"Effective January 1, 1990, mines in British Columbia are subject to a new provincial mining tax statute, the Mineral Tax Act. Under this Act, mines are subject to a two-tier tax system, with a minimum tax payable on ""net current proceeds"" and a higher tax paid on net income. For many mines, the present value of tax paid under the new rules should be comparable to the amount paid under the old rules. Earlier cash payments could pose difficulties, particularly for smaller mines, but existing producing mines could benefit in the short-term.IntroductionEffective January 1, 1990, British Columbia has replaced the provincial mining tax regime under the Mineral Resources Tax Act with a new system under the Mineral Tax Act. The new rules borrow some ideas from other provinces (New Brunswick's two-tier concept, and Saskatchewan's indexed costs) with a view to levying a tax that is fairer to both the producer and the province."

Introduction In this paper it is proposed to review the history of petroleum geology in western Canada, to discuss some of the main events which have affected its progress, to mention its relationship to the petroleum industry, and, finally, to appraise its present status and possible future importance. It will be useful first to consider the meanings of the terms petroleum geology, petroleum geologist, and the petroleum geology of a terrain. Petroleum Geology. - In simplest terms, geology is the science of the earth. Hence petroleum geology is the science of that portion of the earth that encloses pools of petroleum. The systematic delineation and study of stratigraphic geology began about 1820. The systematic development and study of petroleum geology started about 1910. It is a relatively immature branch of geology. Petroleum Geologist. - This term may be applied to a fully qualified geologist who is engaged for a time, be it a job, a contract, or a lifetime, in the work of finding and developing deposits of petroleum and related substances. No man may properly be called a petroleum geologist who is not first a fully qualified geologist.

In recent years, a number of significant developments have occurred in the steel industry which are no-table and of general interest. This paper is confined to the steel-melting phase of the business. The development of high production rates on Stelco's Basic Open Hearth furnaces is chronologically summarized. Al-though various aspects of this subject have been presented previously, this paper summarizes the developments in high fuel rates, the usage of basic refractories, low and high oxygen rates and hearth maintenance. Background T HE interest which has been shown in steelmaking techniques in the past few years has been due, primarily, to the extremely high production rates obtained. Upon further study of the facilities and techniques employed to generate this steel at record rates, tonnage oxygen appears as the common factor. It can be stated that tonnage oxy-gen has revolutionized steelmaking techniques to a degree never before encountered. It was only about ten years ago that the use of large amounts of pure oxygen in a steelmaking

The metalliferous deposits of British Columbia are largely confined to that portion of the Cordilleran province lying west of the Rocky Mountain trench. Massive sulphides in the coastal area carry important copper •values together with lead and zinc and are composed mainly of pyrite which replaces schists or shear zones. The massive sulphide ore of the interior, on the other hand, contains lead and zinc with little copper. Pyrrhotite rather than pyrite is... the dominant metallic and deposition took place through selective replacement of sedimentary beds.

"The asbestos orebody is contained within ultrabasic rocks of Precambrian age, being located in the continuous permafrost zone of the Quebec Ungava Peninsula, some 300 miles north of the tree line at approximate latitude 61'49' and longitude 73°58'.The asbestos deposit is at the western tip of a folded ultrabasic sill complex which trends northeast and covers an elliptical area 4.5 miles wide by 15 miles long. Locally. the asbestos occurs in. a completely serpentinized dunite rock. The principal rock types in the vicinity of the ore-body originally consisted of dunite, peridotite and pyroxenite, all of which have experienced at least two periods of alteration, so that no fresh rock now remains.The main ore zone in the open pit is approximately one quarter mile in length, 150 to 200 feet in width, and plunges at 25 to 30 degrees in a northeast direction below surface, to a vertical depth of at least 1,200 feet, Consider¬able tectonic activity resulted in favourable structural conditions which culminated in the formation of the ore zone in its present form.The deposit consists principally of cross-fibre ""gash type"" veins which vary in length from several inches to several feet. The principal fibre vein direction is parallel to the dip of the enclosing serpentinized dunite and sill complex.Some of the problems encountered during diamond drill¬ing in permafrost are briefly discussed."

"Copper electrodeposition from synthetic and authentic acid mine drainage (AMD) is inhibited by ferric iron (Fe(III)), through re-oxidation of copper. Polarization to –2.5 V versus standard hydrogen electrode prevents the dissolution of predeposited copper from the cathode. Above pH 1, copper deposition is independent of Fe(III) concentration to approximately 25 g/L. Fe(III) is reduced to ferrous iron (Fe(II)), with a high combined current efficiency for iron and copper reduction. In a divided cell, the conversion of Fe(III) to Fe(II) is almost quantitative, with efficient transfer of acidity from catholyte to anolyte. Prospects for developing electrochemical technology for complete remediation of AMD are discussed.RÉSUMÉ En raison de la réoxydation du cuivre, le fer ferrique (Fe(III)) nuit à l’électrodéposition du cuivre à partir de drainage minier acide (DMA) véritable et synthétique. Une polarisation à -2,5 V par rapport à l’électrode standard d’hydrogène empêche la dissolution du cuivre déjà déposé de la cathode. Reducing accident rates keeps getting more and more complex as the usual tools enter a curve of diminishing results. Fortunately, nothing modifies behaviour in a stronger and wider way than having a robust safety culture. On the other hand, managing cultural change is difficult and the risk of back-fire is very high, especially if the workforce does not trust our intentions. A personalized approach of well chosen and targeted actions tends to be the only yet difficult option. We have found, via experience in the metallurgy and chemistry industries, a way of preparing the company and the workforce to accept these sorts of culture changing measures faster and easier. Using company-wide changes based on workplace perception, yields the most optimal acceptance. It is based in the principle that we all use clues in our environment as guides to choose our behaviour. So, controlling the perception that our workplace generates can affect behaviour and simplify our task before it even starts. It is a matter of using the tools that other disciplines such as marketing, social engineering and architecture bring to us and adapting them to a very defined objective: Having our installations “sell” safety so that our people unconsciously believe that they must adapt to safety values in order to “do well” in said environment. INTRODUCTION After decades of improvements in accident rates, we are understandably hitting a diminishing results curve: most actions that spectacularly reduced accidents in the past (e.g., Innovation in Personal Protection equipment, adapting international standards and legislation, and innovative safety programs; Figure 1) now hardly get us the exponential gains we saw years back, regardless of the investment we put on them. Furthermore, the improvements in safety of the last 3 decades have been creating new sets of issues that start to show their face such as: By reducing accidents we can create feelings of invulnerability as we lose view of the consequences. With innovative protection equipment we increase Risk Homeostasis, meaning that people behave in a more dangerous way in order to maintain a constant level of risk in their lives (Getting closer to fire after getting better fire-proof garments for example). Too much Legislation can create a feeling of disengagement from personal responsibility. And despite improvements, we haven’t really solved the production vs safety confrontation, it is now stigmatized and less visible, yet it tends to reappear in moments of weakness.

"This paper describes development of an integrated chloride process for separation and purification of REEs. The process includes atmospheric leaching of ore/concentrate with mixed chloride lixiviant containing HCl and MgCl2 followed by bulk recovery of REEs, dissolution of the bulk intermediate product, and separation of individual REEs by solvent extraction (SX) process steps. Mixed chloride leaching technology provides the opportunity to regenerate the lixiviant, while the addition of MgCl2 in HCl enhances the hydrogen ion activity by orders of magnitude increasing REE extraction efficiency at a lower concentration of HCl. An individual REE separation process developed by Innovation Metals Corp. is being piloted at a state-of-the-art facility at Process Research ORTECH Inc. in Mississauga, Ontario, Canada. The SX process includes the separation of light REEs (La – Nd), medium REEs (Sm – Gd) and heavy REEs (Tb – Lu plus Y) from leach liquor followed by individual REE separation. Each SX circuit proceeds by multistage extraction followed by scrubbing and stripping. The process is chloride based and reagents are recycled, reducing waste generation and optimizing water usage to reduce environmental impact.INTRODUCTIONRare earth elements (La to Lu plus Y) exhibit a range of unique magnetic, electronic, catalytic and optical properties. Due to these special properties, the application of REEs is increasing and they are found in components for wind power generation, hybrid electric cars, catalytic converters, and many electronic devices.Rare earth elements (REEs) are commonly divided in two groups: light rare earth elements (LREEs) and heavy rare earth elements (HREEs). Light rare earth elements include elements from lanthanum (La) to neodymium (Nd). Although promethium (Pm) is considered an LREE it is unstable and scarcely occurs in nature and is generally excluded. Heavy rare earth elements include elements from samarium (Sm) to lutetium (Lu) plus yttrium. Although rare earth elements are not rare and the rare earth oxides are scattered around the globe, over 95% of REEs+Y are currently produced in China (Pitts, 2011). On one hand the Chinese government is restricting the export of rare earth elements and on the other hand the demand for REEs+Y is increasing in the rest of the world. This has created an imbalance in the supply and demand of rare earth elements and has led to a rush for developing new rare earth projects."

Pyrrhotite (Po) is widely considered to be the most significant mineral in the self-heating of sulphides. It is therefore desirable to determine the amount of Po in mineral samples. This is commonly accomplished through x-ray diffraction (XRD) or quantitative evaluation of materials by scanning electron microscopy (QEM-SEM). This paper introduces another quantitative method based on Mossbauer analysis that requires limited sample preparation and has the additional potential to detect the sulphur/iron ratio within Po. The technique is explored using pentlandite/pyrrhotite mixtures.

"The Dubawnt Group consists of continental sedimentary and volcanic rocks which fill structural depressions - Baker Lake Basin, Yathkyed Lake and Angikuni Lake subbasins- whose evolution was controlled by late Aphebian extension, between 1.9-1.8 Ga. Structurally controlled uranium mineralization having the signature U + Mo + Ag + Pb + Cu ± Zn is spatially related to (i) intersecting fault systems that record multiple movements, (ii) chemically reactive lithologies containing sulphide, chlorite or graphite/ carbonaceous matter in the Archean and Aphebian basement complex and as alkaline volcanics of the overlying Dubawnt Group and (iii) areas containing thick successions of basal Dubawnt Group red clastic sediments.The most significant uranium occurrence found to date is the Lac Cinquante deposit, which contains 14 million pounds U3O8 of drill-indicated reserves. Mineralization is hosted in Archean meta-volcanic and metasedimentary rocks of the Henik Group adjacent to the basal Dubawnt unconformity in the northeastern A ngikuni Lake subbasin and occurs as plunging pods in and peripheral to a fractured and brecciated tuffaceous meta-sediment- sulphide+ carbonaceous exhalite. This deposit exhibits many features typified by the classical vein deposit at Beaverlodge, northern Saskatchewan.Epigenetic stratabound U + Cu + Ag ± Mo mineralization, typified by the 74-1E prospect in the eastern Baker Lake Basin, is hosted in thermally altered Kazan redbeds adjacent to alkaline dykes.At the eastern end of the Baker Lake Basin, small prospects having an elemental signature U + Se + Cu + Ag +Au are interpreted as unconformity-related mineralization associated with the Helikian The/on Basin.The Dubawnt Group rocks of the Baker Lake Basin, subbasins and adjacent basement complex contain uranium mineralization of two eras- Late Aphebian and Helikian."

A business case must be holistic, including all elements of scope that can impinge on project risk and value.

"THE OBSERVATIONS that follow are confined to simple wet cyclones such as the cylindro-conical unit developed by the Dutch States Mines and marketed in America under the trademark 'Dorr-Clone'. Energy to do the work comes from the inlet velocity of the feed slurry, which is usually pumped' to the unit by a centrifugal pump.Such cyclones are simply classifiers of enormous capacity and depend for their separating effect on differences in rates of particle settlement. These particle settling rates, of course, vary with particle size, particle density, particle shape, pulp viscosity, and pulp density.The dilution of the overflow product affects both pulp viscosity and pulp density. In most operations, the temperature and the composition of the liquid -hence its viscosity --are fixed, but both pulp viscosity and pulp density can be changed by changing pulp dilution.Since the separating effect depends on differences in rates of particle setting, a perfect split with 100 per cent of the particles coarser than a given size in the underflow and 100 per cent of the finer sizes in the overflow is not possible. Just how far the separation departs from this perfection can be calculated rather exactly from the following principles, which also apply to mechanical classifiers. In removing or settling out of the overflow product all particles up to a specified size, some of the finer particles must settle out simultaneously."

IN the year 1933, workings at the No. 12 colliery, New Waterford, of the Dominion Coal Company, Limited, had advanced to a point where additional ventilation would soon be required. Furthermore, development of the mine was being .made to practically double the output of coal. Consequently, authorization was given to sink a shaft to the workings. The location selected is on the west side of the mine, about one and a half miles from the slope mouth and on the Low Point shore, some 250 feet from high-water mark. The cliff at this point is 40 feet high, with the land rising on a slope of about 5 per cent to the shaft. Figure 1 shows the location with reference to the colliery workings. The strata through which the shaft was to be sunk were pretty well known from diamond-drill borings previously made, and it was believed that water would be encountered to a depth of at least 250 feet to 300 feet. It was planned, therefore, to seal-off the water by the pumping of cement grout under high pressure. This method was considered to be the most economical means of handling the water during sinking, and would also result in a permanently dry shaft. Figure 2 shows a cross-section of the strata. The permanent shaft hoist and fan were to be electrically driven, which would necessitate the construction of a transmission line between the colliery and the shaft; therefore, it was arranged that the sinking equipment would have electric drive. As all equipment, materials used in construction, and supplies were to be hauled by truck, a roadway 1,800 feet long was required from the main highway to the site, and as heavy loads would be hauled during the fall, winter, and succeeding spring, this road was ballasted with 18 inches of clinkered material obtained from a burned culm bank one and a half miles distant. Actual field work was begun by the Company's own forces early in October. Work preparatory to sinking-in addition to the roadway and trans-mission line-included the construction of the reinforced-concrete shaft collar and fan drift connection; the permanent timber headframe (which was to be used also as the sinking headframe); the permanent reinforced-concrete building to house the shaft hoist and fan drive; and the erection of temporary buildings and installation of all equipment for sinking and lining the shaft and for cementation.

"The study undertaken aims to investigate an ice stope heating and cooling system for its potential to be implemented in sub-arctic mines, as a low carbon alternative to conventional natural gas and refrigeration chiller systems. Its performance was simulated for a years’ worth of data, taking into consideration hourly temperature data. Results showed that to supply the required heating and cooling loads, the ice stope system had to supplement its heating with natural heating. The techno-economic performance of this system was compared to that of a conventional heating and cooling system in a mine, with the ice stope thermal storage system hawing the lowest annuitized cost and significantly lower carbon emissions.INTRODUCTIONConventional heating and cooling, in a mine is implemented using natural gas heaters and chiller refrigeration systems respectively. This results in a significant portion of energy consumption in underground mines attributable to ventilation (De Souza, 2015), including the conditioning of the air to ensure that temperatures do not exceed work comfort standards (ACGIH, 2011). Especially at depth where heat could become a significant issue. An ice stope thermal storage, using ice as the storage medium is being proposed as an alternative to provide the heating and cooling—with the ice creation resulting in heating and the ice melting providing the cooling required. A techno-economic investigation of the two systems is undertaken to identify the capital and operating costs for the two systems, and to assess the ice stope’s potential to be considered a low cost and carbon solution for heating and cooling of mines in sub-arctic climates.NATURAL STORAGE SYSTEM – CONCEPT DEVELOPMENTThe concept for the natural storage system is developed from the ice stope at Frood-Stobie Mine, ON, Canada (Stachulak, 1991). The ice stope was developed for mine air heating, with the heating occurring by spraying warm return service water onto the cold intake air—resulting in the air temperature increasing and ice being created in the stope. In summer this ice was melted by passing warm air on top of it, resulting in slight cooling of the air but no significant temperature difference which could allow effective cooling. A schematic of the Frood-Stobie Mine ice stope is provided in Figure 1."

"Recycling polymer based end-of-life materials as carbon resources for a partial replacement of coke/coal can make important contributions towards enhancing the environmental sustainability of steelmaking processes. An in-depth high temperature (1550°C) investigation has been carried on waste CDs/DVDs focussed specifically on char generation, characterization and dissolution into molten iron. The simultaneous presence of carbon and oxygen in polymeric chains on polycarbonate substrates resulted in the generation of a significant pore structure and exposed surfaces. Carbon dissolution studies into molten iron were carried out on the raw polymer as well on chars; high levels of carbon pick-up were observed in both cases after 15 minutes of contact at high temperatures. INTRODUCTIONOver the past sixty years, plastics have played an important part of our daily lives and are being increasingly used in all aspects of the global economy. More than 260 million tons of plastics are produced annually worldwide. Their rapid growth and extensive utilization with a short life span (such as packaging) has created a massive waste problem. Although the waste plastic component in municipal solid waste (MSW) amounts to only about 10 %, plastics have a high volume-to-weight ratio and these are generally not biodegradable. In Australia, ~19.20 % of plastics were recycled in 2009-2010 (PACIA, 2010); with the total consumption being estimated at 1,501,258 tonnes, 288,194 tonnes of plastics were recycled. There are serious environmental concerns with the two key waste management options, i.e. land filling and incineration, and there exists an urgent need for developing alternative recycling approaches. In this paper, we focus our attention on recycling waste CDs/DVDs polycarbonate substrates as a carbon resource in steelmaking.CDs/DVDs used for music/data/image are made from aromatic polycarbonate resin (hereafter abbreviated PC). This resin is also widely used as an engineering plastic in applications such as automobiles, mobile phones, notebook type personal computers, cameras & video cameras, electric & electronic appliances, fire equipment, life & living goods, roofing sheets, etc. High consumption and growth (~10% annually) of PC utilization is attributed to its excellent properties such as outstanding impact resistance, transparency, heat resistance, and dimensional stability. "Valuation methods are well established for mineral properties with production or imminent production, and include discounted cash flow and comparable transactions. Valuation methods for non-producing mineral properties, however, are more subjective. Non-producing mineral properties include those at various stages of exploration, properties at the prefeasibility or feasibility stage, properties with currently uneconomic mineral resources, and past-producers. Different valuation methods may be appropriate for different types of mineral properties.Income approach methods such as discounted cash flow and option pricing are generally not applicable to properties at the exploration stage. The market approach is generally appropriate to all types of mineral properties, although it is difficult to find good comparables because of the unique nature of mineral properties and the small number of transactions. Cost approach methods, such as appraised value and geoscience factor, are commonly used for exploration stage properties.Canadian standards and guidelines for valuation of mineral properties are in the process of being finalized by a Special Committee of the Canadian Institute of Mining, Metallurgy and Petroleum (CIMVal Committee). The CIMVal Standards are intended to be consistent with National Instrument 43-101, which sets regulatory standards of disclosure for mineral projects, and with International Valuation Standards. The intent of the CIMVal Standards and Guidelines is that mineral property valuation be carried out by appropriately qualified individuals and that all relevant information be disclosed."

"The factors constraining productivity in the mining of narrow vein ore deposits are numerous and often interdependent. This paper concerns mining techniques capable of reducing some of these constraints in the case of vein deposits whose dip is less than 45 degrees. Modifications of conventional mining methods as well as suggested new developments are presented, as are matters pertaining to the mechanization of operations as a mean of increasing both productivity and work safety. IntroductionThe mining of vein deposits, whose width (thickness) is generally less than 2 metres and whose dip is often variable, calls for the use of varying stoping procedures as well as appropriate infrastructure and equipment. In the case of intermediate dips (15 degrees to 45 degrees), it is generally conceded that the degree of mechanization is limited and that ore removal via gravity is impossible. This paper proposes certain innovations in matters of equipment use and stoping methods, together with certain technical data pertaining to the application of these new procedures Stoping MethodsTo mine vein deposits, one must choose a method that can adapt to irregular ore limits and allow, as well, for good ore recovery with as little dilution as possible. In addition, it is important to minimize development work in waste rock. In principle, one selects a method that is both safe and profitable; this method will be defined mainly by the nature of the vein deposit and its dip, by the competency of the rock formations and by certain technical considerations. Moreover, the stoping procedure in a given deposit may well change with time as a function of new layouts or new equipment."

"Rocks of the Grenville Province in southeastern Ontario are currently largely dismissed by many geologists as having little or no potential for discovery of significant deposits of metallic minerals. The present study demonstrates that the area contains numerous deposit types which elsewhere are major metal producers. Therefore, there is significant unrealized potential, especially for gold, zinc, uranium, and possibly copper.The variety of deposits of metallic mineralization include stratiform zinc in marbles; stratabound base metal sulphides in volcanic and sedimentary hosts; gold-quartz veins; quartzmagnetite iron formation; copper-nickel and iron-titanium in intrusive rocks; magnetite skarns; molybdenum in skarns and pegmatites; uranium and thorium in pegmatites, veins, and calc-silicate gneisses; hematite veins; dolomite marbles (magnesium); and barite-jluorite-celestite-galena-calcite veins. There has been significant production of iron, lead, zinc, magnesium, gold, silver, and uranium.The vast majority of the metallic mineral deposits are confined to late Precambrian supracrustal and related intrusive rocks of the Grenville Supergroup. Many of the deposits are stratiform and/or stratabound and occur within units toward the top of major volcanic successions and in the lower portions of younger carbonate-clastic sedimentary successions.Processes responsible for mineral concentration in the area include: (I) syngenetic hydrothermal activity related to both volcanism and sedimentation; (2) epigenetic processes related to diagenesis, regional metamorphism, and igneous intrusive activity; (3) magmatic processes related to igneous intrusions; and (4) supergene concentration and enrichment. The genetic classification of the mineral deposits presented is based on observed geological relationships and these interpreted geneses. The deposit types have counterparts in volcanogenic and sedimentary exhalative, Mississippi Valley type, magmatic, contact metasomatic, and lode gold deposits. Many of the exploration criteria for deposits of these types may be applicable in the Grenville Province, despite the generally high metamorphic grades and complex deformation."

Over the past 30 years, underground paste backfill systems have been implemented across the globe in many configurations, each with a primary focus of providing high quality backfill to enhance mine operations. However, a number of key design drivers are not always well understood within design engineering firms that occasionally undertake this work, leaving opportunities on the table. Perhaps not always obvious to those newly embracing paste technology, identifying key drivers and opportunities attainable through a paste backfill system is generally not straightforward, requiring innovative approaches to securing higher productivity, availability, performance, maintainability, and operator health and safety. This paper describes a number of applications and audits of paste backfill systems for several challenging mine operations. Key challenges include iterative design aspects of availability of good backfill materials, plant location and configuration, general arrangement, and binder receiving/storage systems.

Abstract Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. The nature and magnitude of vibrations from various sources have been investigated and certain applications of the knowledge thus gained have been made. Vibrations from blasting have been measured on special equipment over a range from an electric blasting cap at a few feet, through the largest quarry shot in history to date ( 1,-362,985 lb.), to the first atomic bomb, in uew Mexico on July 16th, 1945. Laws relating amount of explosive to amount of vibration at different distances have been developed and tested. Special studies have been made of the effects of vibrations on buildings, particularly from the standpoint of possible structural damage. Recorded vibrations are used to study the effects of modern short-period delay shooting. It ?has been found that short-period delay firing is extremely effective in reducing vibrations under the right conditions, but with certain limitations. In quarry shooting, there appears to be a minimum number of holes below which vibrations are not appreciably reduced by short-period delay firing. In several instances this minimum has been near 7. Vibrations in the ground from rock bursts and the effects of mining in stresesd ground have been studied both underground and on the surface in a search for a rock burst warning system. Introduction Earthborne vibrations from blasting and other sources, including rock bursts, can now be recorded effectively. Analyses of blasting records have been yielding increasing funds of information of practical as well as theoretical interest. The nature and magnitude of the vibrations have been investigated with special reference to their effects on structures.
