Volume II of this collection of research reports, entitled "Model Training Program," provides the framework and details for developing a tailored training program for a specific mine based upon documented human-performance deficiencies. To do this, several steps must be followed prior to program implementation: 1) background information must be gathered (database analysis), 2) direct observation of indicated problem areas should be conducted (safety sampling), and 3) separation of those deficiencies to be addressed through training from those which would be better addressed by workplace or equipment redesign (trainability assessment). Once training is determined to be the appropriate strategy for addressing the noted deficiencies, several approaches can be taken, depending upon whether the problem is related to repetitive work procedures in a predictable, a variable, or a dynamic workplace with a substantial amount of interaction between workers, equipment, and the environment. Although this volume and the subsequent seven volumes provide examples of how the training information was field tested using various strategies (for example, loss control, task training, etc.) and techniques (for example, microcomputer-based exercises, lectures, etc.), the ultimate selection of the delivery method is based on cost/benefit analysis. Therefore, the Model Training Program has incorporated a Training Cost Model as a desirable component.

Commodity coverage addresses 17 critical and strategic commodities that appear to have commercial production potential in the State. The core of the deposits described is taken from those properties evaluated d under the Bureau of Mines Minerals Availability Program (MAP); additional deposits are included to provide a more complete coverage. Institutional and infrastructural factors affecting mineral development are also discussed.

The National Institute for Occupational Safety and Health investigated how the starting of induction motors may cause nuisance tripping of short-circuit protection on coal mine power systems. This research had a dual purpose: 1) to identify how motor-start waveforms differ from those for short circuits and 2) to devise a method to provide short-circuit protection without intentional time delays to account for motor starts. This technology will help ensure that surface temperatures of energized electrical apparatus will not exceed gas or dust ignition thresholds when short circuits occur.

The objectives of this research were to define the chemical composition and physical characteristics of the aerosols associated with attached radon daughters in operating uranium mines, and to investigate the relationship between these aerosol parameters and operating conditions. Major Results and Conclusions The organic, inorganic and radiological characteristics of test chamber and active U-mine aerosols have been measured as a function of particle size. These measurements represent the first detailed analyses of the organic and inorganic components in U-mine aerosols and the first determinations of the details of the individual and total radon daughter distributions in operating U-mines. This Bureau of Mines report estimates the population of the principal types of machinery in use by the coal mining industry during 1982 in surface and underground mines. Estimates were arrived at using 1976 coal equipment population estimates as baseline data with modifications made for new mine development, expansion, and closure occurring during 1976-82. Estimates were broken down into 3 regions which included all 26 coal-producing States. Modifications made to the baseline data were computed using (1) actual equipment information when available, plus (2) equipment information hypothesized from representative generic mine models, which were predicated on mine size and mine method. Roughly half of the equipment fleet at new or expanding coal operations was known; the remainder was hypothesized. The mine models used to generate equipment information are included in this report, along with the hypothesized equipment use data. The equations and various factors used to determine the equipment adjustments for mine closings, new mine openings, and small coal mine operations are also identified.

The bureau of Mines analyzed data from 47 coal mine roof-fall resupport accidents that occurred from 1966 through 1974 to identify critical hazards .and problems. These accidents resulted in 62 injuries or fatalities. It was concluded that the majority of the accidents might have been prevented by observance of recommended practices and use of available technology such as setting temporary supports, adequate roof testing, etc. Additional work is needed in the following problem areas where present technology is inadequate: (1) warning of impending roof falls shortly before they occur, (2) better methods of detecting unsafe roof and ribs, (3) providing access to and temporary support of high roofs for testing and bolting, (4) reducing the noise level of stopers, (7) developing temporary roof support; that have greater stability and can be remotely installed, and (6) reducing the number of roof falls through better permanent support.

"INTRODUCTION Information on the exploeibility and ease of ignition of acetylene is important in connection with investigations by the Bureau of Mines and others seeking the causes of explosions in medium-pressure acetylene generators.A previous report 6/ gave preliminary results of an investigation made by this Bureau to determine the causes of these explosions. This report indicated the need of amending Federal specifications for ""1/4 by 1/12"" carbide to reduce the amount of fine sizes permitted under the specifications then in force. Tests described in the above report showed that certain sizes of carbide may, under certain conditions, attain excessively high temperatures when acetylene-water vapor mixtures are passed through carbides for extended periods.Federal specifications P-0-101, Amendment 5, June 28, 1944, are now in effect. These latest specifications permit a maximum of 7 percent of ""1/4 by 1/12"" carbide by weight to pass through a 0.0661-inch sieve and a maximum of 2 percent to pass through a 0.0555-inch sieve. Experience has shown that these specifications have insured a safer size range of carbide for medium-pressure acetylene generators.Although the improvement in the size range of the carbides has aided in the prevention of explosions, there have been explosions in which the carbide used at the time of the explosion met the latest Federal specifications."

This report briefly describes the present state of the art and the technological highlights of tunneling from its inception to the present. The discussion is concerned primarily with tunnels driven through relatively competent rock for mine development and various civil purposes. In addition to pinpointing the major technological breakthroughs in tunneling, this report indicates their general effect on the speed of tunneling. The tunneling speeds are based upon data from approximately 80 tunnels listed in the appendix. These data include length; cross section shape and dimension; type of rock; tunneling method; method of breaking, loading, and transporting the rock; average linear progress rate; and cost in values during the period of construction. Most of the tunnels described have diameters of 15 to 30 feet.

This paper, describing the mining operations at Mount Isa Mines, is one of a series covering mining methods and costs being published by the United States Bureau of Mines. The Mount Isa property has been in operation since June 1931; during this period operations have changed from the production and treatment of carbonate ores to the mining, milling, and smelting of sulphide ores. This change involved revision of ore-extraction methods. Stoping methods have been designed to apply to parallel lodes ranging from 10 to over 100 feet in width and dipping at 50° to 60°. The hardness and strength of the ore and enclosing wall rocks, together with the strength and thickness of the country rock between lodes, have permitted the selection of a sublevel stoping method for mining the sulphide ores.

THIS REPORT covers the third in a series of five projects into which the Conowingo tunnel system has been divided for geographical and practical reasons. It outlines the work constituting Project No.3 that consists principally of the following: (a) To sink the No. 15 shaft and extend the Alden, Sugar Notch, Baltimore No.2, and Laflin shafts from their present depths to tunnel level; (b) to drive a tunnel off these shafts to connect with the western end of the tunnel in Project No.1 (Lackawanna) and to a point 1 mile south of the No. 15 shaft; (c) to construct an emergency pumping plant at the No. 15 shaft, complete with 3 centrifugal pumps of 200-cubic-foot-per-second (c. f. s.) capacity each, and a discharge-water shaft and a discharge tunnel for conducting the water from the pumping plant into the Susquehanna River; and (d) to construct a lateral tunnel 1 mile long off the main tunnel in the vicinity of the No. 15 shaft, to be known as the Wyoming lateral. The project, as outlined, is a self-contained drainage unit that will permit unwatering inundated mines and safeguarding active mines in the Wyoming Basin of the Northern field and also will handle the water in the Lackawanna Basin, thus permitting the temporary pumping plant provided in Project No.1 to be discontinued. The pumps installed in the temporary pumping plant provided in Project No.1 can then be moved to the emergency pumping plants recommended in Projects Nos. 2 and 3, to be installed as the third or standby unit.

This paper describes the operations of the St. Joe Mining & Milling Co. in Boulder County, Colo., as of June 1936. Later a brief visit was made to the mine in September 1936; information obtained at that time has also been recorded. The company operates a gold mine, the Grand Republic, in the Sugar Loaf mining district; a 100-ton flotation mill in Lefthand Canyon near Gold Hill; and a custom sampling punt, the Boulder Ore Sampling Works, at Boulder, Colo.

Several evaluations were made by Modified Rhyme Test (MRT) word lists transmitted through various simulations of the Trapped-Miner Communication System being developed by the U.S. Bureau of Mines. The tests were performed in a "single blind? situation so that the evaluators would not be biased by knowing the characteristics of the system being simulated. A computer program was developed to provide a simulation of the electrical aspects of the communication system and to provide an evaluation by calculation of the articulation index (AI). The study indicates that communication through the presently proposed system will be somewhat unreliable at depths as great as 300 metre even with the system operating at maximum effeciency.

A jet pump injector was developed and successfully tested, thereby demonstrating the feasibility of a jet injector for introducing coarse coal into an operating slurry face haulage system: In Phase I a variety of injection concepts were evaluated, and the jet pump was identified as best, due to its simplicity, compactness and performance potential. In Phase IIA subscale jet pump injector tests were conducted, and a computer model of a jet pump injector was developed whose performance predictions correlated well with subscale test results. In Phase IIB various system configurations were defined for integrating a jet pump injector into a fully operational underground coarse slurry face haulage system, further highlighting the feasibility and practicality of such a system. In Phase III a full-scale mobile haulage vehicle embodying a jet pump injector and coal sizing equipment was detail designed into a practical vehicle with attractive performance characteristics. More importantly, fully operational full scale jet pump injector -and feeder/breaker subassemblies were tested and proven successful in their ability to down-size coal to 3" in all 3 dimensions and to consistantly provide slurry of 4217 weight concentration at 6.4 TPM throughput under a wide range of operating conditions including zero to maximum feed rate within 5 seconds.

A survey of previous underground mine fires revealed a number of reported fires may have been caused by malfunctioning stationary electrical equipment. Therefore, an evaluation of conventional fire protection systems was conducted to determine their usefulness in the protection of this equipment. To simplify the problem and facilitate the handling of data, the under-ground mine was divided into nine work areas. Representative combustibles and associated hazards characteristic of each area were identified. Conventionally available fire protection systems were then examined and evaluated to determine engineering and cost feasibility, effectiveness and reliability for the development of fire protection guidelines which could be used within the nine areas of interest.

The U.S. Bureau of Mines mine fIre diagnostic methodology to locate and monitor fIres in abandoned mines and waste banks is based on the controlled sampling of the mine atmosphere to determine changes in the concentration of hydrocarbons desorbed from heated coal. To provide background data for this methodology, a laboratory study was conducted in which samples of coal and coal waste were heated under controlled conditions. Gas samples from the combustion furnace were analyzed for standard gases CO2 and CO and for the C1 to Cs hydrocarbons. In all tests, the concentration of desorbed hydrocarbons increased during heating and decreased during cooling. A dimensionless hydrocarbon ratio, Rl, was developed as the signature for heated coal. For bituminous coals, the value of Rl increases during heating of coal samples and decreases during cooling of the same samples. Generally, Rl values of 100 or more indicate coal sample temperatures of at least 100° C. The emission of higher molecular weight hydrocarbons from anthracite samples was very low, resulting in relatively low Rl values at all temperatures. Data from fIeld projects confIrmed these results.

"In 1912 bauxite was discovered in the Andersonville district, which lies in the 28th and 29th land districts of Georgia and comprises parts of Sumter, Macon, and Schley Counties. Mining was begun in May 1914 by the Republic Mining & Manufacturing Co. Considerable ore has been produced in this region since that time by individual interests and by the American Cyanamid & Chemical Corp., which acquired the property formerly owned by the Republic Co.The area was examined in the fall of 1941 by representatives of the Bureau of Mines and the Geological Survey, after which a prospecting program was begun by the Bureau. Drilling was started on December 26, 1941, and continued until November 18, 1943. A total of 1,192 holes was drilled in the district, and 3,679 samples were taken and analyzed.Mineral exploration agreements were signed by 146 property owners covering 42,128 acres. Holes were drilled on 121 of these properties, which have a total area of 38,778 acres.Drilling under this project disclosed several new deposits, of which four have been completely delimited. Previous prospecting in this area by mining companies did not find bauxite, as it lies under heavy overburden. Work by the Bureau indicates 14,412,000 long tons of ore containing 30 percent or more alumina. The total tonnage is divided as follows:Georgia State Highway Routes 26 and 4-9 traverse the district. The Central of Georgia Railroad passes through the center of the entire district (see fig. 1).The project was initiated by J. R. Thoenen, supervising engineer, Non-metals Mining Section, Mining Division, Bureau of Mines. It was under his general supervision until July 1942, after which it was under the general supervision of E. J. Lintner and Rowe McCrae, district engineers for Georgia, South Carolina, and Flordia, respectively.John C. Feeley, Jr., was project engineer from December 1941 to April 1942. Other engineers who assisted in the work on the project are R. E. Babcock, T. M. Romslo, Don M. Coulter, and Walter T. Lewiecki.Acknowledgment is due the metallurgical staffs at College Park, Md., and Tuscaloosa, Ala., for analyses of samples and beneficiation tests.Acknowledgment is also expressed to Alfred D. Zapp, M. W. Harris, Elmer Kneedler,and Parke D. "INTRODUCTION This report is the first of several dealing with the application of flotation methods for beneficiating the calcareous and siliceous red iron ores and ferruginous sandstones of the Birmingham district. The flotation study was part of a general investigation of the concentratability of various iron ores of Alabama and other Southeastern States undertaken by the Southern Experiment Station of the Bureau of Mines, United States Department of the Interior, in cooperation with the University of Alabama, Tuscaloosa, Ala.Batch testing and pilot-plant flotation testing of the calcareous red ores of the Birmingham district have been in progress for several years, and although some phases of the study are not yet completed, enough data are available to indicate that many of the ores will yield marketable-grade concentrates with good recovery.The first flotation tests on the calcareous red ores employing conventional methods either the iron oxides or the siliceous gangue materials failed to give the desired results. The inferior separations obtained or prohibitive reagent requirements made the methods unattractive. Other more effective flotation methods were sought. A laboratory study of various reagents was undertaken. It resulted in the development of two attractive methods embracing anionic flotation of the activated siliceous gangue from the retarded iron oxides. The methods were similar in that fatty acid or soap-collecting agents were employed in strongly alkaline pulps to float the naturally activated quartz from the iron-ore pulps. The methods differed, however, in the addition agent employed to retard the hematite or hematite and calcite. By proper choice and quantity of the addition agent, the calcite could be floated with the quartz or retarded with the hematite as desired. Ability to recover or reject the calcite gives added flexibility to the separation. Although the methods have their limitations and cannot be considered ""cure-alls,"" they have given encouraging results on a number of calcareous red ores that heretofore proved difficult to concentrate by conventional flotation procedures."

Prier to the date of this contract, Ocean Energy had developed and demonstrated a high efficiency fluorescent caplamp which operated from a standard 4 volt miner's caplamp battery. This unit produced about five times the light output of the standard incandescent miner's caplamp. The Company believed that the major market for this unique caplamp was in the industrial and municipal applications. Because of the additional safety requirements for coal mining use, and in conjunction with the much smaller market in the mining industry, the additional expense and difficulty of modifying this caplamp to comply with the Federal and State coal mine regulations were not considered at that time. Recognizing the potential of this lamp for improving illumination conditions for underground coal mining, the US Bureau of Mines contracted with Ocean Energy to make the required modifications to this lamp to bring it into compliance with the Federal and State of Pennsylvania regulations, and thereby, make this lamp available to the anthracite and bituminous coal mining industry. At the outset of the contract, the injection molds for the caplamp housing were being completed, and only prototype, hand fabricated, units were available for tests. The Bureau evaluated these prototype units and formulated a performance specification for the miner's version. Light level and distribution, weight, size, angle of tilt, and operating duration were all specified. In addition, it was required that the caplamp be com¬patible with existin charging equipment at the mines and that the final design be in full compliance with MESA Schedule 6D and he ultimately approved by MESA, Approval and Testing, as well as by the Pennsylvania Bureau of Deep Mine Safety. The scope of this contract covered the modifications required to achieve these objectives. It was agreed by the Bureau that all rights to the lamp, including design, material combinations, circuitry, etc. would remain with Ocean Energy. The charger/adapter system and components, which were developed under contract funds, are disclosed hero and become public knowledge and property. Patent applications have been filed by Ocean Energy to protect the mechanical and electrical design aspects of the lamp. It should be noted that this report contains details, designs and data which may be covered by one or more Ocean Energy patent applications, and disclosure herein is made only to provide better understanding of the contract results.

A statistical technique, useful to analyze assay and other data characterized by location in three dimensions, is described in this Bureau of Mines report. If present, trends in the data are defined for the purposes of improving ore estimation, predicting ore beyond existing workings, and aiding geological interpretation. The technique is to fit linear and quadratic polynomial equations to the data through the statistical method of regression analysis. The fitted linear equations have the geometric form of hyperplanes; the fitted quadratic equations have the geometric form of ellipsoids or elliptic hyperboloids of one or two sheets. To visualize these three-dimensional forms, contour maps of a series of plane sections through the fitted surfaces are plotted. Both the fitting of the polynomial equations and the plotting of the con-tour maps are done by electronic computer to facilitate calculations and to obtain accurate results. Computer programs are described in appendixes. Methods employed are illustrated by an example analysis) based on data from a part of the Fresnillo mine) Zacatecas, Mexico.
