coal from the surrounding rock. The hazards in this area are numerous: When the coal is removed, the ground around it becomes unstable and can cave in on the workers. The mining machines used there are large, heavy, powerful, and move in many different directions in a very confined space, presenting danger to workers. Also, the machines churn up coal dust that causes black lung and other ailments. Figure1 shows a modern radio remote controlled continuous mining machine and its operator. In a typical mine, the jobs with the greatest exposure to hazards involve operation of machinery that cuts tunnel-like passages into the coal (the continuous mining machine) and machines that insert supportive steel bolts into the rock above the work area (roof bolting machines). The workers who endure these hazards are at almost twice the risk of death or disabling injury than co-workers in other safer areas of the mine. Of the statistics quoted above, 106 of the 268 deaths and 21,552 of the 54,642 severe injuries occurred in jobs involving equipment at the working face. The operators of roof bolting and continuous mining machines account for only 21% of the work force but suffered 40% of the deaths and 39% of the lost-time injuries during1986-1992. These death and injury rates are almost twice the rate for workers in other underground mining jobs (see figure 2). The estimated total cost of the 106 fatalities and21,552 lost-time injuries was $327 million from 1986-1992. On average, each fatality cost over $1 million and each lost-time injury costs in excess of $9,000.

This report presents a new procedure for analyzing the orientations of rock fractures in an engineering site. This procedure, coded in a computer program, identifies clusters or groupings among the fracture orientations and calculates (1) the mean orientation of the fractures within each cluster and (2) the dispersion or scatter among these fracture orientations. Data points are represented by intersections of joint normals with the upper hemisphere, which is divided into 100 equal-area quadrilateral patches. The points in adjacent patches where the Poisson distribution test shows significant concentrations are assigned to a single cluster. For a cluster whose fracture orientations follow Arnold's hemispherical normal distribution, a confidence interval for the fracture orientation mean is calculated by applying Fisher's estimates. The technique is applied to the treatment of three examples.

To those concerned in attaining greater safety to life and incidentally to property in coal mining, the meeting of representatives of the national mine safety research organiza¬ tions of the principal coal-producing countries, which was called by the Safety in Mines Research Board of Great Britain at its experimental station near Buxton, should have deep significance. It is notable, first, because it meant the friendly cooperation of countries not many years ago engaged on either side in the great World War; and second, because of the remarkable degree of agreement in the essential fundamental factors and methods of attaining greater safety in coal mines when it is considered that the questions were approached by different paths and that the applications dealt with widely differing natural conditions and national points of view. Varying views, of course, were held as to the relative importance of certain factors, but the differences were of detail rather than of principle. When the meeting adjourned it was unanimously agreed that such meetings should be continued annually and that the greatest benefit was to be derived by close cooperation in the exchange of data. Belgium, France, Germany, Great Britain, and the United States were represented by one or several members of the respective national research organization. It is of interest to note that this research work in Belgium, France, and Germany is supported directly by na¬ tional organizations of mine operators or owners but placed under a scientist appointed by the respective Government, thus giving the work official standing. In Great Britain the work is carried on by a Government board, consisting of persons connected with the coal¬ mining industry or in mining research, appointed by the Secretary for Mines, to direct the work of research of the Mines Department. It does not, however, come under its inspection service. Its work is supported by a penny-a-ton tax on output of coal. In the United States the mine-safety research work is directly supported by the Federal Government.
