"Starting January 1, 1987 employers, employees, and other taxpayers are confronted with a new set of rules dealing with the taxation of travel and housing benefits relating to isolated posts in Canada, and tax deductions relating thereto. The new rules may not be the simplest in the world, but they are reasonably fair and at least offer a hitherto unknown degree of certainty as to how such allowances are to be treated. IntroductionThe first shoe fell on February 26, 1986 when Finance Minister Michael Wilson' s first budget presented the framework for the future tax treatment of travel and housing benefits (so-called ""northern allowances"") provided to residents in remote regions of Canada. The second shoe fell some ten months later on December 22, 1986 when the Minister of Finance filled in the earlier announced framework with detailed rules. We now have a complete picture of the tax treatment of northern allowances. Here is what the picture looks like with effect from January 1, 1987.According to Revenue Canada, the net housing benefit to employees will be equal to the value of the accommodation provided, less any rent they have paid. In major centres such as Yellowknife and Whitehorse, having a developed rental housing market, the benefit amount will be based on the fair market value of the rental accommodation in that location. In other areas, employers will be required to value the housing benefits and, to assist employers, Revenue Canada has provided the following guidelines: Common shelter- $100 per month including the value of subsidized utilities Apartment! duplex-$270 per month excluding the value of subsidized utilities, or $400 per month including the value of subsidized utilities House-$450 per month excluding the value of subsidized utilities, or $650 per month in- c1uding the value of subsidized utilities.The amounts established as the values of accommodation will be adjusted annually after 1987 based on the housing component of the Consumer Price Index."

"Audrey Resources' Mobrun Mine is located in Dufresnoy Township some 30 km to the northeast of Rouyn-Noranda. The Mobrun tine deposits consist of two major massive sulphide lenses; the newly discovered 1100 lens located 450 m south of the Main zone, and one ntellite lens, the 850-870-930 complex.The 1100 lens is hosted in a large pyroclastic unit bounded to the mouth by rhyolite and andesite flows and by a thick rhyolite unit to the art h. stratigraphically belon the three lenses. It consists of approximately 15 Mt of massive sulphide, of which 10.4 Mt are of economic ade. The Main lens lies comformably above thick rhyolite flows, ecciated and pyritized by the sulphide horizon, and is overlain by ttercalated ash tuffs and rhyolites which host the over-lying satellite ns. The Main lens consists of 3,3 Mt of massive sulphide, of which 523 000 tgrade0.80% Cu, 2.44%Zn,30.19 g/t Ag, and2.2 g/t Au he richer satellite lens (180 000 t) is part of the same volcanic stem and resulted from a resurgence of hydrothermal activity. ructure played a role in the final geometry of the deposits but did not eatly affect the volcanogenic and stratabound nature of the lens. Total production since the start of operations in 1985 amounts to 58 000 t and is restricted to the Main lens. One of the oldest settled portions of Canada is that "strip of land" extending into the Gulf of St. Lawrence, known as the Gaspe peninsula, with the Bay of Chaleur on its southern boundary. This "strip of land" is still so very sparcely populated that only at a few places does settlement extend more than a few miles from the coast. ? The peninsula is 160 miles long, 75 miles wide and with the exception of the above mentioned settlements is a mountainous wildness-void of all roads or inhabitants. Developments in the interior, of all nature, out-side of the cutting of timber by limit holders, was entirely lacking until the year 1915, when mining was first commenced. In the summer of 1844 Sir William Logan made a preliminary survey across the peninsula, from Cape Chat on the Gulf of St. Lawrence to Cascapedia on the Bay of Chaleur, passing through a country ?of which very little was known at that time. After a rather rough trip to the headwaters of the Grand Cascapedia river, Logan's party descended this river to its mouth, passing ten miles west of what is now known as the Federal mines. There is no record of Logan, or of any of his party, finding zinc or lead ores of any character on their journey across the peninsula, and until 1909 no precious or base metals were discovered within reasonable distance of Logan's survey.

"Petro-Canada's project investigative and experimental underground work in the Galt coal seam at Kipp, Alberta included the construction of an emergency egress and ventilation raise from surface.The Galt coal seam is 206 m below the surface and covered by 8 m of shale, sandstone and clay beds of the Oldman Formation, 128 m of shale, bentonite beds and sandstone of the Bearpaw Formation, and 70 m of glacial till and basal gravel. Free water was encountered from sand lenses in the glacial till and the basal gravel.Excavation for the ventilation raise was a nominal 2 m diameter and it was lined with a welded, continuous, steel liner of 1.2 m 1.D.Excavation in the glacial till was carried out with a surface bucket drill rig combined with hand mining. Ground support in the glacial till consisted of liner plates and backfill grout. The Bearpaw and Oldman formations were excavated by employing standard raise boring techniques. The individual liner sections of the continuous steel liner were assembled on surface and the entire liner column was lowered into the raise by employing hydraulic lift climbers. The liner column was back-filled with concrete.IntroductionThe Lethbridge Coal Field comprises an area of approximately 1 165 square km in the vicinity of Lethbridge in southern Alberta. Pacific Petroleums Ltd. proposed in a Preliminary Disclosure in January 1979 ""to open an experimental mine prior to development of a producing underground mine with an initial rate of 540,000 tonnes per year"". A 2 900-hectare group of leases in the Kipp-Coalhurst area was selected as the primary target for the Kipp experimental mine. The scope of work for the experimental mine included the construction of an access shaft with production capabilities, the construction of a ventilation and emergency exit raise, drive-ages in coal to yield a bulk sample, gathering of geotechnical information and the testing of experimental mining methods."

Sand and gravel resources of the southern coastal region of British Columbia may be linked to various episodes of Wisconsin glaciation. During Wisconsin and probably earlier times, the Fraser Lowland and coastal areas were subjected to repeated glaciations separated by non-glacial intervals. Each major glaciation was accompanied by isostatic and eustatic changes in sea level up to 200 m or more. As a result, the Lowland was covered by the sea during much of Quaternary time. Because the Fraser Lowland is surrounded on two sides by high mountain ranges, glaciers terminated in the sea during their maximum advance. Therefore, meltwaters released during deglaciation, together wit h retreating glacier ice, could produce widespread and extensive sand and gravel deposits both along the coast and throughout the Fraser Lowland and adjacent areas.

ABSTRACT: Falcon concentrators are enhanced gravity separators designed for concentrating fine particles. The Falcon UF model is unique in that it is dedicated to beneficiation of ultrafines, one key feature being that it does not make use of any fluidization water. We investigated the physics of particle transport inside Falcon concentrators, and concluded that separation efficiency is governed by differential settling velocity. We derived and published a predictive model of the partition function under dilute conditions. We intend to extend the initial model to concentrated ultrafine suspensions for application to industrial scenarios by adding hindered settling to account for solid concentration effects.

"Suggestions have been made that the appraisal of mining assets using discounted cash flow techniques should be based solely on proven and probable reserves in reliance upon the widespread international recognition of uniform resource definitions. Following a review of general accepted valuation principles, a survey of the literature and, most importantly, a review of real transactions in the open market, it is clear that valuators should not be constrained by the growing acceptance of modern mineral resource codes. On the contrary, valuation practitioners should be encouraged to examine all classes of mineralization and, after making due allowance for risk, to utilize all mineral resources as a basis for determining fair market value.INTRODUCTIONGreat strides have been made recently in achieving an international consensus on mineral reserve and resource definitions and classifications. The Australasian JORC code, the CIM code in Canada, the SME proposal in the United States and even a proposed code from the United Nations have all brought the objective within reach.Unfortunately, this success has led to another problem for mineral valuators. Certain securities regulators, tax collectors and their ilk have begun to expound on the opinion that discounted cash flow projections carried out to calculate net present values that would form the basis for a valuation determination should be based solely on proven and probable reserves. It was determined by the authors that the water that remains in the filter cake after filtration in iron ore concentrators can contain several hundred times greater concentrations of calcium ions and other cations, due to surface chemical effects carrying the ions along with the water. Filter cake from two plants was analyzed. The water retained in samples of magnetite concentrate filter cake in Plant 1 contained 5088 ppm calcium and 5995 ppm magnesium, while the Plant 2 filter cake contained 231 ppm calcium and 119 ppm magnesium. These levels were dramatically elevated compared to the water that was removed from the concentrate by filtration for recycle to the plants (9 ppm calcium/15 ppm magnesium for Plant 1, and 11.9 ppm calcium/9.3 ppm magnesium in Plant 2). In addition to possible effects on agglomeration performance, the presence of these cations also affected the efficiency of filtration. In order to reduce the effects of these cations on filtration in Plant 2, carbon dioxide was injected into the slurry before it entered the filter press. This was found to increase filtration rates by up to 23.7%. Comparison of the results from the two plants shows that the concentrations of cations present in the filter cake will vary greatly from plant to plant, with correspondingly large variations in their effects on plant operations.

The preparation of a paper read before this Society in 1927 on Undersea Mining led to representations to the Deputy Minister of Mines at Ottawa, Dr. Chas. Camsell, and to the Director of the Geological Survey and the Director of the Mines Branch, which resulted in the undertaking by these bodies of a geological, physical, and chemical survey of the Sydney coalfield, combined with revision of the geological maps, on all of which much progress has been made. Preliminary studies revealed the necessity for a new base-map on a scale that would permit the representation of the whole coalfield from cape Dauphin to Mira bay on one sheet, and in the making of this map the Geodetic and Topographical Surveys have collaborated, with the assistance of airplane surveys for filling-in of detail. The new map will show all the data accumulated by 50 years of active mining and will show also the extent of mine workings, with level-contours under the sea. Dr. W. A. Bell, of the Geological Survey, has, over a number of seasons, studied in the field the historical geology with the purpose of elucidating the sequence of earth movements that have determined the structure of the coalfields, especially those that have governed the course and extent of the complementary folds that traverse the Sydney coalfield. Dr. B. R. MacKay, of the Survey, and the officers of the Fuel Testing Laboratories at Ottawa have made exhaustive studies of the Phalen seam, chemical and microscopic, intended to elucidate the conditions under which this seam was deposited, and some very interesting conclusions have been reached.

THE prevention of silicosis by metallic aluminium has been reported by Denny, Robson, and Irwin in two papers. The first (1) was published in 1937; the second (2), in 1939. The results definitely established that silicosis was prevented in animals by the inhalation of small quantities of aluminium. The present communication records subsequent progress in this field of research. HARMLESSNESS OF ALUMINIUM Animal experiments having served their purpose, it became necessary to consider means to test the discovery on humans. A question for immediate consideration was: Is aluminium harmful to man when inhaled as a fine powder? While the animal experiments were reassuring, since they conclusively showed the powder to be innocuous when breathed by animals, it was, nevertheless, desirable to have additional reassurance with regard to its effect upon human beings. Through the courtesy of the Aluminum Company of America and especially the valued interest in this problem displayed by that Company's Director of Research, Dr. Francis C. Frary, a study was made of the records pertaining to the health of a group of 125 employees who had for many years been engaged in the manufacture of finely powdered, metallic aluminium for the paint and ink industries. The conditions were such that these employees had inhaled varying and oft-times very dense concentrations of this powder daily over periods ranging from 6 to 23 years, the average for the group being 12 years. X-ray pictures of their chests showed no abnormalities attributable to aluminium. Their general health seemed better than that of the 3,000 workers in other sections of the plant. In fact, the early films of three employees in this group of 125 showed shadows suggestive of minimal tuberculosis, which shadows were not discernible in films taken after considerable periods of exposure to aluminium powder. The harmlessness of aluminium was, by this study, reasonably well established at the outset, a finding subsequently verified by Ontario research on humans.

"Coals from the Corporation's Lingan and No. 26 mines are classified as high-volatile A bituminous, with a very low inherent ash and containing all essential properties to provide metallurgical coal, with the exception of a high sulphur content. Only through proper cleaning at low specific gravity can the pyritic sulphur fraction of the coal be liberated to an extent where final sulphur meets coking standards. This first section of the paper deals with the operation of a Dutch State Mines heavy-media cyclone circuit to achieve an actual separation in the region of 1.30 specific gravity. A discussion of the parameter of control which must be applied along with an appraisal of the results obtained is included in the paper.Introduction Very high fluidity and unusually low ash are the outstanding characteristics of coal from Devco's mines in the Harbour seam of the Sydney coal field. However, sulphur content, mainly pyritic, ranges from 1 to 2.50Jo. To obtain the low and consistent sulphur level required in metallurgical coking coals, preparation at low specific gravity is required. Metallurgical coke is used as the fuel in an iron blast furnace. Its sulphur content largely determines the quantity of slag required to remove it and therefore influences furnace productivity and unit costs. Typical data on the various coal properties of importance in the production of coke are included in Table 1."

"The Navan zinc-lead ore deposit (70 million tonnes) is hosted principally (97%) by the Meath Formation (Lower Carboniferous, Courceyan, Navan Group), comprising a lower, mainly carbonate mudstone unit, the Stackallan Member, and an upper grainstone-dominated unit. TheStackallan Member, about 60 m thick, comprises about 35 peritidal cycles including an oolitic grain-stone interval. Grainstones forming the upper part of the formation, about 150 m thick, comprise at least six shallowing-upward ramp cycles. Emergence horizons are indicated by subaerial dissolution surfaces, in situ breccias, and a single palaeosol.Most dolomitization at Navan is con?ned to the Meath Formation. The linear dolomite body,trending NE-SW, has a ?attened, laterally limited, tabular geometry in cross-section, suggesting that dolomitizing ?uids initially rose vertically, cross-cutting stratigraphic and sedimentological bound-aries, although ?uid ?ow was subsequently controlled by these features.Three stages of dolomitization are indicated by textural relationships, cathodoluminescence (CL),oxygen isotopes, and ?uid inclusion data. Stage 1 crystals, with generally dully luminescing cores and up to six overlying subsidiary zones, are the main replacive phase. Crystal surfaces are commonly corroded and overlain by bright stage 2 rhombs (which also form new nuclei lining molds and fractures). Three subsets of zones are present in stage 2 crystals: bright, non-luminescent, and dull; these are locally separated by additional corrosion surfaces. Stage 3 comprises relatively large baroque crystals, generally dully luminescent but with up to seven sub-zones. Isotopic and ?uid inclusion data suggest growth of successive stages from waters which became progressively hotter(60°–160°C).The distribution of the ores follows the dolomite trend. Ores were precipitated between Stages1 and 2 of dolomite growth, following Stage 2, and also during the nucleation and growth of Stage3 crystals. Dolomitization and mineralization appear to have been temporally and genetically related. The cyclic sedimentation of the host rocks, which accentuates lithological and petrographical contrasts between depositional units, controlled dolomitization. The relationship between dolomitization and mineralization, which is closely associated with faults, provides powerful exploration criteria. The recognition of these features in limestones elsewhere in the Irish ore ?eld may point toward unrecognized zinc-lead prospects."

The subject of capital and the Canadian mining industry is so broad as to be impossible of comprehensive treatment in brief form. The purpose of the present paper therefore will be only to outline in a meagre and somewhat sketchy way the nature and extent of the mineral industry in Canada and to point out those features which are likely to be of general public interest. Canada's mineral industry has a long and creditable production record. The? value of the output per capita rose from $2.23 in 1886 to a maximum of $26.40 in 1920 and the value of the products from ten million dollars in the former year to almost two hundred and twenty-eight million dollars in 1920. Compared with other primary industries and on the basis of the value of production, mining held third place in Canada in 1920, the premier position going to agriculture and the value of forestry production placing that industry second in the list. In the mineral industry, between six and seven thousand properties are operated annually giving employment to up- wards of sixty thousand employees to whom about seventy-five million dollars is paid in salaries and wages. During 1923, seventeen mineral products reached a production value of one million dollars or over in Canada and in order of the values assigned these were: coal, gold, nickel, cement, cop-per, silver, clay products, lead, asbestos, natural gas, stone, zinc, lime, cobalt, sand and gravel, gypsum and salt.

"Sulfide ore processing is characterized by significant losses of metals, for example, with flotation tailings. Therefore, flotation tailings can present an important source of metals. The treatment of flotation tailings is a technological issue due to low content of valuable metals (e.g. copper and zinc) and high iron content. The goal of the present work was to investigate extraction of base metals and gold from old flotation tailings containing 17% iron, 0.26% copper, 0.22% zinc, and 0.7 g/t gold. Chemical leaching in columns with 0.5 to 10% sulfuric acid solutions and bioleaching in air-lift percolators were used for the extraction of base metals. 1% H2SO4 provided high extraction of base metals and best selectivity. Recovery of copper and zinc reached 35% and 40%. Increasing H2SO4 concentration did not lead to significant increase in base metals extraction, but led to increased iron concentration in the pregnant solutions. The 1% H2SO4 leaching solid residues were used for further experiments. Acid leaching and bioleaching did not result in significant increase in base metals recovery. Leaching of the residue with 10% H2SO4 provided extraction of 4% copper and 20% zinc, and bioleaching for 100 days provided extraction of 16% copper and 12% zinc. The recovery of gold by cyanidation from the flotation tailings, the 1% H2SO4 leaching solid residue and residue of two-step acid leaching were 50, 49, and 65%, respectively. The results suggest that acid leaching can be effective approach for treatment of old flotation tailings.INTRODUCTIONAbout 80% of base metals (copper, nickel, zinc) are produced through pyrometallurgical treatment of sulfide ores. Mining and metallurgical treatments of sulfide ores are presently characterized by significant losses of non-ferrous and precious metals into the various wastes. For example, flotation of sulfidic ores yields formation sulfide flotation tailings. These wastes pose a problem not just because of their sheer volume, but some of them may affect local ecosystems. Nowadays, mining and metallurgical wastes can be considered as technogenical source of base metals."

"The Central Canada Potash facility, a division of Noranda Metal Industries Limited, is located 3 kilometres south of the junction of Highways 16 and 2, about 75 kilometres south-east of Saskatoon, Saskatchewan. The site occupies 26~ hectares of land and includes well-equipped machine and electrical _shops, a 325,000-tonne muriate storage and reclaim warehouse, a stores warehouse, processing plant (mill), two mine shafts (one for production, the other for servicing and personnel transport), as well as a two track product loading complex. Access to the site is by road and railway (CN and CP Rail). Suppliers of operating and maintenance use both means of transportation, whereas muriate shipments are entirely by railway.Currently five continuous mining machines - one a Goodman 526 borer and four Marietta 911-A units produce some 10,500 tonnes of ore per operating day. A smaller Voest-Alpine Af.1-100 boom type miner is used for floor cutting which was previously done by a production unit. In order to maintain safe, competent ground conditions only 35 percent of the total ore is extracted. At this rate mine reserves are deemed adequate for about 100 years. The plant has operated since August 1969 and has a current practical annual capacity of 1,270,000 tonnes of muriate. As of June 30, 1981, some 11.9 million tonnes of muriate had been produced from 31.4 million tonnes of ore. Of the total muriate, 6.1 million tonnes was granular, 4.8 million was coarse, and 1.0 million was standard. No standard product has been made since August 1978."

The electrolytic tan/chouse at CCR was recognized by management as lagging behind modem refineries in terms of productivity, energy efficiency and controls. The operation was also burdened by high maintenance costs of cells, floors and electrolyte recirculation systems. A bench marking program was started in 1986 to evaluate processes and other technology by visiting major copper refineries in North America, Europe and Japan. The basic principles necessary to optimize the operation were defined, and a program called CCR 2000 was prepared for approval of the necessary capital investments. This paper describes the results obtained to date and outlines the remaining work to complete the modernization program, in particular, the control of electrolytes, the elimination of the Baltimore groove and studies to modernize the stripping operation or adopt permanent cathode technology.

The mine is seven miles •by road from the hamlet of Red Lake. This latter centre is .connected to the Trans-Canada Highway at Vermillion Bay, Ontario, by provincial highway No. 105 which has a total length of one hundred and thirteen miles.The Madsen property went into production on August 11th, 1938, with a milling plant rated at 300 tons per twenty-four hours. Changes made in the crushing plant during October, 1938, allowed a •finer feed to be delivered to the mill and increased the milling •capacity to 400 tons per twenty-four hours. During 1948, steps were taken to add an additional 400-ton capacity unit to the milling plant. This latter work was completed by May, 1949, giving the present total milling .capacity of 800 tons per twenty-four hours.It was realized in the early 1940's that, eventually, considerable material suitable for backfilling in the mine would be required. As there were no large deposits of gravel or sand anywhere near the mine, officials of the Company considered it advisable to investigate the feasibility of using mill tailings for mine •backfill. Since Madsen mill tailings contain approximately 80 per •cent of minus-200-mesh material, it was not considered practical to use them for underground backfill without first removing the finer material. as the slimes present in a product of this fineness would without doubt preclude any drainage whatsoever. Table I gives a sizing analysis of Madsen mill tailings and Table II a quantitative chemical analysis of the ore."

This paper presents the development of a demand reduction and responsive strategy capable of reducing the electrical power demand, particularly during peak conditions. The work presented includes a case study of a UK colliery. Areas explained are the equipment installation at the mine; the development of the demand reduction strategy including the load profile database and prediction optimisation model. Some live production data from the power meter installation at the mine is also presented.

Over the years, concentrator plant design has evolved from a large number of small grinding mills to a small number of large mills. In many cases, all of the tonnage runs through a single mill (typically a large SAG mill), so that the plant?s performance hinges on the productivity of this one machine. Industry specifications attempt to address the critical nature of today?s grinding mills in a manner that is often overly complex, neglects economics, and is not clearly focused on the end user?s goals. This paper surveys current industry practices, and proposes an improved approach to standards writing recognizing that product design, procurement, manufacturing, and quality are all inter-related in contributing to a project?s success. The lessons learned here can be extended to specifications for all types of machinery.
